Some of the physical, chemical, and electrical processes for conversion of saline water to potable or industrial water are economically surveyed from an engineering viewpoint. Since all these processes require energy for drive and equipment for containment, the correlative economic factors are developed which indicate directive influences in the choice of particular regional processes. The supply of natural waters and its distance also affect decision. Any one process will probably not prove dominant in the field because auxiliary considerations such as the saline water source; types and continuing availability of fuel; electric power use or recovery; area economic status and advancement; and the political pressures of population, group demands, and land use tend equivocally to obscure capital and operation cost decisions. Basic engineering considerations, data, and economic factors are presented to assist in the direction of these decisions. An exploding world population, increasing industrialization, advancing standards of living, and the desire of less-privileged nations for betterment focus attention sharply on a major problem: water. *19 Up to now, in retrospect, people have had it relatively easy in the handling of this problem. All the better dams in the most advantageous sites, the better aquifers, the shortest aqueducts have been built. In another phase of the problem, concern is evident that wastes cannot indefinitely be disposed of merely by keeping them dilute and discharging them promiscuously. 7-9 And, perhaps, as past civilizations have done,l5 water, watersheds, streams, and irrigation may have been mismanaged or, at the least, not adequately studied.3,5,36,37 In this last is perhaps the core of the problem. As Gross states, "Ignorance and too often, indifference are contributing factors. Archaeology and theology both furnish ample testimony to the existence of rich lands where deserts now stand; it was man who ravaged his land. Unless education is a companion to water development, development might as well be forgotten. But without water, there is no beginning."13 The U.S. is showing increasing concern about its water for predictions are that by 1980 the daily withdrawals will be 494 billion gal, a figure nearly equal to the dependable supply.Is This is based on a conservative projected population of 230 million. The major categories of withdrawals are: To make available this per capita average of 2150 gal per day will require an expenditure of $219 billion over the next 20 years. The U.S. is not alone in this concern. The United Nations shows as arid zones of the world: all of Africa north of the equator and south of the 20's parallel; all of the Arabian peninsula; all of the middle east and Iran, Iraq, Pakistan, Afghanistan, northern and central India; a great band about 1000 miles wide along the 40'~ parallel from the Caspian Sea east across Russia through China to the Pacific Ocean; all of Australia except the coastal plain; the Caribbean Islands; the western nations of South America; and the western third of the United States and of Mexico. With one quarter of the earth's 57,500,000 sq miles of land thus suffering from lack of good water, increasing attention goes to the treatment of brackish and sea waters. The U.S. has been a leader in this field4,12, 16123,24 through its Office of Saline Water in the Dept. of Interior because even now some of its cities and regions are short of potable water. 11j'7,M Industrial water is also of vital concern as a result of ever higher industrialization1,14122 Other nations, among them JaPan, Israel,13188 Germany, Union of South Africa, Australia, Netherlands, France, Yugoslavia, Russia, and groups such as the Organization for European Economic Cooperation (OEEC)' are also diligent. The objective is low cost water, which means that both technology and economics have prominent roles in saline water conversion processes. [ ] We at The Dow Chemical Co. have recently done some work on the deformation of magnesium alloys and although it is far from complete there have been a few observations which may be of interest in connection with this paper. In the first place, I should like to point out that the deformation of polycrystalline magnesium alloys has not been completely explained by the work on single crystals. Bakarian and Mathewson found slip on the ( 101) and {002) planes, and (102) twinning as the deformation mechanisms in magnesium single crystals, but in compression when the (002} planes were within ii° of parallel t0 the compression surfaces, fracture occurred at all temperatures up to 340°C (644°F). In commercial working processes, particularly in rolling, an orientation is quickly produced which should be unfavorable to further deformation by the three established mechanisms. Strain-induced grain boundary migration was studied in a series of silicon-iron (3% pct Si) bicrystals of controlled orientations. Each bicrystal was given a 7 pct cold-rolling strain rind annealed at 1100°C. The direction of boundary migration was found to depend on orientation; results for several orientations related by a common [110] axis are given. Analysis of the micrographic and X-ray data is made in terms of the residual strain-energy densities within the crystals (energy per unit volurne) and a driving force on the boundary due to an energy density difference across the boundary. Relative strain energies were obtained for the various orientations investigated. A CHROME-acetic acid electroetching method for revealing dislocation sites in silicon iron was previously applied to clarify the structural features and the energetics involved in strain-induced grain boundary migration.',' The present paper is a continuation of this study, but is primarily concerned with the influence of crystal orientation. Sperry, as reported by Beck,3 attempted to determine the factors that influence the preferred growth of one grain over another in aluminum due to strain-induced boundary migration. He found that the particular grain of a pair which work hardened more was invaded, although exceptions to this correlation were noted. The index of work hardening was determined from microhardness measurements of each grain before and after cold-rolling. In the present study, orientation itself was taken as a useful variable for studying the behavior of individual grains in a bicrystal and the direction of boundary migration, since the extent of work hardening is orientation dePendent." The effect of strain on boundary migration is evident from a consideration of driving forces. Thus, in the absence of inclusions, the driving force (per unit area of boundary) for growth of grain A into grain B when a bicrystal is strained and annealed may be expressed as follows:2

THE deductions drawn in crushing and grinding operations have heretofore been based on a separation of the products into various sizes. A crushed product may be sized by sieving, by elutriation, and by aid of the microscope. To estimate the surface of each size the relation of the surface to the estimated average diameter must be assumed. Such a relation, owing to the irregularity of the particles, may involve two assumptions: First, a factor to convert average diameter to surface for one particular size; and second, a variation in the factor as the diameter of the particle changes. Obviously a surface measurement in which such assumptions and estimates are involved is questionable. In the first paper of this series1 a method has been given by which an accurate measure of surface of quartz can be obtained from its dissolution rate. By the use of this method, surface measurements have been made on a series of sieve sizes of crushed quartz, the results of which are given and discussed in this paper.

IN SPITE of its widely ramified interests in manufacturing, mines, lumber, railroads, and real estate, Phelps, Dodge & Co. remained primarily interested in exporting and importing, in buying and selling, and William E. Dodge, the directing-partner, consistently styled himself a merchant. After 1849 the profits of the company mounted steadily for seven years until they approached the half-million mark, but in 1857 another severe panic ended the long period of national prosperity that had begun some fifteen years before. Extravagance, indebtedness, and inflation again took their costly toll; or, as the New York Herald of June 27,1857, declared: Governmental spoliations, public defaulters, paper bubbles of all descriptions, a general scramble for western lands and town and city sites, millions of dollars, made or borrowed, expended in fine houses and gaudy furniture; hundreds of thousands in the silly rivalries of fashionable parvenues, in silks, laces, diamonds and every variety of costly frippery are.only a few among the many crying evils of the day. Potassium-argon dating of the late Mesozoic and Cenozoic intermediate to acidic plutons and volcanic rocks of Arizona and northern Sonora demonstrates the existence of two distinct magmatic episodes. The earlier episode begins in late Campanian time and dies out before the middle Eocene. Following a quiescent period in middle and late Eocene time, magmatism increases in Oligocene time, becomes most intense at the Oligocene-Miocene boundary and dies out as the Pliocene is approached. Pliocene magmatism is primarily confined to extrusion of post-orogenic basalts. The late Mesozoic-early Cenozoic magmatic pulse is essentially confined within the limits of the classical Laramide orogeny (Laramie through Wasatch time). The mid-Tertiary pulse is contemporaneous with the mid-Tertiary Basin and Range orogeny. The Laramide provides an excellent specific example of Umbgrove's concept of the pulse of the earth and in general his concept appears to be meaningful. Copper porphyry mineralization is time-congruent with Laramide magmatism and there seems to be no doubt as to the existence of a genetic relationship between the two phenomena. Two origins are tenable: direct accumulation of the copper sulfides in the copper porphyry liquid magmatic environment; or, introduction of the mineral constituents entirely from a larger source magma when the host rock is already crystalline. Transgression and regression of the epicontinental seas provide an excellent indicator of orogeny and epeirogeny. There was an overall transgression of the epicontinental seas from early Triassic time through the Turonian epoch in early late-Cretaceous time. Thereafter, there is a relatively continuous regression of the seas until the present time. Both the earlier transgressive episode and the later retreat are intermpted by temporary but distinct reversals. These interruptions can be correlated with classical orogenies. There are six distinct orogenies so indicated in the Mesozoic-Cenozoic eras. These occur at approximately 35 to 40 m.y. intervals. The regression of the epicontinental seas following the Turonian epoch was contemporaneous with the deepening of the Pacific ocean basin over the Darwin Rise. As the Darwin Rise was collapsing the East Pacific Rise was being elevated. The Western United States, situated on the eastern flank of the East Pacific Rise, was upwarped and tilted toward the east. Epeirogeny is the primary consequence of processes that operate on a global scale. Orogeny is an exothennic process that is limited in space and is treated here as a secondary consequence of epeirogenic-initiated warping. The off-campus buildings of the University of Arizona Geochronology Laboratories rest on the volcanic rocks of Tumamoc Hill. From this hill, the observer may obtain a beautiful view of typical Basin and Range topography. The city of Tucson lies below, contained within the broad Santa Cruz basin and surrounded on all sides by characteristic NW-SE trending ranges towering as much as 7000 ft above the valley floor. Since the senior author arrived in Tucson eight years ago, a great deal more has been learned about the geochronology of this and neighboring basins and ranges. For example, the volcanic rocks underlying the laboratory at Tumamoc Hill were shown on the state geologic map as Quaternary basalt. A student of the senior author has demonstrated that the so-called basalts are in fact alkali-andesites (Halva, 1961), and we now know that these alkali-andesites or doreites (Mielke, 1965) are of early Miocene age rather than Quaternary age (Bikerman and Damon, 1965). Is it any wonder then that geologists disagree on the nature and time of Basin and Range volcanism, plutonism and tec-tonism? The plain fact is that few definitive Cenozoic fossil sites were available upon which to base a chronology and geologists were forced to guess the ages of rocks in order to achieve the semblance of a time classification. We have now made considerable progress in developing a K-Ar chronology for the volcanic and plutonic rocks of the Basin and Range (Bikerman, 1965; Damon and Bikerman, 1965; Damon et al, 1964 and 1965; Mauger et al, 1965). It is the purpose of this paper to point out the main features of this chronology and to discuss the relationship of magma-tism to orogeny-epeirogeny during post-Turonian time. In Gila County, Ariz., the Jaquays Mining Co. still finds the mining of asbestos a worthwhile and economical venture. At a time when domestic productive capacity is being reduced because of rapidly rising costs and tough environmental dust standards, this firm has dramatically brought its mine and mill operation into full productive capacity and compliance with both Federal and State regulations. Jaquay's Mining Corp. owns four underground mines in the Tonto National Forest, located approximately 32 miles north of the Globe-Miami District in Arizona. Only one mine, the El Dorado, is presently active. It mines an estimated 45,000 tpy of ore and waste. From this figure about 3000 tpy of fiber (No. one crude to Grade 4T) and fiberized shorts (No, seven) are recovered at the firm's mill, located in Globe, Ariz. Based on current ore reserves, the El Dorado mine has an estimated life between 15 to 17 years, assuming current mining rates and stable market conditions.

Regional metallogenic zones and areas of equal paragenetic range have been interpreted from a compiled metallogenic map. of Mexico. Mineralization gradients of the pattern subsequently identified extend inland from coastal zones of high-temperature mineralization, and join in a central longitudinal zone of relatively low-temperature mineralization, apparently leaving no zonal room for lowest temperature deposits. The striking regional zoning pattern can be correlated with regional deformation gradients of similar position and orientation. The gradients represent at least three major orogenic cycles in two structural belts. Paleozoic structural belts existed along each coast with deformation gradients diminishing inland toward a narrow, central peninsular craton. The Mesozoic-Tertiary Mexican (Cordilleran) belt covered the entire country with a gradient oriented toward the Gulf of Mexico. Most ore deposits in this belt are of Tertiary age, although Tertiary mineralization gradients seem to have "inherited" the pattern left by Paleozoic tectonic gradients. Mineralization gradients can be used to identify the regions most favorable for the occurrence of selected metals. A metallogenic province is characterized by particular proportions of various metals, and the relative proportions can vary from province to province; but within any province the same intensity of mineralization would produce similar deposits in different places. Declining intensity of minetalization produces different kinds and sizes of deposits in zones that are concentrically arranged around sites of strongest rock alteration. On a regional basis, districts of similar average intensity of mineralization occur in zones that generally parallel some tectonic grain with the result that tectonic deformation has been designated a principal cause of mineralization. Variations in the type and intensity of deformation would determine the type as well as size of metal deposits. Mexico is especially favorable for such a study be- cause of its great abundance and variety of epi-genetic mineral deposits in various lithologic, structural and tectonic environments. The concept is also useful in recognizing portions of Mexico favorable for the occurrence of specific metals. METALLOTECTONIC ZONING IN MEXICO Theory: In studies of individual districts and groups of districts throughout North and South America, areal zoning of metal deposits generally seemed to respond to the paragenetic sequence of iron, gold, copper, zinc, lead, silver, antimony and arsenic, gold and fluorite. However, the definition of district zones is greatly obscured by contemporaneous or rhythmic deposition of metals, especially in the middle of the paragenetic range, and by the common superimposi-tions of different generations of metals. Zones could usually be distinguished only for groups of metals, such as early precious metals, base-metal sulfides, sulfosalts and late precious metals. The best defined zoning in a district is normally the spatial separation of the greatest volumes of altered and metallized rocks.' Exceptions are districts representing the high- and low-temperature extremes of the mineralization range where the former creates a matrix for the latter. In most districts the total quantity of alteration products is greatly in excess of, and appears to be roughly proportional to, the total quantity of metallization products. Subsequent to the bicomponent nature of each district, the most important mineralogical feature is the great excess of one to several metals or minerals which results in a district identifiable as one of predominantly gold, copper, lead-zinc, fluorite, etc., although a great variety of other elements may be present. The para-genetic range for the abundant elements in any district is only a portion of the entire possible range for all the elements representing the complete process throughout the region. Early during investigations of this type, it became apparent that the consistent bicomponent character of districts allows two methods for studying epi-genetic mineralization patterns. In high-volume mining operations, preventive maintenance programs that include standardized replacement wear parts can boost equipment availability and lower unit costs. Meeting the daily production targets depends heavily on keeping equipment working as close to full time as possible. This is the case at one medium-sized western surface coal operation producing approximately 2.7 million t/y (3 million stpy). The mine, located in western Wyoming, removes in excess of 8 million m3 (10.5 million cu yd) of highly abrasive overburden each year. According to the mine superintendent, "Abrasion at this mine is some of the worst I've ever seen. Shovel points can wear out in little more than one shift. Dozer blades some- times last two weeks, but can wear out sooner. And ripper points really take a beating. If we can replace this fast-wearing iron with small pieces that go on quickly, we think that's the way to go."

The magnetic after-effect, in the form of time decay of permeability (l/µ), has been used to obtain independent data on the solubility of' carbon in pure iron. The results differ slightly from the solubilities obtained through internal -friction experiments. The mechanism of the time decay being the magnetic analogue of internal friction, it appears necessary to explain the observed discrepancies, and some suggestions are made. THE purpose of this work was to establish the reliability of the time decay of permeability as a measure of dissolved interstitial in the body-centered-cubic lattice, and further, to establish techniques suitable for such measurements with samples of a form convenient for various other measurements. This particular sample form was the "epstein" strip, i.e., 25 cm by 3 cm by 0.035 cms. While the general conclusions are not limited by this geometry, there are two aspects of the samples that may be relevant: a) texture, and b) grain size, which ranged generally from 1 to 10 mm. Effects due to these two possible parameters were thought to be small and were not investigated. Calibrating the time decay technique and the other experimental procedures by measuring the solubility of carbon in pure iron suggested itself because of the accumulation of data on this subject through the related technique of the internal friction'; The essentials of this report have been published in a somewhat condensed form.5 Since then some additional data have been taken. It is the purpose of this paper to add these data and to provide more complete description of the experimental techniques than was possible then. The time decay of permeability is a form of the magnetic after-effect.6,7 Permeability is measured immediately after demagnetization (µº) and also long after (µ8). The time decay, ?(l/µ), is the difference 1/µ8 - 1/µ0 and has been considered to be proportional to the concentration of a dissolved interstitial6,8,9,12 The relaxation time! 7, is characteristic of a particular diffusion, and affects the permeability as follows: where he being the activation energy for diffusion of the interstitial. Reference is made to the works of snoek6 and Neel7 for a complete discussion. A brief exposition of the principal ideas may be in order here, as follows. On the basis of the simplest model, resistance against domain wall motion increases with time after demagnetization due to the diffusion of interstitials to preferred sites created by the magnetostrictive tetragonolization under the strong magnetic field. Thus permeability, measured with a small field after the abrupt removal of the large field, will continuously fall with the process of diffusion of the interstitials, and the total "time decay" (or "time decrease") should be proportional to the amount of interstitial in solid solution. In the present report, use is made only of the total time decay rather than of the nature of the progress of the decay; the only problem involved in this approach is the need for assurance that only one interstitial is contributing to the effect as used. It is felt that the special use made here of the total time decay warrants the conclusions. Other work has been going on elsewhere on the detailed study of the nature of the time decay.8'9 EXPERIMENTAL A) Materials—12-lb ingots were made in a vacuum furnace from high-purity iron and by a series of hot and warm reductions were brought down to 14-mil strip. This was cut into 25-cm epsteins. The pure iron was decarburized at 750 °C by hydrogen. The time decay measurement for the decarburized iron (see below) indicated a satisfactorily low starting level of interstitials. Grain growth to grain sizes of 1 to 10 mm was produced in the pure iron by a 700" anneal in hydrogen after a critical reduction of about 7 pct as suggested by previous trials. No measurement of texture in the pure iron was made. The grain size was taken to be large enough to be beyond any sharply critical size regarding solubility. B) Infusion of Carbon—Since the permeability measurement required about two dozen epsteins, a special method of carbon infusion had to be developed to ensure homogeneity of infused carbon. I HAVE been asked by the Chairman of the Engineering Education Committee to outline what the engineering colleges would like the mining companies to do with the young engineer just, out of college. It has been suggested that, because my own personal experience has been almost entirely within the coal industry, I handle this subject from that view- point. Many thoughtful engineering educators are today wondering what effect the present employment policies of many industrial companies are going to have on the young man just starting out in his profession. Since before the World War large industrial concerns, such as those in the electrical and mechanical industries, have gone to the colleges to interview 'likely graduates until today there has developed in most of our engineering colleges, especially in the eastern part of the country, what appears to be a lively competition on the part of these companies in bidding for the young graduate engineer. The employers of mining engineers, with one or two exceptions, have not yet begun to enter this competition. It remains to be seen how serious this situation will become, how it will affect the training of other engineers, and what effect, if any, it will have on the mind of the young man about to enter college who may be inclined to take up mining engineering, but who gains the impression from this well advertised employment service just mentioned that there is no opportunity for him in the mineral industry as com- pared with the opportunities offered in say civil, mechanical, and electrical engineering.

Kolar Gold Fields are one of the best known gold deposits in South India where gold occurs in quartz reefs in Archaean hornblende schists and shows large variation in grade. The history of mining goes back to 18th century. The workings at Nundydroog Mines, chosen for Operations Research studies, have entered a depth of 2150 meters. The gold values in these mines were thought to be erratically distributed. However, by using 10540 samples from 49 blocks of ore, it is established that the gold value properties in inch- pennyweight units follow a two parameter log-normal distribution. Emperical relationships between arithmetic means and estimates based on peripheral and internal block values have been worked out using the estimator suggested by Krige (1951) instead of 't' estimator suggested by Sichel (1952). These relations can be used in arriving at block estimates with respective standard errors. There is no significant emperical relationship between depth and the grade of ore.

VESTA No. 4 and 5 mines supply most of the high volatile coal required for Jones & Laughlin's byproduct coke plants. Until 1944 all coal produced in these mines was loaded by hand. Pressure to mechanize at Vesta was brought on by the manpower shortage in World War 11, and in 1943 a decision was made to change to mechanical loading. It was the opinion of those concerned that by use of selective mining the coal would be clean enough to be processed by the existing preparation plants. At that time coal cleaning at Jones & Laughlin consisted of hand picking the larger sizes at the mine tipples and wet washing at plants located at the Pittsburgh and Aliquippa Works. A typical section of the Pittsburgh seam as it occurs at Vesta is shown in Fig. 1. The 14 to 16 in. of drawslate immediately over the coal is too soft to be used for roof and must be taken down, leaving the rooster coal just above for roof. In selective mining an attempt is made to mine the coal under the drawslate first and then load out the drawslate separately as refuse. In full seam mining slate and coal are shot down at the same time and loaded out. Mechanical loading at Vesta created new problems. It was found that selective mining, even when carefully applied, increased the refuse in the raw coal to such an extent that the washers at the mills were unable to handle it. Large tonnages of refuse were being transported, a reject disposal problem was created, and good metallurgical coal was being loaded out and lost. In addition, the selective method handicapped operation of the loading machines. Fig. 2 shows how the ash content of the raw coal increased as mechanization proceeded at No. 5 mine. New Preparation Plant: After an exhaustive study of this situation by J & L management, is was decided that a preparation plant should be constructed at the mines, capable of handling full seam mined coal and large enough to process full production of both No. 4 and No. 5 mines. It was decided that from the standpoint of inside operation and haulage the new plant should be located as near as possible to the old No. 5 tipple on the Monongahela River near Vestaburg. Full seam mining at Vesta could be expected to produce a tremendous volume of refuse along with the coal, since 14 to 16 in. of slate would be mined with an average 78 in. of coal. Disposal of this refuse required serious consideration in selecting a plant site. The only area near Vestaburg large enough for disposal of the plant refuse was across the Monongahela River at LaBelle. Ample space was available here, and construction at this location would not interfere with operation at the No. 5 tipple. It had been noted over the years that the sulfur content of the coal produced at Vesta was gradually increasing, and there was every indication that this increase could be expected to continue as the mines developed further from the river. It was decided to construct a three-part separation plant with complete blending facilities to produce both metallurgical and steam coal. In this system an attempt is made to reduce the sulfur in the metallurgical coal in a secondary cleaning process. Construction of the new preparation plant got under way early in 1947 and continued until the spring of 1950. The plant was designed to handle 2400 tph of raw coal containing 30 to 35 pct refuse. Cost of outside buildings and equipment was about $14 million. Total cost of the plant, together with improvements and changes made at this time, was approximately $21 million.

Geophysical methods of prospecting taken as a whole do not seem to offer much promise to a young man planning to enter them in the future. They have come to stay, to be sure, and they will continue in at least moderate use for a long time. Domestic use of those methods presumably is at a maximum at the present time. Geophysical pros-pecting is expensive; the effects of the law of diminishing returns in efficiency in finding prospects can already, be recognized. Small oil companies, independent oil operators, and royalty buyers have been doing much geophysical work. But in face of the increasing costs of discovery of prospects and in face of the probably decreasing favorability of the prospects discovered, I expect to see a sharp drop in their use of geo-physics within the next 10 years. The major oil companies and the larger small oil companies will continue to use geophysics indefinitely, but it seems doubtful whether the very extensive domestic campaigns of a few companies will be maintained for many years, certainly not for 10 years. The use of the geophysical methods in foreign countries has not yet reached its peak, and probaby will continue to increase for several years. That peak level of activity will probably be held for 10 years, although the site of maximum activity will shift from country to country; by the end of 25 years from now, I should expect the foreign use of the methods to have leveled off to one-fourth to one-half the peak level. Foreign service in geophysics does not seem to offer an attractive career, except for men of exceptional disposition. Young men just out of college, who are willing and who can afford to spend three or four years having a fling at adventure before settling down, will find it attractive, but when their tour of foreign service is over, they probably will have harder work finding a job than when they were seniors, and their foreign experience will count for little, except for further foreign service. A few men, mainly the higher men, will have headquarters at civilized or semi-civilized cities and towns or at permanent oil-company towns, and can

A study has been made of the transformation kintetics and morphology in gas-quenched Fe-5 pct Ni alloys. Massive ferrite or nlurtensite was found to form at temperatures in agreement with earlier results. Surface Preparation appeared to have the greatest effect in determining the type of transformation Product formed. Grain size change, subgrain morphology, and dislocation densities of massive ferrite were essen-tinlly invariant functions of cooling rate. The mar-tens~tic structures were typical of transformation in austenite grains of the order of the sample thickness. BY introducing the idea of a massive transformation in dilute iron-base alloys, Gilbert and Owen in 1962 served to stimulate a closer inspection of phase transformations in ferrous systems.' A wealth of literature has followed concerned with the morphology,2-5 transformation mode,2'3'6-8 and thermodynamics of transformations.2,5,9 interesting controversies have resulted from the experimental observations; closer attention has been paid to the definition of massive transformations and still to be resolved is the Ms temperature of pure iron. The purpose of this note is to report some observations made in a detailed kinetic and metallographic examination of the transformations that occur in gas quenched Fe-5 pct Ni. The results are pertinent to the Ms extrapolations that have been made for pure iron and the observed substructure of massively transformed alloys. PROCEDURE The material used in this investigation was cast as a 5 lb vacuum induction melted, carbon deoxidized heat. The ingot was hot worked to a strip 0.10 in. thick, decarburized, and cold rolled to final thickness. Specimens were punched to sample shape and decarburized in wet hydrogen at 600°C. The chemistry of test specimens is indicated in Table I. Samples 1 by $ in., by thickness were resistance heated and rapidly cooled in an apparatus as illustrated in Fig. 1. Similar helium quenching apparatuses have been described previously;2,6'10 the distinguishing feature of this apparatus is the nozzle geometry. Twin nozzles with three convergent-divergent, sonic ports were mounted perpendicular to the specimen for quenching purposes. The specimen temperature was monitored with an intrinsic 3 mil chromel-alumel thermocouple spot welded to the specimen and con- nected to an oscilloscope. A single switch stopped the current flow through the specimen, opened a gas flow solenoid valve, and initiated an oscilloscope sweep. Cooling rates were read directly from a photograph of the oscilloscope trace and the quenching rates quoted later were made at a point immediately prior to transformation on the trace. All quenching studies were conducted either under a vacuum of 10"-5 torr or a helium atmosphere. The sample geometry was chosen large enough to permit optical and electron microscopy to be performed on samples. The samples were electropolished for both types of examination in a perchloric-acetic solution. Electron microscopy was conducted on a HU 11A microscope operated at 100 kv. Dislocation densities were determined at the same general operating reflection (110) on foils thick enough to produce Kikuchi patterns. RESULTS AND DISCUSSION Transformation Temperature Observations and OD-tical Microscopy. The quenching results of this study are illustrated in Fig. -2(a). Samples which were treated in the as-decarburized condition transformed in a manner similar to that reported previously—a decrease in transformation temperature occurred as the quenching rate increased until a plateau region was reached. Within the scatter of the results obtained here, there was no break in the transformation temperature-quenching rate plot. This suggests no change in transformation mode. Further metallographic examination confirmed this observation. A martensitic transformation was obtained for similarly treated samples except that the surface was first electropolished. The Ms temperature was approximately 85°C below the plateau determined for the unpolished samples and cooling rates as slow as 2000°C per sec were adequate for producing marten-site. President Allende says he will expropriate all American investments in Chile and he's already well on the way to accomplishing this objective. What the average observer doesn't realize is that this has not only created big lossess for the copper companies. It could also take a chunk out of the U.S. taxpayers' pockets. Premier Castro expropriated the U.S. taxpayers' investment of over $100 million in the Nicaro (Cuba) nickel and cobalt operations-and U.S. Government protest over the loss was never heard above a whisper. Where the taxpayer comes in today is through the Overseas Private Investment Corporation, which was set up to guarantee U.S. companies' foreign investments against losses due to political changes. As of now, metals firms hold more than $300 million worth of obligations against this U.S. Government agency. The agency itself may not be able to raise more than $85 million, and a supplemental appropriation may be needed to meet its guarantees.

There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system. INTRODUCTION The stratified deposits of the coal measures are strongly laminated and exhibit a high degree of anisotropy. The stronger rocks in the sequence possess joints and shear planes, the coal itself has a closely spaced cleat pattern, and the softer rocks are capable of flowage. To calculate the general distribution of stress in such a medium by analytical means based on the theories of elasticity is difficult, and has not yet been satisfactorily achieved. Nevertheless, some estimate is required to aid the design of supporting pillars and permit the correct siting of main roadways. This is important when laying out districts for longwall extraction, particularly if the results of previous experience are not available in the area to be exploited. Although elastic stress analyses, including finite element analysis, may not be very appropriate, the basic equilibrium conditions will apply. These, combined with logical deductions based on observed fact, can be used to give appropriate solutions which experience has shown to be capable of giving acceptable results in the design of pillars associated with longwall workings. Constancy of cover load is one of the fundamental equilibrium conditions. When mining below ground, the cover is not removed, therefore the average vertical load after mining must equal the initial cover load. If mining produces a local decrease in load in any particular area, it must be balanced by an equivalent increase in load nearby. Bending moments in the strata above are capable of compensating for the turning moments which this redistribution of load may produce, and the existence of a "rear abutment", much discussed between 1950 and 1960, is not an essential equilibrium requirement. If the distribution of vertical stress is plotted three-dimensionally, then the load on any small element of area 6S will be o.6S, where o is the average stress. This also represents the volume of the "stress envelope" which lies above 6s. By making the individual areas very small and summing together, it is possible to show that the total load on any particular area can be found by calculating the volume of the stress distribution envelope which lies above it. A similar consideration applies to the stress distribution in a two-dimensional situation. If the stress distribution curve is drawn, then the area below any portion will represent the load per unit depth of section. For example, Figure 1 represents the possible stress distribution across a caved waste and associated ribside. If AW is the load deficiency [ ] These loads must balance, therefore area AW = AS, and if one can be deduced, the other will then be known. Attempts have been made to measure stress distributions in the ribside and in the waste. Stress meters in soft rocks such as the coal measures have not proved very effective. Those based on the measurement of strain have experienced difficulty in strata capable of flowage, high modulus stress meters suffer from cross sensitivity, and overcoming to obtain absolute stress is almost impossible. Load measuring instruments left in the waste have also proved largely ineffective, mainly as a result of the difficulties of protecting the leads in a caving environment. Certain logical deductions, however, can be made about the conditions in the waste. CONDITIONS IN THE WASTE Over the area of the waste the surface trough which develops is remarkably consistent, despite the geological variations which occur from coalfield to coalfield. In Britain, an accuracy of 210% is claimed for subsidence prediction based on width of extraction and depth of cover (National Coal Board, 1975). The subsidence in the USA is more variable (Adamek and Jeran, 1981), particularly with respect to the point of inflexion, but the same general pattern occurs. At the shallower depths the somewhat harder roof strata involved in the caving in the USA may suffer less compaction, giving reduced values of subsidence. The influence of plastic deformation in compression on the self-diffisivity of a iron has been measured in the temperature range of 742º to 885°C. The diffusivity is enhanced in proportion to the strain rate, but this dependence decreases with increasing temperature. The magnitude of the strain is relatively unimportant in this connection. Strain rates from 0 to -2 x 10-3 sec-1 were investigated, with a corresponding increase in diffusivity up to 3 x 103 times. The results are analyzed in terms of vacancy diffusion and the excess vacancies introduced during dejornzntion. It is concluded that grain boundaries are the main vacancy sinks in polycrystalline iron and that the vacancy lifetime is therefore dependent on the grain size. A typical vacancy lifetime at 800°C with a nzean grain-boundary intercept of 0.3 cm is of the order of 1 sec. LATTICE imperfections are considered to be the dominant mechanism of diffusion in close-packed crystals. Vacant lattice sites are usually the most important defect, but the enhancement of diffusion along grain boundaries and other short-circuiting paths has been well documented. Inasmuch as plastic straining produces a variety of defects, it would be expected that the application of stresses sufficient to cause plastic flow during a diffusion run might result in an increase in the self-diffusivity. Enhanced self-diffusion in a iron under compressive creep has been observed by Buffington and Cohen' and subsequent coworkers.2 Lee and Maddin3,4 have also found an enhancement in the self-diffusivity of silver single crystals undergoing torsional deformation. On the other hand, Darby, Tomizuka, and Balluffi5 have not observed any significant diffusion increase in single crystals of silver deformed either in tension or in compression, although the results in this case may have been affected by the occurrence of recrystallization. With poly crystalline silver, however, Forestieri and Girifalco6 have found en- hanced diffusion during compressive creep. A small decrease in the self-diffusivity of zinc single crystals under compressive loading has been reported,7 but the applied stresses in these experiments were too low to cause appreciable plastic deformation. For the cases in which enhanced diffusion has been found, a number of common effects have been noted. Usually, the ratio of the diffusivity during straining, Ds, to the diffusivity in the unstrained condition, D,, varies linearly with the strain rate, and does not seem to be a function of the plastic strain, at least up to ? = 0.2. Values of Ds/Du of the order of 100 have been reported'-4 but the enhancement decreases with increasing diffusion temperature. The activation energy for diffusion decreases markedly with increasing strain rate and approaches a level of roughly one-half the unstrained value. Most of the current explanations of these observations assume that excess vacancies are generated by the deformation, but rather large concentrations of excess vacancies and/or long lifetimes are required by these theories.',',',' Since the original work on iron, there has been an important improvement in the compressive-loading technique.2 The early data were also analyzed without taking into account the motion of the coordinate system in the specimens undergoing plastic deformation. This problem has now been solved by a number of investigators (see Refs. 11, 12, and the appendix of the present paper). Consequently, the strain-diffusion runs on iron for the Ds measurements were repeated and extended over wider ranges of temperature and strain rate. In addition, the original diffusivity data9 on the unstrained iron have been corrected for the divergence of the beam in the counting system and new data points have been added, resulting in somewhat different values for the self-diffusi-vities in a iron.10 The new values for Du are used in this paper. A comparison of Ds and Du confirms the large enhancement in the self-diffusivity of iron during compressive creep, as previously reported.',2
