The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989, which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This paper reviews present diesel emission standards, available diesel exhaust aerosol measurement techniques, and the results of the occupational exposure surveys. In the surveys, diesel aerosol was emphasized because it is a major component of diesel exhaust, is suspected to contribute to the health hazard, and is readily measurable. Three primary aerosol measurement techniques were used: respirable combustible dust, size-selective sampling, and measurement of the elemental carbon fraction. Occupations surveyed included mine workers, railroad workers, forklift operators, fire fighters and truck drivers. The studies found mean diesel aerosol concentration levels in the range of 0.004 to 1.74 mg/m3? Highest aerosol exposures were in confined spaces such as mines where heavy diesel equipment is used. Polycyclic aromatic hydrocarbons typically are found at very low concentration levels and are not unique to diesel exhaust.

Adsorption experiments were conducted at two different solids loadings, to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In the region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region II, while surface precipitation was predominant in region III along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

The Bureau of Mines' Denver Research Center initiated a subsidence research program in 1978. The short ten goals of the program were to determine practical methods and equipment for measuring subsidence and demonstrate these methods by monitoring subsidence at several mines having mining, geologic and topographic variables typical of those encountered in the western United States. Data from the monitoring program would be supplied to cooperating mining companies and used by the Bureau to accomplish the long term objective of developing and validating subsidence prediction techniques applicable to mines in the West. Subsidence monitoring is being conducted at five mines in Colorado and Utah with substantially different mine plans, mining methods, depths of cover, and topography. The monitoring procedures used at each site are similar and include designing the monitoring network layout, installing the subsidence monuments, initial and periodic surveying of the monuments, and processing the survey data. The network layout, surveying methods, and types of monuments vary according to the conditions at the individual sites and the type of data being collected.

The ‘Westerschelde Tunnel’ underpasses the estuary of the Schelde in the Netherlands. The tunnel will consist of two tubes which are driven by two hydroshields (slurry shields). The tunnels will each have a length of approx. 6.6km and a bore-diameter of 11.33 m. Demanding ground conditions had to be considered during the design of the shield machines. Loose sands, extensive clay formations and high ground water pressures of up to 6.5 bar will be encountered during the tunnel drive. The tunnelling activities will start in the middle of 1999 and are scheduled to end by the end of 2001.

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

The paper describes a technique by which large concrete boxes are unobtrusively inserted beneath existing highway and railway infrastructure to form new subways, culverts and under-bridges, thus avoiding the inconvenience and costs of disruption to traffic associated with traditional cut and cover techniques. A series of project examples, undertaken in the United Kingdom and United States, are used to illustrate the design and construction of the box structures, together with the technology required to control ground disturbance in the tunnel face and around the box, and the jacking systems necessary for box installation.

There is sufficient indication of the existence of a basic misconception in the Coal Mining industry (on a world-wide basis) as to what computer control really does, what it costs, how it works and how and what it achieves as to make this presentation a welcome opportunity to present the case in what we hope is a simple, meaningful way. A plant cannot be said to be "automated" unless the control system has the capability to react automatically in accordance with predetermined programs under a great multiplicity of operational situations.

The problem of the freezing of moist raw materials, such as concentrates, in railroad cars during winter shipment has been a continuing source of both economic and operational trouble to the industry and to the railroad companies. The difficulties center around the discharging of frozen cargoes into the plant materials handling system. Because of cargo freezing, appreciable delays in car-dumping schedules occur each winter and cause additional expense for demurrage charges and for slowdown of plant operations. In one plant during one winter, a car dumper rated at 40 cars per day could dump only 3 cars per day in bad weather. Delays became so serious one winter, that 500 cars held in the yard became so badly frozen, that they were sent to the southern part of the United States to thaw after they accumulated an average of two months demurrage charges. These delays in car unloading become critical if unit or integral train concept is applied to the movement of raw materials. Anticipated savings in transportation costs through better equipment utilization are largely based on rapid loading and unloading cycles of whole trainloads. If freezing problems cannot be adequately solved, unit train operations cannot be operated to achieve the potentially large reductions in transportation costs. The freezing problem may tend to become even greater in the years ahead, because the unit train concept will allow the trains to run faster and consequently the heat loss will be accelerated due to the larger heat transfer coefficient. A compensating factor, however, will be the shorter travel time. Further, the sources of raw materials being mined are located farther north than before and the ambient temperatures during transit are going to be lower.

Early disseminated copper mineralization at Quebrada Blanca, Chile, accompanied 38 million year old quartz monzonite stocks and dikes. Early mineralization was followed by hydrothermal mineralization, mineralized breccias, and post-mineral faulting. After supergene leaching and enrichment, Quebrada Blanca was buried under late Tertiary gravels, and then partially re- exposed in Quaternary time. Based on work to date the orebody appears to contain more than one hundred million tons of plus one percent secondarily enriched copper ore, overlying several hundred million tons of protore averaging more than 0.5% copper. A source of industrial water appears to have been located. Pilot scale metallurgical tests, mine planning, and feasibility studies are in progress.

The El Soldado copper mineralization occurs as relatively high-grade irregular ore bodies with assay contacts and with frequent inclusions of barren rock. The sampling method must be timely for production grade control purposes, as well as accurate and inexpensive. Sampling techniques evolved from sampling dump cars at the haulage level to sampling scooptrams at the loading pockets. These were abandoned in favor of sampling production blast holes. Several sampling alternatives are discussed. These involve the selection of optimum volumes and sampling frequencies while taking into consideration geological parameters and statistical analyses of sampling data.

The Port of Conneaut, the largest bulk material handling and storage facility on the Great Lakes, is using the latest electronic and visual testing devices to augment and enhance its well established computerized preventive maintenance system. The results of this comprehensive program have been impressive. The remaining life of components can be accurately forcast, and replacement can be programmed around operations, resulting in a significant improvement in system availability and reduced costs for the dock operator and its customers.

The paper presents a description of the procedures that were used to generate a ventilation criterion based on measurements of ambient mine air exhaust pollutant gases and ventilation airflow quantities. Today's economics dictate that a ventilation requirement be based on actual operating conditions. This will assure optimum economics and a safe working environment at the same time. The paper presents a methodology by which a ventilation requirement is based on the average maximum expected concentrations of nitric oxide (NO), nitrogen dioxide (NO2), carbon monoxide (CO), and carbon dioxide (CO2) that equipment operators in one of our Southeast Missouri mines will be subjected to. A graph has been generated whereby the expected maximum levels of NO, NO2, CO and CO2 are plotted against the ventilation quantity of a mine stope.

A comparison is presented of coal pyrolysis at temp¬eratures ranging from 4090 to 497°C and thermal dissolution of coal in tetralin at temperatures ranging from 350° to 450,°C, both utilizing a Utah high-volatile bituminous coal. The initial coal pyrolysis reactions are second order with an enthalpy of activation of 35.6 kcal per mole. The fraction of total product yield produced under second order conditions ranges from 67% at 409°C to 96% at 497°C. The process then gradually deteriorates to a first order reaction in the later stages with enthalpy of activation of 4.1 kcal, per mole. The initial reactions of solution of coal in tetralin are second order with an enthalpy of activation of 28.8 kcal per mole. The fraction of total product produced under second order conditions ranges from 63% at 350°C' to 94% at 450°C. The dissolution process then gradually changes to first order in the later stages with enthalpy of activation of 15.6 kcal per mole. A model is presented which relates the two processes and explains, the significance of the above similarities.

The philosophy used in designing and writing Duval's Sierrita mine design programs is discussed. The Sierrita Incremental Design system (SID) is reviewed with emphasis on Pushback Extraction Design (PED). FED is a method by which predesigned pushbacks are sequenced into an optimized period-by-period design that can be directly utilized in daily operations as well as intermediate and long range planning. The advantage of SID is that it provides a practical, mineable open pit design. PED is not a theoretical design system; it is in operational use.

The Great Salt Lake occupies about 1000 square miles whereas its predecessor, Lake Bonneville occupied 20,000 square miles and its shoreline reached 1000 feet above the present lake level. The sediments of Lake Bonneville range from peripheral gravel and sand deposits to central basin calcareous clays and silts, gypsum sands, and saline precipitates. The drilling and engineering tests conducted by the Utah State Department of Highways for many highway structure sites and the construction of Federal Interstate freeway provided engineering and hydrologic properties of Lake Bonneville sediments. Ground water and surface brine exploitation have contributed hydrologic and chemical data; the geologic and mineralogical data are scientific research contributions.

As mines progress to ever increasing depth, new challenges are encountered with serious concerns for rock excavations in highly stressed conditions. New procedures have been undertaken or are under way to remove workers from the workface, mitigating risk and exposure to hazardous conditions. Rockbolting crews are at particular risk as they are the first line of defense in the installation of the ground support systems. One such initiative for removal of workers from danger has been with remote bolting. Equipment manufacturers have had the ability to remotely inject resin pneumatically into boreholes for several years, but it has not been recognized as a very effective method due to a variety of complications. This makes the installation of dynamic support system components such as the D-Bolt® increasingly difficult. More recently, hollow-core bolts have become popular providing far more effective installation when installed with pumpable, two component urea-silicate injection resins. Normet has developed high energy dissipation self-drilling dynamic bolts (SDDB®) to meet these challenges. Following several inquiries as to the effectiveness of pumpable resins for use with dynamic support components, Normet Canada performed comprehensive testing of the bolt and resin system at CanmetMINING in Ottawa to dispel or substantiate any preconceived beliefs. Several dynamic and static tests in direct and indirect loading were carried out. Results include tests in shear and early strength UCS of the resin to measure the performance of the SDDB compared with the established D Bolt as an effective dynamic ground support component. Underground field observations, installation methodology and in-situ testing are investigated.

The East Central Interceptor Sewer, commonly known as the ECIS Project, is the largest public works construction project awarded by the City of Los Angeles. The complexity of this $240 million project, together with the challenge created by the mandated 1,000 calendar days for construction completion, make this project a major interest for the tunneling industry. This paper will describe the ECIS tunnel project, currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor / Frontier-Kemper. Mining of the18.5 km (about 11 miles) long and 4.7 m (15ft-4in) diameter tunnel is underway with four Tunnel Boring Machines mining at the same time. Details on the mining machines, muck handling systems, innovative construction sequence, together with mining progress will be given.

11.1-FRAGMENTATION PRINCIPLES WARREN W. KRECH Energy must be supplied to rock by direct or indirect means to fragment that rock. The amount is dependent upon the properties of the rock and the type of loading system. Fragmentation energy is consumed by three main mechanisms: (1) creation of new surface area (fracture energy), (2) friction (plasticity) and (3) elastic wave energy dispersion. The loading method determines the relative proportions and the amount of energy consumed in fragmenting a given rock type. Unconfined tensile failure consumes the least energy, with an increasing amount of energy required as the rock is more highly confined within a compressive stress field during fragmentation. The way energy is applied by tools to cause rock or mineral fragmentation is important in determining fragmentation efficiency. Rock-tool interaction should always be controlled to the fullest extent possible to optimize the combination of rate of energy input and fragmentation energy requirements. While the direct cost of energy, (dollars per horsepower-hour) may at first glance appear low relative to other hourly costs, there is a tie between power consumption and other cost factors, such as maintenance and wear. A high rate of energy application utilizing a rock-tool interaction producing only unconfined tensile failure would provide the most efficient fragmentation. No tool that produces a combination of high energy input rate and a loading system that produces failure under only conditions of unconfined tensile load now exists. Present mining methods and tools produce failure under conditions of high compressive confinement, high dispersive energy loss and high frictional energy requirements. Thus, while generally applying energy at high rates, they are highly inefficient with respect to energy consumed in fragmenting rock. To best design fragmentation tools and optimize fragmentation systems it would be desirable to know how rock properties influence breakage. At present, rock properties directly- related to fragmentation are undefined. Although present testing technology- does not permit rigorous definition of in-situ rock fragmentation behavior, several properties (mechanical and physical) commonly are used to indicate the relative case with which rock breaks. The more common test is for uniaxial compressive or tensile strength of cylindrical cores taken from intact portions of the in-situ rock (testing details are provided ill Sec. 6.2, Rock Mechanics). The strength of rock is influenced by the environmental conditions imposed on the rock. Those of most importance in rock are (1) confining pressure. (2) pore fluid pressure, (3) temperature and (4) rate of load application. Increase in confining pressure, as with increasing depth beneath the earth's surface or under the action of a fragmentation tool, causes an increase in rock strength. Increases from atmospheric pressure to 10.000 psi commonly cause up to n fourfold increase in the compressive strength of crystalline rock. Apparent rock strength decreases as pore fluid pressure increases, since it decreases the effect of confining pressure. The effective stress concept of soil mechanics generally applies to rock. Although chemical effects of pore fluids influence rock strength, they geologically are small compared to the confining pressure effect, except for a small minority of rock types. As the 2015 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2015 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 338. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME. Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2015 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-focus articles on gold processing, iron ore processing and coal processing. The 2015 Transactions consists of a total of 67 technical papers, encompassing all 22 papers published in 2015 in the Technical Papers Section of Mining Engineering (Vol. 67) and all 29 papers published in 2015 in Minerals & Metallurgical Processing (Vol. 32). Additionally, this volume contains 15 papers and one discussion that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2015 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.
