The development of research activities at Risdon and the implementing of a policy of instrumentation in plant processes have, in recent years, entailed a considerable increase in research staff and created an urgent need for more space and modern laboratory facilities. The existing laboratories have been in use for 25 years and are now inadequate. New buildings have been authorized.The new buildings will comprise, firstly, a laboratory building of three floors giving a totai .floor space of approximately 11,000 sq.ft., and a pilot plant building as an annexe to the laboratory building, of approximately 4,900 sq.ft. The laboratory building will accommodate from 20 to 22 research workers, and additional plant operatives will be used for the control of processes in the pilot plant building. The new buildings are designed to provide facilities for three principal functions; the investigation and improvementof existing processes, the development of new processes up to the pilot plant stage, and the control and maintenance of instruments.LOCALITY AND ORIENTATION OF BUILDINGSThe site of the buildings is elevated ground on the eastern side of the main plant, near the main entrance and general office building. Mineral maps produced via optical and scanning electron microscope û mineral liberation analyser (SEM-MLA) automated mineral identification systems are being used to examine the relationships between mineral phases in spatially well-constrained samples of intact and crushed rock. The use of sophisticated image analysis software allows data pertaining to individual or groups of mineral phases to be extracted from the mineral maps. Analyses of the extracted data can be used to identify populations of phases. Data extracted from the images can be compared with mineral processing data, eg hardness, grindability, degree of liberation, from the same sampling intervals, enabling ore characterisation to be linked to processing behaviours in a spatially constrained, quantified manner that can potentially assist with mine planning and optimisation.

Two remediation strategies have been considered to reduce the levels of acidity and dissolved metals in acid mine drainage discharging from Sullivan Mine, West Coast, New Zealand. The oxidising strategy involves adding alkalinity and dissolved oxygen (DO) resulting in the precipitation of metallic oxides and decreased acidity. The reducing strategy involves removing DO, resulting in the precipitation of metallic sulfides, followed by addition of alkalinity to decrease acidity. Field remediation trials indicate a reducing system may be more effective for this site than an oxidising system. A residence time of only two hours in the limestone layer of a successive alkalinity producing system (SAPS) is sufficient to reduce acidity by 100 per cent, iron by 71 per cent, aluminium by 59 per cent, nickel by 38 per cent and manganese by 26 per cent. The proposed remediation plan will likely include a series of SAPS, followed by an anoxic limestone drain, and settling ponds to capture any remaining precipitates.

Water auditing and water conservation measures are fast becoming the quantitative tools for water balance reporting in the mining and minerals processing sector. Therefore, this paper was written to describe the process of water auditing in a goldmining environment and to contribute towards building an appropriate water management framework for The Cooperative Research Centre (CRC) for sustainable resource processing (CSRP). The research will assist with the assessment of water balances in mining and hydrometallurgical processes and ongoing probabilistic modelling for Newmont Mining Corporation, its wholly owned gold mines, and its joint venture operation of Kalgoorlie Consolidated Gold Mines (KCGM). Kalgold or KCGM are the managers of a joint venture project between Barrick Australia (50 per cent) and Newmont Mining Corporation (50 per cent) at Kalgoorlie, Western Australia (WA). Boddington Gold Mine (BGM), Western Australia, will commence operations this year and manage the new goldmine expansion project. BGM is 100 per cent Newmont owned and will operate to continue mining gold and copper from the existing (BGM) site that was decommissioned in 2001.

Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

"Mine waste storages including tailings dams and waste rock dumps represent arguably the biggest risk on a mine site from both physical and geochemical viewpoints, related firstly to structural stability and the consequences of failure and secondly from potential on-going seepage or run-off of acid and metalliferous drainage (AMD). The risks are most likely to increase during operations and continue through the closure and post-closure phases, with the waste storages likely to be the most difficult features to resolve in the mine closure process. Contaminated water quality from tailings dams and waste rock dumps can require treatment "in perpetuity" at a cost of hundreds of millions of dollars. The problem is increasing with ever larger mine operations and waste generation volumes. This paper identifies leading practice methodologies in planning and operating mines and process plants to minimise the risks from tailings storages and how this might also affect waste rock management and even the design of mine excavations. These methodologies require a "big-picture" approach to develop an understanding of the overall issues and identify synergies between the different operational areas on a mine site that can reduce overall risk. With a conservative approach and realistic allowance for future costs it is possible to facilitate decisions at the mine planning stage that can reduce risk and save cost over the long term. This is in contrast to the common approach where each operational area is looking to minimise its own costs with a short-term view. Incorrect mine methodologies can be developed by allowing net present value (NPV) accounting methods to trivialise future closure issues.Methodologies discussed include: Integrated Waste Management - Significant structural improvements to tailings dams can be achieved if the structures can be incorporated into the waste rock dumps. Risk of AMD can also be reduced by utilising the tailings and waste rock effectively. This could go even further to consider the placement of wastes to limit mine void environmental issues; Process Optimisation - Water quality and the nature of potential tailings dam structures can be highly influenced by the geo-chemistry of the tailings. This can be modified by processing, where simple changes such as maintaining separate streams of geo-chemically different tailings rather than recombining them or by initiating further processing to remove problematic minerals such as sulphides; Enhancing Geophysical Properties - The geochemical performance of waste repositories can be greatly influenced by the geophysical properties of the stored materials, particularly the air-water characteristics, which are influenced by particle size, density and permeability. The geotechnical properties can be enhanced by strategic paddock dumping, blending and compaction.These methodologies are demonstrated by case histories.CITATION:Brett, D, 2013. I would take this, opportunity of thanking you for the high honour you have conferred on me in electing me to the responsible position of President. You may rest assured I will use my best endeavours to promote the interests of the Institute in every way that lies in my power. In reviewing the work of the past year, it is a matter for congratulation to find the Institute in a position at once so healthy and robust, and that notwithstanding the acute depression which has prevailed in the mining industry.Owing to deaths or departures from the colony, the names of six members have disappeared from the roll of membership, but you will be pleaed to learn that several new members have been elected, the register now, showing 56 Members, 25Associates and 2 Students. A complete record of the papers read and the discussions that took place will be found embodied in the splendid volume of Transactions which has just been issued, and which I am sure will be welcomed by mining engineers in all parts of the world.

Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

Mesothermal gold deposits of southernAlaska and Westland, New Zealand have both formed at the seaward edge of major collisional zones in the Pacific basin. In Alaska, production of large fluid volumes correlates in time with the addition of heat into the lower parts of the accreted terranes in the late stages of collisional orogeny. This heat was critical for driving both the metamorphic reactions that released the large volumes of fluid that carried the gold, and the contemporaneous widespread anatexis and magmatism. In Alaska's Chugach terrane, this heat as produced by subduction of a spreading ridge beneath the North America continental margin in the Eocene. The resulting products were the S-type granites and gold-bearing veins. The similar widespread S-type plutonism and gold veining in Westland's Buller terrane suggest that a similar tectonic event could have triggered ore formation along the southeastern edge of Gondwanaland. Based on the Alaskan model, a Devonian or Early Carboniferous age is favoured for high volume metamorphogenic fluid generation and gold vein formation in Westland.

The mineral industry is an important element in the human environment and in varying degrees contributes to the general standard of living throughout most of the world, both by supplying the basic materials required for heavy industry, transportation, construction, scientific equipment, and many labour saving tools and also by its contribution to the international economy.When projecting population growth and per capita resource utilization against a finite amount of nonrenewable mineral resources, it is apparent that at some future time, if the established trend continues, the supply of industrial minerals will progressively become exhausted according to their relative scarcity and world demand.In one way or another all of nature's mineral resources are used in the sel'vice of man. Some of the products of their manufacture are essential to the survival and further development of our civilization, others are luxuries, desirable but not essential. Marine vessels are essential to maintain a flow of resollrces around the world, and as trade increases the size of the fleet will grow and the quantities of metals needed will be greater.The commodities they transport, may be used in an inefficient or extravagant manner causing unnecessary depletion which may adversely affect the activities of future generations. An example that comes readily to mind is fuel oil, the international transport of which uses a vast tanker fleet. When refined, large quantities of motor spirit are used in motor vehicles. The U.S.A. alone uses 70 billion gallons annually in the 90,000,000 automobiles in use.Much of this is used in private cars-of which there is one for every 2'3 people-for transport between home and city. Well organized community transport would serve the same purpose, conserve a scarce commodity, take some of the stress out of livingdriving in a major city can hardly be considered a relaxing experience-and minimize the problem of atmospheric pollution.Whilst man has demonstrated his great versatility...

Single particle breakage tests have been used by a number of researchers to investigate some salient features of the complex comminution process. The characteristics of the common single particle breakage tests such as single impact, double impact and slow compression tests are examined and the results from these tests are compared. A comparison of the results from single particle breakage tests with grindability and ball mill tests is given. Application of the results from single particle breakage tests to modelling industrial comminution processes is described. The necessity for further research into single particle breakage tests to develop a simple but comprehensive technique for estimating the breakage characteristics of ores is discussed.

Methylene blue dye adsorbs on chalcopyrite concentrates slurried in aqueous solution. Saturation adsorption can be achieved within about 24 hours for dye equilibrium concentrations greater than about 10-5 M. The dsorption coverage is obtained from a measurement of the' colour change of the solution. Comparison with BET measurement of the concentrate surface area shows that 2.4 ± 0.1 µmol of methylene blue are adsorbed per square metre of surface accessible to the dye cation. The procedure described can be used as a single-point measurement and values for the surface area can be otained to within about 10 per cent with inexpensive instrumentation.

Investigation of an abandoned quarry near Rowland Flat in South Australia identified asbestiform antigorite as the fibrous serpentine mineral mined during the 1940s to 1978 for filler applications, not amphibole asbestos or chrysotile as reported in earlier investigations. Scanning and transmission electron microscopy (SEM and TEM) and selected area electron diffraction (SAED) of individual fibres were used to confirm the identification. Chrysotile is widely regarded as the only asbestos mineral in the serpentine group. Further work was done therefore, on the geology and mineralogy of the occurrence, and the health implications were reviewed. A zone of antigorite alteration, with associated talc, is traceable for 750 m along strike of recrystallised dolomitic siltstone within Woolshed Flat Shale of Neoproterozoic age. The antigorite formed, in part, by replacement of prismatic crystals of probable tremolitic amphibole. The deposit is proximal to the Williamstown Fault and the serpentine-talc alteration is possibly due to fluids expelled along the fault during late-stage deformation in the Early Palaeozoic Delamerian Orogeny. The antigorite comprises white to pale green bundles of lath-shaped fibres that occur either as randomly- arranged equant patches after amphibole or as cross-fibre veins, both intimately mixed with calcite. Highly fibrous product was mined from the weathered zone where calcite was leached during weathering. Gentle grinding releases fibres with a high aspect ratio (>10:1) that show a wide range of fibre thickness, including a significant proportion of fibres <0.25 ¦m width. Toxicological studies on fibrous antigorite from Poland and Italy indicate that the carcinogenic potential of this form of serpentine is similar to amphibole asbestos. X-ray diffraction (XRD) and fourier-transform infrared (FTIR) techniques readily distinguish antigorite from chrysotile. Determination of asbestiform habit and confirmation of antigorite mineralogy is most reliably done using electron microscopy, preferably with SAED capability.

Trueman: I am not aware of any definite evidence of the temperature of formation of these minerals, but am of the opinion that high temperatures would not be present during crystallization.No evidence from the qUl'trtz, magnetite and hematite of formation temperatures is indicated and, as the carbonate is later than the other minerals it does not supply any data either.According to Miyashiro and other workers who have studied the composition and stability of the glaucophaneriebeckite series, minerals of riebeckite composition are stable over a wide range of P, T conditions. Recent work by W. G. Ernst, of the University of California, indicate that, in the presence of an Fe203/Fe304 buffer, riebeckite and crocidolite are more likely to form at low temperatures. The occurrence of riebeckite-crocidolite as authigenic minerals has been reported from several localities.Dr. MacLeod (Geol. Surv. of W. A.): Recent regional mapping by the Geological Survey of Western Australia has revealed a total thickness of at least 30,000 ft for the Proterozoic sediments in the Hamersley Basin. In this succession the asbestos-bearing beds of the Brockman Iron Formation at Wittenoom are overlain by some 20,000 ft of younger sediments and volcanics. In choosing such a threadbare subject for a paper I fear that I may in some measure be taxing your patience, yet as upon the accuracy with which the work is done depends the result of conclusions drawn as to whether a property will be profitable to work or otherwise. The subject cannot be too well threshed out, and I trust that upon certain points that have come within my own experience I may be able to give 'hints that will prevent others from making mistakes. First as to alluvial. Gold is often found from the grass roots down, often ill particular horizontal bands in the wash, but more generally concentrated either on a true or false bottom. When sampling dry ground for proposed hydraulicing I have obtained accurate results only by taking the whole of the dirt from measured shafts, stacking it as it was lifted on a tarpaulin, and putting the whole quantity through a carefully constructed box. In wet ground careful borings will in most cases give fairly correct results, but where it is possible to sink shafts, that should be done, as a guide is then also obtained as to the nature of the wash, whether it is bouldery, cemented, or free. Sampling in a face is a more difficult work in many respects than in new ground, as so many elements enter into action to spoil accurate sampling. Of course the great thing to avoid is sampling in any place where either natural or artificial concentration has taken place, and very much has to be left to circumstance and the sampler's own judgment. In passing I may mention that I have on several occasions seen diggers deceive themselves in wet ground where they were sinking and coping as best they might with water. They would take a dish of dirt from the bottom of their hole, pan it off, and take the result as a fair yield, and on the strength of it perhaps spend a lot of time and money in tail races and whereas in their sample there had been a process of concentration carried on, the movement and working in the water had caused the gold to work down, and anything like accurate estimations by the method pursued were out of the question.

So many emergencies that crop up in mining necessitate a departure from ordinary methods that the writer has been led to illustrate a few of the examples that have come under his notice during a somewhat lengthy career; and as most of the methods illustrated are certainly outside the ordinary, it may be hoped that while to many they may convey little that is new, to the larger number some acceptable information may be gleaned whenever the occasion calls for it. Experience has shown that there can be no hard and fast rule in mine timbering that will fit the varying- necessities of different localities, and the engineer must divest his mind of all prejudices that his practice of any particular system or systems may have induced, and must direct his attention to the character of the local timber and its fitness or otherwise for the purpose he has in view. Fortunate indeed are the man and mine that can claim an abundance of good and cheap mining timber it simplifies, oftentimes, what would be, under unfavourable timber conditions, a difficult problem. In many parts of the States there is either none or at best a scrub if the latter, he has to either pigstye, balk, or bulkhead, if his ground will permit; if, not, and the necessary timber has to be imported, then some system of recovering his timber and using it over and over again may be possible. New methods of analysing and modelling flotation circuits have been developed as part of the AMIRA P9 mineral processing research project. A study using these techniques was conducted on the Olympic Dam copper flotation circuit to provide the following outcomes: an estimate of the flotation cell hydrodynamic properties and froth performance characteristics, and identification of potential areas for improvement; an estimate of the feed floatability parameters for basic model development; and identification of potential flotation circuit improvement opportunities. A flotation circuit model of the Olympic Dam copper concentrator was developed using the data collected from mass balanced site surveys, along with hydrodynamic data, froth performance data and numerous laboratory batch flotation tests. The simulator that has been developed from the model has the ability to estimate the influence of selected changes (such as circuit changes) on flotation circuit performance. Several stream destination simulations were conducted to provide guidance for further testwork and possible circuit improvements. The results from these simulations are presented.

The outstanding environmental management initiatives undertaken by Novacoal at its Western Main Site near Lithgow in New South Wales over the past five years are detailed in this paper. These initiatives have been based on a combination of proven and innovative investigation and implementation techniques, close consultation with regulatory authorities and full support by colliery management. The results of these initiatives have enabled the colliery to exceed its pollution control obligations from a base well below industry standards. The initial poor condition of the mine was the result of over 50 years of traditional mining which paid little regard to environmental management. The transformation of the colliery within such a short period, with limited capital, is considered a model for the N.S.W. coal industry.

The rapid advance in the adaptation of scientific knowledge to the treatment of ores, resulting in improved chemical and metallurgical processes, has enormously increased the possibility of working lodes profitably, which a few years ago were passed over as unpayable. By the discovery of chlorination, and later of "Cyanidation," by the highly improved methods of concentration, and by the rapid advance in our knowledge of smelting (for which we are greatly indebted to Americanmetallurgists), and by the gradual replacement of scientifing principles and enlightened management, for rule-of-thumb methods formerly in vogue, many large low grade bodies have been opened, and are now paying dividends, which were,twenty years ago, looked upon as hopelessly unpayable. It has been more especially in these large low grade ore bodies, that modern methods have been benefical; for small lodes must be rich to pay at all, as they cannot be worked on the same gigantic scale, but even in these a percentage of metal is saved which formerly was absolutely lost.To make these large deposits remunerative it is, however necessary to try and find the point of greatest economic advantage, to handle the ore in vast quantities, to erect huge plats to treat it, to substitute automatic appliances for hand labour as far as possible, and to combine several processes supplementary to one another, so that ore which is not amenable to one process, shall be saved, by another; and by doing...
