"On February 15, 1984 Finance Minister Lalonde presented to Parliament a budget heavily flavoured with the current consultative mood of the Government. Notably absent from the budget was the typically long list of tax changes of immediate effect. Instead, the bulk of the budget papers consisted of a wide variety of white papers on significant topics that would have a far reaching impact on the future of all Canadians.This month. Tax Notes examines the highlights of Mr. Lalonde's budget.IntroductionThe mining industry need not feel slighted in Finance Minister Lalonde's budget of February 15, 1984: the budget offered very little that would have an immediate impact of significance on any sector of the economy. Apart from some welcome announcements for the oil and gas industry to postpone the implementation of certain negative tax changes, the budget was surprisingly scant in terms of definitive tax proposals.While massive revisions in the rules relating to pensions, small businesses, commodity taxation and profit-sharing were brought forward, many of these proposals are set out in White Papers or other documents to be implemented into legislation only after further consultation. Canadians will accordingly have to wait for such promised benefits as increased RRSP and other pension contribution limits."

"The counter-current fluidized cascade is a novel and potentially efficient pneumatic gravity separation device. Data are presented on over 150 runs of cleaning Alberta thermal coals, covering several size ranges. The coarser sizes of coal were processed in admixture with a fluidizing medium consisting of 0.5-by 0.1-mm hematite (or magnetite) and limestone particles. The partition curves for coal particles larger than about 3 mm, mixed with fluidizing medium, showed that the sharpness of separation achievable with the cascade approaches that of wet heavy medium processes, whereas with particles in the size range of 3 by 0.6 mm the sharpness of separation was comparable to that of a Baum jig. Useful cleaning was also achieved with particles smaller than 0.6 mm , Throughput rates of up to 11 tonnes per metre width of cascade per hour were achieved, with no indication of a deterioration in performance.IntroductionPneumatic coal beneficiation has steadily lost ground vis-a-vis hydraulic beneficiation during the past quarter century, primarily because of the sharper separations achievable with the latter methods. Nevertheless, there are certain inherent advantages of pneumatic separation methods which would give them an advantage in the market place were it possible to increase their efficiency to be technically competitive with those of hydraulic processes. These advantages are a dry product, resulting in a higher calorific value per ton, and avoidance of the problems associated with treatment and storage of process waste waters. Also, although it may be necessary to dry the raw coal prior to pneumatic processing, the dry rejects produced constitute an ideal fuel for a fluidized-bed combustor, which could provide heat both for drying the coal and for other purposes."

"Australia has almost twenty per cent of the Western World's low-cost uranium reserves, located mostly in the Alligator Rivers region of the Northern Territory. At present, only one uranium mill is operating in Australia, but a number of new mills are planned for the early 1980s.Details are given of Australian uranium mining and milling proposals and the measures taken to minimize their environmental impact. Major factors affecting environmental impact are discussed, including treatment of liquid wastes, water management, control of radon and other airborne releases, and disposal of tailings. IntroductionAustralia is entering a new phase in uranium mining and milling activity . In the first phase of operations, between 1954 and 1971, about 10,000 tonnes of yellowcake was produced at five locations. Most of the production came from the mines at Rum Jungle in the Northern Territory and Mary Kathleen in Queensland. In the 1960s, the demand for uranium slumped, and much of the yellowcake produced at Rum Jungle was stockpiled by the Australian Atomic Energy Commission. The early uranium processing operations in Australia were typical of overseas practice at that time. Environmental problems were generally given low priority and pollution control measures were unacceptable by today's standards. There was little or no recycling of process water, acid waste streams were not neutralized and tailings dams were poorly designed. At Rum Jungle, oxidation of sulphides in waste heaps, tailings dumps and ore stockpiles subsequently led to destruction of vegetation and heavy metal pollution in a nearby river.In the early 1970s, major uranium deposits were discovered in the Alligator Rivers region of the Northern Territory. Significant orebodies were also located in the Great Artesian Basin in South Australia, in calcrete formations in Western Australia and at several locations in Northern Queensland. According to latest available estimates. Australia has about 160/0 of the Western World's uranium recoverable below $US 80 per kg U. Mining these orebodies will require pollution control measures more stringent than practised previously in Australia."

The highly-mineralized 43,700-ha Rapid River study area, on the southeast side of Hells Canyon Wilderness and west of the village of Cuprum, in Adams County, western-Idaho, was investigated in 1992 by the USBM (U.S. Bureau of Mines) in conjunction with its Idaho Land Assessment Program. The 1992 study updated data gathered during the USBM's 1974-76 Wilderness investigation. The studies consisted of the evaluation of 61 mineralized sites and the estimations of tonnages, grades, and minability of these sites. Most of the sites studied are in two mineralized locales--Windy Ridge and Jackley Mountain. A few isolated sites, peripheral to the two locales, were also examined. The 61 sites contained more than 340 mine and prospect workings, including about 10,300 meters (34,000 feet) of underground workings, plus 134 drill holes.

"International competition is presenting the Canadian steel industry with a major challenge. While Canadian companies have invested in new technology, research and development, activity by Canadian industry, in general, lags significantly behind that of its major competitors. While OECD countries increased their research and development spending during the 1980s, Canada's R&D funding levels have changed little since the early 1970s and have actually dropped since 1986, despite greater public discussion on the issue. This fact is reflected in the relatively slower pace of innovation in the Canadian steel industry, despite the efforts of both government and industry.In addition, there are a number of factors that undermine the competitiveness of the Canadian steel industry, in particular in relation to the United States. Among these are higher interest rates, labour costs and tax rates, as well as an overvalued Canadian dollar. Canadian steel companies are thus feeling the full impact of the current economic recession. This recession, combined with recent strikes, have, for example, caused serious losses for Algoma and Stelco.In spite of these objective difficulties, the Canadian steel industry has been able to survive and continues to strive for a leadership position in the world market. Since World War II, heavy investment in new technology has allowed the industry to upgrade its facilities and increase productivity, while at the same time improving quality and reducing pollution. This last point is particularly important in view of public insistence on improvements to the quality of the environment. Over the next decade, this technological innovation must be maintained and intensified if industry is to meet the challenge of international competition and attain a leadership position."

Comparison of long term decline in oil production during cyclic waterflooding or pressure pulsing of part of the Driver Unit with steady injection-imbibition flooding in the Tex Harvey area led to large expansion of flood in the Driver Unit on the steady injection basis. While the flood has been successful, the major problem has been attainment of satisfactory oil production rates in most of the wells. Large volume fracture treatments of low capacity wells were unsuccessful in achieving sustained increases in production. A two-section area in the Driver Unit has already recovered 620 bbl of oil per acre by waterflood but other areas have not performed so well. Sun Andres water containing 300 to 500 ppm H,S is sweetened to 0.5 to 1 ppm H,S by extraction with oxygen-free flue gas. This prevents contamination of gas produced in the area and apparently it has reduced corrosion in minimum investment, thin-wall, cement-lined water dktribution systems. Cement-lined tubing in injection wells has mitigated corrosion as effectively as thick polyvinyl chloride films have, and at less cost. Introduction As reported in the literature the Spraberry field of West Texas has presented unusual problems for both primary production and waterflood ing. Earlier information from the Spraberry Driver Unit included conception and evaluation of cyclic waterflooding or pressure pulsing in a nine-section pilot test as an aid to extraction of oil from the tight matrix rock and as a boost to normal capillary imbibition forces An additional 5 years' operation in that area, and performance of expanded steady injection water-flood, now covering a total of 68 sq miles, are reported herein. In addition, since the Driver Unit is one of the largest waterfloods in areal extent in the U. S., many operating experiences are presented for the benefit of engineers concerned with operation of other Spraberry floods or with other waterfloods where this reservoir technology and/or water handling technology may be adaptable in part. These include: (1) attempts to improve producing well capacity through large volume fracture treatments, (2) long-term performance of water treating plants utilizing oxygen-free flue gas to extract H,S from sour San Andres water, (3) performance of thin-wall cement-lined pipe in water distribution systems including comparison between those sections carrying raw San Andres water and those carrying treated water, and (4) comparison of performance of various lining materials and subsurface equipment in water supply and water injection wells. These experiences are reported without regard to whether results are good, bad or indifferent. Since the operations reported are limited to the techniques, materials, and equipment actually used in the Driver Unit, no comparison is possible with results of other approaches used in other Spraberry floods or in waterfloods generally under different conditions. However, an attempt is made to quantify these experiences as much as possible in the space available to permit other engineers to select those parts applicable to eheir problems. Background The Spraberry, discovered in Feb., 1949, is a 1,000-ft section of sandstones, shales and limestones with two main oil productive members—a 10- to 15-ft sand near the top and a 10- to 15-ft sand near the base, having permeabilities of 1 md or less and porosities of 8 to 15 percent. Extensive interconnected vertical fractures permitted recovery of oil on 160-acre spacing from this fractional-millidarcy sandstone, but they made capillary end effects dominant. Primary recovery by solution gas drive is less than 10 percent of oil in place, with most wells declining to oil production of a few barrels per day when reservoir pressures are still in the range of 400 to 1,000 psi. Partial closing of the fractures with declining reservoir pressure is believed to be the cause of such low production rates at these relatively high reservoir pressures. In 1952 Brownscombe and Dyes proposed that displacement of oil by capillary imbibition of water from the fractures into the matrix rock might significantly increase oil recovery from the Spraberry, overcoming otherwise serious channelling of water through the fractures." A pilot test conducted by the Atlantic Refining Co. during 1952 through 1955 indicated technical feasibility of the process; but low oil production rates averaging I5 to 20 bbl/well/D failed to create significant interest in large-scale waterflooding at that time." One of the most dangerous jobs in mining is that of resupporting the roof after a fall has occurred. The resulting cavity may be more than 30 feet high, with relatively unstable sides and roof. It is often impossible to proceed with rehabilitation without exposing men and equipment to unsupported rock. Temporary supports provide margin- ally effective protection because of the lack of available footing. Furthermore, the usual supports in rehabilitated fall locations are not permanent, require frequent maintenance, and fail to eliminate some remaining serious safety hazards. This is typically the case for high cavities where loose rock drops from considerable heights from between roof bolts. Supports made of cribbing, beams and additional cribbing to the high points of the fall in many cases do not provide good protection due to the deterioration and shrinkage of timber. In mines, high cribbing frequently loses contact with the roof and thus provides no protection against rocks peeling off the sides. This is true in spite of the fact that at time of installation the cribbing was wedged tightly to the roof. Therefore, when considering the difficulties which occur with current practices, the objective is to find alternate methods of resupporting the high roof after a fall.

This method pertains to the field of determinative mineralogy, which it provides with tools for: (1) phase identification, (2) solid solution analysis. The method should be particularly useful in the applied fields of: (1) paragenesis of ore deposits, (2) mineral dressing, (3) mineral synthesis and study of phase equilibria.

Bauxite resources were primarily in Africa, Asia, Oceania, and South America. Only five countries combined, Australia, Brazil, Guinea, India, and Jamaica, contained most of the total world reserves available for extraction under current economic conditions and accounted for nearly 80 % of world production of bauxite. World bauxite and alumina production declined and prices for smelter-grade alumina remained below the $200/mt level during 1993 because of growing aluminum inventories on international markets and declining worldwide demand. The United States imported bauxite primarily from Australia, Brazil, Guinea, and Jamaica. U.S. alumina plant capacity remained essentially unchanged throughout 1993, but apparent capacity utilization decreased by the close of 1993. Chromium Most of the world's known resources and reserves of chromite are located in India, Kazakhstan, South Africa, and Zimbabwe. India, Kazakhstan, and South Africa accounted for 73 % of world production of chromite. The two largest producers of chromite, Kazakhstan and South Africa, were in the process of major economic and political change during 1993. South Africa's production and exports of chromite continued to fall during 1993, because of weak international demand and a flood of cheap metal from the former U.S.S.R. and China into world markets. Despite a significant increase in production, South Africa's ferrochrome producers continued to operate below capacity in 1993. Prior o the dissolution of the U.S.S.R., Kazakhstan was a major internal supplier of chromite ore to the U.S.S.R. consumer, but subsequent decline in demand led to a downward trend of chromite production in Kazakhstan and increasing exports to Europe during 1992 and 1993. The United States consumed, about 10% of world chromite ore production in various forms of imported materials. The United States imported nearly one-half of its required chromium contained in chromite ore and chromium ferroalloys and metal from South Africa; the remainder was from the minor producers Turkey, Yugoslavia, Zimbabwe, and others.

INTRODUCTION THIS chapter on the rô1e of physical-chemical processes in ore deposition presents unusual difficulties because it attempts to discuss the theory of processes that are very imperfectly under- stood, but which are among the most fundamental problems now before the student of ore formation. It is generally believed that a great variety of ore deposits are in some way derived from igneous rocks; but we desire to know the mechanism of their splitting off from the parent magma, the physical and chemical character of the material that acts as a medium for transfer from magma to the point of deposition, the manner of deposition, and the methods of replacement and removal of the invaded rocks. This problem is difficult for the field geologist because it concerns forces that for the most part have long since ceased to act. It involves a complex system of which the time for completion extends from the first development of the parent magma through its intrusion, its slow cooling and crystallization, and the final escape of its last residuum, a time probably represented by millions of years. In space the processes extend from profound depths of the abyssal magma which can never be directly observed, through the horizons characterizing deep-seated igneous rocks and ore deposits; those formed at moderate depths; and ends with surficial ones and surface thermal springs. The geologist usually can study the effect at but one of these horizons: he must attempt to fit his puzzle together while seeing but a few parts at a time. Thus he must deal with many isolated phenomena, as if they were the result of many physical and chemical systems; when in fact his problem involves a single exceedingly complex system, and will only be understood when that entire complex system is understood. The geophysicist is handicapped because he must attempt to interpret an extraordinary complex system, involving physical and chemical conditions which he can never hope to duplicate fully, through the study of many exceedingly simple systems.

A field laboratory for use in monitoring underground mine air quality has been developed and proven in underground service. The laboratory includes two separate monitoring systems and data analysis computer programs. One is the Mine Air Monitoring Laboratory (MAML). This is an enclosed trailer-mounted laboratory capable of monitoring CO2, CO, NO, NO2 particulate matter, S02, NH3, temperature and air velocity in the mine drift. The MAML can be up to 1000 feet away from the area being monitored. The second system is the vehicle data system, mounted on the load-haul-dump (LHD) vehicle, which monitors engine speed, engine fuel rack position, exhaust gas temperature, ambient temperature, vehicle speed, CO2 concentration near the operators' breathing zone and the mode of operation of the vehicle. The two computer data analysis programs and the two field instrument systems comprise a complete Mine Air Quality Laboratory (MAQL) for underground pollutant studies. Data from the systems have been used for studying vehicle duty cycles, ventilation systems, exhaust after-treatment devices, vehicle exhaust system design and portable instrumentation. Descriptions of the laboratory are presented along with a summary of some of the experiments performed. The capabilities of the lab are discussed, along with future potential uses.

"The main components of a ""PC” -based mineral inventory system are described in a sequence common to many real reserve/ resource estimation projects and in the practical context of problems and decision-making typically encountered in such studies. Some components are designed particuarly to improve the geostatistical instructional capability of the package. An important part of this approach involves the use of widely available software for data manipulation and evaluation in the design of a mineral inventory study progressing to mine design and feasibility. A variety of more or- less fixed routines written in high level languages provide acceptable computational speeds on a personal computer. These critical segments are linked by simple, short, compiled Basic programs easily adjustable to various data configurations and needs. IntroductionGeostatistical mineral inventory estimation has progressed greatly since its slow dissemination during the 1960s. The mining industry generally has accepted the benefits of the technique, notably the quantification of grade and geology, an indication of error in grade estimation, and of the mined volume / grade variance relationship (Clark, 1979, Isaacs and Srivastava, 1989).Acceptance has been slowed, first by complexities of geostatistical theory and second by a bewildering variety of computer systems and applications programs. Continuing improvements in education will facilitate a better understanding of the underlying theory.The purpose of this paper is to describe, in a practical context, the development of a geostatistical-based approach to reserve/resource estimation. The approach integrates various existing commercial software packages with a wide selection of programs developed by the authors for personal computers which estimate mineral inventories and educate users in the techniques applied; that is, the QMIN system.It is hoped that the approach presented here will convince mining and geological engineers concerned with resource estimation, of the soundness of geostatistical methods and its broad potential to their problems."

SINCE the year 1643, when the first blast furnace in America for treating iron ore was built at Saugus, Mass., out of mica schist quarried in the neighboring district, the procurement of a suitable refractory for furnace lining has been a problem of concern to the operators of furnaces. The stacks built of mica schist continued to smelt iron ore until about 1836, when, according to F. H. Norton, the first firebrick were produced1, at Queens Run, Pa. Other writers speak of brick having been molded and burned in Massachusetts about the year 1834. In 1841, Andrew Russell began to produce medium refractory plastic clay brick near East Liverpool, Ohio, that were used for lining blast furnaces1. The well-known Kentucky clay-producing district was not opened up until the year 1871, but since then it has produced a large percentage of the linings for iron blast furnaces. While some strides have been made by the refractories industry during the 100 years that have passed since the first firebrick were produced, it has been only during the last two decades that any real progress has been made towards bettering the product, even though the method of production had improved. Perhaps the fault lies with the user of the brick rather than with the producer, for not sooner demanding a supe-rior product. During the past 15 years the tonnage produced per lining has increased from 500,000 gross tons to 1,000,000 gross tons, and now some furnaces are producing 1,600,000 gross tons and better on a single lining. It is true that enlarged capacity of furnaces and improved practice have accounted for some of this increase in tonnage, nevertheless better quality in firebrick must be given credit for its share. However, we are not yet ready to say that we have reached a maximum life of furnace lining. This Bureau of Mines report describes laboratory and field experimentation in building mine ventilation stoppings, air-door frames, and fan bulkheads with a civil construction technique. Shotcrete is applied to a free-standing, three-dimensional wire-truss panel, which is easily cut and rapidly erected. In mines where shotcrete equipment is available, this technique should be faster and cheaper than conventional block-and-mortar or monolithic concrete construction.

Preservation of groundwater quality is a major environmental concern. The disposal of hazardous material from urban waste dumps, milling wastes in tailings ponds, and industrial wastes in injection wells may contaminate potential sources of potable groundwater. The containment or migration of contaminants in the subsurface depends on bedrock characteristics and type of overlying sediments. Fractured bedrock and permeable sediments that may provide pathways for the transport of potentially harmful contaminants should be avoided when selecting a disposal site. The role of borehole geophysics in hazardous waste-site investigations is reviewed in three categories: (I) site selection; (2) determination of the extent of contamination at existing sites; and (3) long-term monitoring of migration of contaminants. In the first category, borehole geophysical techniques developed for lithology and fracture identification, and for porosity determination, provide some of the necessary information for understanding the subsurface hydrogeology. Lithological information can be obtained from gamma-ray, electrical resistivity, induction, magnetic susceptibility, and sometimes induced polarization logs; fracture detection and characterization can be accomplished with the use of caliper, density, resistivity, temperature, and acoustic televiewer logs. Estimates of porosity are derived primarily from neutron-neutron, resistivity, density, and soniclogs. Borehole geophysical techniques used in water quality determinations include self-potential, fluid resistivity, Eh (redox potentials) and pH measurements, and these can be used to map the extent of contamination at an existing waste site. Cross borehole and borehole-to-surface electrical methods can also be used in this application. Long-term monitoring of contaminant migration in boreholes can be accomplished with techniques that respond to changes in electrical conductivity, temperature and fluid chemistry caused by the presence of contaminants.

"Grinding mill hydrostatic trunnion bearings require an external pumping source to provide and maintain the oil film between the bearing members. In order to guarantee a predetermined minimum film thickness, the lubrication system tends to be oversized. The oil film is ""indirectly"" controlled by flow, pressure and temperature monitors with fixed settings on the conservative side. This can lead to excessive maintenance and abbreviated life for the lubrication system components. A reliable method of monitoring actual film thickness would not only provide greater mill availability, but also minimize maintenance costs.This paper describes the instrumentation installed in Dominion hydrostatic bearings, and presents results of field tests where the output of that instrumentation was recorded under various operating conditions.IntroductionThe trend toward larger and more sophisticated grinding mills has made the operators of these machines increasingly vulnerable to financial loss, as the cost of downtime and repairs has increased directly with machine size. In order to guard against such losses, it is becoming imperative that large, sophisticated grinding mills be equipped with protective instrumentation to monitor some of the critical operating parameters and to identify events and trends which, if they go unnoticed, can lead to excessive maintenance costs and machine downtime. The idea of protective monitoring systems is not new. The operators of certain types of machinery where a high degree of safety is required or where machinery health can deteriorate very rapidly, as in the case of high-speed turbo-machinery, have long been using protective instrumentation on their machines. The increased awareness of the benefits of monitoring machinery conditions and the availability of reliable and relatively low-cost instrumentation of a large range of sophistication is making the practice now widespread. Traditionally, grinding mills have not been considered as high-risk machinery requiring instrumented protection. However, the trend, mentioned earlier, toward employing fewer, but larger capacity, mills increases the risk of significant disruption of production, and therefore measures to minimize the risks are desirable."

"The successful design of a new mine water pumping system is in part dependent upon the accuracy with which the operating conditions can be forecast. This paper outlines the data which should be obtained on water quantity and quality. Methods of modifying the quality are also discussed. Some pumping systems for disposal of sludge are described, citing operating examples. The various types of mine dewatering pumps are described in terms of design characteristics as they affect operating efficiency and installation and maintenance costs. Piping system parameters are outlined. Finally, a hypothetical case study of pumping from a depth of 3,000 ft is assessed, with particular reference to capital costs.IntroductionMany mine operators would agree that the pumping system usually receives a low engineering priority during the design stage, and as a consequence causes some of the most frustrating problems during production. For a ""dry"" mine (up to 200 gpm), design of the pumping system may indeed be simple, but outside of the potash industry such mines are not common. For ""wet"" mines, the pumping system is important because it significantly affects the initial capital and on-going energy costs of the mine and, in the area of sludge disposal, the working conditions and production costs. Indeed, a failure in the pumping system usually has serious, and sometimes disastrous, consequences.The intent of this paper is to outline the factors which should be considered in the design of a pumping system and to describe the types of pumps used in mine dewatering and relate them to practical operating systems."

"New developments in centrifugal slurry pump technology are discussed in relation to their importance for improving pump operation and reliability.Experimental data obtained by measuring the velocity of liquid flows in a slurry pump casing using Laser Doppler Velocimetry are presented. This demonstrates the importance of selecting pumps with the proper hydraulic design to provide optimum efficiency, maximum part life and minimum operating cost.The paper also discusses the use of new wear resistant materials, such as ceramic/metal composites, which can significantly improve the life of parts exposed to abrasive media. The results of laboratory attrition tests are presented. IntroductionCentrifugal slurry pumps are of primary importance for the hydro transport of abrasive and corrosive media in the mineral processing industry. As for all process equipment, slurry pumps must be carefully selected and operated to provide optimal performance. To achieve this, it is necessary to select equipment which will provide efficient and reliable operation for the specific service conditions and incorporates the best materials available to obtain maximum parts life.Abrasive wear of liquid end components is the most important aspect that distinguishes the design and application of slurry pumps from other types of pumps. It is therefore necessary to have a fundamental understanding of the mechanical interaction between pump components and the media being handled, as this will impact significantly on hydraulic design, mechanical reliability and selection of wear resistant materials. Recent advances in computational approaches'» have greatly improved the prediction of wear rates in pump casings by facilitating the solution of complex equations which describe the wear mechanisms mathematically. In conjunction with this, new experimental techniques allow researchers to measure flow fields in pump casings using non-invasive devices such as Laser Doppler velocimeters."

"INTRODUCTION This report presents statistics of accidents at coke ovens in the United States during the calendar years as 1933, the twenty-first year for which data of this kind are available, 1913 being the first year for which accident reports were collected from the operating companies by the Bureau of Mines. The present report is presented in mimeograph form because insufficient funds are available for printing it. The first report of the Bureau of Mines that contained statistics of accidents for the coke-mining industry in the United States covered the two calendar years, 1913 and 1914. While the figures presented therein related both to beehive and by-product ovens, the original returns from the operating companies were not classified so as to permit the presentation of accident statistics for each class of ovens separately. Beginning with 1915, the accident reports from the operating companies have shown the general type of ovens to which the reports related; therefore, since that year, separate statistics for each of the two classes of ovens have been given in the Bureau's yearly reports of accidents at coke ovens.The coke-making industry in the United States established a safety record in 1933 almost equal in merit to that which it achieved in 1932, when the accident-frequency rate was the lowest and therefore the most favorable that the industry has known. Credit for the achievement is due almost entirely to companies operating byproduct ovens. (See table 8.)"
