After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. Introduction It is believed that the present paper will be of some interest, not because of any outstanding features of Renabie milling practice but because Renabie is the first gold mining property in a newly explored area - in Leeson and Rennie townships, Sudbury district, Ontario - to reach the production stage. The Renabie mill was originally designed by the General Engineering Company (Canada), Limited, as a 300-ton plant and went into operation in June, 1947, treating an average of only 128 tons a day for the balance of that year. Toward the end of 1948 the capacity of the plant was expanded to 450 tons a day, and the tonnage treated was gradually increased from the 1947 figure to the point where 420 tons a day was averaged for the first nine months of 1949. Description of Ore In general, the outstanding gangue component of Renabie ore is white quartz, which comprises at least 80 per cent of its total bulk and in some sections considerably more. Virtually all the gold occurs in very finely divided state; only very rarely has free gold coarser than 325 mesh been observed. The ore has a very low sulphide content, ranging from about 0.50 to 1.00 per cent by weight. The gold occurs both free in the gangue and ? locked in sulphides, the proportion of one to the other varying considerably from one orebody to the other. Pyrite is by far the most abundant sulphide, followed by galena, which, however, appears to be entirely absent in some of the orebodies. Minor amounts of pyrrhotite, chalcopyrite, chalcocite, and sphalerite have been noted. The ore appears to be entirely free, or almost so, of minerals containing arsenic, antimony, or molybdenum, and in general it could be described as free milling. The various hindrances to extraction of the gold which have been met with are believed to be due largely to the very finely divided state of the metal and to its intimate association with the sulphides and gangue. The ore contains silver, with the gold-silver ratio about 3:1.

IN 1922, the writer communicated to the Institute a paper entitled The Development of the Coal Industry in Canada (1), which summarized the considerations set out in a series of papers (2) concerned with coal-mining in Canada which he had presented in 1920 and 1921. This paper contained a forecast by decades, commencing 1920, of Canadian coal production, importation, consumption, and exports, based on anticipated rate of population increase, and continuation of the gradual increase in the per capita rate of coal consumption in Canada that had taken place every year up to 1920. 1. Reserves have been estimated for three coal beds in Bledsoe County, Tenn.: Morgan Springs, Lantana, and Sewanee. The Richland and Nelson beds occur in Bledsoe County also, but there was not enough information on them for making an estimate of reserves. 2. Known measured and indicated reserves for all beds, based on a minimum thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated at 43 million tons as of January 1, 1954. Of this total, 22 million tons represents coal 28 inches and more thick. Areas in the beds were omitted from the estimate because available data relative to the bed characteristics were insufficient for making an estimate conforming with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves deter-mined by this investigation.

"A two-pan study was conducted to understand the factors affecting respirable dust generation potential or dustiness of coal seams. In the first part, the data from three prior comprehensive laboratory studies was analyzed to establish quantitative relationships between respirable dust generation potential and coal characteristics. This analysis indicates that respirable dust generation rate is positively correlated with Hardgrove Grindability Index (HGI), fuel ratio (fixed carbon/volatile matter), Vitrinite Reflectance (VR), and Level of Organic Metamorphism (LOM). In the second part, specially-designed single breakage experiments were conducted to determine the primary dust generation potential of 17 coal samples obtained from four continuous miner sections, three longwall sections, and the Penn State Coal Data Bank. The single breakage study indicates that primary dust generation rate is positively correlated with fixed carbon content, fuel ratio (fixed carbon/volatile matter), VR, and LOM. Since VR and LOM are strongly influenced by the process of coalification, differences in respirable dust generation rates in different coal seams may be explained by the thermal metamorphism of sedimentary organic matter during subsurface burial.Mineral particles in the range of one to five microns, if inhaled in sufficient amounts, lead to a number of lung diseases generally referred to as pneumoconiosis. A priori knowledge of the mechanisms and rates of fine particle generation during mining can aid in the development of more effective technology for controlling primary dust generation. Unfortunately, the data and knowledge currently available are not adequate for this purpose. In fact, a committee of the National Academy of Sciences on the measurement and control of dust concluded that the knowledge of the fundamental mechanisms by which coal mine dust is generated and a part of it is entrained in the mine atmosphere as respirable dust is not sufficient to clarify, let alone control, the processes involved (Anon., 1980). Under a research contract from the U.S. Bureau of Mines, Stecklein et al. (1982) have identified a number of fundamental research issues for understanding the coal fragmentation and entrainment processes.Reduction of dust generation is the best means of control since fine particles are difficult to control once they become airborne. Therefore, considerable research efforts have been directed to understand the factors influencing dust generation and entrainment, including machine design, water sprays, and ventilation. Laboratory studies have been conducted on the mechanical action of bits and machine power requirements (Evans and Pomeroy, 1966; Roepke, 1984). Since the physical characteristics of coal play an important role in the process of breakage, a number of laboratory studies have been conducted to study the relationship between coal characteristics and respirable dust generation (Baafi, 1977; Moore, 1986; Polat, 1990; Thakur, 1971). Several studies have been conducted on the relationships between coal characteristics and airborne dust concentrations (Hamilton and Knight, 1958; Khair and Xu, 1991; Organiscak and Page, 1993; Page et al., 1993). A limited number of studies have also been conducted on the relationships between coal characteristics and airborne dust concentrations in mines (Organiscak et al., 1990). Yet, no reliable method has been developed to rank coal seams according to their respirable dust generation potential. The conclusions derived from previous studies can be summarized as follows:"

Each mining operation is unique in some aspect ownership; ore body location, size, geometry, grade, mineralogy, hydrology, or geotechnical parameters; or constraints such as environmental regulations. However, all mining operations are alike in one aspect; the prime objective of any mining project is to maximize the return on the investment. This is the golden rule, or in the language of mining, the investor?s law of conservation. A mineral resource, by definition, does not become a minable reserve unless the mineral or minerals can be extracted economically (and legally). The three preceding sections have covered the various types of surface mining options. The choice of the most economic method is dictated primarily by the type of de-posit to be mined, the mining rate, and the physical characteristics of the deposit.

CONSIPERABLE information on the industrial or non-metallic mineral resources of British Columbia has been published. For a general resume of the subject, reference may be made to a paper presented by A. M. Richmond before the Annual General Meeting of the Institute in 1935 (1). To avoid duplication, the present paper is confined to a discussion of the existing industrial mineral industry of the Province and of the factors governing its present and future development. British Columbia's mineral production in 1936 had a value approximately 15 per cent of that for the whole of Canada. Preliminary estimates for 1937 indicate that this proportion has been maintained, although the totals have increased about 25 per cent. The following table presents comparative figures, for the year 1936, illustrating the relative importance of the major divisions of the mineral industry in British Columbia and in Canada as a whole.

The Carboniferous sedimentary rocks of southwestern Newfoundland merit investigation because of petroleum, salt and gypsum possibilities and indications of base metallization along the equivalent of the Horton-Windsor con-tact. In this paper, Lower Mississippian (Anguille) strata are divided into three formations: (1) the Cape John below, (2) the Snakes Bight and (3) the Seacliffs. A correlation between these formations and the Craignish, Strathlorne and Ainslie formations of the Horton group? in western Cape Breton Island is suggested. The criteria for the Anguille subdivision are essentially lithological, but preliminary study of included spore assemblages suggests more precise interformational correlations between Anguille and Horton sequences. The re-measured lower portion of the type section of the Codroy group is presented to define more clearly the stratigraphic position of numerous gypsum and limestone beds. Para ello, se realiza una estratigrafía de las zonas de óxidos y sulfuros supergénicos de los yacimientos auríferos a través de muestreos sistemáticos, mineragrafía, petrografía y ensayos químicos. Dicho proceso permite establecer una mejor planificación del tratamiento metalúrgico y releva la presencia de ricos horizontes auríferos en un yacimiento, en cuyo caso el tratamiento metalúrgico puede ser selectivo.

Vanadium is subject to only light corrosion in phosphoric acid at temperatures up to 60° C. and has a moderate corrosion rate in this acid at 100° C. It is relatively corrosion resistant in sulfuric and hydrochloric acids up to 60° C, but corrodes rapidly at 100° C. It corrodes rapidly in dilute nitric acid at 35° C. Vanadium is almost inert in 10-percent solutions of formic, acetic, lactic, tartaric, and citric acids; in 9-percent oxalic acid it corrodes slowly up to 60° C. and rapidly at 100° C. Vanadium is resistant to corrosion in substitute ocean water, tapwater, and in 3-percent sodium chloride and 10-percent sodium hydroxide solutions. It is readily attacked, however, by 20-percent ferric chloride, 20-percent cupric chloride and 5-percent mercuric chloride solutions. Vanadium is protected by contact with magnesium, aluminum, and steel SAE 4130 in substitute ocean water, by magnesium and aluminum in 3-percent sodium chloride solution, and by magnesium in tapwater. Vanadium protects copper in substitute ocean water. When vanadium and stainless steel are coupled in sulfuric acid solutions, both metals are usually unaffected by contact, whereas the corrosion rate of titanium in sulfuric acid is greatly reduced by contact with vanadium.

In his March 31, 1977 budget, Finance Minister Macdonald has attempted the delicate balancing act of stimulating the economy without reinforcing the inflationary pressures which Canada is continuing to experience. Several tax changes of benefit to the mining industry, as well as measures designed to encourage oil exploration in frontier areas, are among the budget proposals. Additional earned depletion of 66- 2 /3 %, which may be offset against income from any source, will be available on drilling costs in excess of $5 million incurred between March 31, 1977 and April 1, 1980 in connection with an exploratory well in Canada, including the continental shelf . Other changes include more favourable treatment of resource property dispositions, less restrictive rules r elating to "successor corporations" , increased capital-cost allowance on railway spur lines, the inclusion of certain production royalties in Canadian development expenses and the application of the lower "manufacturing and processing" tax rate to sulphur production. To encourage business capital spending, the 5% federal investment tax credit it to be extended an additional three years to mid 1980 and broadened to include spending on scientific research and development. The rate of credit will also be selectively increased on a regional basis, to 7.5 % in certain designated areas in Saskatchewan, Manitoba. Northern. Ontario and Quebec, and to 10% in the Atlantic provinces and the Gaspe.

"I.-IntroductionAn attempt bas been made in this paper to provide a basis for appraisal of the future of the coal briquetting industry in Alberta by outlining the processes used for briquetting various ranks of coal, by specifying the requirements of a briquetted fuel, by indicating .the status of the industry in the United States, by giving developments in Western Canada, by assessing costs of processing, and by discussing briquetting researches in progress. Much of .the detail bas been omitted since this might mask, rather than reveal, the more important phases of the problem. Reference will be made when possible to published articles where many of the details can be obtained.It should be stated at the outset that, in the writer’s opinion, there are three possible developments in Alberta as regards briquetting: (a) an expansion of the briquetting of the fines of • non-coking and coking coals of semi-anthracite, and of low and medium volatile bituminous rank; (b) the processing of the fines of high-volatile C bituminous coals; and (c) the upgrading of the lower rank high-moisture sub-bituminous coals. Details of the chemical and physical properties of these coals can be obtained in publications of the Research Council of Alberta (1, 2), and of the Fuel Research Station, Bureau of Mines, Ottawa (3).Semi-anthracite and low and medium volatile bituminons coals occur in the mountain areas of Alberta, where, during the upthrust of the Rocky mountains, the coal beds served as the sliding surface. This resulted in the coals being; crushed and consequently they contain a h1gh percentage of fines. In some cases they are high in mineral matter and require to be cleaned before being processed. However, the cleaning of fine coal is both difficult and costly. Both the amount of fines present in the mine-run coal and the amount of mineral matter associated with the coal have increased through the introduction of mechanized mining and through the recovery of coal by stripping operations."

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

The Burgin shaft of Bear Creek Mining Co. near Eureka, Utah, was sunk during 1956 and 1957 as part of an exploratory program, searching for lead, zinc, copper, silver, and gold ore bodies hidden from the surface by several hundred feet of volcanic rocks. This paper describes the sinking methods and operating practices of Centennial Development Co., contracting firm for Bear Creek Mining Co., in sinking a 3-compartment vertical shaft 1,100 feet. The operation featured the Cryderman positive-action, clam-type shaft mucker. The shaft was completed in 142 days by a shaft crew of 10 men and a top force of 10 men, including supervision.

"The carbothermic reduction of chromite ore to produce high carbon ferrochromium is among the most energy intensive metal extraction processes performed, due not only to the highly endothermic nature of the reduction reactions but also the very high operating temperatures required for the smelting operation to separate the chrome-containing alloy from the discard slag.KWG Resources and XPS have collaborated over the last 3 years in developing a patented (Winter) processing alternative to the traditional smelting operation in which all processing takes place in the solid state at temperatures many hundreds of degrees lower than those required for liquid processing. Amongst the attractions of the process are much lower capital costs, as well as reduced operating costs, particularly of energy.A techno-economic study on the new process identifies a reduction in overall energy consumption of 70% against conventional processing and approximately 40% lower than the current best practice. By utilising more natural gas than coal based energy sources, the KWG process is able to show an overall 50% reduction in greenhouse gas emissions compared with the most energy efficient current practice. The impact of the new process on future processing is therefore regarded as highly significant, with global energy reductions equivalent to the effect of completely eliminating energy demand from a country the size of Italy.The study concluded that the potential for this process to completely revolutionise the global ferrochrome industry should not be underestimated. Its impact reaches far beyond exploitation of a regional natural resource."

This paper will deal with on-site maintenance welding using the stick electrode, electric arc process. It is primarily concerned with the underlying principles, the application of which, or the lack of such application, governs the success or failure of the operation. It will discuss first the base metal or item to be welded, including the field identification of its weld-ability and the determination of the procedures to be followed. Second, it will outline heat effects and the interrelation between heat applied as part of a welding operation and heat deliberately applied as part of a heat treating cycle, stressing the fact that in welding the same basic principles are effective. The third consideration will be weld metal and its control of both composition and properties. Last, but not least, distortion, shrinkage and residual stress will be considered and practical means for minimizing their adverse effects outlined.
