"A significant addition to Canada's commodity export transportation capabilities is being built by Ridley Terminals Inc. on Ridley Island in the Port of Prince Rupert on British Columbia's north coast.Site preparation began in early 1982. By the end of 1983 the terminal will be receiving coal from two major new mines being developed in B. C.'s massive $2.5 billion northeast coal development.The RTI terminal will have initial capacity to transfer 12 million tonnes of coal a year from railcars to storage and to ships. Capacity will be doubled to 24 million tonnes as market opportunities are developed.The challenge of building this $220-million facility in less than 24 months, the benefits Canada has received from the work the project is generating, and the long-term faith in Canada that this project represents, are all part of the excitement which surrounds the Ridley Terminal and northeast coal developments.RIDLEY TERMINALS INC. (RTI) is building a very significant addition to Canada's commodity export transportation capabilities. The facility, on Ridley Island at Prince Rupert, on the north coast of British Columbia, is a key link in British Columbia's northeast coal development which in itself is a massive undertaking involving investment of some $2.5 billion. The entire project is making a substantial contribution to Canada's economy at a time when such contributions are sorely needed.The development is creating employment, not only in British Columbia where its various parts are being created by mining companies, railways and others, but also across the country where suppliers are manufacturing a wide variety of good s and equipment for the development's participants.The RTI terminal is no exception. It is a critical cog in this mega project's large transportation system and its construction is contributing substantially to job creation and to other economic activity, in the Prince Rupert area and in many other parts of British Columbia and the rest of Canada."

BARITE probably was first mined in the United States in 1845, when a small deposit was operated in Prince William County, Virginia1. The next state to produce barite was Missouri, and according to Weigel2, mining began about 1860. Virginia was the leading producer during the early period of barite mining, but by 1893, Missouri was producing almost an equal amount3. From this date, Virginia, although not the leading producer, furnished large quantities of crude barite until oper-ations gradually declined about 1907. Since 1910, there has been only one producer in Virginia. It is not known when barite was discovered in each of the Virginia areas (Fig. 1), but it is reliably reported that mining on a commercial scale began in Campbell-Pittsylvania counties about 1874; Smyth County in 1877; and in the Russell-Tazewell area about 1890. Barite is widely distributed in Virginia, occurring in nineteen counties. The localities that contain material of some economic value have been grouped into six areas (Fig. 1), each designated by the county or counties in which the barite is found. As many of the smaller areas show a similarity in geologic occurrence, they will be considered in this paper as two major groups; namely, Appalachian Valley and Piedmont Province. The first group, which includes the barite deposits of Russell, Tazewell, Smyth, Botetourt and Roanoke counties, lies northwest of the Blue Ridge and its foothills and southeast of the Appalachian plateaus. The other group includes deposits from the Blue Ridge on the west to the western margin of the Coastal Plain, in Campbell, Pittsylvania, Bedford, Grayson, and Fauquier counties.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. Of the 155 developing countries in the world, approximately half produce minerals other than common building materials, and only 32 account for more than five percent of world pro-

The Geo-Heat Center has been investigating the utilization of waste silica from the Cerro Prieto geothermal field for several years. The main objectives of the research were to com-bine silica with various additives to (1) form bricks for low cost housing, and (2) to produce a suitable road surfacing material. The various additives that were tested included hydrated lime, portland cement, plastic fibers, asphalt cement and emulsified asphalt. The silica-cement combination produced the strongest bricks and had the best weather resistance, whereas, the silica-lime combination produced the bricks with the lowest thermal conductivity and specific gravity density. The addition of plastic fibers to the silica-lime mixture improved both strength and weather resistance. The combination of asphalt and silica is not suitable as a road surfacing material, however, silica-cement appears promising.

This paper describes in quantitative terms the effect of sharpness of classification on the performance of the closed grinding circuit. The analysis is based on a large number of laboratory experiments designed to simulate the two most common industrial closed grinding systems. The experimental results show quantitatively the degree of improvement achievable by more efficient classification. In an earlier paper1 the senior author has presented a trend showing qualitative analysis of mill and classifier performance in tile closed grinding circuit. According to this analysis, the master key to a major improvement appeared to be effective removal of finished fine material from the classifier sands, or in other words, improved sharpness of classification, leading simultaneously to a substantial reduction of the circulating load. One purpose of this paper is to present the results of a quantitative investigation of the closed grinding circuit. Another is to set forth the essential pertinent variables revealed by the quantitative experiments carried out by the junior author. In the two most common systems of closed-circuit grinding, (1) feed to the circuit is introduced into the grinding unit, normally the ball mill, operating in closed circuit with the classifier; or (2) feed to the grinding circuit is introduced into the primary grinding unit, normally the rod mill, discharging into the classifier in closed circuit with the secondary grinding unit, normally the ball mill. In the following discussion, these two systems are analyzed separately in the indicated order. BALL MILL - CLASSIFIER CIRCUIT The Test Apparatus and Procedure: The test appara- tus included: (1) a F 195 mm x 220 mm laboratory ball mill rotated at a speed 77% of the theoretical critical speed, and a 7-kg batch of F 20 mm-F 50 mm steel balls; (2) a conventional 65-mesh test sieve and a Ro-Tap sieve shaker serving as a classifier; and (3) a Permaran instrument manufactured by Outo-kumpu Co. for surface area determinations by the permeability method. As no continuous closed-circuit experiments could be brought about on a laboratory scale, the process was broken down into alternating grinding and sizing steps in such a way that the new feed plus the returning sands always formed a batch of 1000 gm. For each selected grinding period and for each selected sharpness of classification the basic steps were repeated six times. Steady-state conditions were then reached. Crystalline vein quartz was used as a test material. Feed to the process consisted of -10-mesh fraction of this quartz crushed in rolls. This fraction included 15% of-65-mesh material. Experimental Results: The general flowsheet is shown in Fig. 1. Table I gives the essential data obtained representing steady-state conditions under the indicated set of variables. The table is based on 110 grinding experiments, 440 screen analyses and an equal number of specific surface area determinations. Fig. 2 shows the relationship between the cumulative net energy consumption and the cumulative number of mill rotations as evaluated by separate experiments. Note that this relationship is not linear but is instead represented by a slight curve. The data given in Table I are presented in graphical form as follows: Fig. 3 shows the produced -65-mesh material in grams per minute vs. time of grinding in minutes; the sharpnesses of classification at 65 mesh were 100%, 75% and 50%. It is clearly indicated that the highest-capacity figures call for relatively short grinding times and for the sharpest possible classification. Fig. 4 presents the specific surface area on the final -65-mesh product in square centimeters per gm vs. time of grinding in minutes. The term " Anthracite Coal-Field " is generally used to refer to a comparatively small territory lying in the eastern-central part of Pennsylvania. This territory includes about 3,300 sq. miles of area, located chiefly in five counties in which anthracite-mining is the dominant industry. Although an area of 3,300 sq. miles is embraced in the region, less than one-fifth of this area, or only 484 sq. miles, is underlain by workable coal-seams. Moreover, this prorluctive portion is not a continuous area, but consists of a number of detached basins. These are known as the Northern, containing 176 sq. miles; Eastern-Middle, containing 133 sq. miles; Southern, containing 181 sq. miles; and western-Middle,containing 194 sq. miles. From the standpoint of business and trade, the region is divided into three districts, known as (1) the Wyoming, which includes the Northern field and the small Bernice basin; (2) the Lehigh region, which includes all of the Eastern Middle field and that part of the Southern field east of Tamaqua; and (3) the Schuylkill region, which includes the WesL ern-Middle field and that part of the Southern field west of Tamaqua. The relative commercial importance of these districts at the present time is shown by the coal-shipments as given in the following table :

Due to ever-increasing stripping ratios associated with the No. 8 Seam at the San Juan Mine surface operation, BHP Minerals decided to implement longwall mining for the extraction of the substantial future reserve base. In preparation for longwall developments, BHP opted to first develop a small-scale pilot operation within the No.8 Seam on an adjacent lease to address geotechnical/geological concerns related to ground control, subsidence, caving, panel and entry design, and operational issues related to entry development and proper face equipment selection. Room-and-pillar mining methods are currently being utilized to develop a full extraction panel for a wide range of geological, geotechnical, and geomechanical evaluations aimed at characterizing and assessing the mineability of the No.8 Seam. Variable roof and floor conditions, coupled with a multi-bench coal seam, require that a number of mining horizons, opening geometries, and roof and rib support fixtures be evaluated relative to expediting gate and panel developments. Issues related to development of timely caves in areas subject to overlying sand channel deposits will also be addressed through underground in-seam stress and deformation measurements, and interburden and surface subsidence monitoring. This information will ultimately be used to evaluate face support and gate and panel pillar/entry development requirements. The current depositional model for the property, developed from an aggressive drilling, highwall mapping, and lineament evaluation program, will also be refined during the Pilot Mine study through extensive in-trine mapping, additional roof and floor drilling and physical property testing, and determination of the in situ principal horizontal stress field.

"Trends in world coal markets indicate that the next twenty years could be a period of intensive development for British Columbia's coal resource. This paper examines demand projections for metallurgical, thermal and chemical feedstock coals, with particular reference to domestic and Pacific Rim markets. Supply possibilities, from the point of view of British Columbia's competitive position, are explored, with emphasis on the interaction of such factors as capital, labour, port and transportation requirements.The paper concludes with an examination of British Columbia's strategies in light of the foregoing, and comments on the government's role in ensuring that development of the coal resource be attained in a manner consistent with over-all provincial goals and objectives.IntroductionFor the purposes of this paper the Pacific Rim is defined as including, in addition to Canada, the following: Japan, Korea, the People 's Republic of China, Hong Kong, Taiwan, the countries of the Indonesian Archipelago, Australia, New Zealand and the Pacific-bordering countries of South America and Mexico. The United States has been excluded in this definition in order to better illustrate the economic growth potential for British Columbia coal in the Pacific Rim economies.In the past decade, the Pacific Rim economies have grown faster than most other economies in the rest of the world; economic growth rates of 10 per cent were common in the region prior to the 1974 slowdown and the average rate of economic expansion in the mid-1970s has exceeded 6 per cent. Rapid expansion of international trade in the region has been a major stimulus in this process. By 1979, Pacific Rim two-way trade has reached an estimated $550 billion-about 20 per cent of world trade."

Conventional strata control methods (i.e. roof bolts. cable trusses) are not always effective for ground control of very weak coal strata. An alternative method, termed presupport. is being investigated by the U.S. Bureau of Mines. In this paper structural modeling of presupport conceuts and field teatinn of a DresuDuort application is presented. Pinite-elem&; modeis indicate that forepoles significantly lower beam stresses in the roof strata overlying a coal seam. but they cannot he expected to prevent or reduce I roof strata failure at the coal face due to the presence of a high stress concentration at that location. However, their presence near the coal face is needed to sustain the fall of roof if it does occur. Because of an ever present severe stress concentration at the coal face, it would appear that stresses could exceed material strengths, causing local structural damage, especially if the rock is very weak. Therefore previous coal face positions along an entry may have a higher than normal probability of roof fall. In the field investigation. a loorcost air injection test has thus far shown promise as a tool for evaluating that effects of forepoling on the roof strata. Observations of coal mine en- tries in which forepoles have been installed indicate forepoling is effective in controlling very weak roof strata.

The stability of a rock mass is influenced by the presence of discontinuities. In assessing stability, it is required that one should know the frictional and cohesive properties of these contained weaknesses. In the study performed by the authors, a number of samples of diamond drill core containing open discontinuities were tested in shear. The results obtained were compared with values which resulted from back analyses of instabilities in the field.

The stability regions of the normal sulfate and the various basic sulfates of lead in 02-SO2 and PhS-SO2 gas atmospheres were calculated from available thermodynamic data over the temperature range 600o to 1200oC. Roasting experiments were carried out on samples of synthetic lead sulfide at various temperatures and for various roasting times. Compounds in the oxidized surface layers were identified by X-my techniques. The order in which the various reactions occurred was determined by considering the experimental results in conjunction with the thermodynamic calculations. The results of these investigations were applied to the sintering of lead sulfide concentrates, and the extent to which each of the various reactions occurred in a sinter bed was determined. PRODUCTS which may be formed during the roasting of PbS are PbS04, PbSO4. PbO, PbSO4 . 2PbO, PbSO4 . 4PbO, PbO, and Pb.1, 2 The formation of some sulfates has been studied by a number of investigators3-' whose experiments have mostly been confined to the temperature range between 500" and 850°C. Culver, Gray, and spooner3 were able to isolate the reactions which formed PbSO4 and PbSO4. PbO by carefully controlling the compositions of the roasting gases. The kinetics of these reactions were studied within the temperature range 673" to 807°C. Gardner4 and Merrick5 also studied the kinetics of oxidation of PbS. Gardner disregarded the existence of basic sulfates and, as a result, misinterpreted some of his experimental data. Merrick recognized that most of the products of oxidation were mixtures of basic sulfates, but was unable to identify the individual components. Hoschek6 oxidized PbS in air at temperatures up to 800°C. The products were analyzed after roasting had proceeded for some minutes, but no attempt was made to follow the reactions in the initial stages. Consequently, no roasting mechanism was derived. He also showed that PbSO4 and PbSO4 - 4PbO decomposed slowly in air at temperatures in the region of 800°C. The stability regions of sulfates in the temperature range 500" to 850°C have been only partially determined, while practically no information is available for higher temperatures. In the lead sintering process, PbS concentrates are roasted at temperatures within the range 1000o to 1200°C. In order to investigate sulfate formation, it is necessary to determine the effects of temperature and gas composition upon the various oxidation reactions and upon the regions of stability of the various lead sulfates. The roof in coal room and pillar panels is normally stratified and can be thought of as beams or plates supported by the pillar sides in the roadways and by pillar corners in the intersections Underground measurements showed the effect of the face advance on the additional total movement of the roof skin and on the relative movement between various layers in the roof. The latter consists of the opening of bedding planes and of the lateral sliding of layers over one another. Both phenomena increase locally the axial load along full column anchors. Four models have been used to come to a better understanding of the roof behavior: a beam either clamped above the pillar side or laying on the pillar sides and a three-dimensional boundary clement model with and without bedding planes. The shape ref the curvature of the roof deflection is host approached by a clamped beam: the other models overestimate the movement at the sides. The largest roof deflection for a given Young's modulus is estimated by the model incorporating bedding planes. This model estimates that the bed separation occurs close to the face (within the first meter) and within 0.2 m of the sidewalk. In some simulations, openings are even recorded just ahead of the face. Further underground measurements should focus on these findings, as the effectiveness of the support is directly related to the amount of bed separation and sliding, which have occurred prior to the support installation and which still cart occur abler installation.

Introduction The Cost program was developed to provide the planning engineer with a tool to evaluate the cost implications of the technical mine design decisions. Direct costing methods are employed, where feasible, to provide greater detail and accuracy in the primary cost centers. Options have been provided in the cost computation, economic analysis, and output data subsystems to increase the flexibility of the system. Computer Program The program is written in Fortran IV for use in the IBM System 360/370 computers. i. Main - The main routine reads and stores input data from three sources, user input, Cost Data Library, and data transfer from the Master Design Simulator. Data is trans¬ferred to the appropriate subroutines, as they are called, by means of labeled common blocks. ii. Subroutine CSTCOM - is a data modification routine which computes the peripheral charges related to labor and supervisory costs. iii. Subroutine MANPWR - interrogates section data to determine the total labor and supervisory costs for each cost center. iv. Subroutine CAPCST - computes the total capital investment for each cost center, including the economic life and salvage value of each element. "Amok Ltd./Cluff Mining operates a uranium mine at Cluff Lake in northern Saskatchewan. The project consists of one open pit and one underground mining operation along with a full-scale milling installation.The underground stoping operations are of the narrow vein type and are done between two levels 50 m apart. The mining method is undercut with concrete backfilling. Cuts are 3.5 m in height and can be as narrow as 1.4 m in width.Stoping operations are mechanized utilizing a CT-500E electric Microscoop marketed in Canada by Teledyne. The machine is only 85 cm in width and does all the mucking in stopes. Ore passes are provided in stope roughly every 40 m to 50 m.This paper describes the utilization of the CT-500E Microscoop in the company's underground operations and provides performance data related to the experience.IntroductionThe Amok Ltd ./Cluff Mining operation is located in the northwestern corner of Saskatchewan. The project started in 1980 with open pit mining and milling operations. In 1983, an underground mining operation began production . Today, the Amok Ltd./Cluff Mining installation produces 800 tonnes of uranium per year , which originates from both the open pit and the underground mine at about the same proportion."

A study was made of the change in density during the first (transient) and second (linear) stages of the creep curve of polycrystalline copper as a function of 1) stress, 2) temperature, 3) plastic strain, 4) impurity and atmosphere effects, and 5) structure, including single crystals. Voids were not observed in single crystals strained 15 pct at 500°C, or in a polycrystal-line aggregate produced by recrystallizing a single crystal, within the limit of sensitivity, Ae/e = 1 x 10-4. It appears that voids are heterogeneously nucleated at grain boundaries by an insoluble phase, or phases, which can be removed by directional solidification. The principal controlling mechanism of void growth appears to be condensation of vacancies at grain boundaries. Vacancies are transported to a boundary and condense as a consequence of the tensile stress component across the boundary, which depends on the orientation and configuration of the boundary plane and on boundary shear across ledges and other irregularities. The ultimate source of vacancies is the free surface and diffusional transport is by way of the boundary plane. PREVIOUS investigations have dealt with the nucle-ation of voids at grain boundaries under creep condition~'-~ and with the connection between grain boundary voids and subsequent brittle fracture.5-7 Growth of voids during the creep process, particularly in the transient and linear stages of creep, has not been studied with the same intensity. Therefore, it seems pertinent to investigate the process of void growth with respect to the related creep curve, and the morphology of growing voids with respect to the structure.

IN view of the increasing importance of sintering in the beneficiation of iron ores preparatory to their reduction in the blast furnace, the writer believes the time is opportune for an up-to-date, though brief, discussion of the general principles of sintering, as well as a discussion of some of the recent improvements and mechanical developments that have been achieved in this industry, its present trend and future possibilities. Sintering may be defined as the agglomeration of fine mineral particles into a porous mass by incipient fusion caused by heat produced by combustion within the mass itself. Its first successful application, in connection with the treatment of lead sulphide ores, was known as blast roasting. In this process the lead ore was given a preliminary roasting in a reverberatory furnace, then the incandescent mass was placed in a pot with a grate and an updraft was applied. It was soon discovered that much better results were obtained by cooling the ore, moistening it, and placing it upon an incandescent layer of fuel previously placed upon a grate, and then applying the updraft blast of air until the charge was converted into a more or less agglomerated mass. The fuel was sulphur and the process one of desulphurization, which was the principal result desired. The application of downdraft to blast roasting brought about tremendous results; the principal one of which was that an air blast of high pressure could be passed through a layer of ore deposited on a grate, or on a grate covered by a layer of coarse porous material, without disturbing the particles of which the layer is composed. The air current is compelled to filter through the pores of the charge, whereas if the same pressure applied to the top surface of the charge with downdraft were applied to the bottom of the charge with updraft, the charge would be completely blown off the grate. Another result of reversing the draft was that a flame could readily be applied to the top surface of the charge for igniting purposes. Broadly speaking, sintering is an oxidizing or burning process, therefore the volume of air passing through the charge is the all-important factor. The air must pass through with sufficient rapidity to produce the necessary heat, and if sufficiently rapid the combustion will take place

In a recent article,l which described the softening effect of columbium in plain high-chromium steels, the authors stated that their investigations had shown columbium to be also a particularly valuable inhibitor of intergranular corrosion in steels of the 18 per cent chromium, 8 per cent nickel type. It is the purpose of the present paper to record some of the results obtained through the introduction of columbium to the austenitic chromium-nickel steels. The damaging effects of this type of corrosion have become so widely known as to restrict considerably the applications of the steels under consideration, and therefore there is little question of the importance of the goal to be attained. Numerous contributions concerning the susceptibility of the austenitic chromium-nickel steels to intergranular corrosion have appeared during the past few years, and among others who have dealt constructively with the subject are such well-known authors as Strauss and Houdremont of Germany, Hatfield of England, and Bain in the United States. Different theories have been propounded as to the cause of intergranular corrosion, and various remedial measures have been proposed, the majority of which involve the use of addition agents. Titanium is the addition agent at present most generally employed, as suggested by Houdremont and modified as described by Bain, Aborn and Rutherford. Little has been published on the effects of holding these steels for long periods at the relatively lower temperatures in the presence of corroding media, and the effects have mot been fully realized by producer and consumer.

Finsch Diamond Mine, part of De Beers Consolidated Mines (DBCM), is situated between Kimberley and Postmasburg in the Northern Cape, South Africa. The kimberlite pipe was discovered in 1960 and De Beers assumed full mining rights three years later. Production commenced in 1966 from an opencast mine, and the operation moved underground in 1990 by developing and implementing a new mining method of blast hole open stoping. A mechanized block cave was brought into production in 2005. While block caving was not new to DBCM, with productive caves having operated in Kimberley and Cullinan, from the outset, the Finsch caving operation was designed as the most advanced with a semi-automated ground handling system. The extraction level was laid out as a single sided herringbone system due to the very poor ground conditions on the south side of the pipe. These factors combined to create a unique environment, which necessitated a completely new approach to draw control. The required system was developed by a team consisting of DBCM personnel from head office and Finsch, GEMCOM and Sandvik-Tamrock, the equipment manufacturers. It was essential that the system could be run quickly, provide daily updates and issue calls directly to the LHDs. It was also important that the base data were obtained from the resource model, which was to be depleted on a monthly basis, thus forming a close link between mine planning and draw control. A further requirement of the system was that it would form a central database for the extraction operation where all data pertaining to delays and changes in conditions, be they production or ground condition related, could be recorded and analysed. The design brought together empirical rules and tables developed at Cullinan plus concepts from programming developed for the front cave at Koffiefontein so that the new system was based on sound practical experience. These facets were incorporated into PCBC (GEMCOM) and CMS and PCS (Sandvik-Tamrock programmes). The system has now been operational for just under a year and while modifications have had to be made, it has proved itself as a practical and reliable tool with which to manage the draw control at Finsch. The system is unforgiving and has forced the production team to focus on the specified drawpoints. Problems have been encountered but most of these have been related to re-educating a workforce, familiar with a flexible mining method, to the strict discipline required for a modern block cave.
