Senior staff representatives of the Bureau of Mines and the National Institute for Occupational Safety and Health (NIOSH) met in Washington on September 6, 1972, to review and evaluate their cooperative accomplishments to date and to consider the planning and conduct of future coordinated activities. The six presentations given at this joint staff seminar are published here for the benefit of those concerned with the problems of coal mine health, and especially those with responsibilities in administering the Coal Mine Health and Safety Act of 1969.

Consumption of abrasive materials in the United States decreased 23% in value from that of 1981 to $262 million, of which 53% was manufactured abrasive, 39% was industrial diamond (natural and synthetic), and 8% was natural abrasive. Production of natural abrasives, excluding industrial diamond, appeared to be stable when compared with that of 1981. Production of tripoli, a porous siliceous rock, increased slightly after decreasing steadily over the three previous years. To further investigate the potential of precast concrete sets as a support medium for underground mines, the Bureau of Mines designed a five-piece precast concrete drift set for a small opening and tested it to destruction in a straining frame. Twenty-seven tests were made with three sizes of members using three loading conditions. In addition, six tests were made with sets in a distorted configuration, Test results and typical failure patterns are presented. A comparison of results with those previously reported for the three-piece set shows the five-piece set supports considerably larger total loads than does the three-piece set of equivalent cross section designed for the same size of opening. Recommendations are made for improvements in design.

The Bureau of Mines evaluated the potential availability of chrysotile, amosite, and crocidolite asbestos from 42 properties in market economy countries. This resulted in the development of tonnage-cost relationships indicating the quantity of grades 3 through 7 asbestos at various average total costs of production at 0% and 15% rates of return on invested capital. The availability of grades 2 and 8 was also evaluated, but since each is produced at only one property, no analytical results were given. Total demonstrated recoverable chrysotile fiber potentially available of grades 3 through 7 from the 42 properties evaluated follow: 1.59 million t, 21.00 million t, 16.74 million t, 15.54 million t, and 19.27 million t, respectively. The total amount of crocidolite is 1.69 million t. Owing to the good potential for discovery and development of new deposits, long- term availability of fiber of all three types is not in jeopardy. However, many of the crocidolite properties evaluated in the northern Cape crocidolite field of South Africa have relatively small demonstrated resources, and new deposits will have to be exploited by the late 1990's to sustain projected levels of production.

The Bureau of Mines conducted bench-scale cyclic tests to determine the composition of recycled leach liquor in the Bureau?s proposed clay/HCl leach/ HCl sparge process for producing Al203 from clay. The data developed from these tests make it possible to synthesize leach liquors for predetermined steady-state operating conditions when conducting large-scale crystallization tests. The results of two sparge tests were compared. One was a 20-cycle test with a 36-pct-HCl concentration in the mother liquor; the other was a 10-cycle test with a 26-pct-HCl concentration in the mother liquor. The effect of impurity concentrations in the leach liquor on the purity of aluminum chloride (AlCl30?6H20) crystals was determined, but there was poor correlation between this data and results that have been obtained from miniplant-scale work.

This report is the second of a series of three that will evaluate, in order, the metallothermic, carbothermic, and electrolytic methods of magnesium production. The historical development of the carbothermic process is outlined. Production costs varying from 38.9 to 21.8 cents per pound of magnesium are estimated for different versions of the process. Additional suggested process modifications are listed. The technical and economic potential of the different versions are compared. Areas deemed most promising for future research on the process are delineated.

This report describes development and application by the Bureau of Mines of techniques and instruments for using radioactive inert-gas tracers to determine flow paths through petroleum reservoirs that have natural fracture systems and for which water injection has been selected as the stimulative production method. A field test was made to prove the techniques and evaluate instrumentation. The feasibility of applying the techniques and instruments to the solution of reservoir problems in other stimulative methods of production also is discussed. Oil commonly is displaced from sandstone host rocks by the action of a driving force that causes the oil to move through interstices of the rock and into production wells. In addition to the requirements of oil being trapped within the sand pores and the presence of an effective displacement mechanism, the rock itself must have adequate permeability to permit flow of oil and other fluids.

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. [Sales of explosives - permissible explosives5/ other high explosives, and black blasting powder - in the United States during the calendar year 1937 reached a combined total that slightly exceeded the quantity sold in 1936. A larger output was reported for permissible and other high explosives but a smaller for black powder. Production of the three classes of explosives totaled 404,744,294 pounds, more than 3 percent over 1336. The total quantity produced included 49,579,441 pounds of permissible, 288,924,253 pounds of other high ex- plosives, 36,403,950 pounds of black powder in pellet form, and 23,836,550 pounds of black powder in granular form. Sales of granular black powder declined 26 percent compared with 1936 and of pellet black powder 12 percent; gales of permissible explosives increased nearly 4 percent and of other high explosives 10 percent]

This document reports on the design details of the sensor packages and the data processing program used in an experimental monitoring system. The United States,-the largest nickel consumer in the world, produces virtually no nickel from domestic ores. Dependence upon outside nickel - sources and increasing strategic, importance of nickel focused the attention of the United States on deposits within its boundries. The most likely domestic sources of nickel are low-grade oxide and silicate deposits, such as the Cle Clum deposit, Kittitas County, Wash., and the Riddle deposit, Douglas County, Oreg. The Federal Bureau of Mines, Northwest Electrodevelopment Laboratory, Albany, Oreg. has been investigating electric smelting of low-grade oxide and silicate nickel ores. These smelting studies have been on selective reduction to produce low-carbon ferronickel. Selective reduction is based upon the relative reducibility of: nickel, iron, and chromium, in the order named, when the charge contains insufficient carbon or other reductants to reduce the entire quantity of these metals present in the ore.

A reconnaissance study of kyanite-group mineral deposits in the Northwest has revealed large exploitable reserves of the mullite-forming raw materials in the Woodrat Mountain and Goat Mountain districts of north-central Idaho. Potential coproducts or byproducts are garnet and muscovite mica. The Woodrat Mountain district contains garnet-kyanite-mica schist, which has been traced for 6 miles and may extend farther. Surface samples average 29 percent kyanite and contain up to 15 percent garnet. Inferred reserves of strippable ore with a low waste-to-ore ratio, and containing more than 15 percent kyanite, are more than 3 billion short tons. The Goat Mountain district contains several kyanite-mineral zones. Samples of the richest zones average from 10 to 20 percent kyanite minerals and represent about 200 million short tons of strippable rock. Beneficiation tests indicate that the kyanite minerals and garnet can be concentrated by a combination of gravity, flotation, and electromagnetic methods. Reserves in these deposits are sufficient to satisfy any foreseeable domestic and export demand. However, the freight tariff to reach the nearest major users of kyanite (located in the Midwest) has discouraged development of western kyanite resources. Western demand of a magnitude to support a moderate to large milling operation has not yet been developed. However, there is some foreign market potential. If a garnet byproduct could be prepared and sold for coated abrasive products or as grinding grains, an offset possibly could be gained to a por¬tion of the mining and milling costs for the Pacific Northwest producer. Such byproduct values would offer a means for expanding the geographic market areas as well as the regional market potential.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. Gypsum mining and processing has been one of the principal industries in Iowa for more than 75 years. For most of that period, Iowa has ranked among the five leading States in the production of crude gypsum and of calcined-gypsum products. The Fort Dodge area accounted for 11 percent of the gypsum products produced in the United States in 1956. Before 1927 the output by the major companies came from underground operations, using a room-and-pillar stoping method. At present, all production comes from quarries. The quarry methods at the various properties are similar. This paper describes the quarrying, methods employed in the district and the type of equipment used by each company. The sections on history and geology are, in part abstracts from State annual reports and an Iowa Geological Survey publication.3/

Because of the importance of oil-shale reserves the Bureau or Mines resumed research investigations in this field beginning in 1944. The Bureau early decided to build a Large-scale demonstration plant to accomplish the dual purpose of obtaining design data and to produce crude shale oil for refining studies. Two 40-ton-Capacity batch N-T-U (Nevada-Texas-Utah) retorts were completed for this purpose in 1947. After a preliminary operation, the plant was used to investigate process variables of air rate, recycle gas rate, and shale particle size and crude. Correlations obtained from these variables are presented in this report. Researchers concluded that recycle gas was not necessary for efficient operation of the process. Short comings of the batch method of processing the oil shale are pointed out in the report. Several periods of prolonged production operations were carried out. During these periods, the retorts were operated to produce as much crude oil per day as possible. The lifetime operation of the N-T-U retorts was divides into three periods, namely, preliminary operation, process variable study, and production operation. During the preliminary operation, 187 runs were made with a total of 7,596 tons of raw shale used to produce 3,688 barrels of crude shale oil. During the process variable study, 179 runs were made with a consumption of 7,494 tons of raw shale and a production of 4,218 barrels of crude shale oil. The production operation consisted of 554 runs in which 22,457 tons of raw shale was used to produce 12,359 barrels of crude shale ail. The overall total for the lifetime operation of the retorts consisted of 920 runs with a total consumption of 37,547 tons of raw shale and a production if 20,265 barrels of crude shale oil.

The Federal Bureau of Mines has conducted laboratory experiments simulating underground gasification of coal to study the feasibility and mechanism of the process and determine the chemical and physical characteristics of a coal-bed during gasification. Laboratory and small-scale field experiments also were made to investigate the properties of coal and other factors affecting the electrolinking-carbonization method of preparing a path through a coalbed before gasification. Laboratory experiments simulating underground gasification of coal: Experiments with a laboratory retort indicated that bituminous-coal deposits could be gasified in place to produce a combustible gas.

The objectives of this research were: 1. to determine the stability relationships of coal mine roof rocks which are cut by fractures or intersecting joints with and without roof bolts, under various sets of conditions including horizontal formation pressures, inclination and coefficient of friction of joints, bolt loads, roof spans and rock properties; and 2. to develop criteria for the design of roof bolt sys terns for such roofs. The problem was studied by mathematical finite element models and by laboratory models. From the results of the mathematical and laboratory models, equations were derived to express the relationships listed above for cracked, single-layered roof beams and design tables for such beams are included. The analysis was then extended to include multi-layered cracked beams reinforced by roof bolts and a method for analyzing and designing bolting patterns for such roof rocks is presented.

The Bureau of Mines studied some physical properties of hydraulic backfills and their paramount characteristics , and made preliminary attempts to compact this type of material . The in- place density of hydraulic backfills affects the properties of strength , consolidation , and water percolation . Dense fills give better support than loose fills . In - place density properties themselves are affected by grain size , grain size distribution , and the particular conditions of sedimentation in a stope ( the amount of work the slurry water does to compact the material ) . Field sampling of in - place densities of fills presently used in four different mines and laboratory and underground compaction tests using a standard concrete vibrator show that the initial in - place density of the cohesionless fill material tested can be significantly increased by vibratory compaction .

Much has been published by various investigators on the use of activated carbon for adsorbing precious metals from cyanide solution and pulp. For the benefit of the reader, a list of these earlier publications appears at the end of this report. The present paper deals only with a process for extracting gold from gold-laden carbon and re-use of the de-adsorbed carbon. At the Getchell mine, Redhouse, Nev., experiments have been in progress for several years concerning the use of activated carbon to adsorb gold from their slime circuit pulp. The experimental work has been successful. Their practice has been to ship the gold-laden carbon to a smelter for treatment, which meant the total loss of the carbon in addition to smelter and freight, charges, all of which proved costly and wasteful.

This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are made primarily to provide preliminary information to Department of Interior agencies and others concerned with the planning of the proposed Federal power developments within the Missouri River Basin . The present report has been designed to permit public distribution of the factual data obtained . The field investigations in Meagher County were made during tually all 1948 ; Vir- known metallic mineral occurrences within the county were investigated ; some nonmetallic mineral deposits also were investigated . The investigations cannot be considered complete , however , because some long-inactive mines or prospects may have been missed . Most of the old mine and prospect openings are caved; many are completely inaccessible . Many of the claims located years ago have been abandoned ; others have been relocated under different names and ownerships . Because of such conditions , much of the information regarding their development and operation necessarily has been obtained from Federal and State publications , supplemented by information provided by owners and local residents .
