The Golden Pig mine has embarked on a diamond drill program design philosophy that increases flexibility of the program by greatly increased drill pattern densities. The use of standard broad pattern diamond drilling at the Golden Pig mine has previously lead to operational inefficiencies and impacted significantly on the costs of the mine. The diamond drill program philosophy and its interaction with mine planning is explained. The case study of the E lode mining as used to internally justify the increased drill densities is detailed.

Platinum Group Metal (PGM) bearing ores from the Upper Group 2 (UG2) reef often contain significant concentrations of chromite which can potentially be upgraded to produce a saleable product. A common approach is to implement gravity separation on the PGM flotation circuit tailings. However, where the particle size range of interest is broad and the lower size limit ultra-fine, the challenge is how to maximise the recovery at a saleable product grade without compromising throughput. This study was concerned with the performance of a REFLUX™ Classifier for beneficiation of a PGM bearing chromite ore and the benefits of size classification. The sample had a nominal top size of 0.5 mm and was processed over the complete size range and in two discrete size classes following classification at 106 µm. The primary goal was to produce a concentrate exceeding 40 wt. per cent Cr2O3, ideally approaching 42 wt. per cent Cr2O3, with minimal PGM losses above 106 µm. A major challenge was to process at the required solids throughput in a single stage with the feed pulp density constrained to a nominal upper limit of 30 wt. per cent solids. It was found that varying the controller density set point of the REFLUX™ Classifier produced strong control of the product grade. Products as high as 41.1 wt. per cent Cr2O3 were produced at 78.6 per cent recovery for the +106 µm material, while in the −106 µm portion the product grade was as high as 41.4 wt. per cent Cr2O3 at 83.2 per cent recovery. Processing the feed in discrete size classes enabled the volumetric feed and fluidisation rates to be optimised for a given application; hence, superior performance was achieved at the finer sizes. This work has demonstrated the value in considering feed preparation as well as technology selection in developing a robust process solution.

The use of high speed detectors made X-ray diffraction (XRD) an important tool for quality and process control in the mining industries. Besides knowledge about the mineralogy of a sample it provides useful information in terms of quantification of the crystalline phases and the amorphous content. Cluster analysis of XRD data can facilitate multi-dimensional mapping of ore deposits and drill cores, identifying regions of favourable mineral compositions. The studies of this paper demonstrate how XRD and data clustering can be used for grade control, process optimisation and quality control of iron ores and iron ore sinters. These new developments have an enormous potential as an inexpensive, reliable tool, useful in the characterisation of iron and sinter materials implemented in an industrial environment.

The local cumulative distribution function (lcdf) of a selective mine unit (SMU) can be estimated by conditional simulations using the statistics derived from the sample points, generating multiple equally probable scenarios. Conditional simulations permit the evaluation of the lcdf at any support, taking into account the spatial variability, ie the variogram, and the two statistical moments, mean and variance, of the conditioning samples. The SMU ore losses and dilution depend on the mining method and mining equipment selectiveness that, in its turn, depends on the predicted block size. A new approach to predict ore loss and dilution was developed in this study. Monte Carlo simulation is used to randomly generate a grade value derived from the lcdf at the mining stage (Zs_mc(t)) in order to make a decision about the SMU destination, ie processing plant (ORE) or waste dump (WASTE). If Zs_mc(t) is lower or equal to the cut-off (Z_cut-off) the block is ORE and, conversely, if Zs_mc(t) is higher than the cut-off (Z_cut-off) the block is WASTE. Considering these binary destinations ORE/WASTE, at the mining time t, and combining each realisation of the simulated random function Zcs_i (X), there are four possibilities for each SMU simulated value: 1. the block was simulated as ore and is actually ore (OO), 2. the block was simulated as ore and is actually waste (OW),3. the block was simulated as waste and is actually ore (WO), and 4. the block was simulated as waste and is actually waste (WW).The dilution factor is given by possibility 3 (WO), while the ore loss factor is represented by possibility 2 (OW). These results comprise the classical classification and reconciliation plots used in the mining industry. The new procedure proposed in this paper is based on the use of all the equally probable simulations to define the ore loss and dilution factors. An application of this methodology was carried out at Vale's iron mine in Brazil. The grade of silica was simulated and 50 multiple equally probable 3D models were generated. The mean and the standard deviation of the ore tonnage (OO + WO) for the 50 realisations, was 233 Mt and 0.5 Mt, respectively. The mean grade increased for the diluted ore (OO + WO) as well as their respective coefficient of variation (CV). The CV increases from 62 per cent in the undiluted ore (OO), to 101 per cent in the ore, considering the dilution factor (OO + WO). The mean ore loss (OW) was 10 Mt and the waste tonnage dilution (WO) was 9 Mt.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRLÆs Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRLÆs Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the sealÆs ultimate design strength. Size-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

In this study, the use of carbon neutral biochars as reducing agents in the pyrometallurgical treatment of nickel slag was investigated at 1400°C in order to recover valuable elements such as copper and nickel from the slag. A large amount of slag is generated during the nickel matte smelting. Nickel slag contains valuable elements such as copper, nickel and cobalt, which can be recovered. Disposal of this slag results in loss of resources and may cause pollution of the environment. It is important to retrieve these metals for environmental and economic reasons. In this study, the slag was reacted with non-fossil reducing agents (biochar) which were produced from hydrolysis lignin and black pellet biomass pyrolyzed at 600 and 1200°C and with metallurgical coke for comparison. The reduction experiments were done at 1400°C for 15, 30 and 60 mins under inert gas atmosphere. The samples were quickly quenched and analysed with Electron Probe X-ray Microanalysis (EPMA). The results showed that the use of biochar resulted in faster reaction kinetics in the reduction process compared to coke. The fast reaction kinetics is attributed to the relatively high content of volatiles in this biochar, leading to gas formation and thus mixing of the sample material. Moreover, thermodynamic modelling was also performed using FactSage™ to simulate equilibria with different amounts of biochar. The metal to slag distribution coefficient calculated from the results of thermodynamic modelling were consistent with experimental results. In addition, thermodynamic calculations confirmed that nickel is reduced rapidly and it deports to the metal alloy phase. As the reduction progresses or extra reductant is available for reactions, more iron is deported to the metal phase. The calculations also revealed that Zn vaporises into the gas phase.

To solve the mining safety and health needs of the future, access to, and sharing of, timely and relevant information will be crucial. The next generation of the Web will provide tools (RDF, OWL, SPARQL, etc) to define and link content for more effective discovery, integration, and reuse across applications and organisations. A recent Gartner Research Report (Finding and exploiting value in Semantic Web technologies on the web, May 2007) predicts these technologies will begin to coalesce in ten years. Implementing this Semantic Web requires structured web content described via metadata (information about information). If an industry or enterprise bases its metadata on a common vocabulary, it becomes possible to share and reuse information. The National Institute for Occupational Safety and HealthÆs (NIOSH) Mining web site provides access to more than 1500 NIOSH-developed publications, products, and topic pages on issues as diverse as ground control, respiratory diseases, and mine emergency management. As the site has grown, locating content has become increasingly difficult. To improve the searching process, a panel of internal experts representing all major research programs was established to develop a controlled vocabulary for indexing that content. The outcome is the NIOSH Mining Safety and Health Thesaurus, a faceted, hierarchical thesaurus containing hundreds of mining safety and health terms organised into 20 facets (eg diseases, injuries and disorders; hazardous events and exposures, equipment, engineering and administrative controls). One immediate goal of this project is to reduce the complexity of locating information on the NIOSH Mining web site by implementing metadata and faceted information retrieval techniques. Another goal is to stimulate discussion in the international mining community regarding developing metadata standards so the industry is ready to adopt future Semantic Web technologies to improve access to mining safety and health information.

The Morning Star Gold Mine presents an example of a prolific operation with considerable historical records, mine workings, drill hole logs and countless plans from greater than 20 adjacent mines which have now been consolidated to form the current project. Implementation of 3D computer modelling in the planning stages has provided an additional tool to integrate and refine geological models as a guide to some exploration strategies. It has allowed for a re- interpretation of the host rock units, dimensional constraints, new exploration extensions and provisional resource modelling. The initial consideration of this project was to integrate 135 years of mining history into a single database. Each historic mining area had an unrelated mine grid, often established parallel to the long axis of their main stopes; some were based on magnetic or true north. Survey plans were in chain, imperial or metric units. Through the manipulation and rotation of old grids, previously unrelated mine workings began to form continuous mineralised zones, with unmined portions still remaining in between the existing development. Furthermore the current drillhole database of >433 holes showed numerous confirmatory intersections of new mineralisation. A series of tiered tables were created within a relational database to derive guidelines for assessing data to attribute a Mineral Prospectivity Value [MPV] based on key indicators of mineralisation. Indicator logging now forms the basis of geological descriptions.

A study was carried out to compare the environmental impacts of the two major iron ore agglomeration processes, sintering and pelletising, using life cycle assessment (LCA) methodology. The following agglomeration processing routes, with the fuel options shown, were investigated:sintering with combined natural gas/coke breeze or charcoal as fuel, grate-kiln pelletising with combined natural gas/coke breeze as fuel, and straight-grate pelletising with combined natural gas/coke breeze as fuel. Inventory data for each process derived from the literature, and in some instances supplemented by additional simulations and calculations, were used in the study and the environmental impact categories considered were gross energy requirement (GER), global warming potential (GWP) and acidification potential (AP). The results of the study showed that the GER, GWP and AP for a sinter plant are higher than those for a pellet plant for the same amount of metallic iron in the agglomerated products. These results are partly due to higher consumption of solid fuel and flux in the sintering process. However, it should be pointed out that the study only compared substantially fluxed sinters with acid pellets that may require additional flux (and hence potentially more greenhouse gases emissions) to be a balanced blast furnace feedstock. Extending the LCA to the blast furnace process stage was beyond the scope of the current study. Within the sinter plant, the sintering stage itself is the largest contributor to the GER, GWP and AP. In the case of pellet plant, the pellet induration stage is the largest contributor to the various environmental impacts. The GER and GWP of a straight-grate pellet plant are marginally higher than those of a grate-kiln pellet plant due to the higher electrical power required by the straight grate system. The substitution of coke breeze with charcoal in the sintering process results in an increase in GER but a decrease in GWP. However, a substantial proportion of the GER is derived from renewable sources (wood), resulting in a decrease in the non-renewable components of this environmental impact. Given the source of the inventory data and the assumptions and approximations made in carrying out the LCAs, it is emphasised that the results presented in this paper should be considered as indicative rather than as definitive results for the two iron ore agglomeration processing routes considered.

Bateman Engineering provided process technology and engineering design to China Yunnan Metallurgical Company (CYMCO) for a 30 MW DC furnace for the production of high-grade titanium dioxide slag.Following the successful commissioning of the furnace during the latter part of 2009 and the first quarter of 2010, a period of adverse circumstances resulted in having to operate the furnace without feed and at a low power input for a period of time. When normal feed resumed, a layer of solid material was detected on the slag-iron interface during sounding measurements. The condition of the iron was also significantly altered. The iron temperature was much higher than the design value, but the carbon content had decreased to such an extent that a large amount of iron solidified in the furnace, which made iron tapping very challenging. The slag temperature was increased in order to melt the solidified iron. However, severe sidewall damage resulted, which finally led to a burn-through. A number of samples were taken from the slag that remained in the furnace. These samples were analysed to determine the chemistry and phase profile throughout the slag bath. The mechanisms of formation of the high melting-temperature phase on the slag-iron interface are discussed, as well as procedures that can be applied to prevent a recurrence of this phenomenon. Some recommendations are made for instances when furnace feeding is interrupted for an indeterminate period.

Laboratory flotation tests on fresh cyclone overflow samples are a useful tool to troubleshoot and indeed to improve plant performance; however, reproducibility between laboratory flotation test and plant performance is important for interpretation of the laboratory tests and hence their usefulness. Chemical reproducibility can be achieved with the addition of the required reagents; however, reproducing the physics of forces and energy in a 5 L cell compared to a 50 000 L plant cell or a 500 000 L plant cell is not generally studied or discussed. For some tests such as collector evaluation the physics of the flotation process may not be critical, but for some evaluations in the laboratory, it can be important.All flotation plants suffer from losses of valuable <20 µm mineral. Selective mineral aggregation has long been recommended to improve the poor flotation recovery of <20 µm sulfide minerals; however, successfully testing any type of selective sulfide mineral aggregation’s effect on flotation recovery in the laboratory on practical plant samples requires reproducing plant cell physics. The energy input per litre and the forces in a laboratory cell are vastly different to a plant cell. Reproducibility between laboratory and plant tests requires that these differences be minimised. "Mine waste rock management involving waste rock movement and placement, is a critical aspect in the planning of open pit mining operations, as the waste rock haulage cost can be the largest portion of the mine operating cost. The concept of sustainable development in the mining industry also encourages environmentally friendly waste dumps that have zero hazards to people and the surrounding environment. Therefore, a detailed waste management schedule must satisfy economic and environmental considerations. However, the available tools in the market cannot provide optimal waste dumping schedules to meet all these constraints. This paper introduces a user-friendly and automatic tool to optimise the waste dumping schedule, which minimises the haulage cost, and covers the encapsulation of reactive materials to minimise acid mine drainage problems. This tool has been developed by using a new mixed integer programming (MIP) mathematical model that considers both single-lift and multilift dumping scenarios. The application of the proposed tool on a data set collected from a gold mine shows that the multilift dumping scenario has provided a more flexible and economical waste dumping schedule than the single-lift scenario, and both scenarios satisfy environmental requirements.Citation:Fu, Z, Topal, E and Erten, O, 2016. The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

Roy Hill is a large iron ore mining, processing, railing and port operation in the Pilbara region of Western Australia. Since delivering its first shipments to customers in December 2015, Roy Hill has quickly achieved a 60 Mtpa production rate of lump and fines products. The process plant, principally consisting of wet scrubbing, screening and de-sanding unit processes, was expanded from early 2020 to include operation of a Wet High Intensity Magnetic Separation (WHIMS) Plant. The WHIMS Plant treats tailings to recover approximately 4 Mtpa of ultra-fine (nominally -150 μm) high-grade hematitic concentrate which, after dewatering, is blended into the fines product. Unlike typical hematite concentrates, which consist largely of dense particles with smooth surfaces, the WHIMS concentrate is characterised by very finely microporous hematitic/goethitic particles, reflecting the overall characteristics of the Roy Hill deposit. Detailed test work has been conducted in collaboration with CSIRO to characterise the WHIMS concentrate in terms of its physical and mineralogical properties, and to determine its influence on the granulation and sintering performance of Roy Hill fines – from fundamental/lab-scale and sinterpot perspectives. The results demonstrate that blending of the high-grade hematitic Roy Hill WHIMS concentrate into the fines product can maintain overall sinter quality and positively influence granulation and sinter melt formation, as well as Fe grade.

This paper looks at the design of the Bentayga raisebore with subsequent back analysis using a LiDAR survey. A search for LiDAR raisebore assessment publications shows little work has been done on this subject. The paper examines the empirical design and RS2 modelling assessment with the bored condition. The high resolution of the LiDAR enabled mapping of weak structures that were located on the geotechnical investigation hole the orientations of which could not be determined. In addition, the scan showed were water ingress was occurring, potential stress overbreak and structural controls on stability. The LiDAR results were able to confirm no additional support work such as a shotcrete liner is necessary. The LiDAR results have been analysed in one metre increments as volume of overbreak against the empirical stability criteria (McCracken & Stacey 1989). The future use of LiDAR mapping over a range of rock mass conditions will provide quantification of the established empirical assessment improving its reliability. It is also a useful and accurate tool to monitor long term stability of a raisebore due to stress change or ore pass due to wear.

Gunnedah, in north-western New South Wales (NSW), including the town, the surrounding Liverpool Plains and the Pilliga forests to the west, are currently the subject of intense mining interest for coal and coal seam gas. Achieving positive outcomes for koala conservation on mined landscapes will require a sound grasp of koala ecology; and local knowledge of koala movements, tree choice and associated threats to the continued survival of koalas, particularly roadkill from increased mining infrastructure. This requires a research-oriented approach to testing ideas applicable to the long-term survival of koala populations. Our recent koala research in NSW has shown that, in 2006, Gunnedah had the largest koala population west of the Great Dividing Range, and the only population in NSW that was expanding. That prompted us to instigate a detailed study in 2008 - 2011 to determine, inter alia, whether the koalas were using trees that were planted in the 1990s to cope with rising soil salinity. Our GPS-tracking has shown that regrowth trees as young as ten years old can attract koalas. In 2009, the demise of about a quarter of the local koala population from an intense heatwave gave us a foretaste of how habitat and climate change interrelate at the landscape scale. We are now examining the optimal combinations of tree choice, and patch size and shape, for habitat restoration. This will be relevant to local coal seam gas and coal mine proposals, and ongoing mitigation actions. The Senate enquiry of September 2011 on the koala and demonstrated the intense public interest in the survival of this iconic species. Its subsequent listing for Queensland and NSW under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 further raises its profile and obligations for management of koalas and their habitat. It will take considerable effort to manage the Liverpool Plains koala population for the next 50 years in the face of extensive land-use changes from mining, and the attendant threats from road kill, compounded by the new threat of climate change manifesting itself as an increased frequency of heatwaves and more severe droughts. This paper describes the research that underpins these conclusions, identifies some of the research approaches needed, argues for working strategically now, rather than try to patch up matters after the event, and presents a set of guides for environmental plantings. In recent years the Australian gold industry has gone through a major expansion phase. The need for finance has led to adoption of different approaches such as the well known gold loan, forward selling, equity participation by suppliers and equipment leasing. During early periods of the expansion, significant new equity was raised chiefly for high risk exploration ventures. The major form of new equity finance was ordinary shares, often in 'No Liability' companies. The increasing capital requirement of the huge new development projects of the 1980s also spurred the use of debt finance. This trend was accelerated as high inflation and the taxation advantages of debt finance made borrowing attractive. This paper reviews major financing techniques used by the Australian gold industry with particular emphasis on the innovative financing techniques initiated recently. An analysis has been undertaken of the effects on the industry of issues such gold loans, forward selling, equity participation by suppliers, fly-in fly-out operations, contractor mining and equipment leasing. In order to achieve a better understanding of the innovative financing techniques, a survey of already published financial data from well known Australian gold mines was carried out. Data was collected from various published financial reports of gold mining companies. In addition, a questionnaire survey was sent to gold mining companies to assist the collection of further information. The results of this study show that there are a significant number of gold mines variously using gold loans, forward sales, contractor mining and fly-in and fly-out arrangements to finance their projects. Only four operations have vendor suppliers investing capital funds in their projects. Based on the findings of this study, conclusions and recommendations are drawn that these approaches are likely to be with Australian gold industry for some time in the future and will continue to be intensively applied to finance gold projects.

The aim of the paper was to model numerically some aspects of the extraction of coal pillars by split and fendering. A two-dimensional elasto-plastic plane strain model with strain softening and interface mod- elling was used. The model was able to simulate the improvement of conditions experienced in lifting from the fender, when the roof adjacent to the fender has caved. In contrast, when a stook was left, providing support to a span of uncaved roof, the model pre- dicted the fender would suffer considerably more de- formation and strain.

Mineral sands represent an important new resource being developed in the Murray Basin, including parts of western Victoria. This paper will outline a simple methodology for mineral sands characterisation, developed as part of the AMIRA-managed project P777 æThe Development of Heavy Suspension Techniques for High Density Separations (Replacement of ClericiÆs Solution)Æ. This project is currently sponsored by three multinational mining companies (De Beers Consolidated Mines, Iluka Resources Limited and Rio Tinto Limited) and is developing an innovative laboratory mineral characterisation procedure that will allow the replacement of the currently employed highly-toxic chemicals.Mineral sand resources almost always contain more than one valuable (and relatively heavy) mineral. Titanium minerals are found with a large range of titanium contents, giving rise to density variation and often subjective mineralogical descriptions. Companies tend to rely on laboratory heavy liquid separation in the evaluation of samples arising from exploration, mining or metallurgical processes. Unfortunately, there are only a limited number of high density (æheavyÆ) liquids and these tend to be more toxic as their density increases. Low-toxicity inorganic solutions, based on tungsten compounds, have been developed that can be utilised at relative densities (RD) up to 3.0. However, beyond this value currently only organic liquids can be used. Diiodomethane (methylene iodide) having a relative density of 3.31 is commonly used; however, this presents significant health and safety hazards. Mixtures of thallium formate and thallium malonate were found in the early 1900s by Clerici to provide liquids having specific gravities between 4.0 and 5.0, hence æClericiÆs solutionÆ. For the characterisation of the heavy components of mineral sand deposits (eg anatase sg 3.9, rutile sg 4.2, ilmenite sg 4.4 û 4.7 and zircon sg 4.6 û 4.8) there is currently no heavy liquid alternative to ClericiÆs solution. ClericiÆs solution is highly toxic and testing is now conducted by very few laboratories worldwide with costs reflecting the chemical costs (though extensive efforts are made to recover and reuse the liquid, plus the requirement of its removal from the mineral samples), the infrastructure costs and health and safety regimes (eg blood testing of exposed staff, inventory management). A simple laboratory technique of density fractionation is being developed, employing suspensions of fine tungsten carbide particles in lithium heteropolytungstate (LST) solutions, that can replace ClericiÆs solution in the evaluation of fine mineral sands samples (eg -250+150 microns). The developing methodology that can achieve low-cost, low-toxic separations at relative densities above 5.0 will be outlined and the comparison of results with ClericiÆs solution presented.

This paper examines the interrelationship of conducting full risk assessments in the context of the coal mining industry and under the framework of the Health's Safety in Employment Act 1992. In the context of Occupational Health's Safety, Risk Management is a holistic management process that can be used by individuals working in all organisations and from all industries. The Australian New Zealand Standard 4360: 2004 defines a Risk as being; The chance of something happening that will have an impact on objectives. This definition is followed by several notes that include: a risk is often specified in terms of an event or circumstance and the consequences that may flow from it, risk is measured in terms of a combination of the consequences of an event and their likelihood, and risk may have a positive or negative impact. For the purposes of this paper, the above definition will be adopted. This paper examines the newly expanded approach of the fully documented risk management process in the New Zealand coal mining industry. This is done in the context of the coal mining regulations but more importantly by using the framework of the Health & Safety in Employment Act 1992. This legislation under Section 6 requires all employers to, Take all Practicable Steps to prevent harm coming to employees while at work and to others who might be at or in the vicinity of a workplace. When the term 'all practicable steps' is studied, one can clearly see that such steps should be the same steps taken that a prudent and reasonable person would have taken given the same type of circumstance. Due to the fact that in New Zealand parliament made statutes is administered by a Government Department, means that their breaches will be heard before a judge in the District Court. Under the Westminster System of Justice, a basic dictum of that court in matters relating the occupational health and safety is that a breach needs to be satisfied to a specific standard. That standard is, 'Beyond a reasonable Doubt'. One of the primary benefits of adopting a proactive approach to risk management is that if the industry were to adopt similar approaches, then this mythology could be seen as an industry standard. As such, the approach carries the same status in a court of law, as that of an Approved Code of Practice.
