When an open pit mine is deepened, more and more waste rock must normally be removed. Techniques for optimization of open pit design are well-established within the mining industry. The recommended method is to choose the open pit alternative with the highest net present capital value of open pit and future underground mining. When the open pit is mined out, the operation must be closed, or, if it is profitable, mining must start underground. When planning an underground operation we experience the same type of optimization problem that occurs when determining the optimal depth for open pit mining. When mining underground the ore body is often divided into a number of areas, blocks or slices, each containing a transportation system with trains, trucks, conveyors, etc. When all the ore within such a part of the deposit is extracted, the operation must be closed, or, if it is profitable, a new transportation must be developed. The question that now arises is: how large a pan of a deposit shall be included in the first development and how much shall be left for future consideration?

Vast deposits of lignite occur in the Gulf Coast states and northern plain states. Lignite resources are cited to be over 43 billion tons in the Gulf Coast states. An additional resource of 16 billion tons are reported in North Dakota (Jackson, Smith, 1981). All lignite in the U.S. is mined at present by the open pit method. Draglines and scrapers are primarily used to remove the overburden. Bucket-wheel excavators are also being considered for new mines in the planning stages. Lignite seams are mined using front-end loaders, shovels and trucks, or Easi-miners. The depositional environment of lignite is weak sedimentary soils and rock. Ground water is often encountered within the mining depth. Surface water resulting from heavy rainfall or snow melt contributes to the problems of mining. Mining depths of up to 60 m (200 ft) are under consideration. Draglines exert additional loads on the highwalls and spoil piles. The combination of any number of these factors may cause instability of the slopes. Bearing pressure, trafficability, and settlement can also be a problem for excavation and loading equipment.

INTRODUCTION A number of tunnels supported and permanently lined by steel-fiber-reinforced shotcrete (SFRS) have been built in North America in the 1980s. The material is more economical than, and technically equal or superior to, conventional shotcrete using wire mesh. The design and construction of SFRS-lined tunnels is straightforward, and only a few new design principles, laboratory tests or construction equipment modifications appear necessary in order to use this material. Modern tunnel Contractors may use cyclic drill-and-blast methods on some tunnels, with intermittent shotcreting as part of an orderly cycle. The Dry Mix method is most suitable for cyclic, intermittent, relatively small-scale shotcreting. However, modern Contractors excavating tunnels continuously using large long Tunnel Boring Machines (TBMs) or Roadheaders may prefer Wet Mix shotcreting on a mass production basis. In either case, the use of steel-fiber-rein¬forced shotcrete (SFRS) promotes the rapid and economical excavation of tunnels. The addition of microsilica will improve SFRS properties and reduce rebound, and is expected to become standard practice with SFRS in North America, as it now is in Scandinavia. HISTORICAL REVIEW Steel-fiber-reinforced shotcrete (SFRS) at the present time (1985) is essentially conventional shotcrete with straight or deformed steel fibers added, and in general SFRS for tunnel linings encounters the same problems that conventional shotcrete does. "Duluth & Iron Range Railroad. The Duluth & Iron Range Railroad was built from Two Harbors to the Vermilion range at Tower, a distance of 67.6 miles, in 1884, and extended to Ely, twenty-one miles east of Tower, in 1888. It was built into Duluth in 1886, and branches were extended from its main line to the Mesabi mines in 1892 and 1893. The original grades on this road are very steep, going north, and in the thirteen miles from Two Harbors to Highland there is a rise of 1,150 feet. A new line between these points has been built with an increase of three miles in distance and with maximum grades of 1 per cent. Duluth, Missabe & Northern Railway. The Duluth, Mis¬sabe & Northern Railway was constructed from Stony Brook to Mountain Iron, a distance of 48.62 miles, in 1892. The Biwabik branch from Iron Junction to Biwabik, a distance of 15.54 miles, was constructed in 1892. The Superior branch from Wolf to Hibbing, a distance of 16.06 miles, was co11structed in 1893. The Alborn branch from Coleraine Junction to Coleraine, a distance of 53 miles, was constructed in 1906. Several refractory sulfide and carbonaceous gold ores were examined to determine whether microbial pretreatment could be used to enhance gold recovery. Test samples were biologically leached using unique, thermophilic microorganisms to solubilize iron sulfide minerals. Gold recovery from sulfide ores and concentrates was enhanced following pretreatment with the thermophiles; responses varied widely for the individual materials. Although bioleaching had little effect on the preg robbing characteristics of the carbonaceous gold ores, cyanidation of the bioleached residues yielded higher gold recoveries than cyanidation of the native ore. By combining bioleaching with abiotic processes designed to inhibit preg robbing, gold recoveries of 83-98% were obtained from carbonaceous ores yielding 10-50% gold recovery by direct cyanidation.

The algorithms for the mathematical modeling to predict productivity of underground room-and-pillar mining systems are well known and documented. These algorithms consider the time-varying relationships between mining equipment for a given geometry of operations as well as other constraints. This paper presents WebConSim, a newly developed, Web-based, user-friendly computer simulation tool for the Windows environment. The simulator is easily customized for use by field engineers, planning engineers, and management and will help mine operators plan the optimum mining sequence for different mine geometries and equipment layouts. Program output includes production data and equipment utilization indices, as well as time driven event chains that can be used for virtual reality presentations.

On Aug. 31, 2006, Tropical Storm Ernesto hit the city of Richmond, VA. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This article describes the fast track design, bidding and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft-sinking methods and final lining design all contributed to the success of this project. The storm inundated Richmond, VA with up to 305 mm (12 in.) of rain that, in some areas, caused widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed and caused local combined sewer and stormwater flooding. The collapsed sewer was a 2.4-m x 76-mm (8-ft- x 3-in.-) wide by 2.7-m- x 152-mm- (9-ft- x 6 in.-) high arch sewer that was constructed in the 1920s and later filled over with municipal solid waste and a soil fill cap to cur-rent elevations. A sinkhole was created in the area of collapse approximately 18 m (60 ft ) deep and 31 m (100 ft) in diameter. This caused the existing arch sewer to become blocked. As a result of this blockage, contaminated floodwaters reached depths in low-lying areas in excess of 8 m (25 ft).

Precipitation in the northeastern United States, Florida, California and in many industrialized areas of the world is now more acidic (lower pH) than can be accounted for by natural causes. At the same time, the acidity of many lakes and streams in the northeastern United States has been measured and found to be similar to that of actual rain. These facts have led to conclusions that the two conditions are related. Coal burning utilities, 700 to 1000 miles upwind, have been accused of being the cause, leading to proposals for strict emission controls on the alleged offenders. The costs of these controls would place an estimated $10 to $15 billion capital burden on utility customers in about 15 states plus $2 to $6 billion annual operating costs. There appears to be no direct well-established scientific evidence that the accused are guilty but that the indictment is based largely on circumstantia1 evidence. This study examines the evidence, describes the situation and proposes what must be done to reduce the acid precipitation in an orderly cost beneficial manner. It is interesting to observe that studies by the different adversaries on the acid precipitation issue come to different conclusions largely because they do not read the same literature, but selectively develop evidence to support their own points of view, This study will try to review the issues impartially and reach a position of scholarly balance.

This paper considers the potential water quality impacts of future energy scenarios which project an approximate doubling of coal utilization from 1975 to 1985. The major impacts estimated for coal extraction are related to effluents from unregulated activities (reclaimed areas prior to stable vegetation) and pollutants (e.g., metals and ammonia). Where applicable, the EPA effluent guidelines to be in effect by 1983 reduce the impact of individual sources to low levels. For example, total suspended solids and acidic discharges are to be regulated to levels generally below recommended water quality standards for receiving streams. However, implementation of these guidelines, particularly for coal extraction, has not been demonstrated on a wide scale. Water quality is not expected to be a major constraining factor for increasing capacity of coal fired utility and industrial boilers. Water quality control has not been demonstrated on a commercial scale for coal conversion to synfuels, but adequate control technologies appear to be feasible.

The current Automatic Data Acquisition system developed by some support manufacturers makes it possible to continuously monitor and record changes in leg pressure and advancing ram stroke in every shield, and shearer position at any moment during the mining operation. In order to effectively use the massive data obtained from this system for improving production and maintenance managements as well as providing better roof control at a longwall face, the research currently conducted jointly by West Virginia University and Cyprus-Amax Coal Co. attempts to develop a Longwall Management System for mine operators. The LMS software package runs on a MS Windows NT environment and consists of four sub-systems: (1) Data Interpretation and Analysis; (2) Production Management; (3) Maintenance Management; and (4) Ground Control. This paper presents the details of each sub-system.

Recently passed federal strip mining legislation officially emphasizes that the increased coal production required by this country through surface mining is going to be obtained only with stricter environmental standards. Dozing overburden down the hillside in Appalachian contour mining or leaving drag1ine spoils in area mining is now taboo and it is now or will soon be necessary to return the disturbed land to as good or better condition than before mining. These new restrictions will create a need for new and better ways to do the job. This paper describes one approach for utilizing scrapers and dozers to strip all of the overburden and to replace that overburden in an environmentally satisfactory fashion. The objective was to do this at a lower cost than that possible with the traditional dragline system using dozers and scrapers for reclamation and topsoil handling. In area stripping, the dragline has been able to move overburden at an extremely low cost. Operating costs of 8-13¢/bcy are typical in many operations where rehandling is not required. However, the cost of leveling the spoil piles and rehandling topsoil add considerably to the low basic cost of drag1ine stripping.

The application of cutoffs during and after pit optimization is examined for a lower-grade multi-metallic copper deposit. Pit optimization requires calculation of the net revenue associated with each mining block, incorporating parameters such as metal prices, grades and expected recoveries, mining and processing costs, smelting and refining charges, and penalty element and royalty charges. Sensitivity analysis during pit optimization reveals which of these parameters have a significant effect on the total contained resource tonnage and total contained non-discounted revenue in the optimized pit. The cumulative effect of changing several of the more significant parameters is investigated. Application of a copper cutoff grade to a block inside the optimized pit could result in the less than optimal extraction of the resource. A block with copper grade below the applied cutoff could be economic due to the presence of other metals. Conversely, a higher copper grade block may be sub-economic. The relative merits of applying a copper grade cutoff, "equivalent grade" cutoff and dollar value per ton cutoff to blocks inside the optimum pit are discussed.

Coal is a low-cost and high-calorific-value fuel. The coal mining industry worldwide has been suffering from severe accidents due to coal dust explosion hazards since its inception. Statistically, it was observed that 12,489 fatalities had occurred in 104 reported mining accidents from coal dust explosions during 1900–2020. There are numerous methods for detection, prevention, and control of coal dust explosions in mines. The underground mining environment is unpredictable and has an array of variables. These undulating factors make it difficult to prevent or control the coal dust explosion hazard. However, coal mining is done aggressively throughout the world, especially in developing countries as coal is a major source of thermal energy used in power plants contributing to about 38% (IEA, (2019), World Energy Outlook, IEA, Paris https:// www. iea. org/ repor ts/ world- energy- outlo ok- 2019.) of world electricity. Worldwide, coal dust explosibility studies are carried out in experimental mines, laboratories, and simulations. The complexity, lack of proper infrastructure, and unavailability of laboratory equipment sometimes make it difficult to study coal dust explosibility. The authors have discussed in detail and proposed that the CFD modelling can be a viable option for studying and evaluating coal dust explosibility.

Coal liquefaction processes can be divided into two broad classifications - direct and indirect. Direct liquefaction processes, in general, slurry coal with a solvent and react it with hydrogen under elevated temperature and pressure. Indirect liquefaction is the term applied to processes in which coal is first gasified to generate a synthesis gas of carbon monoxide and hydrogen. The synthesis gas is then converted to various types of liquid fuels by the proper selection of catalyst and conditions. The first experiments on direct coal liquefaction were undertaken in 1933 by Bergius. Development and commercialization of the Bergius concept was accomplished mainly through the effort of I.G. Farben at the Ludwigshafen plant of its subsidiary, Badische Anilin und Soda Fabrik A.G, under the leadership of M. Pier (1). A demonstration plat having an annual capacity of 100,000 tons of coal was built in Leuna, Saxony in 1927. Six years later, Imperial Chemicals Industries, Ltd., commissioned a plant in Billingham, England (2).

Surface subsidence that results from longwall mining can be large magnitude and can affect significant areas. Conventional methods for subsidence monitoring include leveling, global positioning system (GPS), and photogrammetric surveys. Remote sensing techniques, including aerial LiDAR, terrestrial laser scanning, and satellite-based differential interferometric synthetic aperture radar (DInSAR), are also used to measure deformation associated with subsidence. DInSAR data are different than data from conventional subsidence surveys. Images capture data over large areas (hundreds of kilometers), and each pixel (data point) in an image quantifies the average displacement over an area of square meters. DInSAR data can have fairly high time resolution; imaging periods typically range from weeks to months.

Since 1973 when the first edition of the SME Mining Engineering Handbook was published, many significant changes have occurred in the US mining industry. The industry went through a fairly prosperous period immediately after 1973, but then many economic pressures came to bear on mining companies, particularly in the metal and coal branches of the industry. These pressures changed both the mining methods used and the general economics of the mining methods. As a result, the industry today is different in many ways titan it was in 1973. A general summary of some of the more important changes that have come about will be provided here as well as some assessment of the effects of these changes on the choices of mining methods. In the metal mining industry, the most significant trends were increased surface mining, the use of larger and more efficient equipment, and increased technology and automation. The primary impetus for these changes was unprecedented competition from foreign producers. In many cases, this competition came about because of the nationalization of foreign mines and the tendency for these mines to become a source of foreign exchange. R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Sophisticated information technology, quality management systems and a commitment to the environment has allowed Solutia’s Soda Springs phosphate mine and elemental phosphorus plant to reduce operating costs, improve product quality and contribute to the sustainable development of Idaho’s industrial minerals. Soda Springs background The Soda Springs phosphate mine and plant is a joint venture between Monsanto and its operating partner, Solutia Inc. The operation is based in southeastern Idaho in the Western Phosphate Field. The plant is located about 275 km (170 miles) northeast of Salt Lake City, UT and about 4 km (2.5 miles) north of the town of Soda Springs.

The history of gold and silver analyses shows an interesting duality. On one hand, classical chemical and instrumental methods have evolved to meet changing needs, but on the other hand, the age-old and somewhat empirical fire assay has remained a popular tool. Inasmuch as gold and silver generally have been present in ores at low concentra¬tions, methods have been challenged by a need for sensitivity and selectivity coupled with reasonable assay time. A progressive increase in the importance of low grade materials as ore sources has led to the need for improved methods. Assays of these materials are required for process control and accounting in operating plants as well as for guiding research and development activities. The analytical response to these needs is evidenced by numerous reviews published through 1977-¬e.g., cf Kolthoff and Elving (1966), Beamish and Van Loon (1966, 1972, and 1977), Young (1971) , Mallett (1970), and Sen Gupta (1973). In this paper we present a brief sketch of the history and status of various gold and silver methods. A more detailed summary of atomic absorption spectroscopy (AAS) is Given, as this method has gained in popularity more than other assay methods. AAS methods currently in use are summarized and discussed briefly. This paper is not meant to be a detailed review, as are the above mentioned publications. Rather, we borrow from those works and more recent papers to report trends in gold and silver analyses (particularly in AAS). Also, we discuss some selected poten¬tial problems, and problems that have been experienced by this laboratory.
