To meet increasing demand of coal, underground mining is largely being replaced by the exploitation at deeper horizons and with greater complexities. The exploitation-proposition may be below not-to-be-disturbed surface properties or below water-bodies, posing a constant threat of inundation. Also, the mounting pressures to limit the adverse impacts on the environment bring the extraction-undertaking to face more challenges. An understanding of subsidence-mechanism and a rational quantification of subsidence parameters is a requisite herein. This paper presents such pragmatic quantification, validated at mine-sites in India. In comparison, better productivity, conservation and safety is ensured in this approach.

A method for stabilizing mercury containing waste for landfill disposal would be a very cost effective solution for industry. A mercury polythiocarbonate material which is made via a metallurgical process passes a traditional TCLP for mercury. The mercury polythiocarbonate material was subjected to a more thorough evaluation, the Integrated Leaching procedures as described in Kossan (1) and Sanchez (2)The procedure involves leaching the mercury polythiocarbonate material at varying pH and sample size to liquid. The procedure had to be adapted for small sample sizes and finely divided materials due to the product characteristics and available material. The leachates were evaluated and found to be stable within common environmental pH values. The performance details on how Inter-Mountain Labs met the leaching requirements of the procedures and the analysis of mercury are presented.

In 2008, the authors developed a methodology for assessing underground coal mines for high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later using a sample of 103 mines with 2008 and 2009 data, injury measures and MSHA citation data were combined into a Safe Performance Index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performances as compared to large and medium-sized mines.

Foskor operates a mine in the Northern Province of the Republic of South Africa exploiting the igneous complex at Phalaborwa. It produces about 3 million tons of phosphate concentrate per year by means of froth flotation from 26million tons of ore of which 16 million is mined and milled onsite. The remaining 10 million tons originate at the Palabora Mining Company and is pumped as a slurry to Foskor. Two types of ore are mined and milled namely Foskorite and Pyroxenite. (The main mineral content of this ore is Apatite, Phlogopite and Diopside.) After three stages of crushing the ore is milled using 24 rod mills and 5 verti mills. The apatite is then recovered using four stages of froth flotation. The stocks of Foskorite ore are rapidly being depleted and the PMC tailings will also fall away by the year 2002 so that the whole mining operation will then be centred around the Pyroxenite ore. This will lead to substantial increases inproduction costs. The recoveries achieved in the flotation plant are largely dependent on the successful operation of the comminution section. Parts of this plant are now 35 years old and the advantages of re-engineering, new technology and automation can only be applied to a limited extent in an effort to reduce costs. It was then decided to investigate alternative milling methods, both wet and dry.

This paper discusses the Queens Water Tunnel, No. 3, Stage 2, being driven by a new Robbins High Performance (HP) Tunnel Boring Machine (TBM).The paper is divided into four sections. In the INTRODUCTION section, a short overview of the scope of the project is presented. In the GEOLOGY section, the geological condition along the tunnel drive is briefly introduced. The TBM DESIGN section discusses the various design criteria and the resulting machine specifications. The paper concludes, in the TBM OPERATION section, with a case history describing the tunneling operation from start-up to the time of the writing of this paper.

The authors are to be congratulated for presenting a simple and practical tool for quick estimates of ground water flow rates. At the risk of detracting from the simplicity of the method, I would like to suggest a slight refinement to the equation as presented. As the authors noted, the Jacob-Lohman equation (1952) assumes confined-aquifer conditions. A rigorous horizontal drilling and chemical grouting program was specified beneath the Hollywood Freeway (U.S. Route 101) section of Los Angeles Metrorail Contract C-311.Twin 6.67-m (22-ft.) diameter starter tunnels were to be conventionally mined through amixed alluvial and bedrock face consisting of silty sand, gravel, and weathered sandstone and siltstone of the Topanga Group. The contact between the alluvium and bedrock dipped toward the Crossover Excavation where the horizontal drilling and grouting operations were performed. The intent of this grouting program was to stabilize the mixed face to minimize ground loss and surface settlement, and to reduce groundwater inflow into the tunnel headings. Given the highly variable mixed face conditions, horizontal drilling up to 86 m (284 ft.) resulted in upward trending trajectories which likely followed the bedrock contact. Chemical grouting was performed in a primary, secondary and tertiary, three dimensional sequence. Evaluation of the primary and secondary grouting parameters indicated where tertiary grouting was required. Grouting pressures induced a small rock failure at the tunnel heading as well as increased stresses on the tiebacks of the excavation.

The 1989 mining industry compensation survey done annually by the Denver-based Mountain States Employers Council shows the "average" or "typical" employee in the mining industry is projected to receive an increase of 3.9% to base pay in 1990, compared to a projection of 4.1 % for 1989. According to MSEC, the actual percentage increase to base pay has continued to decline since 1980. A review of pay increases since 1980 shows the highest average increase was 11%, granted in 1981. Since 1981, there has been a steady deceleration through the decade. While 1989 final figures are not available, 1988 numbers might indicate a reversal of this trend. In 1988, the average employee actual increase was 3.8%. That was 0.7% higher than the 3.1% projection. This may be significant as actual increases have been lower than projections since 1982. Chart A shows the pattern of projected vs. actual percent increases in pay since 1980.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Improvements in miners? safety and health, as reflected by injury and illness statistics, have reached a plateau and even been reversed. Research into miners' OSH is a necessary adjunct to regulatory enforcement. Under the National Occupational Research Agenda (NORA) mining experts have come together to draft a national agenda for this research. The Mining Sector Council, one of ten NORA Sector Councils, has produced a draft national research agenda to guide all mining research entities: academia, government, and industry. The agenda has seven major objectives, each of which has a sequence of sub-objectives: Reduce the likelihood of disasters in mines; Improve mine disaster response; Improve the health of miners; Improve atmospheric control (ventilation) in mines; Improve health and safety through behavioral research; Improve mine design, systems operations, and management performance to enhance mine health and safety; Apply ergonomics, human factor engineering, to increase health and safety. Long-term maintenance of the Mining Research Agenda requires input from the public, both here and abroad, monitoring of the impact of research results using OSH data, and partners who will translate the research to practice.

Groundwater control is generally an important consideration and significant source of risk during most tunneling projects. Proper baselining of groundwater conditions requires: 1) a thorough understanding of the geological environment; 2) a focused site investigation; 3) identification of construction and adjacent property damage risks associated with inflows and short and long term piezometric level changes; and 4) consideration of contractual issues including restrictions on means and methods and pay items for associated work. This paper provides an overview of groundwater baselining issues and risks based on selected design studies and construction case histories.

Silver paste including nano sized particles maintains conductivity in high temperatures without forming oxide layers. In the industry, printing process produces wasted silver paste inside the cylinder and on silk-screen. Pyrometallugical silver recycling methods have environmental problems and do not extract pure silver after removing polymer and organic materials during the extraction process. In this study a simple wet process, of recycling the waste silver paste, using ammonia, was conducted. Silver ion extraction yield was increased using oxidant in the ammonia solution. Possible extraction yields, such as pH, concentration, temperature of ammonia, oxidant concentration and the extraction time. The particles that were obtained after the extraction process will be used as porous hydrophobic catalytic and applied to AI mask and hydrophobic ink. Six potential locations along the west shore of Lake Mead were evaluated to site anew water intake pumping station for the SNWA. The evaluations were based upon geotechnical exploration results and conceptual intake pumping station designs. The exploration included geologic mapping, geophysical testing, underwater ROV inspections and borings. Ground surface and underground chamber pumping station designs were considered. Sites at Saddle Island, Black Canyon and Hoover Dam are geotechnically suitable. A Saddle Island site was selected because it has the most favorable conditions for the intake pumping station and the aqueduct to the Las Vegas valley.

Australia’s mineral valuation code continues to evolve, while mineral valuation standards are also being written for Canada and Southern Africa. The author is leading a task force for writing the extractive industries addition to the International Valuation Standards. Meanwhile, the International Accounting Standards Board is continuing the development of an extractive industries addition to its International Financial Reporting Standards, with an emphasis on valuation reporting. This paper analyzes the need, content and ownership for a U.S. minerals appraisal standard in the context of both these developing international standards and also existing U.S. regulations and appraisal standards. The author provides many questions for research and debate.

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

Design and construction of temporary shafts for underground facilities often require evaluation of bottom stability due to rupture (blow-ins) caused by water pressure acting on a bottom plug. This paper provides an overview of shaft bottom stability evaluation methods for the case of a relatively watertight soil plug which overlies an artesian aquifer. Methods of considering plug perimeter shear, plug buckling and pressure relief are discussed. Minimum factors of safety are suggested. Future use of the shaft subgrade is also considered. Bottom plug failure case histories at several shafts are evaluated. This paper should be useful to project designers, ground support system design engineers and contractors involved with construction of shafts for underground facilities

The objective of this paper is to analyze the evolution of the strategic drivers of the mining sec-tor over the last half century, which has been guided by a varying and expanding list of motivations. While companies cannot survive for long unless they are making profits, the strategic drivers of the industry have gone far beyond profits since at least the mid-1970s when environmental concerns began to be taken seriously. For the most part, these forces have followed global trends and public opinion, but they have been shaped and magnified by the significant, often dominant role that the mining sector plays in many economies. While the mining sector used to be primarily motivated by the first pillar of sustainable development -i.e. the economics pillar-, in the 1970s the second environmental pillar became an important factor in decision making, and in the 1990s the third social pillar emerged as a major driver.1 The entrance of new strategic drivers has also had considerable impact on technological and organizational developments in the mining industry; however, technological changes, driven by cost reduction considerations, have in turn impacted the strategic drivers of the industry, resulting in the need for further technological and organizational developments.

Thallium is not significantly removed from mining influenced water (MIW) through conventional treatment in hydroxide precipitation plants. We experimentally investigated modifications to hydroxide precipitation schemes to concurrently remove thallium. Our goal was to determine cost effective and efficient hydroxide precipitation process modifications for thallium removal. Strategies for removal targeted multiple mechanisms including sorption, co-precipitation and/or oxidation of monovalent thallium. Modifications were tested in batch and included oxidant evaluation and the role of manganese. Removal of thallium was enhanced by the addition of permanganate as well as oxygen by aeration. In addition, contact with retained solids and the initial manganese concentration played an important role in the extent of thallium removal observed. This paper reports on our findings and discusses the implications in the removal of thallium with minor modifications to the hydroxide precipitation process.

The establishment and survival of different grass species and cultivars on various phytotechnic treatments at a limestone quarry was studied. The treatments applied were: a) bare soil, b) bentonite, c) bentonite-straw and d) asphalt-straw. According to the results, significant differences were found among species and cultivars, growing on different treatments as far as plant growth and survival are concerned. The seed germination was higher on bentonite -straw and asphaltic-straw than on bentonite but the plants survival were higher on bentonite. Lolium perenne had higher seed germination rate and better establishment than the other tested species at all treatments. However, the survival rate of Agropyron desertorum and of the cultivars palestina and chrysopigi of Dactylis glomerata was higher than of the other species.
