Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. SITUATED in the county of Manchcster, in Northern Eyre's Peninsula, the Iron Knob ore-deposits form the basis of the industry. These deposits are connected by the Iron Knob tramway to the port of Whyalla, aal miles distant, on the western shore of Speneer Gulf,and to-day another tramway is under construction to link up with the same port, a second group of iron ore leases known as Iron Baron, which is situated 18 miles south of Iron Knob. Fig. 1 indicates the geographical relationship of these three places, Iron Knob, Iron Baron, and Whyalla, which together comprise this field of the company's activities.

The Central Victorian Goldfield is a world-class field located in Victoria, Australia. It is currently undergoing a revival through activities in the Bendigo, Ballarat, Tarnagulla, Maldon, Castlemaine and other fields. Sediment-hosted auriferous gold-quartz reefs that are structurally and geometrically complex dominate the region. To date, no remote methods have been developed to assist in the targeting of the discrete high-grade oreshoots that characterise the mineralisation. An understanding of the structural setting and controls, and thus likely frequency of repetition of oreshoots remains the main exploration tool. Gold within the reefs is generally characterised by both its coarse nature (>100 up to 10 000 microns) and erratic distribution; as a result, most of the Victorian deposits are classed as high- to extreme-nugget effect systems. This characteristic ensures that mineralisation is very challenging to explore, evaluate and exploit. The key issues facing the explorer and miner are related to effective sampling, and definition of geological and grade continuity, and ultimately grade and tonnage. Tonnage can often be estimated to a reasonable level of confidence, whereas the grade estimate generally carries a medium- to high-level of uncertainty. In these deposits, surface diamond drilling alone is generally only able to define an Inferred Mineral Resource, with underground development, closely spaced in-fill drilling and bulk sampling/trial mining required to define Ore Reserves. The extraction of gold from ores is relatively simple, based on the coarse nature and hence amenability to gravity recovery. Ground conditions and the need for in-stope grade control (eg mapping, sampling etc), generally point toward mechanised cut-and-fill as the primary stoping method in the region. To potential investors this style of mineralisation has been viewed as high risk, because of the associated low confidence in the grade estimate, general paucity of Ore Reserves at mining start-up and need for underground development at the Feasibility Stage.

Various processes have been developed using a combination of elevated temperature and chemical treatment processing to recover Li from silicate minerals. To facilitate further process development, a comprehensive understanding of the deportment of Li and associated minerals in ore bodies is essential to allow the industry to predict the response of ore reserves to metallurgical treatment options. This paper describes results from the integrated use of the John de Laeter Centre’s state of the art analytical and mass spectrometry techniques to characterise a selection of Li bearing ore bodies and determine their amenability to potential processing options for the extraction of Li. The mineralogy, mineral associations, and liberation characteristics of ore-bearing and gangue minerals were characterised using a combination of the TIMA and XRPD studies. The Li content and distribution within minerals were defined using LA-ICPMS and field emission scanning electron microscopy techniques (EBSD, ToF-SIMS) and atomic probe microscopy.

RADON EXPOSURE AND CARCINOGENIC CELL TRANSFORMATION The highest radiation burden to miners is due to inhalation of radon and its short-lived decay products. The quantification of the risk associated with this radiation burden is complicated by modeldependent lung dosimetry, insufficient accuracy of past human exposure data as well as lacking knowledge about potential synergism of various carcinogens. Nevertheless, it is evident from epidemiological studies of miners that inhalation of elevated levels of radon daughters is correlated with increased lung cancer incidence (UNSCEAR, 1977). The situation is further complicated by the lack of reliable data on the biological variability of the latency period for the development of lung tumor under varying exposure conditions. At present information on variation with age is scarce, however, it is indicated that the excess lung cancer rate for workers exposed to high radon levels is considerably higher, if exposure occurs at ages over 40 years as compared to under 30 years of age (Sevc, Kunz, Placek, 1976). Furthermore, latency period is shorter by 6 - 7 years for smokers exposed to elevated radon levels than for non-smokers (Fry, 1976). Analysis of US- and CSR-uranium miner data revealed that the mean latency period is in the order of about 15 years (Jacobi, 1973). These uncertainties, together with medical diagnostic shortcomings, lead to the dissatisfying situation that at present the detection of radon induced injury of mining personal is primarily the assessment of the endpoint, i.e. radiation induced cancerous transformation of lung cells with typically less than 10% chance for recovery. Therefore it would be advantageous to develop practically applicable diagnostic aids to indicate already early precancerogenic changes of cell characteristics. This would permit the identification of specific population groups at increased risk for the development of lung cancer, thereby increasing the chances of more successful medical treatment. Despite continuous improvements in the reliability of test methods for the diagnosis of cancer cells there is still need for techniques, which enable the detection of transformed cells before the onset of invasion of the host organism. It is generally recognized that the transformation of a cell into a malignant state leads to a change of the cell surface, indicating a correlation between membrane-specific immunological properties and loss of growth control. Surface alterations on cells appear to be responsible in part for the malignant state and are not simply secondary effects of the transformation (Schnebli and Burger, 1973). Furthermore, membranes of cancer cells differ significantly from those of normal cells, particularly, in permeability properties (Rastogi, 1976). In dying cells, proteins, glycoproteins, peptides, aminoacids and their breakdown products are released, which block the permeation of the membrane itself. A mammalian cell can be considered as a 3-phase system (interior, boundary, environment) with the membrane forming a heterogeneous barrier between two subsystems. Under normal circumstances a difference of chemical potential is maintained on both sides of the membrane, causing an ion gradient across and fixed surface charges on the membrane. This results in a membrane resting potential (MRP) between cytoplasm and the bulk medium. It has been shown that MRP is a highly sensitive indicator for cellular reactions due to physical, chemical and biological agents, particularly whenever phenomena of transport and ion gradients as well as permeability are involved (Redmann, 1980). The primary interaction of the agent "ionizing radiation" with any form of living matter occurs at the cellular level. The component with the highest hit probability is the cell membrane. In the study presented MRP-changes of human cells were investigated with simultaneous measurements during irradiation and post-irradiation intervals up to six days. Furthermore, the suitability of MRP-measurements of human cells was tested as an indicator for early changes of cellular properties prior to the histological confirmation of carcinogenic transformation. EXPERIMENTAL METHODS Lung cells The biological specimen used were cultured human lung cells and human lung biopsy samples. Monolayers of lung fibroblasts (W138) were grown in petridishes using conventional culture techniques. In addition, transformed lung cells (W138SV13, subline 2RA) were used applying similar culture methods. All petridishes were incubated at 37°C and only cells in logarithmic growth phase were used. Freshly excised lung biopsy samples were obtained from randomly selected male and female patients (20 cases), where suspected or unclear malignancies were indicated by clinical or X-ray observations. At the time of sampling 80 % of the patients were or had been smokers in the past. The samples were taken by means of a stiff bronchoscope introduced into the trachea under local anasthesia with 1 % Novesinsolution (preparation with Atropin and Pantopen). This permitted the observation of both main bronchi down to the segmental bronchials. From each patient two tissue samples were excised from the mucusepithelial layer under visual control with fiber optics and transferred immediately into 1 % NaClsolution. Rockburst events have been a serious problem for many years in many mines worldwide, and in particular at El Teniente mine in Chile. El Teniente is the largest copper mine in the world, located in the Andes Cordillera where high stress levels are present due to intensing mining activity in addition to complex geology. Consequently, the study and management of the rockburst threat are necessary. In this work, the case of the Diablo Regimiento (DR) mine within El Teniente is studied. The energy capacity of dynamic support systems is determined for different tunnel geometries based on two kinetic methodologies, using data from DR. Initially, rockburst potential is determined by means of a stress analysis around different tunnel geometries through the boundary elements method. In the first methodology a yielding zone (YZ) is estimated for each excavation geometry using the finite element method FEM. The second methodology involves the definition and determination of a critical strain energy (SE) around each excavation geometry using a FEM numerical analysis. In both cases, peak particle velocity PPV is estimated by a scaling law, which is subsequently adjusted due to tunnel amplification effects. According to the results, and knowing the working energy capacity applied in DR mine, it was found that the values of energy capacity for the rock dynamic supports were better estimated by the YZ-PPV approach than by the SE approach.

A unique telemetry system was developed to monitor potentially unstable natural slopes above a residential area. Continuous interpretation of data transmitted from remote movement-sensitive devices and immediate communication of signficant changes to emergency personnel were made possible by a readily available "home" computer. Even though the computer based system was originally developed for a non- mining application, it could be used with little or no modification to monitor ground control instrumentation in open pit and underground situations.

Titaniferous magnetite deposits are a significant source of vanadium for use in high strength steel alloying and other chemical applications. The mineralogy of the deposits varies markedly and the ore characteristics strongly influence the process route selected and the metallurgical outcomes. Characterisation of the ores reveals the presence of magnetite, ilmenite and other minerals such as spinel hematite and goethite with variable degrees of weathering along with weathered products of host rock. The standard processing route is to crush, grind and magnetically recover a concentrate for salt roasting to produce a soluble vanadate. Ore beneficiation is practised to generate an iron based mineral concentrate containing much of the vanadium with low silica levels of two per cent. Typical processing problems encountered are fine liberation size, over grinding of the magnetite and variable response to magnetic separation resulting from the weathering profile. Beneficiation options are restricted, and generally focused on producing a combined iron and titanium rich concentrate containing vanadium due to the fact that ilmenite and magnetite and their products of weathering are magnetic and have similar specific gravities making their separation difficult. The ilmenite usually contains low levels of vanadium making its separation highly desirable from the iron mineralisation containing higher levels of vanadium. Salt roasting of vanadium ores followed by water leaching has been the standard processing route for many years. The cost of suitable sodium salts, availability of capital and increasing energy costs and energy availability are critical factors in determining the viability of aspiring vanadium producers. To date, only Windimurra has acquired full capital funding, secured energy and sodium salt supplies at suitable cost that enable the construction of the project. Low overall recoveries of vanadium to concentrate roasting at up to 1200¦C are critical cost issues. In this paper, factors influencing the recovery of vanadium are reviewed and emerging processing trends explored. The important features of the processing of titaniferous magnetites have been condensed from the literature, published works, company websites, our own work and personal communication.

Two tunnel tubes, each 6.6 km long, will be driven using the shield tunnelling method. The difficult ground conditions and a water pressure of up to 6.5 bar make great demands on the design. The Bureau of Mines investigated two areas of oil and gas seeps in the north-central Gulf of Alaska--Katalla River to Bering River and Cape Yakataga to Yakutat Bay to determine (1) whether previously reported seeps are still active, (2) the characteristics of the seeping hydrocarbons, and (3) the amount of bitumen contained in the drainage leaving the seeps and entering the Gulf of Alaska. Thirteen separate oil seeps, six bitumen deposits, and eight gas seeps were located, sampled, and analyzed. The oils ranged from 35.2° to 14.1° API gravity and had sulfur contents from 0.53 to 1.31 wt-pct. Bitumen samples had API gravities from 2.4° to 14.6° and sulfur contents from 0.28 to 0.88 wt-pct. Gas samples had specific gravities ranging from 0.577 to 0.883 and caloric values from 724 to 1,427 Btu/cu ft. A total of 63 water samples obtained from seep locations and seep drainages were analyzed by atomic absorption spectrophotometry for ionic content and by solvent extraction for hydrocarbon content. Although some of the water at the oil seeps had a bitumen content as high as 246,000 mg/1, the amount of hydrocarbons actually reaching the Gulf of Alaska averaged <0.2 mg/1.

This report describes an investigation by the Bureau of Mines designed to provide background data for extending and improving the applications of chlorine metallurgy in extracting metals from ores. Optimum conditions are given tor chloridizing galena, sphalerite, and chalcocite by contact with chlorine gas. Petrographic and chemical analyses of the sulfides used in the experiments are listed. Graphs are furnished showing the extent of chloridization of each metal sulfide over the temperature range of the observations. In each case, the first tests were made with the reaction chamber at room temperature. This temperature was increased by regular increments in succeeding tests until the temperature was reached at which quantitative conversion of the sulfide to chloride was observed. The data are also plotted for screen-size fractions of the sulfide minerals investigated. Data show that the extent of metal chloride formation was affected by chloridization time, particle size of the sample, and usually, the temperature of the reaction chamber. At 300° to 400° C. an anomaly was noted for both galena and sphalerite. The temperature at which this anomaly was observed varied according to the particle size of the mineral. Comparisons are made between the chloridizing characteristics of the mineral sulfides and their chemically prepared counterparts.

The titanium-rich end of the Ti-A1 system has been investigated up to 35 at. pct A1 (23 wt pet). One conzpound Ti3Al was found to occur between primary a and TiAl. It is ordered hcp with DO19 structure, it has virtually no solid-solubility range, and it has a closed maximum at about 875°C. OIL either side of the compound are a +Ti3Al two-phase fields. The limiting a1uminum solubility in primary a at the titanium-rich end is indicated to be 7.5 at. pct A1 (4.4 wt pet) at 550°C and about 6.8 at. pct Al fl wt pct) at 500°C. Quenching alloys from above the a + Ti3Al two-phase field produces the following structures with respect to alloy composition: Up to 13 at. pct A1 (7.8 wt pet), a solid solution; from 15 to 18 at. pct A1 (9 to 11 wt pct), shear transformation product or martensite; from 19 to approximately 30 at. pct (11 to 19 wt pet), submicro-scopic coherent Ti3Al in an a malvix. The twin hcp phase fields reported in the literature are the result of nonequilibrium corzdztions. Ti-A1 alloys, once partitioned by dwelling- in the a + ß phase field during either hot working or heat treatment, are extremely difjicult to homogenize at temperatures below 1000°C. Such partitioned alloys exhibit the characteristics or symptoms of two-phase materials, and may be said to suffer the "twin-phase syndrome". THE earliest investigations of the Ti-A1 system by Ogden et al.1 and Bumps et al.2 reported wide solubility of the primary solid solutions. Aluminum was reported soluble in the low-temperature allomorph to the extent of 37 at. pct (25 wt pct), and the first intermediate phase was reportedly TiA1. Somewhat later Kornilov et al.3 reported a similar diagram with phase boundaries displaced towards lower aluminum contents and higher temperatures. Beginning about this time (1956) reports in the literature made it very clear that one or more intermediate phases occurred at lower aluminum contents than TiAl.4-17 These reports included five major investigations of the titanium-rich end of the Ti-A1 diagram.4,12,14,16,17 Three of these diagrams show two two-phase fields below 37 at. pct Al, while two of them show a single two-phase field. The existence of the phase Ti3A1 is firmly established and is included in each of the diagrams, except one—that of Sato and Huang.12 The new phases are reportedly hcp and differ from primary a only slightly when disordered, and when ordered the "a" parameter is approximately one,4,12,15 two, 6-10,13,14 or four14 times that for primary a. Beyond this, however, the diagrams are remarkable for their lack of agreement. Two tacit assumptions are usually made in phase-diagram determinations of metal systems. These are: 1) equilibrium anneals bring the alloy to equilibrium or to indistinguishable closeness to it, and 2) equilibrium conditions established at elevated temperatures are either "frozen" by rapid quenching for evaluation at room temperature, or quench-transformation products are recognized as such. In the current investigation evidence was obtained that over substantial composition ranges neither of these two conditions was met in any of the more recent major investigations. I) MATERIALS, METHODS, AND TECHNIQUES The alloys of this investigation were prepared by nonc on sum able electrode arc melting. Materials used in the preparation of the alloys are summarized in Table I. The investigative tools employed were: optical and electron microscopy, differential thermal analysis (DTA), disatometry, X-ray diffraction, electron diffraction, and resistometry. Alloys for microscopic and X-ray investigations were prepared as 15-g melts. Alloys containing from 7 through 11 at. pct A1 were hot-rolled out of a furnace at 900°C, from 12 through 15 at. pct out of a furnace at 1000°C, and from 16 through 18 at. pct out of a furnace at 1125°C. Alloys containing more than 18 at. pct A1 could not be hot-rolled. The ingots were covered with Markal coating prior to hot rolling to minimize atmospheric contamination. The late J. P. Sparrow, chief operating engineer of the New York Edison CO., carried out a series of practical tests on condenser tubes of several copper alloys and reported on the results to the Association of Edison Illuminating Companies at its meeting in September, 1913. In the preparation of these tubes the senior author had the pleasure of cooperating. Copper-zinc alloys in the proportions of 60-40,70-30,80-20, 90-10, and Admiralty metal, which is in effect 70-30 with 1 per cent. of tin, were tried. Monel metal and several copper-nickel alloys, and 8, 5, and 3 per cent. aluminum bronze were also tried. At the time of this report, the aluminum bronze had been in service for 4 1/2 years and seemed to be giving especially good results but later it began to fail and showed no substantial improvement over Admiralty metal. Monel metal was unsatisfactory and the nickel alloys apparently did not give better service than the Admiralty alloy. Previous to the publication of the report, and after considerable discussion, it was agreed that a test where tubes of different kinds could be under laboratory observation would be advisable, so the apparatus described here was set up in The American Brass Co.&apos;s Waterbury Laboratory. This was fitted with tubes of copper, brass, bronze, nickel silver, cupro-nickel and other alloys, and the test started on Oct. 11, 1912. Salt water from East River, New York harbor, was barrelled and transported to the laboratory for the test. A fresh supply, completely replacing the water in service, was obtained at the end of each six months period. Two techniques have been developed with which the applicability of pressure build-up analyses can be extended to include pressure data which previously have been considered virtually unusable. One of the interpretation methods makes possible the analysis of pressure build-up performance during the wellbore fill-up or after production period which occurs soon after a well is closed in. The other technique is an extension of a method for analyzing pressure build-up performance during the late-time portion of the pressure build-up which occurs after boundary eflects first begin to alter the shape of a conventional pressure build-up curve. With both of these methods it is possible to obtain estitnates of the kh product, the skin factor and the reservoir pressure. In addition, with the late-time analysis technique it is possible to obtain an estimate of the contributory drainage volume of the well being tested. This means that in some cases a check on reservoir limit test and (or) material-balance calculations can now be obtained from pressure build-ups. Both methods are slightly more time-consuming than conventional pressure build-up analysis methods because trial-and-error plots of pressure data must be made. The late-time method for analysis of pressure build-ups is in principle applicable to the late-time portion of a two-rate flow test or a pressure drawdown test. The interpretation formulas and procedures for these types of tests are also outlined. In these cases, as with pressure build-ups, it is significant that an estimate of the contributory pore volume is also obtained. On the basis of limited experience with the new techniques, it appears that satisfactory estimates of the kh product, skin factor, reservoir pressure and, for late-time analysis, contributory drainage volume can be obtained. INTRODUCTION The analysis of bottom-hole pressure build-up behavior in closed-in wells has been a a subject of interest in petroleum engineering circles for many years. In fact, few other subjects have received as much attention as pressure buildup analysis methods have. The cause for this interest is essentially twofold in nature. First, the pressure behavior of a well can normally be measured with a reasonably high degree of accuracy so that good data for analysis can be obtained. Secondly, over a fairly wide range of operating conditions, valuable information as to the quality of the reservoir rock and completion efficiency of the well can be obtained at a nominal cost. In recent years, numerous papers have been prepared on the effects of various operating conditions and reservoir heterogeneities on pressure buildup behavior. Very little work has been done, however, on extension of pressure build-up analysis methods to those pressure data which are not amenable to analysis by the present methods. The theory upon which the analysis of shut-in bottom-hole pressure build-up data is based is derived from the solution of the radial flow equation for a slightly compressible fluid for constant-rate conditions. It requires that the well be closed in for a sufficient period of time to obtain a clearly defined linear portion on the plot of observed bottom-hole pressure vs log (t + ?t)/ ?t (where At is shut-in time, and t is producing time to the instant of shut-in). From the slope of the plot and other normally obtainable data, the formation permeability, the well damage or skin factor, and the reservoir pressure at infinite shut-in time (if the reservoir were infinite) can be estimated. The successful application of this procedure depends on being able to recognize the straight-line section on the basic pressure build-up plot. The presently used pressure build-up interpretation theory also assumes that a well is closed in at the sand face and that no production into the well occurs after shut-in. In practice, of course, the well is closed in at the surface, and inflow into the well continues until the well fills sufficiently to transmit the effect of closing-in to the formation. This adjustment period is commonly referred to as the "afterproduction" or "fill-up" portion of the pressure build-up. During the period that the well fill-up effect is most pronounced, the basic pressure build-up plot is nonlinear. At later shut-in times after the effects of a drainage boundary have been felt at the well, deviation from the straight-line behavior of the pressure build-up plot also results. In many cases either of these effects or a combination of both can make the straight-line portion on the pressure build-up plot difficult to recognize. Obviously, an extension of pressure build-up analysis methods to include the afterproduction period and the period in which boundary effects are being felt would be desirable and might render valuable pressure data which for years have been considered virtually unusable. The principal reference of note concerning pressure buildup analysis during the afterproduction period is a paper by Gladfelter, Tracy and Wilsey.1 In the approach of these authors it is necessary to measure the rate of influx into the well during the afterproduction period. IT is well known that particles of different sizes are not distributed evenly throughout the average charge in an iron blast furnace. Just how great the disparity in particle size in different parts of a single plane in a furnace may be is indicated by the results of some recent investigations1 conducted by the Bureau of Mines on a furnace operating on Lake ores. The wide variations found in gas velocity, gas composition, and temperature from the periphery to the center of the upper charge column were caused by the great variation in particle size of the raw materials used and were also greatly influenced by the methods of charging. This paper summarizes the results of an investigation of the influence of different methods of charging and of the treatment of raw materials upon the size distribution of the solid particles in the blast furnace. A more complete report will appear later as a Bureau of Mines technical paper.

The estimation of the tonnage and grade of payable ore in a mine and the correct policy of selective mining based on such estimates, is of vital importance to the mining engineer it is surprising, therefore, that more attention has not been devoted on the Witwatersrand to the scientific improvement of mine valuation methods. At present these methods consist almost entirely of the application of simple arithmetic and empirical formulae guided by practical experience, and ignore the many advantages to be gained from a careful statistical analysis of the behaviour of the gold values. The science of statistics has expanded rapidly during the last two decades and its value as a powerful and indispensable tool is now recognized not only by research workers and scientists but also, ever-increasingly, by the commercial and industrial world. This being the case it is noteworthy that in a mining field such as the Rand with its highly developed and advanced mining methods, singularly little attention has been paid to the analysis of mine valuation problems on a modern statistical basis. This omission is even more striking when cognizance is taken of the wealth of sampling data concerning the gold ore which is available and of the far-reaching decisions and deductions constantly being based on such data. Some contributions have however been made from time to time towards the application of statistics to mine valuation on the Rand (References Nos. 7, 8, 9, 11, and 12), but none of these have been generally applied in practice and a systematic practical approach based on clearly deemed fundamental concepts still appears to be lacking. The object of this paper is, therefore, to define these statistical concepts and to indicate briefly the lines along which statistical methods can be applied profitability in solving some of the existing problems and in improving the general standard of mine valuation on the Rand For this purpose a knowledge of mathematical statistics is essential, but as this paper is primarily intended to provide the mine valuator with a practical introduction to statistical application in his field, the mathematics is confined to a short annexure, together with references from which details can be obtained.

The changes of line position and integral line breadth in the X-ray diffraction pattern of a polycvys-talline Cu-30Zn tensile test piece, incrementally loaded (and unloaded) up to fracture, have been an-alyzed in detail. The stacking-fault probahility, cv, increased linearly with increasing strain, E, wheveas the effective domain size, De(hkl), decreased with decreasing E-1 Over the greater part of the stress-strain curve the rate of work hardening was essentially constant (about 86 kg per sq mwz), and could be correlated with the slope of stage II of the single-crystal stress-strain curve. Consequently the theories of work hal-dening (particularly those parts relating to stage 11) as developed by Mott and Hivsch and others could be applied to the observations made on the polycrystalline brass. A relationship of the form Aa = Aao - MhklEhkl between the change, Aa, in the extrapolated lattice pararneter and the rvns strain, Ehkl, was derived and found to fit the results acceptably well. From this and other relationships developed in the papev it was estimated that the equilibrium stacking-fault energy of Cu-30Zn was between 8.4 and 12.5 ergs per sq cm, in fuirly close agreement with the (corvected) value obtained by Howie and Swann (1961)43 using transmission electron microscopy. The theory of work hardening in the jorm developed and recently presented by Hirsch (1964)3 successfully described all the pvesent observations. In order to test certain aspects of the theories of work hardening, as developed by Mott,1 Hirsch,2,3 Seeger et el,4-7 and others (for review see Nabarro, Basinski, and Holt8), several recent investigations have been concerned with relating the dislocation density, p, with the shear stress, 7 (and strain, y), applied to the specimen. The results of these investigations have shown that the square root of the dislocation density appears to be linearly related to the applied shear (or flow) stress for fcc as well as bcc metals and alloys. Furthermore, the relationship appeared to apply not only to the deformation of poly-crystalline specimens, but also to stages I and I1 of the deformation of single crystals. An expression of the form has thus come into wide use. Here b is the Burgers vector for a total dislocation, G is the shear modulus, and 70 and q are constants. A review9 of available values of q shows it to have values (at room temperature) in general between 0.3 and 0.6. Forms of Eq. [1] can be deduced from, or predicted by, the current theories, and the various constants adjusted so that they are compatible with the experimentally found value of q . No unique relationship has yet been found between the dislocation density and the applied shear strain. There are several serious objections to the use of Eq. 11]. In the first place, it relates the shear stress to the density of the dislocations without regard to their arrangement, type, or distribution; the significance of the relation may therefore be justly questioned.5 In the second place, the values of the experimental quantities usually substituted into Eq. [11 are those of the applied shear stress and the total dislocation density measured after unloaditzg. The dislocation density value that should in fact be used is that for the mobile dislocations present in the specimen when under the applied load.* Finally, in cases where the values used for p, the dislocation density, are those obtained by electron microscopy, p is subject to considerable error,&apos; both systematic and random. The corrections to be applied are still controversial. Dislocation densities can also be measured by etch-pit and other techniques,&apos;&apos; each having their specific limitations. An objective of the present investigation has been to obtain information about the dislocation configyration and distribution by analyzing the changes in the position and shape of X-ray diffraction profiles as a function of deformation. The X-ray techniques employed, also open to criticism, have certain advantages, however. Thus, although the X-rays diffract only from the surface layers to an effective depth of about 20 p, the measurements can be made while the specimen is under load. The value of the dislocation density obtained by the X-ray method is also subject to errors, which are different from those of the electron microscope. Though a considerably larger volume of material is sampled by the X-rays, thereby reducing some of the statistical errors inherent in the electron microscope data, the information obtained is less detailed and is dependent on the method of analysis used to obtain a value for the dislocation density. Nevertheless, important observations can be made because the aforementioned advantages outweigh some of the limitations. In the present paper the X-ray method is briefly described and applied to a brass specimens deformed in tension. The results are then discussed in terms of some of the current concepts of work hardening. 1) EXPERIMENTAL PROCEDURE Details have already been extensively published elsewhere11-14 and therefore will only be dealt with briefly here. 1.1) Materials and Specimen Preparation.
