Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

Introduction Atmospheric fluidized bed combustion (AFBC) is an improvement over coal-fired boiler design. It offers several advantages over conventional boilers. AFBC can meet sulfur and nitrogen oxide emission regulations without the need for add-on flue gas treatment equipment. The relatively low combustion temperature inhibits ash melting, thus reducing slagging and fouling that can in turn increase a boiler's fuel flexibility. AFBC process The fluidized bed boiler that operates at atmospheric pressure on the fire side (AFBC) is relatively simple and no different in purpose from those pulverized coal boilers used by utilities today. Fluidized bed boilers can generate steam at the pressure and temperature needed by modern steam turbines. Only the firing system is different. In fluidized bed combustion, the fuel can be almost any coal or waste fuel. It is burned in the presence of a bubbling bed of limestone. Air is forced through the bed at a velocity sufficient to support the weight of the bed particles. When the bed is fully fluidized, it bubbles like a boiling liquid. Although the burning coal makes up less than 1% of the fluidized bed, all the bed particles are heated quickly by the turbulence. The calcium in limestone reacts with sulfur dioxide produced in coal combustion to form calcium sulfate in a dry solid state. In this way, sulfur emissions regulations can be met without installing flue gas desulfurization equipment. Boiler tubes submerged in the bed absorb heat directly from the turbulent solids. The heat converts water in the tubes to steam or superheats the steam. Because of the intimate contact of the boiler tubes with the fluidized bed, heat transfer is highly efficient. Consequently, less boiler tubing surface is needed to generate the same amount of steam as in a comparable pulverized coal boiler. The optimum temperature for sulfur capture is relatively low, about 815°C (1500°F) as opposed to 1370°C (2500°F) for pulverized coal boilers. This results in the formation of lower levels of NON. Because operating temperatures are below those that fuse coal ash, a single design can burn a variety of coals without slagging or fouling problems. TVA's AFBC development program Tennessee Valley Authority's (TVA) involvement in AFBC development began in 1974 and has addressed the technical uncertainties through a comprehensive program of design, experimental, and analytical studies. In 1979, TVA and the Electric Power Research Institute (EPRI) developed plans for a 20-MW AFBC pilot plant, a 10-fold scale-up over the next largest test facility. The need to optimize surface mining operations has led to the use of discrete event simulation (DES) modeling of truck-shovel systems. Often, these models assume truck cycle times are independent and identically distributed (iid) random variables, although, with significant bunching on the haul routes, this may not be valid. The objective of this paper is to present a methodology to (i) account for truck bunching due to slow trucks; and (ii) test for cycle time dependence (i.e. whether truck cycle time data is iid or not). We built a DES model that accounts for bunching due to a slow truck(s) and used the cycle times as data for further analysis. We then tested for cycle time dependence using Pearson correlation coefficients. The results show significant correlation of truck cycle times for different number slow trucks, with variable speeds. Assuming iid in modeling results in over-estimation of productivity and the uncertainty surrounding it. The over-estimation of uncertainty is pronounced when the relative difference in truck speed increases. The confidence interval of the means of truck loads/shift decreases with increasing number of slow operators. This work extends the usefulness of DES in truck-shovel applications.

Loss of visibility due to the occurrence of atmospheric fogging in underground mine airways can lead to a reduction in travel times and loss of production efficiency, an increase in the frequency of vehicular and foot traffic accidents and difficulty in checking rock surfaces for instability and loose material. Where hot and humid surface air meets colder underground air, conditions for fog formation nay be present. Further, suspended particulate matter from diesel exhausts or stoping operations together with slow movement of air along passageways nay contribute to formation. The study describes an investigation being undertaken with the cooperation of Kennecott's Ozark Lead Company to identify causes of the problem.

Flocculation is an important step in the treatment of coal preparation waste waters. The effects of polymer charge and molecular weight and solution pH and ionic strength on the adsorption and flocculation characteristics of a series of polymeric flocculants on some typical waste water constituents have been studied experimentally. The results indicate that the nature and extent of flocculation are strongly system-dependent. For the case of coal, both adsorption and flocculation behavior can be correlated with the polymer conformation in solution. For the mineral constituents, on the other hand, adsorption and flocculation depend also on the surface properties of the solid.

Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

In contrast to the rather generalized title of this paper, the subject of discussion will deal with two specific cases of sliding in glacial lake clays in northern Michigan. The slides in question occurred on lands owned by the Upper Peninsula Power Company a short distance south of Lake Superior. Slope failure problems have plagued the Company's operations for many years. It is hoped that this paper may provide some insight into the causes and possible mechanisms of clay slides in general as well as providing details of the two slides specifically cited. LOCATION The Upper Peninsula Power Company's Victoria facilities lie in section 29, T. 50 N., R. 39 W., in Ontonagon County, Michigan. The power site is situated on the West Branch of the Ontonagon River, approximately five miles southwest of the town of Rockland and only one mile to the southeast of the old mining location of Victoria. The area lies wholly within the Precambrian Shield and it is geologically similar to adjacent parts of Wisconsin, Minn¬esota, and Ontario. (Figure 1). THE VICTORIA HYDROELECTRIC SITE The Victoria hydroelectric power facilities were constructed in 1930 on a portion of the West Branch where meanders are conspicuously developed. The generating station is actually sited on an abandoned meander at a place where valley widening has occurred. In cold regions rinsing of spent cyanide leach heaps is stopped during winter and is resumed again after snow melts. The effect of this idle time on the overall cyanide removal process was studied in this work. Samples were collected for rinsing tests from one heap at the Ryan Lode Mine of Citigold Alaska, Inc., near Fairbanks. The material was tested for cyanide removal a large column, 1.22 m high by 20 cm square, and in a small column, 1.22 m high by 10 cm in diameter. The rinse water was analyzed at regular intervals to determine the rate of cyanide removal from the solids. It was found that diffusion plays a major role in the removal of cyanide from the ore particles. Calculations showed that the insulating effect of the snow cover on the heap provides an excellent moderates the interior temperature of the heap, and would be expected to help the progress of the diffusion reaction during winter. The result expected result wil1 be higher cyanide values reporting to the rinse water after snow-melt.

Infrared spectroscopy, employing the internal reflection method in conjunction with solvent extraction techniques, was used to study surface reactions between aqueous potassium ethyl xanthate and both sphalerite and precipitated zinc sulfide each activated with aqueous copper sulfate. It was determined that reactions occurring on the sphalerite and zinc sulfide surfaces produce the reaction products ethyl dixanthogen and cuprous ethyl xanthate, some of which are ad¬sorbed on the mineral surfaces. According to infrared spectra showing the reaction to form these compounds, the ratio of cuprous ethyl xanthate to ethyl dixanthogen adsorbed is directly related to pH of the flotation solution.

The Grasberg porphyry copper-gold deposit of Freeport Indonesia Inc., an 81% owned subsidiary of Freeport-McMoRan Inc., lies within the Ertsberg Mineral District in central Irian Jaya, Indonesia. The Grasberg deposit was discovered during a drilling campaign initiated in early 1988. Production at the open pit Grasberg deposit commenced in December 1989. The Grasberg copper-gold orebody is contained with a young igneous complex of dioritic composition which intrudes limestones of the Tertiary New Guinea Group. Alteration is typical of porphyry copper deposits worldwide except that higher grade primary chalcopyrite with significant gold values is associated with a centrally located zone of strong quartz stockwork.

In any treatment process that requires a coarse feed material to be reduced to a fine size by crushing and/or grinding it must be determined whether a wet or dry comminution system should be utilized. All factors must be evaluated in reaching the decision. Among these factors are: 1) Ecology and Plant Environment: Unfortunately in many instances the decision on wet or dry is based on prejudice resulting from an unnecessary fear of dust. The writers submit that this fear, although once justified, is no longer valid because technology and equipment is now available to collect dust to meet any standard. When dry grinding is used it is very often possible to discard a portion of the waste product in a dry state. This will decrease the size of the tailing pond required. As pollution control standards increase it becomes increasingly difficult to clean up water from tailing ponds. 2) Operating Costs: Steel wear is often five or more times greater in wet grinding than in dry grinding. This is mainly due to corrosion. The evaluation of the economics of dry grinding must of course include the air system and dust collection; similarly in a wet grinding plant related pumping and material handling costs should be included. Pumping costs are often overlooked. This assumes water is made to flow for nothing. Pumping can account for 20 percent of the power consumption in the grinding plant. Large scale comparative tests were conducted in a wet and dry commercial plant in 1970. The same ore was used for both tests. With all factors included in both plants the dry system showed lower horsepower per ton.

As market conditions become more competitive, U.S. coal producers are faced with the increasing need to find methods of lowering production costs in their operations. One area worthy of investigation is the additional recovery of fine coal that is normally discarded in the preparation plant waste stream. United Coal Company is currently assessing the capability of the Deister Flotaire, a new application of a column flotation cell, to recover additional, saleable coal from preparation plant waste. This paper presents the technical data obtained to date. Work with a 0.76 m (30 inch) diameter cell installed in a plant shows considerable coal recovery is possible from a nominal 0.595 run (28 mesh) X 0 refuse stream.

The U.S. Bureau of Mines, in cooperation with the Homestake Mining Co., and the University of Utah, is conducting a field demonstration to evaluate the behavior of rock masses supported with cable bolts. One of two rock masses being studied is supported with both conventional and birdcage cables. This rock mass is located between the 6500 and 6650 levels of the 45-4BN stope. 21 ledge. The second rock mass is the hanging wall of the D-limb stope between the 3500 and 3650 levels near the Ross Shaft and is supported with conventional cables. The primary objectives of the project are to monitor the behavior of the two rock masses during mining using extensometers and cable support strain gauges, after which the rock will be modeled using the finite-element code UTAH III. Field data will be used to verify the modeling. In addition. a comparison between the effectiveness of conventional and birdcage cables will be made.

You and I can visit cement plants, inspect the various rotary kiln systems and find some equipment or some burning techniques that waste energy--fuel and power. After we have made such a visit and studied a few ideas, we could recommend ways to eliminate much of this waste. Probably every idea would cost money to bring into action. For our discussion, let us arbitrarily set an upper limit of $1,000,000 on the recommendations that we are allowed to make. Call these "low-cost" or "short-term" measures. They are improvements that do not require more than say, three months to complete; they do not require a major revision to the process. Other recommendations are "high-cost" or "long-term"; they are outside the scope of this discussion. Some of our "low-cost" recommendations would offer a satisfactory return on the money that they cost; the remainder would not. Now, is there some way that we can rather quickly pick out the "low-cost" measures that will show a satisfactory return and spend our time making these improvements first? Can we separate these items from those where the return is less likely to be good? I feel that we can pick some of these items quickly if we have a kiln system that has consistently non-uniform day-to-day operation. If the operation is uniform we probably cannot pick them quickly.

PT Freeport Indonesia’s Deep Mill Level Zone (DMLZ) is one of three operating cave mines at the Grasberg mine complex. The DMLZ is situated in the East Ertsberg Skarn System (EESS). It is set 500 m below the operating DOZ mine and located approximately 1,500 m below the surface, making it one of the world’s deepest panel caving operations. Initial undercutting of the DMLZ commenced in the second half of 2015 and has expanded to more than 120,000 m2. High pre-mining stresses and the changes associated with caving, combined with a strong and brittle rock mass, led to significant seismicity and rock bursting. Stress and seismic management are the main challenges for the operation and have evolved significantly from initial undercutting to the present. Considerable amounts of empirical data associated with ground response have been collected, evaluated and combined with historical lessons learned from the Intermediate Ore Zone (IOZ) and Deep Ore Zone (DOZ) mines, which are located within the EESS. This has provided an improved understanding of how the various geological, geotechnical and mine design criteria relate to one another. Additionally, the information has allowed for the development and implementation of improved strategies for stress and seismic management in the DMLZ. This paper describes how these learnings have driven changes in mine geometry, layout, and support systems. Through comprehensive monitoring and detailed inspections, positive changes have been seen in the ground response, leading to an increase in footprint reliability and accelerated cave growth. The paper summarizes the key learnings at the DMLZ regarding stress and seismic management as well as the positive improvements towards sustained and safe caving operations in the DMLZ.

The present study examined a process for precious metal recovery (silver and gold) from difficult minerals which exhibit refractory characteristics to cyanidation and ammonium thiosulfate leaching (low extraction and high consumption of leaching agent). It is well known that mangano-argentiferous minerals are mainly composed of manganese, silver, gold, and iron. In this research, a mineral sample from Monte del Favor mine, located in Hostotipaquillo, Jalisco, Mexico, was physically and chemically characterized by X-ray powder diffraction (XRPD), scanning electron microscopy (SEM), energy-dispersive X-ray spectroscopy (EDS), fire assay, and atomic absorption spectroscopy (AAS). Two-stage leaching was carried out: first to eliminate manganese from the sample using sodium sulfite (Na2SO3) as a reductive reagent and sulfuric acid (H2SO4) and a second stage to dissolve silver and gold with sodium hypochlorite (NaClO) and hydrochloric acid (HCl); the results show extraction around 96% for Mn and 98.73% and 83%of Ag and Au, respectively. The usefulness of high acidity and Na2SO3 to obtain good results in Mn and Ag leaching is discussed along with the roles that HCl and NaClO play in the dissolution of Ag and Au values.

Clay mineralogic studies of ore versus barren rocks in the Grants mineral belt show that some combination of chlorite (rosette form), illite, mixed layer illite-montmorillonite, (- Mg-montmorillonite) are penecontemporaneous with uranium minerals in trend ore; these same clay minerals plus kaolinite are related to the roll type ore near the main redox front of the Grants mineral belt. Clay minerals from barren rocks are characterized by a greater abundance of Na-montmorillonite, kaolinite, and face-to-edge form chlorite. Chlorites from ore zones contain much more vanadium than do chlorites from barren rocks. Trend ore probably formed from southeasterly flowing waters following paleochannels in the Late Jurassic. These deposits are found almost entirely in reduced rocks, and organic carbon may have been an important reductant to remove U-V-Se-Mo from solution as carbonate from ore zones contains some organic carbon based on stable iso¬tope studies. Uplift, remobilization and reprecipitation of some of the trend ore resulted in the formation of redistributed ore, some of which possesses a roll type geometry. Mineralization for the roll type ore was apparently controlled by sulfide-sulfate equilibria at or near the main redox front in the Grants mineral belt. Trend and roll type ore possess different assemblages of clay minerals and different trace element abundances. Laramide faults cut both trend and some roll type ore. Stack ore is found in Laramide fault zones. Limited oxygen isotopic data from clay minerals in two mines at Ambrosia Lake in reduced rocks indicate probable preservation of ancient, formational waters and no evidence for infiltration by young meteoric waters. This information, plus the pre-Laramide faults, suggest, but do not unequivocally prove, that the main redox front has been relatively stable since its formation, probably some time in the Cretaceous. Younger encroachment of the redox front in post-Laramide is proposed by others, however, and the problem is unresolved. Uranium for the deposits was most likely carried in solution as an oxyion, probably as (UO2(CO3)2.2H2O)2- or (UO2(HPO4)2)2-, although organic transport cannot be entirely ruled out. Oxyions of vanadium, selenium, molybdenum and possibly arsenic and antimony, are interpreted from Eh-pH diagrams to have been segregated and transported with U6+ soluble species and precipitated when a chemically reducing environment was reached. The rare earth elements are also enriched in ore zones, but it is not clear if they were transported with the U-V-Se-Mo-(As)-(Sb) suite or derived from a more local source.

Due to the increased chance of violations and shutdowns by the U.S Occupational Safety and Health Administration(OSHA) and the U.S. Environmental Protection Agency (EPA), a company can save itself problems by taking control of the dust caused by conveying material. A complete dust-control policy can keep these emissions confined, sealed and suppressed, protecting the environment from fugitive, airborne dust. Material handling and processing, storage and traffic are the major dust producing sources. All industries that convey dry, light material need a dust control system.

Attending the Prospectors and Developers Association of Canada (PDAC) meeting and exhibit has become an annual tradition for many in the mining industry. Similar to last year’s synopsis, this report is an overview of the 2003 conference from the eyes of a consulting mineralogist. It is supplemented by conversations with other participants. And it examines the conference handouts. Certain segments of the mining industry have seen improvement throughout the year in terms of metal prices, stronger demand and renewed interest by the investment community. Other segments continue their decline due to depressed commodity prices, higher oil prices, a continued weakness in the global economy and war uncertainties. SARS was known to the world, but it was not a Toronto epidemic during PDAC. In short, this year’s PDAC was permeated by an air of anxiety about the Middle East.
