China, a globally recognized major mining country, holds one of the largest quantities of tailings pond country in the world. The total number of mines in China has been ranked first in the world. It is a major concern for Chinese safety management to give great importance for tailings pond safety, stability and sustainable development. For the past few years, China has increased efforts to investigate and govern discrete issues of tailings and to carry out a series of special renovation and comprehensive treatment actions to improve safety management levels and to decrease the likelihood of tailings pond accidents. In the end of 2015, China successfully eliminated hazardous tailings ponds and dangerous tailings ponds. Moreover, the total number of tailings decreased from 12,273 to 8,869. However, there are still 1,425 "head-top" tailings that threaten the lower masses’ safety. This greatly signifies the Chinese tailings pond safety, stability as well as sustainable development. In turn, this may improve the Chinese tailings life cycle safety management system and help reach the goal of attaining closed-loop management in the tailings pond life cycle. Based on the summary of the tailings pond accidents in both China and other countries from 1961 to 2015, and by analyzing the types and causes of accident, this paper investigated the successful experiences and effective measurements of British Columbia (Canada) and Australia in the tailings pond life cycle safety management. This paper summed up each country’s tailings life cycle safety management requirements and analysed the characteristics and differences of tailings safety management by comparing 5 aspects: tailings life cycle safety management process, main design parameter, construction requirements, monitoring, and the tailings pond closing management. Based on these observations, this paper suggests some measurements to improve the tailings pond life cycle safety management in China, such as strengthening tailings pond safety management, improving tailings classification, increasing design parameter values, establishing mine reclamation fund, and so on.

INTRODUCTION The purpose of this paper is to introduce the reader to basic control strategies for solid/liquid separation in mineral processing and to indicate some of the implementation difficulties to be encountered, without becoming overly involved in details of process, equipment or software. It is assumed that the reader has some familiarity with control systems and with dewatering processes, since exploration of these topics would require considerably more length. The paper is organized into three parts: first a general discussion on the need for control of dewatering processes and of the general criteria involved, next a more detailed elaboration on control strategies for the various unit operations, and finally a case study showing a specific approach towards such a project. Motivation & Objectives The justification for implementing any control system in an industrial plant is to improve operations and thereby to increase profitability. Without this motivation, the system will likely be perceived as unnecessary and will decline into disuse, an expensive and troublesome monument to someone's ill-conceived ideas. However, when a control strategy is correctly conceived, implemented and integrated into operations, it can provide significant advantages in operating ease and efficiency, and a handsome return on investment. In general terms, the objectives in establishing a control system are: • stabilization of process disturbances maintenance of product quality • maximization of throughput • dearer definition of process • protection of personnel and equipment A successful control strategy must address at least some of the above criteria. However, the most important requirement is a commitment on the part of plant personnel and management to start up, operate and maintain the system, and to upgrade it to reflect current process status and operational philosophy. Process Applications In this paper, control strategies will be explored for the most common methods of dewatering of mineral pulps. These unit operations include: drying, centrifuging, filtering and sedimentation. Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

On-line analyzers have made possible the use of fuzzy logic control (FLC) for local control applications in coal preparation plants. This includes FLC of heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be developed using statistical process control (SPC) techniques that are first applied offline in manual mode through the use of control charts. This process is then brought on line using FLC in conjunction with an on-line analyzer to automate the circuit. The advent of programmable logic controllers into preparation plants has enabled the implementation of regulatory control. As shown in Fig. 1, regulatory control is the first level of process control as applied in a processing facility. This involves: ? The logic sequences for start-up and shutdown procedures and all the necessary interlocks for safety purposes. ? The systems to control individual parameters and individual units. Various sensors provide information that is useful to plant operators, while some can be used as signals to simple control loops (Couch, 1996). This is the foundation of process control. It must be performed well if there is to be any success in supervisory control (level 2). Supervisory control involves overseeing and directing the operation of unit operations, or of the whole plant. This includes more complex loops with cascade control. And it may involve feed forward and feedback systems. There have been some applications of this kind of control to thickeners and flotation circuits in coal preparation plants. In addition, there are supervisory controls on some dense medium circuits and, in a few cases, on jigs. These are implemented with proportional integral- derivative (PID) controllers that are available in the PLC or distributed control system (DCS) operating soft ware. In a coal preparation plant, there might exist 200 to 400 PID loops. In a coal-pro¬cessing plant, this number is increased to 2,000 loops or more. It is important to use the correct algorithm or function to control a process variable to the point where automatic control shows a markedly decreased variability over manual mode. This is where fuzzy logic and neural networks have an advantage over traditional model-based expert systems. Because dynamic models of coal preparation unit operations do not exist, model-based expert systems that are prevalent in minerals processing cannot work. Not enough is known about the dynamics of the gravity separation processes employed in coal preparation. Therefore, an artificial intelligence (AI) system consisting of a subset of fuzzy logic, genetic algorithms and neural networks must be applied in coal preparation plants if a supervisory control system is to be successful across a range of feed characteristics and variable set points.

It is not often that the Interior Department's Bureau of Land Management, Office of the Solicitor, and Interior Board of Land Appeals (IBLA) jointly act to do the mining industry a good turn. That happened, however, in the recent decision, Schlosser v. Pierce, 92 IBLA 109 (1986). It was ruled that the theorized "independent mine requirement" was not a part of the discovery standard for mining claim validity under the 1872 Mining Law. The phrase "independent mine requirement" would require the mineral reserves within the boundaries of each individual mining claim in a claim group to support an independent economic mining operation. This, without regard to the fact that reserves on adjacent claims could be mined in a group operation, resulting in greatly reduced mining and marketing costs per ton of ore. Such a rule would render invalid under the 1872 Mining Law mining claims for almost all low-grade, high-tonnage, commercially valuable mineral deposits. Until the Schlosser case, no judicial or administrative decision had addressed the issue of the independent mine requirement. Nonetheless, a series of Interior decisions in the 1970s implied such a rule. Even the Rocky Mountain Mineral Law Foundation reluctantly concluded in 1984 that, "each claim to be valid must be capable of being operated at a profit independently of any other claim," the Foundation did criticize the rule as "excessively stringent" and urged the adoption of a "more realistic rule." Fortunately, the IBLA did just that in Schlosser when it ruled that the "application of a requirement that each claim be independently capable of being mined and marketed at a profit is rejected," 92 IBLA at 134. Now, a year after the 1986 decision, there remains some unwarranted confusion over the issue resolved in, and the meaning of, the Schlosser decision. There is no need for this confusion. The Interior Department's decision is a clear and legally sound victory for the mining industry. Grazing rights vs. mining claims The Schlosser case was an unusual mining claim contest. A private contest was brought before the Interior Department. Schlosser was a federal grazing lessee and surface owner. He filed against Pierce, the locator of a group of mining claims for bentonite over the same lands. At a hearing before interior's administrative law judge (alj), Schlosser's counsel began laying the foundation for the independent mine requirement. Counsel asked the mining claimant's expert whether he would go through the permitting procedure, road building, and reclamation just to mine the amount of bentonite on any one claim in the group. Schlosser's counsel proceeded with this line of questioning for each of the 16 claims in the group. Pierce's mining expert testified that the tonnages of mineral on any individual claim could not be mined, processed, and marketed at a profit if only one individual claim was considered. However, if the claims in the group were operated jointly, all the mineral could be mined, processed, and marketed at a profit.

Improperly designed support systems have led to unplanned roof falls in longwall tailgates. To prevent such falls requires appropriate support and adequately designed support systems. The National Institute for Occupational Safety and Health (NIOSH) is currently developing a standing support design methodology based on the ground reaction curve. To design the support system with this methodology requires a quantitative assessment of the ground and support interaction, which is developed from instrumented test sites installed in longwall tailgates. To compliment and expand the field data results and to optimize the support design, numerical modeling is also conducted. The models are calibrated from the test site data. In the present study, data was obtained from a longwall tailgate in the Illinois basin. The test site was located in the Herrin No. 6 coal seam at a depth of 500 ft. At the site, the immediate roof was a weak shale overlain by a competent limestone. Above the limestone, sandstone formed the intermediate roof. The floor consisted of a weak underclay. In the study, the performance and interaction with the surrounding rock mass of two different standing supports, an engineered crib and a conventional 4-point wood crib were monitored. The two cribs have similar load-displacement characteristics at least through 6 in of displacement. Beyond 6 in, the engineered crib becomes unstable and begins to strain soften and shed load. The measurements and developed ground reaction curves indicated that the tailgate at the mine was a low convergence environment until well inby the face. Because the convergence was well below their capacity, both supports provide more than adequate levels of support to the tailgate. Significant convergence and support loading did not occur until 90 to 100 ft inby the face. The results of this study were also compared with results from similar studies conducted in the Pittsburgh seam to further advance the development of the ?ground reaction curve? based support system design.

"Water inrush is a serious geological accident in underground coal mines. This paper focuses on the method of the bow tie analysis based on fuzzy reliability to assess the risk of water inrush in coal mines. First, post failure probability and repair probability of initiating events are divided into 5 levels. Then triangular fuzzy numbers are adopted to quantify experts’ language and to acquire the reliability rate which close to the actual values by defuzzification and calculation. According to dynamic bow-tie analysis model, using the method of moments to fit the reliability time of events by Weibull distribution and offering the random sampling rule of failure and repair time for illustrating the feasibility of fuzzy reliability evaluation. To demonstrate the effectiveness of the proposed assessment approach, bow tie analysis model of water inrush in coal mines is taken as an example.Introduction Dynamic bow tie (DBT) analysis is composed of dynamic fault tree and dynamic event tree analysis, and considers the impact of the time factor upon risk assessment of a system. There are many algorithms applied to calculation of the probabilities of node accident and accident consequence of dynamic bow tie analysis: Hidden Markov Model, Bayesian Network (Khakzad et al 2013), Integral Algorithm (Amari et al 2003) and Monte Carlo Simulation (Kim et al 2016). In terms of simulated time and practicability, the Monte Carlo Simulation has an advantage over other methods. DBT requires mass data in quantitative analysis, including the failure rates and the repair rates of the basic events of the Fault Tree (FT) and the subsequent events of the Event Tree (ET) at different time points, i.e., the distribution of failure time and repair time. In practical analysis, it is hard to obtain a large amount of exact historical statistical data, which is a major problem of risk assessment. Due to the difficulty of obtaining the exact data and historical failure data of the basic events and the subsequent events, the FT and ET analysis is stuck with the study of minimal cut sets, minimal diameter sets, structural importance and qualitative analysis (Liu and Zhang 2010, Yan et al 2012, Wang et al 2009, Li and Wang 2011). This paper will use fuzzy numbers and the defuzzification method to transform the experts’ language into the failure rates and repair rates of basic events and subsequent events, solving the problem that it is difficult to obtain a large amount of historical statistical data, and will use the method of moment to conduct Weibull fitting of the reliability time to provide the random sampling criteria of event failure and repair time in Monte Carlo simulation."

ERIC GUTIERREZ, Knowledgescape: Our next speaker is Randy Ynchausti. He's the director of development, Knowledgescape systems division, of EIMCO Process Equip- ment Company. The title of Randy's talk is "An Expert Control System for Phosphate Beneficiation." RANDY YNCHAUSTI: System integration. How does the systems integrator survive when caught between plant engineers, plant management, and third-party engineering firms, and stay within the budget of the corporate goals? I'm not sure that anyone knows how to do all of that on one project. Results are critical when we talk about how systems integrators work with operating people, how the operating people want systems integrators to work with them, and how both groups work together so that at the end of a project, you have been provided with solutions that meet your needs and solve your problems at a fair price. How does the integrator's role change when working with different types of professionals, such as plant managers, plant engineers, engineering firms, or other system integrators? Finally, what is the dynamics of people working with machines and providing services and solving needs? The average number of employees per pound of copper processed has decreased significantly during the past 15 years. I would dare to generalize and say that the average number of employees per whatever unit of measure we have in whatever industry we work in has decreased over the last 15 years. From a system integrator's perspective, there are some clients who lack a bit of internal expertise as corporate downsizing occurs, and that's one reason why we go out to system integrators or third-party vendors and buy things from them to solve our problems. Downsizing really amounts to savings, but more than that, I think Brian expressed this and I agree with him, it also amounts to a cost. Unfortunately, most of us count the savings and none of us count the cost in that approach. It's easy to count the savings, which is one reason why we count it so quickly. Maybe that also accounts for why we set our pencils down so quickly after we get that dollar value. Maybe we should pick that pencil up every once in awhile and refigure the expense, the cost to us, and determine what we're going to pay during the next year or two or three in losing that expense, or that staff. SUMMARY La Granja copper deposit, in terms of volume, is among the five largest deposits in the world and represents reserves of three thousand million tones. The field consists of a 40 m. thick layer of copper lying over the secondary ore and further down the primary copper. The flotation process has indicated a recovery rate of 88 to 90 percent and concentrates of 27 to 32 percent of copper. The acid leaching process of low grade ore produces financially acceptable results. To carry out the project, it is necessary to build long distance pipelines and a port. Both the Feasibility Study and the Environmental Impact Study on the project have been approved by the Peruvian government. INTRODUCTION La Granja is located in the district of Querecoto, province of Chota, in the department of Cajamarca, in the Northwest of the country (Figure 1). Geographically it is situated on the eastern slopes of the Andean mountains at an altitude of 2,000 to 2,700 m.a.s.1. (Figure 1). The site is an 8 hour car ride from the city of Chiclayo, capital of the department. The first 60 km. are over a paved road and the remaining distance is over a narrow hard dirt road. The copper porphyry of La Granja was discovered between 1969 to 1971 during some geochemical prospecting activities carried out by the State mining institution, Ingeomin (currently Ingemmet). From 1978 to 1982, Ingemmet continued with its geochemical and geophysical studies supported by a German technical assistance program. A total of 19 bore- holes were drilled (5,814 m.) and a 90 m. long tunnel made. This study calculated reserves of 175 million MT. In 1993, Minero Peru drew up a technical-financial study based on the above studies and proposed a 12 year extraction operating program: 20,000 MT daily using the leaching process, followed by 13 years of operation using the flotation process with the same daily volumes. INTRODUCTUCTICN The coal seams at Bobov dol basin are highly prone to spontaneous combustion in Bulgaria. The risks of endogenous fires (SPONCOM) exist mainly in gob area. During the last 15 years three different technologies for preventing and fighting SPONCOM have been applied in underground mines of this basin: pulp from hard material and water, foam and inerting with nitrogen. On the basis of experimental application of these technologies as well as theoretical and experimental research a new technology - Foam Pulp Technology (FPT) was worked out. It is very effective in difficult to reach places in a gob. BACKGROUND AND THE NEED OF FPT Application of the three methods mentioned above showed advantages as well as some disadvantages, allowing determination of their effective application scope depending on geological and working conditions. Their advantages can be summarized as follows: - Foaming: high viscosity at low density, which allows forming a thick layer; good surfactant wetting properties; excellent effective cooling during evaporation in high temperature zones. - Pulping with mixture of solid particles (e.g., fly ash) and water from surface installation: easy to apply in a mine; low operational and energy costs due to gravity transport from the surface to the gob: good ecological results because the waste material is returned back underground. - Inerting with nitrogen: volumetric action which doesn't restrict the thickness of treated coal pile; easy to apply in a mine; controllable nitrogen delivery depending on fire hazard conditions. Main disadvantages of the same three methods are: - Foaming: rapid disintegration due to intrusion into heterogeneous and porous media and high costs due to the need of frequent large volume foam flows (short foam's life); - Pulping: inapplicable for coal piles with high thickness which is of great importance in the cases of seams with ununiform hypsometry (rapid and frequent changes in a seam configuration) and/or great volumes of coal or ore piles particularly heated to a high temperature; strong dependence on gob floor declination; water draining of the working face area which impedes the movement of supports and chain conveyor's. - Inerting: relatively high costs hardly depending on the rate of face advance (fig.1) in comparison with the other methods; it is difficult to ensure sufficient oxygen at the exit end of the face. This problem is crucial in faces with a high level of methane emissions; accelerating of the oxidation and spontaneous heating of the pile after turning off the nitrogen supply. The outlook for coal continued to improve in 1980, fueling expectations that a long-awaited boom is at hand. The surprising surge in coal exports contributed to the latest wave of optimism. Overseas exports hit 66 Mt in 1980, buoyed by a significant increase in demand for steam coal, up from 1979's 2.3 Mt to 15 Mt in 1980. US coal production rose 6.9% to 750 Mt in 1980 and total coal consumption increased 8.1% to about 725 Mt, due primarily to higher world oil prices and setbacks in the US nuclear power industry. Yet the industry is beset with problems-both internal and external. Although demand for US coal is growing, the industry's excess productive capacity is estimated at over 90 Mt/a. Public utilities, where real increases in coal consumption must come, are still moving slowly, blaming delays on antipollution equipment costs. Coal supplies are uncertain, subject to the vagaries of the UMW. For the sixth time since 1964, the coal industry and UMW failed to renew their labor contract without a national strike, reinforcing the perception held overseas that the US is not a reliable supplier. The expected boom in coal exports will, in part, depend on our ability to assure foreign buyers that US sources are dependable. The US industry is also plagued by inadequate facilities linking mines and consumers: inadequate rail systems, coal ports, and barges, For US producers to be competitive, ports must be expanded, rail lines improved, and harbors dredged to allow 136-kt ships to load coal. The im¬provements will require an enormous commitment and investment. Despite these major problems and unresolved issues, two factors continue to favor an increased reliance on coal as an energy source: abundant US reserves and coal's comparative price advantage. Coal's performance in the 1980s may at last exceed its promise.

Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship. Introduction Raise boring is the most accepted form of mechanized hard rock boring in the mining industry. It appeared logical to take this mechanization one step further by introducing computers. Atlas Copco Jarva has produced a series of raise boring models that use an integrated computer. The company decided to use electronics and computerization, not for marketing purposes, but to make its equipment more cost-effective. Basis of Cost-Effective Design From the manufacturer's standpoint, it is possible for the equipment owner to reduce the cost of putting in raises by: • Replacing existing components with less expensive components that produce the same results; • Replacing existing components with more expensive components that make the equipment more productive; • Mechanizing equipment to reduce associated labor costs; and • Combining the above. Analysis of a standard raise boring machine (RBM) system showed that little could be done with less expensive components. It appeared, however, that the RBM could be more productive by transmitting more horsepower through the expensive drill string, while being precisely controlled by computers. An RBM system includes a basic machine, drill pipe, accessories, reamer, and cutters. The approximate percentage cost of various components on a standard system capable of boring 300 m (985 ft) long and 3-m-diam (10-ft-diam) aises in medium to hard rock is shown in Table 1. Also shown is the increased cost above standard of the Jarva computerized machine, and the productivity of both. Increased Productivity Penetration is important during the reaming cycle for more productive raise boring. This is possible by increasing the cutter load with constant rpm or increasing the rpm with constant cutter load. To increase thrust and maintain rpm requires increased capacity in the cylinders, drive train, main thrust bearings, drill string, electrical motors, and power units. To increase rpm and maintain cutter load requires only increased capacity in the electrical motors and power units. This is possible because the torque requirement remains constant for a constant thrust load. Only the horsepower increases, proportional to rpm. Since cutter costs are a big factor in raise boring, changes in machine performance must be analyzed to assess the effect on cutter performance. With a standard or typical carbide cutter, as used on raise boring machines, the effects of increased thrust or rpm are shown in Table 2. The assumption is made that the base data is the current rpm and thrust range where the cutters are now operated. It is also assumed one variable is held constant while the other increases. My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

A column reactor was applied for leaching with simultaneous flotation a complex sulfide ore in ferric sulfate-solution under oxygen pressure. Elemental sulfur and the flotable, nonreacted sulfides were collected in the froth and separated from the insoluble, nonflotable gangue minerals and solid particles formed during pressure leaching. The two-stage laboratory unit, built from Corning-glass elements is described. Results of the continuous leaching/flotation experiments conducted under 20-40 psig of oxygen pressure are presented, as are supplementary batch leaching experiments with iron precipitation under 150 psig oxygen pressure. High zinc extraction to solution and near total accumulation of lead sulfate in the nonflotable fraction are easily attainable. Relatively poor flotation of pyrite is probably caused by the partial oxidation of its sulfidic sulfur to sulfate.

Western Greece is a favorable site for exploration and discovery of oil fields. The most important potential source rocks seem to be all the rocks deposited before middle Jurassic under special circumstances, such as reducing conditions, which allowed preservation and maturation of the organic material. In general all the rocks of middle Jurassic to Paleogene are not favorite source rocks. The porosity type was studied on fifty samples using scanning electron microscopy (SEM). Potential reservoir rocks are the porous Paleogene wackestones-packstones with boring, channel and vuggy porosity type. Finally seal rocks are the impermeable mud-stones and wackestones of Jurassic, Cretaceous and Paleogene age. These rocks consist of micrite and whole sells of foraminiferas and the porosity type is mainly intercrystal/interparticle. A Total Organic Carbon (TOC) analysis, conducted on seventy samples using a wet oxidation method, has revealed an extremely low TOC content (less than 0.05 %). This amount is by far less than the minimum organic content amount, required for source rock characterization and characterizes all the rocks of middle Jurassic to Paleogene age. Additionally, 18O and 13C stable isotope analysis was contacted and the results are given in d values. All the rocks within the studied time interval have much lower d values than petroleum source rocks. Clay mineral content was studied in almost seventy samples. As is indicated by the clay mineral content the studied rocks have reached up to the Middle Diagenesis and the temperature during diagenesis was rather low.

Operators depend upon the success of backfilling programs to ensure that mine activities run continuously (Archibald et al, 1993) where backfilling is an integral part of the mining cycle. In order to ensure that the backfill is prepared and delivered to the stope possessing the required engineering properties, as designed, and that the backfilling process is safe, mine operators at all stages of the backfilling system must be adequately trained for their tasks and be aware of how their work affects other backfilling stages, both up- and down-stream of their station. Mine operator training is primarily based on learning on-the-job from experienced supervisors or training personnel. Classroom training and the availability of reference manuals are less common. While in use by many industries for some time now, computer-based training (CBT) is becoming more readily accepted by the mining industry for a wide variety of training. It is not intended to replace on-the-job training, but to augment it. CBT offers many advantages to enhance operator learning by utilizing multimedia presentations, interactions and on-line testing to teach complex concepts and relationships. Discussions with many operations revealed that there is an industry need for a backfill guide for frontline operator training and as a reference manual for operators and mine engineers. Sponsored by the mining industry and the CIM, "Mine Backfill, An Operator's Guide" has been developed by the Departments of Mining Engineering at Queen's University and McGill University to fulfil this need. "Mine Backfill, An Operator's Guide" is an interactive multimedia package that incorporates high quality colour images, animations, sound, and video with text to review the main backfill methods employed in Canada, including hydraulic/slurry, paste and rock fill. The Guide is divided into training and reference primer sections. When in training mode, the operator is guided through a presentation of common mining and backfill practices and technologies so that he/she may become more familiar with different aspects of backfill processes. To ensure that key concepts have been learned during training, the operator will be tested after each section using a series of multiple choice and true/false questions. When in reference mode, alternatively, the operator may browse through the information in a more detailed and independent fashion through a series of interactive menus. The Guide focuses on the following main topics: resources, surface preparation, distribution, stope activities, health and safety, and quality control. Special features included in the Operator's Guide are a Buyer's Guide, a Trouble Shooting Guide, and an interactive glossary of backfill and mining terms. Concepts in interactive and computer-based learning are also reviewed in this paper.

"When using a Tunnel Boring Machine (TBM) during tunneling work, unexpected ground conditions can be encountered that are not predicted in the design stage. These reduce the stability of tunnels, and can result in considerable economic losses. This paper analyzes the potential risk events that may occur due to risky ground conditions. A resistivity survey is utilized to predict the risky ground conditions ahead of the tunnel face during construction. The potential risk events are evaluated considering both the occurrence probability and the impact. A TBM risk management system that can suggest proper solution methods for potential risk events is also developed. Multi-Criterion Decision Making (MCDM) is utilized to determine the optimal solution method to handle risk events. Lastly, an actual construction site, at which a risk event occurred during tunnel construction, is analyzed utilizing the Earth Pressure Balance (EPB) Shield TBM, to verify the efficacy of the proposed system.INTRODUCTION The Tunnel Boring Machine (TBM) method has been widely adopted in numerous tunneling projects because, as a mechanized tunneling method, it is also environmentally friendly, exhibiting minimal noise and vibration when compared with conventional tunneling method. In addition, it provides considerable economic benefits that allow for a high advance rate for long drives during construction. However, the TBM method has a limitation, as it is unable to deal with unexpected situations during construction, as the system is not capable of moving backwards. This leads to delays or even stoppages, and a corresponding increase in construction costs due to the need to arrange for alternative equipment and solutions. It is essential to retain systematic management in order to prevent or deal with unforeseen consequences such as the collapse of a tunnel face, ground surface upheaval or settlement, and construction delay due to water leakage during construction. Therefore, a systematic risk management system that is applicable during the construction stage of the TBM tunnel should be developed, taking into account the predicted risky ground conditions ahead of the tunnel face in advance."

The mining industry worldwide has recognized in the past the need to apply specific rules and guidelines in the reporting of mineral resources and reserves. The high financial investment and risk associated with any mining project and the ever stricter environmental and social controls were the forces behind this recognition. For years the industry experienced the development and enforcement of several codes for reporting accepted by different countries. The implementation of any code can be a confusing task as the guidelines are sometimes general and open to different interpretation. The use of computers in the estimation and reporting of mineral resources and reserves is necessary, particularly when trying to implement particular code guidelines. This paper discusses ways to implement a reporting code in a computerised resource/re-serve estimation study. The implementation is demonstrated using a gold deposit project as an example. The effects of mining, metallurgical, economic, marketing, legal, environmental, social and governmental factors are taken into consideration. This paper also discusses well established reporting codes and the possibility of reaching a single, universally applied code that could be used by Greek mining companies.
