The Greens are asking the question: what do our mining towns look like in 2050 and how can we be better prepared? The resources boom brought enormous profits to the main players and was partly responsible for insulating Australia through the worst of last year's global economic turmoil. However, with indicators of a resurgent mining boom, it is essential we learn from the recent past. The last boom saw housing stress at levels unseen in the big cities, health services strained to breaking point, and Aboriginal poverty side by side with some of the most lucrative industrial precincts in the country. Much of the wealth still flies right over the heads of regional communities as fly-in, fly-out operations proliferate.   Behind these local stresses, resources booms rely on the stripping of non-renewable resources which will eventually run out, and the unique environment of the north-west is taking a battering.    Communities of the north-west have a perilously narrow economic base which must be broadened if townships of the Pilbara and Goldfields are to avoid the fate of places such as Goldsworthy and Wittenoom. Unless this is informed by local communities, decisions will be made in capital cities thousands of kilometres away by people largely ignorant of the unique conditions prevailing in regional Western Australia.   Global climate change negotiations and oil depletion will heavily penalise emissions-intensive economies like Australia which fail to keep up as the world moves to a low-carbon environment. This paper discusses recent ore reserve methodology at the Woodlawn base metal Mine in New South Wales. The ownership of the Mine changed hands in 1987 and a number of revisions to ore reserve practice were instigated by the new operators. While the overall modeling and calculation procedure remained essentially unaltered, the modifications and revised assumptions significantly increased the ore reserve. While general ore reserve procedures are discussed in this paper, it is the impact of these changed assumptions on the reserves which is our main focus.

pNumerical modelling has been used to examine the relationship between the results of two commonly used methods of assessing the propensity of coal to spontaneous combustion, the R70 and Relative Ignition Temperature tests, and the likely behaviour in situ. The criticality of various parameters has been examined and a method of utilising critical self-heating parameters has been developed. This study shows that on their own, the laboratory test results do not provide a reliable guide to in situ behaviour but can be used in combination to considerably increase the ability to predict spontaneous combustion behaviour./p

From a material cycles perspective all processes are interconnected and consequently a process can never be evaluated as an isolated and independent unit. This also holds true for the evaluated co-incineration options. Environmental and sustainability issues for example, such as raw material and energy utilisation or air pollution, are a resultant of the whole system of industrial activities. It is therefore important, not to optimise a single process or industrial activity, but rather the whole system. Although engineering procedures for the design of individual industrial units are well developed, the problem of determining the best arrangement of these interconnected units is often far more difficult. Regulation that manages the arrangement of the units for waste processing is still under construction. In the evaluation of co-incineration, analogous principle from process control can be used: feedforward control. This principle includes the determination of which outlets can be used for all process outputs, hence avoidance of any æunusableÆ products or wastes possibly arising from co-incineration. To establish the extent, to which produced wastes are usable, a system overview is necessary, in addition to in-depth information on the subsystems, which produce and can consume wastes. Material cycles modelling can be used as the basis for a tool that supports the development of a suitable playing field. It should provide overview of the system and in-depth information on its subsystems. This tool then represents an attempt to bridge the gap between æholisticÆ industrial ecology and process engineering.

The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. For mines located in the cryolitic zone, thermal conditions are an important factor for all kinds of mining works, especially for ventilation of workings. In the present paper, some models of mine air heat transfer considering air distribution in a net of mine workings are developed. A combined solution is suggested for heat transfer and air distribution problems in mine workings and other underground structures located in the cryolitic zone. A software package is also presented for calculating temperature conditions in an underground refrigeration plant and for optimisation of ventilation conditions. This software uses a special 3D mathematical model to describe heat transfer in a freezing chamber between surrounding rock massif and stored product as well as between atmospheric air and the daylight surface of rock massif. A problem requiring strengthening of a backfill material and its thermal interaction with surrounding rocks during underground deposit mining by horizontal layers in conditions of the cryolitic zone is also discussed. The developed program takes into account cement consumption, geometrical dimensions of workings filled and a sequence of deposit mining.

The paper outlines the development of"a process for removal of iron oxides from ilmenite, thereby upgrading the TiO2 content of Western Australian ilmenites, from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reduc- tions were carried out in crucibles,, a fluidised bed and a small pilot plant rotary kiln. The reduced'ilmenite is,then agitated in aerated water, in the presence of catalysts, so that the iron "rusts" away from the ilmenite'grains and the precipitated iron oxide is easily separable by decantation. The influence of variables on the rates. of reduction and oxidation are discussed, The oxidation rate was exam- ined for both - the' physical oxygen-transfer characteristics and electrochemically by reference to Peurbaix diagrams, which plot redox potential against solution 'PH, The upgraded ilmenite is expected to be an attractive material. for pigment -manufacture,, and the iron oxide has prospects of being a marketable by-product. The process may possibly be. applied, to .other..ores.

Recent well-publicised problems with the start-up of new mining projects have continued to feed the perception that the mining business in general and Ore Reserves in particular are a poor risk. New mines commonly experience difficulties when the true variability of ore characteristics becomes apparent during commissioning. At this critical stage, the impact of lower metal recovery, reduced throughput or increased consumption of reagents and energy can have a catastrophic effect on economic returns, as illustrated by the premature closure of some operations. There appear to be several common reasons contributing to the poor performance of mining projects, of which three are examined here: lack of early risk assessment before feasibility studies are started, inadequate sampling for metallurgical test work and variability of the run-of-mine (ROM) ore. An underlying feature of these issues is the lack of effective interaction between geologists, mining engineers and metallurgists/ process engineers. Geologists need to be more aware of ore processing issues and the range of characteristics that need to be considered as part of the resource estimate. Metallurgists need a greater understanding of the variability of the run of mine ore in terms of all the characteristics that influence the design and operation of the plant. Mining engineers need to determine the short-term variability of the ore in the mine schedule, so that there is confidence that the quality of the run-of-mine ore will be within the design specifications of the plant. A substantial overlap between these disciplines and sharing of areas of responsibility is necessary if these and other technical problems are to be better understood, production estimates are to be improved and commercial risks are to be reduced. Although the JORC Code (1999) provides guidelines for reporting all the issues that are material to an Ore Reserve estimate, some issues are rarely fully addressed in Ore Reserve reports. In particular there is no formal requirement for a metallurgist to assure his or herself of the appropriateness of the Ore Reserve classification. Consequently the level of uncertainty related to recovered grade and ore processing characteristics may be understated. It is suggested that to meet the concerns of bodies funding new mineral developments a stronger multi-disciplinary approach to the analysis of mineral deposits and reporting of Ore Reserves is required. The culmination of this approach would be the formal requirement for a geologist, mining engineer and a metallurgist to co-sign Ore Reserve reports.

The word governing derives from gubernare meaningto pilot a ship. Being inclined to metaphors, one could be forgiven to think that politicians act this verb and captain the Nation's ship into some definite course. In the case of at least the mineral resources industry, it seems that there are not many James Cook followers in our parliaments: Australia's approach to mineral and energy policy is often chaotic - witness the 1935 to 1961 ban on iron ore export-ing which prevented the development of a significant steel industry at time when the World was hungry for this metal, just to mention one amongst many other examples.The follies of Australia's mineral policies are well il-lustrated in the case of uranium mining. Although Australia had the Western World's largest economic reserves of uranium, it is onlythefifth producing nation and its uranium potential is largely unrealised. At the root of this situation are the interventionist attitudes and policies of successive Federal Governments which for more than four decades distorted the Investment decision and, in more recent times. discouraaed investment.

The constraints in university courses are lack of hours, high cost of scientific equipment, and poor availability of suitably experienced staff. These have forced the balance away from practical work and towards more theory. Labelling of individuals as either practical, or academic, does not help the inter- change of staff between industry and univer- sities that is necessary to balance idealism and realism. Practical men who do return to universities may lose seniority and find that industry is reluctant to have them back. Academics who specialise too long may concentrate on their research to the exclusion of basic material. It is difficult to operate pilot scale plants in universities because of lack of time, and obsolescent equipment. Small grants from industry might enable tests to be run in research laboratories such as at C.S.I.R.O.. Within universities there may be a need for greater interchange of students among depart- ments, aided by the absence of weighted student unit measurements, as suggested by Aus.I.M.M. and A.M.I.C.

In the Ora Banda area of the Eastern Gold- fields, the ultramafic rocks tend to be more deeply lateritized than most of the surrounding rock types, and lateritic nickel concentrations have been formed. Extensive drilling_has shown that, of the two intermixed suites be- neath the laterite - an extrusive peridotite- pyroxenite suite and an intrusive, highly magnetic dunite - the latter weathers to a more nickel enriched laterite. The top horizon I of the laterite consists of ferricrete. Horizon II consists mainly of bands of secondary silica in a clay matrix, formed in the reworking zone around the water table and stranded as the weathering profile migrated downwards. Horizon III ('ºaprolite") is composed of serpentinite, magnesite, iron oxides and silica, and grades dowil to the fresh bock composed variously of olivine, ser- pentine, talc, amphibole-chlorite and iron oxides. The main locus of nickel deposition is the zone containing the bottom of horizon II and the top of horizon III. The water table is also at this general level. .

During the last decade, it has been established that conventional mineral-processing control strategies based on classical control theory result in significant increases in plant throughput and operating-cost saving. The proper education and training of personnel using dynamic simulators of the principal unit operations is vital for proper design and maintenance of control systems. Severe multivariable interactions and numerous constraints on both manipulated and state variables in grinding/classifica-tion and flotation systems can be studied using time domain analysis with proper dynamic simulators. Two interactive programs are described, and the basis of each simulator and its structure are discussed. Two examples concerned with choosing, tuning, and decoupl-ing of manipulated and controlled variables for a grinding/classification circuit (DYNA-MILL II) and for a rougher flotation circuit (DYNAFLOAT II) are presented. The way in which these dynamic simulators can be used for the design of model-based control strate-gies is also outlined. A brief description of the use of these dynamic simulators for screening alternative strategies and circuit optimization is given.

This paper examines the interplay between longwall support design/geometry features, operational controls and geological features on ground response. Experience from several investigations is used to demonstrate the influence of factors such as longwall support capacity and geometry, setting pressure, coal seam strength and stiffness, tip-to-face distance and hydraulic supply and control system parameters on longwall ground response. These factors are then used to outline the requirements on key controls such as retreat rate and cutting height and their influence on allowable roof convergence. The ground response curve concept as a means to provide graphical representation of longwall support and strata interaction processes is presented. The approach was developed to address the requirement for a practical longwall support evaluation and selection tool that can take account of support load influences such as changes in roof geology or cover depth. An example of the comparison between single pass longwall and top coal caving in a thick seam environment is given to demonstrate the influence of the various factors discussed.

Dynamic shocks, which occur in mine hoisting systems have been measured by various investigators over the past 30 years. In 1966 the most intensive analytical investigations were being planned in Bochum, Germany, where equipment then was being constructed to measure the power generated in any particular dynamic shock. Between 1953 and 1956, in Broken Hill, N.S.W., accelerations of the shaft conveyances were measured and analysed. The "effective mass" of the conveyances at the time of the shock was then and still is considered as indeterminate and not easily measured. It is believed that probable peak forces can be determined by the product of the static mass and the accelerations. The subsequent problem of the elimination of the dynamic shocks becomes one of possibly increasing the frequency and thus reducing the amplitude, after identifying and evaluating the shock generators. In addition, judicious use of the clearance between the shaft conveyance and the guide, as a zone in which to absorb vibrations, is a factor which has been overlooked in earlier investigations on This topic.

Water is important commodity in the mining industry. Water is used in the many stages of mining from the exploration stages and drilling, to mine development and operation and finally throughout mine rehabilitation and post mine activities. With the use of water throughout the life span of a mine, its management is an important component in the operation of any mine. Unfortunately the use of water within the operations can be one of the major sources of pollution generated from a mine. Such contamination can occur via numerous mechanisms including ground water flow, over land flow and accidents. Contamination may occur in any stage of mining operations, for example a leaking or failed tailings dam. With the above in mind, the paper presented will focus upon the use and management of water in the mining industry: ownership rights of water û common law as well as legislative rights; a review and analysis of the existing Queensland legislation and its mechanisms for the protection of water pollution from mining operations; and conclusions drawn from the paper relating to the Queensland legislation.

The rapid crushing technique for the measurement of gas content of coal consists of accelerating the rate of gas desorption from coal by crushing. This technique allows the determination of gas content in the space of hours rather than days or weeks as required for the traditional slow desorption technique. The crushing technique is used particularly when gas content determinations are urgently required for mine safety purposes. The method is now routinely used in underground coal mines of NSW and to a lesser extent in QLD. Despite the rapidity and efficiency of this method, concerns have been raised upon the reliability of the method to deliver accurate results. Experience in Australia has shown that there is in fact some discrepancy in results between gas laboratories using the rapid crush technique. The development of rapid crushing techniques for seam gas content measurements in Australia and the main causes of variability in the gas content test results were investigated. The gas laboratories participating in the gas content testing were CSIRO Division of Coal and Energy, BHP Technical Services and GeoGas Pty. Ltd.

An ore reserve estimation is only as meaningful as the quality of the data used. All required information needs to be collected in a careful and systematic manner, and be rigorously checked and verified before estimation commences. In addition to geological, assay and location data, a large variety of other information is required for the estimation process. This includes mining, metallurgical and environmental parameters. Though outside their usual area of responsibility, geologists should be involved in the selection and collection of this additional Information.

The author presents various procedures for the choice of dri-ving systems for mining, including the method of indeterminate Lagrange factors and linear programming.The possible application of the points-awarding method is demonstrated.It allows for taking into account both surd and commensurable characteristics of a driving system for mining. Also, the method of economic efficiency factors is outlined.All these methods make possible the best choice of a driving system, from the as-pect of electric energy saving. Two examples are given.

The "Industrial Minerals" sector of the Australian minerals industry over the past decade or so can be seen to be moving away from a somewhat ad hoc grouping of producers to a more highly integrated and sophisticated industry in which products are being more stringently specified and greater amounts of capital are being spent.
