The hydrologic characteristics of two abandoned underground coal mine sites, near Latrobe, PA, and Uniontown, PA, were investigated by the U.S. Bureau of Mines for possible implementation of alkaline injection into the mine pools as a means of abating their acid discharges. The Latrobe site was chosen for a one-time application of alkaline injection to achieve a partial, short-term neutralization of a limited portion of the mine pool. A quantity of alkaline reagent (sodium hydroxide) sufficient for a one-time neutralization of the water in this portion of the pool was added. Although nearly all of the neutralizing reagent had moved away from the injection wells within 6 weeks, no evidence of neutralization was noted at the mine discharge during the study period. This lack of neutralization probably occurred because the injection wells did not intercept a primary flow path through the mine. Criteria for successful application of alkaline injection at this or other sites include (1) positive identification of the primary flow paths through the mine pool and (2) addition of quantities of alkaline reagent sufficient to neutralize the entire volume of the pool along the primary flow path.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The Bureau of Mines, in pursuing its goal of extending the life span of strategic materials, conducted field corrosion studies at the East Mesa Known Geothermal Resources Area (KGRA) in the Imperial Valley, Calif., to determine the optimum materials of construction for use in geothermal mineral energy resource recovery plants. These studies included characterization of geothermal environments and in situ corrosion testing. The corrosion resistance of 10 alloys exposed to 5 brine and steam process environments was evaluated using the low-salinity, high-temperature brine from geothermal well Mesa 6-1. Of these alloys, Hastelloy C-276, Hastelloy S, Incone1 625, titanium-2nickel, and 316 L stainless steel had excellent resistance to corrosion in all of the process environments; E-Brite 26-1 and 430 stainless steel had fair resistance. Although general corrosion rates for 4130 steel and 1020 carbon steel were substantially higher than those of the other iron-base alloys, these two alloys could prove useful in low-salinity process environments because of their low cost. Aluminum alloy 5005 was the least corrosion resistant alloy and pitted severely. Scales formed on all of the alloys in every process environment. Calcite, aragonite, and an amorphous silicate were the major components of the scales.

This report summarizes a Bureau of Mines study on the use of geotechnology to identify and reduce ground control hazards at slate quarry operations in eastern Pennsylvania. The major ground control hazard is falling rock, attributed to weathered bedding plane faults, which weaken quarry highwalls. It was demonstrated that these faults can be detected outside of the quarry perimeter using surface resistivity measurements. Falls of ice from quarry highwalls constitute a second major hazard, which requires water diversion as a basic control method. In situ stresses seemingly cause only minor problems in slate extraction although they could interact with developed stresses and lead to failure of barriers between quarries. Pull tests showed that rockbolts anchor firmly in slate and should prove effective in securing loose rock.

The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites . The process consists of four mmaajjoorr steps : ( 1 ) reduction roast , ( 2 ) ammoniacal leach , ( 3 ) solvent extraction , and ( 4 ) electrowinning . Several solid - liquid separation steps are required that affect the economics of the overall process . In this study , two techniques for solid - liquid separation , centrifugation and thickening , were investigated . This report presents the results of ( 1 ) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and ( 2 ) an economic study of the two techniques , based on the requirements of a commercial - size ( 5,000 - tpd ) laterite processing plant . Sizing and other equipment - related recommendations , based on data from the Bureau's studies , were obtained from commercial manufacturers . The costs of thickening and centrifugation , including all the unit operations affected , were determined by the Bureau's process evaluation group . The total operating costs for separation using the two techniques ( including depreciation on the capital cost of equipment ) were found to be quite close : $ 17.26 per ton of laterite for centrifugation and $ 18.15 per ton of laterite for thickening . For centrifugal separation , the greatest cost was found to be the initial capital cost for the separation equipment ; using thickeners , the greatest cost was for reagent recovery .

Although coal is found in several locations in Virginia, almost all recent mining has occurred in the southwestern part of the state. Potentially minable reserves are estimated at 2.6 billion tons, slightly less than one percent of the national total. Coal ranges from high- to low-volatile bituminous, and seams average three to four feet in thickness. Virginia produces coal with higher BTUs (British Thermal Units) and a lower sulfur content than the national average. Historically its high quality has made Virginia coal attractive for metallurgical coke production and for the export market. Coal production and related industries have a significant economic impact in southwestern Virginia. In the seven coal- producing counties, coal mining is the major industry. In the two largest coal-producing counties (Buchanan and Wise), over 40 percent of total earning is derived from the coal industry. Virginia's regulatory program was conditionally approved December 15,198 1, and received final approval May 8, 1984. Its Abandoned Mine Land Program was approved with the regulatory program December 15, 1981, with emergency program authority approved November 13,1987.

A deed conveying lands subject to an oil and gas lease under which the lessee had the right to drill or pay money in lieu of drilling at his option, and reserving to the grantor a share of the royalties under such lease, and expressly authorizing the grantee to lease the land for oil and gas purposes and to take the rentals, authorizes the grantee to extend the existing lease before the expiration thereof in consideration of the annual payment of money in lieu of drilling, as contemplated by the lease.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing minerals substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.

This U.S. Bureau of Mines report presents an overview of ground control considerations associated with cutter roof failure. Many of the relevant U.S. and international research studies since the late 1940's are reviewed, and summaries of recent design guides are included. Factors affecting cutter roof, such as underground stress field and rock structure around the entry, are described. Strata control techniques are also outlined. These techniques are divided into three sections: artificial support, mine structure design, and multiple-seam extraction. Other subjects covered in the report include monitoring and prediction, effect of geologic features, and mapping of adverse mining conditions. The emphasis of this report is on practical considerations; theoretical discussions are minimal.

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 25°, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

These proceedings consist of an overview of the in situ mining research currently being carried out by the Bureau of Mines. The following papers emphasize two general aspects of the in situ mining method: the environment and productivity. Both areas are extremely important, particularly because in situ leach mining is a relatively new mining method from a commercial point of view. Topics covered include the restoration of ground water, the selection of lixiviants, in situ mining of commodities other than uranium, in situ mining costs, the application of resistance measurements to in situ mining, an acid leach mining case history, and the use of branched boreholes for in situ mining. A bibliography of Bureau of Mines publications on in situ mining is appended.

This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

Six different chemical explosives were detonated in a test series to com-pare their relative performance in granite. From 5 to 255 feet from the detonation point, strain, acceleration, and particle velocity were recorded and analyzed for amplitude and pulse shape. Strain energy was calculated from strain data, and displacement data were obtained from particle velocity data by integration. The results show that explosives which have a characteristic impedance more closely matching that of the rock generate larger peak amplitudes than explosives with a lower characteristic impedance. The results also show that as the ratio of characteristic impedance of exp1osive-to-rock approaches unity, more rock is crushed and a larger percentage of the avail-able explosive energy is transferred to the rock as seismic energy. The effect of characteristic impedance is shown to be greater than the effect predicted from acoustic theory and is believed to be indicative of shock wave effects at the explosive-rock boundary.

Consumption of plastics has been growing in both the U.S. and world markets since the mid-1930s. This growth is due to plastics being used to make new products and as a replacement material for existing products. This paper develops an understanding of the replacement process by looking at the use of plastic, specifically PVC, in the construction pipe industry. History details the growth of the plastics industry and a discussion of the material selection process indicates the advantages and disadvantages of plastic pipe. Analysis shows that the use of plastic, as an alternative material for pipe, is having a significant effect on the cast iron, copper, clay, and steel industries. For the purpose of understanding the replacement process, three example residential systems were examined with a lifecycle cost analysis being performed. PVC was the material of choice in 1988 for all systems. Even though disposal cost was the one area where PVC was not the most cost effective, disposal costs were not sufficient to offset the overall advantage of using PVC on an economic basis. That plastic competes effectively with other materials, in terms of material properties and cost, indicates that further work should be performed to understand the impact plastics have on other material markets.

"The demand for barite has increased greatly in the last 10 years, especially during World War II. Depletion of oil reserves and subsequent increase in deep drilling created a heavy demand by the oil industry for barite to be used as drilling mud. The great increase in demand for barite gave impetus to the development of a, deposit of impure barite near, Magnet Cove in Hot Spring County, Ark.The critical condition of the national barite supply early in 1944 led the War Production Board to recommend that the Bureau of Mines attempt to prove the existence of a large reserve tonnage of barite in the Magnet Cove area and arch for new deposits. To carry out this program, the Bureau explored on newly reported. Barite deposits in southern Montgomery County, Ark. The Gap Mountain, Fancy Hill, and Sulphur Mountain barite deposits were investigated. Eight diamond core-drill holes and 1,336 linear feet of surface trenching were completed, and barite samples obtained were analyzed, A study of the Montgomery County barnse district indicates that the lenticular bodies of barite replace a favorable host rock near the base of the Stanley shale formation. Barite is exposed along the side of anticlinal mountains where erosion has truncated the beds on the limbs of the associated synclines. An appreciable amount of barite suitable for commercial use has been indicated by trenching and core drilling. The Gap Mountain and Fancy Hill deposits are controlled by the Magnet Cove Barium Corp. and Baroid Sales Division of National Load Co., respectively. The ore is similar to that of the Magnet Cove area and is amenable to concentration by a flotation process. Mining of these deposits had not been begun by the time the Bureau completed its exploration project."

This report presents the results of a joint Bureau of Mines-U.S. Department of Energy project that evaluated a newly developed low-coal mining system: the 4M miniminer system. The evaluation took place from April through October 1981 and determined potential health, safety, and productivity factors for the mining system using the surface test facilities at Bruceton, PA. The planning, testing, results of testing, and a summary evaluation of the 4M miniminer system are included in the report. The miniminer system was found to be a very good concept with future potential for safe, healthful, and economic production in thin-seam mining. The mining system was also judged to have considerable potential for use in some coal seams that are presently considered unminable by other existing mining equipment. The preproduction, prototype version of the miniminer system that was tested suffered from several safety and production problems. These problems are also described, along with suggested remedies.
