The ever-increasing demand for steel and the subsequent depletion of high-grade ores requires the massive utilization of low-grade iron ores. In the present study, an iron ore slime sample containing 56.1% Fe was investigated using physical beneficiation, carbothermal reduction, and a microwave-assisted process; however, physical beneficiation and microwave exposure were found to be inefficient as they yielded lower iron recovery. Using coconut shell as an alternative reductant was found to be promising and does not lead to the formation of higher iron oxides, such as fayalite and wustite phases. The microwave-assisted carbothermal reduction was found at par with conventional reduction, saving time and heating. The optimum magnetic concentrate obtained in both carbothermal reduction routes (microwave and muffle furnace: Fe grade, Fe recovery, and yield of 64.3, 97, and 84%, and 67, 99, and 83%, respectively) are suitable for alternative iron-making or blast furnace units.

An underground limestone mine in eastern Ohio was experiencing significant floor heave and roof falls, attributed to high horizontal stresses. Areas of the mine showing floor heave were monitored with roof-to-floor extensometers and photogrammetry surveys to determine the rate and magnitude of heave. Extensometer data were recorded hourly at four locations across adjacent entries while photogrammetry surveys of the floor were performed at the same locations every two to five weeks. A final survey was performed using an I-Site 8200 laser scanner. Following instrumentation, floor heave up to 10.1 cm (4 in.) was measured by the extensometers, photogrammetric reconstructions and laser scanner over a six-month period. The extensometers were biased by the location where they were placed, failing to consistently capture the location and extent of floor heave and cracking. The photogrammetry surveys were not precise enough to capture small magnitude movements. Mining in the area was halted and within several months the floor movement and incidence of roof falls were significantly lessened.

In-situ leaching of uranium by aqueous ammonium carbonate containing oxygen or hydrogen peroxide as oxidant results in the partial dissolution of sulfides. While some of the sulfide sulfur is oxidized to sulfate, a considerable portion is oxidized only to thiosulfate and polythionates. Polythionates poison the anion exchange resin used to extract uranium. At the Palangana operation in southeast Texas, the trithionate ion (S3062-) was found by infrared spectrometry to be the major resin poison. Treatment of ion exchange feed solutions with hydrogen peroxide only resulted in partial conversion of reduced sulfur species to sulfate, and trithionate conversion was particularly slow. Poisoning of the resin also occurred from the ammonium chloride eluant, which built up trithionate because of recycling. This was essentially eliminated by chlorinating the eluant prior to yellow cake precipitation.

Surface mining has been used primarily where deposits of minerals were exposed or close to the surface. Surface mining can, therefore, be considered the oldest branch of mining. As the most accessible deposits became uneconomical because of the lack of suitable high capacity conveying systems, deep mining took its place. Only in the twentieth century was this trend reversed as high capacity production and conveying systems were developed. This rapid development was triggered by the steadily increasing demand for raw materials and fossil fuels, as well as by the ever increasing ratio between overburden and deposits.

This paper is a description of certain geologic aspects of the Inspiration mining operation. It is not a geologic description of the Inspiration deposit nor an exposition of all the geologic work involved in the development and exploitation of the deposit. A few specific examples of the application of geology and geostatistics to the mining process are given to illustrate the progress that has been made in making the Inspiration Mine more efficient and cost effective, and a statement of the philosophy of geologic applications is offered.

Cross country belt conveyors are becoming the preferred method of bulk material handling in the industrial complex. Installed cost, maintenance, reliability, simplicity and operating expense enhance this choice, especially when faced with rising cost and questionable availability of liquid fuels. Conveyor flights are getting longer, faster, and higher in capacity, and are being installed in rugged terrain. Rights of way are often difficult to obtain. All these considerations lead up to design aspects well beyond those for in-plant conveyors. This paper points out some of the aspects that lead to the successful design of a cross country belt conveyor system.

Productivity is a fascinating concept. Like motherhood or apple pie, we know it as a good thing. Just what it means is not so clear. To a coal miner we assume it means tons of coal hauled from the mine. To the company president it means profit after capital, labor, and other costs have also been reckoned. To the government economist it means output in a balance of payments. What does it mean to the biologist, and can reclamation really be productive? In this paper we discuss productivity from a biological viewpoint, give some yield data for various types of reclamation plantings, and discuss how our demand for or acceptance of differing kinds of productivity is tied up in bigger questions of land use, environmental stability, and resource allocation.

A modular computer program APEX (AMAX Process Evaluation Executive), has been developed at AMAX Extractive R&D, Golden, Colorado to facilitate rapid simulation of steady state material and energy balances of existing and/or proposed metallurgical process flowsheets. Currently, APEX is being used for the design, analysis, and evaluation of several of AMAX?s Nickel, Molybdenumand Tungsten processes. A unique feature of APEX is that it allows specifications of flow rates and compositions for different solid size fractions in addition to aqueous organic and gaseous phases. Thus, a metallurgical process which may involve crushing, grinding, flotation, leaching, washing, solvent extraction, precitation and refining operations can be simulated in a single computer run using APEX. APEX requires two input data files. The first is a process data file which includes physical and thermodynamic properties of the various chemical components of interest. This data file is unique to the process under study and does not require changes for alterations in the process flowsheet. The second data file is specific to a simulation case and includes descriptions of the flowsheet, various feed streams and the process equipment's operating conditions. In addition to temperature, pressure and percent solids, calculated information for each stream includes weight and volumetric flow rates, chemical compositions, specific gravities and enthalpies of solid, liquid and gas phases. For each process equipment in the flowsheet, APEX prints its operating conditions and detailed information about the streams that enter and leave the unit. Models of several general unit operations are preprogrammed in APEX. Also, the modular design of APEX permits quick and easy additions of simulation models which are specific to new and/or unique process operations. To study process stability and optimization, APEX permits several cases of a flow-sheet to be run together. Three simulations of the Moa Bay Nickel process have been excluded to illustrate the ease and flexibility of using the APEX system.

The Granduc ore body is located beneath glacial terrain on the borders of British Columbia and Alaska, some 600 miles from Vancouver and 30 miles from Tidewater at Stewart, B. C. The concentrator and attendant facilities are located in wilderness country at an elevation of 2500 feet. The average annual snowfall is 65 feet. Surface facilities and ore body are linked by a 10 mile railroad haulage tunnel. This copper property has been developed by Granduc Operating Company on behalf of Newmont Mining Corporation and American Smelting and Refining Co. First production started in November, 1970. In August, 1966, Granduc Operating Company awarded an engineering and construction management contract to McKee-Swan Wooster, a joint venture of A. G. McKee of Canada and Swan Wooster Engineering Company Limited, to design a concentrator to treat approximately 7000 tons of ore per day. The isolated location of the Granduc ore body indicated comparatively high freight rates on consumable items of concentrator supplies such as reagents, grinding media, etc. A firm flowsheet for the flotation of the Granduc ores having been developed by the Danbury laboratory of Newmont Exploration Limited, attention was devoted to means of reducing operating costs. One obvious method was to reduce or eliminate the costs of steel grinding media by employing some form of autogenous grinding. two pilot plant operations were carried out at the facilities of Lakefield Research of Canada Limited, in which autogenous grinding of Granduc ores was investigated. Scale physical models, constructed according to the principle of similarity theory, have been widely used to simulate the mining disturbances to surrounding strata and to evaluate the effectiveness of implemented ground control techniques. This technique has also been used for studying mining-induced surface and subsurface subsidence. The movements of the observation points installed on the physical model at different mining stages are currently measured using total station which is time-consuming and inaccurate especially on small scale models. A photogrammetry-based measurement system has been developed. During a physical modeling process, photos of the model can be taken during the simulation process reducing survey time from hours to a few seconds. A program, Photogrammetry Analysis for Physical Modeling of Mine Subsidence Process (PAPMMSP), developed based on photogrammetric principle is used to quickly identify the installed observation points and accurately determine their coordinates. The measurement accuracy is well under submillimeter level—an ultra-important advantage as any measurement errors in coordinates are magnified by the model dimension scale (commonly 20 to 400). A physical modeling case of subsurface strata movements and deformations associated with longwall mining operations is presented in the paper to demonstrate the functions and capabilities of the developed photogrammetry program.

As the search for minerals leads to deeper mines the need to control water inflow into mine shafts and mine workings will grow. As shal¬lower more readily available minerals are exploited, ore bodies which were previously uneconomic be cause of their depth will now become attractive targets. In known mining districts new ore bodies are being discovered down dip of existing ones. In the west many metal deposits are being developed in rocks of the mountain front pediments, frequently covered by several hundred feet of saturated alluvium. Greater depth often means that workings are developed well below existing water tables, creating high hydrostatic heads adjacent to mine workings. The purpose of this paper is to review some of the methods available for determining if water control will be necessary and to present some of the techniques for locating water bearing zones and the amount of water to be expected. The paper will concentrate on problems associated with water control in mine shaft development, although many of the exploratory techniques are similar to those needed for assessing overall mine water inflow problems. A brief case history on water control problems in mine shafts in the Grants mineral belt of northwestern New Mexico is presented. Water control during shaft sinking presents some unique features. First, the problem is a relatively short term one, since water control is often necessary only while the shaft is being sunk. Control measures may be necessary only while the shaft is open into the water bearing zone and the lining installed and cemented. Secondly, limited working space within the shaft area presents difficulties in handling large amounts of water inflow. The presence of water in the shaft working area increases sinking time and the potential hazard to miners. Finally, there is the economics of shaft sinking. While the shaft is being sunk no ore is being produced and there is every incentive to minimize costs.

The Bureau of Mines has developed and tested a new concept of combining thermal and hydraulic energy processes for hard rock cutting. The study shows that this novel combination method overcomes the fragmentation limitations of the thermal process in nonspalling rocks and the cuttability limitations of the hydraulic process in high-strength rocks. The method effectively cuts hard rocks at moderate hydraulic pressures (below 30,000 psi). Theoretical predictions of the rock damage process are made and are correlated with experimental results obtained by using both single pulse and continuous water jet hydraulic systems. Traversing point heating and line heating techniques were used for heating rocks preceding the continuous jet impingement. Heating induces structural weakness of the rock material and assists fragmentation by the water jet impingement. The thermohydraulic process is effective if the significant depth of heat penetration induced by the surface heating exceeds the cutting depth produced by the jet impingement. Hydraulic specific fragmentation energy values reduce by about an order of magnitude using the combination technique. The process efficiency and the rate of themohydraulic hard rock cutting increases significantly by increasing the intensity and duration of heating.

Barite In 1987, United States mine production of barite increased 15.870, consumption (sold or used by grinding plants) increased by 6.97, and imports are estimated to have fallen by 19.57. World mine production decreased by 137, according to the US Bureau of Mines. The value of US produced barite, fob mine, decreased 1.4%, according to the Bureau. The declared value for cif US port of all imported unground barite during the first 10 months of 1987 decreased from $39.02/t ($35.40 per st) to $37.16/t ($33.71 per st), the Bureau stated. Nevada continued to be the leading US producer of' barite with 637r of the total. It is followed by Georgia, Missouri, California, Tennessee, and Montana. The Bureau of Mines estimates 657 of the US mine production was used as a weighting agent in drilling fluids. The remaining 35°/r was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. This sector continued to increase. Of the total consumption (used by grinding plants and chemical manufacturers), it is estimated that 8070 was used in drilling fluids and 2017( in the non-oilfield sector - barium chemicals and fillers in paper, plastics, and glass. The tonnage consumed in the drilling fluids market increased slightly. But the average number of rotary rigs operating decreased from 964 in 1986 to 936 in 1987. This is the lowest number of operating rigs reported since 1949. The increase in consumption in this sector is due to an increase of rigs operating in the US Gulf and other higher consumption areas over 1986. Crude barite imports were estimated to be down by 19.5% in 1987. Still, they accounted for 637 of the barite consumed in the US. During the first 10 months, China continued to be the leading exporter to the US with 86.970, followed by Mexico with 10.997, and Morocco 2.107(. About 5Y of the imported ore was used in the nonoilfield sector. Ground barite imports dropped from 19.8 kt to 8.8 kt (21,800 st to 9800 st) in 1987. Of this amount, 1.4 kt (1598 st) was used in drilling muds and the remainder of the non-oilfield use. During 1987, a few more grinding plants that supplied the drilling fluid market were closed. Along the US Gulf Coast, there are 13 operating plants versus a high of 31 in 1981. Cameron Offshore reopened its grinding plant at Cameron, LA. New Riverside Ochre Co. of Cartersville, GA, purchased a jigging-washing plant in Missouri and plans to place it in operation this year on a new deposit near Cartersville, GA. Milpark purchased Hughes Drilling Fluid in 1987 and operates under Milpark. US mine production will probably stay about the same as 1987. Price increases in the 10 % range for imported ore are expected due to water freight and the weak dollar. Baker Hughes estimates the average number of operating rotary rigs at 1070. A slight increase is expected in the non-drilling fluid market (chemicals, glass, and filler). Bauxite and alumina L. Baumgardner, US Bureau of Mines Domestic bauxite production in 1987, expressed as dried equivalent, was 581 kt (640,400 st), a 14% increase over 1986. US mine production amounted to less than 170 of total world production. Virtually none of the domestic bauxite was consumed in the production of primary alumina metal. About 30% of the bauxite produced by US mines was calcined to produce 117 kt (128,970 st) for use in abrasives, catalysts, chemicals, proppants, and refractories. Most of the uncalcined bauxite was refined to specialty aluminum oxide (alumina) forms. Metallurgical grade bauxite was imported from 10 countries in 1987. Principal suppliers of the 9.8 Mt (10.8 million st) were Guinea (4270), Jamaica (3501,), Australia (127), and Brazil (57). A minitest of the new potassium chloride-potassium carbonate two-stage in situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing carion-exchange reactions. The test a1 so indicates permeability anisotropy and the existence of disturbed flow fields. The research was partially funded by the U.S. Bureau of Mines.

Copper and cobalt can be found on nickel laterite ores, and cobalt can be found also on copper ores, and many contaminants such as iron, aluminum, and magnesium are associated with these ores. In hydrometallurgical process, a purification step is necessary after leaching due to the presence of these impurities. Chelating resins are more selective for some metals than others, making them more efficient than cationic resins. This overview discusses chelating resin applications to recover copper, nickel, and cobalt from mining process and mining tailings and the effect of contaminants in leach solution. Chelating resins with iminodiacetate functional group can be used for selective copper recovery, and both iminodiacetate and bis-picolylamine resins are highly selective for nickel and cobalt. Chelating resins with the same functional group can have different performances on the kinetics of loading, because of variations of structure, the density of functional group, and degree of cross-linking. This article reviews commercial chelating resins that can be applied in leach solutions with different compositions, and also possible innovations for uses of chelating resins to recover metals from mining process and mining tailings.

It is well established that an ordered sequencing of charge initiations in a blast pattern is an important design consideration that affects blasting performance. Delay times must be chosen such that damage to the rock mass is controlled. The accuracy of delay detonators is also of major concern. A large scatter could lead to an incorrect blast sequencing that would lead to damage to the rock mass causing increased over-break, degraded fragmentation, increased fly-rock and poor vibration control. In this study, the effect of using accurate delay detonators on the explosive energy generated is investigated. For this purpose, power spectral density of the blast vibration for delayed shots are calculated and compared with the case where holes are shot at the same time (no delay). At the end the results are presented and discussed.

Ergonomics is the art and science that tries to understand the complex interrelationships among employees, their work environment, equipment, work methods and job demands. Coal and metal/nonmetal miners are exposed to a higher number of ergonomic risk factors than in non-mining occupations. In addition, studies have shown that these miners experience more degenerative disc disease and osteoarthritis than comparable industrial populations. A general discussion of the risk factors that cause overexertion injuries and disorders will be presented. In addition, the basic principles of ergonomics will be discussed with specific cases to show how successful programs have been developed. A successful ergonomics program should simultaneously improve health and enhance productivity.

This paper will address methods for minimizing liability and protecting materials from disclosure as result of self- evaluative audits and internal investigations. Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

Banks frequently manage large privately owned mineral land trust accounts for estate heirs. The bank has a fiduciary obligation to follow the “Prudent Man Rule”, which requires that trust properties be managed at least as well as a prudent and knowledgeable owner could. However, banks may not have internal staff proficient at mineral property values, lease contracts, royalties, mining practices, etc. This is an opportunity for experienced geologic consultants and certified minerals appraisers to provide needed help. Items valuable to Trust managers may include: 1. Marketing privately owned mineral trust lands to mining or oil & gas firms, assuring competitive offering prices and terms; 2. Negotiating favorable new mineral lease and purchase-option contracts; 3. Monitoring progress of mining, royalty payments, land reclamation, and environmental clean-up work; 4. Balancing future mining income with later industrial, commercial or housing development, timber harvest, etc.; 5. Assuring that Depletion Allowance tax advantage is taken for actual mine royalty payments, but not for annual non-mining lease (rental) income; 6. Appraising in-ground mineral value for bank audits, estate tax valuations, and equitable property division between heirs; and 7. Serving as expert witness, representing the legal interests of the bank, trusts, and the mineral heirs in litigation. Banks do welcome reliable advice which assists them in achieving the “Prudent Man Rule” and improving mineral income to their land Trust accounts.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10
