This chapter deals with the Mine Safety and Health Administrations's (MSHA] concern and obligations with regard to asbestiform minerals. Asbestiform minerals are defined as the magical group of hydrated, silicate minerals that possess a fiberlike structure capable of being woven into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps, made about 430 BC, with in- combustible wicks of Carpathian flax. The Ro- mans used asbestos as cremation clothes to con- serve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (Lanza, 19381. Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Both wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages. Today, with the use of modern technology, asbestos products have been greatly exploited. The asbestos output has increased over a hundredfold in the past 70 years. World production has jumped from 454 t/y (500 stpy) in 1900 to 4.5 Mt/y (5 million stpy) in 1978. An increase in health problems for asbestos workers accompanied this increased usage. However, it was not until the modern era that the association of asbestos with chronic respiratory disease was rediscovered. Reports were published at the turn of the century documenting the effects of asbestos exposure on textile workers. One such report in 1907 by H.M. Montague Murray described the post mortem findings on a 34-year- old carding machine operator. Murray de- scribed the lungs as showing extensive diffuse pulmonary fibrosis spicules of asbestos. Subsequently, more reports of pulmonary fibrosis following inhalation of asbestos were published, including an epidemiological study of asbestos miners in 1930 (Merewether and Price, 1930), at Thetford, Que., Canada. This study took place at the mine 52 years after large-scale mining of asbestos had begun. But, the cancer- producing potential of asbestos was not established until 1949 when a report by Merewether in England described an excess of cancer of the lung and pleura [the lining of the lungs) among individuals dying from asbestosis (Merewether, 1949). In the past decade much attention has been focused on asbestosis, mesothelioma, and bronchogenic carcinoma, as the three major biological effects associated with asbestos ex- posure. Parenchymal and pleural asbestosis is a fibrosis in the substance of the lung with thickening and often calcification of the membranes lining the thoracic cavity. Mesothelioma is a malignant tumor of the membranes lining the thoracic or abdominal cavities, and bronchogenic carcinoma is a cancer of the lung tissue itself. These diseases occur in various degrees and combinations. The severity and occurrence of these biological effects are directly influenced by conditions such as dose response relationships, intensity of exposure, duration of exposure, lapse of time since initial exposure, and cigarette smoking. Numerous studies indicate that the relationship between these conditions and the incidence of disease is proportional. Congress has recently concluded (Congressional Record, 1979) that, "exposure to asbestos fibers has been identified as significantly in- creasing the incidence of cancer and other severe or fatal diseases such as abestosis." Congress conveys its concerns for the safety and health of the nation's miners through the Federal Mine Safety and Health Act of 1977 in which it gave MSHA the authority to set safe

The Mesquite mine is being operated by Gold Fields Operating Co.-Mesquite, a subsidiary of Gold Fields Mining Corp. The mine Is located in southeastern California about 56 km (35 miles) east of the farming community of Brawley, California. The mine has been in commercial production since early 1986 and Is a conventional open pit mine developed on 6.1 m (20 foot) benches. The gold is recovered by heap leach using permanent heaps built in multiple 6.1 m (20 foot) lifts. This year's gold production will be in the range of 5,600 kg (180,000 troy ounces). Current ore production is about 18,140 tonnes (20,000 tons) per day while the total tons mined Is averaging 65,000 tonnes (72,000 tons) per day. The climate at the mine is extremely arid with rainfall of 7.6 cm (3 inches) per year. From early May until late October daytime temperatures generally exceed 37.8 degrees Celsius (100 degrees Fahrenheit) and can be as high as 37.9 degrees Celsius (120 degrees Fahrenheit).

Introduction Minicomputers have been gaining acceptance in mining. Low cost interactive processing and plotting can now be controlled by geologists or engineers needing rapid solutions and specialized mining software in formats that allow noncomputer personnel to readily interact with computer processes. User-oriented programs maximize the use of interactive display features and graphics, as shown by the HP9845 minicomputer, a unit with portability, processing power, graphics capabilities, capacity, and peripherals such as plotters, digitizers, disk drives, and printers. Application Coal exploration projects require that much effort be spent determining coal volumes within trial pit limits. This determines a prospect's viability and potential. Adapting volume calculations to a computer has been limited, since it was difficult to create reasonable representations of complex coal seam geometry with a digital process. So many of the simple mechanical procedures needed to produce pit reserves are still performed manually by geologists and engineers. But with new minicomputers and their interactive graphics, it is now practical to accurately model complex structures without tedious calculations. GEOSEM (Geomin Seam Oriented Exploration System) is a computer system designed to analyze coal prospects. The system shows how a coal prospect, with complex geology, can be quickly analyzed, modeled, displayed, and evaluated for mineable reserves. Its interactive graphics allow rapid visual presentation of data, high-speed tabular reports, and precision plotting. The system is most effective when used by a geologist or engineer who selects the required operations and specifies relevant parameters via screen and keyboard interaction. Rolling Hills The Rolling Hills prospect represents a typical Rocky Mountain coal deposit. Enough geological interpretation has been done to show a complex system of block faulting with coal seams following synclines of stratified lithologies. With the completion of initial drill hole exploration, questions arose concerning coal volumes and strip ratios involved with various pit limits. Quality information had been gathered on the coal intercepts. It was decided that coal vol¬umes and pit designs were of prime importance. The objective was to enter and display data, create a computer model based on interpretation, develop pit designs, compute seam/ waste volumes, and report various contents. The project, begun by entering data in the GEOSEM system, was completed in several days. Data Entry For modeling, the prime information was seam identity and drill hole intercept. Other information-rock type, Btu rating, and percent of ash, sulfur, and moisture-was also available. It, too, was entered into the data base through the computer keyboard and then reported, verified, and corrected. Various reports can be produced, according to user specified sort parameters. For example, from an analysis of available data, only 14 intercepts could be found with Btu value greater than 8000 and sulfur content less than 0.4%. The sort option can also be used prior to entry into the analysis routines. Data Analysis Though the objective was to create a seam model and compute reserves, it became necessary to project quality information into unsampled areas. Statistical analysis was then war-ranted. A typical analysis correlated the lack of relationship between percentage of ash and Btu. Although histograms were also produced, these typified a lack of samples and "ragged" distributions. A geostatistical analysis was also applied, showing the results of computing a 2-D variogram on the largest coal seam. Results showed an average range of 18 m, with a poorly defined variogram. Data Display and Drafting Scaled plans and sections were required so seam locations could be compared to hand drawn interpretations and drill coordinates verified. At the same time, topography could be interpolated from collar elevations to determine whether surface control points were needed for better definition. In addition, a new set of 50 final-scale drawings were required, showing new drilling information. By using the computer screen as a "scratch pad" device, various sections were displayed and then plotted on a drum plotter at the desired scale for overlay on original sections. A process for the combined chemico-biological removal of iron present as oxide minerals in different mineral raw materials (quartz sands, kaolins, clays, etc.) was developed. In the process, mineral raw materials are leached at about 90 °C with lixiviant containing microbially produced oxalic and hydrochloric acids. The leaching is carried out in mechanically stirred acid-resistant reactors for periods of from 1 to 6 hours, depending on the iron content and the forms of iron in the raw materials being leached. The iron contents of some sands treated by this method were lowered from levels that were in the range of 0.035% to 0.088% Fe2O3 to less than 0.012% Fe2O3, making them suitable for the preparation of high-quality glass. The iron contents of different kaolins were lowered from levels that were in the range of 0.65% to 1.49% Fe2O3 to levels in the range of 0.44% to 0.75% Fe2O3. As a result, the whiteness was increased from values of 55% to 87% to values of 86% to 92%. The iron content of clay was lowered from 6.25% Fe2O3 to 1.85% Fe2O3, and this increased the “fireproofness" of the clay from 1,670°C to 1,750°C. A similar process was used for the leaching of aluminum from aluminosilicates, mainly clays and kaolins. However, in this case, the microbial fermentation fluid containing citric acid was acidified by means of sulfuric or hydrochloric acid or by means of different mixtures of mineral acids. For enhancing aluminum solubilization, the aluminosilicates were heated before leaching at 600° to 650°C for 1 to 2 hours. Over 90% of the aluminum present in different clays and kaolins were leached within 3 to 6 hours. "Silicate " bacteria related to the species Bacillus circulans were used to leach silicon from low-grade bauxite ores containing aluminosilicates as impurities. The bacterial action was connected with the degradation of the mineral structures (by means of microbial metabolites such as organic acids and exopolysaccharides), as well as with the selective separation of the rich-in-aluminum fine fractions, which were retained by the mucilaginous capsules of the bacteria. The solid residues after treatment were characterized by higher values of alumina and silicon module (A1203: SiO2 ratio), and they were suitable for processing by means of the Bayer process for recovering aluminum. The bending strength and other ceramic properties of kaolins were improved by contact with well-developed cultures of "silicate" bacteria. The improvement was caused mainly by bacterial metabolites (exopolysaccharides) that acted as resins during drying.

INTRODUCTION The attempt to interprete lung cancer incidence caused by inhaled radon decay products in items of radiation dose raises the question of the relevant dose. The various dosimetric approaches published by now are characterized by an increasing complexity in the structure of the models used. Ranging from organ doses to microdosimetric specific energy distributions in the cells at risk, a significant trend from the macroscopic to the microscopic scale can be observed. Since tumors originate preferentially in the basal cells of the lobar and segmental bronchial epithelium, these cells are regarded as the critical target for inhalation carcinogenesis. The evaluation of basal cell doses is, therefore, the main objective of lung dose assessments. Various dosimetric models have been published in the past (Altshuler, Nelson and Kuschner, 1964; Haque and Collinson, 1967; Harley and Pasternack, 1972; Hofmann, Steinhäusler and Pohl, 1979, 1980; Jacobi, 1964; Jacobi and Eisfeld, 1980; James , Greenhalge and Birchall, 1980). Due to incertainties of physical and biological parameters involved and the application of different anatomical and physiological models the claculated doses are varying up to one order of mangitude. Independent of the choice of these dosimetric models applied to the calculation of lung doses, deposition, clearance and resulting dose are affected essentially by the properties of the inhaled aerosol as well as by personal characteristics. Both the properties of the exposed individual as well as of the inhaled environmental atmosphere have to be considered in radiation protection. It is the main objective of this paper to illustrate the influence of both parameter sets on basal cell doses by varying the above parameters. PERSONAL CHARACTERISTICS Though it might be more convenient for radiation protection calculations, the biological "man" cannot be represented by a uniform standard man. In Tab. 1 these personal characteristics which cause the variability of man are listed together with the region of their effectiveness. In the following the influence of these parameters will be discussed with regard to lung dose assessments. Besides these factors the great biological variability of all anatomical and physiological parameters involved as well as pathological alterations due to lung diseases cause additional variations in lung dosimetry. [ ] Age Age can be considered as the most important personal factor influencing the anatomical structure of the lung between birth and about 15 years of life. This period is characterized not only by an enlargement of already existing respiratory units but also by structural changes. Besides these anatomical alterations deposition is strongly dependent also on respiration parameters, such as tidal volume (TV) and respiratory frequency (RF). Whereas RF decreases with progressing age in an exponential manner, TV increases significantly resulting finally in a growth of the respiratory minute volume (RMV). Also mucus clearance in the infant might be more effective than in the adult, though no reliable experimental data are available. Superposing all these age-dependent changes mean basal cell doses are higher for children by about a factor of 2 than for adults living in the same radioactive environment (Hofmann, 1981). In the adult the following alterations of respiration standards with age are reported: total lung capacity diminishes with age, functional residual capacity is unchanged or increases with age and the dead space rises slightly with age (ICRP, 1975). The influence of these lung capacities on deposition, however, can be regarded as insignificant. Due to the ageing process mucus velocities my be considerably smaller in older people. This effect can also be superposed by the simultaneous influence of ciliatoxic effects of cigarette smoke and air pollutants or other bronchial diseases. Since the lower age limit for occupational exposure is about 18 years, age can be disregarded in the uranium mining industry for the determination of radiation doses, though lung cancer induction is significantly dependent on age.

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. INTRODUCTION The continuous mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker's Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982). One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Elorgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cy to toxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le ?oux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly . Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles , of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). The Stillwater pt-pd mine and flotation mill are located about 130 km (80 miles) southwest of Billings in Stillwater county, M6ntana~ The pt-pd ore zone stretches about 43 km (27 miles), but varies in thickness from 0 to 6 meters (0 to 20 feet, but generally 3-6 feet) and dips 55-90,degrees from horizontal. The ore is hosted in basic, layered igneous rocks containing about 1% sulfide minerals which include chalcopyrite, pentlandite, pyrrhotite, and minor pyrite. The pt-Pd minerals are intimately associated with these sulfide minerals and are found as precious metal sulfides, tellurides, bismuthnides, and arsenides as well as native Pt metal. Approximately 90 different precious metal minerals have been found, but about 80% of the pd is in solid solution in the pentlandite. The ore assays about 0.1% Cu, 0.1% Ni, 6.2 g Pt/tonne (0.18 Troy ounce Pt/short ton (opt)), 21.3 g Pd/tonne (0.62 opt Pd), 0.21 g Au/tonne (0.006 opt Au), and 0.21 g Rh/tonne (0.006 opt Rh). The ratio of pd to Pt in the Stillwater ore and concentrates is about 3.5.

With an ongoing concern for safety and health in the workplace, NYCO® requested three medical evaluations be undertaken to study possible health hazards of wollastonite. Two of the evaluations were conducted by the National Institute of Occupational Safety and Health (NIOSH). One was in 1976 (Ref. 1), and the second in 1982 (Ref. 2). The aim of the two studies was to answer the following two questions: 1. Do wollastonite workers exhibit more respiratory abnormalities than workers not exposed to wollastonite? 2. Is there a relationship between prevalence of respiratory abnormalities and accumulated expo-sure time to wollastonite?

The idea of automatic or remote control of the mine ventilation process generally, and methane concentration particularly, attracts the attention of mining engineers more and more. The advantages of introducing mine ventilation control systems are breaking traditional reluctance. The change of attitude is not only because of the requirements of modern exploitation technology, but it is also due to the recent progress in development and successful introduction of reliable monitoring systems and actuators in the form of controlled ventilators and doors [1]; [2], [3], [4], [5], [6]. Many 'years of theoretical and experimental studies of the dynamics of mine ventilation processes created the needed base for a proper design of an automatic control system [7],[8],[9], [10]. From these studies must, however, be drawn a fundamental conclusion, which may be regarded as the motto of this paper: An automatic control system for mine ventilation ill-conditioned or improperly designed is capable of creating hazard situations in response to random disturbances, much more, severe in consequence than a traditional ventilation system without any automatic or remote control! This statement is easy to prove if the dynamic properties of the ventilation process are taken into consideration. The ventilation process, as a matter of fact, is described by non-linear equations, and it must be expected that the process has more than one state of equilibrium. In other words, in the ventilation process may exist not only one but also more than one steady-states of flow, of which some are stable and others unstable. In certain circumstances, there may be no steady-state at all, and the process will oscillate [8], [11] , [12] . The state of flow in a network tends towards a steady-state and the actual steady-state established will depend on the initial conditions or disturbances in flow (fire,. etc.), which steady-state from the total number that will be . We frequently observe jumps from one steady-state to another. Disturbances in flow conditions which may cause such transitions are events of random character, occurring very rarely. Concluding, it must be stressed that there has to be a control system adjusted to the ventilation process in order to avoid situations mentioned above. There is only one alternative available and suitable for examination or study of the dynamics of a given mine ventilation problem: either by continuous monitoring of the real process, or numerical simulation of the process using a mathematical model. The advantages of the second method are obvious. This method allows consideration of every possible case very quickly and cheaply in relation to the first method. The aim of the paper is to show again that the simulation of the mine ventilation process and particularly a methane concentration process, separately or combined together with a control system, are real possibilities. A simulation method requires precise specification of the problem under consideration. For example, if we intend to examine a methane-concentration control system, the following items have to be specified: - expected target function of the control system. - structure of the control system. - mathematical model of control system, including sensor system, data preparation system, controllers, decision routine, regulators, etc. - structure of mine ventilation network. - mathematical model of ventilation process, including air flow and methane concentration processes. - pattern of disturbances which may occur in the controlled process as well as initial conditions on a 'start-up' of the system. Using typical computer programs for numerical solution of equations in the mathematical model of the problem involved, we are able, within the adequacy of the model, to simulate every case specified by the disturbances and initial conditions. As a result of simulation, it is expected that the following parameters could be defined: - transient flow in the network. - transient state of methane concentration in working areas. - stability of flow and methane concent¬ration. - stability of the control system. - range of control. - efficiency of control, etc. It is obvious that simulation methods readily allow for modifications to existing systems such that desired results will be obtained. The successful selection of a slurry pump depends on the accuracy and completeness of the information provided for the application. Inaccurate or incomplete information can result in incorrect pump selection and / or operational problems. Some information is more critical to the selection process than other information. A full description of the slurry (liquid -solid mixture) including the particle size distribution and maximum concentration, the flow, head and NPSH requirements are most important for successful slurry pump selection and operation. Common problems resulting from improper slurry pump selection will be discussed to illustrate the need for correct selection requirements.

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties because it doesn't have the financial resources to pay for the development costs from its own funds and doesn't have the financial strength which will enable it to borrow the money needed for development. However, with a little imagination and the right set of circumstances, a financing can be arranged for the small mining company. This paper is an attempt to describe the fundamental steps on how such financing can be obtained --in other words--what is required to provide ad- equate capital at a low cost for developing and bringing a mining property into production. Innovative financing follows from this. The basic keys for building and maintaining a successful mining company are "the four M's": Management, Market, Mine, and Money. The writer believes their order of importance is as presented and each is a building block required in order to obtain the type of financing that best suits the borrower and lender. MANAGEMENT Management must be experienced, highly organized, realistic, able to take advantage of opportunities and fulfill promises. Mine financing requires a variety of skills and concentration on the part of management. Management should have a thorough understanding derived from experience in geology, construction, mining and metallurgy and environment, marketing, and financial matters. Management must realistically visualize what will be produced at what cost and truly evaluate the risks associated so the proper security can be correctly designed. Since risk cannot be eliminated, the objective of management is to identify the risk which will be present in a given venture and assess the level of that risk which will be acceptable to the firm. Generally the risk which is present is subject to little or no modification. After management identifies and measures the acceptable risk the firm will proceed in a way that it will be least exposed. Management must determine its long-term objectives and strategies within the context of a constantly changing world. This question must be addressed before examining the sorts of risk which affect the development and operation of a specific property. The compilation and interpretation of "hard data" by competent people is good to a point but the experience and instinct of seasoned individuals are the important factors in management choosing a long-term direction for the corporation. The attitude towards risk greatly affects the goals of the corporation. Major risks in a mining project can be placed in four categories: 1. Market - Price, demand, substitution. 2. Costs - Capital, operating, financial. 3. Regulation. 4. Taxation. The feasibility study for a project is the fundamental tool used in the management of risk. Management should employ an experienced team with an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of realism is built into all levels of the study and if the project is technically feasible, the company's hurdle rate is then used to discount the base-case project cash flow in order to determine its financial viability. Understanding the geological significance of the mineral deposit is critical. There should be strong interplay among the pure regional geologist, the detailed mine geologist, the mining engineer, and the metallurgical engineer. The collaboration among these different disciplines will yield a feasibility study that is more reliable. The essence of this work must be appreciated and understood by the executives planning the financing. It is vital that they thoroughly understand the risks and make the proper risk assessments to cope with our rapidly changing market environment. Projecting future revenue values is paramount and is subject to much estimation. One way to mitigate fluctuations and the risk of falling prices is by selling production for future delivery. MARKET Since mining is a worldwide industry it is mandatory that bankers be aware of what is occurring in the marketplace, both foreign and domestic. Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. "Double Shield TBMs can be used in fast track projects for accelerated completion where there is limited information available on ground conditions and there are possibilities of encountering weak ground and shear zones. As such, the shielded TBMs are the primary choice of the machines in long tunnels, but face the possibility of entrapment in squeezing ground, which entails long delays and major risks. This paper examines the possibility of using ground improvement methods to increase ground strength, and thus, increase the capability of the machines to cope with squeezing ground conditions. In this study, 3D finite difference simulation of a shielded TBM in squeezing ground was performed to estimate the operational parameters including required thrust to get a machine out of an entrapment. This analysis was also used to evaluate the possibility of preventing machine jamming by the implementation of pre-excavation ground improvement to increase the strength of the ground. INTRODUCTION In order to face adverse tunneling conditions especially using a shielded TBM in squeezing ground, new shield designs, with extra thrust and torque, step shield geometry with reduced shield diameter from front to the back, and conical shape shields have been used. In addition, many of the new machines have the capability to implement ground improvement at distances up to 50 m ahead of the face in order to reinforce the ground and further increase in their chances to cope with squeezing ground conditions. While these features have been added to the machine, there has not been a thorough evaluation of their impact on improving the chances to avoid machine jamming in weak rocks at high depth, which is conducive to rapid convergence of the ground."

The Pyke asbestos deposits were discovered by Kennecott Explorations (Australia) Pty. Ltd. in 1969 during the course of base metal exploration on the South Island of New Zealand. Extensive occurrences of chrysotile asbestos were found associated with the Red Mountain ultramafics in the headwaters of the Pyke River, and to the north and south along the ultramafic belt for a distance of 70 km. Surface evaluation and drilling by Kennecott in 1970 and 1971 identified numerous small deposits of good grade fiber in the Little Red Hills between the Pyke and Barrier Rivers. Additional drilling and three adits have been completed by other companies since that time. The property is presently held by Lime and Marble, Ltd., of Nelson, New Zealand, and Kennecott Explorations (Australia) Pty. Ltd. This chapter presents the regional and local setting of the asbestos deposits, including the geology and nature of mineralization. In addition, the exploration methods used by Kennecott in the discovery and evaluation of these deposits are outlined. Subsequent work by other companies is mentioned, but not de- scribed in detail. This subsequent work did not alter Kennecott's conclusions or produce any serious changes in the interpretation of geology and mineralization. The author acknowledges the contribution of the many employees of Kennecott Explorations (Australia) Pty. Ltd. who have been involved in the project. In particular, thanks go to Ramon Farmer, N.G. Corner, and A.W. McConie, who were responsible for completion of field work and reporting on the project. REGIONAL SETTING Ultramafic rocks on the South Island of New Zealand are thought to be Permian in age and occur between crystaIline and metamorphic continental rocks of Precambrian through Cretaceous age in the west, are thought to have once been part of the Antarctic subcontinent, and the extensive geosynclinal graywacke deposits of the Mesozoic New Zealand geosyncline in the east. They consist of the Dun Mountain ultramafics, a 130 km long segment of ultramafic rocks located at the north end of the South Island, and the Red Mountain ul- tramafics that occur in a zone 200 km long in the south half of the South Island as shown in Fig. 1. These two belts, once contiguous, have been offset a distance of 560 km by the still active Al- pine fault, which is analogous in character and offset to the San Andreas fault of the United States. The ultramafic rocks occur within a sequence of Permotriassic volcanic and sedimentary rocks that probably formed at the eastern margin of the continental plate. The ultramafics appear to be tectonically emplaced between Permian lithologies in the Dun Mountain belt (Coleman, 1966), and at the base of or between Permian volcanics and sediments in the Red Mountain belt. The Permotriassic ultramafic volcanic sequence of the Red Mountain ultramafic belt appears to be a typical ophiolite sequence. Ultramafic rocks, mixed mafic intrusive rocks and volcanics, volcanic rocks, and volcanoclastic sediments occur in apparent superposition from east to west in the area of Red Mountain. Farther south, ultramafic rocks are associated with basaltic volcanic rocks and some sediments, and still farther south are emplaced entirely in sediments. These structural compIications of the normal ophiolite sequence have resulted from the coincidence of Permian subduction, early Mesozoic extension and sedimentation, and Cretaceous subduction along the same plate margin (Landis and Bishop, 1972). High-calcium limestone has been intermittently produced from the Monarch quarry since the late 1800s. Initial production was used in sugar processing and for a smelter located near Salida, Colorado. During the 1920s, Colorado Fuel and Iron Company (CF&I) began to exploit the deposit as a source of flux stone for its blast furnace steel operations at Pueblo. The deposit was operated for many years as a captive quarry by CF&I. In 1984, CF&I closed the quarrying operations at Monarch; flux stone was no longer required since the blast furnaces were taken off line in 198 1. In 1994, Colorado Lime Company, a subsidiary of United States Lime and Minerals, Inc. acquired the property. Limestone was mined from the Castle Butte Member of the Leadville Limestone (Lower Missippian). Some high- magnesium dolomite was also mined during WWII from the Redcliff Dolomite Member which directly underlies the Castle Butte. Past production was from both an upper and lower quarry at elevations ranging from 10,000 to 11,000 feet (3,048 m-3,353 m) mean sea level (m.s.1.). The reserves at Monarch quarry are in a dip slope deposit, occupying the northwest slope of Monarch Hill. The structural geology of the deposit is complex on both a region- al and mine scale. The reserves are located on the eastern limb of the Syncline Hill syncline. The beds on this limb of the structure strike to the northeast and dip to the northwest from 30 to 45 degrees. A major reverse fault separates the reserves into an upper and lower deposit. Numerous smaller normal and reverse faults cut the deposit, requiring a flexible mine plan. At the Monarch quarry, the Castle Butte Member con- sists of two stratigraphic units. The Upper unit (Mlu) is a thick-bedded, fine-grained crystalline dolomitic limestone from 0 to 300 feet (0-90 m) thick. The unit generally has an Si02 content of less than 4 percent. A bedded chert horizon and a karst horizon at the base of the unit locally raise the Si02 content as high as 20 percent. The underlying Quarry Stone unit (Mlq) is a light-gray, massive, bedded, calcilutite/micrite limestone from 90 to 130 feet (27-40 m) thick. The Quarry Stone unit is remarkably uniform chemically throughout it's entire thickness. Average analysis is CaC03 - 95 percent, MgC03 - 3.5 percent, and Si02 - 0.5 percent. The Footwall dolomite unit (Mld) of the Redcliff Member of the Leadville Limestone is a dark gray to black, blocky, medium-to-thick-bedded, calcilutite/micrite dolomite from 150 to 180 feet thick (46-55 m). The upper 100 feet (30 m) of the unit is a low-silica facies with an average Si02 content of less than 0.5 percent. MgC03 content is con- sistent at 39.8 percent throughout the upper 50 feet (15 m) of the unit but varies from 15 percent to 39.8 percent in the lower portion (50 to 100 feet [15-30 m]) of the low-silica facies. The lowest portion of the unit, 100 feet (30 m) to base of unit is high in silica and is not considered chemical grade. Current in-place, surface-minable reserves at the quarry are estimated to be 14 million short tons (st) (13 million metric tons [mt]) of limestone and 50 million st (45 million mt) of dolomite. A 1.4 million st (1.3 million mt) stockpile of finely crushed limestone is also present on the property. Colorado Lime is presently processing approximately 2,000 st (1,800 mt) per month from the crushed limestone stockpile. This material is pulverized and sold to underground coal mines for use as rock dust, some of this product is also used for environmental purposes. Limestone mining is scheduled to resume in spring of 2000.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983. In a long term toxicology study SPF, F-344 rats were exposed 6 hours/day, 5 days/week for up to 24-months to a special test toner at 0, 1 (low), 4 (medium), and 16 (high) mg/m3, or Ti02 at 5 mg/m3, or Si02 at 1 mg/m3 by the inhalation route. The test toner was composed of about 90% random, high molecular weight acrylic copolymer and 10% high purity, medium color, furnace type, carbon black. It was enriched in fine particles such that the respirable aerosol concentrations (ACGIH) were to 0, 0.35, 1.4 and 5.6 mg/m3. There were no effects of exposure on survival, causes of death, body weight, food consumption or clinical chemistry and hematology parameters. There was no evidence for systemic or upper respiratory system toxicity as all of the changes were restricted to the lungs and associated lymph nodes. The lung tumor frequencies in the control (air and Ti02) and toner exposed groups were comparable. There were no changes at the low exposure level, which is the most relevant in regard to potential human exposures. The lung changes at the high exposure level consisted of decreased alveolar clearance, increased toner retention, increased lung weight, chronic inflammation, decreased pulmonary function and a moderate degree of focal fibrosis in all animals. The changes in the middle exposure level were smaller in magnitude than at the high level, and a very slight degree of fibrosis was found in 20% of the animals. In a follow-up investigation, female F-344 rats were exposed to one of three toner concentrations; control, low (10 mg/m3) or high (40 mg/m3) for 13 weeks followed by five, 13 week observation intervals. At the low exposure level, slight clearance retardation and modest inflammatory changes were observed at the end of exposure. They returned to normal values within six months post-exposure. In contrast, at the high exposure level, increased lung weight, decreased alveolar clearance and a disproportionate increase in toner retention, as well as an inflammatory response, were noted, which persisted throughout the post-exposure interval. While no significant histopathological changes were noted at the end of exposure, a very slight degree of fibrosis was observed in all of the animals in the high exposure group, after 65 weeks of observation. All of the above alterations are ascribable to "lung overloading", a generic response to excessive amounts of any dust retained in the lungs for a prolonged time interval. Published accounts in the toxicology literature document that long-term inhalation of large quantities of even innocuous particles such as Ti02, carbon black, petroleum coke, toner, and other polymeric and insoluble materials has resulted in a spectrum of generically similar pulmonary changes. Scaling of the rat-data, using 1 mg dust/g of lung as a threshold for "lung overloading", normal ventilatory parameters and 300-500 day human retention halftimes project "lung overloading" upon long-term exposure to insoluble respirable dust above 0.2-0.33 mg/m3. Other types of information are consistent with an exposure limit in the range of 0.4-1.0 mg/m3 for respirable dust. The absence of definitive toxicology data in support of the current OSHA respirable nuisance dust limit, coupled with the lack of sound epidemiology data, indicate the need to reexamine the validity of the current nuisance dust health standard.

Although fraught with problems of completeness and comparability, statistical measures of mineral exploration in the United States point downward for 1985 and 1986. Exploration expenditures in the US domestic and Canadian companies have dropped steadily from a 1981 peak of about $400 million to about $190 million in 1985, according to a recent survey of exploration statistics by the Society of Economic Geologists (SEG). These totals have been adjusted to account for differences in the estimated coverage of exploration activity by each year's SEG survey. This survey is now supported by the US Bureau of Mines and the US Geological Survey (USGS). The drop in current dollar amounts does not take into account the effects of inflation, which would make the decline even more substantial. Metals Economics Group of Boulder, CO reported in its Mine Development Bimonthly that announced exploration budgets for 1986 indicated an even larger drop for the past year. Worldwide expenditures for companies covered by the report dropped from about $800 million to $750 million from 1984 to 1985 and plummeted to about $600 million in 1986. Exploration activity has been declining since about 1981. This has been due in large part to low prices for base and ferrous metals. Exploration budgets of mining subsidiaries of oil companies have plunged as parent companies try to conserve cash in the face of the sharpest decline in oil prices in nearly 40 years. Mining subsidiaries of petroleum firms that were either liquidated or divested recently include Anaconda (Arco), Getty Mining (Texaco), and Cyprus Minerals (Amoco). Exploration expenditures in Canada increased in 1984 in regions where gold is a traditional target. But there was little change in 1985, based on preliminary statistics from a federal government report (Energy, Mines and Resources Mineral Bulletin MR 211, 1986). Claim staking in Canada dropped 23% from 1983 to 1984 and declined slightly in 1985. Diamond drilling increased in 1984 to the record levels of 1980 and 1981. The ratio of exploration to development expenditures in Canada, however, fell from a 1981 peak of 0.9 to about 0.5 in 1984. The report also indicated that, since 1981, there has been a massive write-off of reserves with high production costs. Reserve levels of all major metals were down since 1981. Precious metals exploration accounts for an increasing share of total mineral exploration. For example, the SEG data show that 90% of 1985 US exploration expenses by domestic mining companies were devoted to base and precious metals, compared with only 51% in 1980. The restructuring of the mining industry has been accompanied by a decrease in response to the last two SEG annual surveys, but the trend towards precious metals was already established in earlier years. Trade journal reports suggest that the reduction of long-term interest rates has encouraged the mining industry to make cost-reducing capital investments in existing mines to maintain competitiveness. This is consistent with the observations that metals explorations in 1986 was characterized not by announcements of "grassroots" discoveries, but by on-property exploration on identified mines or prospects. In an effort to cut costs, gold mining companies have been following up on low cost production opportunities in their prospect inventories. Short-term, low risk, heap leach operations that can produce rapid returns on investment have been pursued. The WTBAL computer program for evaluating material balances for minerals processing flowsheets was developed at the MRC and has been in general use for a number of years. This paper reports on two enhancements to the basic MTBAL routine. The original program accounted for errors in the process measurements and used estimates of measurement variability to calculate stream weights. Unfortunately, the estimate of measurement variability was fixed over all streams. In the enhanced version of MATBAL, named IMTBL, the program equations and their solution procedure have been modified to allow the estimated variability in a process measurement to vary from stream to stream. The .second enhancement involves making MTBAL interactive. As such, the user now prescribes his information in an easy-to-use fashion in a conversational mode via a terminal. Finally, an assessment of the feasibility of implementing IMTBL on microcomputer systems will also be reported.
