As a result, the present report partially reflects the efforts of the members of the Association.

It has long been recognized that one of the principal ways of combating dust in coal mines is by means of water sprays. However, spray systems, currently in use, clog or plug frequently, thereby reducing the effectiveness of dust control aid, in turn, possibly increasing the health hazard to mining personnel. Moreover, the maintenance and replacement of spray system components, e.g., nozzles and filters, can be expensive in terms of direct costs of labor and material, and the consequent loss of production. Recognizing these problems, the Bureau of Mines sponsored a research project on the "Development of a Non-Clogging Water Spray System"; this project was carried out by Eastern Associated Coal Corp. The overall objective of this project was to develop a non-clogging water spray system suitable for use in underground coal mines. Since most of the dust formed is at or near the working coal face, emphasis was placed on face equipment such as a continuous mining machine. To accomplish this objective, a two-phase project was carried out. The first phase involved determining the causes of spray nozzle and spray system clogging, determining the availability of spray nozzles or systems that could be modified to be non-clogging, and developing a non-clogging water spray system. Phase two was concerned with the fabrication and the laboratory and field testing of a non-clogging system. In each phase, there were both laboratory and field investigations, and the results of these investigations are presented in this report.

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. Depletion of coals most suitable for metallurgical fuel has made necessary a general survey of coking coal reserves in the United States. These investigations were begunn 1948 at the joint request of the Munitions Board, Department of Defense, and a number of coal companies. This report, which is one in a series, by counties, describes the preparation characteristics of the coals of Harlan County, Ky. From these data it is possible to determine: (a) Which coals, either as mined or after beneficiation by conventional preparation, are chemically suitable under present standards for producing metallurgical coke, (b) Which coals require special and more intensive treatment in preparation than is now practiced; and (c) Which coals cannot be considered to be potential sources of metallurgical fuel regardless of preparation.

This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC), on Contract H0122026 (which began in August of 1971). Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of independent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Commun¬ications," and Volume II, "Seismic Detection and Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume.

This Bureau of Mines publication presents a comprehensive review of mine electrical power-system theory and practice. It discusses fundamental theory and the vital aspects to be considered in planning and designing mine electrical power systems. The report is divided into three major sections. The first presents the history of electricity in mining and the fundamentals of electrical phenomena and components. The second focuses on power-system components: motors, grounding systems, cables, and protective equipment and devices. The final section includes mine power-center equipment, switchhouses and substations, batteries, and mine maintenance.

The authors were responsible for a series of large scale multiple chamber charge blasts conducted in the granite mountain area for making construction space on the southeast sea coast in China during 1993-1996. This paper describes the blast design and damage control of one mountain blast 320m in length and 280m in width in the vicinity of two wharfs and a dam. In order to obtain better rock fragmentation and muckpile, the explosive charge should be well-distributed in the mountain. The charge pattern, therefore, was designed with mainly 5 rows of tunnel charge in regular terrain in combination with a chamber charge in irregular topography area and the maximum burden was limited to be less than 38m. In order to protect the dam and wharfs the firing sequence was carefully arranged in 29 intervals and the distance between different charges of the same delay to the dam or wharf was taken into account as an additional delay interval based on the difference of p-wave propagating times. The maximum charge fired in an interval was also limited to less than 34t explosives through dividing the larger charge by a stemming deck.

Mountain bumps have been a problem in the coal-mining industry since the 1920's. The problem became severe in the late 40's and early 50's with the introduction of mechanized mining. Fatalities and serious injuries resulted from mountain bumps during this period. Mountain bumps again caused fatalities in the 80 's. Interviews were conducted mostly with retired coal miners having experience in bump conditions with five different coal companies. These men held positions as president, general manager, roof-control specialist, mining engineer, inspector, superintendent, mine foreman, shift foreman, section foreman, miner operator, electrician, and general laborer. Together, their comments give a good idea of the things tried to mitigate mountain bumps in the Appalachian Coal Fields.

"The McClean uranium deposits are in northern Saskatchewan, 11 km west-northwest of the Rabbit Lake mine. Their average grade is 1.8% UJ0 8 and they contain 6,350 tonnes of uranium oxide in seven pods of variable grade and mineral assemblage. They are hosted by both basal Athabasca Group and the regolith developed on the underlying crystalline basement. The major mineral facies are: sulphide, arsenide, 'bleached', and hematite, with the important uranium minerals being coffinite, uraninite and pitchblende.Abundances of carbon and sulphur isotopes are consistent with their derivation from pyritic graphite in basement gneisses. Isotopes of oxygen and hydrogen suggest mineralizing fluids were aqueous and at temperatures of about 200°C. Ar39/ Ar40 laser age determination of illite indicates mineralization began about 1300 m.y, ago and that significant hydrothermal alteration ceased about 1170 m.y. ago though Pb/U data suggest the deposits continued to evolve into the Mesozoic.The deposits are interpreted as the result of oxidizing ground water stripping uranium and other metals from either the Athabasca sandstone, especially the heavy mineral layers, or from the regolith, and precipitating these when encountering a warm reduced fluid emanating from the basement."

The value of Alabama's nonfuel mineral production in 1978 and 1979 was 8831.8 million and $336.4 million, respectively. In 1978, nearly all commodities registered an increase in production and value; unit value increased for all commodities, with the exception of native asphalt and sand and gravel. Alabama led the Nation in the production of crushed marble and was second in bauxite, third in masonry cement, kaolin, native asphalt, and oyster shell, and fourth in bentonite, dimension marble, fire clay, and scrap mica. Trend; and Developments.-The Alabama State Docks at the Port of Mobile handled more than 10 million tons of bulk material in fiscal year 1978; volume dropped slightly to 9.8 million tons in fiscal 1979. Bulk materials comprise the major activity at the facility, with iron ore and bauxite being two of the major materials handled. The movement of these ores is vital to the operation of many heavy industries in the State.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

"Since the first commercial extraction of uranium in the early 1940s, the range of feasible process alternatives has greatly increased. This paper reviews process options to reduce extraction costs, improve efficiencies, effect safer operations, and lessen environmental impacts. Equipment and processes used in the past, in use now, and that could be considered for future use are described.BackgroundTwo billion years ago life on earth consisted solely of single celled creatures of the simplest design (Gould 1989). Incredible as it may seem, uranium fission reactors were operating then also. In what is now western Africa, a series of natural reactors were fueled by rich uranium deposits in contact with underground rivers. Water from the rivers provided the moderator necessary to sustain the nuclear fission chain reaction. These primordial reactors ran down after about 600 000 years (Ontario Hydro 1989).Because it is ubiquitous in the earth's crust, humans have always been in contact with uranium. Mining of uranium, albeit not intentional, is ancient ; uranium minerals were embedded in ore veins mined for metals such as silver and copper.Uranium was discovered in 1789 in Berlin by an apothecary, Martin Heinrich Klaproth, who named the element after the recently discovered planet Uranus. The metallic element uranium, as opposed to its compounds, was extracted in 1841 by the French chemist Eugene-Melchior Peligot. The atomic mass of uranium was calculated to be 120, but the Russian genius Dmitri Ivanovich Mendeleev (famous and welcome everywhere except in Russia, where his liberal politics were detested by the Tsar), found this did not fit into his periodic table, and submitted a value of 240. Mendeleev was close; the exact atomic mass is 238.029.Henri Becquerel's detection of the radioactivity of uranium in 1896excited scientific study of the metal, but virtually no practical use was found for uranium outside of a minimal consumption as a colouring agent for glass and ceramics. Scientific interest intensified in the 19305. In 1933 Leo Szilard patented the concept of the nuclear chain reaction. While walking to work on a fine fall London morning and mulling over the problem of how to release atomic energy, he was stopped by a red light. He stood in thought and conceived the notion of the neutron-activated chain reaction before the light turned green. The patent was filed in 1934, and Szilard assigned it to the British Admiralty in order to keep it secret, in an honourable but ultimately futile effort to prevent the misuse of science (Bronowski 1973)."

It is possible to closely simulate the product sizing distribution from an industrial rod mill by the correct choice of parameters in laboratory batch milling. For laboratory batch rod milling, changes in per cent critical speed and per cent rod volume cause the product sizing distributions to move in parallel at a constant slope. For ball milling, larger sized media in batch milling grind more coarse material giving a closer simulation to the industrial rod mill product. Changing the feed size distribution by removal of coarse particles or addition of fine particles changes the product sizing distribution, but would not normally be practiced in laboratory testing. These data should be applicable to many instances where laboratory simulation of an industrial product size distribution is required.

A single-cylinder research engine was operated on pure hydrocarbons and simple (two-component) mixtures of pure hydrocarbons to study the effect of fuel composition on exhaust emissions from a spark-ignition engine. Used as fuels were three pure hydrocarbons that represented the primary hydrocarbon types present in commercial motor fuels: A paraffin (2,2,4-trimethylpentane), an olefin (2,4,4-trimethylpentene-2), and an aromatic (meta-xylene). The engine was operated at the same equivalence ratio for all of the fuels used in the experiment. Exhaust gas samples were collected and quantitatively analyzed for carbon monoxide, carbon dioxide, hydrogen, nitrogen oxides, aldehydes, and hydrocarbons. Exhaust hydrocarbons were separated and quantitatively measured with a chromatographic system employing a flame-ionization detector. Unknown hydrocarbons and oxygenated materials in the exhaust were identified with a Time-of-Flight mass spectrometer coupled to a chromatographic system. The results of the exhaust gas analyses showed that ethylbenzene, l-methyl-3-ethylbenzene, and l-methyl-3-vinylbenzene were more abundant in the exhausts from either 2,2,4-trimethylpentane--m-xylene or 2,4,4-trimethylpentene-2--m-xylene fuel mixtures than in exhaust produced from m-xylene. Also, the pure 2,4,4-trimethylpentene-2 fuel produced smaller amounts of C2 to C7 olefins in the exhaust than that produced by the pure 2,2,4-trimethylpentane fuel. The exhaust from pure m-xylene fuel contained aromatic hydrocarbons of higher molecular weight than the parent fuel. The amount of total hydrocarbon (moles of exhaust hydrocarbon per mole of fuel used) in the exhaust from the three pure fuels decreased in the following order: 2,2,4-trimethylpentane > 2,4,4-trimethylpentene-2 > m-xylene. The hydrocarbon mole-fractions of unreacted fuel in the exhausts produced from each of the pure fuels were 0.20 for 2,2,4-trimethylpentane, 0.13 for 2,4,4-trimethylpentene-2, and 0.66 for m-xylene.

This three volume final report summarizes the activities and conclusions of this contract. The objective of the contract was to develop noise control modifications on a retrofit basis, for auger miner coal-cutting systems. Manuals were prepared to assist mine shop personnel in retrofitting the auger miner with these noise controls. Final Report Volume I - Details all vibration and acoustical tests conducted in development of the noise controls. Final Report Volume II - Noise Control Modification Manual for the Jeffrey 100-L Auger Miner describes the various noise control modifications to the auger miner, along with fabrication procedures, cost and vendor information. Final Report Volume III - Noise Control Modification Manual for the Jeffrey 94-l Bridge Conveyor describes the various noise control modifications to the bridge conveyor, along with fabrication procedures, cost and vendor information.

"Consumer products are a complex man-made mixture of sometimes in excess of 50 elements. In order to recover these complex mixtures of elements either as metals, compounds or energy requires versatile technology in physical separation but also smelting and energy recovery. This paper explores this by referring to the innovative application of Top Submerged Lance (TSL) technology and associated theoretical and environmental aspects to process (recycle) post consumer materials and industrial intermediate products and residues. A diversity of applications has been tested in Ausmelt’s pilot plant in Dandenong and many have gone to commercial scale globally. This paper reviews the varied applications ranging from e-waste recycling, lead and NiCd battery recycling, metals recovery from slags, zinc leach residue processing, electric arc furnace (EAF) dust, Municipal Waste Incinerator bottom ash processing, carbon containing residues such as retort ashes and spent pot liner from the aluminium production process as well as use of the technology for materials such as automotive shredder residue (ASR) and plastics. Introduction The modern resource cycle is a link between primary production of metals linked to the recycling of post-consumer goods. The sometimes complex combinations of materials and metals in consumer products such as televisions depicted by Figure 1, does require a range of technology to recover materials, metals and energy for reuse and/or recycling in an economically feasible as well as environmentally friendly manner."

The objective of this program was to select approximately 100 acoustic materials for flammability evaluation. Noise control programs have been initiated on several types of mining equipment and vehicles which can be used in underground coal mines. Often, the materials which are used in these noise reduction programs have not been tested for flammability properties according to the same reference standard. During this program a variety of materials were selected for measurement according to ASTM E-162 procedures. A radiant heat energy source was used to measure flammability properties of 15.2 x 45.7 cm. samples. In the absorptive materials category, 45 percent of the materials tested had a flame spread index of less than 25. For barrier, damping, and isolation materials the corresponding values were 40, 43, and 9 percent.

THE RAPID GROWTH of the small Albanian mineral industry in the 1950's began to taper off by 1961 and slackened sharply in 1963. The abandonment of Soviet and East European technical assistance programs in mid-1961 greatly affected Albania's mineral development, since four-fifths of all technical aid personnel were engaged in mineral activities. Chinese assistance apparently has not been able to fill the void. Overall mineral production increases during 1961-63 averaged 1 percent per year in value, as compared with 3 percent in 1959 and 5 percent in 1960. Although by world standards Albanian mineral output, except for chromite, is insignificant, it is vital to the country's domestic economy. The mineral industry generated about 14 percent of the gross industrial product in 1962 and employed a notable share of the industrial labor force. In recent years, mineral products have provided about three-fifths of the country's exports by value. Chromite and iron-nickel ores together constituted from one-fourth to one-third of the total export value. In 1963, total trade turnover increased 12 percent over 1962.
