A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

Epicentres of recent shallow earthquakes in the region (3-12¦S, 126-150`E) were plotted to identify the various plate boundaries in the region, in particular the southernmost one marking the northern edge of the Australian plate. New and published fault plane solutions were examined to determine the style of faulting and state of stress along the Australian plate boundary. From east to west the boundary is first a subduction zone along the Solomon Islands, then a spreading centre across the Solomon Sea, a zone of compression and left lateral strike slip along the Papua Peninsula, almost pure thrusting across the centre of New Guinea and lastly left lateral strike silo through Irian Taya to the outer Banda Arc. The principal stress is very consistent, trending NW to NNW in a near horizontal plane, from the triple junction of the Pacific, Solomon Sea and Australian plates in the east to the Banda Sea in the west. Only along southern Solomon Sea plate margin which is a divergent boundary, is the stress different in type and direction.

For many mining operations the challenge of equalling World Best Practices has become the key motivator for increasing mine productivities and for lowering total costs. In most instances this will only be achieved if mines optimise their total system rather than minimising specific costs within unit operations. In the past, drilling and blasting have been viewed as a cost to be minimised rather than operations which should have their impacts fully leveraged. Once a hardrock orebody is defined the activity which has the most substantial impact in determining the efficiency of a mining operation is the blasting. The output from a blast affects every downstream operation; only by understanding the extent and interactions can the mine be optimised. Substantial improvements to hardrock mining, quarrying and excavation operations are achievable. Instead of seeking the regular one to three per cent improvements based on reduction of consumables, mine operators would be well advised to go for much bigger targets of ten to 30 per cent by fully leveraging the drill and blast operations.

The blast furnace is a counter current reactor. The counter current principle of the furnace makes it very efficient in transferring the heat and mass required to drive the reduction reactions inside the furnace. However, this does impose a stringent requirement on the permeability of burden material in the furnace. Lump ore is one of the key ferrous feeds used in the blast furnace ironmaking process, often accounting for ten to 20 per cent of the blast furnace ferrous burden. As the lump ore descends through the blast furnace, it is dried, heated and reduced by the ascending hot reducing gas. To ensure good furnace permeability, generation of fines from burden materials including lump ore due to mechanical, thermal and chemical processes needs to be minimised. Unlike sinter and pellets, lump ore is subject to thermal degradation. To assess this behaviour of lump, the ISO decrepitation test (ISO 8371, 2007) is often conducted, and the result is calculated as a decrepitation index (DI). However, the DI values obtained from the existing ISO decrepitation test vary considerably between test portions and between laboratories, which makes meaningful comparison very difficult. In order to identify the sources responsible for the unacceptable repeatability, the effect of various testing conditions, such as particle size, heating rate, sample preparation and loading method, on the mean DI value was studied. In comparisons of a trial extruded brick containing 33 per cent coalwash and 67 per cent clay and a trial pressed brick containing 100 per cent coalwash with a standard extruded clay face brick, the mixed feed stock trial brick compared favourably with the standard brick. If a highly plastic clay is used to mix with the coalwash, satisfactory results are obtained in respect to dimension, strength, water absorption, efflorescence, resistance to salt attack, hardness, colour, weathering, mineralogy and porosity. Although a brick containing only coalwash can be successfully manufactured in a press, its mechanical and physical properties are inferior. This mixed feed stock brickmaking technology leads to the utilisation of a by-product with a potential saving of raw material costs. The extent of use is likely to depend on the proximity of the coal washery and the brickworks and the economicsof transportation costs.

The Southwest Pacific is a region of active volcanism and geothermal systems. Only in New Zealand have the geothermal systems been exploited for electricity generation and industrial processing. At present, approximately 280 MWe of geothermal electricity is generated in New Zealand. A considerable amount of further exploration work is required before the total geothermal potential of the region can be assessed and before the significance of these resources can be judged against other local energy sources.

Silver and gold bearing ore from the Palmarejo mine, located within the Mexican state of Chihuahua, contains a complex mix of electrum, native silver, silver sulfides and silver chlorides. This paper presents a case study that describes the selection, development and engineering of a tailored process plant for the recovery of silver and gold from this ore. Process circuit feasibility study modelling, metallurgical test work and engineering studies are outlined. Options considered to optimise the recovery of the contained silver and gold are compared, based upon cost, operability, recovery and engineering aspects. Concentration by flotation was found to be the preferred primary recovery route. Intensive leaching of the flotation concentrate resulted in solution grades sufficient to allow direct electrowinning to be evaluated against the more traditional Merrill Crowe process. The flotation tailings stream is processed through a separate leaching stage as there is sufficient economic metal extractable from this stream. The processing flow sheet, which is designed to maximise the recovery from both the flotation concentrate and tailings, and to utilise a common metal production facility, is presented.

This paper discusses the results of an Australian Coal Association Research Program project into the development of a routine analytical design method for roof support in underground mines. Simple design tools have been developed using a combination of elastic solutions, free body diagrams, and pile theory. An approach to the design of roof support in layered strata based on the ability of bolts to resist shear stresses is outlined. It is shown that pre-tensioning and angled installation are effective ways of increasing the effectiveness of bolts in such a situation. In highly stressed strata, macroscopic failure is predicted and a design based on the support of surcharged rock wedges is proposed. The methods are applicable to both coal and metalliferous mines.

At the Red Dome and Mungana deposits in north Queensland, Australia, it is proposed that mineralisation and alteration developed as a "telescoped" overprinting continuum, ranging in style from hypothermal to epithermal, reflecting the major changes that developed in the regional setting over the period circa 325 - 290Ma. Regional assessment suggests that this also applies to many other precious and base metal deposits within a 401an length of the host Siluro-Devonian Chillagoe Formation. A ten stage paragenetic sequence of structural preparation, multi phase intrusion and associated mineralisation, alteration and brecciation is postulated for the Chillagoe district.

The southern portion of the Swan Coastal Plain, a geomor-: phological element formed since late'Tertiary times, contains commercially exploitable accumulations of ilmenite, zircon, rutile'and monazite associated with a series'of raised'shorelines. Mine ventilation models are now an accepted component of most mine management systems. However, modern ventilation models also represent a highly structured spatial data source, defining underground pathways and connections across a mine. This creates opportunities to extend the use of network models beyond ventilation design, by using critical path algorithms to find pathways such as minimum distance or minimum time.This paper explores the use of ventilation network models to automatically analyse and calculate potential emergency escape routes. A variation of Dijkstra’s algorithm is used to predict complex pathways between any two points across a model, representing an escape route from an emergency area (such as a fire) to a safe location (such as the surface or a refuge station). Weighting can be assigned to paths to represent potential travel speed, obstructions or preferred routes. Finally, emergency considerations such as smoke or gas in some parts of the mine can then be incorporated into the pathways to force the algorithm to avoid dangerous routes and specify safer pathways. Multi-seam mining under the western portion of Lake Macquarie NSW commenced in 1982. Up to three seams separated by partings ranging from 10 to 30 metres are mined simultaneously by Newcom Collieries. A feature of these workings is the minimal bedrock cover, which ranges from 130 metres down to only 40 metres. "Surface" subsidence control has an over-riding influence on the design of the workings. Subsidence considerations govern both the selection of the mining method and the dimensioning of the workings. To date, workings have been designed in accordance with the "Wardell Guidelines for Mining Under Tidal Waters". These guidelines are tabulated and evaluated in the light of advances in rock mechanics knowledge and local subsidence data collected since the Guidelines were formulated in 1974. The local and regional stability of shallow workings designed according to the Guidelines is evaluated.

Social licence to operate is developed and kept through managing both operational impacts and the relationship between local community and company. However, CSIRO research has demonstrated that in determining how accepting community members are of a mining operation, relational factors, such as procedural fairness and trust, are much more important than operational impacts, such as impacts on employment and the environment (Moffat and Zhang, 2015). Companies seek to develop relational factors through their engagement with local community; such engagement has many aspects, including, initially identifying stakeholders and positioning the company as part of the local community (Lacey et al, in prep; Thomson and Boutlier, 2011). These relational factors involve the social identities of people living in the community. Social identities are a part of people that shape their beliefs, based on their connections with various groups in their lives (Hogg et al, 2004).An engagement process, intentionally or not, inevitably interacts with the social identities of stakeholders (Crane and Ruebottom, 2011). For example, traditionally, at the very beginning of engagement processes, community members are assigned to categories using conventional stakeholder mapping and categorisation methods, often based on assumptions about stakeholders’ interests, which equates to assumptions about stakeholders’ social identities (Colvin, Witt and Lacey, 2016; International Council on Mining and Metals, 2012). Yet, there has been limited empirical inquiry into whether such categories reflect the social identities of stakeholders and if there is a bearing on relational factors, including, the perceived fairness of consultations and trust in mining companies (Crane and Ruebottom, 2011). Also at this time, companies commonly seek to create a presence in communities, for example, joining Chambers of Commerce and participating alongside community members. Again, there has been limited empirical inquiry into whether community members and companies identifying with the same overarching group and thus sharing aspects of social identity, influences relational factors (Crane and Ruebottom, 2011). In this study, we examined the effects of changing aspects of social identity by changing how stakeholders were identified and companies were positioned, on how stakeholders’ perceived a new mining operation, specifically how they perceived the procedural fairness of the proposed consultation process and trusted the company, two factors that underlie a company’s social licence to operate.CITATION:Carr-Cornish, S and Moffat, K, 2016. The principle underlying the winner's curse is that in competitive bidding situations where the value of the asset bid for is uncertain the winning bid will overstate the true value of the asset. The successful bidder is blessed with the winner's curse. What this paper will explore is to what extent this is true; how acquirers can avoid being blessed with the winners curse; and show how joint venture deal structures are used within the mining industry to avoid the winners curse.

Concentrating lower and more variable grade ore resources to meet acceptable concentrate quality criteria requires removal of significant amount of gangue minerals. Monitoring plant feed mineralogy and concentrate by on-stream analysis has significant economic benefits in concentrate quality and recovery optimisation. There is a need to develop a sensitive slurry on-line analyser for silica, aluminium, magnesium and other light elements.On-line XRF elemental analysis technology, which is a routine practice in base metal concentrators is not able to measure lighter elements than calcium from slurry. Too much of the X-ray fluorescence signal from lighter elements is absorbed by water. The limitations in the direct measurement of silica and other light elements have restricted its use in some applications. Some light element slurry analysers have been developed based on prompt gamma neutron activation (PGNAA) method but they have not performed up to the expectations. IT will be noticed, from the following contributed papers on the various plant, what an infinite number of parts are required to be kept in active operation in order to derive a resultant product of commercial value from the ores and materials received at the works. Crude ores and concentrates, in every degree of complex structure and resistance to treatment, are arriving daily from near and distant places, moreover their metallic contents are so varied that an outsider, unacquainted with the operations, would naturally wonder how it is possible that the rare elements are to be sorted out and classified into their true order, to meet industrial requirements.The proposition is necessarily not a simple one and owners of mining properties have naturally refrained from smelting their complex ores on account of the technical difficulties of attaining high efficiency and recovery of the metals, where limitations are imposed in procuring a variation of ores that lead to the best smelting and refinmg result. This difficulty obviously imposes many disabilities on the smelter, who is prepared to accept all such complex ores, and it may be said that were therenot available a large weekly supply of lead concentrates from the company's own mine at Broken Hill, of standard quality, much of the material being treated in the world today would certainly not be marketable.In order to sustain full efficiency, each section of the works must maintain its.true balance and synchronize with the requirements of such other departments as are dependent on its partially treated materials. Even though flotation is one of the most important unit operations of mineral processing, accurate modelling of this process for plant performance prediction has remained elusive. In the last four to five years dramatic changes have occurred in our ability to make credible model based predictions. This paper briefly traces the history of flotation modelling from simple (lumped pulp-froth) æchemical kinetic analogueÆ models for single cells to more detailed multi-phase, multi-component population balance models for banks of cells. It then focuses on recent developments in physics-based modelling tools. This includes current efforts to model the forces of attachment and detachment at the individual event level as well as multi-event levels in individual cells and circuits. Two examples of these tools are presented. The first is DEM modelling of the mechanics of motion of bubbles in froths. The second is population balance modelling of the dynamics of flotation circuits describing how they are influenced by upstream processes (such as crushing and grinding) as well as internal process variables (such as aeration, agitation and reagent addition). Applications of each of these tools are discussed.

40 percent of the coal reserves and 40 percent of the ouput of coal in China is of thick coal seams. The sub-level caving in Yangguan has evolved together with the hydraulic supports, to provide recovery rates today of 80 to 85 percent, waste ratios less than 10 percent and daily outputs exceeding 7,000 tonnes. Matching of rate of shearing bottom coal to caving of top coal is most important to achieve "simultaneous" operations. Spontaneous combustion in the goat, gas, including in the goal, and dust, are particular safety hazards which are combatted with various stringent measures.

An uniquely-designed flash furnace for smelting of nickel concentrate and for the recovering of metal values from the slag generated has been in successful use for nearly six years. Within the last eighteen months the ability of the furnace to treat slag arising from converting operations without significant reduction in capacity has also been successfully demonstrated. Previously, converter slag had been treated separately in an electric furnace. The salient features of smelter developments are outlined and slag chemistry is discussed. The low cost method for the introduction of coal to partially replace light fuel oil is reviewed and total energy requirements evaluated.
