CONFUSION appears to exist in the discussions of fan testing because engineers do not agree on what energy should be credited to the fan in certain cases, and because certain terms that are used in the discussions seem to have double meanings. The purpose of this paper, therefore, is to discuss the useful energy that should be credited to the fan and the methods of determining this energy, and to suggest changes in nomenclature for the sake of clearness. The instruments commonly used in the measurement of fan pressures are the manometer, the static tube, and the impact tube. The static tube is a tube with small pinholes in it. When connected to one leg of the manometer and placed in the air current with the holes facing at right angles to the direction of the current, this tube causes the manometer to register the static pressure, unaffected by the impact of the air. The impact tube is a tube with an opening that faces the air current. When connected to one leg of the manometer, this tube causes the manometer to register a pressure which is the static pressure modified by the impact of the flowing' air on the end of the tube. If the static tube is connected to one leg of the manometer and the impact tube to the other leg, and both instruments are inserted close together in the air current, the static pressure is eliminated and the manometer registers the impact pressure. The efficiency of a fan is the percentage of the expended power utilized in useful work. The items to be included as useful work are a matter of convention, and as the conventions are not universal I feel that the matter is open to discussion.

THE professional career of Thomas Septimus Austin, who died at El Paso, Tex., August 23, 1906, was contemporaneous with the growth of the silver-lead smelting-industry of the Far West, to which his talents and zeal contributed in no small degree. Born at Stratford, Conn., December 7, 1853, he was the seventh son in a family of thirteen. His parents were well-to-do; and he received a thorough preliminary training at the Hopkins Grammar School, New Haven, Conn., passing thence to the Columbia School of Mines, in New York, where he was graduated in 1876. His first professional work was that of analytical chemist with a Cuban sugar company. In this position he spent a year, and, whatever else of benefit he may have acquired during that year in Cuba, he gained a facility of speech in the Spanish language which was of inestimable value in his subsequent work in Mexico and the southwestern United States. In 1877, he went to the Rocky Mountains, and, under the firm name of Murphy & Austin, opened an assay-office in Leadville, Colo., which was just then coming into public notice as a rich silver-lead camp. The next year, however, he entered the service of the Germania Smelting & Refining Co. at Salt Lake City, Utah, where he remained until 1882, first as assayer and chemist, and later as Assistant Superintendent. The Germanic bears the honorable distinction of being one of the first of the large " custom " lead-smelters erected in the West. Its founders may be called the pioneers of the modern lead-smelting practice, and the Germania served, to a large extent, as a model for the many plants that sprang into existence during the next few years in Utah, southern Idaho, Colorado and other lead-producing districts. N OW THAT the war is over it is possible to release data and correct some erroneous statements and impressions relative to the use of manganese-steel armor and helmets, which heretofore have been carefully guarded. The material of the helmets furnished to the English, American, and Belgian armies was invented by Sir Robert Hadfield, Bart., F.R.S., and was described in a paper read by him at the International Engineering Congress in August, 1893. The French helmet was 2 oz. lighter than the English but had a greatly inferior resistance. Tests showed that it was perforable at as low a velocity as 350 ft.- sec. impact of the standard shrapnel bullets. Helmets made of the Hadfield "Era" manganese steel kept out standard shrapnel bullets of the same quality at no less than from 750 to 950 ft.-sec. impact velocity. The respective energies were, in the case of the French helmet, only 0.021 ft.-tons, 46 ft.-lb., and in the British 0.095 ft.-tons, 213 ft.-lb. OPENING of numerous stripping operations in Ohio, Pennsylvania, and other districts, particularly outside the Middle West and Southwest where the large-scale stripping mines predominate, holds the limelight for the year 1940. Several factors are responsible for this expansion. One is the scarcity of untested and undeveloped properties in this central field. Another has been the development of earth-moving and preparation equipment suitable for these smaller tonnage tracts. Draglines of the Walker type, small long-range .hovels, and large-capacity tractor- drawn scrapers have to be considered. Wash boxes, designed for light tonnages, costing a few thousand dollars, have made their contribution.

Cementation rates ulere studied by rotating an elec-tropolished or etched copper strip in aqueous solutions, of either perchloric acid or alkaline cyanide, containing silver ions. The rates of cementation were more rapid in acidic media than in cyanide media. In both, the rates varied with the rate of rotation of the copper strip. The deposits formed in the acidic solutions were finely divided, loosely adhering powders. Those formed in the cyanide solutions were dense and adherent. The presence of the deposits influenced the cementation rates. In the acidic solutions the rate was enhanced, possibly because of the increased cathodic area. In the alkaline solutions the rates were decreased in the presence of the deposits. This has been attributed to restricting the diffusion of the copper ion from the rnetal outward into the bulk of the solution. In an earlier paper1 the authors described a kinetic study of the cementation of palladium on copper in perchloric acid solutions. That work indicated that there were two stages in the palladium cementation process. The first, more rapid stage was consistent with rate control by the diffusion of Pd11 ions to the copper surface and/or by chemical reaction at the surface. The second stage was consistent with rate control by the diffusion of copper ions from the copper surface, through the deposit, out into the main body of solution. The effect of the type of deposit on the rate of cementation is of particular interest because it may be one of the primary features involved when large quantities of metal are to be cemented from solution. No substantial investigations of the effect seem to have been made. Accordingly, an extension of the previous work was arranged to study the cementation of silver on copper. This system was selected because of the convenience of the analytical methods, the previously established technology with copper, and the fact that the system could be studied in both acidic and alkaline media. By selecting perchloric acid and alkaline cyanide solutions as the media, it was hoped that some assessment might be made of the effects, on cementation, of having the silver ion present in a virtually uncomplexed state and in a highly complexed state. EXPERIMENTAL The cementation rates were studied, as previously described,' by rotating a copper strip (1.0 by 23.2 cm) clamped to the peripheral surface of a lucite cylinder. The solutions were kept at constant temperatures (±0.05°C) under an atmosphere of purified nitrogen, and samples were taken periodically for analysis. The initial solution volume was 1000 ml and the sample volume 5 ml. The initial silver(1) ion concentrations were made low (0.5 to 1.0 x 10-4 moles per liter) to minimize the influence of the cemented deposit on rates. The solutions were prepared by dilution of suitable aliquots of silver perchlorate and silver cyanide stock solutions. Both stock solutions were prepared from purified silver powder (Johnson, Matthey, and Mallory Ltd.) with redistilled deoxygenated water, and they were kept under an atmosphere of purified nitrogen. To prepare the stock solutions, weighed amounts of silver powder were dissolved with nitric acid. For the AgC104 stock solution the silver nitrate solution was evaporated twice to near dryness with perchloric acid and then made up to volume: For the NaAg(cN)2 stock solution, the silver ions were precipitated with sodium hydroxide solution. The precipitate was filtered, washed thoroughly with redistilled water, dissolved with 1.1 times the required stoichiometric amount of sodium cyanide solution, and made up to volume. The small amounts of free perchloric acid and sodium cyanide present in the stock solutions were disregarded in the preparation of the solutions. The copper strips were cut accurately from 0.025-in. sheet (American Metal Climax OFHC brand) and annealed for 1.5 hr at 470°C in a stream of nitrogen. Analyses of the solution samples for silver and copper were done with a Techtron Model AA-3 atomic absorption spectrophotometer. Calibration standards of the same composition as the experimental solutions were prepared and analyzed simultaneously with the samples. No difficulty was experienced in the analyses, and the reproducibility was within 1 to 2 pct in both alkaline cyanide and perchloric acid solutions.

DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

FRANCE will be given a large portion of the Marshall Plan funds for relief, reconstruction, and industrial development in France and in her colonial possessions. At present that country is not in position to export any large tonnages of the mineral products needed in the United States. However, if, through Marshall Plan aid and private capital investment, production of these products can be largely increased, agreement should be made by which the United States is to get a substantial portion of such increased output in part payment for the material and technical aid they receive. France issued a decree, published in the "Official Gazette" on Feb. 3, 1948, which permits conversion into dollars of dividends derived from dollar investment in Government-approved projects and will agree to a scale of capital amortization to be determined in each individual case. This decree is to encourage private capital to cooperate with local capital in industrial undertakings. THIS article presets a view of a problem encountered in petroleum refining in the deterioration of equipment used in condensation of vapors and cooling of liquids. Discussion is limited to the problems of shell- and tube-type exchangers and condensers. In this service shell- and .tube-type equipment is gradually displacing other types and, for this reason, its economic importance ill oil-refining practice is also increasing. Considering oil - refinery practice during the last two decades one can readily see many important improvements in the apparatus used. Briefly, the present equipment is safer, more efficient, and Ignore economical. Improvement in apparatus used for the condensation of distillates has, in my opinion, been less than that in other essential distilling apparatus. So it is hoped that this discussion will stimulate research among the producers as well as among the consumers of this equipment with a view to ameliorating this condition.

(New York -Meeting, February, 1912.) TORCHES were used by the early Romans for mine-lighting, and these were followed by open lamps or earthen jars filled with tallow or oil, and later by candles. In early coal-mining, explosive gases seldom occurred, and, if they were encountered, the danger of explosion was materially diminished by the absence of any ventilating-system and the consequent insufficient circulation of air to form with the methane an explosive mixture. As the art advanced, the danger of fire-damp became more apparent, and methods for testing the air were resorted to as early as in the fifteenth century. The method of testing consisted in lowering a clog in a, basket down the shaft. As soon as he encountered fire-damp he would commence to howl, after which he was withdrawn, and a leafy bush was fastened to the end of the rope and run rapidly up and clown the shaft. This so disturbed the accumulation of gas as to cause it to rise out of the shaft. Later this odd method of testing was improved upon through the discovery that a light inserted in a body of fire-dam p would produce a blue flame. Candles were used for this purpose, and, when fire-damp was thus discovered, brushing or some other primitive method of fanning was resorted to for driving out the gas. In some instances the gas was burned away, regardless of the danger thereby incurred. A man, wearing a well-moistened coat and a mask with glass spectacles, descended in the mine a few hours before each shift. With a long stick, to which was fastened a burning torch or candle, lie would crawl on the floor with the stick so raised that the light would sweep the roof and ignite the gas which it encountered. DEPRECIATION allowances have become firmly rooted in our income tax structure both by legislation and by court decisions. Secretary of the Treasury Morgenthau has recently stated before the Ways and Means Committee of the House: A taxpayer who did not provide for depreciation of assets used in his business could not long remain in business and the income tax should be levied on the assumption that he will provide for such depreciation. The 1934 Revenue Act has now been enacted, the depreciation provisions of the 1932 Revenue Act having been carried forward without change. However, there has arisen, in connection with the preparation of this new Revenue Act, a determination by the Treasury Department to make certain changes in the future administration of the depreciation allowances that will affect all corporations, and mining companies in particular.

Development and production activity in Oklahoma during the year 1940 was of routine nature. Production, according to the Corporation Commission's figures, averaged 409,100 bbl. daily as compared with 421,000 bbl. for the year 1939. Discoveries were of minor importance except for the Cumberland pool in Marshall and Bryan Counties, in the southern part of the state. Maintenance of a relatively stable producing rate is attributable to the drilling of new wells and the recompletion of many old wells in the previously established producing areas. During the year 1785 new wells were drilled, a decline of approximately 10 per cent as compared with the previous year. Of the wells drilled, 962 were oil wells with a combined initial production of 241,000 bbl. daily, 172 were gas wells having aggregate capacities of 1205 million cu. ft., and 651 were dry holes. Wildcat activity increased 20 per cent over 1939 and 227 such wells were completed during the year; that isl 43 oil wells, 16 gas wells, and 168 dry holes. In addition to the new work completed, 603 wells were recorded as having been drilled deeper or plugged back to test new horizons; included were 334 producing wells with total initial production of 65,000 bbl. daily, 37 gas wells with initial aggregating 305 million cu. ft., and 232 abandonments. Footage drilled amounted to 4,730,000 ft., an average of 2650 ft. per well as com-pared with an average depth of 2600 ft. recorded the previous year. The principal new pools discovered as a result of the exploratory drilling were Cumberland; East Cromwell, in Okfuskee County, and Prague, in Lincoln County. At the end of the year Cumberland had 13 completed wells, which averaged 700 bbl. initial through tubing from the Simpson Bromide formation (Ordovician) at 4750 ft. East Cromwell had 10 wells with average initial of 435 bbl. in the Cromwell sand (Pennsylvanian) at 3460 ft. Prague had II wells with an initial average of 220 bbl. from the Senora sand (Pennsylvanian) at 3260 ft. There were notable extensions to the Dill pool, Okfuskee County, and to the Hewitt pool, Carter County. At the end of the year, 19 producing wells had been drilled in the former, with initials averaging 1000 bbl., and 63 wells averaging 150 bbl. daily in the latter. There were no notable changes in the policy of State conservation authorities with respect to proration. The Bureau of Mines recommendations for the year averaged 413,000 bbl. daily; the State author-ities fixed allowables at an average of 406,000 bbl. daily, while, as noted above, production averaged 409,100 barrels. The most important development in the older areas occurred in the following pools: Billings.—Seven oil wells with an average initial production of 2500 bbl. and two dry holes were completed during the year. Production from the Simpson horizon averaged 6025 bbl. daily as compared with 5950 the previous year. Production from this field has been almost steady since reaching its peak early in 1937. IT SEEMS particularly appropriate that the Institute's Regional Meeting should be held in Minnesota this year. Whether we like it or not, we cannot help looking at things now in the light of the World War and the all-out effort we, as a nation, are making to defend our resources, our institutions, and our way of life. The ability to do this lies in large measure in the ability to forge weapons of defense-the machines of war. The basic ingredients of any defense system, or war machine, are the raw materials of industry-iron ore, providing steel for guns, shells, tanks, and warships; coal for stoking the nation's furnaces; oil to furnish power for war planes, ships, trucks, and mechanized weapons; and all the other materials that play a vital role in the operation of modern armies and navies. The tremendous requirements of full-scale defense programs are indicated by the large number of commodities that are now under priorities because the supply is not sufficient to meet both defense needs and all normal civilian consumption. But out of all these items two are of paramount importance-steel and petroleum. In this age no nation can hope to main¬tain a position as a first-class power in the world without a highly developed industry, particularly the heavy industries based on steel, and without access to the necessary resources for those industries. In 1918, 70 per cent of the iron and steel production of the United States was required for defense purposes. In 1940, 15 per cent of our iron and steel production was consumed for defense purposes, and with the acceleration of the defense program, it appears that the proportion of steel output required for defense purposes will reach 40

The quality of aggregate materials is. of major importance in governing durability and permanence of concrete structures. The problem of selecting suitable aggregate materials is two-fold. Geological factors include the type and character of the aggregate source, presence of known or suspected reactive constituents, and presence of thermally incompatible materials. Laboratory investigations include petrographic studies, soundness and reactivity tests, and tests of thermal properties. The importance of each factor in the selection of satisfactory aggregate material is considered in detail.

LARGER than continental United States but with only about one third the population, Brazil is a land of enormous potential wealth, waiting to be developed. During a recent visit to that country I saw Brazil at war and learned about some of the recent mineral developments. Many engineers and geologists have been sent to Brazil by various U. S. Government agencies to assist the Brazilian producers and co-operate with the Brazilian Government in producing needed war minerals. The Foreign Economic Administration staff of engineers has been active and through their assistance to the Brazilian producers, steadily increasing quantities of strategic minerals were provided to aid the United Nations' war effort. Mineral wealth has been found in almost every state of Brazil. Many mineral deposits have been discovered during the war period. Examples are: barite near Bahia; the tungsten and molybdenum deposits in Rio Grande do Norte; and corundum, beryl, and tungsten ores in Ceara.

THE death of Privy Councilor Bruno Kerl, on March 25, 1905, terminated a distinguished and useful career. Bruno Kerl was born March 24, 1824, at St. Andreasberg in the Harz, and entered in 1840 the mining school of Clausthal, where he studied for three years, working at the same time in the mines and stamp-mills. After an additional year of practice in the silver-reduction and iron-works of the Upper Harz, he passed his examination as a metallurgical graduate, and studied for a year at Göttingen under WV filer in chemistry, Hausmann in mineralogy, and eminent teachers in other branches. In 1846 he was employed at the Oker works, but very soon left this post, to become a tutor in chemistry, metallurgy, etc., at Clausthal, where he continued to labor until 1867. During this period the Clausthal school became a completely equipped Mining Academy, and Kerl was made in 1862 a full professor. Meanwhile, in addition to the work of instruction, he discharged, simultaneously or successively, the duties of many responsible official positions in the Royal Hanoverian administration of mines and smelting-works, and also published many valuable books and treatises. Among these were professional guide-books to the Upper and Lower Harz, and their characteristic metallurgical processes; a manual of qualitative and quantitative blow-pipe analysis; another of metallurgical assaying ; and, most important of all, a Handbook of Metallurgy in four volumes, the second edition of which was issued in Leipzig, 1861-1865. This book was speedily recognized as the leading authority in its field. In this country, the English translation and revision, by Crookes and Röhrig, published about 1869, had a large circulation. MORTON WEBB, Germiston, Transvaal, South Africa (communication to the Secretary*):-The experience of Mr. Boehmer in the Leadville district and his reputation as an engineer assure the interest of anything he may write on the ore-bodies of that district; and all engineers who have operated in Leadville will agree that the theory of the origin of the Leadville deposits, as given by Mr. Emmons in his famous monograph, does not adequately explain the genesis of all the deposits. The solution of the problem does not, however, appear to be quite so simple as Mr. Boehmer would make it; and the advance pamphlet issued by the U. S. Geological Survey, pending the completion of the main report, shows that there is still much ground for controversy. No doubt the later eruptives had a greater influence on the deposition of the ore-bodies than was thought at the time of the first investigation by the Survey; but it has always appeared to me that the influence exerted by these dikes was more in the nature of a physical than a chemical one. The weight of evidence in recent years is mostly in the direction of ascension rather than lateral secretion; and one of the strongest evidences is the fact that most of the ore-bodies lie under one of the comparatively impervious layers which help to make up the structure of these hills. On Iron hill I have found a very persistent white porphyry sheet, split off from the overlying porphyry and lying from 30 to 60 ft. below the main white porphyry and blue limestone contact. This sheet varies from a few to 50 ft. in thickness, and where found adds another "contact" to that region ; some of the largest ore-bodies on Iron hill lie immediately under this sheet. THE influence of cobalt and nickel on the properties of steel might be readily expected to be very similar. The two elements occupy close and somewhat unusual positions in the periodic table, their chemical behavior and compounds are so completely analogous and their various physical properties, including the ferro-magnetic characteristic, show such a remarkable correspondence, that there is no doubt of a strong resemblance existing between these two metals. However, the variety of, properties that are obtained from steel is due, largely to the fact that the element iron possesses allotropic forms. Alloying elements that affect these allotropic forms, or alter the nature of the allotropic changes, exert a profound influence on the resulting steel. In the case of nickel and cobalt, although these elements are very similar chemically and physically, it is found that they differ distinctly in their individual effects on the critical points of iron. Both nickel and cobalt form a series of homogeneous solid solutions with iron at temperatures above 1800° F. The difference in their behavior does not occur until changes begin to take place in the solid state below this temperature. An inspection of the respective thermal equilibrium diagrams at the lower temperatures makes the opposite effects of nickel and cobalt clearly evident.

ALTHOUGH the zinc and pyrite concentrates produced at Midvale go to other companies, the United States Smelting Refining and Mining Company smelts and refines its own lead. Refining is the first step of the process that is done at some distance from the mining operations, the plant being at East Chicago, Ind., an industrial center about 25 miles southeast of Chicago. For years it has been notable as being the only lead refinery in the country using the Betts electrolytic process. The original buildings, many of which are still in use, were erected in 1906 when the plant was known as the United States Metals Refining Co. In 1920 the parent company sold its copper refinery at Chrome, N. J., and since the copper refinery was also known as the U. S.
