Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

Depending on the geological setting, waste rock from mining can present risks to achieving acceptable closure outcomes. In the Pilbara iron ore mines, the majority of waste rock is geochemically inert. However, small percentages of pyritic material with the potential to generate acid and metalliferous drainage (AMD) require considered management within mine waste stockpiles designed to minimise AMD release to the environment. As underground mines become more geotechnically challenging with increasing depth and excavation size, the requirement for ground support to be installed as per design becomes more critical. The verification of installation quality for cable bolts and grouted rock bolts is difficult to assess. Current methods to control quality have limitations; pull testing is largely inconclusive with only extremely poor installation being identifiable. Audits during installation can only capture a small percentage of installed bolts. Following large rock mass displacement from either squeezing ground or seismic events, even previously well installed bolts may have yielded and require replacement. A method to provide an improved understanding of the reinforcement installation quality is Non- Destructive Testing (NDT) using acoustic reflection. To validate the accuracy of an NDT system, both plain and bulbed strand cable bolts were grouted in clear plastic tubes. The encapsulation grout quality was deliberately varied from full encapsulation through to partial encapsulation and a range of different size voids. The clear tubes allowed the ground encapsulation to be observed. Cable bolts strands were cut at varying lengths and different water cement grout ratios were used. Acoustic testing of the cable bolt specimens was completed blind; the technicians were not aware of what was being tested. The NDT results correlated well with the grout encapsulation, with differences between full encapsulation, minor voids and major voids being determined. The different water cement ratio and bolt lengths (including when partially cut) were also identifiable but with some discrepancies. Trials of the technology underground have also shown the data collection process to be relatively quick with each bolt taking 1-2 minutes to test, with interpretation of the results able to be completed soon after. The NDT results collected from the underground trial showed a wide variance in cable bolt grout encapsulation quality indicating that there were installation issues.

Geological modelling provides a means of spatially representing the three dimensional distribution of geological information to downstream stakeholders. The geologist completing the modelling work intimately understands the varying degrees of confidence, assumptions and extrapolation required to honour the data. Geological models are often taken and used by stakeholders without fully understanding this modelling process. This can lead to confusion amongst stakeholders when the geological model shows variable reconciliation. A method for visually communicating the confidence of the spatial distribution of geological models has been created by the Rio Tinto Iron Ore structural geology group for use primarily in geotechnical engineering investigations. A numeric confidence rating is assigned to each geological data point used in the creation of a geological surface. This is based on data type, collection method and reliability to indicate potential error in distance from its modelled location. In regions of sparse data, confidence ratings are inserted based upon the geologistÆs experience and knowledge of the geology, whereas mapped geological contacts or drill hole intersections are assigned a higher confidence rating. A regular grid of points is registered to the geological surface and each of these grid points is assigned a confidence rating using an inverse distance weighting using a nearest neighbour approach. The resulting grid is colour coded according to the confidence rating to provide a visual representation of the variable confidence of the geological surface in three dimensions. Subjectivity and bias from the geologist is minimised by critically analysing the input geological data and then applying this methodology to represent the confidence in the spatial characteristics of geological models. Understanding of this confidence enables mining professionals to make informed decisions and identify areas that require further geological investigative work. Based on the stiffness theory, the stiffness difference and energy supply of surrounding rocks are important inducing factors for strain burst. However, due to the lack of multi-level low stiffness testing machine, there are few experimental studies on rock failure mechanisms under the influence of loading stiffness. This paper introduced a self-developed rock testing system with changeable stiffness. The main testing machine of this system is a combined structure of inner and outer frame. The change in the loading stiffness is achieved by using a stiffness servo control system to control the energy accumulation in the inner frame. The tests of the sandstone specimens under three different loading stiffnesses in the testing system showed that the loading stiffness did not significantly affect either the uniaxial compressive strength or the Young’s modulus of the rock. However, the post-peak stress-strain curve of the rock became smoother and steeper when the loading stiffness was decreased, and the stress drop rate increased. It is shown that the stress drop rate had a power function correlation with the loading stiffness. After the peak load, the inner frame of the testing system rebounded several times at high speeds. The magnitude of the instantaneous rebound speed and the rebound duration increased with the decrease of loading stiffness. Both the mean rebound velocity and the total rebound deformation had power function correlations with the loading stiffness. The loading stiffness has limited effect on the energy storage and energy dissipation characteristics of the specimen, while the released energy of the testing machine increases as the loading stiffness decreases, which is the key factor affecting the failure mode of the specimen. According to the test results, a rock burst mechanical model considering the stiffness is established, and the energy supply mechanism of rock burst is quantitatively explained.

There is a growing interest in magnetite ores because of the increasing demand for this commodity. With these ores, there is significant cost associated with milling the ore to fine sizes using ball mills in closed circuit with hydrocyclones. Cyclone classification efficiency tends to be poor due to the large difference in density between magnetite and gangue. This decreases the grinding circuit efficiency and results in over-grinding of magnetite. The objective of the work described in this paper was to modify the Bond locked cycle milling test procedure to quantify the loss of grinding circuit efficiency due to the mineral density effect. The locked cycle test procedure described here includes a stage of magnetic separation treating the closing screen undersize, which allows simulation of magnetite classification. The effect of classifier efficiency on low-density particles (non-magnetics) was simulated by altering the proportion of closing screen undersize bypass returning to the mill. Using a magnetic separator and a screen in the magnetics stream, different proportions of the magnetic fraction can be bypassed, thus allowing simulation of the effect of particle density on classification efficiency. This laboratory test work has confirmed that the impact of mineral density on cyclone efficiency subsequently has a crucial negative effect on ball mill circuit capacity. The results are in good agreement with reductions in capacity observed in practice. Multicomponent grinding and classification models were also developed in the LIMN software environment and were able to successfully simulate both the industrial and the laboratory ball mill circuit. In backfill grouting for underground coalmines, the filling materials strengthen the caving rock and support the overlying strata to reduce surface subsidence. The broken roof strata fail and collapse during mining operations without appropriate supporting measures being taken. It is difficult to perform continuous backfill mining on the working face of such roofs using the existing mining technology. Therefore, in order to solve the above problems, fly ash and mine water are considered as filling materials, and flow characteristics of fly-ash slurry are investigated through laboratory experiments and theoretical analyses. Laws governing the diffusion of fly-ash slurry in the void of caving rock masses and in the void between a caving rock mass and a basic roof are obtained and verified. Based on the results obtained from the above analyses and field conditions at the Zhaoguan coalmine, Shandong Province, China, a cave backfill grouting system of the hauling pipeline is developed and successfully tested at the 1703 working face. The results demonstrate that a filling rate of 43.46 per cent is achieved, and the surface subsidence coefficient of the grouting process is found to be 0.475. Compared to the total caving method, the proposed system is found to achieve a reduction rate of 40.63 per cent. This effectively helps in lowering the value of the surface subsidence coefficient. Fly ash and mine water, considered as primary materials in this study, also play a significant role in improving the air quality and water environment.

Innovation and Business Skills Australia (IBSA) commissioned The Boston Consulting Group (BCG) to undertake a study into how the role of AustraliaÆs senior managers is likely to change between now and 2020 and to identify the skills and attributes that will be needed to respond to those changes. This report builds on a previous study prepared by BCG in the early 1990s for the Industry Taskforce on Leadership and Management Skills (Karpin Committee), which provided a snapshot of the Senior Manager in 2010. The Cosmo Project falls within the Archaean to Palaeo-Proterozoic Pine Creek Orogen, one of the major mineral provinces of Australia.The Cosmo Deposit is interpreted to be a series of steep north-west-plunging gold mineralised vein, breccia and shear systems within the tight Howley Anticline and hosted within interbedded siltstones, mudstones, banded iron, phyllites, dolerite sills and greywacke.A folded environment poses a number of technical challenges, particularly for estimation.Handling of tightly folded and in some cases narrow domains might include subdomaining for orientation, omni-directional three-dimensional (3D) estimation within constrained domains or software-enabled unfolding/un-wrinkling procedures (transformation of the data and estimate space into a two-dimensional environment). Each technique has its own unique set of advantages and disadvantages.A further method (one applied at Cosmo) is where the estimation parameters (specifically search and variography orientation) are modified in a frequent or ‘dynamic’ sense to suit the orientation of the domain whilst maintaining 3D space. Control of the resource estimation orientation can be done in several ways, including the use of sectional panels of a specific size or, alternatively, orientation sector divisions. The sector approach provides some significant reductions in processing time over the panel technique and could be applied in a number of software packages.Three-dimensional ‘dynamic’ interpolation reconciles well with production data from Cosmo, whilst the sector method provides a practical technique that can be executed without the complications of transformation or the need for labour-intensive orientation subdomaining and with acceptable resource estimation run time.CITATION:Finch, A and Pridmore, C, 2014. Steady depletion of the world’s primary copper reserves coupled with a meteoric rise in electronic waste (e-waste) generation has led to secondary copper processing assuming an ever-increasing importance within the global copper industry. Treatment of secondary copper feeds at existing smelting operations has traditionally been performed in the Blast furnace, Peirce-Smith converter and/or anode furnace. In the past decade or more, bath smelting technologies have been preferred for the processing of these materials due to their superior environmental performance and flexibility to operate under a wide range of conditions. This paper focuses on the pyrometallurgical processing of copper secondaries in the Outotec Ausmelt TSL Furnace and some of the unique issues facing secondary copper smelters and downstream gas handling/cleaning equipment.

"The use of conditional simulation to characterise mine plan uncertainty is increasing for the assessment of risk in mining projects. While the development of grade uncertainty profiles is relatively straightforward and can be validated using standard geostatistical techniques, the addition of geological uncertainty to evaluate total risk remains problematic. Some of the problems associated with geological uncertainty methods include the clustering of data in favourable geologic units, difficulty in training image definition and the inability to address change of support issues for categorical variables. Despite these obstacles, the importance of geological uncertainty as a contributor to total uncertainty has prompted Newmont to explore and evaluate the use of various techniques (and combinations of techniques) on different deposit types.Two orogenic deposits of different geological complexity were selected for the study: Subika, a shear zone-hosted deposit, and Merian, a deposit containing gold mineralisation associated with quartz vein zones and stockwork within which are found higher-grade quartz breccia zones. Newmont trialled various categorical simulation approaches to determine the applicability of these methods for each deposit type and the effect of parameter choice on the width of the uncertainty interval. Some of the techniques that were trialled include multiple point statistics methods, sequential indicator simulation using local probabilities as well as variations of these methodologies.The goals of this study included: gaining an understanding of which techniques may work best in which deposit types gaining an understanding of the intricacies of each method gaining an understanding of the effect that each method has on total uncertainty analysis.This paper presents a comparison of the various techniques and makes recommendations for their use in uncertainty analysis.CITATION:Jewbali, A, Perry, R, Allen, L and Inglis, R, 2014. Morro Agudo is an underground zinc and lead mine owned by Nexa Resources. The mine uses room and pillar as the main mining method. The recovery of pillars as well as the opening of new excavations using sublevel stoping as mining method has been studied. On some occasions, the need to recover pillars and open a stope by using the sublevel method happens in a region that is already excavated or in deeper areas than those mined so far. These changes represent a major geotechnical challenge due to the complex openings of the mine and interaction between two different mining methods. Historically, geotechnical mapping, kinematic analysis and a 2D numerical model were used to evaluate the new mine openings, and in 2021, 3D numerical model was introduced, which enabled global and local assessment of new excavations impact and the stability of openings after recoveries. The 3D model, made with MAP3D, is used to evaluate each pillar to be recovered, considering the spans of the resulting openings, the ideal sequencing of removal to maintain stability, in addition to the impact and geometry of the pillars left in the chambers. Pillar recoveries done in 2021 and the impact of it on the pillars left were the sources of the back analysis to calibrate parameters inputted on numerical model to assess recovery on new chambers and Phyllite has been considered into the model and it has been a source of instability due to its parallel position to roof of room and pillars and stope hanging walls.

Block caving is an important mining method for the future economic exploitation of large, low-grade, steeply dipping orebodies. While block caving is not a new method, there are still many unknowns surrounding the mechanics driving the process, particularly as we are forced into deeper, higher-stressed and stronger ore deposits. The caving industry is desperate to provide some explanation behind the myths of caving geomechanics to better predict and manage current caves and caves of the future. Large amounts of data are collected to help understand caving, but it is not fully utilised and current approaches for analysing the data are capacity limited. The application of virtual reality and scientific visualisation (VRSV) technology to visualise and analyse block caving is a critical future component in the assessment toolbox. VRSV enables large, complex, multidimensional data sets to be analysed and the power of human visual problem solving processes to be utilised. Block caving is a complex system and needs to be analysed as a system, rather than looking at individual factors one at a time. A software module has been developed at UNSW Australia for use in the advanced visualisation interactive environment for analysis of the block cave mining system (BCMS). This fully immersive, 3D virtual assessment tool shows exciting potential and is used to analyse the BCMS with a close linkage to time (ie the chronological occurrence of data). This tool will enable a true investigation into the cause and effect relations within the BCMS. Current research is investigating Newcrest Mining Limited’s Ridgeway Deeps operation and is aiming to turn some of the cause/effect relationships into increased geomechanics understanding to provide improvements to ground control management. Rock cutting excavation technologies and particularly continuous excavation technologies, can offer benefits in the areas of reduced costs, higher revenue and increased safety in a variety of mining situations. Non-explosive rock excavation technologies for example, can deliver significant benefits in the areas of dilution and improved ground support (no overbreak). This paper is an attempt to focus on the development and future of alternative rock breaking technologies and to provide some insights as to why and how we should proceed in this direction. The market size for underground hard rock excavation technologies is examined. A short review of the evolution of various rock excavation technologies in terms of cost and production rate is given and a summary of the state-of-the-art technology is presented. Mechanical excavation technologies (TBM) have very high production rates compared to D&B and the gap is widening, however, they have not been successfully applied to mining applications. Operating costs for mechanical and D&B systems have been dropping over time, however, D&B costs are the lowest. Given the current state of knowledge it appears that with regard to hard rock underground metalliferous mining that R&D efforts should be focussed in the following areas - disc cutter tool development (materials and design; operation; presentation to the rock surface), hybrid cutting systems (consisting of water jets and disc cutters) and development of pressurised hole breakage technologies. It is also possible that two techniques known as the pulsed laser and pulsed water jets may have some potential. The generally agreed specifications for a widely applicable underground hard rock excavating machine are - disc cutter based, a minimum production rate of 100 t/h, be flexible, manoeuvrable and deployable, weight of less than 100 tonnes and be economically competitive with D&B in rocks over 150 MPa UCS. Such a machine would seriously challenge the position of conventional D&B in a wide range applications and provide some of the benefits of mechanisation and automation that the mining industry is pushing so hard for. However, technology developments in the D&B area are not static and hence the target is moving and is increasingly difficult to overtake.

Phyllite waste rock at the Simandou Pic de Fon and Oueleba Iron Ore deposits (Guinea, West Africa) variably weather to form clay-rich rocks. This weathering modifies the mineralogical, geochemical and mechanical properties of the phyllites. Final pit walls will largely be formed in phyllite, so it is critical that the slope design takes account of the distribution and variability of weathering within this material. Phyllite intact material strength has been correlated with geochemistry (ie mineralogy) facilitating the establishment of domains of intact rock strength (IRS). In order to calibrate this geochemically-based strength model, core from diamond drilling (DD), comprising a variety of phyllite material types (from soft clay to moderate strength rock), was geotechnically logged to assess intact strength; further validation was achieved by uniaxial compression (UCS) testing and point load tests (PLT). The correlation between geochemistry and strength offers a potentially powerful tool for differentiating basic mechanical properties of the rock mass, especially at Simandou where a significant proportion of the resource drilling is done by reverse circulation (RC). Unlike DD, reliable measurements of material strength from RC samples can prove difficult, especially in clay-rich material. Therefore, gaining information from routine geochemical assay results, independent of the sampleÆs physical integrity, is a valuable and cost-effective source of reliable empirical data. Data acquired using this approach provides an opportunity to develop strength domains, which are integrated into mine planning block models. In combination with other geotechnical characteristics, this can be a valuable input to the development of geotechnical models. The Bendigo Goldfield is AustraliaÆs second largest goldfield, having produced 22 million ounces of gold between 1851 and 1954. Development of the modern decline mine, initially for underground exploration and bulk sampling, commenced in 1998. The project is targeting new reefs below and along from historic workings beneath the city of Bendigo. The major technical challenge for the project is the inability to solely use drill core gold assays to estimate the grade of reefs, due to the coarsegrained nature of gold mineralisation, known as the nugget effect. In 2002, a program of bulk sampling commenced, resulting in the development of factors for converting drill hole grades to in situ reef grades. In mid 2006 commercial production commenced following the construction of a 600 000 t/yr processing plant adjacent to the Kangaroo Flat Mine portal, with plant feed being derived from four reefs in the Sheepshead and Deborah lines of reef. In early 2007 it became clear that the initial ore reserves had been overestimated, leading to an immediate change of strategy from production to exploration. A cash conservation program was also put in place. Exploration refocused onto the more historically productive Garden Gully and New Chum lines of reef, whilst a new grade estimation tool based primarily on the visual assessment of drill core was implemented. Immediate exploration success occurred with the discovery of four reefs in the Garden Gully line in early 2007. Successful step-out drilling during the year led to the decision to undertake trial mining in Gill reef. Trial production commenced in June 2008 and includes the processing of discrete ore blocks and the introduction of selective mining techniques. This paper examines the steps that have been taken to refocus exploration and to gain confidence in new exploration results, particularly through the visual grade estimation technique and assessment of trial mining Gill reef on the Garden Gully line. In addition, project factors relating to human skills, community relationships and financial management in a dynamic external environment are also addressed.

"'Optimisation' has become a catchcry among many mining companies looking to tell the market how mining businesses will be improved and shareholder value increased. Consequently, the term 'optimisation' has been adopted by many service providers as they look to assist mining companies in achieving their objectives. But the explosion of services and products being offered with the label 'optimisation' has created some confusion. Mining companies ask for help in 'optimising' and service providers offer their assistance because they have a product that has the word 'optimisation' in its title. This is of course an over-simplification, but not by much! The authors' discussions in recent years with both mining companies and service providers have uncovered a number of very different definitions of optimisation.This paper provides a framework for identifying the scope and approach of different mining optimisation products and services, particularly the distinction between optimisation of components of the operation and the business as a whole. The different types of business optimisation are discussed, highlighting the failings of the mining industry's typical approach of strategy selection (as opposed to strategy optimisation). Mining business optimisation is discussed as a wicked problem, with the implication of this on how strategy optimisation models should be used and what the objectives of a business optimisation study should be.Case studies are also included to illustrate how fully flexible strategy optimisation models have been applied to assist decision-makers understand the impacts of changes in one part of the operation on the whole mining and treatment process, from geological models to the sale of product to customers.CITATION:Kahler, D B and Hall, B E, 2016. A new class of collectors, Mercapto-Benzo-Oxazoles (MBO), exerting selective action on copper sulphides in the presence of Pb, Zn and Fe sulphides (galena, sphalerite and pyrite), has been synthesised in co-operation with Enichem's Donegani Insitute. The collectors have a mixed aliphatic-aromatic structure and contain functional groups which form chelates with copper. Some reagents of this class having hydrocarbon chains of various lengths have been laboratory tested on a complex sulphide ore containing chalcopyrite, galena and sphalerite in pyritic gangue. Comparative flotation tests have permitted selection of the best collector for chalcopyrite, namely Methyl-Mercapto- Benzoxazole (MMBO). Systematic flotation tests have been performed with this reagent, varying collector concentration, grain size of the feed, pH and flotation time. The results obtained show that the synthesised collector is much better than potassium-amylxanthate (KAX) as regards selectivity towards Pb and Zn. Moreover, it is possible to work at natural pH (6-7) and the flotation rate is higher. In fact in the rougher stage with 80 g/t of collector at natural pH, a copper grade of 7.14 per cent was obtained with a recovery of 73.87 per cent, while the grade with KAX did not exceed 2.11 per cent for a recovery of 73.54 per cent. The amount of Pb and Zn reporting in the copper concentrate was eight per cent and ten per cent respectively, while with KAX it was no lower than 24.34 per cent and 22.71 per cent in that order. After two minutes flotation a copper grade of 5.2 per cent with 52 per cent recovery could be attained, against a grade of 2.5 per cent and a recovery of 44 per cent in the case of KAX. The efficiency of this new collector has been ascertained on two samples of complex sulphide ores of diverse mineralogical composition.

API Management Pty Ltd (API) is currently developing the West Pilbara Iron Project (the ‘Project’). The Project is a substantial greenfi elds mining and infrastructure development proposed for the west Pilbara region of Western Australia. The Project will establish API as a new and independent supplier of direct shipped iron ore. API manages the Australian Premium Iron Joint Venture (APIJV) on behalf of joint venture participants Aquila Resources Ltd and American Metals and Coal International Inc. The APIJV was formed in February 2005 with the objective of developing a long-term iron ore export operation in the west Pilbara region.Development of Stage 1 comprises a 30 million tonne per annum (Mt/a) channel iron deposit (CID) operation scheduled to commence in the second half of 2014 subject to approvals. JORC compliant CID resources total nearly 700 million tonnes and the Stage 1 mining area comprises eight iron ore deposits located between 30 km and 85 km south of Pannawonica. Run-of-mine ore from the eight deposits is transported to a central processing facility for crushing, screening and blending into a sinter fines product, which API has named West Pilbara Fines or WPF. Construction of a 282 km main line heavy haulage railway from the Stage 1 mining area to the proposed greenfields multi-user port at Anketell Point near Wickham, is capable of accommodating large Capesize bulk carriers and providing export facilities for other third parties. Capital investment in the order of $A6 billion includes essential support infrastructure including power, water, accommodation, roads and an airport at the mine.A feasibility study for the development of the Stage 1 mine, rail and port infrastructure has been completed along with environmental surveys of the mine, rail and port areas with Public Environmental Reviews (PERs) for each submitted for public review by end 2010. Consultation and cooperation with various stakeholders of the Project areas, and early engagement with traditional owners of the respective areas has commenced. Various sampling and metallurgical characterisation programs combined with independent institute and steel mill based testing have confirmed the positive sintering characteristics of WPF ore, which is higher in alumina (3.37 per cent) than typical Pilbara ores. *This is an abstract only. Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.
