In striving to develop this discussion about "Manpower for Industrial Mineral Industries" two fundamental classes of manpower are encountered. These are: 1) The Labor Force, comprised of unskilled and semi-skilled, nonprofessional personnel who participate in conducting economic, mineral deposit operations and; 2) The Professional People involved in the science, engineering, and management of such industrial enterprises. The commentary given here will be directed primarily to a review of the characteristics of the second or latter class. To pursue successfully a career as a scientist or engineer in today's industrial and social complex, it is necessary that technical knowledge must have been acquired by training and study in an institution of higher learning. Also, to act effectively, the individual must have achieved some degree of specialzation, although this element often is developed to most notable degree by post-graduate exposure and experience. In addition, and especially in the case of "management," it is desirable, indeed it is even necessary, that an individual recognize and appreciate the fundamental humanistic-sociological controls, and their nuances, as these elements exist to shape his total environment.

The Homer-Wauseca Mine is operated by the Hanna Mining Company, three miles north of Iron River, Michigan on the Menominee Iron Range. The mine produces 5,300 tons of direct shipping iron ore daily. The present main producing level is at a depth of 1,500 feet below the collar. The ore body continues to a depth of 2,700 feet below the collar, to which depth the modern circular concrete shaft has been completed. A view of the property is shown in Figure #1. This paper is a report on the development of large underground boreholes used initially to conduct stope filling material into inaccessible, mined-out stopes. Later holes were drilled for ventilation raises, for mine drainage, for passageway for power cable, also for the primary breaking point for long hole stoping. Some, which were drilled as ventilation raises, were later stripped to a suitable size for a manway or ladder road. The holes varied in size from 6" to 30" with the present popular, economical working size being 16 1/4", used as a stope fill passage in mined out areas and for ventilation in deeper development. Foremost has been the desire to develop equipment suitable for drilling raises large enough for manways.

A high-energy economy based on fossil fuels is in fundamental conflict with an ideal of clean air, clean water, undisturbed scenery, and maintenance of fragile ecosystems. There is an inevitable trade-off between the material standard of living of a modern society and the conservation of its environment. During the past four years, some of the costs of environmental protection have been internalized in the energy-flow system of the United States. The cost of bituminous coal and fuel oil usable under new air-quality standards has doubled or more. The cost of mining coal underground has risen because of a 20-30 percent reduction in productivity resulting from new environmental health and safety legislation; the economic impact of proposed surface-mine regulation may be equally severe. The cost of producing electric power has been rising at a 12 percent annual rate because of environmental costs, and would be climbing still more steeply were it not for the continued forced subsidy of natural-gas consumers by natural-gas producers. The efficiency of the automobile, already a monument to the triumph of self- indulgence over economy, is being further decreased by addition of anti-pollution devices. Part of the recent sharp rise in agricultural costs stems from the fact that five energy units of fossil fuel go into U.S. agriculture for every energy unit of raw food that leaves the farm; further large injections of fossil-fuel energy occur in the transport, processing, and refrigeration of farm products.

Abstract, Syngenetic uranium in pre metamorphic Idaho Springs volcanics and sediments probably, was mobilized during metamorphism (1.7 b.y.) and partly retained along unconformities. Precambrian Silver Plume intrusives (1.4 b.y.) and Pikes Peak granite (1.0 b.y.) may have mobilized uranium from the craton and. Idaho Springs metamorphics to concentrate it in cauldron sites in migmatites, pegmatites, alaskite, disseminations and greissen. Tertiary intrusives also may have upgraded uranium by anatexis, leaching and differentiation. Tertiary vein and shear zone uranium mineralization may have-been-derived from underlying magma sources, leached from Idaho Springs metamorphics and from syngenetic leaching of overlying sediments and introduced by deep hydrothermal convection systems.

Beneficiation of-low-grade nonmetalliferous mineral deposits by electronic color sorting is currently undergoing a period of rapid development. For those deposits in which the specific gravity, strength, soundness, electric and magnetic properties of the ore and gangue are similar the possibility of separation by color, reflectivity, or fluorescence offers hope for utilization of much poorer quality ore than previously thought possible. For those ores in which consistency of color is required or for which a dry process is preferred, the electronic color sorter is particularly adaptable. Electronic color sorters were first designed to process agricultural products and were small low-capacity units. However, the recent introduction of larger machines designed to process 6-in, diameter ore at a rate of 30 to 50 tph (Anonymous, 1966a), has brought color sorting into the capacity range required by many mineral producers.

Belt conveyor systems for long-distance haulage are nowadays in a competitive position with conventional methods of transportation such as railways, truck haulage, and also pipelines for solid materials. In a number of cases, the economical use of conveyors is obvious. This is in all those cases where typical features of a conveyor system are showing the outstanding economical position in the very first approach for a certain project. Regarding downhill conveyors, with today's level of belt conveyor techniques nobody would reasonably doubt the justified application of a conveyor system, - as for instance at the Marcona Mining Installation, or at the iron ore mine of Lamco in Liberia.

The flotation response to amine collector and its adsorption on the mineral surface was studied as a function of pH and collector concentration. The flotation response increased in the order anorthite + intermediate plagih clases + albite, while adsorption of amine obeyed the Freundlich equation r = A.Cn. This adsorption is proposg to be due to a covalent bonding between the AlOH surface pups of the plagioclase altered outer layer and the amino group of the collector. Finally, the study showed thatmtial dissolution of the solid phase provides the necessary conditions for amine attachment on the mineral particles and consequent flotation.

In underground excavations, under high stress conditions, ground support systems must provide safe and effective response to dynamic events. These systems must be capable to resist dynamic impacts and yielding during the loading process. In this context dynamic testing of the reinforcement and retaining elements that compose the ground support system are required to study and improve the behaviour of these elements under dynamic load events. During the last years, Geobrugg has been working on the improvement of retaining products by testing them in a large-scale impact test facility located at Walenstadt, Switzerland. The test facility is composed of a double level platform with a square-shaped pyramidal trunk geometry, in the upper level housing a loading mass that drop from a height up to 5m. The loading mass is guided by one central steel pipe, and the impact occurs in the sample to be tested located at the lower level in a slab with an area of 3.6m × 3.6m where the ground support system is installed. During the last years, this innovative facility has been used to test several configurations of ground support systems. The results of these tests have enabled to improve the understating of the behaviour of ground support systems under dynamic loads. In this manuscript, the back analysis through numerical methods (central difference and Newmark’s method) of a ground support system tested with a double dynamic impact in 2019 is presented.

As resources are depleted in coal mines, isolated support pillars are often mined. Cemented paste backfill has been used to provide support during the mining of these pillars due to its safe and green mining characteristics. However, traditional cemented paste backfill mining has some shortcomings, such as poor adaptability to geological structure, leakage of paste during filling, imperfect roof-contact in partially backfilled areas, and insufficient roof strata support before the backfill reaches its design strength. This paper presents the results of a case study where L-shaped interval cemented paste backfill technology has been safely used to mine an isolated coal panel beneath existing surface structures. This backfilling method has the advantages of preventing paste leakage, improving the backfilled ratio, reducing surface subsidence, and strongly adapting to geological structure. During this field application, the setting pressure of the backfill shield reached 20 MPa, the compressive strength of the backfilling body reached 2.0 MPa, and the backfilled ratio reached 93.7%. Observational ground monitoring showed that roof-to-floor convergence in adjacent roadways ranged from 132 to 167 mm. No obvious fractures or separations in the overlying strata were observed by a borescope. The maximum surface subsidence was 342 mm, the subsidence factor was 0.136, and the damage to surface buildings was within Grade I (slight damage). This case study clearly demonstrates that the L-shaped interval cemented paste backfill method can be safely used to mine the isolated coal panel beneath surface buildings.

Respirable crystalline silica (RCS) is an inhalation health hazard for mining and industrial work environments and must be monitored. We provide theoretical analysis of real-time measurements for determining RCS mass concentration without the use of filters by using photoacoustic spectroscopy. The suspended dust in the mine air can be continuously sampled by the photoacoustic instrument. A tunable quantum cascade laser is the light source, allowing for determination of interferences such as kaolinite, coal dust, and water vapor. The most useful spectral region is found to be between 11 and 13 μm. Absorption by water vapor, and, to a lesser extent, carbon dioxide, in this spectral region has gaps that allow for quantification of the aforementioned dust species as well as a convenient check on the calibration of the instrument. This work brings photoacoustic measurement of aerosol to the mid infrared range where spectrally dependent light absorption can be used to quantify dust composition and mass concentration.

Development of a permanent human base on the moon for exploration requires a self-sustaining system. Such a system entails the production and processing of limited amounts of raw material on the moon. Any mining and construction activities on the moon can only be performed by a robust excavation machine that can excavate a variety of material, from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, a limited amount of information on lunar regolith is available to develop and optimize a machine for lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe, PA. This paper discusses the results of initial material characterization, as well as full-scale tests of a prototype cutterhead in relevant material. A brief review of anticipated production rates under various assumed ground conditions is also presented.

INTRODUCTION Classification of coal seams as thin, medium, and thick is both subjective and relative and is more a reflection of the statistical mode of the thicknesses en- countered in a mining region. A geological factor more precisely understood as defined than thickness is the inclination of the seams to the horizontal, commonly referred to as the pitch or the dip of the seam. Thick and steeply pitching seams present far more challenges to the ingenuity of the mining men to devise methods for their extraction than the thick and less steeply inclined ones. In a marginal case, where a thick coal seam may be minable by surface or underground methods, the decision bears a close relationship to the technological developments in the mining scene. Near surface thick coal seams are a special gift of nature and are not as wide- spread as the ones that call for the application of under- ground methods. Recent advancements in surface mining equipment have made it possible to surface mine to great depths. Stripping ratios of 30: 1 (cu yd of over- burden removed per ton of coal) have been achieved. The extraction of thick seams which preclude the use of surface methods is the concern of this chapter. Specifically, the objective here is to outline the special technological factors in underground mining of thick coal seams and to illustrate through several case histories the methods that are practiced in the North American continent. For the purposes of this chapter, a thick seam is defined as one which is not readily minable with currently available equipment without modifications to the extraction method or the equipment. At the present time, a thickness of 4.8 m (16 ft) can be considered as the lower limit, although developments in equipment and methods can be expected to push this limit upwards. The data for the case histories were collected from two extended mine visits in 1975 and 1978, and from other published accounts of the mines visited. Reference is drawn particularly to reports by Bise, Ramani, and Stefanko (1976) and Rarnani and Kenzy (1979). THICK SEAM MINING METHODS The various methods of mining thick seams can generally be grouped into three major categories: full face methods, where the entire thickness of the seam is re- covered in a single pass; slicing methods, where the seam is extracted to its full thickness by horizontal or inclined slices either in an ascending or descending order; and caving methods, where the seam is undercut and the en- tire coal seam is recovered by caving the top coal into the excavated cut, or some variations of the basic sub- level caving method. As shown in Table 1, in each of these methods, the coal is removed by either room-and-pillar or longwall methods. Hydraulic mining and transport of the coal in open flumes or in pipelines are also practiced. Addition- ally, the void created by the removal of coal may be filled with a packing material (stowing) except in the caving methods. The pitch (dip) of the seam, particularly when it is greater than 0.26 rad (150), imposes severe operational limitations on mobile equipment. A more detailed general discussion of the methods can be found in Bise et al. (1976) and Vorobjev and Deshmukh (1964). With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. "Historically there have been a number of different hypotheses and empirical models developed in an attempt to describe the nature of fracturing above longwall panels in underground coal mining. The motivation for such models varies, ranging from understanding the impact of mining on surface subsidence to back-analysis of caving behaviour in the immediate roof behind the longwall face. One of the most critical motivating factors that is taking on increased importance in many coalfields is the need for better understanding, and hence prediction of the impact of mining on overlying strata, particularly strata units acting as aquifers for different groundwater horizons.This paper reviews some of the major prediction models in the context of observed behaviour of strata displacement and fracturing above longwall panels in the Southern Coalfields of New South Wales, south of Sydney. The paper discusses the parameter often referred to as “height of fracturing” in terms of the critical parameters that influence it, and the relevance and appropriateness of this terminology in the context of overlying sub-surface subsidence and groundwater impact. The paper proposes an alternative terminology for this parameter that better reflects what it is and how it is used. The paper also addresses the potential role of major bedding shear planes mobilised by mining and their potential influence on overlying subsidence and groundwater interference.INTRODUCTIONKnowledge of the detailed nature of rock deformation and failure above any form of large-scale underground mining is always going to be limited to interpretation from a very incomplete set of data. It is extremely difficult, if not impossible, to directly measure the detailed nature of the rock failure, fracture networks, and deformational behaviour above an extracted mining area. Limited techniques such as borehole extensometry can provide some evidence of relative or incremental deformation in the direction of the borehole (usually vertical). However, such data cannot assist below the horizon where full caving has caused major rotation and dislocation of rock blocks and effectively destroyed the instrumentation borehole. Above such a horizon, the data is only valid along the axis and in the direction of the borehole, and to the level of detail defined by the extensometer anchor spacing intervals. It is often also restricted by major shear planes intersecting the extensometer borehole and cutting off the instrumentation below the level of the shear horizons."

Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. Titanium was discovered in 1791 and, four years later, was named after the Titans of Greek mythology. Titanium metal was first made in 1910, but was not used commercially until the 1950s when it was nick-named The Wonder Metal of the Age. The first titanium dioxide (TiO2) white pigments were produced commercially in 1915; more than 90% of the titanium minerals produced in the world today are used in the manufacture of white pigments. The remaining 10% are used to manufacture titanium metal and other uses such as welding rod fluxes. Titanium mineral mining began in the United States between 1880 and 1900 in Chester County, Pennyslvania. Rutile from a deposit near Roseland, VA, was mined in 1901. The use for the rutile was limited to production of a few titanium chemicals and for coloring ceramics. Larger scale mining for ilmenite, rutile, and zircon began in Florida to provide chemical materials for use in World War I in 1918. This mining ended in 1928. Large scale mining of titanium minerals in Australia began when Benick, Anderson, and Porter (later called Tamco) started mining the beach sands at Yamba in New South Wales in 1935. Ilmenite production from beach sands in the State of Kerala in southwestern India also began in the 1930s. The 1940s saw many changes in titanium mineral mining. Extensive deposits of ilmenite and ilmenite-bearing iron ores were discovered in eastern Quebec. The Pigments Department of E.I. Du Pont de Nemours & Co. lost their high grade Indian ilmenite supply after World War II began, and they were forced to use lower grade ilmenite from National Lead's (now NL Industries) Sanford Lake Deposit, near Tahawus, NY, in the Adirondack Mountains. At the end of the war, Du Pont undertook an intense search for a domestic ilmenite source. With the cooperation of the US Bureau of Mines, Du Pont geologists found a very large deposit east of Starke, FL, in 1946. In 1948 Du Pont entered into a contract with Humphreys Gold Corp., who operated a heavy minerals mine near Jacksonville, FL, to construct a plant and operate it for a period of ten years. The plant started up in 1949 and operated under Humphreys' management until the contract expired in 1958. Du Pont has operated the plant since that time. In 1956, a second plant was designed and built by Du Pont a few kilometers northeast of the town of Lawtey. The 1960s saw titanium mineral production expand in the southeastern US with Humphreys' contract mining Du Pont's ore body at Folkston, GA. In the early 1970s. American Cyanamid and Union Camp Paper Co. formed a joint venture company, Titanium Enterprises (TE), to mine and separate titanium minerals from Union Camp's ore deposit southwest of Green Cove Springs, FL. In 1975 the TE plant was shutdown and later sold to Associated Minerals (USA), Inc. (AMC), a subsidiary of Renison Goldfields Consolidated Ltd., an Australian company. It now operates under the name RGC (USA). Mineral production grew in the 1970s with the development of extensive heavy mineral deposits at Eneabba in Western Australia and Richards Bay in the Republic of South Africa. The 1980s saw the construction of a very large ilmenite mine and synthetic rutile processing plant in the state of Orissa southwest of Calcutta, India. At the same time, concern for titanium mineral shortages expected by the end of this century, gave rise to a flurry of exploration activity during the mid 1980s. As a result, large deposits were found in Virginia and North Carolina. New deposits were also discovered in Australia. Fig. 1 shows the distribution of world titanium deposits and mines. The world TiO, production capacities are given in Table 1.

INTRODUCTION Today, raise drilling (boring) has become the stan¬dard method of raising throughout the Western world. It is estimated that the majority of raise footage com¬pleted in 1977 was accomplished by the raise drilling method. Extensive replacement of the drill and shoot system by mechanized raise drilling has occurred be¬cause users have recognized one or more of the follow¬ing advantages. In a direct cost per meter comparison, mechanized raise drilling is economically more attractive than drilling and shooting. Mechanized raise drilling offers improved personnel safety over the drilling and shooting method. Mechanized raise drilling is a faster and more predictable method for excavation than is drilling and shooting. The raise cost per unit of length becomes less as the raise length increases, offering greater flexibility in the overall design of mines. Mechanized raise drilling provides a substantial reduction in labor requirements. 6) Mechanized raise drilling improves the working environment. 7) Mechanized raise drilling improves the rock in¬tegrity of round, unblasted raises. Increasing acceptance of the raise drilling technique is enhanced by continuing equipment development. Today, a wide range of machines and capabilities is available, machine drive systems have been improved, reliability has been increased, and cutter technology is being improved quite rapidly. Table 1 lists the four major manufacturers of raise drilling machines, cutters, and reamers, together with the approximate number of machines that each company had in operation at the end of 1977. Although Reed and Smith are major suppliers of reamers and cutters, they do not manufacture the drilling machines. Four or five other relatively minor suppliers have built machines, reamers, and cutters for raise drilling, but they did not have a substantial num¬ber of machines in the field at the end of 1977. MACHINES FOR MECHANIZED RAISE DRILLING There are three principal arrangements for making machine-bored raises. They include the use of standard raise drills, reversible raise drills, and blind-hole or box¬hole raise drills. Standard Raise Drills The standard raise drilling machine is set up on one mine level or on the surface, and a pilot hole is drilled from that level or surface to a level below. When the pilot hole has been drilled, the raise then is reamed back from the lower level to the upper level or the surface. This arrangement is illustrated in Fig. 1. Reversible Raise Drills The reversible raise drilling machine is set up on a lower level of the mine, and a pilot hole is drilled up¬ward to a higher level. The raise then is reamed back from the upper level to the lower level. This arrange¬ment is illustrated in Fig. 2. The machines used for this type of raise drilling normally are capable of being used as standard raise drills. Blind-Hole or Boxhole Raise Drills The blind-hole or boxhole raise drilling machine is set up on a lower level of the mine, and a full diameter raise is bored to a higher level without the use of a pilot hole. This type of machine is illustrated in Fig. 3. Drill Recommendations If access to upper and lower mine levels is equal, the standard raise drill should be used. The complexity of the equipment and associated handling procedures for boxhole drilling far outweigh any mechanical advantage or reduction in the number of operations, provided that access to an upper level is available. If there is good access to a lower level but only limited access to an upper level, the use of a reversible raise drill should be considered. If there is no access to an upper level, a blind-hole or boxhole raise drill is the only practical mechanized system. MACHINE SELECTION There are six major considerations in selecting a machine for raise drilling. These include operating range, cutter loading, machine structure and main¬tenance, drill string configuration, drive system, and automated controls. Operating Range As shown in Table 2 and Figs. 4 through 6, raise drilling machines are available for a wide range of hole sizes. Standard raise drill ratings range from raises of 0.9 m (3 ft) diam and 120 m (400 ft) length up to raises of 3.5 m (12 ft) diam and 900 m (3000 ft) length. Boxhole raise drilling machines are available for raises ranging from 0.9 m (3 ft) to 2 m (6 ft) diam with lengths up to 90 m (300 ft). Table 2 lists, among other criteria, the torque and thrust of typical machines; torque and thrust are the main criteria for analyzing the capacity of a machine. The raise sizes shown in Table 2 assume a condition of medium hard to hard rock formations and optimum cutter loading. The recommended raise size for a given machine can be exceeded when raising softer rock formations or when the operator is willing to accept a lower level of performance; the performance is related directly to the 1093

INTRODUCTION Perspective The phrase "minerala resource appraisal" is widely and loosely used to refer to any quantitative description of a naturally occurring source of fuels, metals, or nonmetals. This leads to confusion when mineral resources are so conceived, for the term refers generically to information on stocks-mineral endowment, resources, reserves, and potential supply-that differ in ways that are important in economic analysis. Mineral resource and other stock measures- these are not flows, e.g., the supply of minerals-have precise technical meanings, which are presented in this paper. Quotation marks are used to separate the nontechnical use of mineral resource from the technical. The term appraisal also leads to some con- fusion because it too is loosely used. When an appraisal employs probability and statistical methods, the appropriate term is estimationb, not appraisal or assessment. This paper presents a conceptual framework or mineral resource information which renders technical, or well defined, relationships of mineral endowment to physical attributes of the earth's crust and earth processes, as distinct from economic values, and identifies estimation approaches that lead to different economic measures of stocks and flows. An important result of this approach is the distinction between the relevance of mineral resource information to economic and policy issues about potential sup- ply (stocks) and dynamic supply (flows across time). With regard to policy analysis, this paper recognizes that mineral resource information has a cost as well as an imputed value. Such a treatment implies that there is an optimum state of resource ignorance, or enlightenment, for a given policy issue and that the relevant economic issue is the selection of that information strategy and appraisal methodology that is indicated by the optimum state. Until the initiation of the OPEC oil embargo, the demand for information on mineral re- sources and potential supply was limited to occasional studies commissioned by Congress or the President of the United States. In these, mineral and energy resources remained loosely de- scribed. When quantitative estimates were supplied, they were not rigorously made, and the estimates and the methodology accordingly escaped close scrutiny. Usually, neither the geo- logical nor economic bases for estimation were carefully described or critically examined. The imposition by OPEC nations of the embargo on oil caused a sudden change in the public and scientific demands for specific 'resource" appraisals, especially of oil and of uranium. These

Electrostatic separation is the selective sorting of solid species by means of utilizing forces acting on charged or polarized bodies in an electric field. Separation is effected by adjusting the electric and coacting forces, such as gravity or centrifugal force, and the time forces act on the particles, such that different species will have different trajectories at some predetermined time. Separations made in air are called electrostatic separation even though there is always some flow of current. Separations made using corona discharge devices are often called high tension separations. Separations made in liquids are termed separation by dielectrophesis if motion is due to polariza¬tion effects in nonuniform electric fields and termed electrophoresis if motion is due to free charge on species in an electric field. There are no industrial applications of mineral concentration by electropho¬resis or dielectrophesis; thus this section is limited to concentration in air. Typical Industrial Separations Typical applications of electrostatic separation are: 1) Beneficiation of ores, such as the concentration of the minerals ilmenite, rutile, zircon, apatite, asbestos, hematite, and many others. 2) Purification of foods, such as the removal of trash and rodent excrement from cereal seeds. 3) Sorting of reusable wastes, such as separating insulation from copper wire shreds. 4) Electrostatic sizing, namely, the sorting of solid particles ac¬cording to their size or shape. Table I is a partial list of industrial separations made by electrostat¬ics. The various types of electrostatic separators and the feasibility of commercial separations are most easily understood by reviewing pertinent basic electrostatic theory and the selected electrical proper¬ties of solids prior to describing the equipment and application. This is the sequence of presentation used in this section. Electrostatic Units One of the greatest sources of confusion and error is due to the multitude of units used in electrostatic literature. The system of units used throughout this section is the rationalized MKS, often called Systéme International (SI) units. In this system the mechanical units are the meter, kilogram, and the serond. The unit of force is the newton (N). This system is completed by the addition of the unit of charge, the coulomb (C). The fourth dimension, viz., the coulomb. could also be considered to be the ampere, since one ampere is the flow in a conductor of one coulomb per second.
