This Bureau of Mines report proposes a new methodology for estimating industrial dust explosion hazards in terms of three probabilities or co-factors: The dispersion of the dust, the existence of a flammable dust concentration, and the presence of an effective source of ignition. This method or rationale is proposed as a replacement for the "explosibility index" that was first suggested 25 yr ago, but which, by consen-sus among leading researchers in the field, is now outdated. This report presents a detailed critique of the deficiencies of that old, material-oriented index, and develops the logical rationale for its re-placement by an approach that is better suited for quantitative hazard evaluations. A variety of such evaluations are illustrated, which show how a quantitative prediction of explosion frequencies can be obtained from laboratory measurements and operating conditions in a given indus-trial facility. The method has some pitfalls, particularly as they re-late to the correlation of events or their randomness. These are discussed, as well as the method's other limitations and uncertainties. This work is intended to provide a beginning to a quantitative approach to explosion hazard assessment. To that end, a new method is proposed for estimating thermal ignition probabilities in terms of the measured laboratory autoignition temperature of a dust, its relationship to the operating temperature, and its distribution within a given industrial system.

THIS SUMMARY appears in Minerals Yearbook volumes I and III, which cover mineral production in the United States, its island possessions, the Canal Zone, and the Commonwealth of Puerto Rico, as well as the principal minerals imported into and exported from the United States. The several commodity and area chapters contain further details on production. A summary table comparing world and U.S. mineral production also is included. Mineral production may be measured at any of several stages of extraction and processing. The stage of measurement used in the chapter is normally what is termed "mine output." It usually refers to minerals in the form in which they are first extracted from the ground, but customarily includes for some minerals the product of auxiliary processing operatons at or near mines.

"INTRODUCTION Oxygen, because of its vital relationship to man's physical well being, is the most important chemical_ element. It may be breathed, however, only in a rather limited range of concentrations and pressures without producing ill effects. An excess of oxygen may be equally as harmful as too little of it. Because of the importance of these effects, the study of the physiological action of oxygen has received attention for many years and by many investigators. Much of the investigative work has been directed toward determining the limits within which oxygen in abnormal concentrations and at abnormal pressures may be breathed with safety in such applica¬tions as deep-sea diving, work in comprossod-air, aviation, the wearing of apparatus designed to permit entrance into irrespirable atmospheres, and in the therapeutic applications of the medical profession.The Bureau of Mines frequently receives requests for information on the effects of breathing essentially pure oxygen, because of the Bureau's association with the use of self-contained oxygen breathing apparatus for entering irrespirable mine atmospheres, and the use of oxygen in conjunction with artificial respiration as a moans of resuscitation. The purpose of this paper is to summarize briefly the effects upon the human body of the inhalation of oxygen in various concentrations and at various pressures and to give reference to other published information that deals in greater detail with the diverse phases of the subject. The literature in this field is voluminous; therefore, a complete bibliography has not boon presented in this paper. No paper on this subject would be complete without reference to the classic pioneering work of Paul Bert (1) 3/ in this field. Articles such as those of Stadia, Riggs, and Haugaard (2), Bean (3), Specht (4), and others cited contain extensive lists of references that will leadthe reader to information in a degree of detail that is not within the scope of this publication."

The Bureau of Mines investigated the thermoelectric properties of yttrium selenides and tellurides from room temperature to 900° C. X-ray crystallographic data were determined for the yttrium-selenium and yttrium-tellurium compounds that were orthorhombic with a cubic substructure. The yttrium selenides and tellurides exhibited semimetallic to insulator conduction properties with figures of merit of 10-9 to 10-4 °C-1. The mono-selenide and monotelluride behavior was partially degenerate; unsatisfied bonds were the source of the large number of charge carriers. The higher stoichiometry selenide compounds were intrinsic semiconductors) but with high electrical resistivities. A critical defect or impurity ionization energy for carrier activation appeared to exist in the majority of telluride compounds. Mobility and energy band determinations are required to interpret completely the observed effects in most of the compounds studied.

One goal of the Bureau of Mines is to develop technology tp insure a dependable supply of minerals to the United States. To support this goal, the Bureau's Albany Research Center has modified a commercial atomic absorption spectrophotometer to rapidly determine trace levels of mercury by cold-vapor atomic absorption spectrophotometry. Such diverse materials as ores, mill products, stream water, sediments, and flue dust have been analyzed. A very high dynamic range of 0.2 ng/ml to 1 µg/ml of mercury in solutions is routinely analyzed by this instrument.

Before going directly to the analysis, it would be good to summar¬ize explosion-proof container approval methods. Both Magison (52) and Short (84) state that in general practice, the systems are certified for: 1. a rugged enclosure able to withstand an internal explosion but not allow explosively hot gases to escape, and 2. maximum surface temperature, with equipment operating inside, that will not ignite the surrounding atmosphere. Also, testing insures that any material in contact with the container surface will not be ignited by a hot spot. Associated with the first practice, the enclosures are inspected for: 1. a safe flange gap width, 2. a pressure increase during ignition, and 3. an hydrostatic pressure withstand level. The hydrostatic pressure level is almost always determined by a meas¬ured ignition-pressure test and is usually applied to prove the mechan¬ical design to some safety factor. Consequently, explosion-proof enclosure testing includes temper¬ature, permissible flame gap, and pressure. Specifications and prev¬ious research also can be similarly separated even though some interre¬lation exists between the flame gap size and internal enclosure pressure during an explosion. "Mutmansky, J.M. and· Lijun Xu, 1989. Some observations on particulates collected in underground coal mines using diesel and non-diesel equipment. Min. Sci. Technol., 9: 207-218.The results obtained when sampling twenty underground coal mine sections, each in a different mine, are outlined. The sampling effort was oriented toward a detailed characterization of coal mine dusts and thus eight-stage Anderson Model 298 impactors were used as the primary collection instrument. This instrument allowed a fairly detailed size distribution for each of the particulates sampled. Because four of the mines used diesel outby equipment and/or diesel shuttle cars at the face, it is possible to make some comparisons of the particulate distributions in diesel versus non-diesel mines.One of the more interesting results is the pattern that exists in mines lising diesels only for outby utility haulage. Particulates in these mines seem to be consistently heavy in the fine size ranges, perhaps being of significant concern to the industry. While no definite conclusions can be drawn from the limited data, a more detailed study of particulates may provide a better picture of particulate loadings.IntroductionThe subject of particulate emiss1ons from underground diesel equipment is currently a very important topic as health concerns and regulation of diesel particulate emissions have created new environmental problems for mine operators. The amount of particulate matter originating from diesels has not been extensively measured and problems of differentiating coal and mineral dust from diesel particulates make existing data questionable.However, it is necessary to make an assessment of the problem in order to solve it. It is known that particulates from diesel engines are solid aerosols formed in the combustion process. Technically, this places the particles in the category of fumes. It is also known from tests where no mineral dust could be a factor in the measurements that about 90% of diesel particles are less than 1 µm in aerodynamic diameter [3]. To measure the diesel component of a coal/diesel particulate to measure, Johnson et al. [2] have developed procedures for utilizing laser Raman spectroscopy. The determination of diesel content in a coal/diesel mixture is difficult due to the chemical similarity of the two organic materials. However, laser Raman spectroscopy, which is often used for identification of organic materials, has potential if the Raman spectra for the two materials are different and unique. The study concluded that an accuracy of ±~% could be achieved for mixtures containing up to 55% diesel particulate. The method is relatively complex and would need further development for routine application."

The Bureau of Mines investigated a hydrometallurgical procedure to recover Co, Ni, and Cu from an electrolytic zinc industrial copper filter cake. The copper filter cake is presently unmarketable or of low value because economic and environmentally acceptable processing technology is lacking. Research by the Bureau of Mines has developed a multistage process for recovering or recycling over 93 pct of the Zn, Cd, Cu, Co, and Ni from this material. The stages involved are (1) wet sizing, (2) H2S04 leaching of undersized material, (3) H2S04-Mn02 leaching of H2S04 leach residue, (4) selective precipitation of As, Cu, and Co-Ni products, and (5) precipitation of manganese for recycling to the leach circuit. The final process residue is only 1.6 wt-pct of the initial cake and consists of lead sulfate.

"In presenting this list of permissible explosives and blasting devices, the Bureau of Mines desires to call attention to pages 20 and 25 outlining the conditions in use under which, and only under which, the explosive or blasting device is permissible.In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 20 and condition 2 on page 25. Bauxite, the principal source of aluminum, has been mined from deposits in Saline and Pulaski Counties, Ark., since 1899; war needs have greatly stimulated production. Many of the ore deposits are basin-shaped and either outcrop or are covered by a shallow-depth overburden at their peripheries; these are mined by stripping and open-pit methods. When stripping becomes economically impracticable, incline shafts or slopes are sunk on the dips of the deposits, and underground mining is done on the retreat, using a room-and-pillar method.

The Bureau of Mines investigated hydrometallurgical procedures for concentrating precious metals from a mechanically processed metal fraction of obsolete military electronic scrap. Feed material for the leaching procedures described in this report was the high-tension-separated metal concentrate obtained as a fraction from mechanically processing partially stripped electronic units. Initial pretreatment with a 20-wt-pct-NaOH solution solubilized most of the aluminum. After washing, the resulting residue was incinerated to destroy any organics attached to metal particles. The incinerated residue was leached with 20-vol-pct H2S04 solution using two methods, countercurrent pressure and ultrasonic-aided leaching to solubilize the base metals, predominantly copper. Silver was recovered from the base metal leach residue using 50-vol-pct HN03, and gold contaminated with several percent palladium was recovered from the silver leach residue using aqua regia. The impure silver and gold plus palladium products represent about 1.5 wt pct of the high-tension-separated metal concentrate. Included is a three-step process evaluation study of mechanical processing of general electronic scrap and two hydrometallurgical procedures for leaching high-tension-separated metallic concentrates obtained from the mechanical processing step. Process evaluation concluded that only mechanical processing is economically viable.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

Surface mining drastically alters the ecological characteristics of the area disturbed and in some cases has a decided effect on surrounding areas. Vegetation is removed, topographic features and characteristics are changed, and the original geologic overburden profiles are destroyed. Spoil banks generally are a heterogeneous mixture of rock fragments, rock particles, and soil-sized material derived from the overburden strata. With proper mining techniques, the various strata can be partially or completely segregated. Segregation of over- burden material offers the opportunity to bury the toxic, acid, or salt-pro producing strata under growth supporting material. In some situations, lower strata may have more desirable characteristics than surface material and can be placed near or on the surface. For example, limestone strata appear in some lower overburden profiles that have shale and/or sandstone near the surface. Also, some lower strata have higher nutrient levels that have been leached from the surface. Experience has shown that natural revegetation is a very slow process on strip mined areas. Native vegetation may not be compatible with the environment on the mined areas, for example : 1. Low nutrients in the spoil. 2. Toxic spoils (very acid or highly alkaline ). 3. Surrounding vegetation may be of the climax type and may not have pioneer- or primary-invader-type species present. 4. The seed source may be to far away from the adjacent mined areas. Early attempts to revegetate strip-mined lands with trees also proved to be unsatisfactory as they did not provide the initial ground cover required to stabilize the spoil. Erosion control with trees only may take up to 10 years before the canopies close and an effective cover is established. They are slow to form soil profiles and do not provide effective chemical pollution control until long after planting. A quick growing cover of herbaceous species is necessary to obtain quick stabilization and initial protection against erosion by reducing runoff and rain-drop splash. The U.S. Bureau of Mines has developed a monitoring system that acquires and analyzes data for use in determining the conditions that may precede mountain bumps in coal mines. Based on a UNIX workstation linked to an array of geophones in a working longwall operation, the system captures complete waveforms of microseismic events and simultaneously obtains continuous samples of the voltage levels of each geophone. Event rates and locations are calculated and displayed in real time on the UNIX workstation, which is situated in an underground instrumentation room. These results also are transmitted from the workstation to a display computer near the longwall face. The system runs continuously and has the capability to acquire, analyze, display, and archive microseismic (transient) data and single point data, such as closure and pressure changes, simultaneously.

Capital and operating costs have been estimated for removing sulfur dioxide from flue gases of a powerplant of 12,000-kw. capacity by liquid-purification processes, using limestone, ammonia, or sodium sulfite as the reactant. The annnonia and sodium sulfite processes yield end products that may be marketable. Coals containing about 1.5 and 5.0 percent sulfure have been considered. The sulfur dioxide content of the gases to be treated is 0.083 and 0.30 percent, respectively. Estimates have been made for 90-percent removal of the sulfur dioxide from both gases. A third instance has been considered in which 70 percent of the sulfur dioxide is removed from the flue gas of 0.30-percent concentration. The scrubbed gas would contain 0.09 percent sulfur dioxide, which might be within the permissible limit for discharge to the atmosphere in most areas. Although it is unlikely that flue gases with sulfur dioxide concentrations of less than 0.10 percent would require purification, a cost estimate for such a gas is included because an estimate is available for a British plant employing the limestone process at these conditions. Capital investment and operating costs, with no credit for products, are lowest for the limestone process for gases of both concentrations. Crediting the ammonium sulfate and sulfur produced in the ammonia process at their market prices at the end of 1956 of $32 and $28 per ton, respectively, the operating costs of the ammonia process become the lowest for purification of the gas containing 0.30 percent sulfur dioxide. The operating costs of the sodium sulfite process for purifying gas of high sulfur dioxide content approach those of the limestone process when the byproduct sulfur dioxide is credited at $14 per ton. Even if credit for products is allowed for the ammonia and sodium sulfite processes, the operating costs are higher than those of the limestone process for the gas of low sulfur dioxide content. Because of the large quantity of materials that would be produced by removing sulfur dioxide from a relatively small number of plants, credit for products should be allowed with extreme caution.

The Bureau of Mines conducted a laboratory-scale investigation of grouting mixtures containing iron or aluminum to determine the existence of health or explosion hazards, due respectively to oxygen depletion or hydrogen emission. Mixtures containing iron created an oxygen deficiency in less than 24 hours and released small amounts of hydrogen; a health hazard could occur but only under extremely unfavorable conditions. Mixtures containing aluminum released little hydrogen and consumed little oxygen; however, if improper on-site mixing yielded high local metallic aluminum concentrations, enough hydrogen might be released to produce an explosive atmosphere in a confined space.

An electrochemical method to selectively determine sulfur dioxide in the presence of sulfur trioxide was investigated. A hydrophobic gas-permeable membrane separates the gas sample solution from an internal filling solution containing a fixed quantity of chloride ion and a sufficiently large excess of sodium bisulfite so that its concentration may be considered constant. Sulfur dioxide diffuses through the membrane to dissolve in the internal filling solution and liberates an equivalent quantity of hydrogen ions. The electromotive force between a precision-ground, flat-ended pH electrode, which acts as the sensing element, and a chloride sensing electrode, which acts as the reference element, gives a direct measure of S02 in the gas sample solution. Calibration curves in water, tetrachloromercurate (TCM) , and citrate buffer absorption solutions were closely parallel with slopes in their linear segments, ranging from 57 to 52 mv/decade of S02 concentration. The slopes compare reasonably well with the theoretically expected slope of 58 millivolts at 21° C. The water standard curve was linear with respect to the logarithm of S02 concentration from 1 to 1,000 ppm S02; the TCM standard curve was linear from 10 to 2,000 ppm S02; and the citrate standard curve was linear from 30 to 5,000 ppm S02' The high efficiency and nontoxicity of citrate favor it as a substitute for the conventionally used TCM in the absorption solution.

Several methods of calculating ore grades by diamond-drill sampling in the Homestake mine, Lead, S. Dak., have been evaluated by statistical analyses of assay data. The natural distribution of gold particles, partly masked through sampling and assaying procedures, is probably lognormal. As a consequence of the gold particles being clustered rather than randomly distributed within the ore bodies, (1) more mine samples are needed to obtain a specified precision of mean grade than the number predicted by the standard-error-of-the-mean law; (2) the variance of gold values is not inversely proportional to sample volume, and, therefore, small-diameter drill core yields samples nearly as good as larger diameter core; and (3) sampling at 5-foot intervals provides nearly as good results as sampling at shorter intervals.

All the coal lands in Alaska are publicly owned, and the Federal Government is the principal consumer of coal. Therefore the Government has long been concerned with the wise utilization of the coal reserves of Alaska as well as with the availability of coals meeting the specifications for use in various Government installations. Coal preparation plays a key role in both of these areas of interest. The proper choice and operation of coal-washing equipment permits the mining of inferior deposits, minimizes waste of coal in preparation, and assures a prepared product of the best quality obtainable from the raw coal. Thus, from time to time, the Bureau of Mines has made washability examinations on most of the coals mined in Alaska. Generally, these examinations were made when new mines or new beds were opened, when construction of new preparation plants was being considered, or when the operation of existing plants could be improved by better knowledge of the raw coal. The purpose of this report is to bring together all the washability data available on the coals of the Matanuska Valley and Beluga River fields. The pattern of energy development for the rapidly growing Anchorage area is not clear at this time. Formerly coal was the only fuel available for large-scale space heating and power generation. More recently both oil and natural gas have entered the market, and several hydroelectric projects have been completed. Additional major hydroelectric projects are being considered. The role that will be played by coal in this competitive energy market is uncertain. However I if coal is the fuel used in future power plants or industrial installations, the information contained in this report will be useful in indicating the quality of the coals that can be supplied and in selecting proper preparation techniques.
