Rehabilitation of mined out areas is often enforced by environmental bonding. It is usually assumed that this process provides financial assurance that rehabilitation will be carried out as agreed at the permitting stage. Shortcomings of the current practice in environmental bonding for mining are reviewed. Of particular importance for the public, for governments and for the environment is the absence of protection against cost overruns and companies defaulting before the bond amount is entirely paid. Elements of solution are identified through the emergence of environmental insurance as a complement to bonding for cost overruns and defaults. A cover of environmental catastrophes could also be added, hence reducing the risk for the public and the environment. We examine the merit of creating a captive insurance company under the responsibility of the mining industry. The use of insurance techniques would incorporate a genuine risk management dimension to the financing of rehabilitation.

These summaries have been prepared in cooperation with State geological surveys or related agencies. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State Activities field office.

This bulletin deals with prime movers, power-transmitting machinery, and the surface equipment and methods used to pump oil wells. It does not discuss geological problems nor the methods and equipment used in drilling or at flowing oil wells. Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

The present work considers the essence of fragmentation: on the level of a simple model as a material response to the curvature accumulated by it at large deformations. It is on this basis that the correlation between curvature and fragment sizes is determined. It is shown that at deformation the area of curvature center inevitably changes. It is revealed that a specific value of variation of center surface area, i.e. ^As parameter, is numerically equal to the value of curvature acquired by a material. Minimum sizes of fragments and grains depending on ^As have been estimated, and the dependence of this parameter on strain has been established. Besides, the present paper considers the effects exerted by curvature center geometry, material distortion, directions of deformation and thermal warming up in the localization zones on structure refinement when various techniques are applied.

Intergrated energy balances and energy flows were constructed and quantified for State, regional, and national levels from four separate supply and demand commodity balances for coal, dry natural gas, petroleum and natural gas liquids, and utility electricity. These commodity balances were integrated by source and sectors through conversion and aggregation of their components to energy equivalents expressed in British thermal units (Btu). A summarization of the total gross energy components of supply and demand for commercial energy derived from direct fuels, hydropower and nuclear power, based on individual States and regions, is tabulated for 1960 and 1965. Pertinent computerization details and more than 500 individual State and regional printout tables, in both original commodity units and Btu's, are shown. Using these data, energy flows between States and regions were calculated to identify surplus and deficit energy areas. Report emphasis is on the conceptual aspects of integrated energy balances, rather than on the development of missing State energy data.

We consider the Grubbs estimation of the precision of an online gauge. Typically, this type of estimation involves independent results from two or more reference instruments (sampling and laboratory analysis operations). The properties of the estimator are then independent of the product variability. However, the use of more than one reference instrument entails significant additional costs. The two-instrument Grubbs estimator, which is based on results from a gauge and a single reference instrument, has the disadvantage that its standard error is heavily dependent on the degree of product variability. We propose a new estimator that has a variance that is more or less independent of product variability. In fact, the variance is typically less than that of the Grubbs estimator based on the use of two reference instruments. In order to function successfully, our methodology requires some prior knowledge of the extent of product variability and of gauge precision. In practice, such prior knowledge is often available and it is a weakness of the traditional two - and three-instrument Grubbs methods that no use is made of such knowledge. The efficacy and robustness of the new method is illustrated by Monte Carlo simulation.

We encountered several areas of methodologic uncertainty during development of a data collection method for use with vibrating hand tools in metal assembly. A local manufacturer sought our assistance designing a data collection method for evaluating and predicting risks of upper extremity disorders associated with use of vibrating hand tools. Current methods of vibration measurement are described in ISO 5349 [2]. However, the complexity of measuring vibration along with other exposures such as force and posture has limited the number of workplace-based studies of upper extremity disorders that have included direct measurements of vibration. Data from this preliminary study was used to look at two issues: a comparison of vibration values between production and non-production workers when performing the same task, and a comparison of worker ratings of vibration comfort to direct measurement of tool vibration. Methods Eight experienced production workers used each of six metal fastening tools to install fasteners. Vibration was collected by 3 tri-axial accelerometers, one attached to the tool handle following ISO 5349 recommended locations, one attached to the hand dorsum on the 3rd knuckle and one to the thumb side of the wrist. Data sampling rate was 10,000 samples/second. Hand grip and feed forces were obtained using a Novel pressure sensing mat on the palm. Each trial consisted of installing 10 fasteners per tool for each of the 6 tools. The test set-up placed the wrist in the position typically used by the operator during production. Each worker documented subjective comfort and effort ratings on a seven point scale following each series of fastener installations. One series of testing was completed by three non-production workers inexperienced in fastener installation to simulate use of alternative employees for data gathering. Vibration data for each trial were acquired, digitized, and stored using Lab View. The X, Y, & Z axes were used to calculate the vector sum response for each tri-axial accelerometer. The tool data were digitally filtered following ISO recommendations. Calculated data consisted of the mean RMS over the tool’s on- time, the starting and breaking peak impulses, and the peak of the frequency response. Results Production workers (n=8) were right hand dominant males with a mean age of 55 years and normal hand strength (mean right grip = 106 lbs). Non-production workers (n=3) had similar characteristics. We found large and statistically meaningful differences in hand force during tool use between production and non-production workers (mean production workers = 9.77 lbs, mean non-production workers = 43.30 lbs, p = 0.0001). Vibration values obtained from the hand also showed a statistically meaningful difference (mean in production workers = 0.67 Gs, mean in non-production workers = 1.48Gs, p = 0.0014, figure 1). Experienced worker ratings of comfort during tool use demonstrated a moderate correlation with measured vibration (r=0.63). Worker ratings trended with direct recordings from the tool handle as shown in figure 2.

The vibration and impact environment for crew members on locomotives has been investigated in a series of studies conducted by Exponent Failure Analysis Associates (Exponent) beginning in 1990. Locomotive cab vibration and impact levels were measured on a variety of locomotive models operating over many different track sections across the Union Pacific, Burlington Northern Santa Fe, CSX, Norfolk Southern, and CONRAIL systems. The comfort and health implications of exposure to the measured locomotive vibration levels were evaluated by comparison with the human vibration exposure boundaries given in the International Standards Organization (ISO) standard 2631-1:1997, the British Standard 6841:1987, European Union (EU) Directive 2002/44/EC, measurements made by Exponent on various commercial and recreational vehicles, and vibration exposure measurement data found in the literature. Methods Initially, vibration levels experienced by locomotive crews were measured and recorded at incremental speeds covering the range of normal train operation. In 2003, a method of measuring the vibration exposure continuously by means of a digital recorder was developed, allowing the vibration level over the entire run or crew shift to be analyzed. For each seating location measured, acceleration was recorded on the seat surface beneath the ischial tuberosities (pelvis) of the seated crew member and on the cab floor directly under the seat. At each of the locations, triaxial accelerometers were used to measure the vibration along the longitudinal, lateral, and vertical axes. Since the vibration environment varies throughout the route, and locomotive vibration levels have been found to be primarily speed dependent, a speed sensor was used to continuously measure the speed of the train. To evaluate the recorded vibrations levels, the data was divided into two-minute segments, which were each processed per the 1997 ISO standard for weighted RMS vibration levels and Vibration Dose Values (VDV). Additionally, PSDs and 1/3 Octave RMS values were calculated to determine the frequency content of the vibration. For each two-minute segment, the average speed of the locomotive was calculated to allow for correlation with the recorded vibration exposure values. The resulting exposure values for the entire run were calculated by combining the data from all of the two-minute segments. Since introducing the continuous method of recording acceleration, 23 seating locations have been recorded on 11 locomotives traveling 11 different routes across various parts of the United States. One of the routes was a shift of ‘yard work’, traveling back and forth in a rail yard coupling train cars together. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The formation of orogenic gold deposits is commonly a two-stage process. The first stage involves preconcentration of gold in a suitable source rock, such as carbonaceous black shales, felsic volcaniclastics or komatiitic volcanics. The second stage involves the release of gold (commonly with arsenic and/or tellurium) from the source rocks during metamorphism or magmatic intrusive events, accompanied by the replacement of source rock pyrite by pyrrhotite. Recent research suggests that synsedimentary gold trapped in the structure of diagenetic arsenian pyrite in reduced carbonaceous facies of continental margin sedimentary basins is an ideal source of gold for many orogenic and Carlin-style gold deposits. The conversion of diagenetic arsenian pyrite to pyrrhotite during basin closure and greenschist facies metamorphism is the key process releasing gold and arsenic to the metamorphic fluid, with metal deposition in structural trap sites to form the deposits.CITATION:Large, R R, 2015. "The investigation is dedicated to study of biohydrometallurgical processing of refractory gold-arsenic concentrate with the large content of pyrrhotite. Sulfide concentrate of chemical constituents: 75g/t Au, 4,7g/t Ag, 6,3% As, 29,3% S, 2,3% Sb, 0,5% ? (organic) and of mineral composition, %: 11,8 arsenopyrite, 39 pyrrhotite, 12 pyrite, 2,9 antimonite and the rest – aluminosilicates, carbonates and quartz, was studied. The recovery of gold from concentrate by cyanidation is 51,2%. The rest of gold is embedded as finegraded segregation in sulfides.Sulfide oxidation process study is described. Bacterial oxidation was executed on a pilot laboratory unit using combined autotrophic bacterium: A. thiooxidans , A. ferrooxidans, Leptospirillum ferrooxidans and sulfobacillus thermosulfidooxidation, pH=1,5-2,2, t=28-32?C, oxidation time 120 hours. Pyrrhotite is the least stable sulfide mineral with electrode potential 0,45V versus arsenopyrite (0,55 V) and pyrite (0,55-0,6 V) and is oxidated primarily. Pyrrhotite oxidation is followed by large amount of elemental sulphur, which has a bad influence on cyanidation.It’s established that the rate of arsenopyrite (for the first 48 hours) from concentrate containing 39% pyrrhotite is 2-3 times as less as the rate of arsenopyrite bio-oxidation from concentrate without pyrrhotite. The arsenopyrite bio-oxidation is accelerated only after the elemental sulfur was oxidized by bacterium A. thiooxidans and elemental sulfur percentage was reduced from 6,8 to 3,9%. The bacterium concentration is increased from 2,5x107 to 2,5x109 cells/ml. Almost full oxidation of arsenopyrite (98%) and pyrrhotite (98- 99%) is finished in 120 hours. We have studied two pretreatment methods for elimination sulfur content influence on cyanidation: aeration in lime and electrochemical treatment. Such an operation enables to have supplemental oxidation of elemental sulfur and other oxygen and cyanide absorbants before cyanidation. After treatment the content of elemental sulfur was decreased from 3,9 to 2,2%, gold recovery from 90 to 96% and cyanide consumption from 16,2 to 7,2 kg/t decreases. The content of toxical rhodonite-ions in liquid phase of pulp and disinfection reagents consumption were decreased as result of elemental sulfur content in bio-oxidated product reduction."

Occupational exposure to whole body vibration has long been associated with increased incidence of low back pain and low back injuries1. A number of studies have investigated transmissibility of seat pan vibration 5, 6. While transmissibility has been well researched, the mechanism by which vibration may induce injury has not been thoroughly studied. Winter et al. identified increased reflex response delay after vibration exposure and speculated that muscular fatigue may be the cause of this increase9. However, a mechanism has yet to be demonstrated completely. A potential mechanism that may explain the increased risk is neuromotor habituation. Muscle spindle organs have been shown in the extremities to be sensitive to muscle and tendon vibration. Rapid length changes in muscle have been shown to result in kinesthetic illusions as the regular firing of the muscle spindles is interpreted as muscle lengthening4, 7. These illusions have also been demonstrated in the paraspinal musculature2. With removal of vibration, research in the extremities has demonstrated increased positioning errors, probably due to neuromotor habituation8. In this research, it has been hypothesized that neuromotor habituation after exposure to occupational vibration will increase positioning errors. It is further hypothesized that these errors can be shown to be linked to increased reflex response time. Such increased reflex response time could, in turn, decrease spinal stability and increase low back injury risk. Methods Both positioning error and sudden load response were measured before and after exposure to 20 minutes of 5 Hz, 0.223 m/s2 RMS seat pan vibration. Subjects were asked to sit on an unpadded seat without a backrest. Throughout the whole body vibration period, subjects were instructed to put their hands on a stable hand rest and feet on an adjustable stable footrest. The subjects were instructed to assume a comfortable and relax sitting posture for the duration of the exposure. Positioning error was measured using an active-active reposition sense protocol. Electromagnetic markers (Motionstar, Ascension Tech, Burlington, VT) were used to track trunk motion. With markers attached to the skin at the T10 vertebra, the S1 vertebra and manubrium, trunk flexion (the angle from vertical of the line connecting T10 and S1) and lumbar curvature (the difference in inclination of the T10 and S1 markers) were tracked. In the reposition sense protocol, subjects were asked to maintain an upright trunk flexion and to rotate their pelvis and lumbar curvature to assume a target lumbar curvature. In the protocol subjects completed training trials, where they were asked to match their lumbar curvature using a visual display, and assessment trials, where they were asked to reproduce the lumbar curvature from memory. After two initial training trials, training trials and assessment trials were alternated for a total of 3 assessment trials. Reposition error was defined as the absolute difference between the target lumbar curvature and the lumbar curvature the subject assumed during the assessment trials.

"According to Darcy’s equation, the rate of dewatering varies as inverse square of the surface area of the particles to be dewatered and is proportional to the pressure drop across a filter cake. Thus, the difficulty in dewatering fine mineral concentrates can be overcome by using high-pressure filters. When treating ultrafine particles, however, it is often necessary to further dewater the filter cake using a thermal dryer. In the present work, novel dewatering aids that can reduce the pressure requirement have been developed. The reagents are designed to reduce surface tension, increase particle hydrophobicity and increase capillary radius, all at the same time. They were tested for dewatering mineral and coal concentrates in both laboratory and pilot-scale tests. The results show that the use of the novel dewatering aids can substantially reduce cake moistures and, at the same time, increase throughput. In this communication, the case history of using the reagents commercially at the Garpenberg concentrator is given. The use of the novel dewatering aids allowed the operators to use a vacuum filter to obtain desired cake moistures and obviate the need to use a thermal dryer.INTRODUCTIONDewatering is an integral part of mineral and coal processing operations, as it is necessary to remove water from concentrates (or clean coal) to minimize shipping costs, meet contract specifications, and recycle the process water. Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). The Newmont Boddington Gold (NBG) processing plant was designed for 35Mt/y with ball mills expected to deliver a combined new mill feed rate of 4837 tonnes/hr. Since beginning commercial production in late 2009, the plant has steadily increased throughput to meet design capacity in 2014 and reached 37 Mt/y in 2015. Through improved efficiencies, changes to the milling circuit have taken place since commissioning to take the plant beyond its design to an actual throughput of 39.0 Mt in 2017 and a budgeted throughput of 39.4 Mt/y this year.The NBG milling circuit has four parallel ball mills, each consisting of a 7.9 x 13.4 m ball mill with twin 7.5 MW fixed speed motors in closed circuit with twelve 650 mm cyclones. Each mill is fed by two wet screens with the undersize gravitating to a mill discharge hopper where it is combined with the ball mill discharge and pumped to hydrocyclones for classification. The cyclone underflow is re-ground to a target P80 of 150 µm.This paper will focus on process improvements made to the NBG milling circuit which include cyclone reconfiguration, fine screen panel redesign, implementation of an expert control system, mill power draw increase and grinding media changes to take NBG beyond its design throughput.CITATION:McCamley, C, Petrucci, P and Blay, K, 2018. Aquila Mining Systems Ltd., is the world leader in drill monitoring, control and GPS-based machine navigation systems for the mining industry. This paper will review the design and application of AQUILA’s drill monitoring, control and positioning systems currently in use throughout the world and some of the benefits that derive through their use. In 1993, AQUILA became the first company to install a high precision, cm level, real-time GPS receiver on a blasthole drill. In fact, this was likely the first application of GPS on any form of production mining equipment. To date, AQUILA has installed over 90 GPS based drill monitoring systems worldwide. Since 1992 AQUILA has continued to lead in the advancement of new technologies for drilling including real-time geology recognition and automated drilling control systems. The AQUILA DMseries drill systems offer mines the ability to collect and transmit to the mine office; drill production statistics, ore and waste intersections, exact collar elevations, hole positions and depths, maintenance information and consumables tracking. Unique office software developed by AQUILA provides an encompassing Windows environment within which to manage and coordinate all aspects of data communications and information management between the drills and various mine departments. AQUILA and Caterpillar, along with Mincom and Trimble Navigation are partners in a technology alliance that is providing the surface mining industry with vehicle tracking and navigation systems for all mobile production equipment.

Occupational exposures to whole-body vibration (WBV) at different frequency domains may differentially affect human comfort and the musculoskeletal system. Under this presumption, a frequency-based weighting scheme has been adapted in many widely accepted standards for WBV measurement. However, there is very little human data showing a direct link between WBV frequency and musculoskeletal disorders. We conducted an epidemiologic study to examine the association between WBV frequency and prevalence of low back pain (LBP) and to identify determinants of specific frequencies associated with LBP in urban taxi drivers. Methods The WBV frequency data were collected from 247 professional drivers (aged 44.6±8.3) who participated in an exposure validation study 1 of the Taxi Drivers’ Health Study (TDHS) in 2000. 2 In accordance with the ISO 2631-1 (1997) methods, we measured the frequency-weighted acceleration over drivers’ seat surface, under conditions representing randomly assigned destinations. We developed a WBV record-replay system at the Liberty Mutual Research Institute (LMRI) in Hopkinton, MA, USA. This system includes two tri-axial accelerometers (PCB Piezotronics, NY, USA), one RD-130T PCM data recorder (TEAC, Tokyo, Japan), and one LMWBV meter 2.0 (LMRI, MA, USA). Only the vertical axis of seat-surface WBV frequency was used in this study. To characterize the WBV frequency curve, we manually identified the presence of any peak within each of the following frequency range: <4, 4-10, 10-20, and >20 Hz. Information about the operating vehicles and driving environment was either collected from the vehicle registration record (manufacturer, year of make, transmission, engine size, etc.) or directly measured (wheel-base length, seat inclination, etc.). Structured interviews were conducted by an occupational physician to gather information on LBP that had led to medical attention or absence from driving in past year. We used multiple logistic regression to estimate the prevalence odds ratio (OR) associated with the presence of each index peak frequency, adjusting for age, body mass index, professional seniority, daily driving hours, seat inclination, and the intensity of predicted root-mean-square WBV exposure in m/sec2. For any revealed WBV frequency that was associated with LBP, we constructed a multiple logistic regression model to identify the personal and vehicle characteristics associated with the presence of WBV peak within the indicated frequency range.

In Taiwan, around 8,000 tons of batteries are consumed per year but only 17% of which were collected and transported to oversea for recovery. The dumping used batteries have become a potential environment problem. How to increase the collection efficiency of used batteries is an important issue for EPA in Taiwan. Besides, some treatment plants are on process to get permission for recovering used batteries. The objective of this study is to estimate the recycling cost of spent consumer battery and explore the feasibility of recovering used consumer batteries in Taiwan based upon the principle of cost-efficiency. The recycling cost including collection cost and recovery is estimated based on a survey. Results would provide some suggestions to Taiwan EPA regarding feasibility of recovering used batteries in Taiwan.

Many of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed, in operating and anesthetizing areas. When ether was first introduced, candles and gas-lights and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions -many of them fatal to patients -have been attributed, with good reason, to sparks from static electricity. In this paper the authors present facts to show the prevalence of static electricity in the average hospital anesthetizing area, and the degree to which this easily developed electrical form of energy constitutes an explosion hazard. An effort is made throughout to explain how static electricity behaves, why it is a hazard, and why certain safety measures are needed and recommended. Following the introduction and a short general discussion of static electricity, which incorporates a glossary of pertinent electrical terms, an account is given of inspections and tests made in a number of hospitals. This account includes many suggestions that should be useful to any person who plans to make similar inspections and tests. However, a comparison of materials and equipment used with those described in the report will reveal, in many cases, the potential dangers and obviate the necessity for tests. The hospital work was supplemented by considerable laboratory research designed to determine the spark energies required to ignite anesthetic-gas mixtures and the exact amount of time involved in developing the usual static charges. The results of this research are reported and the implications examined. The paper concludes with a general discussion of static and related hazards in anesthetizing areas and of the most urgent preventative measures.
