Efficient transport of bulk materials by belt conveyor systems is an important engineering design issue, especially as conveyors become longer and power requirements increase. It is well known within the industry that the parasitic energy loss of a belt conveyor, due to the indentation of the idlers into the belt backing material can be upwards of half the total energy required to drive it on a horizontal flight. Other loss sources includes the rolling resistance of the idlers, belt/roller misalignments, material trampling, frictional and acceleration losses on loading, etc., but energy absorbed by indentation of the belt backing as it passes over each successive idler is the dominant power consuming factor. INDENTATION LOSS MODELS Models to predict the rolling resistance of a cylinder (idler) on a viscoelastic foundation (backing material) have been available for some time. As a contact problem, it is nonlinear (contact length or indentation depth is a dependent on the load and vice versa) in load/deformation response. Rubber backing material is generally assumed to behave as a linear viscoelastic solid, even though it is known that most rubber compounds retain linearity only at very low strains. Because completely general solutions are impossible, practical solutions require simplifying assumptions. Those assumptions relate naturally to two separate pans of any analytical model: I. The deformation model-aspects of the problem relating to the geometry, boundary conditions and kinematics of how the material deforms. 2. The material model-aspects of the problem relating to the material properties, or constitutive relationships, i.e., the stress/strain relationships.

Because jackleg rock drills are a potential source of hand vibration exposure, they can effectively produce Hand Arm Vibration (HAV) Syndrome in their operators. This will affect operator efficiency and mine productivity. As a result, a significant amount of work has focused on redesigning rock drill handles using new materials to minimize hand-transmitted vibration. In previous work developed by the authors (1991), a detailed study was undertaken to determine the effectiveness of using elastomer covered handles in place of the standard steel design. The results indicated that, for an elastomer-based handle design, the overall acceleration level experienced by the hand can be reduced by as much as a factor of three, relative to the steel handle. It was also shown that this reduction takes place predominantly in the frequency range above 500 Hz. This paper presents an investigation of the long-term effectiveness of an elastomer-cushioned handle under different conditions underground. In this study, sponsored by the Mining Industry Research Organization of Canada (MIROC), a number of cushioned handles were quantitatively and qualitatively tested in five operating mines. The vibration testing program has indicated that the cushioned handle can reduce overall vibration levels by as much as a factor of three. The qualitative assessment program of the cushioned handles by the drill operators has indicated some degree of preference for the cushioned handles over the steel handles, if certain design modifications are performed. This research program indicated that cushioned handles have the potential to become the dominant method with regard to vibration reduction and operator performance.

INTRODUCTION The report of the workshop on Alternate Energy Strategies estimated that the world's reserve of uranium oxide is about 700,000 tonnes. In order to extract these reserves, it is estimated that between 100 and 200 million tonnes of solid waste and of the order of 1 billion cubic meters of liquid waste will be generated. In addition, radium within tailing will continue to generate radon gas as it decays for many years after closure. Hence, the handling, storage and possible use of uranium mine waste is a matter which deserves serious consideration and planning. Since the properties of the waste will largely dictate the method of handling and storage or use of the waste, the properties of the waste should be determined, to the degree possible, prior to the design and subsequent operation of the mine. Uranium mine waste has both solid and fluid constituents. The solids include soil and rock removed during site preparation, similar material removed during development of the mine and uranium tailing generated by the mill. Soils can be stockpiled for reuse during reclamation or used as earth materials for construction of fills, roads, dams and soil linings. Rock can be stockpiled, used as mine backfill or can be used for earth construction in fills, roads and dams. The tailing is usually placed in a tailing storage area. The fluid constituents are both liquid and gaseous. The liquid waste is generally composed of the mill water; however, additional waste water can be generated by dewatering processes and diversion of surface runoff. The gaseous constituent of the uranium mine waste is radon generated by the radioactive decay of radium in the ore tailing. DEFINITION OF PROPERTIES The following presents a brief definition of some of the more important properties discussed later. The definitions are not intended to be comprehensive, but are useful as a basis for understanding.

INTRODUCTION The practice of injecting chemical grouts into permeable soils in order to stabilize them for tunnel construction is a common procedure in Great Britain, Europe and Japan. In this technique, the grout penetrates the soil in a fluid condition, but hardens or "sets-up" in about one hour due to a chemical reaction. As a result, the soil, is strengthened and made less pervious, and this, in turn, reduces ground surface movements, limits ground water flow, and controls movements of the heading during tunnel construction. It is only within the last five years or so that this technology has been used in the United States. Most of the applications have been involved in the work for the Washington Metropolitan Area Transit Authority (WMATA) subway construction. The experience gained from this work is, in many instances, unique and should serve to guide use of the grouting technology in future projects. This paper documents five WMATA case histories; information is provided as to the soil conditions, method of treatment, reason for treatment, and tunnel performance. Locations of the five projects covered by this study are indicated in Figure 1. All are within the boundaries of the District of Columbia and involve soft ground tunnel construction. Basic information for the case histories is given in Table 1. Tunnel sizes and depths below the ground surface as well as general soil conditions are similar in all instances. The tunnels are about six meters in diameter and are located so that the crown is five to ten m below the ground surface. The soils typically consist of alternating sand, clay and silty sand strata. The Sacramento Regional County Sanitation District (SRCSD) has undertaken an interceptor expansion program to meet future wastewater needs associated with projected growth over the next 20 years. The Lower Northwest Interceptor (LNWI) will include over 17 miles (27 kilometers) of pipeline including 14 miles (23 kilometers) of dual force main ranging in size from 54- to 60-inch (137- to 152-centimeter) diameter and 3 miles (5 kilometers) of 120-inch (305-centimeter) diameter gravity pipeline. The estimated capital cost for the program is $331 million, with approximately $236 million in construction cost (as of November 2002). The project includes 4,700 feet (1,433meters) of tunnel including 2 crossings of the Sacramento River and one crossing of the Barge Canal, and 11 other smaller tunnel crossings beneath various creeks, sloughs, highways, and railroads. Preliminary design of the tunnels for the LNWI are discussed in this paper. The overall purpose of the preliminary design was to sufficiently define the project to allow planning level cost and schedule estimates to be performed. There have been changes to the project during final design including pipe sizes and configurations, tunnel and pipeline lengths and anticipated flows. This paper addresses only the preliminary design of the LNWI tunnels. Final design issues and changes made since completion of preliminary design are not addressed in this paper.

The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize" or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

Lamproite occurs in two locations in southeastern Kansas that are in close proximity to each other. In both locations, the lamproite is restricted to north- east-elongated, ellipsoidal depressions measuring about 3 mi by 1.5 mi. At the surface and in the shallow subsurface, lamproite occurs as sills that were intruded into Middle and Upper Pennsylvanian rocks consisting of shale, limestone, and minor sandstone. Isotopic age determinations by Zartman and others (1967) indicate that the lamproite was intruded during the Late Cretaceous (88-91 my). Drillholes for hydrocarbon exploration down to a depth of about 1,400 ft (top of the Mississippian) and numerous shallow drillholes (mostly 200-300 ft) by the Kansas Geological Survey in the northern portion of Silver City dome helped to understand the structural complexity and extent of the near-surface sills. Numerous radial faults showing small apparent vertical offsets limit the lateral continuation of individual sills. Concentric faults are believed to mark the edge of the depression. Wagner (1954) mapped the geology of Silver City dome in considerable detail and recognized a northward dipping, 120-ft-thick, lamproite sill exposed at the surface along the northeastern edge of the dome. The upper 40-50 ft of the sill weathers olive-brown and has a soft, clayey consistency in which only the phlogopite mica is recognizable. The weathered material has been mined by Micro-Lite LLC since 1982 from the exposed sill in an open-pit that measures about half a mile extending in an east- west direction. The bulk of the material, about 98%, is used as an additive in mineral supplements for cattle feed.

The electrochemical nature of mineral-collector interactions and their relationship to flotation have been investigated to develop a better understanding of the factors controlling sulfide mineral beneficiation. Spectrophotometric and electrochemical techniques have been used to examine the reactions occurring on electrodes composed of a bed of bornite particles in the presence and absence of potassium ethylxanthate (KEtX) at a pH of 9.2. The combined techniques showed that KEtX sequentially reacts with bornite by (1) a chemisorption reaction forming ca hydrophobic species between --0.4 and -0.2 V (SCE), (2) an electrochemical oxidation reaction forming cuprous xanthate between -- 0.2 V and the xanthate/ dixanthogen redox potential, and (3) oxidation to dixanthogen when the potential exceeds the reversible value for the xanthate/dixanthogen couple. The flotation response of bornite closely parallels spectrophotometric and electrochemical evidence for adsorption of KEtX by the reactions listed above. The degree of surface oxidation resulting from the formation of iron oxides on the surface dictates the flotation response as evidenced by the fact that oxidized bornite floats at more anodic potentials than unoxidized bornite. The strong correlations between the flotation response, degree of oxidation, and potential indicate that chemisorbed xanthate produces a hydrophobic layer sufficient to float unoxidized bornite, but cuprous xanthate and dixanthogen arc required to float oxidized bornite.

INTRODUCTION The Milwaukee, Wisconsin Metropolitan Area provides an ideal opportunity to review the advancement of the art and science of mixed face tunneling in the past 65 years. Although there were earlier tunnel projects in the Milwaukee area, by other agencies, the majority of those driven in the Twentieth Century have been done under contract with the Milwaukee Metropolitan Sewerage District through the agency of the Sewerage Commission of the City of Milwaukee and the Metropolitan Sewerage Commission of the County of Milwaukee. Legal Description of District The Milwaukee Metropolitan Sewerage District was created by the Wisconsin Legislature in 1921 together with the Metropolitan Sewerage Commission of the County of Milwaukee. This concept of subregional wastewater control was an outgrowth of an investigation and report from a commission appointed by the Common Council of the City of Milwaukee in 1909 to study final sewage disposal for the City. In 1911 that Commission, comprised of J. W. Alvord, George C. Whipple and Harrison P. Eddy, recommended that the City construct a water filtration plant, construct a Menomonee River flushing works, expand the intercepting sewer system and, after a thorough study of the then existing and developing methods of sewage treatment, construct a sewage treatment plant. In response to those recommendations, the Wisconsin Legislature, in Chapter 608 of the Laws of 1913, created the Sewerage Commission of the City of Milwaukee. Recognizing that the improvement of surface water quality would require action on a watershed basis, the Legislature, in Chapters 554 and 590. of the Laws of 1921, created the

Introduction The minerals exploration business, like many businesses, is faced with the problem of valuing future, risky cashflows. These cashflows are derived from those mineral deposits which have been successfully commercialized. Many deposits, however, do not have the quantities or grade of ore to be considered economic at the projected metal prices using the traditional tools of the Capital Asset Pricing Model and discounted cashflow analyses. If one calculates the future revenues, costs and cashflows of one these marginal properties, and discounted it at the appropriate risk-adjusted discount rate, it may have a negative present value. Yet such a property may still have real, positive value in the marketplace. Why would a firm pay money for a property with an (apparent) minus present value? Mining properties such as these are bought and sold in arms- length transactions on a regular basis. Why is this so? Part of the reason relates to the nature of ore reserve information. To generate cashflows, the analyst must t assume that the reserve information is known with certainty when, in fact, reserves are not known with certainty. Mineral reserves are a function of commodity price, extraction costs and the level of (usually drilling) information about the reserves. Chemical and radioisotope stratification studies were carried out in an abandoned uranium tailings pile at Elliot Lake, Ontario, Canada. The tailings, with an average thickness of 7 m over an area of 16 hectares, were deposited approximately 20 years ago on a layer of black peaty material which overlays deposits of permeable glaciofluvial sands. Geohydro-chemical investigations of this tailings area have been ongoing since 1978. The radioisotope profile study was conducted on three adjacent sites. Solid core samples, collected with a split spoon sampler at various depths, were analyzed for various chemical and radioisotope constituents. The results indicated by 2 distinct zones of stratification; an upper zone, where the constituents were uniformly distributed, and a lower zone, near the peat-tailing interface, which showed increasing concentration with depth. Within the peat layer, the concentration decreased rapidly with no significant levels of contaminant penetration below the peat layers observed, though the samples were limited. The pH profile showed that the top 5 m of the tailings have been oxidized, the average soil pH in this zone was 3.4 compared to 5 .8 underneath it. The groundwater hydrology of the system was observed to be complex showing downward and lateral flow in the dry season and lateral and upward flow during the spring and periods of heavy rainfall. The results are discussed in terms of a model based on the combined segregation and settling process of the tailings fine fraction, and the geohydro-chemical interaction of the solid and liquid phases.

Much has been written recently about the Henderson Mine Project in Colorado being developed by American Metal Climax, Inc. To briefly recap the project, AMAX has an ore body, containing about 300 million tons of proven and probable molybdenum ore which is located under Red Mountain on the eastern slope of the Continental Divide. The mill, however, will be located on the western slope in the Williams Fork Valley where water and space for waste disposal are more available. AMAX will carry the ore by remote controlled trains from a gathering level underground at the mine, through a ten (10) mile tunnel under the Continental Divide and thence along a five (5) mile surface railroad to the mill site. One of the more challenging facets of the project is the western portion of the ten (10) mile tunnel being driven by Dravo Corporation through difficult ground conditions, downgrade, toward the Continental Divide. The tunnel is a 16'-6" wide by 15' high horseshoe, which runs in a straight line and drops at a constant three percent (3%) grade from the West Portal to the ore zone. Dravo's portion is anticipated to be about 6 1/2 miles long and includes permanent pumping stations located every 4,900 linear feet (lf) permanent rectifier stations every 12,5001f, and one (1) 1,560 ventilation shaft. The western portion of the tunnel lies in the Idaho Springs formation, a mixture of gneiss and schist with some granitic intrusions. Toward the Continental Divide a transition into Silver Plume Granite is expected to occur. Preconstruction geologic information indicated the Idaho Springs and Silver Plume formations to be basically competent with some faulted and altered areas. It

The purpose of this paper is to present a viable method of reinforcing rock pillars by utilizing fully grouted reinforcing steel and a cement - fly ash mortar. Although the fully bonded bolt concept is not new, as exemplified by the present widespread use of resin bolts within United States mines and by the use of cement grouted reinforcing used as back pins in the Kiruna Iron Ore Mine in northern Sweden, (1) (2) the method of stabilizing mine pillars with fully bonded reinforcing is new. This method, called the "grout-rebar system", was first incorporated at St. Joe Minerals Corporation’s Fletcher Mine in December of 1972. The system was used on an emergency basis before extensive research on the mechanics of the system could be completed. Since December of 1972, however, approximately 206 pillars have been reinforced at Fletcher and the system is currently being used on a regular basis at two other St. Joe mines and at two competitor mines in the area. Basically, this paper is a case study of the efforts, research and results of utilizing the grout-rebar system, on a selective basis, at the Fletcher Mine. In addition to information about the system, this paper will explain in detail the three rock mechanics instruments developed by St. Joe and used to measure and monitor rock movement to validate the grout- rebar system.

During the mining process, the in-situ material is broken into different size ranges, from very large pieces to very fine particles. Some of the fine particles become airborne. In underground coal mining, airborne respirable dust is associated with health and safety of the miners. The amount and size distributions of airborne dust are important parameters to effective dust control measures. The design of underground mine experiments, including sampling procedures and sample analyses methods to determine these parameters are presented in this paper. A total of fifteen continuous miner cuts were sampled. The amount of dust generated during the cutting process and the relationship between total and respirable airborne dust concentrations and amounts are examined. The amount of respirable dust airborne is on the average only 0.016% of the respirable dust generated. On the average, 61% of the total airborne dust measured is in the respirable size range. The amount of respirable airborne is on the average 36% of the respirable size fraction in the total airborne dust. For equal proportion of rock and coal material cut, rock contributes about twice as much fines (=0.22 mm) as coal. Additional fundamental research is necessary to further the understanding of the airborne propensity of respirable dusts in mine atmospheres.

The Ferris-Haggarty underground mine was abandoned circa 1910, and portal discharge has since resulted in degradation of a trout fishery in the receiving waters of Haggarty Creek. Although tunnel discharge varies dramatically in volume throughout the year due to infiltration of snowmelt, compositionally it is a nearly constant low-TDS, pH-neutral, low-sulfate, copper-silicate dominated water. Between infiltration events, components of ARD accumulate in unsaturated, oxygenated environments within upper workings and are delivered to the main haulage level by the subsequent annual snowmelt flush. Mixing with non-ARD mine waters results in neutralization, dilution, and precipitation of amorphous copper carbonate and silicate phases. These mechanisms, combined with variations in the water balance, control the composition of the portal discharge. Understanding the chemical and hydrologic control mechanisms was critical to the design of a passive treatment system to decrease effluent copper concentrations.

Mineral liberation modeling can be traced back to the early work 0fA.M. Gaudin up through more recent population balance modeling by R.p. King, J.A. Herbst and G.T. Adel. A more micro-scopic look was taken at the University of Utah in the form of the J.E. Sepulveda and J.D. Miller Pargen model which permits the creation of an arbitrary shape, multiphase particle made up of discrete grains. Recent work on image analysis and tomographic analysis by J.D. Miller and C.L. Lin have laid the experimental ground work for model validation, but until now it hasn't been possible to include the necessary physics of the particle stressing process to allow the development of a 'ffirstprinciples"mode1 which does not presuppose a "mode” of liberation (e.g., random or by detachment). Recent developments in discrete grain breakage (DGB) modeling now make a generalized physics based model feasible. This paper describes current work that is being done to develop a physics based discrete grain liberation (DGL) model. Two-dimensional and three dimensional simulation results exploring the effects of particle size, phase properties and loading type are presented. Relationships between energy based liberation efficiency, degree of random liberation and material properties are identified.

Water only cyclones, sometimes referred to as hydrocyclones, are one of the newest types of coal processing equipment. These devices have achieved wide acceptance as fine coal cleaners in the past decade. Many metallurgical coal plants employ water only cyclones to process 0.5 mm x 0 size coal. Some of these plants have as many as 40 to 50 305-mm-diam units with each unit receiving as much as 9 t/h of raw feed. The growth in the utilization of hydrocyclones is due partly to the energy shortage, partly to the general increase in over-all coal preparation, and also because of a need for a simplified fine coal (0.5 mm x 0 size) gravimetric separator. Large diameter water only cyclones are also available and in use to process feed sizes up to 32 mm in size. However, the size normally employed for cleaning 0.5 mm x 0 coal are 356 mm or 305-mm-diam for single-stage circuits. In two-stage circuits, the secondary units are normally the same diameter as the primary units or smaller, such as 203-mm-diam. By using the small diameter cyclones and treating a closely sized feed, 0.5 mm x 0 only, it has been found that the probable error or imperfection of the water only cyclones is comparable to that obtained on the same size fraction treated in a large 610-mm-diam heavy media cyclone washing 38 mm x 0. The water only cyclone can approach the efficiency of a heavy media cyclone when cleaning fine solids because it creates its own dense media by accumulating high specific gravity particles in the wide angle conical section of the cyclone. A cut-away cross sectional view of a water only cyclone is shown in Fig. 1. It is also true that when treating a wide range of sizes (38 mm x 0) in heavy media cyclones, the smaller size particles (0.5 mm x 0) separate in proportion to the split of the media through the cyclone rather than by particle density.

In 1989, worldwide total mineral industry activity registered advances from 1988. The advances may not have been as noteworthy as in 1988, but they can be regarded as a worthy theme for this article. The momentous political events throughout the centrally planned economy world had only a modest impact on actual 1989 industry performance. But these events have such potential for worldwide changes in economic activity in future years that they dwarf the actual happenings of 1989 in the minerals industry. Perhaps most significant factor here is the rapidity with which these changes have occurred. The end of World War II saw the almost immediate division of the world into major economic blocs. Since then, mineral industry activities and other industrial operations have been governed, to a considerable extent, by this partitioning. The developed market economy nations have operated as a group, the centrally planned economy states as another group. And these two groups essentially have vied for recognition in mineral industry operations in the developing economy states of Asia, Africa, and Latin America. The boundaries of these country blocs were fixed in the late 1940s and early 1950s. They were not markedly altered in the ensuing 40 years. We have seen the establishment of the Organization of Petroleum Exporting Countries, the continued Arab-Israeli confrontations in the Near East, the upheavals surrounding the rise of Moslem Fundamentalism in Iran, and the establishment of Soviet-oriented governments in Cuba and Nicaragua. These events have had notable effects on the world economy. But they have done little to change the pattern of market economy states functioning as a competitive bloc with the centrally-planned economy countries.

Foreword Sir William Halcrow and Partners are responsible for the design of the Ahmed Hamdi Tunnel as Sub-contractor to the Contractor, Osmac, a joint venture formed by the Arab Contractors, Osman Ahmed Osman and Company of Cairo, and Tarmac International of London. Throughout the paper the term "Client" refers to the Employer, the Ministry of Housing and Reconstruction, which latterly became the Ministry of Development and New Communities of the Arab Republic of Egypt. At the time of writing of this paper only a few hundred metres of the tunnel have been driven, but the design is substantially complete. Introduction The Ahmed Hamdi Tunnel, which is at present under construction, will be a two-lane tunnel crossing beneath the Suez Canal approximately 15 km north of the town of Suez at El Shallufa. It will become the first permanent connection across the Canal since 1967 and is visualised by the Egyptian Government as an early step in the development of the Sinai Desert along the eastern bank. The tunnel will carry pipelines for treated water and electric power cables to assist in this development. The tunnel, which will be 1640 m in length, is being driven through hard clay and mudstone using a tunnel shield fitted with hydraulic excavators. The primary lining is being constructed with precast, bolted reinforced concrete segments with an internal diameter of 10.4 m. The road deck structure and the walls of the air supply ducts beneath it are formed with precast, reinforced concrete units erected immediately behind the shield.

Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves.
