Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos using the Unity game engine. The simulation videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories using graphic simulation. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

Mine tailings storage facilities (TSFs) can be a significant source of fine, respirable dust. This dust poses concerns, especially for nearby communities, because of its detrimental impact on respiratory health. To address these concerns, this study examined the effectiveness of commercially available polymers, known for their biocompatible and environmentally friendly features, to prevent dust generation from upstream-type TSFs in active mining operations. It focused on two areas in TSFs: the tailings beach and slope/dike surfaces. Two types of polymers—polyethylene glycol and poloxamer—were selected, and their effectiveness was evaluated in a series of phased laboratory and field tests. The lab tests investigated the moisture-retention capacity of the tailings after treatment with the polymer solutions as well as the ability of these solutions to reduce dust emissions. Polymers were applied to a tailings bed surface in the lab and dust was generated from this surface using a wind tunnel. PM10 and PM2.5 concentrations were measured using laser-diffraction dust sensors, and the polymers were found to have reduced dust emissions up to 95%. Small-scale wind-blowing tests were conducted in the field (specifically, in a controlled environment at a TSF) to evaluate polymer effectiveness on the tailings beach and slope/dike areas. The tests revealed that the AP could efficiently suppress approximately 80% of PM10 and PM2.5 dust emissions at both types of areas. Finally, 1000 gallons of AP solution were discharged at the top of tailings beach and slope/dike areas, respectively, and found to be effective. The results of these tests showed the high potential of the biocompatible polymers to be a feasible solution for reducing the respirable dust emissions from upstream TSFs in arid and semi-arid regions.

Surface subsidence induced by underground coal mining activities, especially longwall mining operations, can cause various problems to interstate highways ranging from structural integrity, drivability to safety. Accurate subsidence prediction, correct influence assessments, and effective mitigation measures are the keys to ensure the safety of highway traffic. The surface subsidence prediction program, called comprehensive and integrated subsidence prediction model (CISPM), was developed based on the principle of influence function method and has been validated with a large number of subsidence measurements. In this paper, the techniques to use the predicted final surface movements and deformations for assessing their influence on the integrity and functionality of highway structures (e.g., road surface pavements, concrete slabs, transverse joints, etc.), vehicle dynamics, comfort level, and drivability are presented. A number of mitigation measures to protect the highway structures and to ensure traffic safety are proposed along with an application case.

Among the wide variety of modern surface chemistry analytical techniques, contact angle measurements still remain attractive for wetting characterization of solid surfaces. The captive-bubble and sessile-drop techniques are the most popular methods for the examination of flotation systems. Systematic measurements of advancing and receding contact angles for several three-phase systems using the captive-bubble and sessile-drop techniques show that the contact angle measurements depend on the technique used and may differ significantly for some heterogeneous and rough solid surfaces. Importantly, it was found that these discrepancies in contact angle measurements depend on the bubble (drop) size. Contact angles as measured with the static captive-bubble technique are compared with those measured with the dynamic captive-bubble technique, in which the capture of a bubble at the solid surface results after buoyant transport and attachment The dynamic captive-bubble technique allows for the formation of much smaller bubbles than is possible with the static placement technique in which a bubble is placed at the solid surface with a microsyringe. Although this dynamic technique cannot be recommended for the systematic wetting characterization of solid surfaces, its significant advantage is the ability to examine the contact angle/bubble size relationship over a wide range of bubble sizes, from several micrometers to several millimeters in diameter.

"A numerical conditioning analysis for mineral recovery estimation was performed for industrial flotation plants, considering the copper (Cu), molybdenum (Mo) and iron (Fe) separability. A modified relative condition number, ?, was presented that allowed sensitivity analysis to be evaluated for the component recovery by means of an analytical formula. This closed form made it possible for the error propagation to be determined from feed, concentrate and tail grades with different orders of magnitude. The ? parameter can be evaluated using available grade data from the design criteria or historical mass balances, in which the variability is typically unknown. Reconciled data from different Cu/Mo concentrators were employed to evaluate the effect of small numerical disturbances in the grade data on the mineral recovery estimation. Higher error propagation was typically observed for Fe. The Mo minerals presented numerical problems, mainly in second cleaners and in the first cell of rougher banks. Lower condition numbers were observed for Cu due to the higher flotation rates.Mass-balance data reconciliation without redundancy was evaluated for a typical Cu/Mo flotation circuit using relative error minimization. Significant relative errors in the mineral recovery estimation were obtained with nonreconciled data in ill-conditioned problems. Negligible improvements in the mineral recovery estimation because of the data reconciliation with regard to the nonreconciled approach were obtained in well-conditioned problems. In addition, the improvements in mineral recovery estimation by using Cu, Mo and Fe in the data reconciliation were nonsignificant with respect to using only the best-conditioned component in well- and ill-conditioned problems.Despite the effort in data reconciliation and data repetition, poor performance may be obtained in ill-conditioned problems, which can deteriorate the flotation rate characterization. The error propagation has a negative impact on the mineral recovery of the first cell, which may significantly bias the flotation rate characterization of both valuable and nonvaluable elements.IntroductionMass balances have been extensively used in flotation processes to determine the mass flowrates (production) and mineral recovery (efficiency) of valuable minerals. Simple relationships for steadystate processes based on the feed, concentrate and tail grades can be obtained by taking a black-box approach. However, the calculation of concentrate flowrates from different components of the system, such as size fractions, chemical elements or minerals, does not satisfy the mass-conservation principle because of measurement errors (Smith and Ichiyen, 1973; Romagnoli and Sánchez, 2000). Mass-balance data reconciliation allows for obtaining a unique solution that satisfies the total and component mass balances, making small adjustments to the process data and taking advantage of the information redundancy (Narasimhan and Jordache, 2000). This methodology, which is based on a constrained weighted least-squares minimization, has proved to be robust when measurement errors are normally distributed, in the absence of gross errors.Commercial software has been developed to conduct massbalance data reconciliation in flotation processes, including MATBAL (Algosys, 2002), BILMAT (Algosys, 2013), JKMultibal (JKTech, 2013), BILCO (Caspeo, 2013) and HSC Chemistry (Outotec, 2013), which accomplish the reconciliation using known data accuracy in the optimization problem. The data accuracy can be obtained by sampling a stream n times in a run, known as repeats, each with independent chemical assays. Some unmeasured variables can be estimated using the measuring redundancy and sensor location. At present, grade and flow rate sensors may be incorporated in flotation to conduct real-time mass balances. Anomalies of sulfur dioxide and other gases have been defined, by direct measurement, around various sulfide bodies. These readings were made (1) in soil gas and (2) in the atmosphere, from both ground vehicles and, to a limited extent, from helicopters. Test areas included porphyry copper and molybdenum deposits, sulfide bearing vein systems, pyrite zones associated with sandstone uranium accumulations, and pyrite-bearing mine dumps. Some of the deposits are covered by as much as several hundred feet of overburden or barren rock, while others outcrop, or have been exposed by mining operations. Depending on local conditions, background values of sulfur dioxide in soil gas and the atmosphere range from 1 to 15 parts per billion. Using present techniques, anomalous readings are recognized at approximately two times background. Apparent "depth penetration? on known deposits has ranged to several hundred feet. Readings have been made over known deposits from a helicopter and ground vehicle moving at up to 40 mph. The rate at which the survey may be carried out depends largely on the size and extent of the anomaly. The existence and magnitude of sulfur dioxide anomalies around sulfide-bearing deposits is a function of geology, target size, soil moisture, and climatic conditions such as temperature and temperature changes, barometric pressure, wind velocity, and precipitation. Industrial S02 pollution can effectively mask the presence of the anomalies sought.

In a high risk venture such as mining where capital is committed and contracts are signed on the minimum of information, decisions are based primarily on production forecasts derived through consideration of such factors as management-labor relations, mining practice, variations in physical conditions and the equipment applied. Among these factors, the physical conditions offer the least opportunity for control and, due to the wide range of mining conditions that may be experienced, little effort has been made to develop objective methods for measuring their effects on mine out- put. "Scrubbing both horizontal (drum) and vertical (attrition) are considered simple unit operations in the beneficiation of phosphate ores. In general, the operating conditions are fixed at high solids content based on the experience of the engineering or equipment manufacturing company responsible of designing this beneficiation step. Nevertheless, scrubbing is a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes, break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Therefore, it is considered that as high solids content as possible should be used to enhance particle-particle interactions (impact and rubbing) without taking into consideration the rheology of the system. However, scrubbing unit operations design requires studying the balance between the increase of particle-particle interactions with the cushion effect that may occur when slimes, clays and fines decrease the availability of free water increasing the apparent viscosity of the phosphate slurry up to that of a paste consistency. This paper presents data from laboratory tests to determine the best operating conditions for the design of these unit operations based on the highest P2O5 grade obtained with the lowest impurities for different size fractions. INTRODUCTION In the beneficiation of phosphate ores, unit operations such as horizontal scrubbing (drum) and vertical scrubbing (attrition) are considered simple unit operations. Therefore, little attention is given to the design of horizontal and vertical scrubbing during the basic engineering studies, and the detail engineering stage, the manufacturers recommending “standard” units and operating conditions based on their experience. Due diligence of several beneficiation phosphate plants at industrial scale indicates that a deficient scrubbing of the phosphate ore results in significant problems in downstream unit operations, such as classification, clarification, gravity separation, magnetic separation, flotation, dewatering, and filtration. Scrubbing is in fact a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes (clays and fines), break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Two phenomena occur, the particle-particle interaction (impact and rubbing), and the rheological effects of releasing significant amount of fines into the slurry. Therefore, high solids contents are recommended to enhance the particle-particle interactions, which may result in a change in the rheological regime of the system due to the slimes, clays, and fines decreasing the availability of free water. This increases the apparent viscosity of the system up to that of paste consistency resulting in a cushion effect that suppresses scrubbing. Under these conditions, not all fines are release and rejected (deslimed), downstream unit operations being affected by the release of clays, resulting in P2O5 losses."

The Natural Gas Act, of 1938, which put interstate pipelines under the jurisdiction of the Federal Power Commission, did not place a protective competitive shield around such companies - nor does any provision of the act guarantee them a profit. Natural-gas pipelines are competitive with each other and also with the coal and oil industries. Gas distributing companies must compete not only with the coal and oil industries, but also with the electric industry. Natural gas has captured markets from oil, which had taken them from coal. Oil men contend that gas prices have: been, held to an artifically low level by regulation. The electric industry is moving into the space-heating market, which pleases the coal people because the coal industry's largest customer since losing the railroads to dieselization has been the electric companies. The coal industry is attempting to monopolize the industrial and electric generating market through government intervention, and this is being done under the guise of concern for the national welfare through advocation of a "National Fuels Policy purporting to, further the cause of fuel conservation. Such a policy is contrary to American principles and would result in the individual's loss of freedom of choice and ultimately, in less reserves of preferred fuels because of diminished exploration efforts.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

The central Florida phosphate industry is not a recent development. The first phosphate mining occurred in approximately 1888 (1). Many of the original mining companies were "wildcat" operations operated with rapid phosphate extraction as the sole purpose and no long-term commitment to development. Many of the early pioneers were ill-equipped to mine phosphate at either a practical or economical level; as a result many of these early companies "folded" after only a brief period of operation. However, as these early companies went out of business, several large companies developed, expanded their mining territories bought up the folding companies and by 1903 (little more than 10 years after the first mines were started), approximately 37 of the original 60 mines were control- led by three major companies (1). In the early period, mining reclamation was nonexistent. The mined out areas were left to revegetate and reclaim "naturally" over the period of many years. Reclamation practices were only started relatively recently and the various reclamation techniques developed and used in the past have continued to be employed with varying degrees of success through the present time. The reclamation techniques used in the past and currently include land and lakes restoration, sand tailing reclamation, slime ponds reclamation and overburden fill.

"The Central Subway is Phase 2 of the San Francisco Municipal Transportation Agency’s (SFMTA) Third Street Light Rail project and will extend the existing Phase 1 initial operating segment from its current connection to the Embarcadero line at Fourth and King streets along Fourth Street to Market Street, under the Bay Area Rapid Transit (BART) and Muni Metro tunnels and then north beneath Stockton Street to Chinatown (Fig. 1).Total new track to be constructed as part of the Phase 2 work consists of approximately 734 m (2,410 ft) of surface track and 2,636 m (8,650 ft) of tunnels. The tunnels were constructed as twin, singletrack bores by two tunnel boring machines (TBMs) (Johnson, 2014) moving north from the southern end of the launch box under the I 80 freeway between Bryant and Harrison streets. North of Chinatown Station the TBMs continued another approximately 683 m (2,240 ft) to a retrieval shaft near Columbus Ave. at Washington Square. The project also includes five cross passages to connect the two tunnels, and three underground stations (the Yerba Buena/ Moscone Station, Union Square/Market Street Station and Chinatown Station.)Excavation of the twin tunnels was performed with two TBMs, with both TBMs driving northward from the launch box. TBM excavation was performed such that the location of the machines was staggered to separate the active excavation faces by a minimum of 91 m (300 ft) between headings. This minimum separation was maintained until the first TBM arrived at the retrieval shaft plug, at which time the separation requirement was relaxed.Excavation began with the “southbound” (SB) tunnel which will ultimately accommodate the southbound TBM light rail trains followed by the second TBM in the “northbound” (NB) tunnel. With the completion of the drives in June 2014, cross passage excavation then began and was completed in April 2015. Overall, construction of the Central Subway tunnels was a success considering the nature and complexity of the project. Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition, and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

In 1973, the United States production of marketable phosphate rock set a record in excess of 42 million tons. This production rate is expected to continue to increase, due to the growing international requirement for fertilizer, at a rate exceeding 5% per year well into 1977. This trend contrasts sharply with the reduced phosphate rock production levels of the 1966 - 1971 period. The natural consequence of this growing phosphate rock market is an evaluation of the variety of means whereby plant capacity can be most effectively increased. One approach toward increased plant production capacity is through large capacity flotation cells provided they can be successfully applied to the recovery of the relatively coarse product which is characteristic of the phosphate rock feed. This paper will summarize the results of a nine month evaluation test program, conducted at the Haynesworth Mine at Bradley, Florida in which the flotation circuit "specific capacity" (tons feed/ft.2 floor space) and "specific input power" (Hp/ton feed) were determined, and the feasibility of achieving economically acceptable concentrate grade and recovery levels was demonstrated, using large, high capacity, flotation cells.

"Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the US. More accurately, those explosions were methane ignitions that propagated through the mines due to coal dust involvement; despite current explosion prevention standards. There are 4 basic strategies employed to manage the risk of coal dust explosions in many other coal mining countries around the world: removal of the coal dust, wetting of the coal dust to prevent it from becoming airborne, mixing of the coal dust with stone dust to increase the total incombustible content, and explosion activated barriers which make the entire roadway inert. However, American standards only mandate the first 3 of these 4 methods. It is possible that US coal mine safety measures could benefit from the implementation of the 4th method, the use of explosion barriers. This paper will discuss differences/similarities in barrier regulations used in other countries, as well as some potential difficulties with adapting a stone dust bag barrier system to US underground coal mines. Also, details and feedback gathered from two operating mine site trial barrier installations will be shared.INTRODUCTION Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the United States (US); 29 miners were killed at the Upper Big Branch mine in 2010, 5 at the Darby Mine No. 1 in 2006, 12 at the Sago Mine also in 2006, and 13 at the Jim Walter No. 5 Mine in 2001.[14] To be more accurate, the explosions that killed those miners were methane ignitions that propagated through the mines due to coal dust involvement.[18, 19, 20, 21] These deaths occurred despite current explosion prevention strategies, standards, and regulatory oversight. This poses the question, can more be done in the US to prevent coal dust explosions and their widespread damage. In review of current practices and regulations from several large coal mining countries, a disparity in prevention strategies arose. The main difference between the US and other countries was that the US does not encourage, mandate, or regulate the use of explosion barrier systems as an additional coal dust explosion mitigation measure. This raised many questions. First and foremost was whether or not the US coal mining industry and its miners could benefit, in terms of safety and fatality prevention, from the implementation of the explosion barrier systems that are used in other countries. Furthermore, are there significant differences between the coal mines in countries where explosion barriers are used and US coal mines, which would preclude the system from being adapted and implemented in the US? Also, what are the similarities and differences in explosion barrier systems, use, and regulations between other countries that use them?"

The Federal Bureau of Mines has developed a chlorine-oxygen leaching technique for the recovery of metal values from lead-zinc sulfide concentrates. Lead, zinc, copper, cadmium, and silver extractions are in the 95- to 99.9-percent range. During leaching, the zinc, copper, cadmium, and silver are solubilized as metal chlorides, and lead is converted to insoluble lead sulfate. The iron contained in the concentrate is converted to insoluble iron oxide, and a majority of the sulfide is converted to elemental sulfur Minor metals such as copper, cadmium, and silver are recovered by precipitation with zinc dust. Zinc is then recovered from the purified zinc chloride solution by evaporation to dryness; the lead is recovered from the leach residue by brine leaching and crystallization to produce lead chloride. Recovery of zinc and lead metals by fused-salt electrolysis of the chlorides is being studied separately.

Rare Earths: Understanding The United States complete failure of status and relevance in Rare Earth Oxides, Elements and Alloys. Although rare earth oxides are strategic and critical in their own right, elements and alloys are even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any Heavy Rare Earth Elemental or Alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. Mine worker exposure to respirable coal dust and silica dust can result in coal workers’ pneumoconiosis and silicosis which are occupational respiratory diseases that have no cure and are ultimately fatal. In 2021 the Mine Safety and Health Administration reported just over 11,000 operating metal/nonmetal mines with the potential for silica dust exposure for just under 200,000 miners. The National Institute for Occupational Safety and Health (NIOSH) conducts respirable coal and silica dust research associated with mining through its Office of Mine Safety and Health Research. NIOSH respirable coal and silica dust research began under the U.S. Bureau of Mines (USBM), which initially examined silica dust, progressing to include coal dust, with a stronger focus after 1969 with the passage of the Federal Coal Mine Health and Safety Act. A review of extramural research to develop real-time respirable silica dust monitor is presented along with a brief history of silica dust regulation.

Highwall mining, which is a relatively new mining method, is a preferred and often the only feasible method for extracting coal reserve left by surface mining operations in areas with steep terrain and in closely spaced thin coal seams. Though its safety record is comparable to that of surface mining, failures of mine structures in highwall mines, especially the highwall, have occurred. Methods for the systematic designing of highwall mines to meet the safety and operational challenges are still evolving. This paper presents the results of research into improving the existing design methods and developing new ones for highwall mining operations. The design methodology is aimed at ensuring structural stability of the highwall, roof, web and barrier pillars and preventing subsidence. It takes into consideration the major ground control challenges of soft and layered mine roofs, and interactions from mining closely spaced coal seams. An optimization design process applying a pressure arch concept can be incorporated to improve the recovery rate of coal reserve. A computer program based on the design methodology was developed.

Blockchains are one of the prominent disruptive technologies that are being implemented in several disciplines. The application of blockchains in the mining and mineral industry can provide utility for several processes especially when the industry is undertaking digital transformation. The governing principles of blockchain technology are applicable in undertaking transformation in several processes within the mining industry. This study investigates the applications of blockchain technology within the realms of the mining industry and identifies key areas of implementation. A systematic review of publications on academic platforms relating to blockchain technology in the mining industry did not retrieve a considerable number of articles. Consequently, a thorough review of white papers and articles authored by individuals on use cases within the mining industry is compiled and presented in this manuscript. This paper identifies all the potential areas within the mining industry where blockchains could provide value and improve processes through their implementation. The broad area of implementation of blockchains includes supply chain, traceability in spare parts, contract management, regulatory compliance, and cyber security.
