"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. The electrification of Australian mine sites will see a boom in the use of batteries of all chemistries. Lead acid batteries, a traditional mainstay of the mining industry, are expected to nearly double by 2030, however their use will be eclipsed by the explosive growth in lithium batteries. By 2030 the lithium battery market is forecast to be nearly four times the size of the lead acid battery market. Unfortunately, this will result in a corresponding avalanche of waste batteries to be disposed of. Barely a day goes by without battery generated fires being reported in the media and they have become an increasing nightmare for waste management companies and waste facilities. The safe recycling of batteries will also become increasingly important for mine sites to achieve their sustainability goals and reduce their environmental footprint. What are the risks posed by waste batteries, what are the regulatory requirements and how can you manage or eliminate these risks? What current practises does your mine site currently have for the safe management and disposal of batteries from your site? How prepared are you for the coming avalanche of waste batteries?

The pervasiveness of poor sampling practices in and around mineral processing plants could seem intriguing in view of the various documented evidences both for causes and consequences. To this extent, this paper revisits the well-documented but lesser-known fact that failure to care sufficiently about how samples are selected and managed is the mother source of almost all sampling biases. The authors believe that the potentially huge leverage between causes and consequences as well as the diversity of people involved in sampling call for a globally integrated solution rather than for a point solution. Such a globally integrated solution has already been put forward by the AMIRA P754 Metal accounting – code of practice and guidelines (AMIRA, 2007) that inherently requires accuracy to be targeted, measured, reported and managed. Furthermore, always in order to avoid a point solution, several layers of protection against biases must be put in place with each one involving a different ownership whenever possible. This is exactly the role intended by the supervisory bias detection method described in this publication. It is based on the continuous monitoring of the expected value of reduced residuals obtained from statistical data reconciliation conducted in a metal accounting context. Each of us has a vision of what the future mine will be and, generally, these visions have many similarities and some differences. One of the major discrepancies in visions of the future mine is not the ultimate goal but the path to achieve it. Many of the future concepts require a radical re-thinking of how things are and will be done yet. So how do we reach this visionary future mine? We need a path that satisfies both our future aspirations of a high tech gee-whiz operated from our iPads and the unfortunately mundane approach that says ‘we must know the method works, ie nothing new’.This paper explores how, within a research based organisation, we firstly set our ultimate goal and then divide the path into realistic technology development chunks that would appeal to mining companies to progress within their organisational constraints. Through examples, such as, automated LHDs, communications systems, surveying and localisation, rock cutting and geological sensing, we illustrate how this path will get us from the here and now to the out there future.This paper also demonstrates CSIRO’s short, medium and long-term research in many of the areas needed to create the Future Mine: mining methods, automation and remote control, mine communications, mapping and mission planning, geological sensing and, importantly, human-system integration, which examines how to effectively present data as information to operators and supervisors in an intelligent and useful manner.

The circular economy concept, as defined by the Ellen MacArthur Foundation (2015) and quoted by the recent International Council on Mining and Metals (ICMM) Guide to Responsible Sourcing, calls for shifting industrial systems from a linear take-make-waste model to a circular model (ICMM, 2015). In this model products are designed to optimise product and material recovery and reuse, and by-products of one system are used as inputs into other product systems. While the mining industry to date has made a limited contribution to the circular economy, the current market conditions, which are prompting calls for greater innovation, make the timing right for the industry to boost its contribution by utilising and generating value from mining waste, or making it available as a feedstock from which other industries can harness value.The first part of this extended abstract discusses the way the circular economy concept can be adapted to metal mining activities, contributing to a more sustainable resource extraction at the mine site level. The second part of this extended abstract presents a circular economy based framework revolving around non-renewable resources conservation. When executing a ventilation change the mine ventilation circuit is in a state of flux throughout the entire change period with discrete mine areas both under ventilated and/or over ventilated during the change process. Whilst routine risk reduction strategies such as removing electrical power and people from the mine are commonly deployed it is wise to complete the change in the shortest practical time frame. This not only minimises the chance of unacceptable concentrations of contaminants accumulating around the mine but reduces the impedance on production activities which are routinely suspended during these change periods. This paper firstly highlights the importance of the maintenance of an accurate ventilation model and discusses issues which should be considered to assist to maintain in it a suitable state of health. Further it provides some tips on how to monitor that your model is in an acceptable state of tune so that it can be confidently deployed in the change process. Finally, it details the sequential process how a finely tuned and accurate ventilation model can be utilised to carry out major ventilation changes according to appliance pressure adjustments only and without the need to constantly measure and check resultant branch flows throughout the whole change process. Also discussed are some simple practical tips which will help ensure that the ventilation change process will go according to the devised plan on the day and in the most appropriate order including checking the efficiency and accuracy of the change, after it is completed.

The 372 MW Ulu Jelai Hydroelectric Project is a peaking power scheme located in the Cameron Highlands, Malaysia. The main features of the project include an 84 m high roller compacted concrete dam; two weirs which divert flows from adjacent catchments via transfer tunnels into the main reservoir; an underground power waterway; and an underground power station complex comprising three large caverns with connecting tunnels approximately 240 m below surface level. The project includes approximately 25 km of tunnels excavated in fresh granite rock mass with some distinct shear zones of weaker material. The majority of the tunnels are being excavated using drill and blast, with the two transfer tunnels being excavated with a tunnel boring machine (TBM).This paper focuses on the design and construction of the Telanok underground power station complex and also some aspects of the design for the headrace tunnel. A strategic mine plan is a fundamental part of any mining operation. It must provide a realistic and operative extraction and processing schedule, and yield the highest value for the business. For open pit mines, the problem can be modelled as a set of blocks representing the deposit, for each of which we need to decide if it is going to be mined, if so, when and where it will be sent (process, stock or dump).This problem can be proven to be of NP-Hard complexity. The traditional approach used by mining engineers to tackle this complexity is to separate the problem into more tractable components, solving each separately. The first step is to use the Lerchs-Grossman (LG) algorithm to obtain the final pit limit, as well as a set of optimised pit shells (nested pits), using different input prices. Then, using this input, operational phases are designed. Third, the set of phases can be used as an input for a phase-bench style optimisation, usually using a mathematical programming-based algorithm.There are, however, several problems with this approach. First, dividing the problem into simpler parts has the consequence that any compromises made at early stages limit the potential value left for the following steps. Second, LG is a static algorithm, with no concept of the time-value of money, capacity limits, opportunity costs, etc. Phase design is essentially a manual step, for which nested pits provide insufficient information in practice, and therefore the quality of the result in terms of potential net present value (NPV) depends strongly on the experience and expertise of the designer. This means that key input data such as commodity prices, different processes capacities and mine movement limits, are considered only at scheduling, when there is little room for optimisation. This sequential approach limits the potential value in each step, where a simplified problem is addressed, instead of addressing the real, and more complex problem, which is dynamic and should be solved as a whole.We present in this paper an algorithm, and its commercial software implementation, that addresses the dynamic problem as a whole, simultaneously and automatically creating a high-value strategic mine plan that adheres to basic operational constraints, determining dynamic cut-off grades and delivering a set of phases which can serve as a much stronger guide than nested pits for the final design. We discuss some of the key elements of the algorithm and propose a new methodology for strategic mine planning, where phase design dynamically responds to mining strategy definition. Laboratory leach tests have been carried out by the Australian Atomic Energy Commission to compare the effectiveness of Caro's acid (permonosulphuric acid) as an alternative oxidant to pyrolusite in the leaching of uranium ores. Results demonstrated that Caro's acid reduced acid consumption in leaching and the lime required for neutralisation of tailings liquor. The uranium extraction was unaffected by choice of oxidant.Following this study, Interox Chemicals Pty Ltd arranged a plant trial using Caro's acid at the Nabarlek uranium mill of Queensland Mines Ltd. The trial confirmed that significant savings in acid and lime usage can be achieved under plant conditions.Plant operations also demonstrated that Caro's acid has a number of significant operating advantages over pyrolusite.Queensland Mines Ltd have recently decided to convert their leaching process from pyrolusite to Caro's acid. The new system is expected to be fully operational by mid 1983.

In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. The recycling of steel is a crucial aspect of the shift toward a sustainable metals industry. The emphasis on steel recycling through the introduction of the scrap based mini-mill concept is also matched with a desire for greater product quality and reduced environmental impact, which, in turn, has generated important innovations. There have been significant advances in the technology for recycling steel over the last 20 years and this paper will provide an overview of these developments and discuss future directions in steel recycling including scrap management, control of tramp elements, electric arc furnace technology and ladle metallurgy.

A re-evaluation of the Hampton Boulder prospect in the early eighties resulted in a decision to proceed with mine development in December 1985. A 500 000 tpa gold treatment plant was commissioned in December 1986. The treatment facility was expanded to 1 600 000 tpa in July 1988. A tailings treatment plant to improve recoveries from harder gold bearing sulphide ores was built in December 1990. The development of an underground mine in 1991 meant that a source of sand for backfill was required. A sands plant to fulfil this requirement was commissioned during November 1991.As of June 1992 a total of 7 710 487 tonnes of ore have been treated through the New Celebration gold plant. Total gold production from inception of the new mine until June 1992 is 545 470 ounces obtained at an average recovery of 90.1 per cent from an average gold head grade of 2.4 g/t. The combined quoted ore reserves at the end of December 1991 was 14Mt grading 1.8 g/t gold

Civil engineering infrastructures are often subjected to different types of natural and mechanical activities. These influences may result in serviceability or even in stability of structures due to material deformations, increased water content within the materials used or the formation of internal or adjacent cavities that may threaten the infrastructure. Construction practices can lead to development of such defects in the form of cavities. In civil engineering it is crucial to detect these variations in material properties and to detect the presence of defects. However, as they are often hidden from view, these attributes may be difficult or impossible to target with traditional testing methods. For these reasons rapid geophysical methods, such as ground penetrating radar (GPR), are increasingly being used. At the University of Queensland (UQ) GPR is used for detection of voids and cavities which have been caused by an over excavation of the earth pressure balance machine (EPB) operating in a closed mode.A variety of numerical simulations using the finite-difference time-domain (FDTD) methods and preliminary experiments have been carried out in order to specify information about the nature, type, size, location and other characteristics of targets to be detected by GPR. In doing this the difficulty of interpreting GPR data, which is mainly due to the complexity of the factors involved in multiple possible solutions of the observed features, can be overcome.

In a visionary move, the Planning Commission and the Ministry for Planning in Western Australia decided to invite three extractive industry quarry operators, local government councils and State Government departments (Minerals and Energy, Environmental Protection, South West Development Commission) to contribute jointly to study the impacts of blasting on areas surrounding basalt quarries in the Bunbury region of WA. The results of the study will help establish suitable zones in which land uses will be controlled under a proposed Greater Bunbury Region Scheme and in local planning schemes, to minimise conflicting land uses. This paper discusses the blasting program conducted to characterise and model the vibration behaviour of the rock under the effects of pilot-scale and full production blasting, and highlights some of the benefits achievable when a thorough blasting impact program and assessment is conducted at the planning stages of land-use establishment.

So how does a company and its management team create enough tension to maximise profit and to establish a culture that can weather the good and bad times?That was exactly the situation the team at OZ MineralsÆ world class Prominent Hill mine in South Australia faced in 2009.Three years later, the harder times have come - lower though still healthy commodity prices, rising industry costs, fierce competition for talent, geological and technical issues (common to developing mines). However, the company was able to maximise profit during the good times and equip the culture to deal with the tougher times with minimal turnover.Through the combination of simple systems and processes, people development, application of commercial technical acumen and a combination of yin and yang leadership, OZ Minerals has achieved something quite rare - sustainable continuous improvement.The journey started with a vision. The EGM Operations created the æsparkÆ. The dream was to create a æfranchise mineÆ that could be rolled out to new mines and acquisitions as the company grew. However, the real leadership came from his lieutenants who provided the important yin and yang. The GM commercial provided the tools, processes, systems and the bottom line focus. The GM operations focused on culture, leadership, training and sustainability. This powerful combination (along with some good old persistence) was able to create the critical mass required to make continuous improvement go æviralÆ.This paper explores this unique case to uncover the essential ingredients that were created and mixed together. The increasing availability of marker data in sublevel caving operations is changing the way draw can be managed to achieve positive recovery outcomes in these mines. This paper describes how marker data has been incorporated into flow simulations to help calibrate full mine ore recovery simulations for the forecasting and optimisation of recovery.Some flow modelling techniques do not use marker data, relying instead on the outcomes of physical and numerical experiments to guide assumptions about an idealised recovery flow shape. Other mines have access to marker trial data, but find it difficult to specifically link this marker trial information to their recovery models. This can make it difficult to create a link between the marker trial information and recovery forecasting and limits the potential value of the marker trials at the mine.In the simulations shown here, the marker rings are fully incorporated into the flow model, and can be tracked in the model. The model is compared against the real underground marker recovery information to give the user an indication of how accurately the flow settings in the model are reflecting the conditions in the experimental marker rings. This abstract discusses a heap leach copper mine that was failing to perform and as a result was not meeting targeted production. The mine had numerous technical challenges including: high water inflows, low levels of geotechnical monitoring, performance issues with mining, resource model and grade control reconciliation issues, and unexplained low levels of performance from the heap leaching operations. A team from various organisations with specialist skill sets including: a forensic accountant, the owner’s representative and a mining engineer, was arranged to visit the site. The task was to investigate the situation and determine what could be done to turn the performance of the mine around. After an initial assessment in late 2018, efforts were directed to better understanding the operations and improving the performance of the site through preventative management. A key part included the creation of production forecasts that could be achieved that would help restore confidence in the operations. Uncertainty in the mine achieving production forecasts and the performance of the heap leaching operations were contributing to the decline of the operations. Investigations uncovered the fact that while the resource model could reliably predict total copper, a lack of sequential leach data meant the accurate prediction of soluble and insoluble copper species, both important for heap leaching, was difficult to do with any degree of certainty. The crushing and mining contractors also appeared to have suffered somewhat from a lack of management by the owner’s team and performance had affected the production of copper. Collaboration and management were used by the team to understand and stabilise the operations. Ongoing collaborative efforts by the management team, site personnel and contractors resulted in a positive outcome for the owners and their mine – and could at yours.

Mining geologists utilise many technologies to map, sample, measure, model and plan before and during the mining process. Predicted ore quality rarely corresponds with feed quality determined by process operators. Objectively measuring conveyed material quality accurately in real time avoids disagreements over mined ore quality and generates opportunities to improve mill feed quality.This paper discusses the well proven PGNAA (prompt gamma neutron activation analysis) technology used in the GEOSCAN-M elemental analyser that is ideally suited to measuring composition of primary crushed conveyed material in real time. Representative, continuous, fully penetrative measurements are unaffected by particle size, belt speed, mineralogy, dust or layering on the conveyor. Material can be directed to processes or stockpiles by utilising measurement increments of typically one to five minutes and then activating diverters to direct increments to the correct location. Waste, low-grade or deleterious material can be rejected to waste dumps or stockpiled for later processing. Material meeting a product specification can bypass unnecessary processing. Paybacks in weeks have been achieved for such applications. Process operators are able to control the blend of ores fed into the mill to improve processing performance and use measurements for ore reconciliation and metal accounting. Utilising the technology to upgrade ore quality after mining and before processing is beneficial in improving plant economics.The technology has been successfully utilised in base metals, ferrous metals and industrial minerals. Mining geologists can determine ore quality being produced in real time and modify the ore quality prior to milling. Ore feed quality measurements are also used by process operators in optimising plant performance. The elemental content can help identify geometallurgical domains as well as other major changes in quality, which may affect processing. Hematite represents the vast majority of iron ore exported from Australia as the development and processing cost of magnetite is generally seen as a barrier to the development of vast magnetite resources. However, a number of magnetite projects have attracted a significant amount of interest and investment from large Chinese steelmakers.This paper compares the relative merits of the development of Australian magnetite and hematite ore from the point of view of the steelmaker, taking into account the factors that influence the capital costs of the development of the ore types and the relative costs of operating the process plants to treat these ores. By modelling the relative operating cost for the production of hot rolled coil in China for the two ore categories, the paper demonstrates the economic drivers behind the Chinese steelmakers’ large investments in the magnetite resources of Western Australia. It does this by estimating the potential value of magnetite concentrate to the steelmaker in the event that the maximum potential is realised by operating the blast furnace with a 100 per cent pellet burden.Under the conditions described, it was found that direct reduction (DR)-grade magnetite concentrate could command a price premium over 62 per cent Fe fines of up to 46 per cent (December 2014 on a cost and freight (CFR) basis). The corresponding premium for blast furnace (BF)-grade magnetite concentrate is 17 per cent, which demonstrates the dependency on grade.The capital expenses for a 14 Mt/a concentrate plant is estimated at US$3.1 B for BF-grade magnetite and US$3.35 B for DR-grade, with operating expenses at US$45 and US$50 respectively. The corresponding free on board price for a break-even net present value is calculated at US$82/t for BF-grade magnetite and US$90/t for DR-grade. The minimum long-term iron ore price (62 per cent Fe) that would be required to underpin such a project is estimated at US$78/t CFR for BF-grade magnetite and US$68/t CFR for DR-grade concentrate.Apart from the financial benefits, it is demonstrated that the use of magnetite concentrate in ironmaking has the potential to reduce CO2 emissions by approximately 400 kg per tonne of hot rolled coil.CITATION:Mouton, A J J and Edwards, K, 2015. The current and future requirements for an underground mine information management system are being met with a flexible, value-engineered approach to mine information/communication infrastructures. El-Equip has developed and delivered to over fifty mines around the world an integrated, high capacity, radio-based leaky feeder communication system called MultiCOM. To meet the requirements of recently developed advanced information management technologies, such as production and ventilation management, the system has evolved to support simultaneous mobile and fixed information delivery services over an integrated single cable system. The following paper will review how MultiCOM is enabling information/communications technology to cost-effectively implement mine monitoring and control applications. Applications described in this paper include mobile vehicle production tracking, vehicle location, ventilation system monitoring and control with integrated ventilation system simulation. The techniques described are leading the world in terms of flexible and value-engineered applications of technology in the underground mine.
