Draglines are the main energy consumers in strip mines. Given the growing cost of energy and environmental concerns, it is important to properly understand dragline energy efficiency. The goal of current research at Missouri University of Science & Technology is to account for operator practice and operating conditions in modeling dragline energy efficiency. This paper presents preliminary correlation analysis and a framework for stochastic modeling of dragline energy efficiency. Thirteen operating parameters (including cycle times, payload, swing angle, and height of dump pile), operator working schedules, operating conditions, and drag, hoist, and swing energies were monitored for an 85 yd3 dragline. Operator effects were examined by two-sample t-tests. The relation between the parameters and energy consumption were assessed by correlation analysis and a stochastic modeling framework has been proposed for dragline energy efficiency. The results show that operator effects are significant (p< 0.05) and energy efficiency is correlated with operating parameters. The completed model will help the coal mines better predict energy consumption, with uncertainty, for different operating conditions.

Mining steeply dipping coal seams is a difficult task in the mining industry. Prior to 1996, fully mechanized longwall mining methods along the seam strike direction were tried in China and other countries. Due to its larger coal reserve in steep seams, China made more but still limited progresses on mining in such seams than the other major coal-mining countries. In the last two decades, accelerated research efforts have been made to improve the mining technology in steeply dipping coal seams. Based on these works, a dynamic model of ?R-S-F? system under asymmetrical constrains in mining steep seam is established and the theory of strata control and hazard prevention begin to be formed. The key technologies for mining steep coal seams include: global and regional strata control methods in longwall face, methods for the longwall face machines to sustain static and dynamic loads, and flexible protection technology. These theory and technologies have been successfully applied to mining of steep coal seams of varying thickness and hardness, with hard and soft roof and floor, and with high potential of spontaneous combustion in China. In the recent years, the technology has been introduced to Russia, India, Uzbekistan and other countries where steep coal seams are mined.

This paper addresses the challenges of designing the underpinning of major sub-way station with 4 operating tracks. No. 7 subway extension crosses under the existing 42nd street subway station on the 8th Avenue line. Understanding the history of the original construction, of the current structures and their condition were instrumental in developing a feasible underpinning design that is integrated with the design of the new tunnels. The existing 8th Avenue subway station has a lower abandoned level. Several alignments and corresponding underpinning schemes were studied. The design allows new tunnel construction under the station without interruption of station operations.

From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.

The phenomena of dripping into cavities (e.g. tunnels and drifts) within an unsaturated fractured porous medium under ventilated conditions is studied to improve estimates of dripping rates, drop sizes, and chemical composition of droplets that could affect the integrity of high-level nuclear waste packages placed in drifts. The sensitivity of dripping rates and water chemistry to ventilation is analyzed at various flow rates using analytical expressions linking flow on fracture surfaces to drop formation and evaporation. The model was tested using laboratory experiments involving machined aluminum slabs designed to represent a simplified morphology of a fracture face intersecting a cavity and using natural fracture surfaces from a welded tuff. Comparison with ten years of data on dripping in natural caves showed good agreement with model predictions. In particular, for low dripping rates, evaporation due to ventilation leads to larger drop sizes and alters drop chemistry by increasing the concentration of solutes in the drop relative to that in the water flowing on the fracture face.

The Washington Metropolitan Area Transit Authority&apos;s Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year&apos;s work. Each year&apos;s work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority&apos;s estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. In the past decade Australia has seen the development, construction and commissioning of three complex processing plants for the treatment of lateritic nickel ores. These have all been based on high pressure acid leaching (HPAL) for extraction of nickel and cobalt into solution, followed by solid liquid separation in a CCD circuit. However, flowsheets for separation and purification of the nickel and cobalt diverge markedly. The existing plants have been commissioned with varying degrees of success, with a variety of problems ranging from materials of construction to inadequate design. While the process problems are not insurmountable, there is much room for improvement. Currently there are several new HPAL plants at the feasibility or financing stage. All of these have adopted one of the existing flowsheets. Most of the enhancements have focused on increasing autoclave size. It is now time to assess the success and failures of the three existing plants and incorporate this experience in a design for productivity, efficiency and reliability. Towards this end, this paper discusses aspects of flowsheet optimization, materials of construction and engineering design.

Leaching operations combine both metallurgical and hydraulic processes to extract metals from the ore heap. In the design of leaching operations, metallurgical tests and simple hydraulic tests are often conducted to define operational parameters such as leach cycle time, application rate, lift height, and effective leach area. While metallurgical constraints are often the primary focus on leach facility design, the hydraulic factors are also critical to the overall success of the operation. Some of the hydraulic factors that are known to impact solution flow through heaps include: • Ore physical and hydraulic properties, • Variation in ore properties under heap loading, • Ore mineralogy and its susceptibility to chemical and/or mechanical degradation, and • Heterogeneities within the heap. This paper presents a discussion on hydraulic factors that may impact the effectiveness of leaching operations. In addition, methods are presented which may be used to assess flow conditions within active and inactive heaps.

The CH Leaching process is a new, more sophisticated, form of gold, silver, uranium and sulfide copper heap leaching wherein each layer of a multi-layered heap is divided into a number of independent cells, each of which are successively formed and leached in the top layer of the heap to their maximum economic recoveries, and then rinsed and sealed from further leaching. Triangular earth berms form the outside walls of the heap and a gridwork of rock-filled berms on top of the bottom pad form independent under- heap solution storage zones. The high degree of solution recirculation and staging that occurs in this process produces a relatively small volume of very rich pregnant solution. The cellular heap design and its mode of operation result in a uniform, intensive, long-term leach for all of the ore particles in the heap. Besides improved metal recoveries, the process appears to have several cost and operating advantages. In the CR2MR process, sulfuric acid and a soluble sulfide are added to a gold and/or silver pregnant leach liquor to precipitate most of the contained silver, mercury, copper, etc. as sulfides at a pH below 2.5. The other product of the reaction is solubilized HCN. Following a liquid-solid separation step, cyanide is regenerated in the supernatant solution by raising the pH to a level above 9.0. This process regenerates a portion of the cyanide used in the leaching step, removes contaminant ion species (silver, copper, mercury, etc.) from the leach solution and, in a subsequent step, recovers the gold in an enriched form. It is believed that substantial cost savings may be experienced by the use of this process in some gold and/or silver leach systems.

In 2011, the value of mineral production increased in the United States for the second consecutive year (Table 1). Production increased modestly for most mineral commodities mined in the United States, and price increases, especially for precious metals, resulted in increases in the value of production. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Minerals? contribution to the GDP increased for the second consecutive year. Trends in other sectors of the domestic economy were similar to those in mineral production and consumption rates. U.S. apparent mineral consumption (industrial) of 11 mineral commodities decreased substantially from 2005 to 2010 (aluminum, cadmium, cement, copper, iron, lead, salt, soda ash, steel, tin and zinc). Data for 2011 were not calculated, but the data show a sustained decrease (especially for the metals) preceding the recession through 2010, so consumption seems to be behaving differently than production and GDP. After continued decline following the 2008?2009 recession, the construction industry began to show signs of improvement during 2011, with increased production and consumption of cement, construction sand and gravel, and gypsum ? mineral commodities that are used almost exclusively in construction. Crushed stone production, however, continued to decline.

In 1971, Bituminous Coal Research, Inc~ established a program to provide the coal industry with the necessary information and technical capability to investigate and evaluate potential problems concerning trace elements in coal and coal-related materials. The initial efforts at BCR in developing or adapting analytical procedures for the precise determination of trace elements in the parts per million to parts per billion range were detailed in a report titled "The Development of Analytical Methods for Determining Trace Elements in Coal and Coal-related Products." A subsequent reports contained descriptions of reliable analytical methods refined by BCR for determining mercury in coal and coal ash and also in coal mine water. his paper reports initial progress in applying recently-acquired trace-element analytical capabilities to solving potential coal industry problems. In this case, the effect of a coal-cleaning process on the distribution and removal of potentially harmful trace elements in coal was evaluated. Coal cleaning offers the possibility of controlling potentially harmful emissions resulting from combustion of large tonnages of coal by removing the pollutants prior to combustion.

Middelburg mine is an opencast export mine operating in the Eastern Transvaal Coalfields of the Republic of South Africa (Figure 1). The mine was commissioned in 1983, to its original design capacity of 4.25 million sales tonnes which was subsequently raised to 5.5 million sales tonnes in 1989. This increase in export tonnage was brought about through an increase in the mines export allocation and the revision of management strategies. The maintenance of this increased tonnage with minimal additional capital has been achieved through improved operational efficiencies and the upgrading of planning operations through the purchase of an Enhanced Mine Scheduling Software Package (EMSSP/MINESTAR). Simultaneously with this requirement were additional factors that contributed to the implementation of the EMSSP. The mine was owned by a joint venture of two partners and is operated by Middelburg Mine services (Rand Mines Pty. Ltd) (Figure 2). This structure of ownership required the evaluation of numerous planning options to be under-taken concurrently and hence the need for an efficient streamlined scheduling pack-age that could fulfill this requirement. Compounding the EMSSP needs further, were the problems experienced in the export market, these being the external pressure from current and new suppliers in the market place which obliged management to provide solutions to rapidly changing market conditions. These fluctuating market conditions have had a direct effect upon the mine&apos;s planning strategies because of the large percentage of the mine?s sales sold on the international spot market. The sanction factor for all South African exporters has had a negative effect upon price and this was compounded further through internal competition in 1987 via suppliers attempting to maintain the market position.

Orange County, adjacent to the populous and industrialized Los Angeles area, is the fastest growing county in California and is second only to Los Angeles County in total population (figure 1). In addition to an equable climate and a burgeoning economy, there is room in Orange County for growth and expansion. Growth over the past decade has resulted in rapid development of industrial tracts, housing areas, and shopping and commercial centers, mostly in former agricultural areas. The value of new building in 1972 was a record amount-over I billion dollars (figure 2). Problems relating to the proper direction of growth are the concern of both government and the private sector. The intelligent and efficient use of areas to be developed requires planning for the conservation and protection of the County&apos;s natural beauty and for the orderly development of natural resources. The availability of sand and gravel, which is used in many phases of construction, will be a major controlling factor in the future of the County.

Three case studies were undertaken to investigate the role of land use potential evaluation in reclamation planning and to determine the impact of regional differences on the evaluation process. The three surface mines studied were representative of operations in the Appalachian, Interior, and Northern Great Plains provinces. The scope of the investigations included a survey of regional characteristics, a detailed investigation of the mining operations and site conditions, and an assessment of local land use planning activities in the area of the mine. Special attention was given to key factors that presently determine the use of reclaimed land. Also, for each case study, the postmining land use potential was evaluated using site planning principles. Specifically, the environmental, economic, and social impacts of several potential postmining land use plans were considered.

Lift height, overall heap height and climate all play an important role in determining precious metals leaching rates, recoveries, operating costs and capital cost requirements for heap leaching operations. The effects of these factors are not easy to predict from testwork, and this can result in unexpected delays in metal production, lower recoveries than expected and higher capital and operating costs than necessary. This paper investigates the economic impact of lift height, overall heap height and climate on heap leaching and provides criteria to assist in the design and operation of leaching facilities. Descriptions of three heap leach operations in the western USA are provided to support the discussions and conclusions.

"The fortunes of mining companies and their implied value are tied to cycles - both economic and commodity – within which they operate. Hence the determination of appropriate future metal prices is one of the most critical factors faced by mineral valuators especially for advanced projects. Price, and hence revenue, is usually the most sensitive input to the valuation model. Empirical studies of past forecasts show that the success rate for commodity price forecasting is very poor. This paper explores various approaches and comments on their strengths and weaknesses. We conclude that careful evaluation of long-term metal prices is a key element and is hardly a luxury that can be left to simple averages or rules of thumb. INTRODUCTION Discounted Cash Flow (""DCF"") analysis, is well suited for the valuation of advanced mineral development assets, for which there are identified mineral resources and some form of economic assessment (Pre-Feasibility or Feasibility Study). The DCF method is also the most commonly used method for determining value for such assets. It provides a means of relating the magnitude of expected future cash flows from profits (or losses) to the magnitude of the initial cash flow (investment) needed for capital expenditures to purchase or to develop an asset for commercial production. The method proves useful in making investment decisions as it allows for the quantification of the Net Present Value (“NPV”), as well as the Internal Rate of Return (IRR) and Payback Period on initial investment capital. Valuation by its very nature is a forward-looking exercise. The DCF method attempts to estimate the NPV of expected future cash flows, by selecting factors that will likely affect future cash flow based on informed analysis. One of the most critical and sensitive factors is the determination of appropriate future commodity prices. “The variables that have the greatest impact on a DCF evaluation are the reserves, the metal prices, and the discount rate.”1 The determination of future commodity prices for valuation purpose or during M&A negotiations is a hotly contested issue. There are a number of analysts, institutions and specialized commercial data suppliers that provide both short and long-term commodities price forecasts. Also, the use of an aggregated mean for all available forecasts, or consensus forecasted prices for valuation purposes is not uncommon. The methods used in making forecasts for each forecaster may vary and in many cases may not be publically disclosed. Nonetheless, the aggregated mean of all forecasted commodity prices of reputed institutions is usually taken to “represent the market’s view of likely future commodity prices.”"

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

In business mining, dilution is the result of the operating parameters that occur too often and cause serious consequences to mine performance, questioning TO WHOM BENEFITS DILUTION. Mining persists in changing perception of real meaning of dilution. The lack of interrelation between mineral processes and nature compromises the understanding of dilution; this absence of interrelation occurs due to the misinterpretation of nature, otherwise, Geomimic could be helpful to filling the gap of misinformation. NATURE provides LIMITED metals in low content deposits; it is a challenge to obtain them. Nature never considers dilution. Furthermore, though dilution is a human concept, dilution is accepted and promoted. Reality of dilution is in its errors accumulation that translates into technology level or status applied in nature. It is doubtful that dilution can continue surviving if it is ?meaningless?. It will discourse: Is dilution illegal? If the change occurs in the prediction of mining will prevail a different destiny, it is important to touch the cores of the business; otherwise, it would represent repetition of the same ?negative? effects, as usual. Mining defines many losses during the disturbance of nature, from NPV elaboration to the metal recovery to commerce, demanding BETTER DESIGN. This paper introduces and applies MANAGEMENT BY LOSS, as first steps, to limit risks and uncertainties in mining. As result, the management of dilution will be obtainable under mining practices which promotes its character of SUSTAINABILITY.

Copper, nickel, zinc and other ?penalty? metals are found with gold together in nature, and have a similar chemical affinity for cyanide used in leaching operations4. As a result, solutions that come from the heap leach pads contain a significant concentration of penalty metals along with the desired gold. In solution, gold and cyanide form the complex Au(CN)2- that is readily adsorbed onto activated carbon. Penalty metals as individual metal ions also load onto activated carbon and, depending on the concentration of cyanide and the pH of the solution, can form various cyanide complexes. Some of these complexes can also load onto carbon while some are significantly inhibited from loading. Copper, for example, can form the dicyanide complex Cu(CN)2-, the tricyanide complex Cu(CN)32-, and the tetracyanide complex Cu(CN)43-. At a low pH and a low concentration of cyanide, the dicyanide complex predominates. At a higher pH and a higher concentration of cyanide, the tetracyanide complex predominates. Without excess cyanide, however, individual copper ions can remain present. Activated carbon is used in gold extraction because it is highly selective for gold and less so for other metals, such as copper3. However, copper has the ability to adsorb (?load?) onto activated carbon and block the adsorption of gold when it is in the dicyanide form and in a high enough concentration. When copper is in the tetracyanide form, copper loading is significantly inhibited, allowing for the maximum gold recovery. In order to ensure the tetracyanide complex is formed, a combination of both available cyanide and elevated pH must be present. In the South Area of Newmont Mining Corporation?s Gold Quarry mine in Carlin, Nevada, copper and nickel loading becomes a problem when certain acid generating zones of the heap are leached. Copper, nickel, zinc and other penalty metals become leachable and the lower pH uses up more of the cyanide and creates carbon loading conditions for the metals. This decreases the carbon?s ability to extract the gold from solution, decreasing the recovery and increasing the concentration of gold in the barren solution that leaves the carbon columns. In this study, operational data from March through to May of 2007 is presented to show how Newmont developed a quick fix to lower pH and elevated metal concentrations that were causing low gold loadings on activated carbon at their South Area Leach (SAL) heap leach operations. Laboratory tested were also conducted to examine the chemical kinetics of metal loading and the individual effects of increased cyanide concentrations. THEORY Copper I ions form four different complexes with cyanide in solution: the monocyanide species CuCN, the dicyanide species Cu(CN)2-, the tricyanide species Cu(CN)32-, and the tetracyanide species Cu(CN)43-. The species are formed from the following reactions: [Cu)(?+-+ K1 (1) Cu ß2 (2) --+?+23)(3CNCuCNCu ß3 (3) --+?+34)(4CNCuCNCu ß4 (4) ] where K1 equals 1019.50, ß2 equals 1024.03, ß3 equals 1028.65, and ß4 equals 1030.35. Along with these complexing reactions, hydrogen cyanide and water also dissociate in solution, as per the following reactions: [H?+-+ KH (5) OHOHH2?+-+ KW (6)] where KH has a value of 109.24 and KW has a 1014 value2. These six chemical equations compete with each other, with domination of one over the others dependent on the CN- and H+ concentrations. Each complex also has different properties when it comes to its loading behavior on activated carbon. The dicyanide copper complex and the monocyanide copper complex have an affinity for adsorption onto activated carbon that is greater than the affinity of gold cyanide for adsorption. They also have a lower solubility in water, which enhances adsorption. The tricyanide copper complex and the tetracyanide copper complex are water soluble and have an affinity for loading adsorption on activated carbon that is less than the affinity of gold cyanide for loading adsorption1. There are three prime reasons for this phenomenon. First, the extra cyanides mask the metal ion more, which blocks the main adsorption characteristic of the complex. Second, the complexes are also larger, making it harder to physically fit into the active sites on the carbon. This helps make the latter two complexes kinetically inhibited from adsorption, freeing carbon active site to load with gold cyanide complexes. Third, it is also important to consider the expressions of the mass and charge balance. These balances describe all the overall concentration of copper and cyanide in solution, as well as marking overall charges of the ions in solution4. This is important because significantly changing the charge from positive/neutral to more negative is another reason for activated carbon to reject adsorbing the higher cyanide complexes. The speciation of copper and other penalty metal cyanide complexes in solution is dependent on the pH. At lower pH values, increased hydrogen ions (H+) can out-compete metals for cyanide ions. Lower free cyanide in the system leads to the lower cyanide species of copper cyanide predominating, with a noticeable concentration of the free metal, monocyanide and dicyanide species of copper cyanide. At higher pH values, hydrogen ions are significantly reduced, reducing the kinetics of HCN formation. More free cyanide remains in the system, allowing for more complexing. With this higher amount of cyanide in the system, the tetracyanide species of copper cyanide predominates, also with a noticeable concentration of the tricyanide species of copper cyanide.
