Historically, laws controlling the manufacture, sale, transportation and storage of high explosives and regulations governing the use of explosives were formulated to prevent accidents or eliminate incidents that might jeopardize public safety. Many of the original laws and regulations regarding classification of explosives and blasting materials, tables of distances for separation and/or isolation of explosives, construction of storage magazines and methods of blasting were based upon empirical data, field experiments or scientific facts. During the past few years, however, it appears that some of the explosive laws and blasting regulations introduced and/or enacted by federal, state and local agencies seem to be based more on political expediency than on factual information or technical data.

The U.S. Bureau of Reclamation awarded PCL Civil Constructors the project to build a new visitor's center and parking lot structure at the Hoover Dam. The excavations for these structures present many blast design challenges. The visitor center, a 30 foot deep excavation was blasted in the Nevada side of the canyon wall, 600 feet above the existing power plant. This excavation also included a through-cut underneath the existing road that carries the traffic over the Dam between Nevada and Arizona.

In the fall of 1988, The Cannon mine decided to investigate a central blasting system based on conventional electric blasting detonators being used to initiate rounds primed with Nonel detonators. The advantages of this hybrid detonator system were viewed as being safety and cost effectiveness. A study was done reviewing the safety aspects of utilizing a permanent blasting line installed throughout the main haulage drifts to a central blasting station located at the mine portal. The study addressed the following potential safety hazards: radio frequency induced current, stray current from both electrical utilities and transmission lines, galvanic and electrostatic sources of extraneous current.

The detonability of a chemically gassed emulsion explosive has been studied in recent tests, after the study of three micro-balloon sensitized emulsion explosives. Blasting experiments in steel pipes and computer simulation have been carried out. This study showed that the gassed emulsion explosive and the micro-balloon sensitized emulsion explosives have different desensitization features. Namely, the gassed emulsion explosive can recover its detonability very rapidly after the pressure vanishes, in contrary to the micro-balloon sensitized explosives.

During the last few years, there has been a flood of local, state, and Federal government regulations concerning blasting. Many of the laws and regulations were written by individuals who know little about explosives, the purpose of blasting, or blasting vibration and damage. I feel that the special interest groups responsible for some of these regulations are not trying to regulate blasting, but to stop it completely by unreasonable, non-flexible, regulations. The most recent being the Office of Surface Mining regulations that are already spreading to the quarry industry and will, no doubt, spread to all blasting involving disturbance of the surface.

In 1987, a large company reopened its quarry located in a very dense urban area in Montreal-East. This reopening occurred after a long period of inactivity during which houses were built within 200 feet of the quarry. During the first year of operation, people in the vicinity reacted negatively which caused the City of Montreal to seriously consider closing down the quarry by expropriation. This expropriation would have resulted in millions of dollars of loss for the operator.

"The Cumberland River in Harlan, Kentucky has flooded the town for numerous years. TheU.S. Army Corps of Engineers funded a project to divert the river. The project consisted oftunneling through a mountain to divert the river. The approaches to the tunnels requiredcontrolled blasting to create noses to help channel the water and debris into the tunnels.The geologic structure was such that conventional presplitting techniques were notproducing the desired results and were causing severe backbreak. Replacement of the rocknoses with concrete would cost about a million dollars; and therefore it was important tosave them if at all possible. Blasting techniques were developed which allowed the projectto be successfully completed. This paper will discuss the case history of the controlledblasting procedures."

On August 3, 1977 the 95th Congress passed Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977. This Act created the Office of Surface Mining Reclamation and Enforcement (OSM), which was given the responsibility of formulating regulations to implement the Act. This paper explains the rationale behind the specific provisions of the final blasting regulations, which were published in volume 44, No. 50 of the Federal Register, dated March 13, 1979. The major items covered by the regulations include preblasting surveys, blasting schedules, protection of the public, ground vibration limits, the scaled distance equation, airblast limits, blasting procedures, and record keeping. The regulations are designed to protect the safety and well-being of the public and to protect buildings and structures such as wells, pipelines, and storage facilities from damage.

Dust explosions in underground sulphide and oil shale mines result from the detonation of explosives in the blasting operations. Explosive composition, oxygen balance, priming and ideality of detonation were examined theoretically and experimentally in the presence of reactive sulphide dust. It was found that the temperature as well as the chemical composition of the gaseous products of detonation are the controlling parameters related to the explosive. Non aluminized, oxygen balanced emulsion explosives were proven to be relatively safe, while explosives creating combustible products were proven to be extremely dangerous due to the secondary flame they generate. Since a large number of dusty orebodies are often very friable, low density emulsion explosives are also examined for application in production blasting.

The Bureau of Mines has recently completed a contract study of the hazards associated with surface mining.! Part of this effort involved an analysis of surface mining accidents associated with blasting activities. For this purpose, 71 reports of accidents investigated by the Bureau of Mines or the Mining Enforcement and Safety Administration (MESA), covering the period from 1962 to 1976, were collected and analyzed. In addition, blasting accident frequencies for the period 1973-1976 were extracted from the central computer files maintained by the Health and Safety Analysis Center (HSAC) in Denver, Colorado. This paper presents a preview of the findings, which are treated in more detail in the final report.

Construction of a dock facility for the Lake Erie Development Project of Stelco Steel involved underwater blasting in commercial fishing waters near Port Dover, Ontario. The most stringent environmental constraints were imposed and a monitoring program involving water overpressure recordings, using equipment developed specifically for this assignment, correlated with observation of caged fish specimens at various distances from the blast source, was undertaken to determine the effects on fish life and to establish whether a protective air-bubble curtain system should be installed around each blast area.

This paper changes the section of copper of copper to aluminum adapter bar into aluminum plate covered one face or double face with copper coat, and changes the conductor material of knife switch, fuse box, plug and socket into steel plate covered one face or double face with copper plate, and manufactures the composite (two layers or three layers) metal plates by means of explosion welding with the plates installed horizontally. Introduced in this paper are the blasting designing technique, manufacturing process and the electrical performances of the explosion bonded products. Besides, this paper presents the designing and manufacturing technique of cumulative charges and their time detonating units for cutting off the retired nuclear submarine pipes. Experiments on cutting off the stainless steel pipes by cumulative flow and on the time detonation are made. During the past few years, high-speed cameras, laser surveying equipment and photogrammetry have become standard tools for recording blast geometry and results. While laser profiling yields accurate 3-D measurements, most cameras capture only two-dimensional images. Attempts to extract 3-D information from photographs have been unsatisfactory. Recent advances in electronic imaging and computer programming have made it possible to develop a 3-D computer based analysis system which can capture and measure 3-D images quickly and accurately. This paper describes the technology to create 3-D images and to analyze blast geometry before, during and after the blast.

A time series and system analysis modeling technique was applied to signals from strain egages mounted on a fully grouted resin roof bolt and signals from accelerometers mounted on the bolt head and roof rock to determine the roof bolt's response to repeated blast loading. The derived model gives a comprehensive quantitative description of the modes of vibration of the roof bolt response to each blast loading. The damping ratios and natural frequencies of the modes of vibration can reveal the alteration of the process dynamics due to the deterioration of the roof rock and can be used to identify the incipience of instability in the roof bolt system.

The Bureau of Mines, U.S. Department of the Interior, has been conducting research on delay blasting in underground coal mines in support of the efforts of Mine Safety and Health Administration (MSHA), U.S. Department of Labor, to revise coal mine blasting regulations. Part of the research centered on developing an understanding of the factors that lead to misfires of permissible explosives. Research was conducted to determine whether frequency of misfires was related to borehole spacing. For a wide variety of permissible explosives, misfires were observed for about 50 X of the holes at 45-cm (18-in) spacing. Misfires were also observed for 60-cm (24-in) spacing, but the frequency of misfires was much lower than observed for the 45-cm (18-in) spacing. The Bureau has recommended that hole spacings of less than 60 cm (24 in) be prohibited.

Through the 119 year history of the Homestake Mine various methods of raise mining have been used, these include conventional, bored, and drop raises. These raises provide passage for men and supplies, provide ventilation, transfer broken rock from level to level, and serve as emergency escapeways. As the 1980’s came to a close, many of the larger ore bodies in the mine had been mined out. This has resulted in many crown pillar situations that required a method to mine them. In addition, the Homestake ore body also contains numerous ore reserves that have short vertical height. The ore itself can be from vertical to 50 degrees in dip. Due to the high cost of drift and ramp development many of these ore bodies are subeconomic using conventional mechanized cut and fill mining.

There are several methods for demolition of structures but most of them depend mostly on conventional ways of using machines for breaking and crushing structural elements. However the need for lots of work force, expense and extreme amount of time for demolition, made most of these methods non-popular nowadays. Therefore, trials to accomplish a more economic and less time taking method lasted with the use of blasting. By applying controlled blasting on a suitable structure, the structure can collapse and break down to pieces in very short period of time, with no extra work force and cost. In spite of advantages of explosive demolition, the potential danger of explosives and the damage that the blasting may cause to surrondings, if not controlled properly, made people timid to the method especially in urban areas. Therefore, the pre-assumption by computational analysis has become an essential matter in the process.

"Suncor Inc. Oilsands Group, Mining Operation in Northern Alberta, Canada, has beenblasting to loosen the oilsands to increase production and decrease maintenance of the hugebucketwheel excavators for over twenty years. In 1991 an area of the mine wasencountered which had a working face in excess of 130 feet. In order to maintain theproduction objective, the blasting department took on the task of providing as much of ablasted face to work with as possible. In doing this Suncor has exceeded several knownrecords in production blasting."
