Anyone in business today knows how difficult and time consuming it is to keep abreast of new and revised federal regulations. Those in the explosives industry know that such a task can be next to impossible as the regulatory environment faced by those in the hazardous materials community continues to undergo a major overhaul following the events of September 11th, 2001. This paper will attempt to clarify today’s regulatory picture by identifying some of the regulatory “hotspots” and “pitfalls” that affect individuals and companies involved in the sale, transportation, distribution and use of explosives.

Between 2000 and 2006, platinum production from the South African mines expanded from 206 to 307 tonnes (DME, 2007). Most of this additional metal has come from traditional ?narrow? reef stoping, generally taken to mean stoping in working places with a mining height of less than 1,5 metres. It is well known that narrow-reef stoping presents safety, technological and ergonometric challenges (Pickering, 2007). In planning for the expansion, which is still continuing, the platinum mining industry realized that it could not simply continue with traditional methods of narrow-reef mining. Particular issues identified were: ? High labour-intensivity: caused by use of hand-held rock drilling machines, labour-intensive support installation and stope cleaning; ? Dependence on rock-drillers: this occupation is no longer an attractive one and there is a reducing flow of new recruits; ? Safety: most of the work is performed close to the new faces, where there is the greatest exposure to the hazards of falling rock.

Noise-induced hearing loss (NIHL) in mine workers, especially underground coal miners, continues to be a problem in the mining industry. The recently enacted MSHA noise standard, Part 62 – Occupational Noise Exposure (Federal Register, 1999), is aimed at reducing NIHL in the mining industry. The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures to address NIHL in various aspects of coal mining including surface mining, coal preparation plants and underground mining. In underground bituminous coal mining, noise surveys, consisting of full-shift worker noise exposure, time-motion studies and equipment noise profiling, have been completed on longwall and continuous miner sections in six underground coal mines. The studies revealed widely varying shift-to-shift worker exposures, with workers in certain occupations routinely exposed to potentially hazardous levels of noise. A summary of these studies is reported, including worker dose, source/dose relationships and equipment noise profiles.

The choice of a design concept for a bridge foundation is guided by various factors; several of these factors are indeed of technical origin, like the environmental conditions in a broad sense, but others non technical factors may also have a profound impact on the final design concept. The foundations solutions adopted for the Rion Antirion bridge are described and an attempt is made to pinpoint the major factors that have guided the final choices. The Rion Antirion bridge is exemplar in that respect: the foundation concept combines the simplicity of capacity design, the conceptual facility of construction and enhances the foundation safety. The design of these foundations was a very challenging task which required full cooperation and close interaction with all the parties involved: concessionaire, contractor, designers and design checker.

The Swedish Standard SS 460 48 66, “Vibration and shock - guidance levels for blasting induced vibration limits”, is based on more than 50 years of experience from blasting close to structures and tunnels. The Swedish Standard gives a method for calculation of guidance values for different types of buildings and ground condition under the building. This is done for every building and structure within a predetermined zone. The guidance levels are for the peak particle velocity monitored in vertical direction. The standard is valid for all kinds of blasting project (tunnelling, quarrying, mining etc.) The guidance levels neither take in to consideration discomfort for people inside the building or structure nor vibration sensitive equipment inside the structure. The paper also presents the Swedish Standard SS 02521 “Vibration and shock - Blast induced airborne shock wave - Guidance levels for buildings”.

"Abstract Deep foundations of buildings using driven ductile iron micropiles TRIM solutions, leads to recognized advantages, from technical, schedule and economic points of view. High production rates together with the possibility of using conventional equipment, duly adapted, confer this solution a high versatility.The aim of this paper is to describe the main design criteria adopted for the foundations of the Church ""Nossa Senhora dos Navegantes"" building in Lisbon - Portugal. In addition, results of a full scale load test carried out at site are presented, confirming the adequacy of the solution to the geological and geotechnical scenario, which is characterized by the proximity of the Tagus River Basin as well as the presence of heterogeneous landfill material and alluvial layers of soft clay (muds).1. INTRODUCTION Located on the right bank of the Tagus River, in Lisbon, the new Church building of ""Nossa Senhora dos Navegantes"", patroness of fisherman and navigators, with three or four upper floors, is surrounded by a school and by new residential buildings.The Tagus River basin is known by its alluvial soft soils, achieving, in certain areas, more than 50m meters depth, challenging the construction of new facilities due to the significant unfavorable geotechnical conditions.With a modern an unusual architecture, allusive to the ships used by the Portuguese navigators, the building has a reinforced concrete structure, with one basement and three upper floors. A bell tower with about 40m high, emerging from the structure, marks the landscape with the presence of this religious building (figure 2).For all the reasons previously described, geotechnical engineers play a crucial role on the design of valid foundation solutions, from both technical and economic point of view. Ideally, the solutions adopted should be supported by full scale load tests, performed at site, so that design assumptions could be verified and adjusted on time."

The displacement compaction piles described in the paper are installed using a heavy casing or tube and an internal drop hammer. The casing which initially is closed at the bottom by a sand plug displaces the surrounding soil during the driving. Additional sand is rammed down through the casing during the extraction of the casing. The applications and limitations of the method are reviewed in the paper. The importance of checking the sand compaction piles during and after the installation is stressed. Indications of the compaction of the surrounding soil during the driving can be obtained by comparing the initial and the redriving logs of the casing as well as from the volume of sand added. A method to estimate the increase of the mean cone resistance as measured by CPT tests in sandy and silty soils is presented. The governing parameters are the volume of the added sand, the granulometric index and the initial cone resistance.

This report contains Bureau of Mines routine analyses of 492 samples of crude petroleum from 470 United States oilfields, each of which produced 2,500 barrels a day or more during at least 1 of the years 1946-56. The fields are listed alphabetically by State and field names in table 1, with information on the geographical and geological sources of the samples. Table 2 summarizes the general characteristics of the crude oils and analytical and computed data determined from the analyses. A previous report 4 contains similar analyses of 283 important United States oilfields; some of them are repeated in this report. Many fields for which analyses previously were published are represented by new analyses, which include data not previously reported. Refractive index nu and specific dispersion, ng minus nD divided by the density, for some of the distillate fractions are included in the analyses of 316 of the crude-oil samples. This is the first Bureau of Mines report on analysis of crude oils to contain such data, and their use in calculating hydrocarbon-type composition of the fractions is explained.

Investor confidence can be compromised when one observes large discrepancies between the SAMREC reserves and the mining plan. It is therefore up to the responsible persons to ensure that all contributing factors get taken into account when determining a reserve declaration. Confounding factors could be further aggravated by large oscillations in the commodity price thus resulting in major changes to the mining plan, if the accepted price was either too optimistic or pessimistic. Additional factors that must receive our attention are, uncertainty in geological facies type, mining practices, geology and grade estimation. The paper outlines (in the authors? opinion) some of the important factors that need to be taken into account, in order to ensure proper alignment between the estimates of the life of mine (LOM) reserve grades, and the corresponding actualisation of the mining plan. These parameters provide an historical insight into what actually happens when attempts are made to implement the mining envisaged in the LOM plan. In turn these allow judicious application of discount factors that enable a realistic estimate of SAMREC reserve classification and declaration. Some of the factors that will be covered are: - 1) Flexibility of developed reserves and the ability to maintain this. 2) Mining control mechanisms and their overall efficacy. 3) The ability to extrapolate facies types and its effect on grade control. 4) The ability to control the mining mix and value variation. 5) Finding a happy medium between optimism and pragmatism.

Talk some about your background. Mining, particularly coal, runs in the family. I come from a mining family, one generation re-moved. Both of my grandfathers worked in the coal mines. My mother?s father had worked as a coal miner in the South Hills area of Pittsburgh after coming to America from Croatia. My father?s father (who died of black lung long before I was born) had been born in America and worked as a mine foreman and superintendent in mines just outside the Pittsburgh area. My father often talked about when, as a child, he accompanied his father underground on Sundays to check the mine pumps. While I never expected to go into mining, I often read some of my grandfather?s books on mining technology that my father had kept. I started college at Penn State and drifted into mining engineering as my third declared major. I was finally realizing the importance of a career choice. I?ve never regretted that decision. One of my children, Mark, has followed me into mining engineering, much to my surprise and pride. Evidently, he had been listening to the many conversations I had with friends and colleagues in the industry and never considered any other career path. He has since married another mining engineer, Kray Davis Luxbacher, so we truly have a mining family and can talk mining when we get together. My other children are in more mundane lines of work and rapidly tire of the mining discussions. I?ve worked for operating companies: Pittsburgh Coal Co. (then a division of Consolidation Coal Co., and a company I believe both of my grandfathers had worked for), Island Creek Coal Co., and a research organization: Occidental Research Corp. I am now with Glenn Springs Holdings Inc., dealing with legacy issues (primarily environmental) related to Occidental?s previous mining operations (coal and minerals). As such, I have a broad view of the industry and the critical changes that are shaping our industry.

The viscosity of TiO2-containing blast furnace slags may increase rapidly (commonly referred to as thickening) under strong reducing conditions in the blast furnace. To elucidate the mechanisms for slag thickening, measurements have been made of changes in the composition and rheological properties of TiO2-CaO-SiO2-Al2O3-MgO slags during the reduction process. The slag composition covered the range of 17–33 wt% TiO2, 9–19% Al2O3, 8–16% MgO and theCaO/SiO2from 0.8 to 1.4. The viscosities were measured using the rotating cylinder method at temperatures up to 1550ºC and the fusibility temperatures were determined from ‘breaks’ in the viscosity-temperature curves. The reduction of the slag was carried out in graphite crucibles at1500ºC for 2–6 hours The rheological properties of the slags during reduction were predominantly influenced by the slag basicity (CaO/SiO2), and the effect of other components depended largely on basic or acidic behaviour of the oxide. The reduction of TiO2in the slag by carbon was initially fast to formTi2O3, followed by further reduction to TiO and TiC. Correspondingly, the viscosity showed initially a slight decrease, followed by a gradual and then rapid increase. The thickening was found to be accelerated by an increase in TiO2content and a decrease in the CaO/SiO2in the slag. In addition to the existence of 1~3 wt% TiC, the thickened slags also had a significant amount of TiO (3~7 wt%), suggesting that TiO may play an important role in the ‘thickening phenomena’ ,possibly by forming solid solutions with TiC to significantly increase the number of solid particles in the heterogeneous slag. The vibration response of a 30 in. diameter high-pressure (845 psi) natural gas pipeline to 11 coal mine blasts was measured. The X-52 steel pipeline was buried 7 ft. below the ground surface. Ground and pipeline motions in terms of velocities were recorded on the pipeline, in the ground adjacent to the pipeline, and near the ground surface directly above the pipeline. These data were used to estimate the maximum stresses and strains in the pipeline occurring during the blasts. Pipeline standoff distances varied from 264 ft. to 3720 ft. Two blast hole layouts and timing schemes were used. One represented highly confined blasts to limit movement of the shot overburden that generated high ground motions at the pipeline. The second represented patterns that provided greater relief and lower the ground velocities at the pipeline.

The behavior of tieback retaining walls depends on many factors, including soil properties, groundwater conditions, construction sequence, spacing and stiffness of tiebacks and soldier piles, tieback loads, and others. The primary design considerations for tieback walls are 1) adequate stability and 2) limiting wall movements. Traditional design methods rely on apparent earth pressure diagrams and experience to predict the forces which must be supported by the tiebacks to provide adequate stability. The required soil properties depend upon whether the soil is sand, soft clay, or stiff clay. Design to limit wall movements is more difficult and the usual approach is to design the wall with an adequate factor of safety for stability and then evaluate wall movements during construction through the use of load tests on individual tiebacks and monitoring of wall movements by optical surveying, slope indicators, and extensometers. If excessive movements are likely to occur, it is often not known until construction is well underway. This approach is reflected in the fact that few tieback walls fail due to a lack of adequate stability, while most litigation involving tieback wall performance is related to excessive movements. Much progress has been made in recent years in methods for predicting the movement of all types of insitu retaining walls (Clough et al. 1989, Clough and O'Rourke 1990). These methods are based upon both experience and analytical methods. This paper reviews the methods currently available for evaluating both the stability and movements of tieback retaining walls. Case histories involving excavations constructed in the downtown Seattle area are used to evaluate the applicability of the available methods to Seattle conditions and to illustrate the importance of soil behavior in tieback wall performance.

Keywords: residues, fluorides, chlorides, zinc, steel mill dust The recyclability of various nonferrous metal wastes often suffers from a relatively high fluorine and chlorine content. Both are inserted in most cases by the use of plastic contaminated scrap and a wide variety of different coatings. These halogens lead to poor product qualities and off gas contamination. Especially the history of zinc recovery from steel mill dusts shows, that the today common hydrometallurgical options are on their limit and therefore are not sufficient in most cases. This thermochemical study should give more information about different pyrometallurgical options, that offer both a chlorine and fluorine reduction and efficient zinc recovery, preferably in one process step. Selective evaporation in different atmospheres and conversion with the use of hydrogen are the main parts in this study. The results combined with the relatively small information available from literature should provide a basis for further investigations in this field.

Slag-metal and slag-metal-gas heterogeneous equilibria involving MnO-containing slags have been simulated using recently developed Mn-based alloy and IRSID oxide thermochemical databases. A large number of experimental equilibrium data have been used to verify the calculation results. The experimental slag-metal and slag-metal-gas equilibria in MnO-SiO2binary, MnO-SiO2-CaO and MnO-SiO2-Al2O3ternary, MnO-SiO2-CaO-Al2O3quaternary andMnO-SiO2-CaO-Al2O3-MgO higher-order system can be reproduced within experimental uncertainties. The influence of temperature, CO partial pressure and slag chemistry on the Mn-and Si-distribution equilibria have been quantitatively evaluated. Discussed in the paper is the redesigned reserve/resource classification for solid minerals being put forth by the authors to replace the acting Russian classification of 19961. The new version is based on the traditional foundations of former Russian classifications and the principles of the ‘McKelvey box’, both categorizing mineral resources according to the degree of geological assurance and economic viability. Based on these approaches the classification deliberately deals with both reserve and resource categories very similar to those established by the Geneva Accords in terms of definitions implied. The authors proceed from the UN-ECE proposed concept of ‘reserves’ being a part of ‘total resources’ explored in great detail by geological and feasibility studies and economically mineable at the time of reporting. The draft classification distinguishes ‘proved’, ‘probable’ and ‘possible’ categories of reserves depending on the stage of feasibility assessment carried out, i.e. the degree of detail and accuracy with which modifying factors affecting mineability of an orebody are taken into account. The reserves are regarded as a product of feasibility assessment of ‘measured’, ‘indicated’ and ‘inferred’ resources. The portions of them not having been classified as ‘reserves’ are regarded as composed of two classes: ‘subeconomic’ and ‘potentially economic’ resources (or ‘resource base’). All the cells of the classification matrix are provided with traditional for Russia alphanumeric designations and appropriate UNFC codes. The classification scheme recommended is viewed as a step forward in improvement of the State inventory and reporting mineral resources in market conditions, conducive to cross-border professional collaboration in the field of providing reliable information on the mineral rawmaterials base of the world’s economy. Besides, it recommends an easy way to get rid of amethodological error in the UNFC classification scheme where consecutive stages of geologicalexploration are identified with a single inherent degree of geological assurance. ABSTRACT: Given the current widespread use of numerical models for rock mechanics and rock engineering, and the ‘Technology Road Map’ theme of the Congress, it is timely to consider the key issues in matching numerical models to rock engineering problems. The three main aspects are: a) identifying the mechanisms, variables and parameters that are relevant to a particular rock engineering project; b) establishing the content and mode of operation of a particular code; and c) deciding whether a particular code provides an adequate model for a particular project. We summarise the key issues, highlighting the concept of rock mass domains, validation and the ability to present the results of a modelling exercise. We include three compact numerical modelling case examples to illustrate the points. Finally, we also present a ‘roadmap’ to assist in the process of matching a numerical model to the rock reality. RESUME: Considérant l’utilisation généralisée des modèles numériques en mécanique des roches et en ingénierie au rocher ainsi que le thème du congrès ‘technology road map’, il est opportun d’aborder les problèmes essentiels liés au choix des modèles numériques dans les problèmes ingénierie au rocher. Les trois aspects principaux sont : a) l’identification des mécanismes, variables et paramètres appropriés au projet considéré, b) la définition du contenu et du mode de fonctionnement d’un code numérique donné, et c) la possibilité de décider si un code donné fourni un modèle approprié au projet considéré. Les points clés sont résumés en mettant en évidence les notions de “massif rocheux”, de validation et de capacité à présenter les résultats d’une approche numérique. Nous présentons trois brèves études de cas qui illustrent ces points. Enfin, nous proposons aussi un logigramme pour aider au choix d’un modèle numérique approprié pour représenter la réalité d’un problème au rocher. ZUSAMMENFASSUNG: Im Licht der augenblicklich weitverbreiteten Nutzung von numerischen Modellen in der Felsmechanik and im Felsingenieurbau und unter Beruecksichtigung der Themenstellung des Congresses “Technology Road Map”, erscheint es an der Zeit die Kernprobleme, die sich mit Fragen der Abstimmung der numerischen Modele mit Hinblick auf ihre Anwendbarkeit im Felsingenieurbau beschaeftigen, naeher zu befassen. Die drei wesentlichen Aspekte sind: a) Identifizierung der Mechanismen, Variablen und Parameter, die fuer ein bestimmtes Projekt im Felsingenieurbau von Bedeutung sind; b) die Festlegung des Inhalts und des Modus Operandi eines bestimmten Codes, und c) die Entscheidung darueber ob ein bestimmter Code ein hinreichendes Model fuer ein bestimmtes Projekt ergibt. Wir fassen die wichtigsten Punkte zusammen, heben dabei das Concept der Gesteinsmassen Domaenen (Rock mass domains) hervor, und erarbeiten ihre Beurteilung und die Moeglichkeit diese zu praesentieren in den Ergebnissen einer Model Uebung. Wir schliessen drei Beispiele von numerischen Modellen ein in denen diese Punkte erlauetert werden. Zuletzt schlagen wir eine “Roadmap” vor, um dem Prozess der Abstimmung des numerischen Modells mit der “Felsmechanischen Wirklichkeit” zu unterstuetzen.

Keywords: Kyoto Protocol, carbon credits, global warming, energy, auditing Climate change is nowadays being taken increasingly seriously, and the link between global warming and the carbon dioxide released in the generation of energy is coming under increasing scrutiny. The Kyoto Protocol was signed in 1997, after five years of negotiation. So far, about 84 countries have ratified this agreement, under which terms developed countries have strict targets linked to their 1990 level of emissions. However, ?greenhouse gas? (such as carbon dioxide) emissions continue to rise alarmingly. According to the World Resources Institute, greenhouse gas emissions in the USA increased 13% from 1990-2002, while Australia recorded a 22% increase. In contrast, the European Union, a Kyoto signatory, has seen a small decline in its emissions during the same period. This is led by the UK and Germany, who reduced their emissions by 15% and 19% respectively. The concept of ?carbon credits? provides a funding mechanism for companies in the developed world to compensate for some of their CO2 emissions by paying companies (trading credits) elsewhere in the world to undertake projects to bring about reductions in emissions. In the southern African mining industry, it will be possible to get refunded for undertaking voluntary emission-reduction projects. Concern about the environment is creating business opportunities. A preliminary calculation has shown that various projects in South Africa (those in the pipeline, with quite a high likelihood of coming off) could earn a combined total of about R2.5-billion, under the initial phase of the Kyoto Protocol's carbon-credit scheme, which allows developed-country companies to trade credits with developing countries. A number of local companies are planning projects that could comply with the Clean Development Mechanism (CDM), in which they will implement techniques to achieve certified emission reductions (CERs) of greenhouse gases. In order to prevent abuse of such a system involving vast sums of money, vigorous audits need to be carried out. A company has to prove it has made real changes and is not simply conducting business as usual under a cloak of claimed environmental improvements. PricewaterhouseCoopers has applied to become one of only a few international agencies that will be accredited to conduct validation and verification of the credits, by auditing what is called the ?designated operational entity?. An independent validator needs to confirm that the project meets the strict requirements of the Kyoto Protocol. The company has to demonstrate that it?s not business as usual. So, if you refurbished every five years, the next refurbishment is not a good CDM project, unless you can demonstrate that you will do something beyond the maintenance - that is what can be registered. So, Kyoto intends to get additional projects going, and the money for that is actually quite good - prices of 14 euros per ton of carbon dioxide not emitted have been seen. The price depends on who takes the risk for non-delivery if a project doesn?t deliver the emission reductions on time. The highly energy-intensive South African mining industry is heavily dependent on coal. There should be many opportunities for the pyrometallurgical industry to come up with creative ideas to reduce emissions, and there is now an additional financial incentive to encourage this. Companies can actually get money in return for doing these types of projects, in addition to the contribution to corporate social responsibility.
