"Respirable dust samples are collected by the U.S. Mine Safety and Health Administration (MSHA) and mine operators as part of the requirements of the Federal Coal Mine Health and Safety Act of 1969. About 1.85 million respirable dust samples collected by MSHA were analyzed for the period 197/ to 1990 f or the states of Alabama, Colorado, Illinois, Kentucky, Ohio, Pennsylvania, Utah, Virginia, and West Virginia. Trends in coal dust exposure of continuous miner operators, helpers, and roof bolters were analyzed. The reported production in each of the nine states was analyzed. The relationship between average dust exposure and coal production was evaluated. In addition, the differences between mine operator and MSHA inspector collected data were examined for each state. The average exposure levels for the three occupations - miner operator, miner helper, and roof bolter were also compared.The data indicate that the dust exposure levels have significantly dropped over the last twenty years, while at the same time production has increased, attesting to the ability of the U.S. mining industry to adapt successfully to the stringent dust control regulations. In terms of coal production, it appears that some states, such as Utah, Illinois, and Kentucky, were able to increase their production significantly relative to others, such as Pennsylvania and Virginia. The relationship between dust concentration and coal production is, at best, tenuous. 11 implies that existing dust control technology has assisted several mine operators to meet dust standards, while, at the same time, enabling mines to produce more coal than before. Comparison of data collected by MSHA and mine operators indicate that MSHA inspectors recorded higher dust levels and lower shift production relative to mine operators."

Two 200 T/da Lurgi Turbulent Layer fluid-bed roasters have been in operation at Canadian Electrolytic Zinc Limited since 1966. Zinc concentrate containing 52-54% Zn, 9-11% Fe,31-33% S is treated to produce calcine containing 60-62% Zn,10-12% Fe, .l-.3% S as sulphide and .8-1.2% S as sulphate. Each roaster train comprises a waste heat boiler, two cyclones in parallel and a two-field electrostatic precipitator. Distribution of calcine collected is 10-15 percent from bed overflow, 55-65 percent from boilers, 20-25 percent from cyclones and 2-6 percent from precipitators. A Monsanto designed contact plant produces acid at a rated capacity of 365 T/da (100% H2304 basis) from roaster gases diluted to 7.0-7.5% S02. The process steps are gas cleaning and cooling by weak acid scrubbing, acid mist removal in electrostatic precipitators, gas drying in 93.5-96.5% H2304, conversion of sulphur dioxide to sulphur trioxide in a four-pass converter containing vanadium pentoxide catalyst, and absorption of the sulphur trioxide in 98.1-98.3% H2S04. Product acid is 93.2% H2S04. Conversion efficiency is 97-98 percent and overall sulphur recovery from concentrate is 87-90 percent. The adjacent fertilizer plant has a capacity of 135 T/da of P205. The products are 54 percent phosphoric acid, run-of-pile triple superphosphate, and diammonium phosphate. The plant is of Ugine-Kuhlman design and consists of an air-cooled multiple tank reactor, a tilting pan filter, and a forced circultation vacuum evaporator. Triple superphosphate is made on a continuous belt and partially cured in a rotary dryer. Diammonium phosphate is produced by ammoniating phosphoric acid in a single stage reactor. The slurry of ammonium phosphate is granulated in a blunger and dried.

In electrochemical separation of metals, it is necessary to control the potential applied between the electrodes so that only the desired electrode reactions can occur. A knowledge of the minimum potential needed for a given electrode reaction to take place continuously is therefore pertinent to the success of the process. In molten chloride systems at high temperatures, activation polarization is believed to be small,1,2 so the minimum potential needed for the electrolytic decomposition of a molten metal chloride MC1n (n = valence of the metal ion) is therefore essentially the equilibrium electrode potential E of the metal-chlorine galvanic cell in the solution. If the decomposition products are pure M and chlorine at a pressure of p atm, E*Eo-rt/nf in [i] Since EO (the standard electrode potential of MCln) is a constant at a given temperature and R (the gas constant), and F (the Faraday's constant) are all constants, the variation of E with the electrolytic bath conditions is largely determined by the effect of the latter on the activity of the metal chloride amcln (standard state = pure MC1,). Measurement of E and study of how amCin varies with temperature and concentration, the nature of the solvent, and that of the coexisting solutes are therefore pertinent in the selection of optimum operating conditions for the electrochemical separation of metals. Because of its low melting point, high decomposition potentials of its components, and the low solubility of heavier metals in it, the LiC1-KC1 eutectic melt is a useful solvent and has been used in the electrodeposition of Mo,3Ce,4 and u5 metals. Senderoff and Brenner3 measured the potentials of Zn/Zn++, Fe/Fe++, Cu/Cu+, Mo/Mo+++, and Ag/Ag+ against an Ag/AgCl (pure) reference electrode at 600°C and a concentration of 4.1 mole pct of each chloride and came to the conclusion that complex ion formation occurred in some of the melts. Laitinen and LiUe gave an electromotive force series at 450°C for a number of {Metal/Metal ions (unit activity)) electrodes in LiC1-KC1 eutectic melt, the {pt/pt++ (unit activity)) electrode being chosen as the reference. Walker and Danly7 studied the ther-modynamic properties of NiC12 in LiC1-KC1 eutectic melt over a wide range of temperatures and concentrations by measuring the electrode potential between a nickel electrode and a chlorine electrode in the melt. Since potential measurements made by using the chlorine reference electrode are of more direct significance both in the study of electrochemical separation and in the evaluation of the thermodynamic properties of the melt, it is therefore decided to measure the electrode potentials of cells of the type {M/MCin (mole fraction = N) in LiC1-KC1 eutectic melt/Cl2 over a range of N values and temperature for a number of metal chlorides. In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. This Bureau of Mines report describes methods to electrodeposit erosion-resistant titanium diboride coatings from molten alkali metal borate baths at 900° C. These coatings have been shown to be highly resistant to material loss during impingement with high-velocity alumina and silicon carbide powders, and they show promise as protective coatings to reduce metal loss in erosive chemical environments, such as coal gasification systems. The most erosion-resistant coatings were prepared on nickel, Inconel, and molybdenum from an electrolyte containing LiBO2, NaBO2, Na2Ti03, and TiO2. The best coatings were deposited at current densities of [~]20 ma/cm2, using titanium or titanium diboride anodes. Erosion-resistant coatings were shown to exhibit (1) a high degree of crystallographic orientation along the (100) or (110) planes, (2) a chromium impurity level of less than 3 pct, and (3) a uniform, smooth, consolidated surface appearance when viewed under a microscope or by scanning electron microscopy. Optical spectroscopic studies of the molten electrolyte suggest that the lower valent (+3) titanium ion predominates in the baths.

"Shaft sinking by blind shaft drilling offers the mining industry a different approach to shaft construction. Benefits of blind drilling include less construction time and fewer safety problems while being economically competitive with conventional sinking methods under certain conditions in soft water-bearing formations.Technology and equipment are available today to drill blind shafts up to 20 feet in diameter and over 3,000 feet deep. This is an extension of proven techniques developed by private industry. To drill a 20-foot-diameter hole requires a specially manufactured hydraulic drill unit with a rated hoist of 2 million pounds and 500,000 ft/lb of torque.This brief paper will discuss the following aspects of blind shaft drilling:• benefits;• equipment f or drilling;• circulation methods;• circulation rates;• shaft alignment; and• progress rates to be expected.IntroductionShaft sinking by blind shaft drilling offers the mining industry an improved alternative method for shaft construction. The drilling of 20-foot -diameter shafts to depth s in excess of 3,000 feet can be done by utilizing equipment specifically designed and manufactured for this purpose. This equipment is a distant cousin, at best, to standard oil well drilling rigs. The actual configuration of these drilling machines will be discussed in a following section.To most people, the drilling of mine shafts may seem to be a new or at least recent technology. However, as early as the I920s, German and Dutch miners were drilling 24-foot diameter shafts for coal mines. What led ""miners to resort to drilling were ground conditions that still plague conventional shaft sinkers today: soft , water-bearing formations. The major drawback to these early attempts was a low penetration rate due to poor bit cleaning. This, however, was not the end of early shaft drilling activity. From 1936 to 1950, a number of mine shafts were drilled by the calyx or coring method. This method employs a bit with a large bore down the center. As it drills, it cuts a core. When 5 to 10 feet have been drilled, the core is removed. The disadvantages of this method were the time and work involved in breaking the core free, and it was inadequate in soft water-bearing ground."

Extensive soil conditioning was required to allow Earth Pressure Balance(EPB) tunneling on the South Bay Ocean Outfall tunnel project in San Diego, California, near the Mexican border. This tunnel extends 19,000 feet out under the Pacific Ocean and was mined through soil formations including silts, sands, gravels, cobbles, and boulders. EPB pressures ranged from 3.0 to 7.0 bar, with the maximum pressures required when mining through the highly permeable granular formations.

Metal separations based on the selective precipitation of phosphates have a potential application in many hydrometallurgical processes. This paper reviews the literature on the solubility of a number of both divalent and trivalent metal phosphates and presents the result of some additional experimental measurements. The systems examined have been modelled to obtain free energy of formation data for the various species. Computer generated solubility diagrams which are described can be useful in predicting a variety of metal separations.

The passage of an ore pulp through the froth flotation process results in the production, after dewatering, of a finely divided concentrate. This intermediate product Trust be handled to the subsequent process facilities via belt or other types of conveyors, hoppers, bins, chutes and feeders, and the like, Flotation concentrate has some difficult handling properties such as abrasiveness, sluggishness when moist, or fluidity when dry, These characteristics require the judicious selection or design of handling, equipment and the careful engineering of transfer chutes. It is to the special problems which are encountered in this in-plant handling procedure that this paper is addressed. The methods which will be discussed have beer. developed primarily for the handling of the froth flotation concentrates of copper, leap, and taconite iron ores, but may be generalized, with appropriate modifications, to apply to other similar metallic concentrate&. The controlled feeding of concentrates frog: bins and hoppers is covered alone with some of the techniques used to transfer concentrates from ore belt conveyor to another. Methods are described for unloading belt conveyors into bins or storage tiles, The reclamation from storage piles is also treated.

A computer model was developed to calculate the fragmentation cost for in situ leaching operations as a function of the blast design and deposit parameters. The model is based on blasting an ore zone only or an ore zone plus overburden by either a coyote blast or a vertical blasthole system. The model calculates the blast design parameters and the fragmentation cost based either on a user input powder factor value or on a powder factor calculated by the model as a function of the overburden height and the ore zone thickness. Examples of blast design parameters calculated by the model are the number and spacing of blastholes for a vertical blasthole system and the number and spacing of crosscuts for a coyote system. The model also calculates the total amount of explosives, the detonating cord length, and the number of primers. The cost of blasthole drilling can be calculated by the model based either on purchasing and operating a drill or on a user input value of the contracted cost of drilling. Application of the model to an example ore deposit showed that the vertical blasthole systems were more economical than the coyote system when there was no overburden and the deposit had an average ore thickness less than 45 meters. With no overburden and ore thickness greater than 45 meters, the vertical blasthole system was either more or less expensive than the coyote system depending on the number of levels used in the coyote system. With overburden, the coyote system was less expensive than the vertical blasthole system for blasting either the ore only or the ore plus the overburden. A coyote blast will usually produce larger particle sizes than a vertical blasthole system. Larger particle sizes can result in lower copper recoveries so that a less expensive coyote blast may not improve the overall economics of an in situ leaching operation. Blasting the ore zone only was generally less expensive than blasting the ore plus the overburden by either blasting system. Also, for the example considered, the coyote system costs were less sensitive to changes in overburden thickness and powder factor while the vertical blasthole system costs were less sensitive to changes in ore thickness.

The height of tailings pond (TP) embankments is frequently raised to accommodate the ever-increasing volume of tailings released by the mining industries. Excess pore water pressure (EPWP) may develop during the height-raising operations, which can affect the overall stability of TP. This article presents a detailed stability analysis for the embankments of an existing TP, the height of which was increased twice utilizing downstream (D/S) and upstream (U/S) construction techniques. A rigorous two-dimensional transient fully coupled-stress-pore pressure analysis is performed in the finite element-based package RS2 to examine the build-up of EPWP during different stages of construction. Furthermore, an attempt is made to investigate the feasibility of future height raising, with due consideration given to the influence of embankment raising rates. Results from the analysis show a development of higher EPWP within the tailings deposit in comparison to the embankments of TP, indicating the development of an undrained-like condition. The study further reveals that the development of EPWP is highly affected by the rate at which embankments of TP are being raised. A higher rate of embankment-raising results in the development of greater EPWP in comparison to a lower embankment-raising rate, which may lead to the ultimate collapse of TP. Furthermore, based on the stability analysis, the height of existing TP can be further raised by 4 m (two lifts of 2 m height) utilizing the U/S construction technique. A thorough cost and benefit analyses are however required before implementing the results of the current analysis since the storage capacity of TP is reduced while raising by the U/S method.

The value of brine analyses in the study of petroleum-engineering problems was recognized early in the history of petroleum. The Bureau of Mines before 1928 had indicated in several reports.3/ ways in which analyses might be used. Because of the confusion resulting from attempts to correlate the work of different chemists using greatly varying methods of analysis and systems of computation and expression of results, a paper presenting the methods used by the Bureau of Mines was prepared and published in 1928. This system of determining the characteristic constituents of oil-field waters and of calculating and reporting results has been widely adopted by the petroleum industry. The earliest and most obvious use of water analyses is determination of the source of water infiltrating into petroleum and natural-gas wells. For this purpose it is necessary that an analysis of the connate water of the formation from which the oil is produced be available and that an analysis of the contaminated water be made. By comparing these analyses with those of connate waters from formations higher in the structure, the formation from which the infiltrating water comes may be identified.

Recently Lurgi has succesfully commissioned Peru's first direct reduction rotary kiln at SIDERPERU?s Chimbote works. The order included comprehensive engineering services and supply of special equipment to modify three existing cement kilns according to the SL/RN process. The kilns were cut to 62m length and installed with a slope of 2.5%. A new heating system, including shell burners, was supplied and inlet and outlet ends of the kilns completely renewed. Figure 1 shows the kilns after modification.

The evaluation of earthquake-induced liquefaction has become a routine part of geotechnical engineering design. For a given project, if an analysis identifies a potential for liquefaction and the consequences of liquefaction are deemed unacceptable, then some form of hazard mitigation is required. Mitigation efforts may consist of removing the liquefiable soils, bypassing the liquefiable soils with deep foundations, structurally accommodating the deformations or strength loss caused by liquefaction, or preventing the onset of liquefaction through ground improvement. The fundamental ground improvement mechanisms for liquefaction mitigation include densification, drainage, and reinforcement. When evaluating, recommending and specifying various ground improvement methods for liquefaction mitigation, practitioners should understand the fundamental mechanics involved and applicability and limitations of the various methods. The DFI Ground Improvement Committee offers a review of the fundamental mechanics and commentary on the applicability and limitations of each method to provide clarity and guidance on the issues related to ground improvement for liquefaction mitigation.

Several significant past and present producers of high grade and bulk tonnage gold ore from southeastern California and southwestern Arizona can be empirically and genetically linked to regional peraluminous magmatism which occurred during the late Cretaceous and early Tertiary. Geological relationships and geochemical characteristics from the Fortuna Mine area will be described and compared to those of the Tumco Mines area. Each of these historical gold producers is viewed as a morphologic end member in otherwise genetically linked metallogeny. Cold-quartz veins at Fortuna can be directly linked to peraluminous pegmatites both physically and mineralogically. Silica-magnetite±spidote±garnet rock which occurs as relatively barren, discontinuous, foliation- parallel horizons at Fortuna, but as high grade gold ore at Tumco, is interpreted as replacement of calcareous units during the same episode of peraluminous magnatism responsible for the gold vein mineralization. Whole rock and trace element data from pagmatites and aplites of the Fortuna and Tumco areas, together with data from the Gunnery Range batholith of southwestern Arizona, indicate that the magma series (after Keith, 1984) responsible for the gold metallogeny is peraluminous calcic, and is quite rich in sodium.

"Permissible exposure limits (PELs) have been established for gaseous pollutants, carbon monoxide (CO), carbon dioxide (CO), nitric oxide (NO), nitrogen dioxide (NO2), and some gas-phase hydrocarbons emitted in diesel exhaust. There is, as yet, no PEL recommended for diesel exhaust aerosol (DEA), nor is there a standard method for sampling this aerosol.The University of Minnesota and the U.S. Bureau of Mines have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) which utilizes size-selective inertial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were made in underground coal mines that use diesel equipment.The mine mean DEA concentrations for the five mines surveyed, determined with the PDEAS in the haulageway, was 0.89 mg/m3, with a standard deviation of 0.44 mg/m3. DEA contributed 52 % of the respirable aerosol at this location.In three of the mines filter samples were collected for DEA-associated polynuclear aromatic hydrocarbons (PAHs) and biological activity determinations. Two of the mines were also monitored for the major gaseous constituents found in diesel exhaust. In general, the PAH and biological activity levels were similar for all three mines, and indicate that up to 25 % of the haulageway concentrations may be contributed by outby diesel vehicles. Measured concentrations of CO, CO2. NO, NO2, and SO2, were well below regulated levels.INTRODUCTIONDiesel exhaust contains pollutant gases, such as carbon monoxide, carbon dioxide, nitric oxide, nitrogen dioxide, and gas-phase hydrocarbons, as well as DEA. Much of the health-related concern focuses on DEA and associated organic compounds (Watts, 1992a). A wide variety of these PAHs have been identified and some are known carcinogens and/or mutagens. The U.S. Mine Safety and Health Administration (MSHA) has proposed new PELs for these and other contaminants (MSHA, 1989). MSHA has also published an advance notice of proposed rulemaking to establish a separate PEL for diesel particulate (MSHA, 1992)."

"A need exists for fast and accurate analysis of species in various phases at elevated temperatures. Although modern analytical techniques are very efficient, the equipment is usually situated some distance from the industrial operation and time is spent taking the sample and sending it to the analytical facility. Several minutes can easily lapse and, during this time, heat must be supplied in order to keep the system molten and, if the composition is changing rapidly due to a refining process or reaction with the environment, the information may only be of retrospective use. Perhaps more important reasons for the use of on-line sensors are that instantaneous analysis gives better control, process optimisation and the minimisation of energy losses and pollution. To date oxygen has been the only element which is measured widely using solid electrolytes. However, the analysis of many more elements is required and possible electrolytes for other species are discussed. For some elements, ~here is no suitable conducting electrolyte and, therefore, a different approach is adopted where the electrolyte, in which one species is mobile, comes to equilibrium with another species. IntroductionThere is an ever increasing demand for the development of sensors for on-line measurements in most areas of technology and, in particular, metal processing. This is especially relevant in situations where greater control can be achieved by monitoring the chemical composition of the melt during processing and where a minor constituent in the melt can have a major effect on the properties of the finished alloy. Although modern analytical techniques are fast and reliable, the equipment due to its complexity, is frequently situated away from the process area and valuable time may be spent in sampling and transportation. During this period, heat may have to be supplied to prevent solidification and the refining reactions may be continuing, and, therefore, the analytical information may not be of direct use."

In 1970, the Government of Saskatchewan instituted a program aimed at resolving the dilemma of excess productive capacity over the market demand which existed for potash produced in Saskatchewan. The two primary elements of the program were prorationing of potash production to market demand and a minimum selling price. The paper reviews the factors, both local and international in nature that led to the introduction of the program. The licensing mechanics and the operation of the program, along with the changes that have been introduced in two and one-half years of operation, are discussed. Attention is given to the results of the controls as they affect the industry and the province. Also discussed is the outlook for Saskatchewan potash in world markets.
