"This paper presents an overview of the state-of-the-art in industrial and utility power metering and control systems with particular emphasis on Digital Power Meters and Power Demand Controllers.IntroductionModern micro-processor technology, combined with very fast, high accuracy analog to digital converters, is rapidly allowing economical, digital power instrumentation systems to replace the traditional electro-mechanical meters and equipment previously used for instrumentation, control and protection in industrial power systems. Consequently, instrumentation and Supervisory, Control and Data Acquisition (SCADA) systems that were only practical for the very large utility or user are now available to smaller utilities and users. The information available includes sequence of event recording, trend logging, energy management cost allocation and automated load control, among others. The heart of any power monitoring system is the Digital Instrumentation Package (DIP) . These ""DIP's"" include Digital Power Meters (DPM's) and Power Demand Controllers (PDC's) as well as other specialized instrumentation packages such as Mini RTU's."

DEAR SIR: It is now nearly three years since my first report to you on the subject of steel rails was written. That report, as you will remember, dealt principally with the question of the relation between the chemical composition and physical properties of steel rails end their power to resist crushing and fracture in actual service. Other matters were referred to or touched upon in that report, but the main question was, Why do some rails crush or break in service while others do not? Yon will doubtless remember that the principal conclusion arrived at was, that the softer rails are less liable to Crush or break in service than the hard ones. Or, in other words, so far as conclusions could be drawn from the chemical analysis and physical test of 25 samples of steel rails which had actually been in service, these conclusions were that those rails which have the smaller amounts of carbon, phosphorus, silicon, and manganese are less liable to crush or break in service than those which have larger amounts of these elements. The U.S. Bureau of Mines and Cyprus Shoshone Coal Corp. conducted a study of deformation mechanisms around a longwall gate-road system in an underground coal mine. Of particular interest was roof deformation over the headgate entry. The strata above and below the coal seam are very weak, carbonaceous mudstones that have planes of weakness oriented along the bedding. Visual observations of previous gate roads over several years suggested that deformation was time dependent and resulted in creep along joints or crack growth. Instruments were installed at a test site to measure deformation around the entry, strew changes in the pillar, and loads transferred to support systems. Multipoint extensometers, instrumented bolts, instrumented trusses, biaxial stressmeters, borehole pressure cells, and single-point extensometers were installed. Monitoring continued until the longwall face passed the test site by 38.7 m (127 ft). Results show that fracture zones arched over the entry from both ribs, most bolts and trusses were loaded past their yield point, and the largest change in secondary principal stress was almost horizontal in the pillar. Displacement measurements in the roof showed classic primary creep.

Important contributions can be made to conservation of natural resources by recovering mineral values from primary and secondary metallurgical slimes and flue dusts. This applies particularly to ultrafine mineral particles that escape recovery by conventional mineral dressing. In the interest of economy and conservation the Bureau of Mines is investigating fundamental properties of ultrafine mineral values in slimes as a means of developing new or improved methods of mineral recovery. The work described in this progress report was carried on in the Bureau's laboratories at Rolla, Mo., from 1951 to 1953. The mineral material used as a subject for study was tin-ore slimes. DESCRIPTION OF TIN SLIMES The tin slimes consist principally of quartz, with appreciable quantities of tourmaline and sericite mica and small amounts of cassiterite, pyrite, hematite, and arsenopyrite. The tin content is approximately 0.5 percent.

Mining and Metallurgy of Lead and Zinc, AIME Vol. 121, edited by Dr. C. R. Hayward in 1936, remains a document of importance today even though 34 years have passed in the meantime. Since nothing in this world seems to be permanent, however, and progress brings new and better ways to do things, a two-volume set has just been published to bring the state of the art of 1936 up to date. This two-volume set, Mining and Concentrating of Lead and Zinc and Extractive Metallurgy of Lead and zinc, incorporates the papers to be presented during the Proceedings of the 1970 World Symposium on the Mining and Metallurgy of Lead and Zinc. The Symposium is being held October 20-24, 1970, in St. Louis, a site near to the famous Lead Belt of southeast Missouri. Some eighty papers are bound in these two volumes covering exploration, geology, mining, concentrating, roasting, smelting, electrolytic processing, residue fuming, refining, etc. All of this is laced with data on tonnages, processes, assays and efficiencies obtained, and the man-hours and equipment needed to achieve these performances.

Although so common and well known a metal, tin is really a less abundant element than many of those less familiar and usually ranked with the scarce or rare elements, such as cerium, yttrium, lithium, beryllium, titanium, zirconium and vanadium. The color of tin is white, with a slightly bluish tinge. When it is compared with nickel, the latter metal is brown. When placed alongside of tin, chromium is definitely blue. Tin is whiter than silver or zinc. Exceedingly thin films of tin show various shades of brown by transmitted light. The metal has a brilliant luster, and when mirror-polished, has high light reflectivity. The luster depends to a large extent upon the pouring temperature at which the metal is cast. If the temperature be too high, iridescent colors may show on the surface. These are the result of oxide film formation. If the pouring temperature be too low, the surface is dull. Small amounts of foreign metals, such as lead, arsenic, antimony and iron, decrease the luster of tin and impart a yellowish tinge to the metal. The structure is decidedly crystalline. The cast metal is a mass of crystals. When a bar of tin is bent, it emits a characteristic creaking sound. This is called the "cry" of tin, resulting from the grinding of the crystals one against the other during the bending of the metal. Tin metal may lose its crystalline structure by cold working, but grain growth occurs rapidly under the influence of heat. Metal which has been cast at a low temperature may become amorphous as the result of mechanical work. If such material be heated to temperatures well below the melting point, say at 110° C. for a half hour or for a few minutes at 150" C. recrystallization occurs. If the surface of tinned plate, tin foil, or tin meta1 in cast form be etched with hydrochloric acid containing a little free chlorine, attack occurs at the intererystalline faces. The surface shows patterns resembling the frost flowers on window panes in winter. The etched appearance is called moire metallique. Fine dendritic surface crystals of tin may be obtained by casting the metal on a surface of polished steel. A summary of the reservoir engineering and related geologic data on the Schuler field, Union County, Arkansas, is presented here in a manner intended to interest both technical and nontechnical readers. The Cotton Valley formation and the Reynolds oolite are oil-productive formations in the Schuler field, but the Jones sand pool, at a depth of 7500 ft., developed with 146 wells on zo-acre spacing, is the reservoir of principal interest. The Jones sand sandstone reservoir is an anticlinal trap typically gas-drive or depletion type in performance. The core analyses from 88 per cent of the wells drilled, together with drilling time and electric-log data, yield an accurate estimate of the "productive" sand thickness and its areal distribution over the pool. Accurate production statistics, monthly reservoir-pressure surveys, and bottom-hole sample analyses when correlated by the "material-balance equation" show unusually good agreement with that principle. Estimates of oil initially in place made by the material-balance method and the sand-volume method are in good agreement at 116 to rzo million barrels. The reservoir-pressure history of the pool reflects the reaction of a reservoir to production, proration and secondary-recovery practices. The cost of the extensive program of reservoir study in the Jones sand pool has been estimated, in order to emphasize the value derived from such an investment through better understanding of a reservoir's reaction to production practices. Unit operation of 140 of the 146 Jones sand wells made possible an effective unitized gas-injection pressure-maintenance program. Res-ervoir-pressure decline was arrested, natural flow was maintained, and pumping and lease equipment were conserved. An increased ultimate recovery of zo million barrels beyond the estimated 34 million barrels primary recovery is indicated at present. Extension of the Jones sand unit to include the undeveloped Cotton Valley formation will permit additional recovery of otherwise uneconomic reserves of oil through wells no longer required in the Jones sand operations. Introduction The Schuler field comprises approximately 4000 acres in and about sec. 18, T. 18 S., R. 17 W. in west central Union County, Arkansas. Three reservoirs are procluctive of oil and gas: the Cotton Valley formation, the Jones sand, and the Reynolds oolite section of the Smackover limestone. The Jones sand pool is the most important reservoir from an engineering viewpoint. It possesses the traditional and somewhat classic characteristics usually associated with an anticlinal trap. Development and operations have followed the dictates of advanced engineering practices. The pool has attracted attention because of the unusually detailed reservoir data obtained, its interesting production history, and the success of the unitized gas-injection pres-sure-maintenance operation now being carried out. It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. "Mining OperationsOre will be mined by open pit techniques. Because of the high grade of the deposit and the low strip ratio, mining rates are small relative to most other open pit operations.The ore deposit is located in the valley of the main fork of Red Dog Creek. The bulk of the deposit is located on the southwestern flank of the creek, but mineralization does traverse the creek in both the north and east directions.Erosion has exposed the orebody in a number of locations, and has resulted in oxidation of the mineralization closer to the surface. Although much of this oxide material is very high grade, it leaches readily and, at least in the initial phases of the operation, will be stockpiled and not treated in the concentrator.During construction, 2.3 million mt. (2.5 million st.) of overburden and waste will be stripped from the orebody to expose ore for initial operations. Competent non-mineralized waste will be used to build roads and waste dumps, but the bulk of material removed consists of oxide or ice-rich soils and weathered rock which is not suitable for construction.The annual ore mining rate will be 1.9 million mt. (21. million st.). The strip ratio will start off at 1.2 to 1, falling to 1.0 to 1 by year 5 and ultimately to 0.8 to 1.Bench heights are set at 7.6 m (25 ft). Pit slopes will vary depending on the material present in the wall. The slope, through competent waste and the sulphide package, was set at 45 degrees. This is flattened to 26 degrees (i.e. 2: 1) through overburden and Upper Kivalina shales. The Kivalina Shales are an ice-rich shale whose carbonate matrix has been leached out and which exhibits little or no strength as it thaws. In addition, a 100 ft containment berm will be left in the wall below overburden and Kivalina."

In the routine examination of a wide variety of metal specimens it is sometimes necessary to have special methods of polishing in order to retain and reveal certain details in each specimen. Among such special cases is the retention of graphite in malleable and gray cast irons, the preservation of all types of nonmetallic inclusions in both hard and soft steels, obtaining a scratch-free surface with soft metals, and avoiding the usual relief effects with very hard specimens such as tool metals con-taining various carbide and nitride phases. It is the purpose of this paper to give an account of some of these special polishing methods in use at the Union Carbide and Carbon Research Laboratories. The polishing procedures outlined have been found to give uniform results. It is obvious that only general rules and the most important working details can be given here. Following these rules, the polisher can obtain satisfactory results if he possesses the necessary patience and has a sincere desire to give as nearly perfect a finish as possible to his work.

luring the past two years the Bureau of ?,lines has been receiving from 100 to 150 coal mines in various States a report of each accident causing death, permanent total disability, permanent partial disability, or temporary disability lasting beyond the remainder of the day or shift on which the accident occurred. For each 100 accidents in these groups, there are perhaps from 35 to 45 accidents that do not disable the employee beyond the remainder of the day, and of these fraction-of-a-day accidents the Bureau has compiled no statistics. Information revealed by the reports is to the effect that falls of roof and coal in bituminous coal mines are responsible for 28 per cent of the temporary injuries to underground workers and 33 per cent of the days lost from all temporary injuries underground; they also indicate that falls caused 59 per cent of the deaths from all causes underground. Figures compiled by R. N. Hosler, of the Pennsylvania. Mine Rating Bureau, and covering accidents in bituminous; minis in that State, chow that 61 per cent of the deaths underground during the years 1917-1921 wore due to falls. Neither of these percentage figures includes deaths in major explosions; figures for all bituminous mines in the United States during the five years 1920-1024, inclusive of deaths in major explosions, show that 52 per cent of the deaths underground and in shafts were due to falls of roof and coal.

Tower Colliery is a longwall mine operated by BHP Coal Illawarra Collieries, Southwest of Sydney, Australia It mines the Bulli Seam at a depth of approximately 450m. The surface topography overlying the mine consists of several steep-sided river gorges, up to 68m in depth, which run at oblique angles across a sloping terrain Apart from some light rural development, the surface land is essentially natural bushland, but is traversed by a major freeway. This crosses one of the gorges on twin, six-span, box-girder bridges, with bridge piers up to 55m in height. Consequently, a major surface subsidence monitoring program has been in place for several years now, including intensive conventional, GPS and E DM surveying, plus real-time monitoring of critical components of the bridge structure. Although the bridge and freeway are outside the conventional angle of draw' subsidence influence criteria, and have seen only negligible vertical deformation as a result of mining, there has been widespread evidence of regional horizontal deformation of the land surface, large distances away from the mining area The effect at the bridge has been well within acceptable tolerances, primarily because of the regional nature of the movements, with very little differential movement observed at the bridge piers Gorge closure and evidence of large headlands of land moving `en masse' have been observed. Horizontal movements of hundreds of millimetres have been recorded in some locations where gorge closure has been monitored. Possible explanations of these movements include one or a combination of mechanisms such as pre-mining stress relaxation. valley notch effects, valley bulging, regional joint patterns, movement toward active goaf areas, vertical gorge shearing' and shear failure of horizontal bedding planes below the surface This paper presents a case study of the regional horizontal ?subsidence displacements? measured during mining. and a discussion of the possible explanations for these phenomena

Analytical expressions are derived from empirical data relating the basic physical device parameters to the radiation dose. To put in perspective and justify the approach taken, the overall problem and methods of attempted solution of radiation damage to transistors in a missile or satellite environment is briefly examined. The main emphasis is on a new criteria for neutron radiation hardness and the device design implications resulting from using this criteria. Contrary to other derived criteria, the derived bipolar hardness relation depends mainly on the initial lifetime rather than the base transit time. It is shown, that contrary to previously accepted beliefs, the inherent attainable radiation tolerance of JFET's is at least a factor of ten greater than the radiation tolerance ofbipolars. Experimental results on JFET's designed for maximum neutron radiation tolerance are presented. The accuracy, utility, and range of possible validity of various published lifetime and carrier removal damage constants are discussed. It is well known that transistors are subject to damage due to radiation at much lower radiation levels than those which would cause structural damage to a missile or satellite. The three principal categories of radiation damage to transistors are displacement, ionization, and thermomechanical. The main cause of displacement damage is fast neutrons, and the main effects which permanently degrade transistor operation are minority carrier lifetime reduction and carrier removal. A second-order effect is mobility reduction. The main cause of ionization damage is gamma radiation which results in permanent effects due to charge build-up in the oxide and transient effects due to photo-current generation. The transient effects are usually handled by using circumvention techniques in the electronics system. The extent of the transistor degradation due to displacement and ionization damage depends strongly on the transistor type, whereas the extent of thermomechanical damage does not depend on the transistor type, but depends mainly on packaging and metallization which are common to all transistor types. The standard transistor types are categorized in Fig. 1 and typical cross-sections are shown in Fig. 2. The original reason for the designation of the two classes of transistors was that the unipolar operation depends on only one carrier (majority) and the bipolar operation depends on both minority and majority car- riers. The bipolar is then seriously degraded by minority carrier lifetime reduction, whereas the unipolar or field effect transistor is not. One of the two principle classes of field effect transistors, the junction field effect transistor (JFET), depends strongly on carrier removal. However, the insulated gate (MIS) is little affected by either carrier removal or lifetime changes, but is virtually eliminated as a radiation resistant device because of permanent charge build-up in the insulator caused by ionizing radiation. The bipolar and JFET suffer only minor effects due to charge build-up in the oxide passivation when compared1 to the MOS. This is because the active region of the MOS is adjacent to or part of the oxide layer. It is then the bipolar and JFET which are potentially resistant to permanent radiation damage. It has long been supposed that when crystalline materials are comminuted the energy used in the production of increasingly smaller grain sizes is not entirely dissipated as heat but that a certain portion is "stored" as a part of the internal energy of the material. This portion usually has been called the "surface energy" of the particles. The practical interest of the Bureau of Mines in this subject in connection with the energy requirements of crushing processes has led to the author's attempt to measure the "stored" energy in finely divided calcite by heat-of-solution methods1.t The experiments on calcite showed that "storage" of energy could not be proved for this material, because fine grinding caused a lack of chemical homogeneity evidenced by loss of carbon dioxide and subsequent adsorption of water on the surfaces of the calcite particles. When thermochemical correction was made for composition changes the corrected heat of solution was less for fine material than for coarse. Continuation of the experimental work into the problem of comparing work and heat in the deformation of metallic crystals, where the calorimetric difficulties were less, showed, however, that in the case of copper and aluminum a real discrepancy between work and heat could be shown. Similar results had previously been obtained by Farren and Taylor2 and Hort3 and more or less simultaneously with the author's work by Rosenhain and Stott4 and by Taylor and Quinney9 The results obtained by the different investigators were not satisfactorily consistent, but the experiments of Taylor and Quinney constitute by far the best figures obtained to date. "In the past two to three years, all continuous mining machines at the Potash Corporation of Saskatchewan Mining Limited, Lanigan Division, have been changed over to a new cutting pattern using 1 -inch- and 1-3/l6-inch-diameter self-sharpening pencil bits. The bits are arranged in a cone-type pattern across the face on 2 1/2 -inch and 3-inch spacing. The result is that the ore is removed by chipping and flaking. Previously, rap-lock bits were used, with the pattern being several bits in single rows at wide spacings. The cutting action was grinding and breaking.Besides improved penetration rates and lower bit costs, there are many other advantages. The ore size is much smaller, resulting in less wear and tear on conveyors and other associated equipment. Feeder-breakers are no longer routinely set up at the head end of every extensible belt, as the banana-shaped chunks of ore that used to require breaking are no longer produced. Also, less dust is generated by the cutting heads and fewer stops are required for bit changes. Even the mill operation has been improved, as fewer fines are produced.Further improvements are still sought after, but, all in all, the new cutting pattern is considered to be a giant step forward from the old method."

During some experiments made by Henry J. Miller, partly in Germany and partly in the United States, in which it was found necessary to melt metals in quantities up to 60 kg. in a vacuum or under low pressures of hydrogen, molybdenum was tried as the resistor in the electric melting furnaces. Molybdenum ribbons 16 by 0.55 mm. and 18 by 0.45 mm. were used as resistors. The furnaces were of the type shown in Fig. 1. About the heating tube, Y, are wound parallel resistors of molybdenum ribbon from the water-cooled electrodes, El, Ez. The whole is within a copper container having outlets for the removal or introduction of gases and a window, W, for observation, the space about the heating tube and electrodes being filled with insulating material. The life of the molybdenum used as the resistor was found to depend very much on the manner of using it, its failure being due in some cases to thinning by evaporation or chemical reaction and in others to hardening, which prevented it from following the expansions and shrinking of the heating tubing without cracking. As such failures are often rather expensive in commercial work, it was thought worth while to determine the causes. "T.L. Leaching ProcessCommercial PerformanceSociedad Minera Pudahuel Ltda. (SMP) has been innovating in the copper producing field with the commercial application of the Thin Layer (T .L.) leaching process in its two operating division s: Lo Aguirre and La Cascada. Since November 1980, SMP' s Lo Aguirre Division has been producing high-purity copper cathodes at a nominal rate of about 16,500 metric tonnes / year, by mean s of the new route of T.L. leaching, followed by solvent extraction and electrowinning (TLlSX/EW). This has been the first commercial application on T .L. technology in the world, and the only commercial application in Chile for solvent extraction and electrowinning.By mid -1980, SMP acquired Sagasca Mining Co., renaming it as La Cascad a Division. The existing vat leaching facilities were modified to apply T.L. in the same old vats. The existing scrap iron cementation recovery circuit was kept running for the continuing production of copper precipitates. The modifications in the leaching circuit allowed shorter treatment cycles with a lower acid consumption and consequently, copper product ion increased from a previous historical high of 12,000-13,000 metric tonnes /year to a new level of about 22,000 metric tonnes/ year . These changes have been in operation since March 1981.T.L. Leaching commercial performance, both at Lo Aguirre (TL / SX /EW) and at La Cascada (TL/cementation), has been presented in several recent publications. Real operating parameters and process requirement s were reviewed in detail. A breakdown for TL / SX/ EW economics was also published based on Lo Aguirre' s performance during 1982(41."

"Since the late 1990s, increased prevalence of severe lung disease among US coal miners has been observed, particularly in central Appalachia where thin-seam mining is prevalent. While respirable silica exposures have been implicated in many cases, the available dust monitoring data from mines shows no explanatory trends. One possible factor could be differences in the relative toxicity of silica particles based on their surface condition. Previous research has indicated that particles with occluded surfaces (e.g., by a thin layer of clay) may be less toxic than those with non-occluded surfaces. However, this dust characteristic has not been investigated before now in central Appalachian mines. In the present study, 18 respirable dust samples from seven central Appalachian mines and two northern Appalachian mines were analyzed to assess the relative occurrence of surface-occluded silica. Results showed that the dust from central Appalachian mines actually had higher fractions of occluded silica, which may be due to extraction of large amounts of rock strata along with the coal. However, the central Appalachian mines also more silica particles overall (i.e., occluded + non-occluded) in terms of total number percentage of respirable particles.INTRODUCTIONResurgence of occupational lung disease among US coal miners, especially in the central Appalachian region, has been observed since the late 1990’s (Gibson, 2016; Zosky et al., 2016; Suarthana et al., 2011; Gamble et al., 2011; Antao et al., 2005; Attfield & Sexias, 1995). In addition to increased prevalence of simple Coal Workers’ Pneumoconiosis (CWP, or “black lung”), the prevalence of severe and rapidly progressive disease has risen dramatically (Almberg et al., 2018; Blackley et al., 2018a, 2018b, 2016, 2014; Graber et al., 2017; Cohen et al., 2016). While exposures to respirable silica have long been known to cause or play a role in diseases such as silicosis or progressive massive fibrosis (PMF), which is conventionally considered as the most advanced form of CWP, it is unclear whether silica is the only culprit in the recent outbreak of severe disease. Indeed, as disease rates have risen, both total respirable dust and silica concentrations generally appear to have declined since the late 1980s, based on regulatory monitoring data in the most affected mining districts (i.e., MSHA coal Districts 4, 5 and 12, which cover central WV, eastern KY and southwestern VA, and southern WV, respectively) (Figure 1). Of course, the latency of disease can vary and may be or more 10 years, but many of the most recent cases are likely to have resulted from exposures that occurred since the late 1980s."

A highly undesirable side effect of the mining of coal is the release of acid forming chemicals into the ground water system. The disturbance of the ground during mining allows water to flow through the coal bearing strata and mine refuge where it absorbs iron and sulfide ions and thus becomes highly acidic. The highly acid mine water can then contaminate water supplies and can destroy many of the recreational uses of Pennsylvania's waterways. A great deal of effort has been expended to develop methods of controlling groundwater pollution from mine drainage. At the Pennsylvania State University there has been an ongoing effort to under- stand the chemistry of acid mine water formation and the hydrologic environment in which the acidic water migrates from the mine source into the ground water system. As a support to the hydrologic studies, geophysical studies have been used to help determine the geologic structure of the areas under study which are contaminated by acid water. In addition, the geophysical work has been used to define the type of information geophysical methods can give to determine which geophysical methods are most useful and to develop geophysical field procedures.
