"Recent project failures have called into question the use and relevance of benchmarking and independent reviews, forcing a rethink of traditional processes and procedures.With cost estimates and schedules dramatically varying from lows seen around the global financial crisis to peaks experienced in the recent mining boom, benchmarking has ranged between essential and misleading.Profound shifts are now underway in future project delivery strategies as the market moves away from cost-plus engineering, procurement and construction management. The current trends in project implementation are to utilise more lump-sum design and construct or fixed-price supply and construct contracts. This trend will remove transparency in detailed cost information by reducing the sources and clarity of cost data.Independent peer reviews (IPRs) of studies and investment recommendations performed over the last decade have both failed to prevent flawed or deficient projects from proceeding to approval and funding, and been successful in ensuring that owners did not proceed with doomed investments.In recent times, it has been recognised by some owners, contractors and engineers that traditional benchmarking checks or IPRs, or a combination of both, will not necessarily produce reliable assessments of study conclusions and of the forecasts of project outcomes. To be of value, the benchmarking process now also needs to recognise the highly volatile responses from the engineering and construction industry to the current and future markets for their services.Similarly, reviewers who draw upon benchmarks of past project experiences on an understanding of the things that shaped and influenced their outcomes need to be more aware of how a future dynamic market may impact the outcome of the projects and raise warning flags accordingly.With the commodity cycle currently approaching what is hoped is its bottom, ensuring that benchmarking and independent reviews evolve into reliable, transparent and worthwhile processes becomes even more important. The ever-increasing need to guard against stream pollution has intensified interest in the problems of handling and disposing of flotation tailing. Therefore, the Bureau of Mines investigated the possibility of using crushed washery refuse to adsorb the free water in thickened flotation tailings on a bench scale and then in a pilot plant because the conventional methods of disposing of coal flotation tailings--impounding them or filtering them so they are dry enough to be conveyed to the refuse dump--are sometimes either impractical because of space limitations or costly because of low filter capacity. Most of the refuse samples tested were of similar mineralogical composition and exhibited similar water retention capability. The amount of crushed refuse required to adsorb the water in a particular tailing was influenced greatly by the fineness of the solids in the tailing and hence the percentage of solids to which it could be thickened. The ratio of crushed refuse to tailing solids required to provide a mixture dry enough to be carried on an inclined conveyor belt varied from 2.4 to 6.4. Several chemical agents that were tested were very effective in turning the free water in tailings into a stable gel. Fly ash also was very effective in adsorbing water.

At the Annual Western Meeting held at Blairmore, Alta., October 1924, the writer presented a paper drawing attention -to the advantages of portable gas-driven equipment for developing isolated mining properties. This type of equipment was at that time practically in its infancy and the details of results actually accomplished were somewhat meagre. During the last year or so a number of these plants have been installed so that it is now possible to offer more definite information regarding the actual mining progress accomplished with such plants and their cost of operation in various parts of the country. This paper has been written with the idea of reviewing the work done during the past year, and to supply data which may be of interest to those wh9 are confronted with the problem of selecting equipment for development or assessment work. Because drilling operations play such an important part in mining, one of the first problems that usually confront the prospective? mine owner is the selection of the proper com-pressed-air plant. The size and type of equipment and the method of driving it require careful consideration. The size and type of equipment is determined largely by the funds available, transportation facilities, and the speed with which the programme of development is to be carried out. The selection of the proper method of drive usually depends on local conditions, such as the relative cost of various fuels, and has an important bearing on operating costs.

Mining project developers are committed to taking on all the challenges and obligations of financial risk management. It is interesting that our current models of project finance have not changed markedly in principle for some 700 years, yet the rules which prepare the way for effective project assessment and subsequent loan management still do not seem to be well understood by project or corporate developers. Probability and gravity fill the opposing trays of the golden balance of financial risk. Understanding the relationship between these opposing, but intimately related elements is critically important for successful risk management. It is important to move beyond the qualitative approach and use quantitative methodologies to measure the financial impact of the occurrence of each major risk. We live in a world where the only constant is change and thus it is not surprising that a bankerÆs life is still governed by assessing, measuring and pricing risk. Banks are attracted to funding well managed companies with strong cash flow projects. But we are more risk averse compared with the credit appetites of late last century. This attitudinal shift has resulted in tougher term sheets for the early 21st century, encompassing more conditions, warranties, undertakings and stronger cash sweep provisions. Banks require well balanced portfolios to achieve an acceptable spread of risk, thus there is a more restricted market for small company lending than that available to large multi-project corporate entities with less concentrated risk profiles. Because of this focus, junior company debt finance remains comparatively expensive and especially so for more challenging geographical and political environments.

The intrinsic value of iron ore depends on its physical and chemical characteristics. For example, silica and alumina are unwanted elements, downgrading iron grade and adversely affecting high temperature processing, attracting penalties in smelter contracts. For this reason, an informed knowledge of processing characteristics and product quality of the ore is valuable and cost effective during mine planning and processing.Ore variability is a significant factor that affects metallurgical behaviour and efficiency of ore processing equipment. Ore of sufficient chemical and physical quality needs to be modelled, mined, processed and usually blended. Feed and product assays are commonly used to assess potential ore upgradability. However, assays alone cannot be all informative of actual processing response given the variability of the physical properties of the ore.This study investigates the potential benefit of implementing a geometallurgical approach during the commissioning stage of the Kings deposit, part of the Solomon Iron Ore project in Western Australia. Kings drill hole database information, ie geological, textural and geochemical data, together with the results of metallurgical test work were used for geometallurgical analysis and modelling. Three main ore types were identified at Kings, namely channel iron deposit (CID), bedded iron deposits (BID) and Detrital Iron Deposit (DID). Additional classifications were utilised to better characterise these units in terms of their physical properties.Bulk sampling for each ore type was carried out across the deposit for metallurgical testing. Multivariate statistical models were developed for prediction of product quality for each geometallurgical unit. A new approach for modelling yield based on ore upgrade factors is introduced. The Bureau of Mines conducted tests on samples of two Florida phosphate slimes t6 devise a technique to recover phosphate currently dis-carded because of its fine size. A flotation technique was devised to recover the phosphate contained in two fractions of each slime: the plus 37um fraction and the plus 20-um fraction. The technique involved conditioning the flotation feed with sodium silicate and a fatty acid-fuel oil emulsion, floating a rougher phosphate concentrate, and cleaning the concentrate in two cleaner stages with sodium silicate added to each for gangue depression. Concentrates containing 21.0 to 32.3 pct P20S were produced with recoveries of 68.1 to 84.2 pct of the P20S con-tained in the flotation feed.

Carbon sequestration in planted forests provides an immediately available, low cost option to address the greenhouse impacts of coal mining and coal utilisation in a carbon constrained world. In addition, planted forests also offer the opportunity to address other environmental issues, particularly salinity and loss of biodiversity. Given salinity is characteristically associated with agriculture in the 500 to 700 mm rainfall belt, then where such forests can also produce commercial timber products, they offer the additional opportunity to establish new, diversified rural employment in both timber growing and processing. In the majority of Australian catchments affected by salinity, where rainfall is generally less than the 700 mm limit to conventional forestry, and where groundwater reserves are often saline, the objective of achieving economically viable forestry production presents a significant challenge. In 1996, Saltgrow commenced a collaborative breeding program to combine the salt and stress tolerance of E camaldulensis, with the growth rate, stem form and wood properties of the commercial species, E grandis and E globules. This program aimed to produce trees with the potential for commercial rehabilitation of saline landscapes. Results covering a range of site conditions from SaltgrowÆs network of over 100 trials around Australia are presented. The opportunity for commercial plantations integrated with agriculture in low to medium rainfall areas to address salinity and sustainability will be discussed. In addition, the significant potential for partnerships between land-rich, cash-poor farmers, catchment management authorities seeking to invest in public good projects that enhance environmental sustainability, and major carbon producing industries with either mandated or voluntary requirements to curtail net emissions will also be discussed.

The southeastern shores of Great Slave lake present a curious anomaly in geographical and geological exploration, in that an area so large and important, and withal so comparatively accessible, should nevertheless have remained unexplored, unmapped, and indeed almost unknown, until quite recent" times On their return from the famous journey to the mouth of the Coppermine, the band of Indians with whom he travelled led Samuel Hearne across Slave lake. He was the first white man to see that great body of water and it is rather curious that it should have been seen first from the north rather than from the south. Hearne's account of the lake is vague, and he made no attempt ?to map the part through which he travelled. About 30 years later John Franklin, on his first journey to the Arctic, crossed the lake from the mouth of the Slave river to the Yellow Knife river. Franklin's maps show all of his route in accurate detail, except that part of it which lay through Slave lake. In 1833-34, Captain, afterwards Sir George, Back made the first exploration of the eastern end of the lake. Captain Back was then on his way to the Arctic coast by way of the Great Fish river, and his Indian guides led him through Great Slave lake by the route they had followed from time immemorial. This route, partly because of its directness, and partly because of its sheltered character, lay through the great mass of islands in the middle of the lake to the Talthei narrows, and thence along the sheltered north shore with its many coves and harbours. Pere Petitot made extensive journeys in Slave lake as well as other parts of the far north.

The Bureau of Mines conducted a preliminary investigation to determine the state of stress in crystalline rock outcrops near Atlanta, Ga. The secondary principal stresses in a horizontal plane near the surface are compressive and are 500 to 3,000 psi. The maximum compressive stress is northeast-southwest in the Stone Mountain-Lithonia district but changes to northwest-southeast near Douglasville. The elastic constants were determined from data obtained by static and dynamic laboratory methods and in situ velocity measurements. Results show Young's modulus to be dependent upon both stress level and anisotropy in the rock. Average secant moduli obtained from triaxial tests were used to compute the applied stress from borehole deformation measurements.

Gold extraction has relied on coconut carbon in adsorption circuits for several decades. IXOS®, invented by 6th Wave Innovations of Salt Lake City, Utah, is a new type of adsorbent that exceeds the selectivity of carbon and improves on the mechanical properties of other available resins. IXOS selectivity against copper cyanide complexes allows it to be used in circuits that currently struggle with copper contamination. IXOS potential to eliminate or reduce the application of SART technology will expand the opportunities to exploit more complex precious metals deposits. This paper will describe the technology behind IXOS molecular imprint, its comparison to carbon adsorption in the field, and the effect of efficiency on long-term recovery from heap leach METSIM simulation software.

Mediante el método integral de remediación químico activo MRTI-SLFCH se lograron reducir los valores de concentración de metales pesados o parámetros inorgánicos, sometiéndolos a un retratamiento metalúrgico de flotación y/o concentración gravimétrica y adecuándolos a la regulación del Estándar de Calidad Ambiental del Suelo (ECA Suelo). Los relaves detoxificados se convierten en agregados de construcción para fabricar ladrillos ecotecnológicos.

IN REGENT YEARS, blast furnace operators have found it necessary to improve their technology in order to handle increasingly low-grade feed and yet satisfy the demands for greater tonnages of metal. Studies have been made covering several aspects of the problem, and in this connection the slags produced in the iron-making process have been critically examined with a view to discovering the slag with the optimum properties for a given operation. A good slag should combine, as far as possible, the properties listed in Table I. Unfortunately, some of these desirable properties are incompatible. For example, the advantage of the small ?bulk of a low-flux slag is offset by its low desulphurization potential and high viscosity. Similarly, a very fluid slag increases refractory wear. It will be seen, then, that a balance must he struck between these conflicting requirements. In the .present paper only the melting relationships of blast furnace slag ?compositions will be considered in detail. In interpreting the data herein presented, the optimum property requirements listed in Table 1 must strictly be borne in mind. It should also be noted that the discussion presented here always relates to calcined fluxes, since this facilitates reference to the final slag composition. Thus, in making calculations pertaining to the ?burdening of the furnace, due allowance should ?be made for the fact that the fluxes are added as carbonates.

Based on previous Bureau of Mines research indicating that improved high-temperature properties could be achieved for periclase refractories through chemical additions, the Bureau investigated the properties of full-size bricks produced from chemically modified periclase refractory grains and the suitability of making such chemical additions to Mg(OH)2 slurries prior to production of the periclase grains. In full-size brick testing, strength values, both hot and cold, for the optimized bricks were superior to those for a commercial 98-wt-pct-MgO refractory. The best results were obtained for a natural magnesite with an adjusted CaO:Si02 (C:S) ratio of 3.0 and a 1.0-wt-pct addition of Zr02 and for a seawater periclase with an adjusted C:S ratio of 2.5 and a 0.5-wt-pct addition of Mn02. For samples produced from chemically modified Mg(OH)2 slurries, additions of both Mn02 and Zr02 and an increase in C:S ratios produced significant increases in hot flexural strength, similar to those resulting from chemical additions made to periclase grains. The most effective modifications were additions of Mn02 to brine-derived periclases having a C:S ratio adjusted to 3.0. These results on chemically modified magnesia refractories indicate that such material could potentially substitute for magnesiachrome refractories containing imported chromite.

Horizontal stresses are caused by global plate tectonic forces. During 1995 alone, they were largely responsible for closing two U.S. longwall mines. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky, and Alabama. In each case history, a mine encountered roof falls or difficult ground conditions in the headgate, caused by horizontal stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble-free. The paper also discusses detailed measurements made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel with the maximum horizontal stress, as previously thought, but rather 20° in the stress shadow of the gob. Other stress control techniques, including artificial support, are briefly discussed.

THE Hamilton Works of The Steel Company of Canada is a fully integrated steel plant with an annual capacity of three million tons. Located on the south shore of -Hamilton bay, it is in the centre of Hamilton's industrial belt. The heavy concentration of industrial activities found in this area, accompanied metallurgical well-known sources of pollution which are normal to urban areas is creating a pollution problem which concerns both industry and the general public. The Steel Company of Canada has recognized this problem and, accordingly, has adopted the policy of integrating suitable pollution control devices into its new installations. Much effort is also being expended to control the emissions of air contaminants from the existing equipment. At the Hamilton Works, there are two main sources of metallurgical dust emissions to the atmosphere -the Open Hearth furnaces and the Sinter Plant. The Sheep Creek project area lies between 15 and 20 miles north of White Sulphur Springs in west central Montana, on the southern flanks of the Little Belt Mountains. The Sheep Creek project is a joint venture in which Cominco American Resources, Inc., has a 50% operating interest and BHP-Utah International, Inc., has a 50% participatory interest. The property consists of over 40,000 acres of leased fee land and lode claims. Modern exploration of the Sheep Creek area began in 1973 and 1974, when Homestake Mining Co. examined the extensive Sheep Creek gossans with soil sampling, trenching, and drilling. Cominco American Inc. began exploration in the area in 1976. Between 1978 and 1985, Anaconda Copper Co., Exxon Minerals Co., and Freeport also conducted exploration programs in the area. In 1985, Cominco completed consolidation of the district, gained BHP-Utah International, Inc., as a joint venture partner, and the joint venture drilled the first significant copper mineralization on the property. Of six bodies of copper mineralization so far located, the best defined are an upper copper zone, which includes a probable resource of 4.5 million metric tonnes grading 2.5% Cu and 0.1 % Co, and a lower copper zone which includes a possible resource of 4.5 million metric tonnes grading 4% Cu. Exploration drilling of the property is in progress.

This report stems from a study by the Bureau of Mines of the possibility of reducing coal filter-cake moisture by applying radiant heat directly to the filter cake while under vacuum during the drying phase of the filter cycle. One disk of a 4-foot-diameter vacuum filter was equipped with gas-fired radiant-heat generators and the effect of radiant heating on the moisture content of a variety of filter cakes was studied. The results of this investigation show that this process can best be described as a filter aid capable of increasing the effectiveness of conventional filtration approximately 6 percentage points of moisture. The operating cost of removing water by this method is somewhat lower than the average operating cost of thermal drying and is considerably cheaper when the total cost is considered. Removal of water from coal that has been wet-cleaned is an important part of the overall coal preparation process. Water is a contaminant, and it is foolish to wash coal to reduce its ash content and add inert water in the process. In some instances the removal of water is actually more important than the removal of ash-forming minerals; its weight adds to the cost of transportation, and its evaporation during burning or carbonizing absorbs useful heat. Fine coal that contains more than about 10 percent moisture is notoriously difficult to handle. A problem thus exists for which there are sound practical and economic reasons to seek a solution.

Technologies developed within the field of extractive metallurgy to recover, concentrate, and purify metals and industrial minerals from ores, have served as the foundation for all of the subsequent environmental remediation, materials recycling, and waste management technologies. This paper discusses the application of classical extractive engineering principles to the development of a thermal process for the recovery of mercury from solid wastes. Process development is presented as a series of logical stages, which begin with a thorough characterization of the site-specific waste, move on to bench and pilot scale testing of the process options, and end with a functional process flowsheet. This paper also presents thermodynamic data on many mercury species of interest to the minerals, power, and chemical industries. These data can be used to model the speciation and recovery of the mercury as a function of various process parameters.
