"INTRODUCTION The character of mine drainage from areas of low pyritic coal3 and from average pyritic coal4 has been investigated, and to complete the study it seemed desirable to select a number of mines situated in high pyritic are as to determine whether or not this variation determines the relative acidity of drainage from mines operating in these characteristic coal fields. Advantage has been taken of some worked on in 1918 by Henry Leighton 5, then Professor of Economic Geology, University of Pittsburgh. He visited and has reported certain areas of high pyritic coal which we also visited during this study. Many of the mines were found to be idle in 1930 and a few were caved shut, apparently for several years. However, samples of the outflow from all mines visited were collected if possible and analyzed, and some general information was gathered for each mine. A complex soil profile and high water table, together with a below-grade active subway tunnel, an above-ground elevated railway line, and the heavily travelled Northern Boulevard all passing above the tunnel alignment, combined to make mining of New York?s Northern Boulevard Crossing what is widely considered to be the most challenging portion of the multi-billion-dollar East Side Access project. The Northern Boulevard Crossing is a vital link in this project which, when completed, will connect the Long Island Railroad to Grand Central Terminal in Manhattan. How the sequential excavation method (SEM) tunneling was successfully accomplished, despite the obstacles, was a textbook exercise in practical innovation coupled with close cooperation between the owner, the construction manager, Hatch Mott MacDonald, the designer, Parsons Brinckerhoff, the contractor, Schiavone-Kiewit, and spe-cialty geotechnical contractor, Moretrench.

Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

"In mechanized mining, poor equipment efficiency (availability, utilization, productivity, and quality) can endanger the success of the operation. This case study will show how an initiative to improve equipment performance developed into a comprehensive turnaround plan for the mine that placed it in the forefront of performance achievement.As part of a company-wide review process, poor overall equipment effectiveness (OEE) was identified as a major reason for the mine not achieving its targets. A project to improve the OEE identified eight improvement areas (elements) that contributed significantly to the poor performances. Measurement metrics were determined for these elements, followed by determination of baseline and target (improved) key performance indicators (KPIs). Cost savings associated with the improved efficiencies were calculated and tracked throughout the project. The mine team determined the specific actions required to achieve the target KPI in each element. These were individually developed and managed like mini-projectswith allocated responsibilities for delivery. The paper will indicate how this OEE improvement initiative triggered an improvement in almost all sections of the mine. Soon after launch, the initiative gathered momentum as the KPIs starting to improve. A visible tracking system exists at the mine and each employee can see the improvements and feel the success. The original eight elements were extended by five more, and the mini-projects grew as participants saw the success of the initiative.This paper concludes that through management and worker involvement, visible measurement and controls, and carefully chosen improvement elements, the mine was turned around. It is now achieving and exceeding its targets, and employee relations and motivation as well as safety have improved considerably. All of these achievements are reflected in the bottom line."

Many accidents rightly classifiable as electrically caused are not so classified for the reason that in numerous accidents the part that electricity played in causing the fatality is only suspected. For instance, a workman might receive a shock that would cause him to lose his balance and fall beneath a trip of cars; if no one saw the first part of the accident, the cause undoubtedly would be charged to "haulage." This paper covers a brief study of fatal and nonfatal electrical accidents. The first usually result from direct contact with the electrical circuit or electrical apparatus; the second more often are the result of arcing or flashing due to handling defective apparatus or making repairs on "live" equipment or circuits. It is hoped that helpful suggestions may be offered for minimizing accidents of these two classes.

Kriel Colliery has experienced some sub-standard blast results on the overburden. Blast results are considered poor when the fragmentation is too big, back break into the new highwall, capping is experienced and/or excess overburden material is thrown into the void. Poor blasting leads to lower productivity, equipment breakdowns, and poor drilling and blasting results on the adjacent blast, contamination of coal or loss of coal. A simulation was developed in Microsoft Excel to model blasting results while changing various parameters. From the simulation results, it could be seen that a change of blast design could be beneficial. As an example, smaller drilling patterns were simulated (10 m x10 m to 8 m x8 m, and 8 m x8 m to 7 m x7 m in Pit 5 and Pit 6 respectively) in combination with changes in explosives (P700 emulsion vs. ANFO) and drill bit diameter (311 mm vs. 251 mm). The results show that each of the options has a specific scenario that will be most beneficial to the mine. These results are quite specific and subject to variable inputs. The purpose of the example is to demonstrate how the simulation can be used as a tool to asses blast design variations.

This work was commenced at a time when information on the manufacture of cemented tungsten carbide was urgently needed in Australia. Much information of a general type has been published, but many of the details of the processes used are still undisclosed. The aim of this research was to determine a satisfactory way in which cemented tungsten carbide could, be made, and to investigate the problems which are associated with the process. As the work proceeded, its ramifications grew continually, and it was necessary to limit the possible lines of investigation. After much experimental work, a 9% cobalt-tungsten carbide alloy was developed which had satisfactory properties when used as a cutting tip. The effect of certain variables on the properties of this particular alloy was investigated.The tungsten carbide was prepared in stages from King Island scheelite concentrates under strict laboratory control, whilst the cobalt (1) used was made from cobalt oxide prepared from crude cobalt oxide obtained from Eisdon.In order to clarify the detailed experimental work, a brief summary of the method used for the preparation of cemented tungsten carbide follows.Tungsten carbide and cobalt are prepared in a very finely powdered state, and are then thor,oughly mixed by a ball milling operation. The resultant mixture is pressed in a suitably shaped die into small compacts which are subsequently '''presintered,'' i.e., heated' in hydrogen between 800°C. and 1000°C. The final sintering is carried out in hydrogen between 1,400°C.and 1,600°C. for about half an hour. These "alloys" may contain from 3 to 13% cobalt, depending on the particular properties required of them.PREPARATION OF MATERIALSThe tungsten oxide prepared as described by Smithells (2) was extremely finely divided, and after a few hours' grinding in a ball mill, the powder consisted of material below 10 microns iJ;l size. The oxide was reduced to tungsten metal with hydrogen in a tube furnace. The reduction was carried out at 800-900° C., a rapid flow of hydrogen being maintained in order to remove the water vapour' formed as a result of the reactions:

Theories of ore genesis. have both practical and philosophical application-practical in that they influence our search for new ore bodies; philosophical in that they provide a test for our theories of petrogenesis-and our ingenuity.For example, the theory of granitization requires an explanation of ore genesis compatible with the general concepts of granitization.Our understanding of some processes of ore formation, such as supergene enrichment, or the formation of residual lateritic iron ores, is so complete as to permit of nq controversy.For other ores, like the oolitic iron ores of England and France, and elsewhere, or the segregations of chromite or ilmenite in basic igneous rocks, the broad principles are generally agreed on; dispute is limited to details of process.But for a wide range of ore deposits there is no such agreement. Completely incompatible hypotheses are advanced to explain' identical facts, and we have difficulty in finding new facts or criteria that will distinguish unambiguously between them.In thinking about such ores, a co:n;venient starting point is provided by Schneiderhohn's (1953) fourfold division of ore deposits:1. The secondary hydrothermal ore deposits occurring in Mesozoic-Neozoic cover strata of Europe.2. The "regenerated" younger ore deposits in Alpine type mountain chains.3. Post-Cambrian primary hydrothermal ore deposits.4. Ore deposits of the PreCambrian shields.To these we may add a fifth group:5. Stratigraphically controlled sulphide deposits.

The great problem at Port Pirie and many other lead smelters has always been to keep the lead content of the slags down to a low level. This has been done in the past largely by empirical methods, the lead content varying from less than 1 per cent to over 4 per cent, the more usual figure being something under 2 per cent. Subsidiary to this, but of major importance in the future, was the extraction of the considerable quantities of zinc in the slag. At this stage little was known about the constitution of the slags apartfrom their chemical composition. Some early work on slag constitution was carried out in the B.H.A.S. Research Laboratories between 1919 and 1921, but except for a microscopic examination of a few thin sections the greater part of this investigation wasdevoted to the recovery of the zinc content of the slag by leaching methods.In 1949, therefore, it was decided to initiate a programme of fundamental research into the constitution and properties of the lead blast furnace slags. The information thus gained would give a clearer picture of reactions taking place in the slag, both in the blast furnace and during dezincing.There was also the hope that these results would lead to improved industrial techniques resulting in smaller lead losses, and, taking the long-term view, to efficient methods of producing zinc from the slags.A series of investigations was therefore begun at various centres over a period of time. Education has always been a topic to rouse the interest of mining and metallurgical engineers, but the recent activities of the Education Committee of the Australasian Institute of Mining and Metallurgy 1, 2, together with the moves throughout the Commonwealth to extend the field of technological education, have made the subject a very live one at the present time. The authors have felt it would be appropriate that on the occasion of the First Ordinary Meeting for 1950, in Victoria, some contribution should be forthcoming concerning the history, present status and possible future trends of mining and metallurgical education in this State. As for the past, the time approaches when there will be none having personal recollections of the beginning of Victorian mining schools or of the men who started them. As for the future, it is obvious that rapidly expanding metal-producing and metalconsuming industries will demand a greater output of competent graduates and diplomates. The era immediately ahead seems to be bristling with opportunities, but mining educators need to temper their enthusiasm for various policies and programmes with the realisation that they are helping to train men who will be leaders 15-20 years hence when the problems of industry and trials of life generally may be very different from what they are to-day.

After the global financial crisis of 2008, African mining is entering anew phase of development. The rapid withdrawal of emerging market funding from the critical exploration and development industries provided a hiatus in funding, a gap which was quickly filled by Chinese and other Asian investors. While the continent is still economically dependent on its extractive industries, the prevalence of Dutch Disease has undermined Africa?s ability to benefit fully from its mining, oil, and gas industries. While the extractive industries are closely related to many of the more fragile and failed states in Africa, it is equally true that the strongest states in Africa have mining-based economies. This paper explores the possible linkages between mining, strong and weak political economies, and poverty in Africa. It draws the conclusion that neither Dutch Disease nor Resource Course is a given in resource-endowed countries, and that it can be avoided if the mining economies in these countries are actively integrated into their respective broader economies and used to foster economic diversification. The author asserts that given the capacity constraints of many African governments, it is contingent on mining companies to become integrally involved in catalysing diversification around their infrastructure and supply chains.

Information on the performance of coal-cleaning equipment is necessary to provide a basis for evaluating the performance of existing plants and projecting that of new plants. Performance data can contribute greatly to the wise selection and effective use of coal-washing equipment. The Bureau of Mines has published information on the performance of several commercial plants, as well as of some laboratory-scale equipment, 5 (2-9, 11, 12, 17-12, 21-25) from time to time for a number of years. A more intensive program to provide such information for all the principal types of cleaning equipment is underway. The present evaluation of table performance is part of this program.

In presenting this paper the author has in view a twofold purpose. In the first place, it is intended to set forth for the benefit of practical mining men some account of the principles underlying the design of tungsten carbide rock bits in the hope that a knowledge of these principles will assist in the successful application of the bits to mine and quarry drilling. Secondly, by evoking discussion, and even controversy, it is hoped that manufacturers and users of these rock bits will be encouraged to contribute to the general knowledge of a subject which to date has been rather lacking in published literature. The author well appreciates that many of the conclusions drawn in this paper are highly controversial, but if the only result is to call forth contradictory testimony from other workers in this field, at least one of his purposes will have been achieved.An attempt will first be made to set forth and examine those characteristics which go to make up an efficient rock bit, and the main factors affecting these characteristics will be discussed. The increasing pace of modern mining makes constantly greater demands upon the several contributing departments of rock breaking and transport, and rock-drilling, as the spearhead of attack, has received a great deal of attention with respect to both machines and steels. By a series of mechanical improvements, combined with the application of selected heat-treated alloy steels, the rock-drill has now been developed into a machine capable of rapid drilling and long service under severe working conditions. As a factoryproduct made under strict metallurgical control it is as foolproof as, say, the modern automobile, and, like its prototype, it can be kept in efficient operation by a minor amount of attention during use and by periodical adjustments and replacements.The same cannot be said, unfortunately, of the drills with which the machine is supplied; in conventional mine-shop practice these are made of the best tool steel shaped and heat-treated under the poorest of metallurgical conditions.The crudities of steel-shop practice have, in fact, always prevented the full exploitation of the steels available at any time, and even at the present day the general standard of treatment offers a contrast with the quality of the steels which moves the metallurgist to amusement, despondency or outrage, according to his temperament. Nevertheless, the tendency persists to meet the increasing demands of the rock-drill primarily by the use of still better steels, and secondarily by improvement, of the steel-shop practice. Athird type of development is the introduction of factorymade tools in the form of detachable bits and rods. The work to be described is part of a comprehensive research on the influence of impurities on the properties of lead. The author had previously compared an electrolytic lead containing less than 0.002% total impurities with a commercial lead containing 0.008% impurities (excluding oxygen) and had shown that the former recrystallised more readily than the latter under the same conditions of cold work and annealing. This difference in properties was attributed to the difference in purity. Electrolytic lead containing only 0.0005% total impurities has been prepared and cast in vacuo. Some interesting effects have been obtained by working and annealing this lead, and by adding silver to it. The preparation of this lead, and the effects obtained thereon, are described in this paper. The influence of varying amounts of magnesia, silica, and alumina in iron ore sinter on its mineralogy, reducibility index (RI), reduction disintegration index (RDI), physical breakdown (AI and TI), and production properties (coke breeze rate) were examined. It was found that the mineralogy of iron sinter can more easily be predicted from its chemical composition than from the RI, RDI, AI or TI. Anticipating the consequence that varying amounts of MgO and SiO2would have on sinter properties is complex, and not necessarily predictable. High concentrations of Al2O3in the sinter result in high concentrations of the SFCA phase, but with drastically deteriorated properties. This study also confirmed that the form in which fluxes are added to the raw material sinter mixture affects the mineralogy and properties of the produced sinter.

Today, with a stringent economic and environmental climate prevailing in the copper business, there is increased interest in evaluating new processing alternatives for production. Hydrometallurgical pressure oxidation of copper concentrates is one of the more viable approaches and several technological candidates have emerged. Of these, an overlooked but, ironically the first industrially proven methodology, utilized nitrogen species catalyzation in the oxidizing pressure leach system to produce copper via SX/EW. Given its many inherent process advantages, this may prove to be a feasible process alternative for the future. In this paper, the history of the system and its application to copper concentrates and ores will be outlined. In particular, a novel methodology for effective recovery of precious metals from chalcopyrite concentrates will be discussed. Finally, the perceived economics of chalcopyrite concentrate treatment with this unique industrially proven process will be delineated.

Mineral exploration activity in the US suffered through another depressed year in 1984. And continued strength in precious metals (and possibly industrial minerals) exploration failed to make up for declines in other minerals. 1984 offered little solace for the explorationist. But some new data on mineral exploration provided better statistics for analysts of US mineral exploration trends. The Society of Economic Geologists (SEG) published data from its survey of 1980,1981, and 1982 exploration by US and Canadian companies - 96 companies responded (Barber and Muessig, 1984). In addition, a Mining Engineering (April 1984 p. 345) article by Emerson and Ivosevic presented their data on annual exploration expenditures in the US for gold and for all minerals from 1961 through 1983. A review of 1984 domestic exploration and development activities reported in several industry journals indicates that almost 90% of those projects were directed at gold and silver deposits. Statistics on 1984 exploration expenditures are not available. But some industry observers believe that precious metals accounted for an even larger share of industry's exploration budget in 1984 than in 1983. An accurate knowledge of the chemical, mineralogical and physical characteristics of ores and mineral products that are mined, processed and traded is crucial to effective resource utilisation, plant design, process optimisation and finally quality control to ensure that contract specifications are met. However, all too often the responsibility for sampling is entrusted to managers and personnel who do not fully appreciate the significance and importance of collecting representative samples for analysis, and everyone seems satisfied as long as some material is collected and returned to the laboratory for analysis. Furthermore, sample stations incorporated into the design of new plants are often the first casualties when cost cutting exercises commence. This needs to change, because there is little point in accurately analysing samples if they are not representative in the first place. The resultant analyses can be next to meaningless and the effort taken to analyse such samples is to a large extent a waste of time and resources.Ultimately, a poor knowledge of the characteristics of ores and mineral products limits the ability of mining companies to optimise the life of ore resources and plant performance, and failure to meet final product specifications can have disastrous consequences, including price penalties and more seriously loss of sales contracts.
