INTRODUCTION The need for substantial advances in underground excavation technology has produced considerable research activity on a wide variety of concepts under a variety of Government funded programs. One goal of this "Rapid Excavation" effort has been the development of a means to apply the well-known virtues, both technical and economic, of the drill and blast method in a continuous process. The spiral blast concept, aimed at this specific goal, has been funded for initial studies (1) by the ARPA Rapid Excavation Program and, for the experimental work reported herein, by the Department of Transportation (2). The economy enjoyed by the drill and blast method stems from two factors: explosive energy is relatively cheap; and this energy is released so as to cause rock fragmentation largely through tensile failures. The relative ease and efficiency of tensile rock failures have long been recognized. The drill and blast process of course cannot be truly continuous since drilling and blasting (and other necessary functions) simply are separate, distinct operations. Although some surface explosive work has been done to avoid the need for drilled blast holes (3) it does appear that the high performance associated with explosive excavation requires placement of the explosive beneath the rock surface. This paper describes studies of blasting pattern which, in simplest terms, replaces the occasional heavy blast of conventional practice with frequent, much smaller blasts. This paper presents the findings of a face ventilation investigation, conducted by the Ventilation Division, Pittsburgh Health Technology Center, at a underground coal mine operating in the Illinois No. 5 coal seam. The purpose of the investigation was to evaluate the effectiveness of a blowing face ventilation system in controlling methane liberation in the face area while mining with brattice distances up to a maximum of 40 feet from the face (extended cut). The continuous miner on this section was remotely controlled and equipped with a machine mounted dust collector. Data collected during this investigation included methane concentrations, intake and return air quantities in the face area, and scrubber air quantities. In addition, a time study was conducted to correlate the methane peaks to activities in the face area. In conjunction with the face study on Section A, separate methane liberation studies were conducted on three additional sections: B, C, and D. This was done in order to compare intake methane concentrations and methane liberations from other sections in the mine to the test section. Calculations indicated that the minimum intake air quantity necessary at the inby end of the line brattice for the section investigated was 7,000 cfm. Due to the higher intake methane concentrations and average methane face liberations measured on three other sections, the minimum air quantities necessary at the inby end of the line brattice were determined to be 13,900 cfm, 11,100 cfm, and 15,000 cfm, respectively.

Production reporting is a natural computer application and is often one of the first applications implemented by new computer users. Automation of a manual reporting system is a good place for new computer users to gain computing experience because generation of basic reports - is fairly straightforward, and automation can often be justified easily on the basis of clerical cost savings. Computers are particularly well-suited for reporting applications which generally satisfy the criteria for effective computerization. Three characteristics must be present to effectively utilize a computerized system: 1) The potential application must be precisely definable. If an algorithm for data processing cannot be developed, data cannot be processed. 2) The operation to be performed must be repetitive. If a particular function is only going to be performed once, computerized systems development is probably not justified. 3) The volume of the data to be processed must be relatively large. If only a few items of data must be manipulated, manual methods are probably adequate. Although a computer can perform only a few functions (it can compute; it can make comparisons; it can rearrange data), it can perform these functions much faster and more accurately than a human being can. The ability to classify and reclassify data in a variety of ways and the ability to summarize data make the computer an ideal tool for production reporting. Production reports can be classified into three major categories, depending on their purpose. Reports can be used for (1) informative, (2) analytical, and (3) control purposes.

This paper presents a case study which applies risk assessment techniques in evaluating potential environmental problems associated with past waste disposal practices at a 65 acre non-ferrous metals and metal alloys manufacturing facility. Waste management activities at the site involved a number of surface impoundments for gangue material, neutralized acid rinse waters, acid rinse sludges, demolition debris, storm water runoff, stockpiled ores, and a permitted residual waste landfill. As a result of these activities, the She contained 9 identifiable waste management areas impacted by over 35 potentially hazardous chemicals and metals. Extensive environmental data obtained from investigations at the Site revealed heavy metal and volatile organic chemical contamination in various environmental media. These data were utilized to evaluate potential risks to human health and the environment. The human health risk assessment estimated potential health risks to workers, residents, and Site trespassers under current and expected future uses of the Site. Areas of the Site were identified which were considered to present potential health concerns under the various exposure scenarios. Results from the human health risk assessment were utilized to develop cost effective risk based soil remediation goals protective of the public health and environment.

Two methods used to measure the exposure of mine workers to diesel exhaust particulate were compared. One method was developed by the U.S. Bureau of Mines and the University of Minnesota's Particle Technology Laboratory. The method which was originally developed for use in coal mines is a size selective sampling technique. The other method uses an “ashing" approach to assess the exposure to diesel particulate. This second method is based on the principles of sampling according to the ACGIH respirable dust sampling criteria and the use of a silver membrane filter as collection substrate. Because a silver membrane filter is used, both respirable combustible dust (diesel particulate) and respirable silica can be measured from one sample. The comparison study took place in a Canadian lead-zinc mine during tests which were primarily designed to evaluate the gaseous and particulate emissions characteristics of new diesel engine technology. The study has shown that under the test conditions encountered, some differences were observed between the results as obtained by the two methods. These differences seem to depend on the characteristics of the respirable dust found in the work- place, i.e., size and composition. The impact, on sampling and analysis of diesel particulate, of the proposed guideline (ACGIH) for a TLV® of 0.15 mq/m3 is discussed briefly.

In the spring of 1988, Freeport-McMoRan Resource Partners Ltd. Partnership, IMC Fertilizer Inc. and Homestake Mining Co., as joint venturers, were awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 91372. This was one of 11 leases awarded to the joint venturers. Following the initial discovery wells in December 1988, delineation drilling confirmed proven sulphur reserves of 68 Mt (67 million long tons). Proven, recoverable oil and gas reserves are 6.2 Mm3 (39.4 million bbl) and 1114 Mm3 (7.2 billion cu ft), respectively. Development of the sulphur mine was given approval as a fast-track project in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and were also given fast-track status. Fast-track for these projects meant design and engineering would not be complete before construction began. Joint venture The Main Pass Joint Venture is one of 13 joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corp., a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has since changed its name to Homestake Sulphur Co. Texasgulf assigned its interests to its parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This joint venture, the first of its kind, was created to acquire offshore leases, explore, develop and mine sulphur. The Interior Department's Minerals Management Service (MMS) announced a lease sale date of Feb. 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the 13 leases the joint ventures bid on, 11 were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Ltd. Partnership. Resource Partners is the operator on all of the leases.

An examination was conducted on the impact of roof conditions and the mining cycle in determining a representative respirable mass concentration at the mid-shearer location on a longwall panel. Multiple personal gravimetric dust samplers, operated at a flow rate of 2.0 lpm, were used at different locations along the face to isolate the concentrations and variances associated with good and bad roof conditions under both the cutting and cleaning mode of operation. The number of samples needed to estimate the population variance at a given confidence level was analyzed. In addition, the statistical analysis showed that the coefficient of variation of dust concentrations at different locations and under different conditions ranged from 0.185 to 0.475, with an average value of 0.283. The estimates of the average dust concentration for a shift and the variance of the dust concentrations were calculated. A total of 48 data points were available for an [a x b] factorial ANOVA (analysis of variance). The estimates of the variance components were determined. The results from F-tests indicated that both the roof conditions and mining operations had a significant effect on the respirable dust concentration. There was no significant interaction effect between mining operations and roof conditions. In conclusion, this study shows that not only should sampling and analytical errors be considered in determining the required number of samples for a good estimate of the long-range exposures of miners, but also fluctuations of concentrations due to mining operations and geological conditions should be taken into account.

The increased emphasis on environmental protection, together with the exorbitant costs, or in many urban areas the complete unavailability of surface space, has resulted in a burgeoning demand for greater use of underground space. More and more, those considering new or expanded facilities are looking toward the possibility of utilizing underground space for communications installations, for transportation of people, industrial products, water, sewage and energy, and for industrial installations. Happily, this growing demand for use of underground space is accompanied by fast forward strides looking toward more efficient underground excavation techniques. The tunnel boring machine is already here and where ground conditions are suitable for its use it can greatly reduce the cost of underground excavations, savings of one-third or more often being realized. Research is underway involving excavation by use of laser beams, jetting, vibrations, improvement of tunnel boring machines to make possible the excavation of harder rock, and other advanced techniques. The Engineering Foundation estimated in 1973 that tunneling costs can be reduced as much as 30 percent by rapid excavation methods which are expected to be developed through ongoing research programs in the next few years. Your American Society of Civil Engineers reported in 1973 that $60 billion per year, or 15 percent of the gross national product, could be saved if facilities required to support life were located in the subsurface. Studies looking toward improved contracting practices are going on under the sponsorship of the National Academy of Sciences, and Mr. Al Mathews who is heading this program will address you during this session on the status of this project. INTRODUCTION Decision-making in the design and construction of underground facilities must be made under conditions of varying geologic uncertainty, uncertainty which can have a major cost impact if not properly regarded. Of the two approaches for dealing with this variability, preparing for the "worst" anticipated conditions and optimizing design and construction in-situ, preparing for the "worst" conditions is the more if not solely conventionally practiced method in the United States. While the conventional approach is recognized at times to be extremely overconservative, it will remain preferred until a more adaptable method is shown to be economically superior. This paper presents research aimed at providing just such answers as to when and if an adaptable tunnel design and construction approach is more cost effective than a non-adaptable one. To fully understand the characteristics of this choice between adaptable and conventional tunneling alternatives a summary discussion of adaptable methods is presented. An acknowledgement of the importance of geologic and other factor uncertainties in making this decision leads to the adoption of decision analysis as a quantitative methodology for formalizing the problem. Exercising this methodology on three prototypical tunneling scenarios--urban deep, urban shallow, and transmountain--allows an isolation and ranking of the most crucial factors in making the basic approach decision. One scenario, a transmountain highway tunnel, is carried further through a detailed probabilistic analysis to show under what conditions of varying uncertainty adaptable approaches possess economic advantages.

The successful demonstration of a precast segmented concrete liner in the Lexington Market Section of the Baltimore Regional Rapid Transit System (BRRTS) is an important step forward in our continuing efforts to control tunneling costs in the USA. In addition to its contribution to specific savings in future tunnels, this demonstration project has taught other lessons about the U.S. tunneling industry and about the process of "mainlining" new and improved technology into that industry. This paper will present an overview of the Lexington Market Demonstration Project from its beginnings to the present time. In addition, it will discuss other implications which have an important bearing on the extent to which tunnels will be used in future transportation systems in the USA. THE HISTORY Precast segmented concrete tunnel liners are not new. An unbolted version was reportedly used in New York City in the 1930's. The modern bolted configuration has been in use in foreign countries for more than 15 years. Indeed, consideration of the use of precast bolted segments below the water table in the USA dates back to the BART system in San Francisco in the 1960's. At that time, they were evaluated and it was concluded that the state of the art would not allow segments to be precast to the required tolerances. The 1945 fire at the Braden (El Teniente) Copper Mine in Chile took 354 lives, and ranks as the most lethal metal mine fire in history. The mine was developed in the wall of a canyon over 900 m (3,000 ft) deep. Principal entrance was through a main haulage adit at the canyon bottom, and up through two internal shafts. Mining was by block caving from the top of the orebody with most of about 900 men on shift working in three production areas. Ore was transferred by gravity to the haulage level through a complex system of ore passes with associated ladderways. Normal mine ventilation was incast through numerous level portals and up- cast through the shafts and raises. The fire was confined to a maintenance shop just inside the portal of the lower production level. Smoke, gases and flammable vapors were drawn into the mine, and a subsequent explosion of the gases destroyed an air door and injected carbon monoxide into the workings. Falling water in a drainage raise near the fire made it downcast, which carried gases down to all the lower levels where they were drawn into the levels and then up connecting raises. Miners attempting to escape by climbing down the ladderways from the production levels were met and killed by the rising gases.

Today mine shaft and slope contracts include a greater amount of ancillary work such as level and pump stations, loading pockets, rotary and side dumps and connecting raises. This ancillary work requires the application of a number of construction methods often for short periods and often at short notice if the contractor is to maintain a profitable operation. In the next decade, the number of shafts that will be sunk by a boring method will outnumber those sunk by traditional methods. This will be particularly true of the deeper shafts where water problems are minimal. The increase of bored shaft work will not decrease the work completed by the shaft sinking contractor but it will change it. A greater emphasis will be placed on the speed of construction of station and other ancillary work. To meet this challenge the contractor requires full information on the ancillary work as well as the shaft work at an early date, preferably pre-bid. The two examples discussed in this paper illustrate the importance of early information. The two main factors of shaft ancillary work construction are sequence and ground support. This paper describes two examples completed recently by The Cementation Company of America Incorporated in Arizona. The first described is a Rotary Dump-Ore Pocket-Ore Pass complex and the second described is the excavation of the Main Station Level in a 2 Station-Loading Pocket-Ore Pass complex. A physical model has been developed to simulate the flows and mixing of gases in the waste of a longwall retreat coalface. The model is used in conjunction with computational modelling, and the distributions of permeability and gas emission in the model waste follow those in computer simulations (Pokryszka et al 1996). The physical model represents at 1170th scale a 200 m long, 3 m high coalface with a waste extending up to 280 m to the face start line. The model is tilted to the same seam slopes as the real face, e.g. 22° ascensional ventilation along the face and 7" slope to the dip. The purpose is to investigate the flow of three components: ventilation seepage flow through the waste; methane; and nitrogen injected to quell spontaneous combustion. A heavier-than-air surrogate gas (SF,) is used in place of methane, and therefore the model is inverted so that gas layers form along the 'roof". The main forces driving the flows in the waste (pressure gradients due to ventilation and the density difference of gas layers) are kept in proportion by appropriate scaling of the permeability. Calibration and validation used data from a coalface at a mine in the Lorraine coalfield. The model is now in operational use.

Recently in Germany, novel artificial humus in combination with water-storing hydrogels has successfully been tested as soil improving material in pot experiments. The novel artificial humus (NOVIHUM®) is derived from lignite through oxidative ammonolysis. The product contains c. 5.5% nitrogen. Using NOVIHUM® as fertiliser, variable amounts of the contained nitrogen are gradually available to the plant, depending on the hydrolysis rates of the different N-compounds. NOVIHUM® is a unique combination of long-term fertiliser and stable humus. The tested hydrogel is a polyacrylate/poly-amide copolymer, which is able to improve the water holding capacity of the soil and to retard significantly desiccation. In May 2000, in Germany (Aue region), an experimental site was set up under extremely difficult growing conditions for trees (Quercus petraea) on a uranium spoil pile of the mining company WISMUT Ltd. The oak plots treated with NOVIHUM® and hydrogel showed increased total increment-values, which mainly are the result of the second growth phase. Obviously, these plants profit from the favourable physical parameters of the substrate and the use of the novel artificial humus as nitrogen source. The oak trees can better use the plant-available NH4-nitrogen released from the artificial humus during the planting year. In Greece, an experiment was set up in December 2000 aiming to the afforestation (Pinus nigra, Abies cephalonica) of a bauxite spoil pile of SILVER & BARYTE ORES MINING Co. S.A., on the Parnassus Mountain. The scope was to demonstrate, that the above soil improving materials are also appropriate for the recultivation of sites under extreme climatic and orographic conditions. The first results revealed, that where NOVIHUM® and hydrogel were combined, plant growth was greater than the average. The one-year results of the experiments fulfil our expectations concerning the application of NOVIHUM® in combination with hydrogel for the afforestation of problematic sites, such as the south-exposed steep slopes of the spoil piles of uranium mining. They may represent the most detrimental sites for afforestation in Europe.

The selective recovery of fine particles by flotation has been a long-standing problem in the mineral processing industry. Fundamental studies carried out at Virginia Tech since 1980 have suggested that many of the problems encountered in separating fine particles can be alleviated by using significantly smaller air bubbles than those used in conventional flotation processes. The main advantage of using smaller bubbles is found in an increased recovery rate, which can be attributed to an improved bubble-particle collision efficiency. This concept has been applied in column flotation as a means of improving flotation kinetics. A computer simulator has been developed to better study the effects of various parameters on flotation column performance. The simulation results suggest that the use of small bubbles and tall columns improves the recovery of fine particles while a judicious use of wash water greatly improves product quality. Information collected as a result of this analysis has been applied in developing scale-up relationships for column flotation.

The is the 14th consecutive year for this column and the 13th in which the royalty data have been tabulated. Some holes still exist in the list of royalties that readers hopefully will fill. Construction aggregates - either sand and gravel or crushed stone - are the most common mineral commodity. In spite of their pervasive use nationwide, royalty information for these commodities has been difficult to acquire from some states. Readers can help. Share information about these missing states and next year there will be fewer states without information. Dennis Bryan sent a copy of a report, "Regional Appraisal of Mineral Materials: Carson City District, BLM." The report was authored by real-estate appraisers. It contains more than 50 references to leases of various construction materials in Nevada and nearby states. It gives a thumbnail sketch of each lease and is a good reference. However, the authors erroneously imply that the royalty rate and the in-place value are the same. Several of this year's new entries come from the report. However, the royalties for landscaping materials vary from state to state and by rock type. Some boulders used for landscaping in Nevada have a royalty reported at $1.10/t ($1/st). At the other extreme is lava from Idaho. Used for the same purpose, it has a royalty range of $11 to $18.70/t ($10 to $17/st). Chuanming Tian of Beijing, China has shared some information about the changing mineral royalty policies in China. China first implemented an oil and gas royalty in 1984. In 1992, the government expanded that to include iron ore. In 1994, the royalty policy was extended to all mineral commodities. At the same time, the royalty rate for iron ore increased tenfold.

Although the number of operating longwalls in the United States (approximately 100) has remained relatively constant over the last five years, longwall production levels have significantly increased and in some cases more than doubled. As a result of this production increase, control of respirable dust continues to be a problem. Therefore, the Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center, Dust Division, initiated a study to investigate the availability and adequacy of technology for controlling dust on longwall mining operations. The study involved 23 longwall mining operations in three different Coal Mine Safety and Health Districts. Each operation was visited for a full shift. Respirable dust samples were collected on face personnel and at fixed locations along the face. Methods being used to control dust were noted, with special emphasis placed on obtaining quantitative data relative to ventilation, headgate dust controls, cutting drum sprays, external machine sprays and cutting sequence. Attempts were made to correlate dust control practices in place at the time of the visit to dust concentrations measured at the tail and on the tail shearer operator and to the average of all the dust concentration measurements from the occupations sampled. The methods used to control dust were also compared to the gamut of methods known to be available. This paper presents a discussion on the effectiveness of the methods being used to control dust and on the availability of technology for the control of dust on longwall mining operations.

INTRODUCTION For the past 25 years, tunnel support requirements have frequently been determined, at least in North American practice, by classifying the rock according to the system proposed by Terzaghi (1), using one or more of the 8 Rock Conditions which he defined, the rock load then being selected within the range given for each Condition. However, there is a lack of published data comparing Terzaghi loads with actual measured rock loads, and it would appear that the degree of conservatism, or otherwise, of the Terzaghi approach is very often unknown. Excavation of 4 large diameter tunnels at the Tarbela Dam Project in Pakistan afforded an opportunity to compare Terzaghi and measured loads, through instrumentation of the steel ribs installed for temporary support, and by classification of the geology exposed during the tunnelling operations. In addition, the deformation of the rock surrounding the tunnels was monitored during excavation by means of borehole extensometers installed prior to the start of tunnelling. This paper describes the tunnel instrumentation and the results obtained therefrom, and relates these results to the Terzaghi load coefficients. Construction of the first phase of the Sao Paulo Metro, the North-South Line, will be completed late in 1974. The downtown section of this line consists of 2.2 miles of 19.6-foot diameter soft ground tunnels and 3 subway stations. The entire tunnel - station package was let to one contractor. A plan and profile of the tunnels and stations is shown on Figure 1. Passage of the tunnels under Boa Vista Street in the Sao Paulo Financial District was one of the major challenges. The street is only 50 feet wide from building line to building line and flanked by 10 to 20 story buildings. The tunnels pass within 4 feet of adjacent footings. Further south, the tunnels run 13 feet below the flat foundations of the Caixa Economica, a massive 11 to 14 story building. Surface settlement had to he limited to less than .07 feet/tunnel and good face control and grouting procedures were essential. For this reason, full face cutting wheel tunneling machines were selected to drive the tunnels south of the Access Shaft Prestes Maia which included Boa Vista Street and the Caixa Economica. The tunnels north of the Access Shaft Prestes Maia were driven under a fairly wide Avenue and greater settlements were permitted. Open face shields were selected to drive these tunnels. Most of the work has now been completed and analyzed. Work done by Foster-Miller Associates under a Bureau of Mines research contract has developed methods to increase significantly the amount of fresh air that reaches the front of a continuous-mining machine. The emphasis was on removing methane build- ups that occur at the cutterhead. Using a full-scale plywood mockup of a coal mine working face area, the study showed that in many instances only about 20 pct of the fresh air heading towards an exhaust brattice or tubing actually gets to within 1 ft (0.3m) of the face. The key to providing more air at the face is to enhance and move forward the natural airflow pattern. This change in the natural airflow pattern can be accomplished by taking advantage of the air-moving abilities of the conventional water spray. It was discovered that if all the water sprays on the machine were realigned, then ventilation efficiencies of 70 pct or more were achieved regularly. This meant that if 9,000 cfm (4.2 m3/s) was entering the brattice, at least 6,300 cfm (3.0 m3/s) of this was reaching to within 1 ft (0.3m) of the face. This water spray realignment consists of placing a few nozzles on the side of the machine opposite the curtain and also tilting the front sprays slightly towards the curtain side. Recently, two underground tests and two additional independent laboratory tests of the water "Spray Fan" have been completed. In general, they have confirmed the performance of the Spray Fan system, but they also have provided useful information as to its difficulties and limitations.
