"This paper examines the grinding and wear processes in drum mills. A summary of the industry’s long-term experience with the proposed linings is presented. A method is proposed for assessing the efficiency of the grinding energy distribution between the successive stages. A case study is presented of grinding energy redistribution at Talnakh Concentrator by replacing spiral classifiers with a drum-type hydraulic screen. The problems of the kinetics of grinding processes in ball mills and semi-autogenous (SAG) mills are examined. It is demonstrated that in ball mills the feed particles are disintegrated by triaxial compression in the mill zones where discrete slippage of the charge occurs at major force interactions between the layers. Mechanism underlying increases in the specific energy consumption in grinding circuits based on SAG mills is shown.The problem of improving the throughput and reducing the specific energy consumption in mineral feed grinding is highly relevant because of the significant energy intensity. Up to 80% of the consumed energy is used to disintegrate ore fed into the drum mill. At all development stages of the drum mill grinding theory, the researchers have paid a great deal of attention to studying the patterns of the charge motion and the kinetics of the feed particles disintegration processes. In [1], it was shown that, due to the slippage between the charge layers being lifted, drum mills at concentrator plants operate in a mixed cascade and waterfall mode. A feature of the mixed mode is the toe zone, where the charge contacts the lining and the transition to a circular path takes place. Studies of the charge motion in the toe zone made it possible to develop a method for designing cross-sectional profiles of lining plates [2] for ball mill drums. The method is based on the principle of interaction between the balls and the lining, where the non-working rear surfaces follow the relative motion path of the balls before impacting the lining, while the working surfaces are orthogonal to the rear ones. Lining with the proposed profile provides contact with the charge and slippage-free transition to a circular path. This ensures an longer service life of the lining, a reduction in specific energy consumption, and an increase in the mill’s feed rate. The proposed method is applicable when designing lining plates of various materials. Steel liners with the proposed profile have been successfully operated [3] for more than 40 years at a number of projects in the industry."

Mineral fillers are employed in United States industries to the extent of more than seven million tons annually, valued in excess of a hundred million dollars. This substantial usage involves a wide variety of mineral materials. To this may be added products manufactured from minerals, such as carbon black, portland cement, lime or chemically precipitated calcium carbonates, which would add substantially to the total. The purposes for which fillers are used differ considerably. Minerals used as fillers are mostly silicates, silicas, and carbonates as referred to hereinafter. The term "mineral filler" has various meanings in mineral technology and in the arts. Fillers are comparatively inert and their action is mainly physical. Materials that are employed primarily for chemical reactivity, or for pigment or abrasive functions ordinarily would not be considered to be fillers when used for these purposes. Nearly all filler usages are based on advantages which are gained by desired modification of composition properties or by improvements in processing. A simple definition for a filler is an inert material that is included in a composition for some useful purpose. This definition may be amplified or made more specific for each of the filler usages, the major ones of which are: paints, paper, plastics, rubber, bituminous compositions, pesticides and fertilizers. There are in addition a whole host of minor usages. Powdered minerals when employed as components in paints, varnishes and lacquers are considered as extender pigments or low refractive index pigments. In paper, the term loading material as well as filler is used; in pesticides, the terms diluents and carriers connote different functions. For bituminous compositions, rubber and plastics, the usage of the simple word "filler" is more usual, but the designation loading material is sometimes used. Minerals Used as Fillers Most of the industrial minerals, and many rock powders are employed to some extent for different filler uses. These usages vary from year to year depending on availabilities, costs, technologic trends and advancements. For the major applications, however, and for the more particular requirements at any given period, there are general trends which favor a more or less restricted group of filler products for each of the major consumer fields. This selection of materials is determined by the characteristics of the individual filler products, their effectiveness in fulfilling the primary function or functions for which they may be employed, and the cost after incorporation in the finished product. The mineral-bearing materials of major importance as fillers are: limestones, clays of several types, talc, pyrophyllite, mica, barite, diatomite, crystalline silicas, asbestos, slate and other rock dusts. Others of secondary importance include: gypsum, vermiculite, phosphate rock, perlite, and pulverized wastes, such as slag and fly ash. A considerable number of other minerals are used to lesser extent. Among these minor mineral materials are: feldspar, pumicite, wollastonite,18 tripoli, nepheline syenite,6 coal, altered volcanic rock and others.2 Indeed, most mineral materials, when reduced to fine particle size may have some potential usage as fillers, depending on their properties, availability and price. POWDERED nonmetallic minerals and rocks of many different types are used extensively in industry for incorporation in compositions and manufactured products The term "mineral filler" is commonly employed to designate a material that is used for a specific purpose but not as an essential or reactive component Such a definition is not without objections, and it is indeed difficult to define fillers in any fully satisfactory manner, since the term has come to have so many different meanings and to cover such a wide range of uses. A filler is defined, for the purposes of this chapter, as a substantially inert material not specifically employed as a reactive or essential component, the primary function of which is to modify the properties or processing of a composition of matter or fabricated article Emery1 has emphasized that fillers change the properties of the product but are themselves unchanged in compounding or use The term "filler" appears to be rather general when referring to usages m bituminous compositions, rubber, composition floorings, fertilizers, plastics, textile finishes, and some others. In paper manufacture, in the paint industry and with insecticides, other terms are frequently employed, as is indicated, herinafter By placing emphasis on the function of the material used in modifying the properties of the composition or article, it is believed that a more useful classification of filler products and their applications may be derived. FUNCTIONS OF MINERAL FILLERS All of the manifold functions of mineral fillers cannot be listed in a summary review. A survey of the uses for these materials, however, shows that in nearly all cases the powders are employed to modify the properties of a composition of matter or those of a fabricated article, or to perform some useful function In the manufacture of either. The minerals discussed in this section have experienced a gradual, although not spectacular, growth in general. Obvious exceptions are the gradual decreasing use of talc and bentonite as filler materials, partly because of availability and relatively lower sales price of competitive materials. Mineral fillers and filter minerals are used principally in those countries that are heavily industrialized. Except for diatomaceous earth of filter grade, most industrialized countries are reasonably self-sufficient in the various filler and filter minerals. Prices of the various mineral commodities during the period 1950-1970 increased approximately as follows: barite, 43%; diatomaceous earth (filler), 49%; diatomaceous earth (filter), 55%; fuller's earth, 55%; talc. 77%; and bentonite, 94%. Actual usage of these mineral commodities as fillers and filters, during this period, showed changes approximately as follows: (1) Decrease-fuller's earth, 6%; talc, 15%; and bentonite, 29%. (2) Increase-barite, 113%; diatomaceous earth (filler), 150%; and diatomaceous earth (filter), -194%. A relationship between the amount of the various fillers and filters used and price increases is apparent. For example, barite increased only 43% in price, but its use as a filler has increased by 113%. On the other hand, talc, which increased 77% in price, decreased in filler use by 15%; and bentonite, which increased 94% in price, has decreased for filler and filter purposes by 29%. The actual decrease in the use of some of these commodities is not entirely caused by an increase in price. Competitive materials frequently have made substantial gains in the various filler and filter markets. For example, much of the bentonite used in the late 1940s and early 1950s for clarification of mineral and vegetable oils has been replaced by competitive materials. BARITE Occurrences and Sources In the United States, barite is produced from about 14 states, listed in approximate order of importance as follows: Missouri, Arkansas, Nevada, Georgia, Alaska, Tennessee, Kentucky, California, New Mexico, North Carolina, Washington, Idaho, South Carolina, Texas, and others. During the 20 years ending in 1970, almost equal amounts of barite were produced from Arkansas and Missouri. Within recent years, Nevada has replaced Georgia as the third leading barite--producing state. West Germany is second to the United States in barite production. Other important barite-producing countries include: Mexico, USSR, Italy, Greece, Canada, and Ireland. Ireland has become an important barite producer only recently. SHEET-ASPHALT paving mixtures are composed of three constituents: sand, mineral filler and asphalt. An average composition of such a mixture is sand 75 per cent, filler 15 per cent, and asphalt 10 per cent, figured on a weight basis. The structural strength of the mixture at normal or high temperatures depends mainly on the mineral aggregate (sand and filler), which consti-tutes the entire framework. The filler is the finely divided mineral matter largely passing a 200-mesh sieve, added to carry the sand grading down into infinitely fine particles and so reduce voidage and increase density. The asphalt imparts cohesiveness and tensile strength, gives a certain degree of plasticity, and waterproofs the mixture.

The mineral industry, so important to industrial development, faces a major challenge in creating the most effective financial structure to provide funds essential for seeking, evaluating, developing, and extracting minerals. The acquisition of funds for mineral development and plant erection do not differ greatly from fund-raising in nonmineral ventures because risks are essentially comparable. High-risk exploration funds, however, are more difficult for the mineral industry to acquire. With the world's ever-increasing appetite for minerals, the internally generated cash of major oil and mining companies cannot be expected solely to maintain the world's mineral supply. The augmented costs, risks, and difficulties of exploration have been shared increasingly by the smaller independent operator and by private and public participation drilling programs within the petroleum industry over the past 30 years. Only recently has the mining industry awakened to the need for utilizing exploration and development funds derived from sources other than established mining and banking circles. Almost from its inception, the oil industry was forced to drill deep holes through overburden without the aid of a mineral "outcropping" which required geological, and in subsequent years, geophysical interpretation. The poorly financed, nontechnical prospector, who depended on a mineral outcrop, was not to play an important role in oil exploration as he did in mining. Because of the high cost of drilling and the demands for technical judgment to locate an exploration drill hole, corporate and sophisticated private funds generally financed oil discoveries. When external funds were subsequently required, these financially sophisticated explorers would turn to the banking community from which came numerous ingenious innovations, taking cognizance of existing tax laws. Like the oil explorer, the miner is now faced with probing below the surface, relying solely on regional geology and geophysical anomalies. The day is gone, for practical purposes, when the prospector discovers a deposit from a mineral outcrop. There is little doubt that the mining industry will now follow the course taken by the petroleum industry in acquiring external funds if it is to meet the future raw material requirements of the world. The oil industry has been able to attract bank funds more readily than the mining industry after a mineral discovery has been made because: (1) with few exceptions, an oil discovery can be placed into commercial production and will generate cash at much less expense and time than a mine; and (2) generally, costs of oil production, the value

The use of ultrasonics in forming emulsions is not new. As early as 1927 Wood and Loomis' reported preparation of emulsions with ultrasonics. In 1935 Rschevkin and Ostrawskyz described the use of great ultrasonic power in producing fine emulsions of various oils and paraffin in water. Recently Oyama and Tanakahmployed ultra-emulsification to increase the effectiveness of sodium ethyl xanthate in flotation of chalcopyrite and galena. An emulsion is a two-phase system consisting of two incompletely miscible liquids, the one being dispersed as finite droplets in the other. The dispersed liquid is known as the internal or discontinuous phase, and the surrounding liquid is termed the external or continuous phase. There are two types of emulsions; one is oil-in-water (O/W) and the other water-in-oil (W/O). The word oil refers to the liquid other than water. Circumstances exist in which the emulsion type is not clearly defined, and the internal and external phases both contain portions of the opposite phase. This is said to be a dual emulsion. Among the many hypotheses', 6v proposed for the formation of emulsions, the Bancroft's adsorbed film or double interfacial tension theory is widely accepted. Bancroft ""educed that in the process of emulsification the interfacial tension between oil and water is lowered by the formation of an emulsifying film, which contains the adsorbed molecules and/or ions from the emulsifying agent and the two liquids.

Distillation of the large and growing greenhouse literature indicates that: ò Global warming has occurred over the past century or more; ò Build-up of CO2 (and lesser greenhouse gases) in the atmosphere is a fact; ò This build-up is likely to cause further global warming. It does not appear possible to conclude that the observed C02 build up and observed global warming are linked; nor is it yet possible to forecast global or regional climate variation with conviction. The dominant greenhouse gas is C02 with about half the warming potential of those gases emitted by man's activities; and about 80% of anthropogenic C02 emissions are from the burning of fossil fuels. Fossil-fuel C02 emissions arg divided about equally between the developed countries of OECD and the rest of the world. However C02 output growth over the past decade was about 4% for OECD and some 40% elsewhere. Population growth and pressure for better living standards will ensure continued higher growth outside OECD. Uncertainty about the impact of increasing C02 emissions on climate, and the long lead-times involved in limiting the increase in atmospheric C02 concentrations, are good reasons for taking action now. Australia accounts for about 275 million tonnes a year or just over 1% of the CO2 emitted from the world's consumption of fossil fuels, and the fight to control global emissions will be won or lost elsewhere. Australia's participation will be by wise conselt and by example. In view of the uncertainties involved, it appears premature to take actions that might place an additional financial burden on our hard-pressed country. However, much can be done now that makes good economic sense and has the added benefit of limiting the growth in Australia's CO2 emissions. Natural gas emits less C02 per unit of energy when burned than either coal or oil. Furthermore, new gas-fired power stations utilise energy at considerably higher efficiency than is the case today with coal or oil. Because of much lower capital costs, there is a compelling economic case for permitting natural gas to compete freely with coal in the Australian power generation market.

Argentina follows Venezuela and Mexico as the largest producers of crude petroleum and natural gas in Latin America. Argentina 1S practically self-sufficient in fuels, but relies substantially on imports for its supply of copper, iron ore, ferroalloys, sulfur, and fertilizers. Mining activity is limited and is in an incipient stage of growth, considering the country's potential for mining. Most nonfuel mineral output in 1979 consisted primarily of minerals used for construction, while only 9% are other nonmetallic, and 2% are metallic minerals. Argentina is Latin America's major producer of boron minerals and uranium (yellow cake). Mineral exports consist primarily of borates, uranium concentrates, and of late, some tin. These exports have in the past been shipped mostly to Great Britain. London banks have been involved in arranging financing for St. Joe Minerals Corp. IS planned development of the El Pachon copper deposit (see map), and were being counted upon to also back the development of large copper and manganese projects. The following is a review of Argentine mineral production in 1979: (For 1981, the production of boron minerals is put at 167,000 metric tons and uranium at 300,000 metric tons.)

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

Australia is tightening its rules governing mineral processing and the purchase of rural land by foreign investors" Rural land purchasers in the future will have to demonstrate to the Foreign Investment Review Board, the applicable governing body, that they will introduce new techniques or developments that will benefit Australia. In mineral processing, the criterion will be the availability of maximum opportunities for Australian equity capital. The changes are designed to discourage absentee landlords and speculators from abroad. A diamond field discovered several years ago in the northern section of Western Australia, known as the Kimberley region, is now thought to be one of the largest in the world, according to Conzinc Riotinto of Australia Ltd. (CRA). Figures released late in 1981 by CRA indicate that the main orebody of at least 100 million metric tons contains possibly 500 million carats of diamonds with a conservative market value of $8 billion. The diamond stones in the 100-acre deposit are about 10% gem-quality, 30% near gem, and 60% industrial. Initial production is expected to be about 17 million carats annually, which could be expanded to 25 million carats annually. World production of natural diamonds has been about 40 million carats per year from a reserve base of about 700 million carats.

In March, the Minister of Mines, Mrs. Judy Erola, released a mineral discussion paper at the annual meeting and convention in Toronto of the Prospectors and Developers Association. Among the mineral objectives discussed was the revitalization of the "junior" mining industry. That industry reportedly has seen its share of total exploration expenditures fall from 50% in 1969 to 10% in 1979. Some sources believe the reason to be the rise of exploration costs and more- restrictive legislation The junior mining industry reportedly was responsible for 40% of all mineral discoveries in the 1969-79 period. CZECHOSLOVAKIA Czechoslovakia expects its capacity for the recovery of gallium metal to increase from 1,650 kilograms to nearly 3,000 kilograms per year by the installation of new recovery equipment at the aluminum plant at Ziar Nad Hronom in Central Slovakia. World production data are not reported, but the United States consumed 8,000 kilograms (estimated) in 1981, of which 5,536 kilograms were imported. Gallium is recovered as a byproduct of the Bayer process for the conversion of bauxite to alumina, and from certain zinc processing wastes. It is used for electronic applications such as light-emitting diodes for visual display panels in calculators, clocks, and other instruments.

On December 16, the General Services Administration (GSA) suspended weekly sales of surplus silver from the national defense stockpile because Congress approved the Defense Appropriation Act, which contained an amendment to halt silver sales. The amendment, introduced by Senator James A. McClure (R., Idaho), prohibits sales for 6 months while the impact of the sales and alternative methods of disposal are evaluated. The GSA sold 2 million troy ounces since sales started October 14. 46.5 million troy ounces were authorized to be sold during this fiscal year and an additional 58.6 million troy ounces were authorized to be sold over the following two fiscal years. The stockpile held 139.5 million troy ounces of silver when sales began in October. Brush Wellman, Inc., a vertically integrated producer of beryllium products announced plans to modify its Delta, Utah beryllium concentrate processing facility to utilize beryllium concentrates containing as little as 7% beryllium oxide. The company plans to invest $2.5 million for this modification with completion expected in mid-1983. Implementation of this plan to consume lower grade beryllium minerals will significantly increase world reserves of beryllium concentrates.

Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

The Anaconda Copper Company reportedly reached an exclusive agreement with Cook Inlet Region, Inc., to explore 24 million acres in south-central Alaska and to share equally with Cook the proceeds of any mineral discovery. According to an Anaconda geologist, "the company is anticipating, based on geologic testing, that it will find significant deposits of copper, lead, and zinc. There is also evidence of the presence of precious metals such as silver and gold, and also strong evidence of strategic minerals such as chrome, platinum, tin, and nickel." Cook Inlet Region, Inc., is owned by 6,500 Alaskan natives. Chile, which has a growing, free-market economy under President Pinochet, reportedly will no longer require companies to obtain prior governmental approval for the exploration and development of new mines.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

Today's mining industry faces many challenges. Perhaps none is more important than the challenge of improving our industry's public image. Opinion polls document public concern for a clean and safe environment. As part of that public, the mining industry must share that goal. The public is now the most powerful environmental group in society. And the public wants the environment to be protected. In May 1989, Edgar S. Woolard, chairman of DuPont, spoke to the American Chamber of Commerce. He said that industry's continued existence "requires that we excel in environmental performance and that we enjoy the non-objection - indeed even the support of the people and governments in the societies where we operate." In effect, Woolard called for "corporate environmentalism." He defined it as an "attitude and a performance commitment that places environmental stewardship fully in line with public desires and expectations." Environmentalism is no longer a fringe activity, but rather is now clearly in the mainstream. How can we meet public expectations and improve our image as an industry? One of the best ways is to plan, design and operate our mine facilities with environmental responsibility and social concern. The Mineral Hill Mine provides a good case study of a facility that has made this commitment. The project used an inter-disciplinary, multiagency task force, citizen advisory groups and engineering and design considerations. As a result, Mineral Hill achieved cost-effective permitting. At the same time, the operation demonstrated effective "corporate environmentalism."
