Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

A study of the electrolysis of PbS in molten PbCl2 showed cathode efficiencies which increased with current density at fixed sulphide concentrations, and decreased with increasing sulphide concentration at fixed current densities. The anodically produced sulphur dissolved rapidly in the melt, the rate increasing with temperature and sulphide concentration. Experiments with diaphragm cells, made to determine the relative effects that dissolution of lead and sulphur have on the cathodic current efficiency, demonstrated that dissolution of sulphur was the major contributor to the lowering in efficiency.

How the Australasian and Canadian Codes (VALMIN and CIMVal) approach mineral property valuation is described. Brief comment is also made on the International Valuation Standards CommitteeÆs interest in a global valuation standard for Mineral (Extractive) Industries and the South African SAMREC initiatives to adopt a VALMIN-like Code. The conventional tripartite classification of valuation approaches into those that are Market-based, Income-based and Cost-based is outlined. It is best practice to use as many of these approaches as possible (and as many methods as reasonable in the particular circumstances), given the quantity and quality of the data available on the Mineral Asset (which depends upon the state of development of the mineral property). The use of specific methods must satisfy the basic considerations of logic and reasonableness and the purpose of the valuation. The competence, judgement and repute of the valuer are critical factors, since all valuations are time and circumstance specific. What constitutes æMarket ValueÆ in the different jurisdictions is discussed and definitions are given. Challenges facing the globalisation of a VALMIN-type Code for the international Minerals Industry are the influence of real estate valuers and the US jurisdictional idiosyncrasies. This is mainly due to a fixation on real property rights with a preference for using real estate-like comparative sales techniques (Market Approach) to the exclusion of Income-based approaches; a regulatory reluctance in the US to accept that Resources have considerable value; and the International Accounting Standards BoardÆs preference for Historical, rather than Current Value, accounting.

The Hauraki goldfield is located east of Auckland in the North Island of New Zealand. It includes Great Barrier Island, the Coromandel Peninsula and the Coromandel and Kaimai Ranges as far south as the town of Te Aroha and south east to Te Puke. It has a total north-south extent of about 180 km and an area of 3000 km2. The goldfield is the most productive in New Zealand, and while production at present is negligible, the area has undergone continuous exploration over the last seven years.

A rainfall simulator was developed to assist with hydrogeomorphic research into the stability of engineered landforms associated with rehabilitated uranium mines in the Top End of Australia. It can be used in rough terrain with slope gradients up to 30o. The rainfall simulator is modular, utilises upward jetting nozzles, has a multiple head arrangement and is capable of delivering rainfall intensities between 60 and 300 mmh-1 over areas up to 1000 m2 and could be easily modified for larger areas. Rainfall uniformity is commonly in excess of 80 per cent and the kinetic energy approaches that of natural rainfall (The modular design utilises an equilateral triangular array of rainfall stands, constructed from galvanised steel water pipes and flexible plastic hoses. Total construction costs are low. The water supply reservoir is mobile and easily constructed. An example of its use at Ranger Uranium Mine, investigating the effect of cover on rainsplash and rainwash dominated processes shows that vegetation cover is likely to reduce the erosion rate by these processes by at least four times below that experienced on bare areas.

The overburden slusher (OS) is proposed as a stripping tool that is expected to find application in overburden stripping operations including open cut coal and oil shale mines. OS is expected to combat the effects of increasing depth on the productivity of conventional dragline stripping.Although previously developed stripping techniques have included the use of drag scrapers the OS is sufficiently different as to constitute a new stripping method.A study undertaken at the University of Queensland during 1985 is believed to be the first major study on the use of the OS and preliminary economic results are very encouraging. It appears that the OS has the capacity to remove overburden at a cheaper unit cost than the equivalent powered dragline stripping machine at any comparable depth of overburden. The OS is not adversely affected by increasing stripping depth to the same extent as a dragline. In addition, the action of the OS machine allows for the lowering of spoil face angles, thereby reducing spoil slope stability problems encountered in deep open cut strip mines.

The Alpala copper-gold deposit is a recent, high-grade porphyry Cu-Au discovery located in the Imbabura Province of north-western Ecuador. The deposit lies along the crustal-scale Chimbo-Toachi Fault Zone within the Dagua-Piñon terrane, which is an oceanic plateau accreted to the South American convergent margin in the Late Cretaceous. The deposit is hosted by quartz diorite stocks that intrude andesitic volcanic breccias of the Oligocene to mid-Miocene San Juan de Lachas Formation. Miocene-age calc-alkaline plutonism is associated with porphyry Cu, Cu-Mo and Cu-Au deposits in southern and northern Ecuador. The Alpala deposit lies along a sector of the Miocene arc that has recently been underplated by the Carnegie Ridge seamount chain that induced shoaling of the subducted Nazca plate beneath northern Ecuador.Surface expressions of the deposit were recognised in May 2012 during follow-up of stream sediment anomalies, when outcropping sheeted and stockwork porphyry-related veins were discovered in Quebrada Alpala. The roots of a NW-trending, structurally-controlled lithocap were recognised over an area of 4.5 × 0.9 km. The remnant lithocap exhibits well-defined mineral zonation mapped by TerraSpecTM analyses on grid soil samples. Soil sampling, heliborne magnetic surveying and channel sampling defined initial drill targets.Seven diamond drill holes were completed in the year from September 2013. Drill hole CSD-13-005 intersected 672 m grading 0.93 per cent Cu and 0.91 g/t Au in high-temperature, inner propylitic and locally potassic-altered quartz diorite intrusions. Overlying hydrothermal clay alteration assemblages define the base of the lithocap. A NW–SE trending footwall structure defines the south-west margin of the deposit. Drill hole 5 intersected high-grade sheeted ‘B-type’ and ‘C-type’ veins (Gustafson and Hunt, 1975) that lie along the south-west margin of an 1100 × 500 m magnetic anomaly that is the focus of ongoing exploration.CITATION:Rohrlach, B, Poma, O, Rosero, B, Silva, J and Ward, J, 2015. The Khanong supergene-enriched copper resource, (~23 Mt at 3.0 per cent Cu), is one of several resources recently discovered in the intrusive-centred, sediment-hosted Au-Cu Sepon mineral field located in southern Lao PDR. The unusual style of hypogene mineralisation and unique set of conditions have resulted in the development and preservation of a supergene-enriched profile in this subtropical climate. Hypogene sulphide-rich mineralisation replaced calcareous cataclastite (fault rock) developed in the flat-lying, extensional, Khanong Fault. Spatially, the hypogene mineralisation was immediately out board of the skarn û hornfels Cu-Bi front and in board of sediment hosted Au-(As-Sb) mineralisation in a zoned intrusive-centred hydrothermal system. In situ supergene enrichment of the sulphide protore has resulted in a high-grade chalcocite-clay zone (~10.3 Mt at 4.6 per cent Cu) overlain by leached limonite-clay. A very high-grade in situ to exotic limonite-clay Cu-oxide-mineral zone is locally developed above impermeable dolomite at the base of chalcocite-clay zone. Exotic Cu-Mn-wad mineralisation developed for up to 1 km down the hydraulic gradient from the chalcocite-clay zone. Unique supergene enrichment conditions have resulted in the high-grade Khanong Cu resource in a subtropical weathering environment. The base of the currently active supergene profile coincides with the base of a flat-lying, pyrite-rich fault rock, dipping parallel to the hill slope, maximising Cu enrichment. Meteoric water has been channelled along subvertical faults and narrow horizontal subsurface zones. Low permeability of the fault host rock and footwall rocks has controlled the low volume and slow movement of groundwater required for supergene enrichment. Erosion has been slowed by the resistive ironstone and limonite-clay layer at surface, which assists in preserving the gentle slope over the chalcocite-clay zone.

The Oblaga Cu-Au skarn deposit and porphyry prospect is located in the south-eastern edge of the Gobi Desert in western Inner Mongolia. The deposit occurs within metamorphosed middle Paleozoic volcanic, plutonic and sedimentary rocks.   Ivanhoe geologists recognise eight main rock types in the area. Calcareous sediments include conglomerate, interlayered siltstone-sandstone, and limestone. Covering the calcareous sediments is a slab of thrusted biotite granite, and above it is rhyodacitic lithic tuff which, in places, is overlain by alluvial sediments. Various plutonic rocks and related intrusion breccias have intruded these units. Monzodiorite, quartz-monzonite and monzonite tend to form thin, high-angle intrusions and the youngest andesitic intrusions are generally wider and subhorizontal.   The Oblaga Cu-Au skarn, which occurs in the calcareous sediments, shows typical prograde and retrograde mineralogy. Petrographic studies show that prograde skarn minerals have been overprinted by retrograde skarn minerals, and original host rock minerals have been texturally obliterated and completely replaced. The mineralogy of the Oblaga skarn deposit is very similar to other Cu-Au skarn deposits worldwide.   Sericitic and minor chloritic alteration occurs throughout the study area and may relate to porphyry-style mineralisation. Generally, this alteration is not intense and most rocks have retained their original texture. Geochemical analyses suggest that K-metasomatism is not widespread at Oblaga. XRD analyses suggest an upward and outward transition from sericitic to chloritic alteration.   Comparisons between Oblaga and other porphyry Cu-Au deposits worldwide show that Oblaga has very similar characteristics to deposits that have undergone sericitic alteration. However, Oblaga is special because it also has relatively intense chloritic alteration, which is uncommon in other porphyry Cu deposits described in the literature.

The igneous intrusions in SE Papua New Guinea are part of a sub-volcanic to plutonic, high-K calc-alkaline to shoshonitic suite. High-K andesitic to dacitic intrusives on Misima and Woodlark Islands, and shoshonitic intrusives in Milne Bay and the eastern Owen Stanley Ranges are related to late Cenozoic andesitic volcanism. Both suites are associated with epithermal Au-Ag deposits and weak porphyry Cu-Au mineralisation. All significant alluvial and lode gold occurrences in the region are spatially related to intrusions. Intrusions in the D'Entrecasteaux Islands and near Mt Suckling are core plutons related to basement doming, and appear to have no association with either volcanism or hydrothermal mineralisation. The core plutons are not petrochemi:ally distinct from the volcano-re:-ed Intrusions.

The development of Western Mining Corporation's first commercial gold heap leaching operation is described. The laboratory testwork requirements for determining the amenability of ore to heap leaching techniques is discussed. Heap construction and operating practices are described; and production statistics and operating parameters are presented. It is shown that for a specific low grade gold ore a treatment cost optimization can be performed. Taking cognizance of the ore grade, percentage gold recovery, operating costs, and the gold sale price, it can be determined whether Carbon-In-Pulp (C-I-P) or Heap Leaching should be employed as the extraction process. The examples presented in this paper refer specifically to Kambalda and should not be used in themselves as generalities.

Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

Experiments conducted at Tahmoor Colliery, Sydney Basin, have demonstrated the variability in chemical and isotopic composition of seam gases issuing from boreholes in the Bulli seam and desorbing from lump coal from the same source.From this work it appears that an immediate preferential release of methane accompanies the physical disturbance of the coal seam by penetration with development or drilling or by detachment. In addition, both early released methane and carbon dioxide are depleted in 13C relative to later desorbed gases, therefore the analyses of gas samples taken after such events may not reflect the true bulk composition of the undisturbed seam gas in situ. A method for overcoming this problem by taking gas samples at depth in the "steady state" is proposed.

The paper presents a brief history of endeavours to start a mining education programme which began in the days when Papua New Guinea's first large mine, at Panguna (Bougainville), was coming into production. The status of the Public Investment Programme in Mining Engineering and the facilities being created for the education and training of Papua New Guinean citizens in mining and mineral processing are also described. Future expansion plans are also detailed including those for the commencement of petroleum engineering and geological engineering which would include courses in mining geology, exploration geology, engineering geology and petroleum geology. The paper also looks at the manpower training requirements in the lower levels of mining industry such as pit foreman, blasting foreman and other similar positions. It stresses the need to start mining technical training programs at pre- employment level and at certificate level in a technical college, possibly Lae Technical Colleqe.

Grinding of iron ore is an essential step to utilise ore fines for pelletisation needed for DRI units. While preparing iron ore pellets for DRI production, the iron ore needs extensive grinding which is highly energy consuming step causing the process to become non-viable in some cases. In the present paper an attempt has been made to evaluate grinding performance of thermally treated ore compared to normal ore grinding. Such thermal pre-treatment has been found to reduce the energy requirement with lower consumption rate of grinding media. It has been observed that by applying thermal shock the ore is rendered weak with improved grindability. The stresses generated due to thermal treatment may extend existing micro-cracks in the ore and in some cases it may even nucleate fresh cracks. Experimental studies carried out on thermally treated hematitite ore reveals that the heating to 400¦C followed by water quenching can cause a reduction of 45 per cent in grinding energy. The paper gives the details of the experiment and the Results.

A Good Product Range - So What! While in terms of water, waste management and environment protectrion, the Gippsland Basin may appear to have a good product range, what does this really mean? What it means is that, like any product range, the virtues of the product range must be sold and accepted by a majority of the public. The social, economic and environmental benefits of any enterprise using these products must be sold and accepted by the regional population. Many a budding entrepreneur has failed because he assumed that the public would accept his product, so good did it appear to be! However, we know that such an assumption must be avoided and that a great deal of time and effort needs to be invested in promoting and gaining acceptance of a product to ensure a long term and viable market.

A number of mineral deposits occur in close proximity to the Pacific plate fronts. Among these deposits are gold-silver and the base metal sulphide deposits of copper, zinc and lead. Gold deposits that commonly occur in these areas are of hydrothermal origin. Of these the epithermal deposits have attracted the attention of the exploration geologists as well as the metallurgists. One vital aspect of the activity of the geologists is the development of models for epithermal gold mineralisation in the Pacific Rim. These models can also be used by metallurgists for predicting gold extraction processes. This paper reviews the mineralogy, fineness and the host minerals of gold and examines the data in the light of gold mineralisation in the southwest Pacific Rim. The gold mineralisation models proposed for the Pacific Rim have been used to predict gold extraction processes suitable for the various mineralisation types. Discussed also are the mineralisation and treatment processes of some selected epithermal gold deposits and gold-rich porphyry copper deposits in Indonesia, Papua New Guinea, Solomon Islands, Fiji and New Zealand.
