This paper discusses the overall challenges to construct a 15,125.7 m (49,625 LF),wastewater drainage tunnel in Cobb County, Georgia by a joint venture of Gilbert Southern Corp. and S.A. Healy Co. and a construction manager Parsons, with Jacobs Associates as a subcontractor. The goal of the project is to provide wastewater retention during peak usage and is connected to a treatment facility near the Chattahoochee River. The primary component of the project is the TBM-driven hard rock tunnel. Additional works include drill and blast areas; four intake interceptors, two construction shafts and a 33.5 m (110 ft), diameter pump station shaft.

THE Institute met on Wednesday evening, May 22d, in the parlor of the Stanton House, Dr. T. Sterry Hunt, President, in the chair. The President delivered an introductory address on the Brown Hematite Deposits of the Great Valley, after which the following papers were read and discussed : Note on the Result of an Experiment with the Wheeler Process of Combining Iron and Steel in the Head of a Rail, by W. E. C. Coxe, of Reading, Pa. On the Jenks Corundum Mine, Macon County, N. C., by Dr. R. W. Raymond, of New York City. On Wednesday afternoon, previous to the opening session, the members who had already arrived in Chattanooga, were taken by the Local Committee to the works of the Roane Iron Company, and Chattanooga Iron Company, and then to the top of Lookout Mountain, where, at the request of the members present, Dr. Hunt described the geological and geographical features of the Chattanooga region, with the magnificent panorama spread out before them as a map. On Thursday morning an excursion was made by steamboat down the Tennessee River as far as Shellmound. Here cars were taken to the coal mines of the Dade Coal Company, where the members were courteously received by Mr. E. B. Wells, the Superintendent. After a trip through the mines the party partook of a collation provided by the company. South Pittsburgh, on the Tennessee River, was next visited, where the Southern States Coal, Iron and Land Company have a large blast-furnace plant in the course of erection. After conducting the party through the works, shops, etc., Mr. James Bowron, the manager, entertained the members with graceful hospitality at dinner. The second session was held on Thursday evening for the transaction of business. The President, Dr. T. Sterry Hunt, appointed Messrs. W. E. C. Coxe, R. H. Richards, and F. J. Slade, scrutineers, to examine the ballots for officers for the ensuing year.

There have already been so many subjects of a purely mechanical nature presented to the Institute of Mining Engineers, that it is unnecessary for me to apologize for adding another to the list. When a new invention, or what is supposed to be a new invention, claiming simply an improvement on the well-known devices, is to be described, it is usual to point out the defects of the old and give a history of the object or the art up to date. But, as no doubt a large proportion of the members of this Institute know as much, or more, about the history and use of the steam-engine indicator than I do myself, I will not further preface the subject, than to remind you that what called for the Richards's improvement on the Watt's indicator was high speed; that the leading improvement was the reduction of momentum in the reciprocating parts; and that this was accomplished by making the parts lighter, and reducing the travel of the heaviest, of them, and consequently the speed and momentum. The use of the indicator has been extended, for the speed of steamengines and other prime movers has been increased, until one engineer at least, John Cooper, of Philadelphia, says, "I want an indicator that will work up to a thousand revolutions." .Mr. Thompson, of the Buckeye Steam-Engine Company, of Salem, Ohio, has improved on the Richards's indicator by another reduction in the momentum, which is done by putting the parallel motion nearer the fulcrum of the pencil arm, reducing both weight and travel. The characteristic feature of the indicator I am going to illustrate is a still further reduction in the same direction, which is accomplished by dispensing with the parallel motion altogether. Stretching from New York southwestwardly to Georgia is a great range of hills and mountains consisting of pre-Palæozoic schists, slates, .and gneissic and granitoid rocks, known locally by many different names; in Pennsylvania as the South mountains, the Berkshire or Durham and Reading hills, and in Virginia and farther south as the Blue ridge. To the northwest of this range lies the " Great Valley," underlain by Lower Silurian limestones, and known as the Lehigh valley, Cumberland valley, Shenandoah valley, valley of Eastern Tennessee and Georgia and by other local names, but all these are parts of one valley, geologically and geographically continuous from New Jersey to Georgia. Lying upon and along the northern flank of this range of mountains, and dipping northwestwardly under the limestone of the valley, is the Potsdam formation (Primal or No. 1 of the Pennsylvania Geological Survey), which consists of sandstone or conglomerate overlain by slates. The latter are sometimes arenaceous and occasionally are replaced in part by sandstone. This formation varies from a few feet to several hundred feet in thickness. At the outcrop the slates are completely decomposed, oxidized or disintegrated, forming a belt of clay several hundred feet wide occupying the interval between the outcroppings of the sandstone and limestone. This clay-belt includes a more or less continuous series of iron-ore (brown hematite) deposite, which have been, and still are, extensively worked. The belt is more or less continuously milleralized with iron throughout its length, and hundreds of large deposits of ore have been developed and worked, producing many millions of tons of ore.

In these times of sharp rivalry, both as to price and quality, among the makers and venders of engineering explosives, it is often desirable to be able to determine the relative energy or value of the various explosives offered for sale, in order to purchase intelligently ; or, having contracted for a large amount of an explosive of a certain standard quality, to be able to ascertain if the manufacturer keeps his product up to the specified standard. The simple and inexpensive apparatus described below was devised by the writer while engaged on the improvement of the Tennessee River, at MuscleShoals, under the direction of' Major W. R. King, U. S. Engineers, in the summer of 1879. It answered the purpose so well that it is thought that a brief account of it may be of interest to other engineers. It consisted, essentially, of an old blacksmith's anvil and a common striking hammer, such as is used for driving rock-drills. The anvil was placed face downward on solid, level ground. In what was then the top of it, a vertical hole, one and one-fourth inch in diameter and about one arid three-fourths inch deep, was made with a ratchetdrill. The surface of the anvil immediately around the drill-hole was made as true and smooth as possible with a file. Next, a new striking-hammer, weighing nine pounds, with a turned and true face, was selected ; and a handle, eleven feet long and about one and a half inches in diameter, was fitted into it so that it

The formal outline of Mr. Hague's life and work is embraced in the following statement, chiefly based upon data furnished by him, at my request, shortly before his death. At that time the probability that I would survive to record his death was apparently small; but I urged upon him the duty of providing, whether for me or for my successor as Secretary of the Institute, trustworthy material for the notice which somebody would some day have to write—and which might otherwise be incomplete or incorrect. Mr. Hague, with characteristic promptness and freedom from affectation, did what I asked of him; and I am therefore able to present an authoritative sketch—concerning the details of which I shall add my own comments, and some particulars obtained from friends. James Duncan Hague was born Feb. 24, 1836, at Boston, Maes., where his father, Rev. William Hague, D.D.,an eminent clergyman, then resided. After a preliminary education in private schools, he studied in 1854 at the Lawrence Scientific School of Harvard University; in 1855 and 1856 at the University of Göttingen, Hanover; and from 1856 to 1858 at the Royal Mining Academy of Freiberg, Saxony. In 1859-1861 he was attached as chemist to a South Sea exploring expedition, sent by W. H. Webb, of New York, to examine Jarvis, Baker, and other islands for phosphate-deposits. After the outbreak of the Civil War, he entered the U. 5. Navy, serving for a year as Judge Advocate to the fleet stationed at Port Royal, S. C. In 1863 he became Superintendent of the Albany and Boston copper-mine, in the Lake Superior region, where he was also connected with the earliest development of the Calumet and Hecla property. HAVING had considerable practical experience in the management of colored mining labor in the South, I have thought a few observations upon its peculiarities might interest those not personally familiar with it. In mining, as in all other departments throughout the South, this class of labor is largely in excess of any other; and its characteristics need to be known and duly taken into consideration by those who may be charged with the conduct of southern enterprises. The colored laborers are fervently religious, intensely superstitious, improvident, and usually good natured and happy,—in a word, they are like children. That strong religious emotions do not involve necessarily a moral sense highly developed in the direction of ethics, is shown in the propensity of the colored population for chickenstealing, and in the brutal fights and other outbreaks of which they are not infrequeutly guilty, upon any slight provocation. It is only fair to say, however, that many individuals among them are in the highest degree steady and trustworthy. To one accustomed to seeing white miners at work in the middle, northern or western States, the colored miners seem somewhat slow and lazy. But their efficiency is greater than it appears to be. During November and December, 1907, four serious mine-explosions occurred in the Appalachian coal-field, which resulted in the loss of nearly a thousand lives and caused an eliormous damage to propcrty. These accidents attracted more than the usual attention; coal-trade and engineering papers contained many comments and suggestions on the cause and prevention of accidents; the daily press in many instances condemned the coal-operators and charged these accidents to their negligence, or their anxiety to make money without adopting precautionary measures. Immediately after cach accident the respective State authorities ordered close investigations to be made, with the view of establishing the cause and suggesting remedies to prevent recurrence. Representatives of the Technologic Branch of the IT. S. Geological Survey, to whom the investigation of mine-accidents had recently been delegated by the Secretary of the Interior, visited the mines and co-operated with the local authorities in their determinations. It may be safe to say here that an investigation of a mine after an explosion has occurred discloses but little, because the causes hare been removed and conditions have been entirely changed. On Jan. 8, 1908, the coal-operators of West Virginia organized an association at qTashington for the purpose of making extensive investigations, and sufficient funds were pledged to carry out this work. At this organization meeting, the representatives of the Geological Survey present had no suggestions to offer as to the cause of these accidents. An examinatiou of the various reports concerning these accidents indicates that the explosions were caused by the ignition of gas or dust; they show the point of origin and the direction in which the force was expended, and give a detailed description of the damage done. The installation of the Gayley dry-air process appealed specially to the management of the Warwick Iron & Steel Go., for the reason that for fifteen years records had been kept at the works of the company, showing the amount of water entering the furnace in the form of aqueous vapor, and careful observations had been made of its effect upon the working of the furnace. Some years had proved much worse in their effect than others, on account, not only of excessive moisture, but also of great variation in the moisture from day to day, and sometimes within a few hours. It had been found impossible to make a satisfactory percentage of high-silicon foundry-iron in summer, even on high fuel; and for some years the endeavor had been made so to arrange the sales that, during July and August, only a small percentage of the iron produced would be required to carry more than 2 per cent. of silicon. Our larger furnace, running on basic iron, year after year, produced in February a tonnage 20 per cent. higher than in August, 011 a much lower fuel-consumption, while, at the same time, the summer months were marked by " messes," tuyeres closed by slips, and other irregularities, constituting serious additional business losses. It will be easily understood, therefore, that the records made at the Isabella furnace after the installation of the dry blast in 1904 possessed special interest, and were closely watched by us. On the basis of our own experience, we argued that if the moisture could be kept low, and also uniform, the cost of installation would be more than justified. Delays in the completion of the alterations to the plant at the works of Messrs. Oliver Bros. and Phillips, in Pittsburgh, coupled with the increased demand for metal made from regular Bessemer pig, placing the firm many hundreds of tons behind in their deliveries, prevented Mr. Henry W. Oliver, Jr., from redeeming his promise to place his works at my disposal for further tests of high-phosphorus irons, until May 5th. Upon that date, I assumed charge of the operations in his steel-plant. Mr. Oliver had purchased Neshannock pig as a basis for a supply of phosphorus. My information is to the effect that this iron is made from low-grade Lake Superior ores and mill-cinder, the latter "ore" being utilized to about 40 per cent. of the total mixture. At all events the pig had quite as much phosphorus, and in as varying quantities, as the most exacting could desire. My experiments of last fall had well satisfied me as to the effect of from 0.35 to 0.55 per cent. of phosphorus in the Clapp Griffiths metal. Hence at this time my first trials were directed to

It still rains in the Choco! I well remember one evening a dozen years ago, while traveling toward the town of Negua in a small champa or dug-out canoe, the rain fell so heavily that I had to work my hardest to bail out the water with a large totuma or gourd in order to keep the canoe afloat, the native boatman meanwhile plying his paddle in the stern. If any one thinks bailing is easy work, let him scoop out a quart or more at a stroke, 40 times a minute for half an hour, and I venture that he will change his opinion. These small canoes required only one paddler to make the 3 miles an hour which is the standard rate of aquatic progress on the Choco. Another time, on the Atrato river, about six o'clock in the afternoon, the rain fell so heavily that an empty gourd, 9 in. in diameter and 4.5 deep, was filled to the brim in 90 sec., timed by a watch. Such downpours are typical, but unless caught in one it is not specially noticed. These downpours seldom last more than an hour, and frequently cover only a limited area, occasionally falling on one bank of a river and not on the other. During the night-time, the rain, if gentle, will usually last until dawn, and sometimes an intermittent drizzle will keep up all day as well, although, as a rule, it rarely rains during the day. The rise of the rivers, due to the rain-fall, varies from a few inches to several feet. One night in August, 1899, the spuds of the dredge Margaret, operating on the Atrato river, showed a rise of 16 ft., and for 3 days thereafter occurred the greatest flood known in that district for 32 years. Fire-brick hot-blast stoves have been the subject of frequent discussions at the meetings of the Institute; and although it is my object to elucidate some of the points in connection with this subject, I will not go into the specific features of all types, but more especially call attention to a new type recently designed by Mr. Fred. W. Gordon. As the economical production of a ton of pig-iron is a more essential feature than a large output, much depends, where fuel cannot be obtained cheaply, upon suitable apparatus whereby high temperatures can be maintained. Where iron-pipe stoves have been employed, the fuel-consumption reached one and a half pounds of fuel, and, when a larger output was desired, often two pounds, to the pound of iron produced. The temperature attained rarely exceeded 900' F., and that at the expense of frequent renewals of the pipes, which was not inconsiderable. The fire-brick hot-blast stoves of the past five or six years have clearly demonstrated their superiority over the old system. Of the accompanying drawings, Fig. 3 illustrates a four-pass regen-

The sums given in the accompanying table are those actually paid for material and labor up to about August, 1875; but, as some parts of the machinery were not wholly completed at the starting of the works in September, 1875, the statement cannot be taken as an absolutely correct note of the total cost. A complete description, with engravings of the building and machinery, was given in Engineering, April 26th, 1878, in a paper by Messrs. A. L. Holley and Lenox Smith, to which convenient reference may be made. A detailed list of the construction accounts has been given in a paper, by the present writer, in vol. vi, Transactions of the Institute. A summary is given in the table of the items in each class which enter into the total cost, and also a note of the proportion which each of these items forms of the whole. A concise view may thus he obtained of the facts embodied in the statement as a whole, even though it cannot lay claim to completeness in showing the entire or final cost. An urgent suggestion has reached the writer from a distant country that such statements of cost to be really most serviceable should give the details in days of labor, in weight of iron, and in number of brick, and to this an assent is most cordially yielded. It is true, however, that the mere labor of copying arid compiling these details to such a degree of minuteness, would be very great, and, in any event, the probable difference between the plans of an existing establishment and one projected, would be so wide as to render even so complete a statement of cost of little more real service than the approximate notes given herewith.

Monazite is one of the minerals which, for a long time, was considered somewhat rare in its occurrence, but, upon a commercial demand arising for it, prospectors and engineers soon located large deposits of it in the Carolinas arid Brazil, and the supply has always been able to meet the demand. During 1908 further sources of supply of monazite have been discovered and developed in Idaho. North and South Carolina, however, are the only States that have thus far put any monazite on the market. Monazite is essentially an anhydrous phosphate of the rare-earth metals,ceriunl, lanthanum, and didymium,(Ce,La,Di)PO,. There is nearly always present a varying but small percentage of thoria, Tho2, and silicic acid, SiO2,, which are very probably united in the form of a thorium silicate, ThSiO4. Some mona-zites contain but a fraction of a per cent. of thoria, while others have been recorded that showed the presence of from 18 to 32 per cent.; but the majority contain from 3 to 9 per cent. of this oxide. It is the presence of the thorium oxide that gives the monazite its commercial value. The analysis occasionally shows also the presence of other constituents, as the yttrium and erbium oxides, zirconia, alumina, magnesia, lime, iron oxides, manganese oxide, and titanium oxide. Monazite is light-yellow, honey-yellow, reddish-, brownish-, or greenish-yellop. in color, with a resinous to vitreous luster, and is translucent to subtransparent. It is brittle, with a con-choidal to uneven fracture, and is from 5 to 5.5 in hardness, and from 4.64 to 5.3 in specific gravity.
