ANTHRACITE in 1943, in common with the coal industry as a whole, passed through a year of wage negotiations that seemed endless. In the early months discussion of the United Mine Workers' demands was taken up and carried on continuously until May, finally reaching an impasse when the Union refused to continue at work, while submitting their demands to the War Labor Board. Thus a strike threatened, averted by the Federal Government taking over the industry, effective May 1, by order of the President. An office of the Bureau of Mines was established in Wilkes-Barre under the direction of J. J. Forbes, Mineral Production Security Division, as regional manager, who conducted operations until September, 1943, when the collieries were turned back to the operators. But the miners did not agree with the War Labor Board's award rendered in the fall, resulting in a recurrence of the previously threatened strike. again averted by Government control. In addition to the major upsets, a number of individual suspensions occurred at various mines. In spite of these drawbacks, to which might be added the difficulty of obtaining equipment and the scarcity of man power, the industry by November was only little less than a million tons short of the previous year. and in all probability, finally produced but little less than in 1942. This little less. however, was greatly missed in the market.

I all of the 14 million tons of kaolin produced in Georgia through 1949 had been mined from a single deposit 20 ft thick, it would represent a mined-out area of less than 1 sq mile. This measure of depletion is in such strong contrast with the large size of the area shown in Fig. 1, from which most of the output has come, that there has developed an optimistic outlook concerning future supplies of kaolin equal in grade to that already mined. Dozens of mines are widely but not evenly distributed within this area, which consists mostly of parts of Twiggs, Wilkinson, and Washington counties. There are scarcely half a dozen kaolin mines elsewhere in the state that have been appreciably productive, although the areas in which they occur may have good possibilities. Most of the efforts to find new deposits, therefore, will be confined to the area shown in Fig. 1, for it is here that the industry has established its facilities, and prospecting is encouraged by relatively numerous outcrops and opened deposits of kaolin. The Ocmulgee and Oconee rivers drain the area. They and their main tributaries have flat, swampy floodplains covered with alluvium and for the most part thickly wooded. The divides between these streams are intricately dissected by the minor tributaries, which are spring-fed in steep-walled, cirque-like heads. Gullying and under-cutting are active along the streams but are partly controlled by unusually dense vegetation. The mean altitude is about 350 ft above sea level, and locally the relief ranges up to 200 ft. The area is near the inner margin of the Coastal Plain, and is underlain by Cretaceous and Tertiary formations. Its general location is shown in black in Fig. 1. The division between the Coastal Plain and the Piedmont plateau is actually a very sinuous line, the fall line, marking the extent to which erosion has stripped the Coastal Plain sediments from the southeastward-sloping surface of the crystalline rocks of the Piedmont. Cretaceous Host Formation The kaolin deposits, which are described in the succeeding section, occur sporadically in lenslike bodies in a thick series of poorly sorted clayey sands constituting the lowermost of the Upper Cretaceous formations, the Tuscaloosa. The basis for this correlation has been reviewed by Cooke.1 The same formation has been termed the Potomac group by Ladd2 and the Middendorf formation by Smith' in reports on the kaolin deposits. In another report, Veatch4 called the formation the Tuscaloosa but correlated it with the Lower Cretaceous. The Tuscaloosa in this area consists of fine to very coarse sands, commonly cross-bedded, which contain widely different proportions of white, pink, and yellow kaolin and considerable white mica. A few of the coarser beds contain quartz grains up to 3 in. in length, with bodies of pure white kaolin of equal size that appear to have been formed by the weathering of feldspar grains in place. In the kaolin-producing area, gravel and cobbles occur mainly at the base of the formation. Fig. 2 shows the relations of the Tuscaloosa and its kaolin deposits to the adjacent formations. Its base, on the eroded surface of the crystalline rocks, dips southeastward 50 to 60 ft to the mile, according to LaMoreaux.5 The upper surface of the Tuscaloosa is also an unconformity,

INTRODUCTION During the past 40 years, there has been in the United States of America and other industrialised Western countries a distinct displacement in the procurement of minerals from domestic sources towards an increased dependence on imported minerals. This was caused in part by one or each of the following: a lack of local supply of particular minerals, domestic source depletion or exhaustion and the relative ease and inexpensiveness of obtaining minerals from comparatively unexploited sources in underdeveloped and some developing countries, notably in the Middle East, South America, Southern Africa, and Australasia. Governments of the industrialised nations, concerned about the reliance of their economies on imported raw minerals examined both the degree of reliability and the extent of mineral resources in the countries and regions supplying the essential minerals. This brought a painful awareness of the vulnerability of industrialised countries as a result of the possible interruption of their mineral imports. In this regard, the United States of America may be quoted as a case in point: a report by a House of Representatives Subcommittee on Mines and Mining (Santini Subcommittee)1 revealed that the United States in 1980 was dependent on foreign sources for more than 50 per cent for 24 of the 32 minerals essential for national survival. The Subcommittee also acknowledged that although the United States may develop its own alternative energy sources, there are in many cases no substitutes for the strategic + minerals imported from foreign sources, from countries which are often unstable at best, hostile at worst. This resulted in various policy responses as well as contingency measures, amongst other, renewed emphasis on the utilisation of domestic mineral resources, an intensified search for substitutes of critical minerals and increased stockpiling programmes. Increased attention was devoted to analyses of the political and economic conditions prevailing in the regions from which strategic and other minerals are exported to the industrialised countries, and the formulation of policy measures vis-a-vis those regions. One region which attracted a considerable degree of attention has been Southern Africa, and in particular South Africa.2 The Santini Subcommittee affirmed that while the bulk of the minerals imported by the United States is supplied by a number of source countries, a host of critical[t] minerals vital to the well-being of that country (and this includes all the Western industrialised countries) originates from Southern Africa, a region, deservedly referred to as the "Persian Gulf of Minerals". Apart from the Republic of South Africa the mineral-rich countries concerned are Angola (diamonds, iron ore, oil), Botswana (diamonds, coal), South West Africa/Namibia (diamonds, uranium), Zambia (copper, cobalt), Zaire (industrial diamonds, copper, cobalt) and Zimbabwe (gold, nickel, chromium, asbestos). The Subcommittee however noted that, with the exception of cobalt, the greatest portion of the reserves of the critical minerals listed, lies within the borders of South Africa. SOUTH AFRICA A RELIABLE PURVEYOR OF MINERALS In view of the continual instability and political risk, along with the nationalisation of mineral industries in third world countries, importing industrialised nations have in recent years become more and more concerned about security of long-term supply, and have in consequence begun to diversify their mineral enquiries to areas where the following conditions prevail: • Long-standing record of consistency of supply; • An economic system of private enterprise; • Political stability; • A well integrated infrastructure, with a maintenance of transportation and development costs at realistic levels, and • Attractive investment opportunities, with security of the return of profits.

Phases present at 2200° and 1500°F (1204° and 816°C) were identified in sixty wrought developmental austenitic alloys possessing wide compositional variations. The bases were iron-, cobalt-, and nickel-rich as well as a base with equal parts of each. There are only two structure types previously not found in similar alloys, viz .-the Co3 W and the Fe3Al types. A molybdenum-rich monocarbide decorates dislocations with unusual clarity. Other results provide correlations between alloy composition and phas e precipitation. Grouping intermetal -lic phases into three general classes : I) geometrically close-packed, 2) topologically close-packed, and 3) bcc derivatives, the nickel base prefers the first, the iron base the second, and the cobalt base the third—each base tending to shun the other two classes. Thus, a crystal-chemistry effect previously noted by Laves and Wallbaum can he expanded for these Group VIII elemental bases. There appear to he no quaternary or higher -order structure types requiring more than three atomic species. AFTER studying aging reactions in many diverse commercial austenitic alloys1-4 as a function of detailed time-temperature variations in heat treatment, it became apparent that matrix composition influenced structure types and morphologies to a large extent. These tendencies were related4 to a crystal-chemistry effect uncovered by Laves and Wallbaum.5,6 We have now directed our efforts to exploration of the whole ternary field, covering the standard base elements—iron, cobalt. and nickel— with 10 to 20 pct Cr and moderate amounts, up to 10 pct, of the usual alloy additions. Solutioning and aging treatments were held constant with major emphasis on X-ray identification of microconstituents. The possible existence of exceptions to the Laves-Wallbaum effect, or any new phases, was sought. Phases appearing in austenitic alloys can be classified as geometrically close-packed (gcp), octahedral or nonoctahedral interstitial compounds, topologically close-packed (tcp), semicarbides, and bcc derivatives. Crystal structures of the first four classifications can be visualized as a dense packing of semirigid spheres of different sizes, while the bcc derivatives represent a less efficient packing of spheres. The Laves-Wallbaum effect involves the gcp and tcp phases. Gcp phases possess both tetrahedral and large octahedral interstices; examples are Ni3Ti(n), NiSAl(y'), Co3W(E), and other ordered AB3 compounds where B atoms are smaller than A. Their precipitation is primarily intragranular, presumably coherent with an austenitic matrix, and a chief source of strengthening. Most octahedral interstitial compounds (e.g., CbC, Tic, TiN, Mo2C) have a gcp lattice of large metal atoms which accommodate small carbon or nitrogen atoms in the octahedral interstices. The compound Ti2SC, previously designated Y phase or T phase, can, with some reservation due to its partial co-valency, be placed in this category.7 The nonoctahedral interstitials (e.g., M7C3, Fe3C) represent close-packings of spheres in structures that provide larger triangular-prism interstices for carbon, since the octahedral interstices formed by chromium and iron atoms are too small. Tcp phases possess only tetrahedral interstices; examples are Laves (Fe2Ti, Fe2Cb, Fe2W...AB2), p(Fe7MO6, Co7W8.... A8B7), and (FeCr, Co2Cr3)

AN a previous paper' the phase diagram and vapor pressure of melts in the systems NaC1-ZrCl,, KC1-ZrCl,, and NaC1-KC1 (1:1 molar)-ZrC1, were reported. This note supplements the earlier paper with the results of electrical conductivity measurements on NaC1-ZrC1,and NaC1-KC1 (1:l molar)-ZrC1, melts. C.-Consider the United States broadly and the distribution of the salt industry. Think of the old solar-evaporation process up in New York State, then of the more recent processes in Michigan and Kansas and Louisiana, where the rock salt furnishes a large industry, then of the solar-evaporation process at Salt Lake, then turn to the crucial place in the United States, where there is an embarrassment of salt, and that is California. I am not forgetting' the immense body of salt east of that in the Virgin River country of Utah; but in California the situation is interesting. There are very large quantities of salt in the Searles Marsh region; again, in Southern California, at the southern end of Death Valley, there are two or three mountains of salt which have been explored recently, where the salt is sufficiently pure to be used at once. There is also a large deposit of gypsum, and it would be possible there, by extremely cheap means, to produce an amount of salt sufficient to furnish the United States' greatest needs. The principal reason that capital has been deterred from developing such a large mass is not the fact that solar evaporation produces a great deal of salt around San Francisco, but the fact that if potash salt is to be produced in connection with the salt in the borax region a, great deal of ordinary salt must be disposed of. It cannot be dumped, for it would get back into the brine again; the first rains would bring that salt back into solution again. It must be sold, given away, or hauled to a distance, which would mean a considerable freight charge. The salt will be going begging. E. G. SPILSBURY, New York, N. Y.-The remark of Dr. Day's regarding the likelihood of the production of a large amount of waste salt brings to my mind the condition that obtains in Germany in all of the potash fields. In Germany salt is a government monopoly. In the development of the potash deposits, it becomes a grave question as to how much salt they may be allowed to extract and bring to the surface.

In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in [Fig. 4]. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in [Fig. 4]. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensers, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89c/t (81c per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed.

THE 130th Meeting of the Institute was held in Birmingham on Oct. 13 to 15, with visits to other mines and districts before and after. The last visit of the Institute to Birmingham was made in 1888, thirty-six years ago, and vast development has been made in' the district since then. With proverbial southern hospitality compounding over this period of years the welcome given to the Institute was such that .it is difficult to express properly the gratification and appreciation of the visiting members and the officers of the Institute. The Birmingham News in an editorial said: Birmingham is duly appreciative of the presence of these gentlemen, not because they are all distinguished in their great services in the mining and metallurgical world, but for the further reason that our interests are very largely wrapped up in their deliberations. Birmingham is one of the great industrial centers of America. Their discussions are of vital concern to all of us.

Most brittle solids are relatively weak in tension and this weakness can be very significant in determining their performance in structures and excavations. Consequently, accurate knowledge of the tensile strength of brittle materials has long been recognized as important. In the past, measurements of the tensile strength of materials such as concrete, ceramics, and particularly rock have been hindered by problems encountered in fabricating test specimens and in accurately loading them. These difficulties have resulted in a scarcity of published tensile strength data. This can be readily seen in tabulations such as Wuerker's "Annotated Tables of Strength and Elastic Properties of Rocks.

MAGNETITE mining and milling in the Eastern States showed continuing improvement during the year. Some of the smaller mines remained idle, but the larger operations responded promptly to the improved situation in the iron and steel industry. The output of ore for 1936 was over twice that for 1935. A number of improvements were made in mine plant and equipment, and operating forces were increased and maintained at near normal. The coming year should see additional mines started up and production increased at the larger properties.

THERE are a lot of good things about this great industry of ours. Let us stop commiserating and consider some of the things that are right in this business. Coal is number one in the basic material industries. Our civilization owes more to it than to any other basic commodity. We are literally immersed in the benefactions of coal. In cur man-made world it is indispensable and we are constantly surrounded by objects, materials, and services which owe their existence to coal. Practically all the important materials, such as iron, steel, brick, cement, lime, rubber, glass, cotton, and wood have felt its magic touch.

ThE tendency toward further oxidation of the intermediate oxides and the high volatilization rates of the higher oxides have prevented direct attainment of equilibrium data for the system tungsten-oxygen. As a result, St. Pierre et al.1 have proposed a phase diagram (to 800°C) based on thermody-namic data to 1200°C for the known tungsten oxides (WO2z, W18O49, W20O58, and WO3) and a report on a tungsten suboxide W3O.2 Recent modification of a technique previously described3 5 now permits adequate preservation of compositions of mixtures of metallic tungsten and metal oxides (e.g., of tungsten, cobalt, calcium, samarium, titanium) in order that condensed phase relations may be established to 1700 This method has been applied to study the high-temperature stability of tungsten oxides. In the method used, the desired compositions were sealed in nonreactive containers such that only a small gas volume remained. Each sample then established its own equilibrium atmosphere at temperature. This method has advantages in the study of systems of the W-0 type where knowledge of the condensed phases is desirable but for which composition and pressure of the gas phase are not readily attainable because of oxide volatility. Mixtures of 99.99 pct tungsten metal powder and purified tungsten anhydride (WO3) or in some cases W18O49* were equilibrated in pellet form in sealed

R. V. NorHis, Wilkes-Barre, Pa. (communication to the Secretary*) : The electric-haulage plant of the Short Mountain Colliery of the Lykens Valley Coal Co., mentioned by Messrs. Stoek and Harris as the earliest underground electric plant in the United States (and, I believe, the second in the world), was started July 23, 1887. The plant, designed by W. M. Schlessinger, consists of two motor-cars, each weighing about 5 tons and equipped with a 32-h.p. Union Electric Go. motor. The original general construction of the motor-cars is shown by Mr. Stoek; but they were rebuilt, the same year, with some important improvements in design; and, except for strengthening the frames and replacing the original pig-iron weights by a casting, they have not been greatly changed since that time. The generating-plant consists of two Union Electric Co. dynamos of 65-h.p. each, driven by an old 18- by 48-in. plain slide-valve engine; the ordinary voltage is 450 and the amperage varies from 40 to 200; the average indicated h.p. of the engine is about 75, with a steam-consumption of about 75 lb. per i.h.p. per hour; and as the cost of steam at this colliery is 8.11 cents per 1,000 lb.,the steam-cost per day is about $4.56.

The Institution of Mining and Metallurgy, London, England, has done much within the last three years to promote discussion on the many systems adopted throughout the mining world; and any papers giving individual experience will benefit that class of men who are charged with the cconomical management of mining properties. The tremendous increase in the use of metals that have been prcpared by the various cold-working processes during recent years has greatly stimulated the investigation of problems concerned with the fundamental nature of these processes. It has been observed in practice that different methods of bringing about the same dimension changes in a sample result in a rather wide range of properties. Cold working reduces the ductility of a metal, or what is perhaps more nearly correct, its "working capacity," and naturally the manufacturer wishes to produce an article that has as large a working capacity as possible, and to produce it with the smallest number of operations. It has also been known for some time that cold deformation produces a parallel alignment of the crystal grains of a metal, and that the type of this preferred orientation depends to some extent at least upon particular processes employed in the deformation. The present investigation has for its purpose the study of the relations between the various factors of a cold-working process and the preferred orientation of the metjal crystals resulting from this deformation. The work is chiefly confined to a study of cold-drawn seamless tubing. Preparation of Samples The tubing samples used in this investigation were made of steel having a carbon content of 0.10 to 0.20 per cent, and were drawn on a standard type of draw bench. In order to obtain the large reductions, the annealed stock was coated with lead, for purposes of lubrication. The reductions of area stated refer to reduction from the annealed condition without intermediate heat treatment. The cold work was done as nearly as possible at room temperature. The samples of wire and strip used for purposes of comparison were of steel of approximately the same carbon content and were prepared in the manner indicated. Production of crude oil in the U. S. S. R. during 1939 is estimated at, 226,111,000 bbl., as compared with 219,778,000 bbl. in 1938, an irlcreasc of 2.88 per cent but some 6.00 per cent under the planned output. During the past year a major readjustment took place in Russian oil fields, with the Grozny district falling into the third place, its former place having been taken by the fields of the Maikop-Kuban area of northwestern Caucasus. Production continued to grow in the Ural-Volg:t district and further large increases in this province in the coming years are certain. The drilling operations continued to be most unsatisfactory, falling far behind the plan, possibly as much as 25 per cent undvr the set objectives, and thereby interfering with the production plans, mora particularly since the Soviet oil industry is still based primarily upon the production from the naturally flowing wells without any proration whatsoever rather than upon stabilized production from either prorated oil wells or those operated with various mechanical lifts. The year 1939 started with the fulfillment of the drilling programs to the extent of about 90 per cent, but the situation rapidly deteriorated arid by the second half drilling programs were being fulfilled only to the extent of 60 per cent or less. Such breakdown in drilling operations was possibly due to poor equipment, which has not been able to stand increasing demands upon it, and this is substantiated by the rccent orders plaeed in the United States by the Soviet Government for some 60 drilling rigs of the latest design. Production Baku District.—-The fields of the Apshcbron Peninsula (Baku district) made a notable progrress during the past year and were able slightly to increase their production, to 166,000,000 bbt. as compared with 164,692,-000 bbl. during 1938. The c.rnphasis of production in the Baku district remained on the flowing wells, about 20 per cent of the total number of wells flowing about 70 per cent of production. THE Iron and Steel Division has shared in the general increased activity of the industry. The fall meeting at Chicago was not only well attended but particularly characterized by the virility and scope of the discussions at the various sessions. The program for the February meeting indicates a similar interest in technological developments. The Blast-Furnace Committee continues to have the hearty support of the industry with discussions of such a nature as to be of real help to the operator as well ass the technologist. WHEN the history of American business during these momentous war years is written, an absorbing chapter will be devoted to the Maclntyre Development, in northern New York. It will tell of a timely mining project, deep in the wilds of the Adirondacks, blasted into being by Axis torpedoes. It will recount the labors of 1500 engineers and workmen, miles from a highway, rail line, or power source, who built a huge enterprise in a few short months' time. And it will list these major contributions to the war effort: more than a quarter million tons per year of ilmenite, source of titanium dioxide-man's most opaque white pigment-to be used in paints for warships, tanks, guns, planes and the plants that build them; as a co-product, over 500,000 tons each year of magnetite-an important type of iron ore- to help feed the cavernous maw of America's wartime steel industry.
