Man's material advance from one level of civilization to the next has involved the development of new, more useful tools and the utilization of energy greater than he alone could produce. These two essentials for material progress have developed at an ever increasing rate in the last century. While the first really successful use of mechanical energy derived from burning fuel was in James Watt's steam engine which pumped water from coal mines in Cornwall about 1770, there was still very little use of mechanical energy in mining by 1900 except for pumping and hoisting. Compressed air, having some of the characteristics of steam and which operated engines not unlike steam engines or steam hammers, powered the first attempts to mine coal with energy greater than human muscle could provide. When direct current-powered traction cars replaced horse-drawn transportation cars on city streets, it was natural that direct current locomotives should begin to replace animal and human power in mine haulage. Slowly, trolley and battery locomotives were developed and introduced. IN brief, this is the story of an attempt to Americanize a process originally developed in Europe. The story will be recited in two sections, the first dealing with the process as developed by the European engineers; the second containing the improvements and modifications of American origin, together with some details of the operating results of the unit as finally assembled. Developments in other directions in this same field have not, up to the present, pointed out an economic future for the process, therefore our record here is largely a report of development progress. Whether some particularly favorable location will be found at some future time for a commercial installation cannot as yet be fore-told. The project is now at a standstill. The peculiar tools of the electrometallurgist should be of great interest to the zinc smelter. The low thermal efficiency of the zinc retort, its comparatively small-scale unit and its intermittent cycle as it stood in 1925, should make this art a particularly fertile field for the electric fur-nace. Yet in spite of years of work recorded in volumes of literature, and an expenditure of large sums of money, there is not a single electrothermic zinc smelter operating anywhere in the world. In this industry the electric furnace plays only a secondary part today.

Discussion of the paper of A. P. WATT, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 130, October, 1917, pp. 1476 to 1563. THE CHAIRMAN (0. M. _BILHARZ, Miami, Okla.).-Mr. Watt's reference to sorting or hand-picking of the ore in the lead district, which is being introduced at Mine La Motte, is especially interesting. I believe, from my former experience in the district, that hand-picking should be practised to some extent by all the companies in the Lead Belt. I know that a great many thousand tons containing only very small amounts of lead are passed through the mills, which, of course, is not to the advantage of milling machinery. That procedure may be Warranted at times of high prices, but I think that hand-picking should ordinarily be adopted to some extent: ERNEST GAYFORD, Salt Lake City, Utah.-On page 1525, speaking of the settling of slime previous to treatment either on slime tables or by flotation, Mr. Watt states: "The settling area allowed per ton of dry slime varies from 11 to 16 sq. ft.-an average for the district would be about 13 sq. ft. of settling area per ton of dry slime. This figure applies when the, discharge contains 20 per cent. solids." Mr. Ramsey, of the Dorr company, is here and I would like to ask him whether a settling area of 13 sq. ft. per ton of dry slime per 24 hr. is not considerably above the average area of Dorr settling tanks, and whether 20 per cent. solids is not above the general dilution for that' capacity? I should also like to know what is the general average on slimes of that character. E. R. RAMSEY, Denver, Colo.-An allowance of 13 sq. ft. per ton does seem rather large. I am not familiar with the settling characteristics of the dolomitic gangue, but as an average over the country, I should say that 6 or 7 sq. ft. would be nearer correct for discharge at that consistency. DELANO, Bowie Terre, Mo.-We have had an opportunity to try our tanks at the highest capacity, and-find that by thickening the slime to 30 per cent. solids we average 12 sq. ft. per ton of dry slime. ERNEST GAYFORD.-DO you find any definite ratio between the thickness of the discharge and the settling capacity of the tank? Do you consider that the tank has a larger capacity if the discharge is 3 to 1 than if it is 50 per cent. solids? L. A. DELANO.-I think it has greater capacity with the thinner discharge. It depends a good deal on the density of feed to the tanks; in our case the feed contains 2.5 per cent. solids.

The importation of liquid fuels in Brazil amounts to about 1,300,000 tons; 30 per cent of this total being gasoline for automobiles and airplanes. Statistics show an increasing consumption of gasoline notwithstanding the use, daily greater, of fuel alcohol, a domestic fuel of low cost in the producing areas. The Brazilian market for petroleum products has shown a tendency to grow as the country has steadily developed— expansion of the industries in the areas already developed, and also the recent occupation and population of new zones. The war has brought many difficulties to Brazil. It has limited the importation of petroleum products, which came mostly from the United States, Venezuela and Mexico. During the first days of the present crisis automobile and truck traffic was vastly curtailed; but the national activity in the production of more fuel alcohol, and principally in the development of producer gas, has done much to provide a solution for the transportation crisis threatened at the beginning of the gasoline shortage. Many thousands of cars and trucks in Brazil are now burning producer gas made from charcoal. Producer gas for automobiles has been improved by Brazilian engineers and many new types have appeared. - Production There is only one producing oil field in Brazil—the one in the State of Baia, near the Baia de Todos os Santos. The first producing oil well was drilled in Lobato in 1939 by the Federal Government following studies carried on in that area by Oscar Cordeiro, S. Froes Abreu, G. Paiva and J. Amarai. The field and laboratory work done by these men was published in 1936 in a paper entitled " ContribuicBes para a Geologiado Petroleo no Reconcavo (Baia)," which indicated the potentialities of the area as an oil producer. After the discovery of the first producing well, the Brazilian Government issued a decree establishing an area, 60 km. in radius, as a National Reservation. This first well was drilled in Lobato. In no other locality in Brazil is any petroleum produced. Although many wells have been drilled in the southern part of Brazil, on the northeastern coast and in the Amazon Basin, they yield nothing. Actual production is below 1000 bbl. daily. The producing area covers Itaparica Island, Candeias and Arath, Joanes Island and Lobato. Since very little geological information was available, especially about subsurface structure, it was necessary to drill several wildcats in order to collect the data essential in the choosing of good locations. The United Geophysical Co. was contracted to perform a geophysical survey to clear up the major problems concerning the oil deposits in the Reconcavo beds. The best wells in Reconcavo are on Itaparica Island, where the daily flow amounts to about zoo bbl.; in other sectors production is considerably lower and most of the wells are pumping. In the Aratfi sector, near an area of very light oil, there is an important gas field, with wells producing about I0,000,000 cu. ft. daily.

Alexander Parkes patented in England in 1851-52-53 a process for desilvering lead by means of zinc, making use of the greater affinity of silver for zinc than for lead, discovered by Karsten in 1842. The efforts in England to develop it commercially were not particularly successful, nor was the attempted introduction into the United States. This last was not surprising, as it was about the beginning of our Civil War, and at that period there was very little lead-bullion produced in the United States and there was no field for the process here. There was at that time on Staten Island an establishment that pattisonized lead, probably from Rossie, N. Y., and Chester, Pa., and possibly some Spanish lead, but the production of lead-bullion in the Far West had not yet begun. In 1864, Edward Balbach, of Newark, N. J., patented in this country a process for desilvering lead by means of zinc, and in 1867 Edward Balbach, Jr., patented a " movable black-lead retort with a neck, placed in a furnace," for the purpose of distilling the alloy of zinc, lead, and the precious metals. A brief comparison of the Parkes and the Balbach processes is interesting. The Parkes process as practiced in England consisted in stirring into silver-bearing lead, melted in a kettle, from 1 to 2 per cent. of zinc, cooling, skimming the alloy of lead, zinc, and silver that rose to the surface, liquating it in an iron retort, distilling the residual rich alloy in fire-clay retorts, thus regaining the zinc, and refining the desilvered lead at a low heat in a shallow cast-iron pan that formed the hearth of a reverbera-tory furnace. The twelfth meeting of the Boston Section was held at the Engineers' Club, 2 Commonwealth Ave., Boston, on Monday evening, May 5, 1913, fifteen members and three guests being present. The meeting was called to order by Vice-Chairman Albert Sauveur, who introduced the speaker of the evening, Utley Wedge, of Ardmore, Pa. Mr. Wedge read his paper on the chloridizing roasting of copper ores, which he illustrated with a stereopticon, and which will be published in full by the Institute. After Mr. Wedge had closed his paper, which was received with great interest by all the members, the following discussion took place: Professor Hofman said that iron was formerly thought to ho essential to the Henderson process, but that it is not absolutely essential. Mr.Wedge said that, as far as he. knew, the presence of some sulphates was an abso¬lute necessity, and that line ores can be worked satisfactorily, although lime has an effect on the subsequent leaching. He added that the low fuel consumption of the latest Wedge furnace is a result of direct application of the combustion gases to the ore. Ten per cent. of fuel was needed with the muffle furnace. By direct firing he has been able to reduce the fuel needed to from 2 to 4 per cent. In the latest types of furnaces the gases from the upper hearth are not used. There is doubtless some temperature at which the loss. from copper chloride volatilization becomes serious, but in practice on Rio Tinto ores troublesome losses are not experienced. The copper apparently does not become volatile at. the temperatures where we would expect that it would. There are doubtless ores in which there would be serious danger from losses from this source. The latest furnaces do not use the high temperatures that were needed in the former single-hearth Wedge furnaces.

CERTAIN dusts are dangerous when inhaled, but most hazardous of all dusts are quartz or other forms of pure crystalline silica. The inhalation of dusts containing silica in combination with other elements gives rise to changes in the lung which differ from those produced by pure silica. As a generality, silicates are less dangerous than pure crystalline silica and vary greatly among themselves in harmfulness. Repeated analyses have shown that approximately 70 per cent of the total number of particles involved in any dust-producing operation are below 1 to 2 microns in diameter. (A micron is. approximately 1/25,000 in.) Similar studies of dusts recovered from silicotic lungs post mortem have demonstrated essentially the same size frequency distribu-tion, except that the upper limit of size retained in the air sacs is approxi-mately 10 microns. Experiments carried on by Gardner and the author have further demonstrated that greater changes were produced by a fixed weight of very fine quartz particles (2 to 3 microns and smaller) than by the same weight of slightly larger particles (8 to 10 microns). Any attempt to control a dust hazard should therefore be directed toward the removal from the working atmosphere of particles less than 10 microns in size, and particularly those below 3 microns. All industrial hygienists agree on this matter, but there remains considerable dispute as to the lower limit of particle size capable of causing injury. It has been gen-erally conceded, however, that particles of harmful dusts smaller than ¼ to ½ micron are not essentially concerned in the development of pulmonary fibrosis. This opinion is partly substantiated by the existence of large numbers of these small particles in practically all atmospheres that are, not associated with any known hazard. Such particles are so small that they have very little mass, fail to settle even in quiet air, and probably are not easily retained in the lung. Until further research proves that they are involved in the dangers provoked by the inhalation of certain dusts, engineers will generally agree that it is better to dis-regard them.

THE stabilization of a gravel road with soil is a method of treatment developed in recent years by the United States Bureau of Public Roads for the purpose of binding the constituents together better, and maintain-ing a more durable surface. The process consists in adding to the gravel or crushed stone and sand, a soil mortar, so-called, of fine sand, silt and clay, mixed in the proper proportions. The coarse gravel and sand supply structural strength and hardness; the fine sand adds embedment support to the coarse sand; the silt acts as a filler to prevent the granular particles from rocking; while the clay serves not only as a binder but also provides pores minute enough to cause connecting moisture films which are supposed to have high cohesive properties1. It will be recognized that the clay is an important ingredient both when wet and dry, and should not show excessive expansion when wet, nor correspondingly high shrinkage in drying, as otherwise there is danger of unseating the nonplastic particles. Such a stabilized road, although an improvement on one with a floating surface, will in course of time be subject to wear, and become dusty when the clay dries out and breaks up. It has been found that if some salts are added to the road mixture they tend to maintain the soil moisture and prevent dustiness of the road or raveling of the road surface. In addition to this, it is claimed that these dissolved salts cause a thinning of the moisture films on the particles, thus permitting greater compaction of the road mixture, and thereby increasing its density. This fact can be proved by noting the increased compaction which a road mixture shows when certain salts are added to the soil water. Since certain chemical substances such as sodium chloride are electro-lytes, the question arises whether they cannot have some effect on. the qualities of the clay in the soil mortar, and perhaps improve them. In view of the fact that certain salts seem to exert a favorable effect on the road mixture it is desirable that they be held in the road soil as long a time as possible.

A froth flotation plant to recover byproduct molybdenite must be designed specifically for the selected separation process and the type of ore being treated. However, some general rules concerning byproduct molybdenite plant design can be suggested that would be valid for most processes. The term byproduct molybdenite in this paper is limited to the recovery of molybdenite from copper porphyry ores, which essentially amounts to selectively separating molybdenite from copper and iron sulfide concentrates. In addition, most of the discussions would apply only to the almost universally used approach of floating the molybdenite and depressing the copper and iron sulfide minerals. Thickener It is considered essential that the feed to a byproduct molybdenite plant be thickened prior to being treated for molybdenite recovery for the following reasons: 1) Thickening allows the rougher and any preconditioning stages to be operated consistently at the optimum percent solids. 2) Generally, the size of equipment used for pretreatment and the rougher flotation is considerably smaller and less expensive than if the copper flotation concentrates were treated directly. 3) The removal of as much water as practical by thickening removes flotation reagents added in the copper flotation circuit, especially frother which can be quite troublesome in a byproduct molybdenite plant. Although thickening of the molybdenite plant feed has long been recognized as necessary to optimum metallurigcal results, very often this area has been designed poorly. The thickener should be sized so that it can produce a consistent thickened product containing 60 to 65% solids without the use of flocculants. Some plants are only able to thicken to 45 to 50% solids consistently while other plants let the percent solids vary from 45 to 60% over a 24-hr period. While the former is more desirable than the latter, in many cases better metallurgical results could be obtained if the percent solids could be held consistently close to 60%. Probably the simplest and most satisfactory system of handling the thickener underflow is to spigot it into a sump, using a sphincter type valve for the orifice, controlled by a density meter. Another satisfactory approach is to use an ODS type pump to meter the underflow. There are other methods of handling thickener underflow which work satisfactorily as long as the amount of copper concentrates entering the thickener is relatively uniform. However, they often fail to operate satisfactorily when there are large fluctuations in the thickener feed rate due to fluctuations in ore tonnage and/or copper grade. If the percent solids in the plant feed could be held close to 65%. There is the possibility the molybdenite plant tailing would not have to be thickened prior to the copper filter plant. This means that the molybdenite rougher float would have to be conducted at 45 to 50% solids with all the cleaner tailings returned to the rougher for dilution. Admittedly, in some situations this approach would be impossible, but if capital or plant area is limited, it should be considered.

Effect of variations in sinter feed composition on sinter strength, bulk density, re-ducibility, chemical composition, and microstructure were determined by sintering experimental samples on a production sintering machine. Increasing amounts of roll scale, ore fines, return fines, and blast furnace slag were most beneficial to feed permeability, sinter bulk density, and strength. Burnt lime additions improved feed permeability but were not beneficial to sinter strength or bulk density. Sinter reducibility was adversely affected by all additives. DEVELOPMENT of methods for evaluating sinter quality, which would in some way predict the behavior of the sinter during charging and smelting in the blast furnace, has been given considerable attention in recent years. In a previous investigation at South Works of the United States Steel Corp., standard sinter sampling and testing procedures were developed.1,2 By modifying the sinter sampling device, a method of sintering experimental mix sinter samples upon a production Dwight-Lloyd sintering machine was also developed. This technique afforded a rapid and controlled method of investigating the effects of the various raw materials and additives on sinter quality and was used in this present investigation. Since the beginning of the present study in 1953, the results of numerous sinter investigations have been published, most of which were concerned with production tests of iron ore sinter, both here and abroad. Three groups of investigators reported results of experimental sinter studies that were related to this investigation. Voice et al.3 studied the effects of controlled variables on sinter quality by producing and testing experimental Northants iron ore sinter using an experimental sintering unit. Mor-rissey and Powers' determined the relationship between iron ore sinter quality and the moisture and coke content using a small laboratory sintering system. Burlingame et al.5 studied the effects of "additives" upon iron ore sinter using a laboratory sintering apparatus and laboratory grade raw materials. At South Works, it was considered desirable to study the effects of sinter mix composition and additives upon the quality of a flue dust-base sinter produced on a production sintering unit. Extrapolation of controlled laboratory test data to sintering plant operation lacking such precise control is not altogether satisfactory. Therefore, the present study was conducted in a manner which approximated production conditions as closely as possible. The raw materials used were those commonly encoun- tered in the production of flue dust and flue dust ore-type sinters and these were varied within extremes encountered in this type of sinter production. Experimental Procedure The experimental sinters were produced from 100 lb mixtures of sinter feed. The principal raw materials and additives used, their particle size, and approximate chemical composition are listed in Table I. The mixing of the raw materials was accomplished by means of a miniature single shaft pug mill shown in Fig, 1. The use of the pug mill as a mixer was decidea upon after encountering difficulty in reproducing the mixing and chopping effect of the sinter plant pug mill with other types of available small mixers. The miniature pug mill was constructed, consisting of 31/2x2x1/4 in, blades spaced 3 in. apart along a 3 ft shaft. Preliminary tests were run with this small mixer to establish the proper rotation speed and the required number of passes through the pug mill to thoroughly mix and distribute all the raw materials in a manner approximating the production Pug mill- Although the effects of varying the mosture content were determined in one particular series of tests, the amount of moisture added was changed as the composition of the experimental mix was varied. IT would clearly be advantageous to produce molten titanium, suitable for alloying and casting, directly from the relatively inexpensive tetra-chloride, without using a metallic reducing agent. Accordingly, a preliminary investigation has been made of the production of titanium by hydrogen reduction of the tetrachloride in an electric arc furnace. For the reaction: TiCl4(g) + 2H2(g) ? Ti(s) + 4HCl(g), Lockhart and his colleagues' have calculated equilibrium constants at 800" to 1500°K, based on tables of Brewer.' Extrapolating these data on the assumption that the heat of reaction varies linearly with temperature, and using Brewer's value for the heat of fusion, there is obtained for the reaction: TiCl4(g) + 2H2(g) ? Ti(l) + 4HCl(g) an equilibrium constant at 2100°K (100" above the melting point) Kp = (PHCl)4/pTlcl4 (Ph2)2 = 0.167 atm. If this is correct, starting with hydrogen saturated with TiC14 at 25°C, where the vapor pressure of the latter3 is 12.6 mm, and maintaining the overall pressure at 1 atm, 99 1/4 pct of the TiC14 would be reduced to Ti at equilibrium. An arc furnace designed for the melting of titanium and lined with water-cooled copper was used for the preliminary experimental check. Its inside diameter was 2 7/16 in. and height 6 in. The water-cooled electrode was tipped with 3/4 in. diam tung-sten. In the one run carried out, the furnace was charged with a starting batch of 293.35 g of scrap titanium,' analyzing 99.24 pct Ti. After the system was twice pumped out and flushed with argon to remove air, the arc was struck in argon and kept at 400 amp dc, electrode negative, for 1 min to melt the starting batch. Commercial tank hydrogen, dried by passing over silica gel and bubbled through technical grade TiC14 at room temperature, was then admitted to the furnace. The inlet tube directed this gas downward toward the arc and melt; the gas outlet was at the top of the furnace. The quantity of gas passed through was not measured accurately but is estimated to be about 50 liters per min at a few mm of mercury above atmospheric pressure. The arc was held in the H2-TiC14 mixture at 400 amp with little difficulty. After 10 min the arc burned through the copper lining above the melt, admitting water and ending the run. (This had happened frequently in straight melting runs under argon, and is not thought due to the atmosphere used.) In the furnace were found an ingot, several small pieces, and a little metallic powder, evidently formed when water entered the hot furnace. Some titanium also clung to the electrode. The portions were weighed and separately analyzed for titanium. Their total weight was 321.76 g of 94.82 pct overall purity. Much of the impurity consisted of tungsten broken off when the titanium was removed from the electrode. No detailed impurity analysis was made because the starting materials were impure and flooding the furnace introduced further contamination. Thus, the metal recovered contained 305.08 g Ti, as compared to 291.12 g in the starting batch. Titanium could not have been carried over from previous melting runs in the furnace, as the interior was sandblasted and the electrode ground clean before the run. Evidently at least 13.96 g of Ti were produced from TiCl4. Since this would require complete reduction of 430 liters of TiCl, gas at 12.6 mm of Hg, the efficiency of the process must have been rather high. Experimental work is continuing. No reason is seen why the process could not be scaled up to the size of a 30-ton steel-melting arc furnace. In a large unit there would be a large molten pool from which liquid metal could be withdrawn for alloying and casting. The problems of electrodes and power supply are similar to those arising in arc furnaces for melting titanium. Unreacted TiC14 and the HC1 in the exhaust gases could be recovered; unreacted H2 could be dried and re-used. The melt would be saturated with hydrogen, whose solubility in liquid titanium is unknown. Small amounts of hydrogen seem to have little effect on the properties of titanium.5 If the amount introduced was so large as to impair properties or cause casting difficulties, it could be reduced by holding the melt under an inert gas or by pumping on it, prior to casting. DURING colonial times, Brazil was famous for the richness of her alluvial gold deposits. Paul Ferrand has estimated that the gold produced during the period from 1700 to 1820 was the equivalent of some 64 million pounds sterling. Since that time, most of the more prolific alluvial deposits have been exhausted. A few gold mines are still func-tioning, notably the Morro Velho mine, which is one of the deepest mines in the world. Today, the gold production of Brazil is insignificant when compared with world figures, but there are still many gold-bearing regions and it is probable that in at least some of them profitable returns would result from an exploitation program taking advantage of all the most modern innovations in gold mining and ore treatment on a large scale. In order to demonstrate the value of some of these abandoned pros-pects and stir up interest in increasing the national gold production, the government has stimulated research. Experimental plants have been and are being established in various places, and tests on large quantities of ores are being carried out on a semicommercial basis. The Geological Survey of the State of Minas Geraes is very active in this line and the Federal Institution is also showing an increased interest in the matter. One of the lesser known gold-bearing regions of Brazil is in the vicinity of Lavras, in the State of Rio Grande do Sul. Gold was first reported from this region in the early part of the nineteenth century. In 1811, D. João VI sent an experienced prospector from Minas Geraes to investi-gate the validity of the reports. The Crucible mine in Pennsylvania, operating on Pittsburgh seam coal, is rated at 5000 tpd. The washing plant, built in 1943, is rated at about 400 tph, using hydroseparator boxes to wash the coarse coal (4 x 5/16 in.) and hydrotator units for the fine coal (5/16 x 0). It is generally acknowledged that gravity concentration equipment cannot be used efficiently to bene-ficiate coal finer than about 65 mesh. Before the present flotation circuit was installed, Crucible recovered its fine coal slurry, predominantly —24 mesh material, by passing it through a battery of five 14-in. and one hundred and ten 3-in. Hey1 & Patterson cyclones in parallel with a 75-ft Dorr thickener. About two thirds went to the cyclones and one third to the thickener. Underflows from cyclones and thickener were filtered, respectively, in one 12-disk Eimco and two 4-disk Oliver filters fitted with stainless steel cloth. The resulting cakes were added to the coarse metallurgical coal. The filtrates, overflow from the 3-in. cyclones, and thickener overflow were recycled to the coarse coal plant. The three major problems encountered in this system became acute when the mine switched from track-mounted machinery to the more economical off-track equipment. The quality and uniformity of product declined, too much slime accumulated in the circuit, and waste pond disposal became highly impracticable. Lowering of Quality and Uniformity: Since the filter cake was not beneficiated in any way, addition of this material, which contained about 18 pct ash. would certainly lower the quality of metallurgical coal. Difficulties of handling the high-ash, high-moisture cake were compounded by the lack of adequate blending facilities at the mine, making it impossible to maintain uniform feed for the coke ovens. For a two-month test period, to verify the source of trouble, all filter cake was excluded from the metallurgical coal. The excluded filter cake was stocked in the yard. Slime Buildup: The moisture retained in the coarse coal products and the filter cake provided daily the only means of slime bleed from the circuit. As this bleed was not enough to offset the incoming fines in the raw coal feed, there was excessive buildup of slimes. To operate at all, it was necessary to purge the system each weekend by pumping all the solids from the thickener to a waste pond. The slimes built up during the week progressively increased the apparent viscosity and density of the circulating plant water, so that hydroseparators and hydrotator units had to be constantly adjusted. Uniformity, yield, and quality of the metallurgical coal suffered in consequence, and the filter cake ash and moisture contents increased from Monday to Friday. Limited Waste Disposal: Location of the plant does not permit unlimited waste pond area. Maintenance of a waste pond for the purpose of emptying the thickener during weekends became a costly burden that could not be tolerated. HOW THE PROBLEMS WERE SOLVED The flowsheet (Fig. 1) chosen to overcome these difficulties is considered the one most economical to install and operate. This subject covers much ground, therefore it must be treated in a general way rather than in detail in this paper. Personnel To approach the measure of a mine, it is, of course, essential that the personnel be measured, and this measuring must be done in a circumspect manner and conclusions must be reached slowly. There may be one unit in the personnel of an organization that may be out of step with the remainder of the organization, not always because of lack of ability, but because of misplacement or lack of proper measurement of his capabilities. Too much time can scarcely be spent in the study or measure of the personnel ; in fact, a manager or a superintendent of a mine never completes his work along this line. Mine or Plant Just as no two men are alike, so no two mines or plants are alike; and yet there are many similarities. Find out what the similarities are, and this will help to make clear the dissimilarities. Try to visualize details of the difficulties, not because you will have to deal with them yourself, but to consider them in later studies of general problems. To outline all the steps to be taken in familiarizing oneself with a plant or operation would be impossible, but the following points may be of interest in any investigation. The study of a mine is generally made backwards-—that is to say, one sees the finished product first-—-but this is immaterial, because each step must be considered separately in any event. As a rule, there are certain heads under which the different features of mining can be placed, as follows: Ventilation.—Ventilation is usually the most important item in power cost and safety, especially in gassy mines. Quantity of air, water gage and power consumption, and finally analysis of the return air in full return and separate splits should be considered. Predicting the performance of a waste embankment requires an estimate of the properties of the waste and foundation materials. The performance characteristics and the associated material properties are: [ ] Methods for obtaining estimates of the material properties include: laboratory and field testing, back analysis, and indirect estimates from other material properties. The most critical technical need is the development of indirect methods for use in feasibility studies and mine planning, prior to production when actual samples of waste material are not available. Material properties are not unique, single values; they are probability distributions. There are two components to these distributions: the uncertainties in testing and the inherent variability of the material. The objectives of a material properties evaluation should be to obtain an unbiased estimate of the property distributions rather than the average or the minimum value. Whether the current trend to a probability design analysis is followed or a simple sensitivity analysis is conducted, the unbiased probability distribution is preferable to single values.

WHEN the word gas is mentioned in connection with mining, almost invariably it is inferred that the explosive gas, methane, is in mind and that it must refer to coal mining. While it is true that methane occurs, or is likely to occur, in almost any or all coal mines, it is also a fact that the metal mines of the world have in them by far a greater variety of gases than have the coal mines. In many cases the gases in metal mines are as dangerous to individuals as the gases likely to be found in coal mines; in some instances the metal mine gases are even more deadly. The coal mine is more likely to have methane than the metal mine, in rare instances it may have high percentages of nitrogen or high carbon dioxide, or there may be a deficiency of oxygen where the air is confined in a blind end or in a sealed region; much more rarely there are found in coal mines in relatively small percentages, ethane, or other hydrocarbons with odor of ether, gasoline or kerosene, or there may be minute percentages of hydrogen sulfide. In time of coal mine fire or explosion, there is likely to be high carbon monoxide (4 per cent. or over in some cases) and if the coal contains much sulfur, there may be some sulfur dioxide in the fire fumes. In metal mines there are a number of cases of occurrence of methane and attendant explosions; some metal mines have appreciable percentages of the decidedly explosive hydrogen; in some metal-mining regions carbon dioxide flows into the mine, fills the workings and overflows just like water. In other regions, at many working faces there are high-temperature gases containing a mixture of gases of sulfur (sulfur dioxide, hydrogen sulfide and possibly SO3 in some cases) together with carbon dioxide and nitrogen, and the deadly hydrogen sulfide in lethal proportions is found in some high-sulfide metal mines at blasting time. Carbon monoxide constitutes a decidedly dangerous day by day hazard in connection with metal-mine blasting, because of the heavy charges of dynamite that are used and the use of fuse, which in burning gives off much carbon monoxide. The poisonous gas hazard is accentuated because of the relatively small openings where metal-mine blasting is done and to the inefficient ventilation of the usual metal mine.

A wide-ranging series of experiments has been carried out on value minerals (sphalerite, smithsonite and hematite) and gangue minerals (quartz and calcite) to assess the properties of various commercially available vegetable and synthetic tannins as dispersants for these minerals in a finely ground state (<5 microns). Experiments to determine the dispersing power of each reagents on every mineral have been performed through sedimentation tests run first in water and afterwards in the presence of a collector having specific action on the mineral concerned. The tests have been extended to a wide range of dispersant concentrations, maintaining the pH and collector concentrations at the levels known to be the best for the flotation of the various minerals. By comparing the results obtained on each mineral, conclusions have been drawn on the possibility of using different classes of vegetable and synthetic tannins in the selective flotation of fine particles. These results have been related to the structure of the tanning compounds and to the surface properties of the minerals.
