Briefly, can you relate how you got into the minerals industry and some of your experiences as an executive, engineer, and administrator? Also would you tell ME about your affiliation with the Society of Mining Engineers of AIME? Roseburg, Ore., was where I was born and raised. It was, and still is a lumbering town; it couldn't have been any farther from mining. Upon graduation from high school, I turned 18 and, having already signed up with the Army Corps of Engineers, I was in the service eight days after my birthday. Four months later I was in New Guinea. As an amphibious engineer, I saw many of the Pacific and Philippine Islands, and ended up in Japan just a few days after the war was over. In later years, my work took me back to several of the places I had been during the war.

Would you briefly describe how you chose the minerals industry and reflect upon some of your earliest experiences? I wish that I could say that I had a well-formulated career plan early in life and that mining engineering was always foremost in it, but I cannot, In fact, I was quite indecisive before I finally chose my life's vocation. But in another respect, I am glad my career unfolded in the manner it did because it gave me a better insight into advising others on career opportunities. Probably the greatest problem confronting our youth, and the one I find preys upon their minds the most, is their inability to select a career path early in life. This indecision frequently has a deep psychological effect upon them and they become down on themselves. Therefore, it fortifies them somewhat to learn that others who have become successful in their careers had difficulties choosing a career path early in life. However, while assuring young people that an early choice is not absolutely essential for success, I caution them to work toward as early a decision as possible.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. Stirred milling of nickel laterites offers possibilities for improving liberation and selective size reduction of soft nickel-bearing minerals in laterites. Batch grinding tests were performed in a Netzsch LME4 stirred mill on siliceous goethitic (SG), goethitic (G), and saprolitic (SAP) nickel laterite samples (- 2000 ?m particle size) to evaluate the effect of stirrer speed, solid content, water salinity and grinding time. A fine mineral product (-38 µm) was used to evaluate the effect of selective grinding and Ni upgrade. The optimum grinding time for the highest Ni upgrade was 0.25 min, 0.1 min and 0.1 min for the SG, G, and SAP nickel laterite, respectively. A new feed (38-2000 µm) for each nickel laterite sample was prepared for batch grinding tests under the optimum grinding conditions. Upon grinding the 38-2000 µm feed, the - 38 µm product confirmed the effect of selective grinding and nickel upgrade. Size classification followed by stirred milling is a suggested process for Ni upgrade. The best Ni upgrade result was achieved on the SG nickel laterite among the three samples. The Ni grade increased from 0.85% to 1.37%, with 27.8% Ni recovery. Bottle roll leach tests showed that for SG and SAP samples selective grinding had no dramatic effect on Ni extraction due to the slow leach rate of hard mineral particles. Stirred milling of G sample increased the surface area of goethite, resulting in higher Ni extraction. Gravity concentration through a Knelson Concentrator was not effective in the further treatment of the stirred milling products either due to the poor operating conditions or due to the mineralogy characteristics of the feed samples. The energy requirement in the stirred milling was investigated. The first pass of the signature plots study is critical for the purpose of selective grinding, because the best result on selective grinding is achieved in the early stage of the grinding process.

The description, characteristics, advantages and application of a new bulk explosive for medium to large diameter dry blasthole conditions is described. A brief outline of the delivery system for the product is also included. This explosive has been designed to provide an alternative to ANFO, currently the most common bulk dry hole product available to the mining and quarrying industry. The selection of the optimum explosive for any blasting operation is of prime importance. It is a major factor contributing to the production of the desired results in terms of muckpile fragmentation, shape and diggability. The optimum explosive can be defined as the most cost-effective in producing satisfactory breakage and displacement of the material. ANFO satisfies this prerequisite for a significant proportion of dry hole applications. This unique, low density and low velocity of detonation explosive has been developed to provide the industry with a cost competitive alternative to ANFO. Typical loading or average inhole densities nominally range between 0.40 g/cc to 0.70 g/cc, depending on the application. Characteristics of this explosive allow for specific and common applications in open cut coal and metalliferous operations. These include ore/waste control operations, prestripping and presplitting applications, sites confronting cap rock problems, and large hole diameter quarries.

PRELIMINARY COMMENTS Recent years have been difficult for the mining industry, as reported in the most recently published Minerals Yearbook (Volume III), the estimated value of world crude mineral production has been generally declining since an historical peak in 1979 (16).* The costs of mineral extraction have, however, been rising rapidly. Individual project costs are, in general, exceeding the growth rate of mining companies, while operating and technical risks continue to increase (16). Risks resulting from currency flotation and political actions in the host country are also on the increase. Labor difficulties (such as those experienced by Phelps Dodge) and the Reagan Administration's recent rejection of a proposal by the International Trade Commission for higher tariffs and/or quotas on copper imports have also contributed to the mining industry's difficulties. The net result of these factors has been financial difficulties for mining companies with respect to paying for their current financial obligations as well as trouble finding new financing. It may be that one of the main factors in determining the future of the mining industry will be centered upon capital structure, i.e. how its assets are financed. Historical Perspective on Capital Structure In The Mining Industry As discussed by Isreal Borenstein in (4) and Thomas Navin in (7), mining firms typically have used a financial model based upon high financial leverage, i.e. large amounts of debt relative to equity. This has been especially true for American firms developing orebodies discovered overseas. Problems sometimes occurred for those who were forced to commit themselves to completion guarantees in order to obtain bank loans. Mines under these circumstances must be brought into operation regardless of market conditions. Politicians in overseas countries also may use the high profits required by these high risk ventures to argue for nationalization of mines. Coupled with the frequent use of high leverage, mining companies traditionally have paid out a higher percentage of earnings in the form of dividends than manufacturing firms. This is significant, in that such funds paid out in dividends are not available for other uses. Hence, a greater reliance upon debt and/or additional stock issues than would ordinarily be the case for manufacturing firms. Thomas Navin has stated in (7), that the theory behind the high dividend payout was that, "most mining investors thought of themselves as investing in a wasting asset, one that would gradually deplete over time until it ultimately became valueless." Investors, therefore, required a receipt, in the form of dividends, of a percentage of current earnings and a return on original capital. This view of reality, apparently, has not changed in some quarters, even though modern mine management ordinarily replaces depleted mines with new ones. It may be that this practice of high dividend payout coupled with relatively high financial leverage should be reexamined. Current capital structure theory could prove interesting and useful for those concerned with current conditions. Capital structure patterns and related practices in this industry are not, in many cases, congruent with those thought by some to be theoretically optimal. Prelude to Capital Structure Discussion With a few notable exceptions (such as the Guggenheims and Anaconda's chief operating,. officer in 1971) mining companies' chief executives and boards of directors have not been persons with financial backgrounds. This, one could conjecture, might have accounted for the relatively nonsophisticated nature of capital structures of mining companies. In order to appreciate the possibilities with respect to alternative influence on a firm's performance, one must be acquainted with the basics of financial theory. A discrete fracture network (DFN) approach involves numerical modelling that explicitly represents how defects may be spatially distributed through a rock mass. A DFN is a 3D realisation of the ‘smaller scale’, non-deterministic defects; it is not an attempt to model larger, deterministic structures that should be identified as part of an engineering geology model. The approach utilises structural data in stochastic analyses to give a range of possible models that provides a tool for visualisation and analysis of a rock mass and indicates the potential large-scale slope or tunnel performance and stability.Stochastic fracture modelling for rock mass characterisation has significantly advanced over the past 25 years. With recent improvements to field data collection and computational power, it has become recognised internationally as a valuable tool for modelling some geomechanical problems encountered when designing excavations in fractured rock masses.This paper provides an introduction to the DFN approach, particularly the necessary input parameters and derivation of these from typical structural data sources, such as boreholes or scan line mapping. "Mine hoisting machinery, of which wire rope is an essential part, is developing, in Canada as well as in other parts of the North American continent, into highly sophisticated equipment. Heavier payloads are now required to be raised from steadily increasing depths at higher rates of speed and production. These hoisting conditions have, of necessity, brought about a major change in the production of steel roping wires and the wire ropes manufactured from them.Operators and designers of hoisting equipment are requesting a very much more efficient ratio of strength to weight in hoisting ropes, so that heavier loads may be raised from greater depths by ropes which will provide a predeterminable life span on which the operator may depend.The cost of wire rope to the operator is very low indeed, usually less than $0.01 per ton of payload, but the cost of unexpected shutdown periods, due to rope maintenance or change, can be extremely high -particularly in operations where a continuously high rate of production is an absolute necessity. Mine hoist ropes with a higher strength to weight ratio are now being made and used in some areas of Canadian mining, and a general understanding of the performance we may expect from them is required."

In many high explosive applications, the explosives are covered or clad by a metal. This metal cover may serve a variety of purposes including: 1) to protect and prevent the disturbing or misshaping of the explosive during its transportation, handling and use, 2) in many military applications the cover material itself is used to provide a required effect, for example, the shrapnel from grenades, the metallic liner of shaped charges, and the confinement of explosives so they perform optimally, and, 3) in civilian applications in the use of well perforating shaped charges and linear shaped charges used for the demolition of steel structures such as bridges. For these reasons the interactions between the explosives and their covering materials are of great importance in understanding the performance of these devices.

SUMMARY THE results of an enquiry into the structural nature of some 70 iron alloys containing both nickel and chromium over a considerable range of concentration 'are briefly described in this paper. This study is a part of a comprehensive program of investigation into alloys involving chromium in progress at the Union Carbide and Carbon Research Laboratories. All the compositions studied contained carbon in amount comparable to commercial alloys.

The brown coal resources of the Latrobe Valley, which include over thirty thousand million tons of coal suitable for open cutting, provide the main source of fuel for the power generation for the State of Victoria. They also provide the basis for the development of a supply of cheap hard fuel for industrial and domestic use, and for the development of the Lurgi process for manufacture of town gas for most of the State. The production of hard char for metallurgical processes and liquid hydro carbons will each, no doubt, play its part in the industrial growth that will be based on these resources.The State Electricity Commission of Victoria, which has been allocated the task of developing these deposits since the early 1920's, is faced with problems of economic selection of deposits for development, and excavation and transport of huge tonnages of coal and overburden-in this year, 19'59, about 12,000',000 tons of brown coal will be won, and over 7,000,000' cu. yd. of overburden will be removed in the four open cuts operated by the Commission; by 1967, eight years from now, the demand will have doubled.This paper deals with the nature and importance of various factors effecting the planning of the development of these resources. It is in essence an introduction to the papers by C. S. Gloe, H. C. G. Rodgers and J. M. Alexander, also being -presented at the Institute conference in Victoria in August, 1959.INTRODUCTIONIt is the intention in this paper to define the factors that come under consideration in the planning and development of the brown coal fields in the Latrobe Valley, whose exploitation by the State Electricity Commission of Victoria was initiated almost 40 years ago. It is proposed to enumerate, and in sorile cases evaluate, the physical and economic criteria that play their part in determining planning for the future.

A microscope objective of given numerical aperture, whew used with light of given wave length, has some fixed limit of resolution. This may be expressed as potential resolving ability-the ability to resolve is inherent in the lens but whether this limit is achieved in practice is quite another matter. Nearly 50 years ago Abbe evolved theoretical considerations which indicated that the ability of a lens to resolve detail is directly proportional to twice the numerical aperture of the objective and inversely proportional to the wave length of the light used. It is true, unquestionably, that as the numerical aperture of the objective is increased the potential resolving ability of the lens is increased and likewise whew the wave length of the light used is decreased, the degree of resolution is increased. Whether Abbe's formula expresses the exact relationship is not a matter of great concern. It suffices to know that to improve resolution, other things being equal, two avenues of approach are available. Either the numerical aperture of the objective may be increased or the wave length of the light decreased. With the apochromatic system it is possible to employ successfully wave lengths from 400 to 500, µµ and still secure reasonably short exposures. The present limit for numerical aperture is 1.40 N. A. although objectives of 1.65 N. A. are wow an experimental possibility for metallurgical work. Thus certain well defined limits are set for those who work within the range of the visible spectrum. In order to take advantage of the increase in resolving power which accompanies a decrease in the wave length of light employed, Dr. A. Köhler and Dr. M. Vow Rohr of the Zeiss Scientific Staff developed the "monochromats." These are quartz objectives corrected for the single wave length 275 µµ which lies in the ultra-violet region of the spectrum. They also developed a series of quartz oculars and a complete photo-micrographic equipment with which to use the quartz optics. Quartz must be used for the optical parts because glass absorbs ultra-violet light almost completely. Thus there was made available about 20 years

VDC computer models are built, using information from various sources including survey, 3D laser scanning, CAD and GIS to represent the project and its components in a coordinated and consolidated infrastructure model. This model is reviewed and evaluated by, and shared among project teams including owners, con-tractors, designers, engineers, construction managers, stakeholders and operators. "Since their first production application in Sweden in 1995, water-powered, down-thehole hammers (WDTH) have been used throughout the world in many different drilling applications, total lines, over 25 million lineal meters of drill hole. This paper reviews the history and principles of down-the-hole drilling (DTH) in general with both air and water, before focusing on the details of WDTH hammers. A summary of the numerous and considerable advantages of WDTH drilling is provided, with particular emphasis on their superior productivity, smaller deviation, applicability in sensitive/urban conditions, environmental protection and much reduced energy requirements.HISTORICAL PERSPECTIVE ON PRODUCTION DRILLING METHODSAir-flushed drilling with top hammers began in the mining industry in Sweden in 1873, while down-the-hole (DTH) drills, again with air flush (and activation) became operational in 1950. During that same time interval, Simon Ingersoll had patented the first steam-powered, top hammer rock drill to provide higher productivity in blast hole drilling. It is well known that water, as an activating, flushing and cooling medium, has many significant advantages over the use of air. However, it was not until 1973 that top hammer systems (either air or hydraulically activated) for larger rigs were adapted to the use of water flush, typically via “under the head” swivels.The concept of a water-powered, down-the-hammer (WDTH) had been explored prior to G. Drill acquiring the original patent from Atlas Copco in 1988. LKAB, a huge underground mining company owned by the Swedish Government and providing about 90% of the European Union’s iron ore, purchased G. Drill in 1991 and encouraged the commercial development of the WDTH. The first full-scale WDTH production works were carried out for LKAB in 1995, since when over 25 million lineal meters of drilling have been recorded in both underground and surface applications.In 2001, G-Drill was renamed Wassara, which today still holds the worldwide patents for WDTH technology. Regarding North American usage, the first significant application was by Advanced Construction Techniques (ACT) Ltd. during the test grouting program conducted for the U.S. Army Corps of Engineers at McCook Reservoir, Chicago, in 2002. Since then, WDTH has become the tool of choice for specialty drilling and grouting contractors on dams and other major structures throughout the U.S."

Ore reserve determinations supporting property appraisals and economic analyses leading to investment decisions typically require many repetitive calculations. Computers have become well-accepted tools for accomplishing these computations, and are partly responsible for the development of new evaluation methods during the last decade. Excellent descriptions of manual ore reserve may be compared with current computer reserve methods1,2 in North America2 and South Africa3. A comparison indicates that computers are used in two cases: a) when a cost savings can be achieved by the simple conversion of a manual method to a computer processed equivalent, and b) when the quantity of data and ore reserve estimation purpose justifies adoption of a complex ore reserve computational method not feasible on a manual basis. Ore reserve computations essentially consist of using sample data and a mathematical method to arrive at an estimated geometry, tonnage, and grade for a mineral deposit. The mineral deposit is then subdivided, if necessary, into ore and waste components. This separation is based on economic factors which may be explicitly introduced in the computation or incorporated in a numerical cutoff grade4. Computer methods for accomplishing these tasks are presented in three papers. "The Use of Contour Surfaces as Predictive Models for Ore Values" discusses the requirements for a satisfactory value prediction model and the importance of considering auto -covariance. A weighted moving average method is described and compared to other mathematical surface development methods. In the second paper, "The Applications and Limitations of Computer Techniques in the Evaluation of Hypothermal Tin Lodes," particular problems encountered in estimating geometrically erratic economic deposits with a low valuable mineral content are documented. Economics and probabilistic concepts are introduced, allowing a comparison of risk and speculative value for a deposit. Economic considerations are integrated with ore estimation techniques in the third paper, "Method of Calculation of the Iron Ore Reserves in the Lorraine Deposit." The prediction model

It is common knowledge that there is an endless stream of possibilities, proposals, and projects - each representing a demand on available capital - for improving the mining company's performance measure. It is true that these proposals go through an increasingly stringent evaluation process as they move up the echelons of management for approval. Therefore, there is every reason to expect that a proposal or project accepted for deployment will make a substantial contribution to the organization's performance. The reality, too often, is otherwise. Castle (1985) reveals some significant insights into the difficulties in predicting the performances in the mining industry. A sample of eighteen mining ventures, which have been developed over the years, was selected by Castle to illustrate the problems. The actual performances were compared with the original projection. The sample encompasses both surface and underground mines, a large number of commodities, and a wide geographic distribution. The experiences in these mining projects were analyzed through answers to four specific questions.

Mineral exploration activities are benefiting from new interpretive techniques which have become economically practical with computers. Government agencies, educational institutions, and industry have each contributed research and development efforts for improving the mathematical analysis and graphical display of exploration data, resulting in operational aids not foreseeable a decade ago. Progress has been worldwide and is expanding rapidly. Books 1-10 are supplementing the periodic literature, at least one abstracting service is now active, 11 and an association has recently been formed to encourage and publicize advances in this field. 12 With the diversity of applications, only partial coverage of the subject can be made at any single symposium. Four of the six papers in this section report on the current state-of-the-art in selected areas of interest: graphics, time-sharing, mathematics, and economic analysis. The remaining two papers are descriptions of advanced statistical techniques for gaining additional information during exploration, and illustrate methods which will become more commonly applied in the future. "Computer Graphics: A New Tool for Exploration and Mining" describes the use of a computer and accessory equipment as an information retrieval device, graphically merging and displaying pertinent information for visual inspection and interpretation. This is a rapid means of studying information which has been pre-stored in a form accessible to the computer. Time-sharing is a means of achieving a comparable rapid response when calculations are being performed. The paper, "Some Applications of Time-Sharing in Mining Geophysics," describes the experience of one company using a time-sharing facility for geophysical computations. Another paper on this subject, stressing mining applications, has recently been published. 13

"Introduction to the Syncrude OperationSyncrude Canada Ltd., located 42 km north of the city of Fort McMurray, Alberta, (Fig. I) is an integrated operation that has produced synthetic crude oil from the Athabasca oil sand deposit since 1978.The operation, consisting of a surface mine, an extraction plant, a bitumen upgrader, and a utilities plant, is currently capable of producing over 60 million barrels of crude oil per year. Production is expected to increase to 70 million barrels of crude oil per year over the next five-year period with no major changes to equipment or process planned.The Syncrude surface mine, producing a total of 675 000 tonnes of ore and waste per day, rates as one of the largest mines in the world. A strip mining method is utilized, with two or three operating benches necessary to excavate a total depth varying between 60 m and 70 m. The 20 m to 30 m of overburden is removed by electric and hydraulic shovels and 200-ton haul trucks, and dumped in the mined-out pit for final storage. The overburden operation creates a flat bench near the top of the ore zone on which the four 60 m3 draglines operate. The draglines excavate interbanded ore and waste in the highwall, with ore placed on the operating bench in windrows, and waste returned to the mined-out pit. The windrowed ore is reclaimed by four bucketwheel reclaimers, and discharged onto a conveyor system for transfer to the extraction plant."
