"A deposit of phosphate nodules is on the Chatham Rise approximately 450 kilometres to the east of Christchurch in the South Island of New Zealand. The deposit contains sufficient rock phosphate to supply New Zealand’s phosphate fertilizer needs for at least 20 years. It was first investigated commercially 50 years ago by Global Marine, followed by JBL Minerals in the early 1970’s. NZ and German government research and industry groups then took it up again, with major field programs in 1978 and in the early 1980s.Due to difficult global and local economic conditions the project ground to a halt in 2004.The project was resurrected in 2007 when Chatham Rock Phosphate applied for a prospecting licence. This was granted in 2010 and a successful subsequent mining permit approval followed in 2013. The initial application for the separately required environmental permit was declined in February 2015.A lot has changed then and the significance of this will be the subject of the presentation. Chatham Rock Phosphate is confident that an environmental permit will be successfully granted next time."

The paper describes recent advances in the technology for mapping of the seabed with acoustic instrumentation. These instruments are typically single beam echo sounders, multibeam echo sounders and high resolution sub bottom profiler. For the single beam echo sounders, new features for deep water mapping are described, as well as the possibility for combining investigation of shallow areas with side scan sonar and vertical echo sounding in the same instrument. Multibeam echo sounding technology for deep and shallow water is reviewed, and some new high resolution instruments using dynamic beam focusing is presented. The sediment profiling technology deals with a novel design for high resolution sub bottom profiling, based upon a Mills Cross transducer with resolution as good as 3 degree in its largest configuration and a frequency range of 2,5 ? 7 kHz. Remarkable features of the system are a very high ping rate even for deep water, and the capability to map buried objects or structures by several simultaneous beams. Some results obtained with the first installation on the French research vessel ?Beatemps Beaupré? are presented.

In the diaphragm wall market, we have experiences both in manufacturing and executing projects all over the world since 1984. We have a population of more than 300 units working all over the world in all climate and soil conditions. Especially for hard soil and rock conditions, we have developed several cutting tools and systems to optimize the performance, e. g. the “flipper tooth” Besides the execution of land based foundation projects, we have performed our firs offshore project with the trench cutter in 1994. Our task was to take samples out of the alluvial soil off the coast of Namibia in a water depth of max. 200 m. We converted a drill vessel and launched the cutter thru the moon pool. The samples had a cross section of 3,40 m² and a max. depth of 5 m. They were used to estimate the content of diamonds. The first time, we reached the seabed of the deep sea was together with our seafloor exploration rig MeBo, where we can take cores up to a length of 160 m in a maximum water depth of 4000 m. With our customer MARUM, we have done several expeditions since 2005. The last expedition took place in the Black Sea to explore gas hydrates.

Iron and manganese are very mobile metallic elements in the surface aqueous environment, particularly in the oceans. The elements are easily precipitated as oxides or dissolved back into water, controlled mainly by redox conditions, and the oxide precipitates often selectively accumulate other metallic elements. We have found clear evidence of fine-scale variations in chemistry, mineralogy, isotope composition and microstructures within various iron-manganese nodules and crusts, such as in the deep-sea basins and seamounts of the Pacific Ocean, and in shallow waters in the Baltic Sea. The patterns of variation with depth (that is time-lapse profiles of the deposits) are often correlated among samples and sometimes between remote localities. These fine-scale variations most probably reflect past depositional conditions and possibly image the environmental change, although they remain to be correlated to any physicochemical, geological, or oceanographic parameters. The hydrogenetic ferromanganese crusts have grown widely in the northwestern Pacific, accelerated by intensive circulation of oxygenated bottom waters during the last several millions of years, or earlier. The fine-scale (in millimeter) in-depth compositional and textural patterns with Be-10 growth-rate curves suggest significant changes in growth rate and also occasionally show a common microstratigraphic pattern among samples. Some of the samples indicate a correlation in growth pattern between remote locations, while others suggest short-range difference of oceanographic conditions with water depths.

India?s interest in the resources of the deep seabed particularly the manganese nodules in the Indian Ocean can be traced back to the Indian Ocean Expedition of 1960 ? 65. The collection of Manganese Nodule samples from the Indian Ocean in January 1981 aroused considerable interest within the scientific community. Following several surveying expeditions, the Central Indian Ocean was identified as the most promising area for exploitation. India was accorded ?Pioneer Investor? status and further research and development programs were launched to establish the techno-economic viability of deep seabed mining. India has also shown considerable progress in the field of development and testing of methods for processing the nodules. The Department of Ocean Development manages the program.

Six active Kermadec Arc submarine volcanoes located between 34°S and 36°30?S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the RV Kai?mikai-O-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, plume production and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial poly-metallic sulphide deposition. Hydrothermal venting at a water depth of 1700 meters within the base of the northern wall of the summit caldera of Brothers Volcano has produced a field of chimneys, some of them 5 metres high with black smokers venting. Temperatures of 300°C were measured within the active vents. Clark Volcano has a double cone summit at a water depth of 875 metres. The shallowest cone has a near-summit hydrothermal vent field with 5-meter high venting chimneys and smaller structures around the periphery. Water temperatures of 200°C. Geochemical and petrological analysis of the massive poly-metallic sulphide samples taken from Brothers and Clark show a diversity of mineralogy. This diversity is clearly a function of hydrothermal water temperature. Chimneys sampled from Brothers are pyrite and sphalerite dominant with lesser chalcopyrite. Sulphides from Clark Volcano tend to be barite rich with lesser sphalerite and pyrite. Sulphides from Brothers Volcano have a range in gold composition of 4 to 58 ppb with silver composition of up to 38 ppb. A mineral formation model for the volcanoes suggests hydrothermal fluid boiling within the volcanic edifice for those volcanoes with shallow summits and massive sulphide deposition with the edifice as well. Surficial deposits include native sulphur and lower temperature oxides. Only the deeper water Brothers Volcano shows massive sulphide deposition along the marginal faults of the caldera floor.

Hydrothermal activity is well known from many locations on most mid-ocean ridges, however no hydrothermally mineralized area had yet been found at the ultraslow spreading southwest Indian Ridge up to October 98 when the Japanese RV Yokosuka with the submersible Shinkai 6500 investigated this area. A massive sulfide field was discovered near 27º51S / 63º56 E in the 11th segment west of the Rodriguez Triple Junction. The Free University of Berlin had joined this cruise and taken over the responsibility for the study of the respective sulfide mineralizations. Hydrothermal minerals were sampled during two dives at water depth of about 2940 m close to the summit of an axial volcanic ridge called Mount Jourdanne. There massive sulfides occur on the seafloor as small smooth mounds with an average area of about 5 m2. Their surfaces are weathered and have a reddish to brownish colour. In addition to these mound-like structures, small tube-like chimneys were observed. These chimneys rise approximately 30 to 40 cm above the floor and are less than 10 cm in diameter. No indications of hydrothermal fauna could be detected. All the hydrothermal features are spatially related to faults and smaller fissures controlled by an E-W trending graben system crossing the summit region of the submarine volcano. Such tectonized areas are generally considered to be ideal for hydrothermal activity because they may have both a magmatic heat source in the deeper underground and pathways for fluid circulation, respectively.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0-17 bars, 0-25ºC), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. It is becoming increasingly evident that naturally occurring gas hydrates are significant component of the shallow geosphere and are of societal concern in at least three major ways: as an energy resource, a geologic hazard and a major contributor for climatic changes.

Since becoming a public company in October 2005, Neptune Minerals has continued to advance its primary aims. With the pending U.S. ratification of the United Nations Convention on the Law of the Sea (UNCLOS), the subject was raised as to the Convention's potential impact on U.S. ocean science. The Ocean Studies Board (National Academy of Sciences) elected to convene a two-day workshop in October 1995 to consider the potential impacts and to determine whether or not they warranted a more formal and intensive study. A review of the workshop discussions and deliberations concerning the matter of UNCLOS and U.S. ocean science will be presented.

According to geochemical specialization, cobalt-manganese crusts (CMC) of the Magellan Seamounts are rich in cobalt and manganese and are complex in composition. Besides cobalt, manganese, and nickel, they contain such components, as platinum, copper, molybdenum, and rare earth elements, which enhance the value of this material. Factors and conditions responsible for Co-Mn ore-genesis and processes of cobalt-manganese crust formation are described in a number of Russian and foreign geological papers. The study of ore-concentrating processes in the Magellan Seamounts helped to solve an important applied problem, namely to reduce the time needed to reveal the factors of CMC formation mechanism. The authors of this research found seawater over the described area of Magellan Seamounts to be stratified and to contain high concentrations of manganese, iron, cobalt, nickel, copper, lead, and zinc. Diagrams of suspended Co, Mn, Ni, and other components in seawater (0-5500 m), as well as medium concentrations of basic elements (Co, Mn, and Ni) in ore deposits of metallogenic levels of Magellan Seamounts, were found to coincide both on guyots and abyssal plains. Detailed geological study of guyots in the Magellan Seamounts (Dalmorgeo, IOAN, Roskomnedra, and others) revealed that medium Co-Mn crusts cover bedrock rocks in narrow ribbon-like bodies along the edges of bathymetric intervals 1300-1600 m, 1400-2000 m, 2000-2500 m, and 2500-3000 m.

Scientists show that polymetallic nodules and massive sulfides from deep sea mining contain valuable metals. These metals have the potential to overcome future shortages of supply. Hence, companies, government agencies and industrial associations increasingly evaluate deep sea mining as a promising supplement of land mining. Technologies to extract, exploit, transport and smelt polymetallic nodules and massive sulfides industrially are still in conceptual stage and not sufficiently advanced for operation. According to the International Seabed Authority, large scale exploitation would require a successful pilot mining test in order to demonstrate e.g. the technological feasibility but also the conservation of environmental systems services. At the same time, NGO´s and a some scientists point out that large scale extraction of polymetallic nodules and massive sulfides could disturb the habitat of benthic organisms, with unknown long-term effects. Aside from the direct impacts of mining, indirect consequences about leakage are likely. In the oral presentation I will show how companies, government agencies, scientists and association/interest groups perceive and assess economical/technological, social and environmental risks and opportunities of deep sea mining. In order to analyze the perspectives of each stakeholder group on deep sea mining, we conducted 15 interviews with four stakeholder groups and a large scale survey (n = 500, return rate = 13 %) in Germany. We used the concept of sustainability with its economical/technological, ecological and social dimensions for the interpretation of the results. Hydrothermal marine manganese-oxide deposits (HMMD) are cemented and variously replaced volcaniclastic and biogenic sediments that were mineralized by distal, low- temperature, hydrothermal fluids. HMMD predominantly form below the seabed as sediment-hosted statabound deposits but can also form on the seabed. These deposits form at oceanic and back-arc basin spreading centers, volcanic arcs, and mid-place hotspot volcanoes. HMMD have traditionally not been considered to have an economic potential because they were considered to be devoid of economically valuable critical elements. This contrasts with their non-hydrothermal counterparts, ferromanganese crusts and nodules, which are enriched in many critical elements. However, manganese is now one of the critical metals and HMMD have the highest manganese contents (up to 55% Mn, so- called battery-grade Mn) of all the types of deep-ocean mineral deposits. There is a growing demand for this critical metal and an upward trend exists in the price of manganese on the global market. Also, other critical elements can occur in high concentrations in some HMMD and their economic potential has not been considered, especially for lithium (up to 0.17%) and molybdenum (up to 0.24%), but also vanadium (to 820 ppm), chromium (to 346 ppm), and nickel (to 0.45%), among others. Which of these critical elements are enriched and their concentrations depend on the types of rocks leached at depth by the hydrothermal fluids, the composition of hydrothermal minerals precipitated in the higher temperature parts of the circulation system, and the types of sediments mineralized by the manganese oxides. For example, mineralization of a carbonate sediment resulted in the highest lithium contents, whereas leaching of ultramafic rocks at depth as a rule results in the highest chromium and nickel contents in the HMMD. These deposits are known to be widespread, especially in volcanic arcs, but their lateral and vertical extents and consequently size, tonnage, and grade have not been determined. Most samples of hydrothermal deposits have been collected by dredging and therefore the in situ relationships often are not known. One sample from the Mariana volcanic arc, west Pacific, was collected by ROV at 1274 m water depth from a layered outcrop 6.6 m thick that may be a sequence of pervasively mineralized volcaniclastic layers and offers the first clue as to the potential vertical extent that these deposits may attain. However, only the top ~0.4 m-thick layer was sampled, so it is not known whether the mineralization extents throughout the outcrop. Although large manganese deposits of various origins occur on the continents, they consist of manganese carbonates, silicates, or complex mixtures of manganese minerals. In contrast, marine hydrothermal HMMD exhibit relatively simple mineralogy that would make processing of this potential ore much simpler.

Seafloor massive sulphides (SMS) can serve as a potential resource of metals such as Cu, Zn, Au and Ag. SMS rock samples from the Loki’s Castle area at the Arctic Mid-Ocean Ridge are comprised of sulphide bearing minerals such as pyrite, chalcopyrite, isocubanite, galena, sphalerite, whereas the gangue consists mainly of barite and silica. Sphalerite, chalcopyrite and isocubanite show complex intergrowth textures on the nano- to microscale. Various mineral processing tests were conducted in order to recover copper, zinc and silver. It was shown that sensor-based sorting can be efficiently used for preconcentration of SMS rock samples. A significant amount of waste (i.e. barite and silica) was removed in the preconcentration stage with very low losses of copper and zinc to the waste fraction. The upgraded samples were sent to the next processing stages. The results showed that the complex mineralogy of the SMS material provided challenges to conventional mineral processing methods. Hydrometallurgical processing was applied as an alternative method for extraction of metals from SMS. Leaching experiments were conducted using solutions of different lixiviants, and it was shown that leaching of SMS together with manganese nodules would facilitate efficient recovery of metals from these resources.

The big money is backing both manganese nodules and manganese crusts as the most likely deep ocean mining development by 2010, but seafloor massive sulphides of copper/gold/zinc offer an alternative bet for a start-up by 2010. A study of the ?form guide? or comparison of these resources provides direction on which resources are economic candidates for commercial deep ocean mining development by 2010. This paper covers the commercial and technical issues of exploration, resource definition, drilling/sampling, sea bed mining options, mine plans, environmental issues, legal tenure and capital and operating costs (i.e., profitability) of these two mineral types. Nautilus Minerals has just completed a pre-feasibility engineering study of mining sea floor massive copper/gold/zinc sulphides at 2,000 m depth. The Nautilus study reviewed a range of mining and lifting options, settling on tracked continuous drum cutter miners to produce 2 million tons per annum of high grade ore. Capital costs are shown to be at least 30% lower than a land based copper mine of the same production capacity. Likewise 75% of world?s copper would be produced at a higher operating cost that the proposed seafloor mine. This paper then draws on the Nautilus study for comparison with earlier feasibility studies by others on manganese nodule mining to predict the likely directions in deep ocean mining to 2010.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.
