The Closure Risk model was developed as a new tool to aid decision makers in the complex area of mine closure. It uses a simple analytical technique that allows the decision maker to simplify what is often a complex mine closure process into more easily managed sub components. This systematic approach ensures that critical factors in the closure process are not overlooked. It also allows the most important issues to be highlighted. The model can also be used to produce quantitative estimates of risk by weighting and prioritising the issues to produce the Closure Risk Factor (CRF). Field trials at several mine sites in the Northern Territory of Australia in 2001 tested the model. The trials confirmed that the model has significant potential as a tool for decision-makers to assess in a structured, systematic manner, the major closure risks at individual mine sites. The risks include not only environmental impacts but safety and health, community, legal, financial, technical and other issues. The trials confirmed the value of a team-based approach and the inputs of key staff including environmental, production, mine planning, and community liaison personnel as well as mine management. Although the usefulness of the qualitative component of the model was established, it was found that, due to the influence of subjectivity, the utility of the prototype model to determine quantitative risk was of limited value. Using a continuous improvement approach, improvements to the model were sought. A refined model, incorporating the Australian Standard 4360 definition of risk and facilitated in-house risk assessment sessions was developed and tested against the data obtained in the field trial. This model, while maintaining the qualitative strengths of the original, allows more accurate absolute and relative quantitative scores to be calculated. This in turn facilitates comparisons between the issues at a single site as well as between different mines.

Prior to the commencement of mining, the acid rock drainage (ARD) potential of the waste rock to be produced by an open cut mining operation is assessed by a variety of techniques carried out on drill-hole samples. These include, among others, acid base accounting (ABA), net acid generation (NAG) testing, and kinetic testing. Based on the results obtained, a strategy for the identification, separation and selective placement of waste rock having different potentials to form ARD is developed. During the course of mining, the waste rock classification scheme will be re-assessed periodically to confirm that it is appropriate. This re-evaluation may result in a change in classification scheme, and waste rock dump samples may be obtained for ARD assay purposes to confirm the appropriateness of the revised scheme. The paper describes the evolution over time of the scheme used to classify waste rock at a major open pit gold operation in New South Wales, Australia, including the development of a hydrological model. To confirm the appropriateness of the revised scheme, ARD assay testing was carried out on drill-hole samples collected from dumps having different ARD potential designations, including Non-Acid Forming (NAF), Potentially Acid Forming (PAF), and Low Grade Ore stockpiles. The results of the ARD assay testing and water quality monitoring confirmed the appropriateness of the ARD potential designations and the revised classification scheme, which has been adopted.

The design of final landforms is an integral part of mine closure plans in Queensland and aims to ensure the rehabilitated land is safe, stable and non-polluting. Landform stability in this context is commonly assessed using Landscape Evolutions Models (LEM) which are physical models simulating sediment erosion and deposition around individual landforms over long timespans (up to thousands of years). The most used LEM for assessment of rehabilitated landforms in Queensland is SIBERIA (Willgoose, Bras and Rodriguez-Iturbe, 1991; Tucker and Hancock, 2010). SIBERIA models are complex, require very detailed input data and simulate erosion and deposition over time frames that extend decades beyond closure. They are not suitable to assess erosion risks during the operational phase of a mine and to support the development of erosion and sediment control plans. Other types of erosion models, such as the Revised Universal Soil Loss Equation (RUSLE, Wischmeier and Smith, 1978) or Water Erosion Prediction Project (WEPP, Nearing et al, 1989) calculate soil loss on a monthly or yearly basis and are much better suited to erosion management during the operational phase. They are simpler to implement and can support the design of control measures. For instance, designing a sediment basin requires quantification of sediment loads, which can be produced by these models. In Queensland, the legislation around sediment and erosion control for open cut mines is currently tightening. Soil erosion remains a major concern due to potential impacts on the receiving environment. It requires management during operation and for closure consideration alike and it is critical that erosion and sediment control plans are developed with the most appropriate tools. Globally, RUSLE is the most widely used soil loss model (Borrelli et al, 2021). This is because it is an empirical model with relatively simple input requirements: biophysical data such as soil properties, vegetation cover, topography and rainfall variability, which can be directly measured or derived from regional or national databases and/or spatial data sets that are available in most parts of the world. The second most used model is WEPP (Borrelli et al, 2021) but compared to RUSLE, there is a large drop in the frequency of its use. This is because WEPP is physically-based and has more complex data requirements. WEPP integrates hydrology, hydraulics, erosion mechanics and land cover to predict soil erosion and sediment transport on hill slope profiles and small watersheds (Stolpe, 2005). It requires some biophysical parameters in formats different from those of RUSLE, as well as detailed hydrologic and catchment data. Nevertheless, it has been used in landform design for mines across Australia to determine final landform stability (eg Howard and Roddy, 2012; Costin, 2020). In this study, we assess which tool would be the most appropriate to support development of erosion and sediment control plans from operation to closure. We use RUSLE and WEPP to predict soil loss from a mine site, compare the results from both models and outline the advantages of each method.

Determination of the mineralogical location (deportment) of minor and trace elements (including credit and penalty elements) in base metal concentrates can indicate whether further processing is likely to (a) reduce the levels of the penalty elements, and/or (b) direct selected elements into other plant products, thereby increasing current concentrate grade or increasing payment for credit elements. To determine the deportment of elements requires knowledge of the proportions of the minerals present and their individual element contents. In addition, knowledge of the liberation and locking is important, as this can affect any possible further processing. Mineral proportions can be determined by a variety of methods including chemical analysis, point-counting, area-counting, QEM*SEM, image analysis and mineral separation. In the case of a Broken Hill zinc concentrate, several of these methods were used and gave consistent results.

The Porgera Gold Mine, west of Mt Hagen in PNG is a large open pit and underground operation currently producing gold at the rate of almost one million ounces per year. This deposit has produced some 8.8 million ounces to-date and has current reserves of 103.4 million tonnes @3.2 g/t Au. The Porgera Joint Venture has invested over $A1 billion in infrastructure in this project. Technical management of this operation involves the interrogation of some 700 000 metres of diamond drilling, some 50 000 blastholes per year, and very large volumes of laboratory, geotechnical, environmental and production reporting data. Over the past seven years this data has been consolidated into a single centralised, relational database which now acts as the single reference point for all the technical application systems used for surveying, grade control, production reporting, deposit evaluation and modelling. Data transfer to application programs and management systems is controlled by the centralised database, this process at times involving a two-way, real-time, binary data transfer. The benefits of a specialised database application include security and integrity of the data asset, ease of access, and performance in a multi-user environment. This replaced fragmented, inconsistent data sets stored inefficiently as individual, unindexed, variably formatted files associated with the different application programs. Most importantly, the database has allowed mine management at all levels to make timely, confident investment, cash flow and optimisation decisions as it provides the primary link between the deposit and operational data sets on one hand, and the application programs and management and performance measurement systems on the other. This paper discusses the economic value and importance of technical data in terms of the resource asset and the means by which this data is being managed and used at Porgera.

Good mining is central to any approach to value tracking. Good mining occurs where the ore is correctly delineated, measured and fed to the mill. This process is usually referred to as grade control, ore control or quality control. There are now ways to measure the efficiency of this process, such as by using conditional simulation, and a brief synopsis is presented. Resource estimation is the foundation of ore reserve estimation, which should enable useful prediction of the expected metal to be recovered from mining and milling. Significant improvements have resulted from applying new techniques such as the Chain of Mining (CoM) method, which models the mining process. Again, a brief synopsis is presented. Tracking value from the mine through the mill implies a linear sequence of processes that can be modelled. Reality is more complex and there are error components, feedback loops and breaks in the Chain of Value. Modelling the total production process in a number of operations is considered, including the various impacts on producing reconciliations. Procedures are also discussed for handling a number of difficult issues such as: different data supports, stockpiling strategies, blending from multiple ore sources, blast movement and underground ore extraction.

The flotation cells used to upgrade ultrafine metallurgical coal (-250 µm) are usually poorly controlled leading to unnecessary loss of combustibles from the flotation system. This is mainly because coal flotation cells are typically controlled for process stability rather than optimisation of flotation performance. This is especially true for a flotation device commonly used in coal applications in Australia – the Jameson Cell. This then provides an opportunity to improve the flotation performance by shifting from a stabilising control strategy to a proactive optimising control strategy. For an optimising control strategy, the control system will require a means of relating and then measuring in real-time, the effect of changing operating conditions on the coal flotation performance. Hence, the major aim of this work is to propose a possible model-informed process control strategy that could be used for real-time performance optimisation. In this study, industrial site work was conducted on an industrial-scaled Jameson Cell at a Coal Handling and Preparation Plant (CHPP) in Central Queensland, Australia where superficial gas velocity was controlled to six different levels. At the same time, other process variables such as froth depth and flotation feed properties were measured. The empirical models developed from this study suggested that combustible recovery is a function of superficial gas velocity, froth depth, feed solid content and feed ash content and that a peak in combustible recovery existed as a function of superficial gas velocity. This led to the development of a model-informed control strategy that aimed to maximise the combustible recovery by determining and then operating the cell at the superficial gas velocity at which the peak occurs. This peak superficial gas velocity was found to be only a function of feed solid content. Based on these findings it would seem possible to operate a Jameson cell at peak performance by online measurement of feed solid content, prediction of the optimum superficial gas velocity and stabilising control to maintain operation at that superficial gas velocity set point. The development of this modelinformed control strategy can serve as a basis for the development of a more sophisticated modelpredictive control (MPC) system. However, more work will need to be done to improve the predictivity of the combustible recovery model by measuring and modelling performance over a wider range of operating conditions.

Ranger Uranium Mine is located within the Alligator Rivers Region of the Northern Territory of Australia and surrounded by the World Heritage listed Kakadu National Park (Figure 1). The mining operation is currently producing about 1500 tonnes of uranium oxide annually, as well as considerable volumes of waste rock, low grade ore and tailings. The rehabilitation of the project should ensure that the radioactive mill tailings and other contaminants remain contained for at least 200 years, as required by the existing guidelines (Commonwealth of Australia, 1987). The present uranium mining operation is regulated by the Northern Territory Department of Mines and Energy who must refer to the Environmental Requirements when considering regulatory options. The equipment and general smelter layout for the Mount Isa Copper Smelter were designed by engineers associated with the American Smelting and Refining Company and by Mount Isa staff engineers. The final notice of site was dictated by the need for 'building the smelter near the existing Mount Isa power house to enable full use to be made of the steam from the waste heat boilers. Although much excavation work was necessary before concrete foundations could be poured, the location lends itself to further expansion should it become necessary. The plant is designed and constructed to involve straight line smelting operations which include the following major steps in the overall scheme.1. Charge make-up.2. Roasthig.3. Cu-Au porphyry deposits are large tonnage low-grade resources dependent on processing large volumes of material. The ability to understand and predict comminution performance is critical, as it is frequently the rate-limiting step during processing. Parameters required from geometallurgical mapping and modelling of comminution performance are: A×b processing domains based on impact breakage variability, and BMWi processing domains showing grind response variability which lead to Mine throughput domains for a specific comminution circuit configuration. Due to the cost and/or large sample requirements of traditional comminution tests, insufficient data density and distribution of comminution indices commonly exist, making it difficult to model and map deposit scale variability. One method routinely applied to three dimensional domaining is to have an a priori zoning based on geological features (lithology, alteration, mineralogy, textures), and then apply to all material within a given domain the metallurgical values measured on a single sample or average of samples from that domain. The problem with this approach is that commonly the geological domains do not reflect comminution response, therefore compromising the quality of the average domain estimate. To resolve this problem an alternate integrated geometallurgical mapping and modelling method is applied to model and map comminution performance at Cadia East. This paper uses a data set of ~32 000 assay measurements and geological logging information, integrated with ~150 comminution measurements to analyse and develop proxy support models for comminution indices (ie A×b, BMWi, and throughput) based on inherent geological variability. Discrete downhole comminution processing domains are created, mapping orebody response while maintaining inherent variability.

A research project incorporating a number of mine site exercises to reduce the effects of fire incidents and possible consequent health and safety hazards has been undertaken focused on the application of mine fire simulation software packages for contaminate tracing and fire modelling in coal and metalliferous mines. This paper examines aspects of introduction of inert gases to underground workings to aid recovery of a mine following a fire. Broad conclusions from work undertaken at individual Australian coal mines are discussed as examples. The effort is built around the introduction of the fire simulation computer program æVentgraphÆ to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Case studies have been developed to examine usage of inertisation units and particularly application of the GAG jet engine unit. One example has focused on selection of the best surface portal location for placement of the GAG for most efficient suppression of a fire. A second has examined a situation with significant seam gas being emitted on the face. This has shown that under certain face dip angles stopping the mine surface fan to reduce dilution of GAG exhaust gases will cause reversal of face air and consequent mine explosion as gas laden air is drawn across a fire. A third examines inertisation and dilution issues in mains headings. mains headings present a complex ventilation network with often numerous parallel headings, hundreds of cut-throughs and a variety of ventilation control devices. In such a complex system (with additional interference from a fire), maintaining control of the movement of inert gas is more difficult than elsewhere in the mine. The key element in the carbon-in-pulp process for gold processing is the loading of dissolved Au(CN)2 from solution onto activated carbon. The mechanism and kinetics of this step have been examined by solution adsorption-desorption and X-ray photoelectron spectroscopy for both coconut derived activated carbon and peat-based activated carbon. The results show that these carbon types have the same mechanism and kinetics of adsorption. There is no contribution to the bonding from carbon-oxygen functionalities on the carbon surface, as has been invariably supposed in all previous theories for the mechanism of the reaction. It is shown that Au(CN)Z is reversibly adsorbed intact on and parallel to the graphitic planes of the carbon with the formation of a weak carbon-gold n-donor bond. The kinetic measurement of carbon gold loading reactivity is discussed and use of the Murdoch equation for this test is critically assessed.

Combining ultramafic mine tailings and acidic mine drainage via mineral carbonation to sequester carbon dioxide, presents an opportunity to minimise waste on mine sites. Low pH mine water with trace element concentrations can be effectively treated by high magnesium mine tailings, a useful source of finely ground reactive matrix. By using milled tailings for mineral carbonation, there are negligible energy requirements for communition of ore rocks to reduce particle size. This study aimed to assess the technical applicability of reacting ultramafic tailings and acidic mine water through mineral carbonation technology in the mining industry. Dissolution has been identified as the rate limiting stage in mineral carbonation; hence the study focused on identifying optimal dissolution conditions. Ultramafic tailings (particle size <100 µm) derived from serpentinite ore, were reacted with a typical mine water that was synthesised in the laboratory. Through variances in the solid to liquid ratios and temperature of dissolution, a maximum five per cent magnesium dissolution efficiency was reached at 50 g/L and 100°C. The acidic mine water was neutralised (from pH <2 to pH ~6) and iron, copper and zinc ion concentrations reduced significantly during the formation of solid precipitates. Carbonation was undertaken by injecting carbon dioxide into the magnesium-rich solution to form stable carbonates. The experimental work demonstrated proof of concept; however, dissolution efficiency and carbon dioxide sequestration was low, indicating that further research would be required before larger scale implementation.CITATION:Malli, H, Bouzalakos, S and Timms, W, 2015. Fleet management systems have been adopted by many open pit mines throughout the world and the resulting improvement in truck cycle times has been one of the most significant contributors to mine efficiency. Ongoing enhancements to fleet management systems such as interfaces for vital signs monitoring have given incremental efficiency gains. Each incremental improvement is another step towards a grand vision of a totally automated mine. A relatively new fleet management system is being integrated with two other technologies to provide a highly reliable platform for a networked information system which monitors mine machinery and production. The paper reviews the integration project, the features of the new mine site information network platform and the contribution to productivity and safety. The new fleet management system has a predictive truck dispatch algorithm. It also has a distributed database that replicates rapidly so that each machine in the fleet has an identical database, thereby making each machine aware of other machinesÆ locations on the site. High precision systems for navigating and monitoring machinery such as drills, dozers, draglines and shovels provide individual machine operators with cockpit style real-time information to increase their operational efficiency. The integration of the new fleet management systems capabilities with the high precision systems that provide production information, machine vital signs data and operator information means that the mine operations and maintenance managers have real-time access to the whole mine siteÆs production data. Such a mine monitoring and reporting system is dependent on reliable wireless communications and reliable positions. Positions in fleet management and high precision systems for open pit mines are usually provided by global positioning system (GPS). Other global navigation satellite systems (GNSS) such as Glonass, and in the future Galileo, will provide additional satellite cover; however, some parts of open pit mines do not have enough sky visibility for reliable GNSS positioning and so a new centimetre level wireless positioning system called Locata is being integrated with the fleet and high precision systems to augment and backup the GNSS positions. The final integrated system will provide the highest levels of reliable position-based information to all stakeholders in a mineÆs operation, ensuring gains in productivity and safety.

Agnico-Eagle Mines Limited, Laronde Division, operates the deepest single-lift shaft in the western hemisphere. The initial Penna hoisting plant was designed for a production rate of 1800 tonnes per day (t/d) from a 2240 m deep shaft. Exploration success, while sinking the shaft, led to a decision in 1998 to increase the production rate to 4500 t/d of ore from a loading depth of 2200 m. The new production rate was achieved by increasing the size of the rope and reducing the rope static factor from the existing 5.0 required by regulation to a static factor using the formula 25 000/(4000 + L) contained in a draft document that would eventually become SABS 0294 in South Africa. The formula permits Laronde to use a static factor as low as 4.0. The upgraded Penna hoisting system is the first hoisting plant outside of South Africa to meet the South African requirements. This paper describes the conversion of the hoisting plant to the lower rope selection factor in the year 2000 and the operating and maintenance issues experienced since then.

Thank you and good morning. I am delighted to be here and to see so many of my colleagues and competitors. The general topic of this week's conference - World's Best Practice in Mining and Processing - suggests a focus on mining and processing. I am somewhat of a `jack of all trades and a master of none'. But I'm not even a jack when it comes to mining and processing technology and practices, and so I will leave those topics to speakers better 'qualified than I. Instead, what I would like to do is give you my thoughts on the best management practices of mining. You see, the times are changing for the mining business. There is great uncertainty in our industry. Anyone who received their education in an English-speaking school probably remembers the famous poem `Invictus' by William Ernest Henley. The two most famous lines from that poem are, if you remember, `I am the master of my fate; I am the captain of my soul'. The fact of the matter is that the metals industry, including the copper industry, is not the master of its fate. To a great extent we're at the mercy of forces over which we have little control, such as the world economy or political situations in individual countries. The copper industry is like a surfer at Manly - we can't influence where the wave is going; all we can do is stay in front of the curl and on our board. Historically, discovering, developing and processing ore reserves were the primary facets of our capital intensive business. To stay competitive today, we must invest equally in intellectual capital - our employees - in order to succeed in the face of economic, regulatory and political challenges and global competition (Schonberger, 1986). Everyone seems to have a different theory about being competitive. A lot of people use sports analogies when talking about competition. Others, like American businessman and former US presidential wanna-be Ross Perot, take a more interesting approach. In Mr Perot's hypothetical corporation, competition is a lot like having a snake in a factory. If someone sees a snake, the first thing they do is create a committee on snakes. Then, the committee on snakes meets and discusses the problem for a couple of years. The most likely course of action is nothing. Everyone figures that the snake hasn't bitten anyone yet, so they just let him crawl around the factory floor. Perhaps a vice president of serpentine affairs is appointed to continue watching the snake - making sure it doesn't grow. Ross Perot sees it a little differently. In his corporate world, business needs to build an environment where the first guy who sees the snake kills it. Of course in our industry, we better make sure the snake isn't on an Endangered Species List before we go after it! I am not going to talk about competition and competitive forces in terms of sports or snakes, but I would like to share some thoughts with you about how the mining industry can better utilise competitive thinking to get ahead and stay there. The underground storage of LPG and other hydrocarbons is in current commercial use in Northern Hemisphere countries in Europe, Asia and the USA.Elgas Pty Ltd, a 50 per cent joint venture between AGL and BOC, embarked on a worldwide feasibility investigation in 1989 to establish the viability of constructing an underground LPG storage facility in Sydney, Australia, the first of its kind in the country. Elgas recognised that with the limited 19 000 tonnes of storage capacity at Port Botany and the limitations imposed by use of small coastal ships (up to 10 000 tonnes capacity), a larger storage facility was required to utilise higher capacity ships from more remote sources such as the North West shelf and overseas. This would achieve security of supply in high demand periods and economies of scale. The underground option also provides improvements to safety and environmental standards.

Most orebodies have cross-sections of less than I km2 and hence do not offer a particularly large target for exploration. Fortunately, although in the geological record ore deposits are small and rare and result from the exceptional coincidence of certain geological processes, these processes are mappable on a much larger, district to regional scale and constitute a mineral system in which the ore deposit is the central feature. A mineral system can therefore be defmed as 'all geological factors that control the generation and preservation of mineral deposits, and stress the processes that are involved in mobilising ore components from a source, transporting and accumulating them in more concentrated form and then preserving them throughout the subsequent geological history'. The mineral system concept emphasises that for many ore deposit types, although economically viable mineralisation may only occur on a scale of say, hundreds of metres, the total system offluid-rock interactions that led to ore formation can extend over a distance of tens to hundreds of kilometres around the deposit. When mapped out, the total mineral system provides a far larger exploration target than the actual ore deposit itself. Important geological factors defining the characteristics of any mineralising system include: I. sources ofthe mineralising fluids and transporting ligands; 2. sources ofthe metals and other ore components; 3. migration pathway; 4. thermal gradient; 5. energy source; 6. a mechanical and structural focusing mechanism at the trap site; 7. chemical and/or physical traps for ore precipitation. A division of BHP Minerals, one of three core businesses of Broken Hill Proprietary Company Ltd (BHP), BHP Iron Ore - Newman is a joint venture with minor participants C Itoh Minerals and Mitsui. Mine planning for Mt Whaleback generates detailed sequence plans for a long term forecast incorporating equipment requirements, marketing forecasts, and pit development strategy. Utilisation of several computer packages, both commercially available and site modified, are necessary to achieve such a demanding task.

At the Waikato North Head Ironsand operation, NZ Steel Mining Ltd is using a Bucket Wheel Excavator û shiftable conveyor mining system to excavate Titanomagnetite bearing sand and clay. The system utilises two Bucket Wheel Excavators with a two level shiftable bench conveyor and common trunk conveyor to deliver the material to a processing plant. The system was commissioned in November 1984 and has proved itself to be a high capacity, low cost method of excavating. Techniques of handling high sand faces have been developed and the conveyor layouts are going through a process of change to cope with the variable geo technical conditions and remain within: the characteristics of the excavators. The safety requirements for operating the system have been of a high standard and the experience has increased the confidence of the Company and the Mines Department Inspector's, for the first Bucket Wheel Excavator Mining system in New Zealand.
