In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. The stability of slopes is a crucial problem not only in open pit mines, but also in civil engineering situations. The deformational behaviour of slopes is in general monitored during/after the excavation by carrying out field measurements where displacement measurements are commonly adopted. In monitoring the slope stability it should be emphasized that the measurement results must be properly interpreted so as to assess whether the slopes are stable or become unstable in the future. In order to interpret the data, back analysis is extremely useful. In this paper a slope stability monitoring system is described. It consists of displacement measurements by GPS, and a back analysis of measured data. The use of GPS has a great advantage, because of the fact that continuous displacement measurements with high accuracy for a large extent of concerned area can be easily achieved. On the other hand, the back analysis can reveal the mechanical characteristics of the ground, which make it possible to assess the stability of slopes quantitatively.

The Mid-Tennessee Zinc (MTZ) mines, comprised of the Gordonsville, Elmwood, and Cumberland sites, last operated 4 years ago and are undergoing rehabilitation to begin production in 2008. The mines utilize a random room-and-pillar mining method that results in complex ventilation networks. Upon decommissioning, the mechanical ventilation units were removed and disposed of and several shafts sealed. In an effort to re-open the mines and operate in compliance with imminent Mine Safety Health and Administration (MSHA) diesel particulate matter (DPM) regulatory limits of 160TC µg/m3, a new ventilation system was required. The new ventilation system was developed primarily based on the diesel equipment required to meet production. Particular emphasis was placed on the DPM, diesel equipment utilization, main fan sizing, and fan locations to enable the mines to meet MSHA?s ventilation requirements in a cost efficient manner.

It has been known that after initial pile driving, pile capacity gain over time (set-up) could constitute a significant portion of the total pile capacity. In the past, there has been very little guidance for incorporating pile set-up capacity in design. This may be due to large uncertainties involved in predicting the pile set-up. A comprehensive statistical database is developed to describe the increase of pile axial capacity with time, known as set-up, when piles are driven into sand. Based on the collected pile testing data, pile set-up is significant and continues to develop for a long time after pile installation. The statistical database shows that a lognormal distribution can be used to describe the probabilistic characteristics of the predicted set-up capacity using Skov and Denver?s equation. The main objective of this paper is to incorporate the set-up effect into a reliability-based Load and Resistance Factor Design (LRFD) of driven piles in sand. A First Order Reliability Method (FORM) is used to derive separate resistance factors that would account for different degrees of uncertainties associated with the measured short-term capacity and the predicted set-up capacity from the proposed semi-empirical equations. The incorporation of set-up effects in the LRFD helps improve the prediction of the total capacity of driven piles, resulting in more economical design. A practical design procedure within LRFD framework to incorporate the pile set-up effect is outlined at the end of the paper.

This paper describes a method for the determination of the settlement of an individual H-bearing pile, based on the results of CPT-tests. As implied by the nature of the problem, no analysis performed on one pile can be regarded as generally valid for a whole piling foundation project because, even on one site, the pile behaviour varies from one pile to another. Consequently, no precise mathematical analysis has been established; the proposed procedure represents a simple model for the determination of the probable settlement behaviour of an H-pile under a compressive load. Prior to the settlement computations, the rupture load and the resistance distribution along the pile have to be determined. Since the method for the determination of the H-pile bearing capacity from the results of CPT tests has been described elsewhere (de Beer, 1971, 72; de Beer et al., 1982; Arbed, 1985), no details will be given in this paper. The proposed method is valid for both uniform and non-uniform H-piles. The computed results have been satisfactorely compared to the static loading tests performed on different types of piles in clayey and sandy soils during an ECSC research program on H-bearing piles (1983-1987).

The design methodology of the planned Second Avenue Subway Project (SAS) led to development of the initial support design to estimate cost and quantities in the Preliminary Engineering (PE) stage. Careful selection of the cavern design rules that recognized the impact of rock quality, rock cover, excavation geometry, and excavation sequence helped to overcome the design challenges of large, shallow caverns for the initial ground support. In the course of the design verification process prescribed by the design methodology, the design team was continuously reviewing and updating the support quantities. The design procedure includes methods using different approaches of empirical, continuum, and discontinuum analyses, which are currently advanced in the Final Engineering (FE) stage. The paper is a continuation of the RETC 2005 “Trials and Tribulations” and focuses on the procedures that led to the changes in the initial support as a result of the ongoing design development.

Landsvirkjun—the national electric power company of Iceland—is building the Kárahnjúkar Hydroelectric Project in eastern Iceland. Two glacial river systems will be dammed and channeled through a series of tunnels into a 690 MW underground powerhouse. The Project has a total of 73 km of tunnels to be excavated of which mosthave been completed. From three access adits, three large diameter (7.2 m to 7.6 m),main-beam, gripper-type, Tunnel Boring Machines (TBMs) are being used to complete50-km of the waterway tunnel. Using the TBMs was a first in Iceland to excavate the complex Icelandic basalt formations, which consist of inclined layers of hard basaltic flows with weaker scoriaceous and sedimentary interbeds. Faults, fissures and dykes that frequently cross the lava flows posed both geologic and hydrogeologic difficulties to the TBM tunneling. This paper describes the extreme challenges that the men and equipment had to endure to complete the tunneling, including the harsh winter weather on the surface and the cold, abundant ground water inflows within the tunnels.

Tunnel excavation using tunnel boring machines (TBMs), has become increasingly common in recent years, despite the fact that precise evaluation of certain risks have not kept pace with the use of these machines. One of the risks easily overlooked by Engineer and Contractor alike are the effects of abrasive ground on the costs and schedule of a given project. The impacts of worn and damaged TBM cutter heads have been observed on hundreds of tunnel projects around the world. It would appear that a reliable prognosis of the abrasiveness of soils on a project would be of great importance for designers, clients and contractors alike. Several well acknowledged test and prognosis methods already exist for rock, however there is only very limited knowledge available to describe the abrasiveness of soil and its impact on soft ground TBMs. This paper will examine approaches to this problem and suggest a new approach based on a current project undergoing design.

Background Population growth and increasingly stringent regulatory controls on water quality across North America have resulted in municipal governments investing heavily in infrastructure to control what are known as Combined Sewer Overflows (CSOs).These are events which occur when combined sewers exceed their conveyance capacity during periods of heavy rainfall or snowmelt. The city of Atlanta, Georgia is one such municipality; with a population of over450,000 within city limits and a sewer system servicing 1.2 million including adjacent jurisdictions, the City of Atlanta has a Combined Sewer System (CSS) encompassing approximately 15% of its total 3,540 km (2,200 miles) of sewers. Atlanta’s CSO discharges to local watercourses began to draw fire from environmental groups in the1980s. As a result, in the early 1990s, the City constructed a series of CSO control facilities which provided screening and chlorination at seven CSO discharge points across the CSS watershed. Unfortunately, these facilities were not capable of handling all of the overflows generated due to heavy storm events; frequently, untreated water was bypassed around the treatment facilities. The federal Environmental Protection Agency (EPA) deemed that water quality standards were being violated by these discharges, and a suit was brought against the City to force a higher standard of compliance. As a result, the City entered into a federal Consent Decree which would bring CSOs into compliance with federal standards by 2007. A critical component of this plan was the design and construction of the West Area CSO Tunnels and Pumping Station. In February 2003 the City’s Department of Watershed Management retained the services of Jordan Jones & Goulding/Hatch Mott MacDonald/Delon Hampton Associates (JDH Joint Venture) to design and provide construction management ser-vices for the project, which was designed to capture combined sewage from three of the City’s existing CSO facilities on the northern end of the CSS watershed. The design consisted of two connected tunnels which would convey the wastewater originating from the North Avenue, Clear Creek, and Tanyard Creek CSO facilities to a submersible wet well pumping station located at the R.M. Clayton Water Reclamation Center (WRC). Since the majority of the effluent stream consisted of storm water, the City elected to design and construct a separate treatment plant. This plant was designed under a separate contract, and is currently under construction.

Paper written on project work carried out in partial fulfilment of B Eng (Chem) degree Operational factors influencing the electrostatic separation of mineral sands were investigated in a laboratory separator. Measurements were collected online by means of an optical sensor using diffused reflectance spectroscopy to determine the mineralogical composition. The results have shown that the roll speed and potential were the dominant operating variables, collectively explaining more than 83% and 68% of the product grade and yield, respectively. In contrast, the feed rate, temperature and position of the plate did not affect separation. The effect of the ambient relative humidity, ranging from 10% to 45%, could not be assessed conclusively and at best appeared to have a weakly beneficial effect on the product grade. The gas-dynamic method is presented of calculation of explosion-proof distances during an explosion of the methane-air mixture in mine working. On the basis of this method is modelled of shock waves interaction with explosion protective parachute partitions, obstructions and water barriers. Calculations have been carried out of attenuation factors of shock waves during their interaction with explosion protective structures, arranged near conjugation zones of mine workings. Possibilities have been analysed of suppression of intensity of shock waves and of propagation of shock waves control in mine working network of coal mines by installation of explosion protective structures.

This paper utilises 3-D finite-element modeling to study the static and dynamic lateral harmonic response of inclined piles, in a homogenous and a non-homogenous soil, modeled as a linear hysteretic medium. The results of a comprehensive parameter study are presented in the form of dimensionless plots of: (a) static and dynamic swaying and rocking stiffnesses and damping ratios, and (b) distribution of internal forces (bending moment, shear and axial force) with depth. These plots can be readily utilised in practical applications and they offer insight on the role of the inclination in the response of flexible piles.

The Fort Canning Tunnel, Singapore, is an approximately 50 feet (15m) wide vehicular tunnel under shallow ground cover that has been constructed according to the principles of the NATM. Its shallow location in soft ground combined with a high groundwater elevation in close vicinity of historically important features called for special design considerations combined with a rigorous monitoring scheme. Surface, sub-surface and in-tunnel instrumentation was installed to monitor the performance of the ground and tunnel support during construction. Comparison of actual reading data with the results from the computer modeling carried out during the design phase is provided in this paper.

The characteristics of the igneous and metamorphic bedrock, extra-hard and abrasive, of the Guadarrama Tunnels, a bi-tube project of length 28.4 km without any intermediate attack, are first commented upon. Next, a detailed discussion is given of the most relevant aspects of the performance of the four double shield type TBMs. The experience of this leads to various recommendations to be borne in mind in future designs of TBM having to work in rock of similar characteristics.

Hand scaling is a physically demanding job and is responsible for numerous overexertion injuries in mining. This experiment studied rib scaling from an elevated bucket to examine force generation capabilities and electromyographic responses to a prying subtask. Subjects exerted force using two bars (steel and fiberglass) at five target heights. Work height significantly affected peak prying force during scaling activities with highest force capacity at the lowest level (p = 0.0188). Bar type did not affect force generation (p = 0.7843): However, use of the fiberglass bar required significantly more muscle activity to achieve the same force (p < 0.05). It was concluded that miners should scale points on the rock face that are below their knees, and reposition the bucket as often as necessary to do so. Additional research is needed to fully understand the impact of bar type on the physical demands of an entire scaling task.

Strain-type rockbursts, or strainbursts, are characterised by a localised violent failure. Their cause is attributed primarily to the sudden release of strain energy, which accumulates in a volume of highly stressed rock as a result of mining activities. Examples of such phenomena are crown/sill pillar bursts created in the mining process, pillar crush in room-and-pillar mining, face ejection in drift development headings at depth, and floor bursts associated with deep shaft sinking. The paper describes a simple method for the assessment of crown pillar bursts in steeply dipping ore deposits which are extracted by the overhand cut-and-fill method. The method is based on a theory previously established by the author to help assess the need for a remedial solution such as pillar destress blasting. Basically, the mining-induced energy storage rate (ESR) in the pillar is compared with the critical strain energy to come up with the so-called burst potential index (BPI).

Many large caverns are being constructed in great depths in Korea mainly for the storage of oil and LPG. These caverns are mostly located near the port where rock conditions are reasonably good. In some instances, the horizontal stress is very high and endangers the stability of the cavern. The purpose of this study is to assess the stability of large caverns excavated in a rock mass with high horizontal stress where Ko value is close to 3. Result shows that stress exerted in the shotcrete at crown exceeds allowable value when the 3rd bench is excavated. Also found is the tensile failure of shotcrete near the boundaries between benches. In Korea werden viele grosse Kaverne fuer Aufbewahrung vom Oel und Fluessiggas in grosser Tiefe gebaut. Am Meisten befinden sich diese Kaverne in der Naehe von Haefen, wo der Fels gute Verhaeltnisse zum Bauen einer Kaverne besitzt. In einigen Faellen ist die Horizontalspannung sehr gross und dadurch wird die Stabilitaet vom Kaverne gefaerdet. Der Zweck dieser Arbeit ist die Stabilitaet des im Fels gebauten grossen Kavernes mit hoher Horiaontalspannung zu schuetzen, wo Ko-Wert sich auf 3 naehrt. Die Ergebnisse zeigen, dass die Spannung im Spritzbeton an der Krone den zulaessigen Wert ueberschreitet, wenn das dritte Bank ausgegraben wird. Im Bereich des Spritzbetons zwischen Baenke wurde das Zugversagen festgestellt. Des larges cavités nombreuses sont en train d’être construites en grand profondeur en Corée prin-cipalement pour le stocage du pétrole et LPG. Ces cavités sont pour la plupart situées près de la porte oú les conditions des roches sont résonablement bons. En quelques cas, la contrainte hori-zontale est trés haute et met en danger la stabilité de la cavité. L’objet de cet étude est d’estimer la stabilité des large cavités excavées dans une masse de roche ayant une haute contrainte horizontale oú la valeur de Ko est proche à 3. Le résultat montre que la contrainte exercée dans le shotcrete à la couronne dépasse la valeur admissible quand le troisième banc est excavé. En plus une faillite en tension du shotcrete près de la frontière entre des bancs est trouvée.

"Coal transported by rail for Thermal Power Plant in Haldia, West Bengal, India, was to be received and stored in Coal Complex comprising of Wagon Tippler, Track Hopper, Junction Houses and network of horizontal and inclined tunnels. The site was very soft with high ground water level. Deep excavation and dewatering posed great difficulty. Original plan was to drive about 1000 m of steel sheet pile and well sinking which had major impact on cost and time. High ground water was identified as the main problem. Controlling water level and maintaining it would allow open excavation over major areas. Scheme for lowering aquifer with one and two-stage well-point dewatering system was developed following basic principles of groundwater and seepage. Arrangements of wells, installation and pumping were worked out in detail. Water levels could be lowered below bottom levels of excavation. Design of sheet pile was modified under lowered ground water condition. Overall length and depth of sheet pile were reduced drastically. Open excavation was possible in segments over major areas. The scheme was highly successful in smooth and fast progress of underground works. The works were completed safely months ahead of schedule time and with significant saving in cost.INTRODUCTIONThe Coal Receiving Complex of thermal power plant comprised of 250 m long 8 m deep Track Hopper (TH), 12 m deep Wagon Tippler (WT) with provision for addition of another Wagon Tippler. Track center lines of TH and WT were very close. Coal unloading facilities were connected with a network of underground tunnels and Transfer Points (TP) upto Pent House (PH). The facilities were optimized in a compact layout within about 400 m x 120 m area. Initially excavation for TH was started adopting side slope of (1 V : 1.5 H) with 2 m wide berm and dewatering by in-pit sump and pump. When depth of excavation reached about 5-6 m, failure occurred over a long stretch as shown in Figs. 1a - 1b photos. Further work was stopped to develop scheme for carrying out deep excavation and civil works safely."

"Xstrata Nickel’s Raglan operation, northern Québec, achieved paymetal recovery gains in 2007 by switching the collector from potassium amyl xanthate to sodium isobutyl xanthate. To follow on from that position, Xstrata Process Support (XPS) and A. Di Feo of Raglan proposed that a mixed xanthate system be formulated and tested towards further performance gains. This work selected ethyl and isobutyl xanthates as the candidates. An optimized ratio of these was to be determined by a designed experiment. This suggestion was based on an abundance of published literature that reported mixed collector systems outperformed single ones. A partial factorial design was used to configure four test conditions and a mid-square for the flotation work. The testwork was conducted using High Confidence Flotation Testing. The raw data were analyzed and modelled by Design-Expert software. An optimum ratio of 1.6:1.0 by mass (1.32:1.0 in molar terms) of isobutyl:ethyl xanthate was determined. Without this modelling, the optimum ratio would have been missed. Results obtained with the new baseline flotation test using this optimized mixture showed a 3.3% Ni recovery gain in the bypass concentrate and more than 1% recovery gain for PGM over the single PIBX system. This system has been proposed for and accepted as a plant scale trial in the first half of 2010.INTRODUCTIONConcentrator OperationsMilling and flotation of sulphide ores ahead of smelting and refining is a common practice. The state of the lithium mineral industry is closely linked to the performance of the glass and ceramic industries and to the overall economy. Demand for the glass/ceramic products in Europe, Asia and North America remained strong during 1999. This was due to a slight improvement in the economy during the latter half of the year. Consequently, demand for lithium minerals was firm, with a positive outlook. The major economic minerals for lithium are spodumene, petalite and lepidolite. The latter was once the primary mineral. But its importance hasdeclined since the 1960s. The lithium industry consists of two different segments: •The lithium minerals segment mines from hard-rock deposits and physically processes the material to high-grade concentrates. •The lithium chemicals and metal industry segment. The major feedstock for specialty lithium chemicals was previously high-grade spodumene ore converted to lithium carbonate. However, most lithium carbonate is now sourced from salars in North and South America.
