WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. In this way, one will have achieved the objective or keeping dust concentration below the exposure limit for all miners on the section by measuring the exposure of only one miner. The

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

Nothing in Turkey is simple. Its his¬tory is long and convoluted, its culture fascinating, its metallogeny diverse, and its geology very complex. This article will focus on the geology of western Anatolia and the precious metals poten¬tial of this third of Turkey. Any gold produced by mines in Tur¬key since the early 1900s has been a by-product of the mining for other met¬als, such as copper from the massive sulfide deposits of the Pontics. Archaeological records, however, prove that gold was mined from the Pactolus (present day Gediz) River and refined by Croesus at Sardis in about 550 BC. Other records and legends make it possible that gold was mined before 1200 BC for the Homeric City of Troy (Priams treasure?) about 25 km (15 miles) east of Canakkale at Mad¬endag and Kartaldag. A final legend of antiquity suggesting gold in what is now Turkey relates to King Midas. And, indeed, the city-state belonging to a king of that name has been recognized near the city of Eskise¬hir. More recently, precious metals have been mined at Madendag-Kartaldag in the late 1800s. Arapdag, near Izmir, remains the only "authenticated" epith¬ermal precious metal deposit in Turkey (Mosier et al., 1985). With this spotty record, why the sud¬den interest shown by at least five Euro¬pean-based, three or four US-based, and several other international mining firms and their Turkish subsidiaries? Like other aspects of Turkey, the complete answer is not simple but, reduced to its basics, has three parts. Turkey, relative to many developing nations, has a stable, democratic form of government (although it also has a for¬midable bureaucracy) whose currency exchange rate is premised on the US dollar. New laws promulgated since 1983 have opened the country and welcomed foreign investment. Some have even provided investment incentives. The Mining Law of August 1985 made sweeping reforms of the old land tenure system. This law made it possible for a foreign-based company to have a wholly-owned Turkish subsidiary en¬gaged in mining. Equally important is the belated recognition that western Anatolia, while geologically compli¬cated, is today basically a province Neogene extensional tectonics having many of the geologic attributes of the leading gold producing province of the US - the Basin and the Range. Geologic rationale for precious metals exploration Tectonic/lithologic framework: Alle¬gorically and simplistically, Anatolia during early Neogene (middle Miocene) can be likened to a tube of toothpaste with the cap off. It is squeezed in the vise formed by the Arabian plate mi¬grating north toward the southwest end of a stable Asian platform. The "tube" was compressed. It could not expand to the east because it was sealed by what is now southern Russia and Iran. The filling of the tube escaped to the west, in the direction in which the cap was miss¬ing (Fig. 1). So developed during the middle to late Miocene the western-most struc¬tural province of Anatolia. This was done by a process aptly termed tectonic "escape" by Sengor et al (1985). This province is dominated by exten¬sional tectonics much like the Basin and Range of the western US and has an estimated extension of between 30% and 50%. The most striking manifesta¬tion of this extension is the 10 to 11 major east-west trending grabens (Ge¬diz, Buyuk Mendares, Kocuk Mendares, etc.) and intervening horsts, although a much greater number of smaller, gener¬ally northeast-striking grabens and half

Introduction Many discoveries have been made during the-past decade of low grade gold-silver deposits in the western US. This has stimulated development of low cost cyanidation procedures for precious metal extraction. Heap leach cyanidation techniques possess considerable potential for application to these low grade ores, small ore bodies, mine strip waste, and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successful, these resources must have good permeability to achieve uniform distribution of the cyanide solution throughout the heaps. Some of the most difficult of the gold and silver ores to treat successfully by heap leaching are those containing excessive amounts of clays, or fines generated by crushing. Presence of excessive amounts of slimes, -50 µm (-270 mesh), in the heap leach feed will slow percolation, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap. This causes the leach solution to run off the sides of the heap rather than penetrate the ore bed. The problem of heap leaching ores with fines can be aggravated while preparing ore heaps because of the natural sorting of coarse and fine material that occurs. This phenomenon results in concentration or ore fines in the center of individual ore piles and concentration of larger rock fragments of the lower slopes and base of the pile. When the individual piles within the heap are leveled off for the installation of the sprinkling system, additional segregation occurs as the fines sift through the coarser ore particles. This results in localized areas or zones with marked differences in permeability. Consequently, the leach solutions follow the course of least resistance. They percolate down through the coarse ore regions and bypass or barely wet areas that contain large amounts of fines or slimes. Effective use of marginal gold and silver resources by heap leaching required development of new methods to achieve more uniform size distribution when preparing ore heaps and better slime control during leaching. Early methods Agglomeration and balling of crushed ore to produce a porous and more uniform feed material for heap leaching is a viable method for treating clayey ores. Researchers from the US Bureau of Mines in Reno, NV began agglomeration pretreatment research in the mid-1970s for applications to and exploitation of these poor percolating feed materials. Little attention had been given to such methods before the Bureau's research. In 1905, T. C. Scrutton developed a unique technique for obtaining rapid vat leaching of a clayey ore where the gold was finely disseminated. His technique consisted of rolling the ore down a chute inclined at 60° to form agglomerates or balls readily permeable by the cyanide solution. However, these agglomerates lacked rigidity. And, to ensure good percolation leaching and washing, they could not be bedded in layers more than 1 m (3 ft) deep. If this depth was exceeded, it is difficult to obtain uniform leaching and washing. This results in reduced gold recovery. Shepard and others in 1937 studied the addition of lime and carbon dioxide or calcium carbonate to gold-bearing tailings to form agglomerates suitable for vat leaching. Satisfactory percolation flow rates were achieved in 90 g (3 oz) scale experiments, but the reagent requirements were cost prohibitive. Agglomeration and pelletizing has been used in other segments of the mineral industry. This technique was first used successfully around 1911 for pelletizing iron ores. Since then, agglomeration

INTRODUCTION In uranium miners, a causal relationship between exposure of the lung to high levels of alpha radiation and the consequential induction of bronchial carcinoma is now well-established (Wagoner, et al., 1965). Quantitation of this cause-effect association presents considerable difficulty, however, as the result of various confounding factors such as the contributing effects of smoking and/or arsenic exposure (Archer, Gillam, and Wagoner, 1976), normal metabolic variability and, perhaps most important of all, the absence of accurate radon/radon daughter exposure data. Estimates of cumulative lung exposures suffer from inaccuracy due to critical factors such as 1) unknown ventilation rates; 2) difficulties in obtaining representative mine air samples; 3) the variable character and magnitudes of the exposure sources; and 4) specific differences in metabolism and job histories that exist among miners. It was with considerable enthusiasm, therefore, that investigators readily embraced the idea of using skeletal burdens of the relatively longlived descendants of radon and its short-lived daughters, i.e., 210 Pb and 210Po (Archer, et al., 1968), to provide a measure of cumulative past exposure wherein the body acts as an integrating dosimeter. Early studies considered excretion rates of 210Pb and 210Po in urine, blood and hair (Sultzer and Hursh, 1954; Black, et al., 1968; Jaworowski, 1965; Bell and Gilliland, 1964) as well as their concentrations in bone samples, if and when they became available (Blanchard, Archer, and Saccomanno, 1969). These methods were ultimately complemented by in vivo, whole-body counting techniques using low background, NaI-Csl(T1) detectors (Eisenbud, et al., 1969). By this latter method, it would be possible to measure the skeletal burden of 210Pb directly, thereby avoiding the many difficulties associated with the relation between nuclide excretion rates and body burden. The rationale was simple; by knowing the skeletal burden of 210Pb it should be possible, by the judicious use of an applicable metabolic model, to estimate the cumulative lung exposure to alpha-emitting radon daughters (Fig. 1). Various models that were consequently constructed, however (Fisher, 1969), all suffered from the same limitation, i.e., the assumption that the source of 210 Pb in the skeleton and the source of lung exposure to the short-lived radon daughters were simply related and, if not, were at [ ] least not too variable (Raabe, 1970). By now, the difficulty with this assumption has been recognized and more sophisticated modeling techniques have been attempted which presumably present a more realistic picture of exposure conditions (Holtzman and Rundo, 1981). There is, nevertheless, the pessimistic view that due to the variety and variability (in time as well as in character) of sources that may exist for the origin of 210Pb in bone, it may [never] be possible to estimate past lung exposures accurately by an indirect, predictive model. For example, the origin of 210 Pb in the skeleton may include such sources as: 1) the decay of short-lived 222Rn daughters, inhaled and ingested; 2) the decay of 222Rn dissolved in body fluids and tissues; 3) directly from 210 Pb present in air, inhaled and ingested; and 4) 210Pb from non-occupational sources, e.g., food, water, smoking and endogenous 226Ra. The contribution of each of these sources may vary depending upon specific site conditions such as ventilation and mining operation. I have been asked to give you the National Coal Association's (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970's occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal's future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980's. What was not anticipated was that the economic effects of sharply higher oil prices would dampen demand for energy, especially for electricity, as quickly as we have seen; that coal industries in other countries would respond as rapidly as the U.S. coal industry, and at a rate

INTRODUCTION The County of Cornwall is situated in the South Western extremity of England, see Fig. 1, and has for hundreds of years been an historical centre of mining activity. In the last century many thousands of Cornish miners emigrated to Canada, U.S.A., Australia and numerous other countries throughout the world to form the nucleii of mining industries in those lands. At present there are four active underground mines within the county, all mining tin, together with a relatively large china clay industry. All the operations are directly or indirectly associated with the three main granite intrusions, namely the Land's End Granite, the Carnmenellis Granite and the Bodmin Moor Granite. The report which follows relates to two mines, owned by the South Crafty Group of Companies, namely the South Crofty Mine itself and its smaller subsidiary, Wheal Pendarves. Both these mines are adjacent to the Carn Brea Granite ridge, see Fig. 2, which is an off-shoot of the main Carnmenellis Granite mass. The Carn Brea Granite has provided one of the most intensive areas of copper and tin mineralisation anywhere in the world. Many of the mines worked during the last two centuries and the early part of this century were situated close to the metamorphic aureole surrounding the granite intrusion. Both South Crofty and Wheal Pendarves have their shafts collared in the overlying slate, locally known as killas, but the major part of their workings are in the granite beneath. The ore bodies, or lodes, of both mines are generally steeply dipping and approximately one to four metres in width. They have been, and continue to be, worked by either back or under-hand stoping with the major level interval being approximately 37 metres. A feature of both stoping systems is that they require no back filling and in many cases the completed working areas have remained open for many years due to the competent wall rock conditions. The stoping operation necessitates having box-holes or draw points at regular intervals along the strike length at 4 to 7 metres centres; thus a stope some 50 metres long may typically have ten box-holes or draw points through which air can percolate into the empty stopes above. The granite country rock contains traces of uranium minerals, namely pitchblende or uraninite, and it is the decay of this uranium mineral which leads to the formation of the mobile radon gas which, together with its short lived daughters, may create a hazard. The presence of uranium minerals has long been known, but the quantities being so minute, it was not appreciated until some ten to fifteen years ago that these might present a hazard. The Mines and Quarries Inspectorate approached Management approximately ten years ago with a view to taking samples in areas of the mine that they felt might contain the highest concentrations of radon. Samples were thus taken in several areas of both mines, normally well away from working areas and where there was no through ventilation. The results of these initial tests were published by the National Radiological Protection Board in a paper entitled "Radon and Its Daughters in Various British Mines". The results of the initial surveys made it apparent that improved ventilation was the most important factor in reducing radon daughter concentrations within the mine atmosphere, with increased flow rates having three beneficial functions, viz. (1) To dilute radon daughter concentrations. (2) To prevent radon and its daughters reaching a state of equilibrium. It is not uncommon for radon and its daughters to have a disequilibrium factor of 1,000 in some uranium mines.

During the dry screening, the hole plugging is a serious problem for most traditional screening equipment sieving the moist fine coal. It would lead to the low preparation efficiency and the low screening efficiency. The flip-flow screen is a new kind of screening equipment by using flip-flow motion of elastic screen surfaces to implement the separation of material. With the remarkable advantages of the extraordinary vibration intensity of screen surface, the hole is difficult to be plugged, and the screening efficiency is improved. In this paper, a kind of centralized forced flip-flow screen (CFFS) was proposed based on the crank rocker mechanism. The flip-flow motion of elastic screen surfaces is achieved by the periodical reversed motion of inner and outer screen boxes driven by crank. The advantages of the CFFS include considerable deformation of the screen surface, stable flip-flow quantity, low working noise, low vibration influence on environment, etc. The principle and construction of the CFFS were introduced, and the modal analysis and harmonic response analysis of key components (the crank and the linkage) were implemented based on finite element method (FEM), respectively. The first six orders of natural frequency and vibration modes were obtained. The maximum equivalent stress and strain under working and resonance frequency were achieved. The results illustrate that the resonance frequency is much higher than the working frequency, and the stress and strain are all within the safe limit of the material. The prototype was manufactured, and the sieving experiment demonstrates that the CFFS perform steadily, and screening efficiency is over 80%. The new feasible method of the dry screening was proposed by the CFFS. The corresponding numerical simulation and the experiment provided a reliable basis for the future promotion of similar product design and research.

IINTRODUCTION Widespread activities in precious metal projects in the western U.S., Australia, Canada and other parts of the world have opened a flood-gate of consul- ting expertise to aid and accelerate the development process. Utilization of outside expertise has taken on many shapes and forms that have in some instances actually "decelerated" or "retarded" project progress. Small mines are especially vulnerable to apparent false-starts and misdirections, be- cause of their generally lower capital commitments, shorter lead times and limited mineral in-house expertise. Mine development for small mines requires fundamental approaches by knowledgeable consultants that are timely and cost-efficient and in line with accelerated development, if they are to be successful. The development process is obviously that process which brings a given deposit into production. Or, put another way, the process comprises all activities, decisions and commitments which take place from the moment an authorizing entity (usually a board of directors) com- mits to development and production (usually on the basis of a final feasibility study) until the first ton of ore is processed to a saleable product. The activities, decisions and commitments over a development period--such a period can range from as short as a year or less to as long as 5 years or more--are many, highly varied, and often interdependent. The development period is also particularly risky, not only because of the varied and interdependent decisions and commitments, but also because of capital demand amounts. Delays in the development process are thus particularly costly - sometimes so costly that small and often undercapitalized mining companies, failing to reach production and a cash flow within a planned period, face, if not bankruptcy, at least severe equity dilution or particularly onerous and restrictive covenants on additional loan financing. It therefor behooves especially small mining companies to examine ways to accelerate development. By doing so, the development process may actually meet planned scheduling. The development process generally comprises environmental impact studies completion, final engineering, permit- ting, financing, equipment and machinery procurement, contractor selection and construction -- such activities largely being overlapping. The paper addresses what the small mines operator or the small mining company can do with consulting firms to accelerate development. By "small mines" is meant open pit operations of 2000 tpd or less and underground operations of 500 tpd or less. By "consulting firms" is meant entities who do not possess an engineering and construction capability, such as Derry Michener Booth & Wahl, Pincock Allen & Holt, Behre Dolbear-Riverside, etc. The paper concentrates on gold projects. PRIORITY CONSIDERATIONS Of the items listed in the previous paragraph which comprise the development process, the two which most consistently appear to cause delays are permitting and financing. The former's delays can be due to political overtones and thus the delays may not be reasonably foreseeable. The latter's delays are most often due to inadequate preparation, and thus are avoidable. For the reason stated above, and considering that financing is fundamental to all of the activities which constitute the development process, the paper focuses on financing as the priority item which can most assist in accelerating or retarding the development process.

Introduction Spontaneous combustion in coal mining is recognized as a major hazard in terms of safety and economics. A survey by Olaf (1979) revealed that 80% of coal mine fires were caused by spontaneous combustion. Modern mining methods demand a high capital investment. Closure of a working face may then result in a huge loss. Even a short production interruption can prove expensive. Spontaneous combustion may also produce lethal amounts of carbon monoxide, thus posing a serious threat to the health and safety of underground miners. The worldwide recession in the early 1980s resulted in a number of mine closures and production cutbacks. So large stockpiles at mine sites were common. Experience has shown that stockpile fires are difficult to extinguish. Critical factors influencing spontaneous combustion There is no simple method of predicting whether a particular mining method applied to a specific coal seam will result in spontaneous combustion. Under favorable conditions of heat accumulation, spontaneous combustion can occur with any type of coal. It is known that subbituminous coals are more susceptible compared to low volatility bituminous coals, and that a high ratio of exinite increases the risk. However, the inherent moisture content of the coal and the exposed surface area may be more significant. Actual mining and ventilation conditions also strongly influence susceptibility. In practice, the experience gained with the mining method applied to a particular type of coal seam must be carefully evaluated with respect to the factors responsible for spontaneous combustion. Feng, Chakravorty, and Cochrane (1973) summarized the critical factors influencing spontaneous combustion in coal mines (Table 1). Prevention methods and strategies Mine layout is the most important factor preventing spontaneous heating. Working districts should be designed so that a particular section can be isolated on short notice without affecting production in others. Sites for preparatory seals should be identified and marked during planning. With coal seams that are highly susceptible to spontaneous combustion, the retreat method of working is preferred. This is because the gob is not subjected to a large difference in ventilation pressure. Coal pillars should be designed to resist excessive crush. The panel system of working is preferred, particularly for mining coals susceptible to spontaneous combustion. The size of each panel is calculated based on the incubation period and the rate of extraction. Controlling air leakage is also important for controlling spontaneous combustion. This is usually achieved by minimizing ventilation pressure difference, proper siting of doors, and avoiding unnecessary stopping and starting of fans. Air leakage is also reduced by sealant coating, injection of cements in cracks and crevices, and by maintaining good gateside packs. Application of inhibitors to control spontaneous combustion met with limited success. Chamberlain and Hall (1973) concluded that borate solution or Montan powder sprayed in the gob area or infused into a low rank coal would reduce the possibility of spontaneous combustion. Early detection of heating Significant research is being conducted worldwide to develop methods for early detection of heating. Monitoring combustion products during the early stage of heating is the most suitable method for detecting spontaneous combustion. The major gaseous products resulting from low temperature oxidation of coal are carbon dioxide, carbon monoxide, and water vapor. In mining operations, carbon dioxide monitoring is considered unsuitable because there are sources other than spontaneous heating from which this gas may originate. INTRODUCTION Monitoring devices used for detecting and measuring airborne radon in mines are limited due to the rugged environment in which they must operate. Personnel monitors now available are either passive or require filters and an air pump. Area air monitors usually have bulky batteries or require electric power service to the instrument. Thus, there are few instruments presently in use in mines capable of discriminating between the various radon isotopes and their daughters. Occasionally it is desirable to determine which radon daughters are the principal dose contributors in mine air. In some areas, such as the Elliot Lake mine in Canada, there exist sizable quantities of 220Rn in the mine air due to 232Th in the ore (Cote and Townsend, 1981). Since there has been recent interest in radon daughters in homes and factories, as well as caves and mines, methods and instrumentation are being developed to address these cases. Some of these methods can be employed in uranium mines. Although there have been very few determinations of the three radon isotopes (222Rn, 220Rn, and 219Rn) and their daughters made in uranium mines, these isotopes have been measured in process buildings and in private homes under circumstances that suggest these isotopes could also be present in uranium mine air (Perdue, Leggett, and Haywood, 1980; Yarborough, 1980) METHODS Cryogenic air sampling was developed about 15 years ago (Rasmussen, 1972) to concentrate various airborne chemicals for later fractional distillation and measurement of various organics using gas chromatography. A version of this technique has been developed to measure tritium, krypton, and other radioactive gases in nuclear power station buildings (Anon, 1980). In this method, fractional distillation is used in conjunction with various detectors to identify the radionuclides present. The cryogenic method to be discussed here was developed at Oak Ridge National Laboratory (ORNL). It uses the liquid air accumulated in a sampling device for a direct analysis of all gamma-ray emitters present. The air sampler (Fig. 1) could be employed in a mine to liquefy air, using the difference between the point of liquefaction of air (~80 deg. Kelvin) and the boiling point of liquid nitrogen (77 deg. Kelvin) to liquefy an air sample. By using a proper orifice at the entry to the sampling vessel, air of any dust concentration and relative humidity [ ] may be sampled. The energy for sampling is provided by the slow evaporation of the liquid nitrogen; no other power source is required. This type of sampler could be used to augment the usual filter and pump, or passive system presently employed to estimate personnel dose from radon daughters. It would also allow measurement of any combination of daughters from the three radon isotopes. Upon completion of sampling, the sampler is closed and removed from the mine. This sampler, with its liquid air contents maintained by the slow evaporation of liquid nitrogen, is taken to the place of measurement. There, the sampler is opened, the accumulation of water and ice in the neck is chiseled down into the liquid air, and the sample is transferred quickly to a precooled counting dewar (Fig. 2). This counting dewar is then placed upon a gamma radiation detector; we recommend a high purity germanium detector. A determination of all the radon daughters can be made in 1 to 4 hours after the sample is taken.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. Cementitious seals are made of foamed cements with strength ranging from 100 to 600 psi. These cementitious seals are usually used at locations where the seal will be subjected to some convergence, assuming that this material can absorb entry closure without compromising the structural integrity of the seal. Prior to 2006, Lake Lynn Experimental Mine (LLEM) conducted full-scale tests on various cementitious seals designed to meet or exceed the 20-psi horizontal static load requirements of the old 30 CFR1 75.335. Both hydrostatic and dynamic loading tests were conducted. The structural response (pressure and displacement readings) obtained from these tests were recorded. The stability of the cementitious seal is based on balancing the load applied to the face of the seal from the explosion against the shearing resistance at the seal/rock interface. Therefore, the properties of the seal/rock interface, such as stiffness, cohesion, friction, etc. are critical to determine the stability of a cementitious seal. These properties are usually assumed by the researchers in their models. This paper emphasizes the importance of having the correct properties of seal/rock interface in the numerical modeling. FLAC 3D models were developed to simulate Celuseal2 cementitious seals subjected to both hydrostatic and dynamic loadings. Using the hydrostatic and dynamic loading test data conducted at LLEM, the static and dynamic properties of the seal/rock interface were back calculated. The FLAC 3D models showed good agreement with the test results.

The Bethlehem Mines Corp. is a captive mining subsidiary of Bethlehem Steel Corp. Its coal production is tied to the demands for and production of steel, a situation that has to balance between the following two extreme strategies: (1) either the mines are designed and operated for some optimum production level and the demand fluctuations within the steel corporation are met by supplementary corporate coal sales and purchases, or (2) the mines absorb all the demand fluctuations, regardless of the effects on mine costs. A rational definition of the best strategy between these extremes is, of course, needed but is very difficult to formulate in view of the complexity of the many factors that would have to be included in the analysis. Consequently, rather than setting profit targets for each given mining division and/or individual mine, the practice evolved to set production targets for producing specified tonnages of coking coal for shipments to the ovens located at the corporation's iron and steelmaking plants. This in turn leaves the mines with the dilemma of having to explain demand-related cost-per-ton fluctuations while essentially depriving them of the ability to control profit through tonnage optimization. In the early 1970's, the coal prices rose significantly, while other factors led to sagging productivity in underground coal mining. Thus, the role of Bethlehem's coal operations in the corporate profit picture gained in relative importance. This, in turn, sparked a closer attention to the coal mining cost structure and factors controlling productivity. At the same time, the drastic increase in the capital needed to open a new mine also increased the amount of planning required to minimize risks. All of this called for more well-defined, quantitative operating data. Bethlehem therefore launched, in the early 1970's, a number of innovative steps that, as the future may show, represented pioneering contributions to the growing sophistication of North American underground coal mine planning and management control practices. This case study describes the changes that led to the current implementation of a novel production reporting system at Bethlehem's coal mines. These changes took place in two distinctly different phases. The current system that resulted from the Phase II developments utilizes, of course, experience gained earlier and is expected to be amplified to incorporate more advanced concepts and technology as future experience dictates.

The computer aided mapping of lead concentrations in soil has been carried out around the Doe Run (formerly AMAX-Homestake Lead Toilers) primary lead smelter near Boss, Missouri, through a cooperative Missouri Research Assistance Act program between the lead industry and the University of Missouri. As a part of this research a sequential extraction method was also developed to analyze and determine the various species of lead in the vicinity of the smelter as to possible sources which would suggest pertinent environmental control measures. Practical applications of this data-based scientific approach will be presented.

INTRODUCTION Square-set timbering of stopes developed from stull support methods because veins too wide for stulling were being mined. In general, the void caused by the stoping of the ore is filled with a system of interlocking timbers. Timber framework supports the wall rock, the mining operations, and provides access. A timbered stoping method can be used in all widths of veins at any dip. The timbering can be normal and parallel to the planes of the walls or at angles to these planes. Irregularly shaped ore bodies can be worked by timbered methods. Pinching or swelling of the vein will not adversely affect the method. Timbered stoping is especially advanta¬geous where weak ground is encountered in the vein or the wall rock. The ground is unsupported only until timber sets are stood. These stopes can be filled with sand or waste when desirable. The customary method of developing a square-set timbered stope with haulage drifts above and below and timbered raises on each endline is shown in Fig. 1. The drifts are timbered the full stoping length. The raises have two compartments with the manway and timber slide in one compartment and the chute in the other. The drifts and the raises cannot be widely spaced as handling timbers is an important consideration. Stoping can begin immediately above the drift timber and continue in both directions and upward from the raise. Breasting down each blast round for only one timber set laterally is the common practice. The blasted ore falls to a lower floor where it is slushed or trammed to the chute. Drilling can proceed on the upper floor while broken ore is being removed from the stope. As shown in Fig. 2, square-set timbering may be used in cut-and-fill stopes to support the back and walls until fill is added. There are various ways of developing an ore block for timbered stoping. Fig. 3 depicts the situation for the main haulage in the vein with an intermediate drift separated from it by a sill pillar. The ore is slushed into the chute connecting the two drifts. The situation in Fig. 4 is identical to that in Fig. 3 except that no sill pillar is used. In Fig. 5, the haulage drift development is done in the footwall with crosscuts driven to intersect the ore body. The intermediate drift development is above the crosscuts with a minimal sill pillar. The main bottleneck in timbered stoping is in the timbering process. Drilling in the stope is generally held up while timbering is done. Two or three men are re¬quired to do the timbering and an additional one or two men are needed to transport and raise or lower the tim¬ber. Good organization is essential to timbering. Skill must be exercised in standing the timber to support the ground and still maintain good production. Hoses provide a variety of critical functions in nearly every mining operation. Care must be taken when selecting, installing, and maintaining hoses to insure maximum hose life. This article provides some tips on selecting, installing, and maintaining hoses, and gives some background on hose construction and safety. In the mining industry, hoses are used for everything from hydraulic systems that power drills and hammers, to suction systems that carry away dust and debris. Hoses are used on such a large scale that a detailed discussion of specific applications would require many volumes. Dayco Corp. has, however, provided these basic and brief guidelines on how to select and maintain hoses for mining applications. Hose Construction Industrial hoses are classified as much by construction as they are by application. So, it is a good idea to start any discussion of hoses with a description of their basic construction. There are four basic components to hoses: the tube, reinforcement, cover, and couplings. The tube is the inner core or lining, and is usually made of smooth rubber or plastic. Rubber or plastic composition is scientifically determined to be compatible with the materials passing through it, such as fluids, chemicals, gases, or substances. Other considerations in compounding rubber or plastic for the tube are temperature ranges and stresses. In practice, the required compound can be precisely chosen from various charts listing them according to application. There are, however, applications where the compounding of tube rubber or plastic must be customized. The reinforcement hose layer immediately surrounds the tube. As its name implies, this layer gives the hose strength and provides protection for the tube component. Reinforcement must be able to contain the inner forces-pressure and shock-transmitted through the tube, and such external forces as twisting, bending, and crushing. So it is usually made of high tensile strength cord, fabric, or wire that is wrapped, wound, or braided around the tube. The cover is the outermost layer, so it may encounter oils, acids, water, dust, abrasion, and other potentially damaging influences depending, of course, on the application. An appropriate cover material must be selected, usually a rubber compound. Couplings, even though they are a hose attachment, are as vital as any other component and should be considered part of the hose. Couplings are usually made of carbon steel or malleable iron; however, bronze or stainless steel might be used if corrosive chemicals are involved and brass or aluminum might be used for flammable fluids. A coupling is usually in two parts: an insert that fits into the hose bore and contains the threaded male, female, or other type of connection, and the ferrule or collar that fits over the hose and secures the coupling in place. There are, however, some one-part couplings that fit securely into the hose without a ferrule. These are usually limited to low pressure applications and are secured to the hose by clamps or metal bands. Some fittings can also be permanently "built-in" as the hose is made. Couplings can be classified as reusable or permanent. The reusables can be removed when the old hose expires and used again on a new hose. The permanent types are crimped or swaged on at the factory or in the field (using special equipment) and must be discarded with the hose. Although couplings are most commonly thought of as having threaded fittings, there is another type called "quick connect." Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-
