The uncertain world conditions of the present time require that the United States be prepared to meet: a. all-out nuclear war with attack on the United States b. limited wars (anything smaller than (a.) c. political, economic, and/or psychological warfare. Our present position as a major world power derives in large measure from our free institutions and our great industrial productivity, and our productivity in turn depends on an ever-continuing flow of raw materials from the earth - metals, minerals, fuels, and agricultural products. The United States, with only about 6% of the world's population, uses from one-third to two-thirds of the world's annual supplies of 'most metals and minerals. The United States strategic materials stockpiling program is designed to enhance our national security posture: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence of the United States upon foreign nations for supplies of strategic and critical materials in times of national emergency. In times past, the Good Lord himself has ordered some stockpiling. The Book of Genesis in the Bible tells how Pharaoh of Egypt was directed to set aside one-fifth of the produce of the land in each of the seven good years to meet the needs of the seven bad years that were to follow: this would be a stockpile of about two years? normal use. Our cultural heritage often reminds us of the wisdom of stockpiling, as in the case of the stories about the provident squirrels that gather their nuts in an orderly manner in the f all to prepare for the winter's cold. And the old proverb about a bird in the hand being worth two in the bush points out clearly the value of something that is directly at hand.

Construction of the AA Pad reclamation was completed in the fall of 2000. Seeding of the ET cover began in the late fall of 2000 and continued through May of 2001. On Saturday afternoon, June 1, 2002, a large, very localized thunderstorm struck the reclaimed AA Pad site. Eyewitnesses present at the time described a dark storm cloud parked above the site for less than half an hour. Average rainfall intensity was measured to be 122 mm (4.8 inches) per hour and peak rainfall intensity was estimated to be 213 mm (8.4 inches) to 259 mm(10.2 inches) per hour. At the time of the storm, the construction was less than two (2) years old and the vegetation had only a single season of growth. The entire period from the end of construction until the date of the storm was a drought period with below normal precipitation. Other than a few small snowmelt events, there was no precipitation event large enough to produce any significant flow in the channel network. Therefore, the very first significant runoff event was the extreme event of June 1, 2002. The storm essentially represents a large-scale field test of the design concepts used at the AA Pad site. Shortly after the storm, data was collected and analyzed with the intent of learning as much as possible about the performance of the cover system design with the expectation that the newly acquired knowledge might be utilized in future designs to further improve the performance of similar cover systems during extreme events.

A simplified two-dimensional model to analyze time-dependent load distribution and surface subsidence associated with longwall mining geometries is described. The model is based on the theory of beams resting on inelastic foundations and includes visco-elastic behavior of immediate floor strata, non-linear behavior of coal pillars, elastic behavior of face supports, and visco-elastic behavior of the overburden strata. The relative importance of the different variables affecting the performance of longwall mining geometries from ground control point of view is also analyzed. The model has been validated for field observations from one Illinois longwall mine.

At New World, Au-Cu-Ag mineralization occurs in stratiform car-bonate-hosted, massive sulfide-iron oxide, and skarn-replacement deposits. Regional pyritic-alteration, local massive sulfide mineralization and mine wastes generate acid drainage within the district. Water quality improves down gradient through dilution and mixing of acid and metal-rich mine water with bicarbonate-rich, low-metal surface and groundwater, and precipitation of metal-rich ferrihydroxide phases. Natural deposits of ferricrete indicate that pre-mining ARD has occurred, providing important clues to pre-mining water quality. The geoenvironmental model identifies the Cu-skarn mineralization as the primary target for ARD management. Closure success will be limited by the geoenvironmental nature of the natural mineralization.

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. A highly undesirable side effect of the mining of coal is the release of acid forming chemicals into the ground water system. The disturbance of the ground during mining allows water to flow through the coal bearing strata and mine refuge where it absorbs iron and sulfide ions and thus becomes highly acidic. The highly acid mine water can then contaminate water supplies and can destroy many of the recreational uses of Pennsylvania's waterways. A great deal of effort has been expended to develop methods of controlling groundwater pollution from mine drainage. At the Pennsylvania State University there has been an ongoing effort to under- stand the chemistry of acid mine water formation and the hydrologic environment in which the acidic water migrates from the mine source into the ground water system. As a support to the hydrologic studies, geophysical studies have been used to help determine the geologic structure of the areas under study which are contaminated by acid water. In addition, the geophysical work has been used to define the type of information geophysical methods can give to determine which geophysical methods are most useful and to develop geophysical field procedures.

Operating mines in Wyoming and Montana, which are generally characterized by shallow overburden and thick coal seams, are faced with reclamation problems which are unique to this area. Unlike the eastern or midwestern mines, removal of thick coal seams and lack of sufficient overburden creates overburden deficiencies that require careful evaluation prior to mining to insure compliance with regulatory requirements. Computer models and computer graphics can assist in such evaluation where appropriate alternatives can be selected which satisfies both the regulatory requirements and minimizes cost. This paper presents one such model used in evaluation of backfill requirements for restoration of surface and ground water regimes, restoration of mined-out areas to the approximate original contour, and the blending of the mined-out areas to the surrounding topography.

The mining industry is one of the major energy consumers in Namibia. Energy costs increase the operating costs of Namibian mines, in particular, the processing plants, and result in an overall increase of production costs. A substantial part of the energy used is directly imported from South Africa. The cost of energy has been increasing rapidly in the past few years and will most likely continue to do so in the future. In 2015, the average wholesale price for energy from national power utility NamPower was US$87/MWh after rising more than 12 percent annually in the two previous years. At peak times, which are early in the morning and late in the evening, imported-energy prices are extremely high and have to be factored into the electricity tariffs. This problem is expected to intensify due to a projected 4 percent annual increase in energy demand. A major target of the Namibian mines, therefore, is to consider possible ways to address energy-saving challenges and to investigate possibilities for the mines to generate electricity internally during peak times. This is in alignment with the mines’ strategic plans and objectives to reduce total energy consumption and costs from both national and foreign electricity suppliers. In this paper, we explore addressing some of the key energy consumption and optimization challenges through process energy reuse and solar energy production to decrease demand for imported energy through a case study carried out in cooperation with Skorpion Zinc Mine and Refinery.

Western underground coal reserves are tremendous, but recovery in western seams can be poor because of mining problems caused by deep cover, geologic anomalies, and thick seams. For instance, many seams contain a rock parting too thick to be extracted economically with the coal. This forces the operator to mine the coal above or below the parting. Subsequently, the rock pressures induced by mining make the part left difficult or impossible to extract by standard mining methods. Because upper and lower parts of the seam are frequently of minable thickness, the presence of rock partings can result in a significant loss of coal. Given a longwall recovery of 60 pct and equal thickness for the two parts of the seam, overall recovery is reduced to less than 30 pct if one part only is mined. The coal left in place is unavailable to meet the nation's energy needs, or to produce revenues for coal companies or government. [ ] Multi-slice longwall mining has the potential to recover the portion of split seams that are now left in the mine. Using superimposed standard longwalls with chain pillars, overall recovery could be doubled, depending on panel and pillar widths. Using a combination of advancing and retreating longwalls in descending slices, overall recovery could be improved to more than 80 pct. Because of the potential for improved recovery, the Bureau of Mines is analyzing the ground control factors affecting multi-slice longwall under western mining conditions and is conducting field trials at a planned multi-slice operation.

The normal practice for processing complex sulphide ore has been to grind with steel balls and/or rods in steel mills before flotation. Little thought had been given to the effect of grinding media on flotation selectivity of copper-lead -zinc ore until 1960 when Rey and Formanek(1) published their experiments on sphalerite floatability after grinding in a porcelain mill with ceramic pebbles. The studies by Rey and Formanek had a pronounced effect on the milling of copper-lead-zinc ores in Canada and possibly throughout the world at a time when autogenous grinding was creating a great deal of interest. The impression was created, and possibly still exists with some mill men, that grinding an ore in the absence of steel will result in a loss of selectivity between copper, lead and zinc minerals. This is in spite of the fact Rey and Formanek's experiments showed that the "naturall floatability" of sphalerite was not apparent after grinding in a porcelain pebble mill in an alkaline pulp.

This paper is intended to describe the utilization of Western subbituminous coal as used in a utility-sized steam generator. It compares this coal's characteristics with those of a typical Midwestern and Eastern coal as a base and reviews the various design considerations when blends of these coals are used. The effects of blending various low-sulfur Western coals with Midwestern or Eastern coals to achieve a predetermined sulfur dioxide emission and the resulting alteration in the coal characteristics as they apply to utilization are also reviewed. The blending of coals as one means of complying with sulfur dioxide regulations will take on increasing importance as the various deadlines for compliance with new and existing regulations approach. We must first consider the availability of these low-sulfur coals; and insofar as the Eastern low-sulfur coals have been mined for many years, we have focused our attention on the availability of the coal reserves west of the Mississippi River in the United States, as this is the area to which many people are turning in order to meet this requirement.

Also the scope of this paper is limited to mine planning related computer applications. Applications related to accounting, inventory control, preventive maintenance, equipment scheduling, etc. have not been covered.

The Highland Uranium Operations of Exxon Company, U.S.A. is a large uranium mining and processing complex situated in the Powder River Basin of East-central Wyoming. Surface mining and chemical processing of a large relatively low-grade ore body began in late 1972. An underground mine was later developed and began production in November of 1977. Figure 1 shows the location of our operations. During the planning stages of the project, it was recognized that hiring and retaining quality employees would be a significant problem. Other operations in similarly isolated locations were experiencing high turnover rates and were forced to employ inexperienced and poorly trained operators. In an attempt to attract employees, many of the companies provided mobile home or bunk- house facilities, but these costly peripheral ventures did not prove to be noticeably successful.

Researchers at the National Institute for Occupational Safety and Health have tested the finite element code, UT3PC, with LaModel to evaluate their results using know case studies. The purpose of the testing was to demonstrate the usefulness and limitations of these programs in evaluating mine layout design. Both of these software packages are simple to use and free for public download. Their use by mine engineers, along with other tools, such as empirical methods, can enhance the assessment of a mine layout design. LaModel can model mining layout on a mine scale or, at least, on a multiple-panel scale. However, this software has limitations in calibrating to conditions at many coal mines in the western United States. The UT3PC software models smaller parts of a mine and is used to evaluate the design of pillars, shafts, or drifts; but the software calculates all components of the stress tensor and provides stresses, displacements, and safety factors throughout the model volume. The two codes are used to evaluate design of one known case, and UT3PC is used to evaluate another case. The results and approaches demonstrated in the testing are intended to aid mine engineers in evaluating site-specific problems and to show that these tools can provide useful information to the mine engineer in evaluating mine layout design.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. As the 2011 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2011 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 330. A significant portion of the contribution that we as a professional society make is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2011 Transactions is the second Transactions to take advantage of new publication technologies. It appears solely in electronic format. The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which will better serve the mining community. Based on the feedback from the 2010 Transactions in e-book format, I believe that the transition to the all-digital format was the proper decision. The 2011 Transactions contain some of the most interesting research from the past year, including a 10-year profile of roof and rib fall trends from the National Institute of Occupational Safety and Health (NIOSH) and a new cross-disciplinary application of the tools of epidemiology to assess and mitigate risk in coal mines . This 2011 Transactions comprise of a total of 82 technical papers (626 pages including index), including all 19 papers published in 2011 in the Technical Papers Section of Mining Engineering magazine (Vol. 63) and all 32 papers published in 2011 in Minerals & Metallurgical Processing (Vol. 28). Additionally, this volume contains 31 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 82 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2011 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

The results of an extensive one- year test period of a nonelectric explosives detonating system led to the mine-wide adoption of this system at the Henderson Mine in early 1978. Since that time, extensive experience with nonelectric initiation has verified the earlier results which include the following benefits: 1. Increased blasting safety 2. Improved productivity 3. Cost effectiveness 4. High reliability At the present time, while electric blasting caps still experience a limited use restricted to trunkline initiation, all heading rounds as well as the longhole bell, undercut, boundary cutoff and raise blasting are detonated non-electrically. The primary blasting agent used is AN/FO, and primers are typically one of the following products (depending on application): PETN, semi-gelatin dynamites or a nonnitroglycerin water-gel slurry.

Over the past twenty-live years since large scale truck haulage in open-pit mining began, the periodic introduction of Larger capacity vehicles has provided increased productivity and reduced costs. WISEDA Ltd. has introduced a 220 ton capacity, two-axle rear dump, diesel-electric truck for the world-wide large open-pit mining industry. Design features and components selected in the development of this vehicle will be presented along with operating experience and a brief history of rear dump truck evolution.

[When a blast furnace has a certain defined burden and is operated under fixed conditions of blast temperature, etc., the fuel efficiency is determined by the extent to which the reducing gases can remove oxygen from the burden in the furnace stack. This is determined by two distinct factors: 1) The uniformity of gas-solid contact, and 2) The ease with which oxygen can be removed from individual pieces of burden. This latter is often called burden reducibility. When burdens were poorly prepared the first factor was by far the most important and a study of the reducibility of individual lumps was of rather academic interest recent years good burden preparation with emphasis on sized material has led to greatly improved gas distribution in the stack, and thus the second factor has become much more important and there has been a marked increase in interest in methods of measuring reducibility.]
