The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

Solid-bowl (decanter) centrifuges are used extensively to dewater slurries in a wide range of industries. However, the application of decanters as classification devices is not as common. In this study, the performance of a continuous, pilot-scale, solid-bowl centrifuge was evaluated when classifying an ultrafine coal slurry containing nearly 60% material less than 10µm. The current study examined the effects of operating conditions on centrifuge performance. The test conditions included centrifuge bowl and scroll speeds, volumetric feed rates, solids concentration, and pond depth. Centrifuge performance was evaluated using partition curves, along with product yields and solids concentrations.

Deep Well turbine pumps receive constantly increasing application to the problem of mining water and other fluids from great depths. Many installations of medium settings are presently operating successfully and it is felt that mach greater depths are immediately within reach. Settings and lifts in excess of 2000 feet: are not at all out of reason with present knowledge experience, and materiels; however, conditions of individual applications will govern in each case and dictate methods and possibilities to the designer. Design and operating problems of deep set -turbine pumps ire discussed together with a description of various types of equipment falling within this category. Although the deep well turbine pump has been produced In the vertical turbine pump industry for many years, the connotation of the word "deep" still remains questionable. Among the manufacturers of this type of machinery, answers to the question implying the practical limitation of setting for a deep well pump will vary to an extreme. Most pump designers are in accord that this type of equipment has not yet been exploited to its fullest degree; however, the subject is admittedly fraught with unsolved problems and un¬tried solutions so that such a discussion must necessarily derive from personal opinion and, belief., even though based on substantial experience and background. For this reason, it will be stipulated that the present writing will deal with what may be termed euphemistically ?a highly controversial subject.? During the nineteenth century, a paper was published under proper authority proving beyond question that the human body could not withstand speeds exceeding 20 miles per hour. As a limitation, this looks ' pretty ridiculous to us today. At the beginning of the twentieth century, there was not a single machine in operation that could be described as mullti-stage deep well centrifugal pump. The U.S. Department of the Interior, Bureau of Mines, is doing research on methods to obtain premining information on problems such as detection of old mine workings, abandoned oil wells, channel sands, faults, and other geologic features that are undesirable from a production or safety aspect. Techniques being developed to acquire the necessary information include seismic and electromagnetic. The seismic methods include high-resolution seismic and acoustic methods applied from the surface and inseam channel waves applied under- ground. The electromagnetic, or radar, methods are applied from the surface, from boreholes, and from the working face underground. All of these methods are useful under certain site-specific conditions, but none of these methods is universally applicable for all mining conditions.

Since coal has been designated as the short-term answer to the threatening world energy crisis, improved surface mining techniques, along with improved extraction and handling equipment, are needed to increase the amounts that can economically be mined by open pit methods. A dwindling supply of low cost oil and gas have dictated a major rethinking of our energy sources and their use. New methods for open pit coal mining have to be found to increase coal production and to meet more stringent reclamation laws. Modern twin-engine elevating scrapers can play a vital role in meeting these needs. They are readily available, with short delivery times, from several experienced manufacturers of earthmoving equipment. Recent developments of the elevator system have extended its working range to include many of the materials commonly encountered in open pit mining. The paper deals with the advantages of using twin-engine elevating scrapers in the performance of various mining tasks. These tasks range from utility work to the major task of using the scrapers as a primary stripping toot and, of even more importance, a stripping- reclamation tool for, with scrapers, the overburden can be moved and redeposited in the same strata sequence or soil horizon as in its natural state. A recap of current applications of the elevating scraper will be presented, along with proposed uses.

The characteristic problems related to drilling a hole for evaluation of an orebody are generally quite similar, whether we're drilling a core hole, or a hole to obtain chip samples. The basic objective in each case is fundamentally an economic factor; to produce the maximum amount of usable information per hole at a reasonable footage price. The success of the drilled hole depends largely upon the amount of investigation and research spent on the prospective area and the ability to forecast the capable personnel needed plus the right kind of drills, ancillary equipment such as bits, muds and various additives necessary to make the drilling program successful. The driller is confronted with a wide variation of drilling problems due to the nature of subsurface conditions. Some of these problems are: overburden, which may consist of clays; sand; boulders; or glacial till. These surface conditions may exist up to 2,000 feet in depth and upon reaching bedrock, formations may consist of swelling shales, broken sandstones, and every conceivable rock-type, coupled with every known structural problem such as dips, faults, folds, etc., and to this added extras such as permafrost and/or ground water problems combine to increase the necessity why an understanding of the problems along with the proper reaction of the driller plus the formula to compensate for ground conditions is necessary to complete a drill hole. Since most geologists are familiar with diamond core drilling techniques, I would like to discuss other methods used in evaluating ore deposits.

To investigate the differences in the radial drag pick cutting performance in dry and saturated sandstone, a suite of linear rock cutting test was performed using linear rock cutting machine (LRCM). Experimental results of 50 data passes, incorporating 350 data cuts were used to compute cutting, normal and side forces required for determination of other performance related parameters. Although the forces required to cut the dry and saturated rock were in congruence for most of the spacing and depths of cut combinations; but the overall averaged cutting and normal forces for saturated rock cutting were found to be 9.9% and 9.4% respectively higher than the dry rock cutting. The increase in the overall averaged forces was attributed to strength variability of one of the saturated block affecting the overall forces. The side forces experienced a negligible drop in saturated rock cutting. An increase of 28% and 9% in the actual and nominal specific energy values respectively was also recorded when cutting saturated rock as compared to the dry rock cutting. The increase in saturated rock specific energy is attributed to production of large amount of fines and few large sized chips directly contributing towards increase in specific energy. The optimum s/d ratio for dry rock tests was found to lie between 6 and 8 whereas for saturated rock cuts this value lied between 5 and 9.

Ultra fine grinding is becoming increasingly used in the mining industry over recent years. The development of large-scale units for high volume grinding of low value materials and concentrates has opened up new areas of economical metal extraction. The ability of stirred vertical mills to produce very fine particles with high surface areas, is providing mine operators with novel extraction possibilities within gold concentrate regrind for Biox or leach feed, Activox autoclave feed preparation and lime slaking operations. The paper will review design, operational and maintenance aspects of ANI-Metprotech stirred vertical mills, comparing these to tower mills, horizontal bead mills and attrition mills.

Each effort may help develop a culture that is more receptive to change. Executive Management needs to be unwavering in support of change with systems and structures, staffing, development of people, measures, with incentives and rewards. General Electric developed principles for quality change management that are necessary for effective, continuing Business Process Improvement (BPI). Change Acceleration Process (“CAP”) One of the tools General Electric developed has been used successfully by companies around the world in a wide variety of industries. Uranium has been mined in Namibia since the 1970s. The worldwide increasing need for energy in the early 2000s has led to the development and opening of a second uranium mine in 2007 and has triggered an increased interest in uranium exploration, often referred to as “the Namibian Uranium Rush.” In all, four mining licenses have been granted by the Namibian Government, which currently has two mines in operation, a third undertaking trial mining and the fourth in project finance negotiations. In addition, highly intensive prospecting activities at additional deposits are at an advanced stage. The finalization of the strategic environmental impact assessment (SEA) on uranium mining in 2010, the first of its kind and scale in the world, has enabled the Namibian government to assess this uranium rush and its tremendous legal, socioeconomic and environmental impacts and to prepare for the different future scenarios conceivable when this article was written in 2011, including both a skyrocketing and a complete breakdown of demand scenario. The Fukushima disaster and plans of the Namibian government to significantly increase royalties and company taxes in 2011 have threatened the market situation, forcing investors to reevaluate Namibian uranium mining projects. However, with the tax and royalty increase initiative since withdrawn, most projects are back on track at this point in time.

History Leaching of sulfide ore was first attempted by the Phelps Dodge Corporation about 1900 at Bisbee, Arizona, when Dr. James Douglas conducted experiments in an attempt to apply the leaching techniques then in use at Rio Tinto, Spain. Although this initital attempt was unsuccessful, research work was continued which culminated in successful leaching operations at Tyrone, New Mexico, in 1917 and at Bisbee beginning in 1920. Leaching has continued intermittently since that date, with material from the Lavender Pit being leached today. The Lavender Pit Leach Dump Stripping for the Lavender Pit was started in 1951, with mining operations on stream in 1954 and continuing to the present. All material removed from the pit has been classified as waste, leach material, milling ore, or direct smelting ore, depending upon grade and degree of oxidation. Lavender Pit leach material has been stockpiled in a single dump, called No. 7 Dump. This dump covers an area of approximately 135 acres and average about 300 feet in height. The dump has been deposited over a period of 20 years by truck haulage and contains several layers, each of which has a permeable boulder layer at the bottom and a compacted layer at the top. Leaching of Lavender Pit material was started in 1956 and has proceeded simultaneously with dump construction. Former leach pond areas and haulage surfaces have been ripped with D-9 tractors before deposition of succeeding layers of ore.

The word "research" has been used in the title of my presentation somewhat against my better judgement. There are many definitions of the word. But the one I like best comes from Webster's New World Dictionary. It reads: "Careful, systematic, patient study and investigation in some field of knowledge, undertaken to discover or establish facts or principles. ..." I like that. In only 9 words, the definition conveys to me the very essence of what should be going on either in or for the coal industry. Unfortunately, not enough coal-related research is going on. And much of what is being done is, in my view, not really as effective as it might be.

Trialkylphosphine sulphides, in contrast to their well known oxide analogues (1,2,3,4), have received comparatively little attention as metal extractants and previous studies have been biased toward analytical rather than commercial solvent extraction applications (5,6,7). The sulphides are soft Lewis bases and only from complexes readily with the limited number of metals in the periodic table which can be classified as soft acids (8) e.g. Ag+, Hg2+ and Pd2+. Consequently, these compounds tend to be more selective than the broad-spectrum, hard-base, phosphine oxide extractants such-as TOPO (trioctylphosphine oxide). The purpose of this paper is to describe a potential application of one phosphine sulphide, CYANEX® 471X extractant, in the selective recovery of silver from base metal sulphate solutions. CYANEX 471X is triisobutylphosphine sulphide (TIBPS).

As an alternative power source to eliminate trailing cables, ESD Corporation is installing a flywheel system on a shuttle car. Flywheel power is extracted by a high-speed generator, developed by Lear Siegler Corp., and the system -- including vacuum and lubrication and cooling auxiliaries -- is supplied by the aerospace group, Rocketdyne Division of Rockwell International. The flywheel system is being developed under a three-year contract with the Department of Energy. It is a follow-up contract to a previous DOE-contracted study by General Electric Co. in which it was shown that a flywheel can be a feasible power source for a shuttle car from technical, economic, and safety standpoints. This paper addresses the status of the program, design decisions established, and plans for laboratory test procedures and underground demonstration. The flywheel-powered shuttle car is a conventional 6-ton capacity shuttle car equipped with a 7-rotor flywheel energy storage package. The energy package is the sole source of power for the shuttle car through a complete mission duty cycle (MDC) of tramming to the miner, receiving a load of coal, and returning to the secondary haulage system. Energy stored in the system exceeds MDC requirements and waiting times to provide an ample margin of reserve energy. The energy storage system is recharged by spinning the rotors back up to maximum speed each time the shuttle car comes back to the seconaary haulage system. The electrical charge motor is connected to a power source to recharge the system while the load of coal is being discharged.

An application of goal programming (GP) in evaluation of proposed purchases of major mining machinery is presented. It incorporates historical operating data compiled on mechanical delays to production time. The goal programming technique, which is an extension of integer programming, is used to maximize an objective function. The objective function combines the capital budgeting evaluation methods of net present value, payback period, profitability index, and total net earnings as goals weighted according to a management preference. The GP method gives an optimal solution to a multiple-goal problem. A sensitivity analysis is performed to determine the effect of an increased production forecast or a tightened budget on proposal selection.

The North Singhbhum Mobile Belt (NSMB) lies between two crustal-scale shear zones, the South Purulia Shear Zone (SPSZ) at the north, and the Singhbhum Shear Zone (SSZ) at the south. The Babaikundi-Birgaon Axis (BBA) is an east-west trending secondary shear zone in the NSMB lying south of SPSZ, which is known for the occurrence of gold along with other sulfide minerals within the quartz reefs. The present study has been carried out at north of Ichadih village, which lies on the BBA. The present study attempts combined electrical resistivity tomography (ERT) and self-potential methods along a profile of 470-m length in the Ichadih area to map the potential mineralized zones. Initially, ERT sections generated by Wenner, Wenner- Schlumberger, dipole-dipole, and joint inversion of the combined array have been analyzed, and results are validated through the analysis of model resolution. A prominent low resistivity (10–100 Ωm) associated with quartz reef/limonitic quartz reef at a depth of approximately 30–85 m, encircled by a high resistive (more than 10,000 Ωm) formation associated with metasedimentary rock, has been delineated using joint inversion of the combined array. Further, analysis of self-potential (SP) anomaly using particle swarm optimization inversion also confirms the prominent low SP anomaly at a depth of 77.3 m, which is analogous to the low resistivity anomaly identified in the joint inversion of the combined geo-electric array. Subsequent analysis of a complex synthetic geo-electrical model analogous to the present field situation proves the efficacy of the joint inversion of combined arrays. As a whole, joint inversion of multi-array data is established as an efficient technique for better subsurface imaging in case of the complex subsurface structure. In-depth analyses confirm the possibility of sulfide mineral-rich deposit (quartz reef/limonitic quartz reef) which requires further geological drilling and lithogeochemical sample analysis, for possible future exploration.

Understanding the energy-size reduction relationship is vital to grinding process; therefore, this paper aims to show the energy-size reduction of magnetite-calcite binary mixture in a laboratory wet conical ball mill. Single magnetite, single calcite, and blended magnetite-calcite mixture at three weight ratios in four particle sizes were ground in a laboratory wet conical ball mill at four grinding time periods. The results showed that the particle size distribution of both fine particles and coarse particles of single and mixture ground product fitted well with the PSD computed by Rosin–Rammler-Benne function. The larger mass percentage of calcite is, the higher t10 of binary mixture ground product is. On the contrary, t10 in the mixture decreases as the percentage of magnetite in the mixture increases. The different breakage behaviors in blended samples are due to the hardness and particle size. The results of calculated ratio of energy absorption factor showed that the calcite consumed more energy in the breakage process of binary mixture than ground alone. The JK size-dependent breakage model based on the t10 method fits all the experiment data, be it generated from pure minerals, mixtures at different weight ratios, or each component separated from the mixture.

The original Radum aggregate plant, built by Henry Kaiser in 1931, is the oldest of the nearly 200 individual operations established by the Kaiser companies. Since that time it has been producing aggregate products primarily for the San Francisco Bay Area. Currently, and for many years, this plant has been listed as the Nation's No. One aggregate producer. Early this year a new $10,000,000 facility went on line replacing the old plant. Construction of the facilities was performed under the direction of Kaiser Engineers construction management teams. The existing plant continued to operate without interruption during the entire construction period.
