La Bolivie possède tout pour réussir. Son vaste territoire de plus d'un million de km2 et qui occupe une position stratégique au coeur du continent sud-américain recèle des ressources naturelles (forêts, minéraux, gaz naturel, etc) variées et abondantes. Elle a une frontière avec pas moins de 5 pays dont le géant que constitue le Brésil ainsi qu'avec l'Argentine, l'autre puissance régionale. Pourtant, malgré tous ces atouts, la Bolivie demeure l'un des pays les plus pauvres du continent. Ce paradoxe n'est nulle part mieux reflété que dans le secteur minier. Celui-ci fait face à une situation de crise en dépit d'une tradition minière de plus de quatre siècles et d'un potentiel géologique indiscutable ayant conduit à la découverte et à l'exploitation de fabuleux gisements d'argent et d'étain. Les habitants des districts miniers vivent dans des conditions de pauvreté extrême et les indicateurs de développement humain de ces régions sont parmi les plus bas en Amérique du Sud. La Bolivie réussit difficilement à attirer les compagnies minières alors que, chez les voisins, et particulièrement en Argentine, qui n'a pas de tradition minière, les investissements miniers majeurs affluent. Dans cette conférence, nous chercherons à expliquer les causes de cette situation et proposerons des solutions possibles.

This report looks at the application of Shaft Boring (SB) as an alternative methodology to conventional mechanized Drill and Blast (D&B), Shaft Sinking. Various Continuous Mechanized Shaft Sinking concepts, equipment and projects are also reviewed in this report. Their significance relates to designs and systems related to Shaft Boring. Shaft Boring is increasingly a method considered for the excavation of deep and increasingly large diameter shafts for mines in hard rock. Many methods have been used as an alternative for D&B Shaft Sinking.

Apart from a few sketches and incomplete maps, mainly topographical, and one or two detailed maps of placer-creeks, there is little information on the topography and geology of most of the country adjacent to the sections of the Alaska Highway in the Liard River area, particularly that part east of Kechika river. In 1943, the Geological Survey of Canada made a recon-naissance from Fort Nelson clown the river of that name to the Liard, thence up the latter to Hell Gate, and also up Beaver river for a distance of fifty miles. The whole of the area covered was found to be underlain by sedimentary rocks, not a single igneous dyke being seen. The British Columbia Department of Mines began reconnaissances near the highway both in and north of the drainage basin of Prophet and Muskwa rivers with a view to finding structures favourable for the accumulation of oil. In Liard River valley near the mouth of Smith river and at intervals from there clown to Devil' s Portage occur warm springs whose character and origin are not definitely' known, since they have not been investigated (21, p. 38A). Similar springs are said to occur at several localities over a broad belt extending from Muskwa river across the Liard to the Nahanni River country (26, p. 11). On Liard river below the mouth of Dease river, stratified sands, gravels, and clays of Pleistocene (?) age are constantly met with and in one or two places are underlain by sandy clays. The distribution of the latter, however, is very limited in the section cut by the river west of the Rocky mountains. The only range of these mountains that reaches the Liard is the high limestone ridge which approaches the mouth of Vents river from the southeast and then almost vanishes a few miles to the northwest of it (27, pp. 43-45). In general, the ranges of the Rockies in the area under consideration have been but little explored, but they are undoubtedly very largely sedimentary and, with the exception of some volcanics and intrusives on their western flanks, are probably almost entirely so. Unlike the high, deeply incised ranges in southern British Columbia, they dwindle in elevation north of Terminus mountain to low-wooded ridges separated by wide swampy valleys, and practically lose their identity between it and the Liard. The foothills, which, along the Liard, have a width of 38 miles (from near the mouth of Trout river to Hell Gate) are composed of a great series of alternating shales and sandstones, with some limestones, all folded closely together, which resemble those found in the foothills farther south (27, pp. 50, 19-20).

"The Copper Mountain mine of Gaspe Copper Mines, Limited was brought into production in January, 1968.This paper describes the organization, scheduling and control of maintenance of large open-pit equipment, including 8-cu.yd shovels and 85-ton electric-wheel haulage units. The facilities for repair as well as maintenance are also described, including repair shops and field repair equipment. Maintenance costs are discussed and particular reference is made to tire inspection, records and costs."

Laboratory-scale selective volatilization methods developed by the Bureau of Mines to recover germanium and gallium concentrates from coal fly ash and phosphorus furnace flue dust are summarized. In the better experiments between 85 and 98 percent of the germanium was recovered as the lower oxide and as sulfides, and between 75 and 97 percent of the gallium was recovered as the lower oxide and as the trichloride. Grades of the condensates were inconsistent and varied between a few tenths of a percent and 8 percent, depending on the method used. In the primary extractions of germanium alone the degree of enrichment surpassed 100 to 1, and for gallium the best ratio was 30 to 1. Upgrading of condensates by vaporization retreatment and by leaching and precipitation is discussed. An appreciable degree of mechanical preconcentration by attrition scrubbing and elutriation was possible on two fly ash samples.

The proposed Flambeau Mining Project is based on a high grade copper deposit located approximately one mile southwest of Ladysmith, Wisconsin. The project involves only the mining, crushing, and shipping of ore to facilities outside of Wisconsin for processing. The Wisconsin environmental regulations include provisions for identifying wetlands, the requirements for minimizing the disturbance of wetlands, and the need to establish new wet-lands to replace any wetlands which have to be disturbed.

The theoretical requirements for the flotation d large particles are discussed. A flotation machine is described which has components which meet many of the theoretical requirements for the flotation of large particles. The machine's salient features include multiple fine-bubble attachment, froth level feeding, quiescence, shallow depth, and short flotation time. Test conditions and results are presented for the laboratory flotation of 10 mesh phosphate, 4 mesh potash, and 1/2 inch coal. In addition, test conditions and results of pilot plant flotation of minus 14 plus 35 mesh phosphate and minus 14 plus 150 mesh phosphate are also presented.

Introduction For the compliment paid me by the Institute's kind invitation to speak this afternoon, I am very grateful. For the astuteness of your officers in determining that encouragement should be given, through the medium of a paper, towards accident prevention in coal mines, the coal industry cannot but be grateful. Some day, and let us hope soon, a more developed paper may supersede this one. In the meantime, if some knowledge of what one coal field has been able to accomplish, even in the initial stages of its effort, will induce other fields and other sections of the mining industry to launch similar experiments, much good will result and a more developed dissertation on the subject will make its appearance.

In 1954, Falconbridge Nickel Mines Limited began the program of deepening the Falconbridge mine workings for 2,000 feet below the bottom, or 4025, level in order to provide twelve new levels for production. Involved in this program were a production-sized internal shaft, .crushing, pumping and hoisting installations, the integration of the new shaft operations with those of existing shafts, and considerations of ventilation requirements and ground support at depth. This paper describes the major items of equipment, and the depth development of No. 9 shaft as a whole, and also emphasize the planning phases of the program. The factors involved and reasons for the equipment and layouts chosen are given. Introduction and History THIS paper describes the planning and development of that portion of the Falconbridge mine between the 4025 and 6050 mining levels. This mine, the oldest of several being operated by Falcon-bridge Nickel Mines Limited in the Sudbury district, has been a continuous producer for over thirty years.

Throughout Australia and the world, there have been in recent years a number of incidents involving the reaction of ammonium nitrate based explosives with ground containing certain types of sulphides. This paper presents a comprehensive strategy designed to identify, assess and mitigate the risks involved with blasting in areas of reactive ground. Undertaking blasting in reactive or potentially reactive ground involves a degree of risk, the level of which is dependent upon the controls in place for specific sites; this in turn depends upon the degree of sound reasoning and judgement behind the implementation of these controls. Implementation of controls to minimise the risk of incidents also involves a measurable increase in production and blasting costs. To achieve a balanced solution to this matter, decision-makers need to understand how the risks eventuate, how they should be evaluated, and how control measures reduce the risk. Also required is an understanding of how the problem affects the economics of the operation, and the magnitude of this effect. It is the aim of this paper to provide a structured approach to gaining this knowledge, so that mine management, the workforce and explosive suppliers may jointly develop more effective economic and safe blasting systems for potentially reactive ground. Using a combination of fault/event tree risk assessment and semi-quantitative analysis, a structured approach to dealing with the issue will be illustrated.

Methods are described for filling underground cavities remotely with dry material pneumatically injected through a borehole to seal openings, prevent air movement, and reduce subsidence; this often brings underground fires under control by limiting the access of air. Large-scale tests were made in the Bureau of Mines Experimental Coal Mine, Bruceton, Pa., in an operating mine, and in an abandoned Pennsylvania mine. Supplemental trials were made aboveground in galleries and in the laboratory. The parameters studied include horizontal and inclined passageways, obstructions in the entry, water leakage into the borehole, dry material, and grout and slurry mixes. The materials studied were fly ash, crushed and pulverized limestone, and sand. Best results were obtained with dry fly ash, though satisfactory seals were obtained with the other materials. When a borehole is dry and ends at an open void, casing is not necessary. If more than 5 gpm of water flows in the borehole, if the void contains loose debris, or if coarse material is injected, a material feedpipe should be inserted through the borehole. Fly ash was most suitable for remote filling because of its low angle of repose (8°) and its good flow characteristics. The depth of borehole through which the fly ash is injected has no appreciable effect on the filling operation.

Dust mitigation has long been seen as nothing more than managing a nuisance issue, but the reality is that poor dust management can lead to one or more of the following negative consequences: an increased risk of safety incidents, lost revenue, reduced and possibly even lost licence to operate, regulatory intervention, high staff turnover and/or absenteeism and occupational health and safety (OH&S) issues. Dust mitigation and management is not a black art; rather it is a scientifically driven process that can provide an opportunity to increase profits, increase the companyÆs status as an excellent corporate citizen, enhance staff retention and reduce the safety risk profile of the operation.The way to achieve success in dust mitigation and control is to apply the scientific method to each problem that can arise and plague any operation by using current industry best practice. This method of dust problem-solving can be applied to dust issues arising from specific dust sources and locations. The dust sources can include wind impacting on stockpiles, open areas, tailings storage facilities, moving train and truck loads, vehicular traffic on roads, the operation of shovels, front end loaders, draglines and other equipment, as well as ore movement on conveyors.The solutions will come from a combination of deployment of dust collection equipment, dust and moisture monitoring equipment, the appropriate application of water and chemicals, the introduction and maintenance of appropriate barriers and the use of predictive data from local and public weather stations. The paradigm shift required is to view dust mitigation as one aspect of normal operational practice, not a ænice to haveÆ or æunnecessary expenseÆ as most operators currently view it. This attitude is becoming more important as more and more local communities oppose the development of mines. One of the reasons for this local opposition is the inevitable dusty environment that is usually associated with mining.Dust mitigation is not a significant expense if correctly designed and included into the system, either as part of the original design of the operation or as a brownfield installation after the fact. Indeed, there is always a loss of revenue associated with dustiness resulting from ore movement and avoiding this goes a long way to paying for any associated dust mitigating costs.CITATION:Visser, J, 2013. The Malheur-Jordan Resource Areas (MJRA?s) is a tract of approximately 6.5 million acres of federal and non-federal land in the southeast corner of Oregon. This study evaluated the Resource Areas' economically recoverable mineral potential based on geological estimates provided in the USGS report (Smith, 1994). The mineral terranes are believed by geologists to contain undiscovered resources. The geological data is probabilistic; with estimates of the possible number of deposits and their grades and tonnages. Possible future development scenarios range from no development to numerous mines. Based on the analysis performed on these terranes, the most likely (in a statistical sense) future scenario for the resource areas would include the potential for two medium sized, predominately gold, mines. These would supply direct and indirect employment of up to about a thousand workers.

Epoxy and polyester-type resins were injected into coal-mine roof strata of the thick Freeport coal seam in Allegheny County, Pa., at test sites in roof that had been exposed several weeks, in newly exposed roof, and in strata over solid coal. Test results indicate that the method of strengthening bituminous-coal-mine roof by injecting a bonding material into the roof strata can be developed into a safe, efficient support system. If roof bonding will become a standardized method of roof support and reinforcement or if it can be effective when used with other types of roof support can be determined only by extensive experimentation in various coal beds. Observations and conclusions are shown at the end of this report.

Pilot-plant tests have been in progress at the Bureau of Mines, Pittsburgh, Pa., on the recovery of manganese from open-hearth slag.3/4/5/ In the process, 1 the slag is first reduced in a blast furnace to make a high-phosphorus spiegeleisen containing 12 to 22 percent manganese. A slag containing 55 to 60 percent manganese is made from this spiegel by oxidation in a basic-lined converter. The metal from this blowing operation contains about 3 percent phosphorus, 1 percent manganese, and less than 1 percent carbon. Economic efficiency in the manganese-recovery process requires that this metal be converted into steel. Because of its high phosphorus content the metal is suitable for blowing in a basic-lined converter. In most of the tests described in this report, metal of this composition was used as the starting material in a 1-ton, side-blown, basic-lined converter. Although basic-lined converters are not used for steel production in the United states, in Europe a considerable portion of the steel is made in them. Open hearths largely have replaced converters for steelmaking in the United States; mainly because open-hearth steels have better physical properties than converter steels because of lower nitrogen and phosphorus contents. However, by improving converter design and operating technique during the past 15 years, metallurgists have found that low-nitrogen steels with physical properties equal to open-hearth steels can be produced in converters.6/ Tests at Jones & Laughlin steel Corp. with side-blown, acid-lined converters of 3 and 22 tons capacity showed that steel with a low nitrogen content comparable to that of open hearths operating on scrap charges could be made by surface blowing.7/

In practice a sampling solution is a compromise of many requirements: the sample should be representative; the sampling system should also be reliable, less than 95 per cent availability restricts the use of the assayed sample for process control purposes; no sample is the worst sample, and investment costs and installation space/layout are frequently a restriction. For instance, online X-ray analysers for process control introduce a delimitation error by the nature of X-ray physics. Thus only in special cases a relative accuracy better than three per cent relative, as one standard deviation, is achieved. A sampling system for process control needs not to be, as representative, for so many sample properties, as one for composite laboratory analysis samples. Sampling system maintenance is also an important issue. There are many sampling systems in the industry which have been difficult to maintain and are in disuse for lack of resources or incentives to keep them running. Pierre Gy developed the most generally accepted sampling theory. One of the main principles is that all particles in a one-dimensional process stream should have equal chances of being included into the sample. A correctly designed and operated transversing cutter comes close to this goal but has limitations in temporal representativity. For slurries an acceptable solution in many cases is to use a fixed vertical cutter(s) in a position where the slurry is well-mixed by turbulence and other means. For online analysis, reliability problems are mostly related to faulty design or installation of the piping system to the analyser. Properties of material processed, process flow sheet and piping details before and after the sampler have to be taken into account when deciding on which sampling arrangement is appropriate. Guidelines and some solutions to these issues are presented in this paper.

The progress of industry is due to a favorauble political climate which created an atmosphere of trust that has atracted foreing investment. The Bureau of Mines experimental blast furnace was blown with oxygen-enriched blast in combination with natural gas injected at the tuyeres. The air blast was augmented with oxygen to form an enriched blast containing 24,8 pct oxygen, and tests were run at natural gas injection rates of 4.5, 6.0, and 8.3 pct of the air blast. Similar enrichment to 26.8 pct oxygen was tested at natural gas rates of 7.2, 9.1, and 11,0 pct of the air blast. At intermediate proportions of natural gas to oxygen, (1) the fuel rate and the replacement ratio of coke by natural gas were unaffected by oxygen injections and (2) the productivity increased about 4 pct for each I pct oxygen added to the blast. The higher proportions of natural gas to oxygen were less efficient; in return for a lower coke rate, the fuel rate increased and productivity declined. A deficiency in reducing gas imposed a limit upon lower than normal proportions of natural gas to oxygen. Beyond this limit the formation of reducing gas was insufficient to support the rate of metal production. When this condition was encountered, the coke rate requirement for specification iron was abnormally high and production fell off badly. Adiabatic flame temperature is discussed as a means for proportioning oxygen and natural gas additions.

TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.
