"This paper describes the design of a molybdenite flotation circuit using FLEET technology applied to kinetics data produced from laboratory flotation testing and distributed across the blocks of a mine plan using a geostatistical approach. The geostatistics assigned the statistical error that arises from having a limited amount of sample testing data to the kinetics estimates of each block of ore in the mine plan. The final design then included a quantification of risk based on the accuracy of the block flotation kinetics and model fitting. The design made reference to the extensive technical reports describing earlier metallurgical test work including some pilot plant work over thirty years ago.The testing involved conducting MinnovEX Flotation Tests (MFT) to determine the rougher flotation kinetics at the specified reagent conditions and rougher-cleaner tests to determine the change in kinetics resulting from regrind. These flotation kinetics were used within FLEET simulations to create a full-scale flowsheet and plant design including recommended equipment sizes and the forecast of operating results. Measurement of detailed flotation kinetics for a wide range of samples allowed the effect of size of grind and efficiency of classification (i.e. width of size distribution) to be predicted for the whole ore body.INTRODUCTIONAdanac Moly Corp. proposed to develop a 20,000 ton per day mill to produce high quality molybdenite concentrate from its Ruby Creek resource in north-western British Columbia. It is a relatively clean low grade porphyry-monzonite occurrence containing minimal quantities of other sulphides such as chalcopyrite, pyrite, sphalerite and galena. Molybdenite occurs mainly as coarse flakes with lesser amounts of finer sized values. An optimum plant design was required to can achieve the predicted operating results, at a known level of risk, while treating the variability inherent in the ore body."

Through advanced technology and innovative thinking, the mining industry has become one of the world’s leading industries in environmental protection. But it only takes one Summitville, Omai or, most recently, the Aurul gold tailings retreatment operation in Romania to provide ammunition to the industry’s critics in their attempts to sway public opinion against mining. So for the mining industry to continue operating with the public’s support, it must continue to improve its tailings waste-disposal processes and the dams that hold this waste. In January, about 120 specialists in the mine waste management field gathered together to discuss the available technologies and materials for controlling mine waste and mill tailings disposal. “Tailings and Mine Waste’00” was held at Colorado State University in Fort Collins, CO. This meeting, begun in 1978, is a continuing symposium. It provides a forum for environmental professionals to discuss the state-of-the-art in mill tailings and mine-waste disposal methods.

The equilibrium distribution of Cu, Fe and Ni between Cu-Ni-Fe mattes and Pt alloy was measured as functions of the sulphur partial pressure (pS2), oxygen partial pressure (pO2),temperature and Fe content of the matte. The distribution ratios of Cu, Fe and Ni between matte and alloy were independent of oxygen pressure when the pS2was fixed at 2.5x10-5atm and pO2was varied between 10-15and 10-12atm. The distribution ratio of Cu, Fe and Ni increased as the sulphur partial pressure increased. The Cu and Ni distribution ratios decreased with increasing temperature and the Fe distribution ratio increased slightly over the temperature range of1350?1500°C. For mattes where the proportions of Cu and Ni were kept constant, the distribution ratio of Cu increased as the Fe content in the matte increased. The Fe and Ni distribution appeared to be independent of the iron content in the matte and had a value of 1.2 and 1.6 respectively. The activity of Cu, Fe, Ni in the matte was calculated using a regular solution model for solid Pt-Fe-Ni-Cu alloy. The activity coefficient of Cu, Fe and Ni decreased as pO2and pS2increased.The activity coefficients also appeared to be independent of the Fe content and temperature over the range of 36 to 54 wt% iron and 1350 to 1500°C respectively. The underground industry is challenged by many complex technical and non-technical issues and risks. The most obvious of these are the traditional technical issues that we usually try to address with risk management techniques. However, there are many other non-technical risks that our projects face on a daily basis which we often fail to fully recognize or appreciate. This paper addresses some of the less-technical broad-based risks in order to put them into perspective with the technical risks we face day to day in underground planning, design and construction. The good news is that Risk Management techniques are not always about bad things. For obvious reasons Risk Management is always thought of in terms of the ?downside? of risk (i.e., the identification and mitigation of things that can go wrong). On the contrary, there is an ?upside? of things that might go better than expected. Fortunately, if a deliberate effort is made, the same principles and techniques that our industry uses in Risk Management can be applied toward identifying and quantifying the Opportunities and Benefits that might occur. In this way, the process of conducting risk management programs can not only identify the downside risk but can be used to identify and direct projects to take advantage of the upside of uncertainty (i.e., Opportunities as they arise). This beneficial aspect of risk management programs will be highlighted in this paper together with the importance of the non-technical issues.

It is becoming increasingly common practice to re-use existing foundations for new projects, especially on urban sites where geotechnical conditions are congested. A knowledge of the foundation dimensions and capacity is essential for this to take place, however, as-built records are often non-existent. Non-Destructive evaluation (NDE) is now becoming an important tool in assessing old foundation properties and their potential for re-use. Pile dimensions are also critical in the power industry, when they are supporting transmission towers which need to be upgraded, and may carry additional wind loading. This paper describes the application of various NDE techniques that are available and how they can be used to determine pile length, shape and capacity in difficult site conditions, including foundations under structures.

Developments in the technology of explosive production and deliveryallow a greater amount of flexibility in rock fragmentation by blasting. The rock fragmentation efficiency of an explosive is currently given by a rating which is determined by the explosive manufacturers using proprietary formulae and methodology. Hence, comparison of explosives from different manufacturers may be misleading. Modeling of explosive energy, using a thermochemical code such as CHEETAH provides an objective standard by which the likely performance of different explosive formulations can be determined. Such modeling can be used for optimisation of explosive composition to match specific rockfragmentation objectives.

The paper presents an optimal mine planning system designed to simultaneously optimize all the underground mines of large South African gold and platinum mining corporations. The system, code named PlanIT-OPTIM, is a multi-stage solution involving the use of adetailed 3D CAD-based mine planning system (CADSmine™V4). The mine design and scheduling rules defined in CADSmine™ are responsible for simulating mining sequencing, rock mechanics, and ventilation, etcetera. Feasible production ranges generated by CADSmine™ and various high-level mathematical models are used as inputs to a mathematical optimization engine. The optimization engine produces optimal production profiles (i.e. key business indicators such as tonnages, mineral and areas extracted per time period) by maximizing net present value. Other objectives such as profit continuity, production continuity and maintaining available reserves can also be specified as optimization criteria. The final step in the PlanIT-OPTIM process is to convert the optimal production profiles into practical and attainable business plans. This is achieved through the CADSmine™ Detail Optimization Engine that modifies the original CADSmine™ schedule to match the optimal production profiles. With current methods it is an impossible task to find the best business plan for a mining corporation in any reasonable period of time should conditions change (e.g. gold prices, exchangerates, grade estimates, etcetera). The fast turn around time achieved through PlanIT-OPTIM makes it possible to do several ‘what-if’ scenarios in a reasonably short time. PlanIT-OPTIM has already been used in the gold mining industry to find optimal business plans for a mine.

The Chairman opened the session by wondering why so few papers on Maritime Structures had been received for this conference. Perhaps because the marine environment is so hostile and the access so difficult that engineers tend to be more prudent about new ideas and designs. Dennis Waite noted the number of grey hairs in the room - grey hairs which could be equated with experience gained the hard way. He hoped that this experience would be passed on in the discussion period of this session. The Chairman was delighted to welcome two authors from China, Mr Sun and Mr Liang. He was most grateful on behalf of the conference for their efforts both in preparing their papers and for being able to present them. He regretted that Messrs Noce and Fedolino were not able to present their paper and then welcomed Mr Christensen from Denmark who would present the first paper.

A research project was commissioned by the Australian Coal Association Research Program (ACARP) to improve the understanding of tailgate strata mechanics and to provide a more rigorous engineering basis for tailgate support design. A deformation mechanism termed æskew roofÆ was defined which relates the regional influence of differential horizontal strata movement (shear) about longwall extraction to gateroads. Confirmation of the mechanism was achieved by field investigations which included measurement of the shear displacement along weak interfaces. Under geological and mining conditions where the skew roof mechanism operated, strata units were found to move progressively further towards the goaf with height into the roof. 3D numerical modelling was used to assess the major geotechnical factors controlling the mechanism and to determine appropriate support strategies within a æskew roofÆ environment including the role of cables versus standing supports. The skew mechanism is considered relevant to; all roadways in the vicinity of longwall extraction including the faceline itself, chain pillar design, and support design.

The Clinton administration’s policies toward the environment have the mining industry on the defensive. The president and US Secretary of the Interior Bruce Babbitt continue to bypass Congress in their efforts leave an environmental legacy when they leave office in a year. So the mining industry must take its case to the public. And the public seems willing to listen if the industry is willing to tell its story, according to US Rep. Chris Cannon (R-UT). Cannon was one of the keynote speakers at the105th meeting of the Northwest Mining Association, in Spokane, WA. The conference, held in early December, attracted about 2,400 people and more than 200 exhibitors

Work undertaken in the field of cut-off grade optimization has not advanced much beyond the work undertaken by Lane in 1988. His definitive work is based on the calculus of the Net Present Value criterion which is the most widely understood, consistent, and appropriate method by which sequential cash flows arising from the extraction of mineral reserves from an exhaustible resource can be represented. Although the mathematics is not complex Lane’s method is not a widely appreciated or applied approach to maximizing the value of a mining operation through selection and balancing of operational cut-off grades. Three stages in a mining operation namely, mining, processing and marketing were defined by Lane and the economics of each stage are identified and isolated to provide an optimum cut-off for each stage. Points of intersection along the present value curves for each stage of a mining operation are used to identify balancing cut-off grades at points where the capacity of the mining, processing and marketing stages is fully utilized and the Net Present Value of the operation is optimized. Data that simulate a small, deep-level Witwatersrand-type gold mine with an average grade of 6 g/t Au and a logrithmic variance of 1.2,are applied to the model to illustrate the benefits of representing cut-off grades in terms of present value curves for different segments of a mining operation. "SkimAir®, Outotec’s Flash Flotation unit, is placed in the grinding circuit to float the valuable liberated mineral particles from the circulating load of the grinding process while still relatively coarse. Esperanza copper-gold deposit located near Sierra Gorda, Chile, hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. A series of laboratory and pilot flotation tests were conducted to find out the flotation performance of different ore types both with and without the Flash Flotation. This data was used in modeling and simulating to find the optimal flow sheet for the highest Au and Cu recoveries with required Cu concentrate grade. Simulations with the HSC Chemistry 6.1 software showed that with the SkimAir® and Flash Cleaning it is possible to achieve the required copper grade of 27% Cu with 5% higher recovery for gold and 2% higher recovery for copper compared to the circuit without the Flash Flotation. The pilot tests with simulations were the back up for the installation of four Outotec SkimAir® SK 2400 Flash Cells in the Esperanza circuit for the processing 95.000 tpd of copper-gold ore.INTRODUCTIONEsperanza copper-gold deposit is located near the town of Sierra Gorda, 2nd Administrative Region in Chile. Deposit hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. The main copper minerals are chalcopyrite and bornite. Gold is carried by native gold and solid solution of copper.Antofagasta Minerals S.A. conducted a series of flotation studies at SGS Minerals Services. The studies included both laboratory and pilot scale work. In the pilot scale study the applicability of the Flash Flotation technology was studied with High-grade Andesite and High-grade Porphyry samples (SGS Mineral Services). The Flash Flotation technology gave significantly higher recovery for gold than the conventional flotation circuit. The recoveries for copper were slightly higher using the conventional flotation."

There is a rapid expansion of world’s infrastructure and simultaneously existing infrastructure is aging. The maintenance of infrastructures has been of particular concern to the engineering community. Monitoring and evaluating the structures have become more significant than ever. Ground anchor is an important part of the structure where it is installed. Unfortunately there are limited testing methods available to assess the force in the pre-stressing steel. High cost, complicated equipment and limitation of space often prevent these methods from being implemented. DYNA Force sensors have been developed to measure the force in the pre-stressing steel during construction and at any time during the lifetime of the structure. These sensors make use of the magneto-elastic properties of ferrous materials. A readout unit is designed to magnetically energize the steel through the sensor and measure the response of the steel to the process. The readout unit then converts the response into a direct force reading. They can be used for bare, epoxy- coated, galvanized and greased-sheathed steel in the bonded, un-bonded, grouted or un-grouted length of the tendon. It measures the force of the steel element at the location where it is installed and can be recorded manually, automatically, or remotely. The sensor is robust, requires no maintenance and it is expected to have a similar service life to that of the surrounding structure. Sensors have received attention in terms of accuracy, performance, ease in installation, durability, and cost effectiveness. Sensor readings provide a second measurement, in conjunction with the jack pressure gauge, of the post tensioning force during initial testing procedure for ground anchors. This paper describes its application in tie-back and tie-down anchors and force monitoring of retaining walls, bridge abutment and dams where the data were collected manually, automated and remotely. INTRODUCTION Our infrastructure is expanding and the existing infrastructure is aging. Some structures are expensive to maintain and some occasionally fail. There is a large demand for implementing health monitoring of structures. Many tie-backs, retaining walls, dams and other geotechnical structures are post-tensioned and many of them need repair using a post-tensioned system. On many occasions during construction and service life of the structure, it is useful to know the force in the post-tensioning and anchor system. Many piles and drilled shafts are designed using reinforcing steel and the compressive forces in reinforcement are unknown. Although there are many methods to measure the tendon force, most of them are cumbersome, expensive, and the accuracy varies depending on the method used.

Hydrometallurgy has a history of over 300 years with copper leachingand cementation having been exploited in Spain as far back as 1670.Since then, hydrometallurgy has become an integral, expanding branch of extractive metallurgy. This paper reviews major developments in hydrometallurgy over thepast century with emphasis on recent commercial developments and their impact on the mining and metals industries. The environment in which these developments has taken place has changed significantly in the past two decades and many factors, often non-technical, have emerged as constraints on the operation of existing plants and the expansion and development of new hydrometallurgical operations. Finally, a number of possible new developments that will shape thefuture of hydrometallurgy in the new millennium are discussed,particularly as they relate to the assimilation of technical advances in other areas of science and engineering. The impact of current trends in the education of hydrometallurgists and the provision of research in support of these future developments is also addressed.

The study evaluates the hydrological behaviour of exposed and covered waste rock dumps. The objectives were to determine the major factors influencing unsaturated flow in waste rock dumps and covers, and to improve the in-situ, laboratory and numerical modeling characterization methods. Using material properties obtained from in-situ and laboratory tests, waste rock dumps of different configurations, with and without covers, were modeled. It was found that a properly designed “Store, divert and release” (SDR) cover allows most of the water to be diverted downslope and discharged outside of the waste rock dumps. The SDR cover seems to work efficiently even in extreme storm events. The numerical modeling results show that the unsaturated hydraulic properties (e.g. air entry value and water entry value) of the materials largely control the infiltration of water into waste rock dumps.

The Construction Institute of the American Society of Civil Engineers recently published the second edition of a 1997 publication on geotechnical baseline reports. The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

This presentation identifies some of the more common problems associated with cofferdam construction. After the various problems are identified, they are briefly explained and possible solutions and preventive measures are noted. Photographic slides used during the seminar illustrate the conditions. This discussion is limited to cofferdams which are braced structures excavated inside to allow access for construction. The common procedure is to drive sheet piling and then alternatively install bracing and excavate. They can be located either on land or in water. Loads are applied by soil, water, surcharge pres-sure, eccentricities, and impact loads. The loads are resisted by the sheet piling, the bracing, and the soil below the bottom of the excavation; each of these three components must be capable of resisting the applied loads.

The stability of a raise bore is often assessed using the rock mass classification system published by McCracken and Stacey as a modification of the Q system. Often the assessment is done using a spreadsheet to manipulate geotechnical log(s) of boreholes. This paper discusses the inherent difficulties with this approach. Recent work by others to provide guidelines to the classification system is discussed. A recent example of the design and raise bore performance at Macraes Gold Mine, New Zealand is presented. A key issue is that a visual assessment of the drill core and/or core photographs is necessary to æground-truthÆ the classification.

Paper written on project work carried out in partial fulfilment of B Eng (Metallurgical Engineering) degree Steel was sampled after calcium treatment, to follow changes in inclusion composition during the processing of alumium-killed steel into continuously-cast billets, at Mittal Vereeniging. There is some shift in the distribution of inclusion compositions towards alumina, as the liquid steel moves from the ladle to the tundish. This shift may reflect some reoxidation. However, the effect on inclusion modification is small, since only a small fraction of the tundish oxide inclusions is fully solid?which agrees with the plant observation that these heats cast without clogging. Magnesium oxide in the inclusions contributes to liquid formation, substantially increasing the range of lime: alumina ratios over which the inclusions are partially or fully liquid.

Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.
