The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Ten Methane Monitoring Systems and Machine Control Circuits were examined and tested per the requirements in CFR Title 30, Parts 18 and 27, the Standard UL 913 and the document "Test Requirements For Instruments or Apparatus to be Considered for M.E.S.A. Intrinsically Safe Certification (Tentative)". The test results indicate that none of the products complied with all parts of all requirements as interpreted by Underwriters Laboratories Inc.

This is a report on work done and results obtained in a minerals exploration program conducted by the Bureau of Mines on the lead-zinc deposits in the Ross Basin-Lake Como district, San Juan County, Colo., in 1948, 1949, and 1950. Four large veins--the Seven Thirty, Red Rogers, Cashier-Shorts top-Canandaigua, and Queen Anne--and several narrow spur veins were explored at relatively shallow depths with core-drill holes. Thirty-nine holes, totaling 10,491.5 feet, were drilled, and the core samples were assayed at the Bureau of Mines station at Salt Lake City, Utah.

"A new process is disclosed for the recovery of gold and/or silver values from activated carbon wherein they are adsorbed as cyanide complexes. A unique chemistry allows the new process to use mill process water containing an inexpensive, non-hazardous compound as the eluant. The new process has an elution period of 5 hours at 98°C. The gold in the eluant can be recovered by electrowinning or zinc precipitation. The new elution process is simple, reliable, and provides an eluted carbon that may not require thermal regeneration before reuse. Retrofitting the new process to existing processes such as Zadra, Anglo, and others will not require significant capital expenditures.IntroductionThe efficient and reliable elution process for gold/silver from activated carbon is a very important process in the gold mining industry. A number of biodynamic models of the hand-arm system have evolved on the basis of measured driving-point mechanical impedance (DPMI) responses to facilitate analyses of the coupled hand-tool system [1]. The parameter identifications in such models are based upon minimization of an error function of the model and the target impedance data, which may not yield a unique solution. Consequently, a number of model structures and parameter sets could be realized that would equally satisfy the target curve. Moreover, the vast majority of the reported models exhibit acute deficiencies due to excessive static deflections of model masses, presence of a low frequency mode and very light masses in the order of 1.2- 4.8 grams. The models also do not characterize the dependency of the biodynamic responses on many factors, namely the hand forces, hand-arm posture and vibration intensity. This study aims at development of a hand-arm biodynamic model with considerations of the hand forces, and both the DPMI and power absorption measures, to enhance the uniqueness of the model. Methods Two different model structures are chosen for identifying the model parameters on the basis of measured DPMI and absorbed power characteristics of the hand-arm system under zh-axis vibration over a range of hand-grip and push forces. Owing to the strong influence of the hand-handle coupling forces, the models were initially derived for fixed hand forces, namely 30 N grip and 50 N push forces, as suggested in the ISO 10068 standard [2]. The equations of motion for the model are formulated and solved to compute both the DPMI and absorbed power responses. A constrained minimization function comprising weighted errors of both the DPMI and absorbed power is formulated and solved to identify the parameters. Alternate functions corresponding to different combinations of hand forces are then applied to identify hand-force dependent model parameters. Variations in the model parameters are investigated as functions of the grip, push and coupling forces through linear regression analysis. Regression-based models are formulated for deriving the hand-handle forces dependent model parameters. The validity of the model is also examined under selected combinations of hand forces. [ ]

Application of teleoperated and automated mobile equipment in underground metal mines represents a promising avenue to overcome some of the challenges facing the industry. This paper addresses the issues of overall effectiveness of the autonomous loading and haulage equipment in comparison with conventional man-operated machines. It overviews and discusses the factors affecting availability, utilization and production rate. It puts an emphasis on some problems and risks not present in conventional man-operated systems, as well as their character and criticality. It stresses the need to analyze the factors affecting OEE of the autonomous equipment more in-depth than it has been done up to date and to take them into consideration at the stage of feasibility studies. The paper concludes with some recommendations and indicates the directions of the future research in this field.

Repeated exposure to hand-arm vibration through the use of vibrating hand tools can result in the development of the disorder known as hand-arm vibration syndrome (HAVS; (1,3)). One of the hallmark symptoms of HAVS is cold-induced peripheral vasospasms that result in finger blanching (4). Although the vascular and neural pathology associated with vasospasms has been described, little is known about cellular mechanisms leading to this damage (4). To understand how vibration may alter vascular and neural physiology and anatomy, rats were exposed to a single bout of tail vibration and the molecular responses of neural and vascular tissues were measured to determine if there are immediate or sustained affects of vibration that may underlie longer term changes in physiology. Methods Experiment 1. Male Sprague Dawley rats (n = 32, 6 weeks of age) were housed in AAALAC accredited facilities. All procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guidelines for care and use of laboratory animals. Vibration exposures were performed by restraining rats in Broome-style restrainers, and securing their tails to a vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control rats were treated in the same manner, except that the tail platform was mounted on isolation blocks and not on a shaker. The vibration exposure was 125 Hz, 49 m/s2, for 4 h. Rats were euthanized with an overdose of pentobarbital (100 mg/kg) 1 h or 24 hours after the exposure. RTqPCR was used to measure transcript levels for endothelin 1 (ET-1), the 3 forms of nitric oxide synthetase (NOS) NOS-1, NOS-2, NOS-3 and norepinephrine receptor subtypes 1D, 2A, 2C, in artery tissue, and to measure calcitonin gene-related peptide (CGRP) and nitric oxide synthase-1 (NOS-1) in ventral nerves. Data were analyzed using 2-way ANOVAs. Experiment 2. Male Sprague Dawley rats (n =24, 6 weeks of age) were maintained as described above. Animals were exposed to a single bout of restraint or vibration. Another group of animals served as cage controls. All animals were euthanized 24 h after the exposure, and tail arteries were isolated and frozen. Reactive oxygen species ROS) were measured using electron spin resonance spectroscopy (ESR). Arteries were homogenized over ice in 1 ml of PBS with protease inhibitor cocktail, using a tissue tearer (Biospecs Products Inc. Racine, WI USA). The sample was split into two 0.5 ml samples. One set had PBS and the spin label hydroxyl-TEMPO [0.1 mM] added while the other set had hydroxyl-TEMPO [1.0 mM] plus the specific hydroxyl radical scavenger, dimethylthiourea (DMTU), added to confirm the presence of the hydroxyl radical. Samples were vortexed and then placed in a flat cell for ESR analysis. The ESR spectrometer settings were: receiver gain, 6.32 x 102; time constant, 0.02 s; modulation amplitude, 1.0 G; scan time, 20 sec; magnetic field, 3490 ± 100 G (2). Data were analyzed using 1-way ANOVAs.

The scope of the SA (Situational Awareness) working group is to analyze the effectiveness of information delivery systems in mining equipment and develop a unified display design, to mitigate against the proliferation of screens within equipment cabs. This working group comprises a variety of stakeholders representing a cross-section of relevant mining and mining-related organizations. This stakeholder network will help guide the direction of the working group towards a common, mutually beneficial end. For now, the focus is on shovel displays; however it should be noted that this work is expected to form the foundation for similar work with other equipment in the future.

"AbstractThe background to the harmonization of geotechnical standards that has taken place in recent years in Europe has been the move to more economic and political integration following World War II that has led to the formation of the European Union. Prior to 2010 the standards used in the European countries for geotechnical design, investigation and testing and for the carrying out geotechnical work, such as the installation of piles, were the different national standards, which were not harmonized. The harmonization of geotechnical standards in Europe started in 1981 with work on a model Eurocode 7 for geotechnical design that led eventually to publication by CEN, the European Committee for Standardization, of the European Standard version of Eurocode 7 in 2004. In parallel with the work on Eurocode 7, a large number of associated harmonized standards have been, and are being, prepared by CEN and by the International Standards Organization (ISO) for geotechnical investigation and testing and for the execution of geotechnical works. Standards published by CEN must be adopted by the CEN member countries and all conflicting standards withdrawn. Hence all the CEN countries have adopted the same the harmonized text of Eurocode 7, but with National Annexes that allow national choice with regard to Design Approach and partial factor values. The adoption of Eurocode 7 and its associated geotechnical standards has removed the barriers to geotechnical activity in Europe due to the presence of different national standards. It has also enhanced the ability of EU firms to compete in the global market.Background to harmonization of geotechnical standards in EuropeThe initial moves towards the harmonization of geotechnical standards in Europe can be related to the economic and political developments that took place in the period immediately following World War II to revive the economies of Western Europe. Europe at that time was divided by a political and, in many places, a physical barrier, known as the Iron Curtain, into two very different and separate zones: communist in the east and non-communist in the west. In 1952 the European Coal and Steel Community (ECSC) was formed, linking 6 countries: Belgium, West Germany, France, Italy, Luxembourg and the Netherlands, and establishing a common market in coal and steel. The ECSC was the first international organization to be established on the basis of supranational principles whereby negotiated power is delegated to an authority by the governments of the member states. In 1957 the ECSC became the European Economic Community (EEC), also known as the Common Market in the English-speaking world, with the aim to bring about economic integration. With the addition of Denmark, Ireland and the UK in 1973 and Greece in 1981, followed by Portugal and Spain in 1986, this led to the formation of the European Union (EU) in 1993. East and West Germany were reunified in 1990, following the fall of the Iron Curtain in 1989. In 1995, Austria, Finland and Sweden joined the EU, and since then the numbers of countries in the EU has increased to 28, many of which are countries that were formerly behind the Iron Curtain."

The current laboratory methods for assessing the vibration attenuation performance of seats involve repetitive trials with a number of human occupants, and raise certain ethical concerns. Moreover, the measurements with human subjects yield considerable variability in the data. Alternatively, several anthropodynamic manikins have been developed for effective assessments of the coupled seat occupant system [1]. The effectiveness of a manikin in predicting the response of a coupled seat-occupant system lies in its ability to reproduce the biodynamic response of the seated human body in terms of force-motion relationship at the body-seat interface, such as apparent mass (APMS). A number of prototype manikins have thus been developed on the basis of biodynamic characteristics of vertical vibration-exposed seated occupants of different body masses in the vicinity of 5th, 50th and 95th percentile male population. This study concerns with the analysis of a passive prototype manikin to enhance its ability to reproduce the idealized APMS response characteristics of the vibration-exposed seated human subjects defined in ISO-5982[2] for mean body masses of 55, 75 and 98 kg. Methods The APMS responses of a prototype anthropodynamic passive manikin were thoroughly characterized in the laboratory under different excitations and body mass configurations. The manikin was designed with sufficient flexibility to configure mechanical-equivalent models corresponding to seated body masses of 55, 75 and 98 kg, by adding/removing specified masses and springs (Fig. 1). The manikin, configured for a specific body mass, was positioned on a rigid seat without a backrest, which was fixed to the force platform of a whole-body vertical vibration simulator. The simulator was programmed to synthesize random vertical vibration with flat acceleration power spectrum in the 0.4-20 Hz frequency range with two different magnitudes: 1 and 2 m/s2 overall rms acceleration. The total static and dynamic forces of the manikin to and the seat were measured using the force platform, while a single axis accelerometer was installed on the seat pan to measure acceleration due to vertical excitation. The area of the Exclusive Economic Zone (EEZ) of India is about 2.014 million km2 and the resource evaluation of placer deposits is one of the objectives of Government of India. Placers are detrital metallic minerals found on beaches and in the near shore areas. Quantitatively more important are placer deposits of light heavy minerals such as zircon, ilmenite and rutile. Rivers and other drainage channels are the main carriers of the placers which contain heavy minerals like magnetite, ilmenite, garnet, zircon, monazite, rutile etc. The present beach as well as part of the shelf was land during Pleistocene as a result of the world wide lowering of the sea levels. The coast line shifted a number of times. Hence, the heavy mineral placers on the beaches are expected to extend to offshore areas chiefly with Pleistocene lowered sea level strands. India has extensive deposits of heavy mineral placers along the beaches. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the east and west coasts. Along the central west coast of India (12??N - 19? N lat.) the placer containing 14 - 17% ilmenite form an estimated reserve of 4 million tons. On the Ratnagiri coast of Maharashtra, the proportion of heavy mineral varies between 54 and 70% in the bulk samples, consisting mainly of 14 - 39% magnetite and 16 - 30% ilmenite. The National Institute of Oceanography (NIO) surveys show that the sediments off the central west coast consist largely of silty sand, sand silt and clay. The core samples show that a reddish brown clay overlay olive gray clay which in turn overlay heavy mineral rich sands. The heavy mineral concentration ranges upto 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. Siddiquie et al. reported 42 - 75% TiO2 in the ilmenite.

Pre-reduction of chromite outside the submerged-arc furnace (SAF) can significantly lower the specific power consumption in the SAF process. Conventional processes for the pre-reduction of the ore operate at relatively high temperatures, at 1400-1500°C. It is possible to enhance the rate of reduction at low temperatures by optimizing the flow rate of inert gas over the reaction site. The influence of the flow rate of inert gas on the rate of reduction of chromite ore was investigated. The rate of reduction initially decreased wit the flow rate of the gas. It increased subsequently at higher flow rates to be followed by a decrease again. There was an optimum flow rate at which maximum reduction could be obtained. It was possible to achieve high levels of reduction at 1200°C by optimising the flow rate of the gas. The degree of reduction obtained was comparable to that obtained at 1400-1500°C, by conventional process routes.

Traditionally, mineral sands are evaluated by preparing several mineral products using a combination of heavy liquid-, magnetic-, and electrostatic methods. Whole-rock assays (WRA) are then conducted on ilmenite, rutile and zircon products in order to determine trace element contents, which may affect project feasibility. Combined methods can be time consuming, expensive and even outdated due to the use of banned and toxic chemicals such as clerici solution. Coupled with large field-sample quantities, these procedures can potentially introduce unacceptable sampling and related errors. Modern mineralogical analysis techniques can provide complete mineralogical inventories on a single THM product, reducing the amount of processing involved in satisfactory characterization of early exploration samples. A small exploration sample can be processed to produce a small THM concentrate using readily available gravity/density methods. In turn, the THM product is submitted for Whole Rock Analysis (WRA) and mineralogical inspection by X-ray diffraction (XRD), and microscopic evaluation. Modal mineralogy and textural data can be determined using optical methods, automated image analysis, and scanning electron microscope (SEM) based systems. Benefits of automation are reproducibility and the capability of rapidly analysing thousands of particles as opposed to manual optical methods. Automated systems include the use of Automated Digital Image Analysis (ADIS), and SEM-based systems such as the Mineral Liberation Analyser (MLA) and QemSCAN. For detailed mineral chemistry, microanalysis techniques ranging from electron microprobe (EMPA) to Secondary Ion Mass Spectrometry and Laser Ablation Mass-Induced Coupled Plasma-Mass Spectrometry (LAM-ICP-MS) are used. Examples of these automated and analytical methods are presented. ADIS at SGS-Lakefield Research uses optical characteristics to identify and measure mineral species in THM samples; rutile, pseudorutile, ilmenite and leucoxene can be distinguished. Analysis of a single THM product provides bulk modal mineralogy and grain size distribution of particles and the individual mineral grains. Textural information is also obtained detailing mineral associations as well as degree of alteration. Where textural and chemical resolution renders mineral identification ambiguous, SEM-based methods offer better resolution. Examples of this ambiguity are shown in this paper, which leads to QemSCAN as the preferred method where within-grain variability is concerned. Sampling and measurement strategies are followed to meet study objectives, providing a value-added framework for a sequential, cost-effective strategy, which will meet due diligence and bankable accreditation criteria. Studying a THM product by electron microprobe and LAMICP-MS may reveal potential fatal flaws related to mineral chemistry. Low detection limits in the range of 200 to 500ppm are possible using electron microprobe analysis for suitable matrixes (U, Th in zircon). For the detection of ultra low level elemental contaminants, LAM ICPMS is the most accurate method of evaluation. Elements including U, Th, La, Ce, Nb, and V in Ti-minerals can be determined down to 50 ppm.

Since its formation in 2004, the Task Group for the Extension of the Continental Shelf (EMEPC) has been collecting hydrographic, geological and geophysical data to support the extension of the continental shelf beyond 200 NM. In 2008, the EMEPC acquired a 6,000 m rated ROV named "Luso" and has been cooperating with several national and international institutions to increase and improve its operational capabilities to conduct research on deep-sea minerals. The Portuguese continental shelf corresponds to a broad area of the seafloor encompassing different physiographic domains: the mid-Atlantic ridge system, abyssal plains and numerous seamounts. From 2008 to the present, the mid- Atlantic ridge and seamounts have been the most visited sites with the ROV "Luso". Several hydrothermal vent sites are known to occur along the mid-Atlantic ridge to the south of the Azores archipelago and mostly within the Portuguese EEZ. Vent fields were also discovered in the extended continental shelf, namely the Rainbow and the Moytirra sites located to south and to the north of the Azores archipelago, respectively. The most studied seamounts correspond to those forming the Great Meteor chain and the Madeira- Tore rise. All these visited sites are related either with the occurrence of polymetallic sulphides or cobalt rich Fe-Mn crusts and the opportunities to further pursue their exploration will be discussed.

Bioleaching is an established technology for the pre-treatment of refractory gold ores and concentrates and the leaching of whole ore copper heaps. In many cases, it offers economic, environmental and technical advantages over pressure oxidation and roasting. However for bioleaching to compete successfully with others pre-treatment processes it needs to be optimized with regard to the parameters that affect the bioleaching reactions and the growth of the microorganism involved. In this sense, this paper focus on the thermodynamic approach applied in bioleaching through of the definition of the growth system and it is thermodynamics analysis, the effect of heat production and energy dissipation on growth and thermodynamic analysis of growth kinetics and the effect of nonstandard conditions.

Abosso Goldfields Limited has been optimizing the comminution circuit at the Damang Mine Operation for the treatment of 100% primary ore. The optimization process started at a base rate of 343 tph when treating primary crushed primary ore, and was increased to above 600 tph with partially crushed primary ore. Abosso Goldfields engaged Orway Mineral Consultants (OMC) to assist with the optimization process in 2009 and the two companies have been working together since, to further refine the process. Continuous improvement was achieved through crushing circuit modifications, changes in operating processes and grinding control system utilization. This paper discusses the improvements developed for the increase in milling capacity and improvements in final product size.

The electrodes of a Submerged Arc Furnaces carry a high current and are subject to enormous stresses caused by both the electric arc itself, and the current distribution within the electrode. The external effect of the arc on the electrode is treated in a different paper at this conference, The purpose of this paper is to analyze the thermal effects of ohmic heating within the electrode at the arc attachment on the carbon based electrode, using data for Søderberg electrodes. The thermal conditions are then used to examine stress conditions in the vicinity of an arc. Two types of models of an electrode are presented in the paper. The first type is an accurate finite element model, based on both two and three dimensional elements and the second type is an one dimensional model, providing better insight into the problem. For the second type, a spherical model of thermal conditions in a semi-infinite solid has been developed. Results show that the electrode surface is heated quickly up to a maximum temperature and for a specific test case, the surface can only withstand the load for about 10 seconds. Also, the thermal stresses on the surface are very high which will increase erosion on the surface in addition to normal evaporation.

Su uso correcto en la evaluación de los requisitos de mantenimiento de los equipos existentes, genera un mantenimiento menos costoso, confiable y eficaz. Asimismo se disminuye los costos de mantenimiento y se relaciona los aspectos ambientales y de seguridad.

The industrial component desktop support access to information for continuous improvement and innovation by staff personnel and engineers. Collaboration between groups enables the implementation of an overall process effectiveness index based on losses due to equipment availability, production recovery and quality rate. In this sense, the paper point out three cases studies of large integrated power stations.

"The flotation of fine particles has been a challenge to scientists and engineers in mineral processing. A novel concept of reactive oily-bubbles as carrier to float fine particles is described in this paper. The reactive oily bubble flotation is considered attractive for fine particle flotation. In addition to the role of fine particle agglomeration by oily films, the surface properties of air bubbles coated with a thin oil film can be better controlled for the desired selectivity by adding certain types and concentrations of water insoluble collectors into the oil phase. This approach can eliminate the addition of collector to the aqueous phase, avoid undesired synergetic interactions among collectors, activators, depressants and dispersants present in slurry, minimize undesired activation of gangue particles and significantly reduce the amount of collectors needed.The concept of using reactive oily-bubble to achieve selective flotation was demonstrated in contact angle measurement and by microflotation tests with fine sulphide minerals: sphalerite and galena in this paper. The flotation behavior of sulfide minerals can be radically modified with adjustment of solution pH, addition of depressant and activator as in conventional flotation. The successful separation between PbS/SiO2, ZnS/SiO2 and PbS/ZnS was demonstrated using mixed mineral systems. Compared with conventional flotation, the reactive oily-bubble flotation showed a stronger collecting power.INTRODUCTIONThe challenge for fine particle flotation has long been recognized and well documented (Fuerstenau, 1980). Because of drastic changes in surface properties of fine particles and associated physicochemical and hydrodynamic conditions of flotation systems, fine particles responded poorly to the conventional flotation processes. For instance, the small mass and hence low inertia of fine particles would result in a low efficiency of collision and attachment of fine particles with flotation bubbles. Large specific surface area of fine particles, on the other hand, would cause an increased reagent consumption. Dominating colloidal forces of fines may cause slime-coating, accompanying a low selectivity (Somasundaran & Arbiter, 1979; Fuerstenau, 1980; Sivamohan, 1990)."
